Physical cosmology is one of the disciplines at the forefront of modern science. Using existing physical theories and creating own ones, it describes the dynamics and evolution of the Universe, transforms and modernizes the scientific picture of the world on the largest possible scale. The article analyzes the main presuppositions and outcomes of nowadays cosmology, which are based on fundamental physical principles (theories) and astronomical observations. It has been revealed that throughout its existence as a science (about 100 years), cosmology (...) stimulated the emergence of a plenty of worldview-philosophical problems. Therefore, we need a comprehensive update of the philosophy of cosmology, which can help to realize such problems. Given the need for cooperation between cosmology and the philosophy of science, we propose to use various methodological, ontological, epistemological and other philosophical techniques to solve philosophical problems arising in cosmological research, as well as to generalize the existing knowledge about the Universe. The article refers to a long-standing dispute over the relations between the two orders of study of Plato’s dialogues in the Prologue of Albinus (Ch. V and Ch. VI, respectively). The dominant solu- tions are identified: 1) the acceptance of the first curriculum as «for amateurs» and the second curriculum as «for professional platonists» (J. Freudenthal, O. Nüsser, J. Mansfeld); 2) the treat- ment of the first course as a short introduction to the second (B. Reis). On the grounds of (...) the obvious weaknesses of both positions and the lack of textual evidence, a change of perspective is suggested. The author argues that there was no need to coordinate these curricula, since the second curriculum was the only one that Albinus promoted, and the first, which focused on a non-exist- ent «ideal student», served as a «model». In addition, the author proves that Albinus did not offer for study the entire Plato’s dialogues, but only seven of these dialogues in the 5 stages of the second curriculum. (shrink)

The paper looks into prospects of using mobile applications in the regional information market. It reviews global trends in their introduction rates, based on development of mobile devices and new information technologies. Mobile applications are classified, their most popular types for business and community described. The author provides rationale for some directions of market expansion owing to a growing share of smartphones in the total number of mobile phones and an increase in the number of Internet users. Some specific features (...) of the regional information market performance and its main participants are identified. The paper presents economic performances of companies by regions of Ukraine as a critical economic factor in using mobile applications. The banking sector and trade are defined as the most favorable lines of activity. The following bottlenecks in the use of mobile applications by domestic banks are identified as compared to those in Europe, specifically in Poland: a low rate of activity in this field and insufficient number of Internet users. The author analyzes functional capabilities of active software in the most successful banks of Ukraine. Services of the most popular mobile applications offered by major companies with regional representatives are examined. There are some factors identified, which adversely affect the shaping of community demand for mobile applications, such as regional disproportions in the flow of income as well as high purchase costs of food commodities and extremely low purchase costs of household appliances. The author gives some positive examples of promoting mobile applications in local information markets in the field of public transport. It is established that prospects of further use of mobile applications in the regional information market depend on enhancement of financial stability of economic entities and an increase of the income level of the population. Автор показує, що особливо вагомо зневіра в постулатах комуністичної доктрини виражалась у західних областях УРСР - регіоні з надзвичайно стійкою національною орієнтацією та глибокою державотворчою традицією. Стрімке розгортання національно-демократичного руху спричинило політизацію скарг патріотично налаштованих мешканців Західної України, котре свідчило про (...) наростання визвольних прагнень антикомуністичного ґатунку, скерованих на відновлення державної самостійності України. There are several reasons, according to which it is worth analyzing European administrative law. First, this is a rather new branch of law. Second, the European administrative law is treated in different countries from different legal traditions positions, consequently, any effort to unify the approach to it can provide a basis for a unified European administrative law model. Third, there are no works dedicated to the analysis of the phenomenon of the European administrative law in Lithuania. Therefore, this article deals (...) with the concepts of the European administrative law. It is stated that the comprehensive image of the European administrative law reveals three European administrative law concepts. The first concept of the European administrative law characterizes it as the European Union (hereinafter – EU) administrative law, the validity of boundaries of which can be based on three aspects – functional, institutional and procedural. The second concept of the European administrative law identifies it as the law of administrative cooperation., whereas the third concept allows the European administrative law to be seen as the law common to various public administrations of European countries – ius commune. The article focuses on the analysis of the above-mentioned three approaches and the EU set of administrative procedures as an instrument to promote the development of the EU administrative law. The author comes to the conclusion that the concept of the ‘European Administrative Law’ is broader than the concept of the ‘EU Administrative Law’. The European administrative law can be perceived not only as a part of law that establishes the EU administration’s administrative legal status, its’ activity principles, forms and methods, but also as a law of administrative cooperation between states, governmental and non-governmental organizations and various corporations, based on a wide range of multilateral treaties or conventions, which cross the limits of the EU. Moreover, the European administrative law can be understood as a law with common concepts, general principles characteristic to different European countries’ public administrations as well as a science, with the help of which diverse administrative legal systems of various countries could be compared. Taking into account the content of various working documents, the author draws the conclusion that for the further development of the EU administrative law the establishment of uniform operating rules for the EU administration in its’ relations with the society is of exceptional importance. There are a number of important reasons to develop the Law on administrative procedure of the EU. First, it is generally recognized that the EU needs common binding legislation that sets out clear operating rules of the EU administration in its’ relations with legal and natural persons, and that would increase the transparency of the EU administration and its’ accessibility to citizens. Second, the drafting of the law on administrative procedure of the EU lies in the legal framework as well; the importance of the article 298 of the Treaty of the Functioning of the European Union, the articles 41 and 42 of the Charter of Fundamental Rights of the EU as well as “soft” law (i.e. codes of good administrative behavior) are obvious here. Globally, universities make use of peer physical examination in health professions students’ teaching of physical examination skills. PPE has many educational benefits, such as teaching normal anatomy and function, development of compassion and empathy, to feel what it is like to be examined from a patient’s perspective, improvement of communication skills, correcting errors in technique and improve confidence. The benefits for patients include protection from repeated examinations by unskilled students. The aim of the study was to investigate health sciences students’ (...) perceptions of the ethical aspects of PPE. A qualitative investigation, which included two focus group interviews with students and one with lecturers, was used for data collection. Most students and lecturers regarded PPE as beneficial, as it provides a safe environment for students in the health sciences to improve their clinical competence and confidence, without fear of embarrassment or failure. Students stated that PPE promoted the development of empathy with and respect for their patients. It was suggested that in a culturally diverse society, guidelines specifically related to religious customs and convictions should be provided to give students an indication of appropriate and acceptable behaviour towards fellow students when practising PPE. The use of PPE in the training of students in the health professions should support the ethical principles of Beauchamp and Childress, namely beneficence, non-maleficence, autonomy and justice/fairness. Аналізуються зміни сутнісних характеристик «життєвого простору людини» в період науково-технічного прогресу та інформаційної революції; інформаційна революція визначається як масштабний технологічний і технічний прогрес людства, зумовлений успіхами природознавства та соціальними обставинами; наводиться низка домінант та принципів розбудови суспільства і цивілізації, пов’язаних з науково-технічним прогресом та інформаційною революцією. Техніку та технологію автор розглядає як інструменти розширення життєвого простору, посилення його активності у перетворенні природи та творенні культури, акцентує увагу на суперечностях цього процесу, зокрема екологічного плану, які спонукають до формування техногенної цивілізації, ворожій (...) людині і суспільству. In this article, I argue that by considering Ludwig Wittgenstein's methods, we can better understand and appreciate Jonas Mekas's diary films. Based on Wittgenstein's notion of “aesthetic puzzlement”, I identify the main confusions encountered by the viewer upon watching Mekas's films, such as: 1) fragmentation; 2) persistent repetition; and 3) the importance placed on the everyday. I discuss three films – Walden (1969), Lost Lost Lost (1976), and As I Was Moving Ahead Occasionally I Saw Brief Glimpses of Beauty (2000) (...) – and demonstrate that the aesthetic puzzlements within them may be dissolved by looking at the format of Wittgenstein's Philosophical Investigations (1953). Mekas's lifelong interest in filming the most mundane and domestic scenes can be understood as a puzzlement in itself: why not just admire the ordinary whilst living in it? Wittgenstein's thought experiment in Culture and Value helps us understand the aesthetic puzzlement of Mekas's interest in filming, remembering and presenting an extensive array of everyday activities, and also explains why the viewer can find the most mundane and domestic activities in his films remarkable. Additionally, I discuss how Mekas's diary films may be regarded as coming close to Wittgenstein's aesthetic ideal of art as being able to represent “life itself”. I aim to show how Mekas's cinematic practice places extreme importance on ordinary acts and offers a mode of thinking which echoes Wittgenstein's own views on philosophy. I conclude with a discussion of “nomadism”, a notion that elucidates the peculiar form of the works of both Wittgenstein and Mekas. (shrink)

Considering world problems in a context of inter human relationship, I refer to the approach developed in Emmanuel Levinas' ethics. This approach encourages raising a question about the potential usefulness of knowledge in solving problems of human relationship. The fundamental trait of the human condition face-toface with the other is, according to Levinas, unrestricted responsibility of the I about the other. The other has ethical, not ontological, authority, which explains why observable deafness to one's responsibility can not serve as a (...) proof against its absolute nature. Consequently, whatever one's judgement on the current situation, moral requirements are valid. The relationship between the I and the other comes before any theory and there is no need for the help of knowledge. However, the multiplicity of human beings demands a solution to problems involving many people. There arises a need for theoretical thought—its aim is to pose a question of justice. Ethical knowledge for Levinas is primary. Ethically motivated thought can seek knowledge as received from the other. Such knowledge can help to conceive of just action, if there is a wish to perform it. But it is not knowledge that motivates one to act morally and it is not argument that can convince one to act this way. (shrink)

У статті обґрунтовується логіка формування моделей медичної етики в контексті змін поглядів на природу людини та парадигм соціальності. Показано, що хвороби і лікування здавна виконували соціальні функції. З Осьового часу можна виокремити моделі медичної етики. У давньогрецькій медицині постає модель Гіппократа з принципом «не нашкодь», у якому відображається тогочасне природне бачення соціопорядку. Патерналістична модель Парацельса формується навколо принципу «роби добро» в ієрархічно структурованому суспільстві, порядок персоналізованих зв’язків у якому був укорінений у трансцендентному. В обох традиційних моделях лікар як інструмент у (...) руках Бога мав допомагати відновлювати встановлену Творцем гармонію. Індустріальне суспільство, як створене людьми, підносить деонтологічну модель «виконання обов’язку» людиною-творцем. Біоетичний принцип «поваги прав і гідності людини» переважає у мережевому інформаційному суспільстві, виходячи за межі медицини і поширюючись на всі сфери життя. У сучасній медицині сьогодні співіснують в індивідуальній лікарській практиці всі означені моделі медичної етики. (shrink)

Resumo: Os principais objetivos do estudo são ampliar o conhecimento sobre o conceito de dignidade humana, como um valor social, analisar os fundamentos históricos, religiosos e filosóficos do desenvolvimento desse conceito na Europa e na Ucrânia, e caracterizar esse conceito no sistema de valores jurídicos. O artigo utiliza os seguintes métodos científicos: abordagens funcionais e dialéticas, análise lógica, síntese, análise comparativa, análise da literatura científica e generalização. O texto examina o problema da proteção da dignidade human,a como um valor natural (...) e inalienável, a fonte dos direitos e liberdades humanas e civis, nas constituições dos Estados do mundo, nas decisões dos tribunais constitucionais e na legislação criminal de alguns países. O principal resultado aponta os problemas teóricos e práticos da implementação do direito à dignidade humana, justificando a dignidade humana, nas Constituições e nas decisões dos tribunais constitucionais de alguns países. The article examines the possibilities of using the mechanisms of public-private partnership when implementing the projects on urban agglomerations development. Specific features of the urban agglomerations development are identified. They are based on combining the efforts of the territorial communities and aimed at implementing joint projects by attracting the appropriate resources, which allows to obtain an agglomeration effect and ensure the improvement of the quality of life of the population. It was proved that to implement joint projects on the basis (...) of using the mechanisms of public-private partnership it is necessary to attract private investors. The experience of using the mechanisms of public-private partnership in Ukraine is analyzed in two directions: by region and by type of activity. It was found that a significant part of projects with using public-private partnership mechanisms in the sphere of life support for large cities and agglomerations is carried out in the form of a concession. Concession allows to attract financial resources needed for the implementation of the development projects due to the ability to manage property over a long period of time, and also helps to prevent a monopolistic increase in the cost of services. The necessity of expanding the use of mechanisms of public-private partnership when implementing joint projects on the development of life support sphere for urban agglomerations was substantiated. Undoubtedly, it will be of great interest for private investors. In particular, it is the improvement of the tariff setting and tariff regulation policy, a strict control over the targeted use of funds, the transparency and economic certainty of costs, the balance of economic interests and the responsibility of those people who take part in the implementation of public-private partnership projects. Here, the scheme of the formation and implementation of joint projects on public-private partnership is presented that includes the observance of certain principles, the use of appropriate regulatory, economic and organizational methods, as well as the support of the economic security through risk management. Scientific approaches to improving the regulatory support for the use of public-private partnership mechanisms have been generalized, and the directions for making changes in the current legislation have been determined. The above measures will contribute to increased use of public-private partnership mechanisms when implementing joint projects aimed at developing the sphere of life support for urban agglomerations. The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce effectively its structural and (...) functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. The article is devoted to the study of the borderland as a social and cultural phenomenon. The concept of borderline space can be realized in recruitment and solution of boundary and place. It is necessary to consider that the вorderlands may be considered as geographically and procedurally. It is outlines the history of the formation of the concepts of borderand and frontier. A boundary can be called the limited space, the time, the line of separation of a territory. The border (...) is a line that divides the earth or water of the neighbouring states. Frontier has its own characteristics compared with the border and the boundary. It is the territory of the movable boundary and it is characterized by specificity and complexity of intercultural interactions. The main features of the frontier are uncertainty and instability. He has a higher mobility than cultural heartland, creates new forms of cultural contacts, based on the values of individualism, freedom, respect for the individual, entrepreneurship. In an English-speaking environment there are some notions, that denote a limit, therefore, there are studies of different kinds of boundaries: вoundary studies, вorder studies, frontier studies. Conceptualization of the phenomenon of the borderland was analyzed, it was defined socio-cultural specifics and dynamics. The broadsemantics of the borderland contains inter-ethnic boundaries, the existence of small cultural groups, search of religious symbios is at interfaith space and linguistic diversity of the border of language forms. Its meaning may reflect the colonial character, the unrealizability and the incompleteness of the certain area surrounded by the dominant forces, but it can discover the potential of cultural interaction. It presents a socio-philosophical analysis of domestic and foreign research of the classification of the borderland. As the base of the typology it used classification based on the nature of intercultural communicative processes of borderareas. It is established that borderland is a region with social, cultural, economic, political specifics. It was found that the poly-variance frontier depends on the nature of the border. There is a significant integrating potential of the borderland as a territory of intercultural interaction. (shrink)

My starting point in the exploration of the two subjects’ dialectics would be something what is perceived by Luce Irigaray, namely, that the humane nature is two, but the two is not represented in the philosophical discourse and the woman has always been symbolised as the other or lack. In Irigaray philosophy the crucial otherness is the other belonging to the other gender. The dialectical process now is in the service of intersubjectivity. Luce Irigaray argues that the recognition of the (...) other as sexuate other offers the possibility to overcome the master – slave dialectics, because between woman and man, man and woman, recognitionrequires the labour of the negative. Irigaray sees in the recognition process the moment of acceptance of one’s own limits and of the limits of the other. Renouncement of the opposition activity / passivity is crucial for Luce Irigaray concept of the two subject’s dialectics. Luce Irigaray’s contribution to the contemporary discussions of the role of passivity and activity in subject’s relationship to the other (Paul Ricoeur, Jacques Derrida, Emmanuel Levinas) is crucial. Проблематика дослідження полягає в тому, що сучасний стан розвитку суспільства в умовах жорстокої російської агресії вимагає правильного виховання та формування зрілих особистостей. Авторами актуалізуються питання значущості та впливу роздумів блаженного священномученика на морально-патріотичне виховання громадян. Метою статті є висвітлити та охарактеризувати повчання блаженного священномученика Миколая Чарнецького, спрямовані на виховання молоді у християнському та морально-патріотичному дусі. The article is devoted to the origin problems of the topographical descriptions ofKharkovprovince of the last quarter of XVIII century and the definition of their origin bases. The historical circumstances that have been led to appearance of this groups of documents were defined by the author, the basic customer documents of realization the topographical descriptions, a number of authors of the topographical descriptions ofKharkovprovince were defined.

The article dedicated to the 200th anniversary of Dmytro Vasyliovych Pospiekhov, a philosopher, psychologist, theologian and translator, for the first time in the scientific literature, highlights the milestones of his academic biography and more than 50 years of professor’s tenure at the Department of Philosophy of Kyiv Theological Academy. Based on the analysis of a significant array of printed sources and archival documents, memories of colleagues and students of Dmytro Pospiekhov, the content and specifics of his educational, administrative, editorial and (...) publishing, translation activities at the Academy were revealed for the first time; his important role in the training of professional philosophers, the development of philosophical education and the spread of philosophical knowledge in the East Slavic territories was proven. Paying special attention to Dmytro Pospiekhov’s methods of teaching of philosophical disciplines, the author emphasizes his lecturing methodology, innovative for the theological academies of the time, as well as the heuristic, religious, educational, and moral impact on the students. A special emphasis is placed on Dmytro Pospiekhov’s scientific and editorial activities, his biographical and bibliographic studies, his role in the preservation and studying of the heritage of prominent philosophers and theologians of Kyiv Theological Academy of the 1820s‒1840s: Archpriest Ivan Skvortsov, Archimandrite Theophanes, Sylvestr Hohotskyi. Analyzing Dmytro Pospiekhov’s printed works for the first time, the author reveals the content and significance of his theological and philosophical study of the Book of Wisdom, which emphasizes the direct connection of this Judaic source to the philosophical teachings of Philo of Alexandria, Plato, and the Stoics. The author also draws attention to the significant research potential of Dmytro Pospiekhov’s manuscript heritage, linking it with the study of the prospects of determining his role in the development of psychological science in theological academies and the expansion of modern scientific ideas about the content and specifics of teaching of philosophical disciplines in Kyiv of the second half of the 19th Century. The article focuses on the narratives of women secretaries regarding their work experiences in private business in Latvia, and aims at understanding the barriers that prevent the formation of women’s political subjectivity in Latvia, by looking at why sexual harassment does not become a political issue for working women in Latvia. Using Hayden White’s theory of trope analysis, the article analyses the dominant tropes and the political results of their use in secretaries’ articulations and narratives about their experiences of sexual (...) harassment. Additionally, the article provides a critical trope analysis of Western feminist theories of sexual harassment, thus pointing out their usefulness for women’s politics in Latvia. Finally, the article outlines the discursive strategies that women in Latvia could use in order to claim their own distinct and transformative political subjectivity in the newly independent, capitalist and highly nationalist post-Soviet Latvia. This paper is a continuation of the previous work: V. Prits and V. Kuznetsov “The main fea- tures of the cosmological picture of the world.” After examining some of the discussions around newborn cosmology, the article considers cosmological problems from the point of view of the philosophy of modern cosmology. It is emphasized that today a single and coordi- nated view of cosmology and its philosophy has not been formed. The main objectives of the study are were, firstly, to identify (...) some philosophical, methodological and anthropological problems in the study of the Universe and, secondly, to focus on the interac- tion of philosophy and cosmology. It has been revealed that the cosmological principles on which almost all cosmological theories and models are based have a long and dramatic ideological history and philosophical founda- tion, and the concept of “Multiverse” is saturated with ontological and epistemological puzzles. The principles of Bruno-Copernicus and the anthropic cosmological principles are proposed to be considered in the light of the discovery of exoplanets. (shrink)

The article is devoted to the research of the information service of open data in the context of influence on the development of the regional economy. The concepts of "ecosystem", "open data", their essence and significance as endogenous and exogenous factors are considered. The state of development of separate elements of the open data ecosystem formed in Ukraine is characterized. The foreign experience of organizing such information resources has been analyzed. The main problems are identified, such as weak integration of (...) regional information resources into a single open data system, insufficient use of the potential of domestic IT professionals. This article presents a reading of Carl Schmitt’s Concept of the Political, in recourse to lesser known works of his such as Dictatorship and On the Three Types of Juristic Thought and in light of a hypothesis developed while examining his comment to Concept, going back to the German re-edition of the latter in 1963. There, Schmitt offers an interpretative scheme he has himself named “Hobbes-Crystal”, encapsulating not only a suggestion of how to decipher Hobbes, but also Schmitt’s own approach (...) to politics as Political Theology. As I argue below, the relevant comment also hints at Schmitt’s opposing stance to Natural Law as a legal paradigm and philosophical tradition. I show how this is supported by the Concept’s main text and other works mentioned above, proceeding to claim the former functions on a double-level: Schmitt‘s nominalist inquiry in the concept, circular in itself (although favourably supported by a sup-posedly mere description of what is “the case”) sits on premises which not only have not been articulated openly, but also contradict the nominalist proceeding. Bringing both insights to-gether and fleshing them out by close reading, I show that Schmitt’s nominalism presupposes his adversary stance towards Natural Law. Examining the arguments for this position of his and endorsing Oliver Marchart’s work in history of political theory, I read the nominalist façade of the Concept as a case of postfundamentalist criticism of Natural Law, which Schmitt’s Hobbes studies were formative to. One of the key consequences of the introduction of political reforms in the USSR within the framework of perebudovnih innovations, was the revival of Ukrainian national consciousness, which weakened the political principles of the ruling CPSU-CPU and caused his active opposition to attempts to restore the state independence of Ukraine. The most poignant of these processes have been deployed in Western Ukraine, where ethnic consciousness was dominant. In the second half of the 80s of the twentieth century communist omnipotence that prevailed in the Soviet Union during the seventy years put the country regularly in the framework of the system of social and economic crisis. In making efforts to keep the pro-government monopoly the Central Commitee of CPSU dares to introduce redecorating of the economic mechanism of the Soviet Union in implementing the policy of acceleration. However, its negative results made the Communist Party elite resort to deepen (...) innovations and apply reforms in the political system of the Soviet Union, known at that time as reconstruction perestroika. Having caused the general public democratization, it called to a policy of openness, which brought out the numerous communist crimes of the past decades that greatly weakened the Communist Party regime. This led to the revival of democracy, and eventually the national liberation movement in the western regions of the USSR, especially in Halychyna and its components - the Pre-Carpathians, where the state-forming bases have deep historical roots. The speaking trumpet of establishment of the communist regime was the Communist Party press, which in this period has launched a massive advertising campaign for undeniable expediency of reconstructive innovations. However, the rapid growth of the national liberation movement led openly to opposing the Communist Party media at all levels, trying to stop a national renaissance in Pre-Carpathians. The opposing range included both promotional measurements and intimidation pressure of power structures. The opposition at that time consisted of illegal anticommunistic publications and periodicals of newly appeared Soviet institutions. Objectively covering events they were promoters of striving patriotic-oriented public of the land to restore the state independence of Ukraine. (shrink)

The article presents a theoretical review of state regulation of corporate social responsibility in China. The basic legislative acts regulating this sphere are defined. Obligatory social reporting for state-owned enterprises is indicated. It was noted that an important area of regulation of social responsibility of business by the state is the environment, due to the high level of pollution and industrial character of the country's economy. The directions for the development of Ukrainian socio-economic responsibility of entrepreneurship based on China's experience (...) are determined. (shrink)

The article analyzes the basic principles of state policy in the sphere of culture. The specific mission of cultural awareness is determined in the national socio-cultural context. The study highlights the key concepts of contemporary cultural policy in Ukraine, including "management culture" and "cultural support". The article discloses their role in the national public identity. The modern world space, which is affected by the post-pandemic consequences, is noted by the globalization of society, the increasing role of citizenship in making important state and international decisions has become possible in the context of the information revolution and has its own characteristics of communication in information and communication networks. The importance and need for a thorough study of the chosen topic is that the widespread use of various forms and methods of civil communication, free access of citizens (...) to information at all stages of decision-making and the functioning of central and local governments, the participation of civil society institutions in the work of expert, consultative, and advisory public councils on the expression and protection of the rights and freedoms of citizens, public control, direct electronic receipt of public services, etc. are important factors in the democratization of government in post-pandemic modern times. After all, we are talking about a deliberate orientation to new values - the person and the collective, their direct participation in the democratic organization of life of the state and society. The main thing in this context is that the rational consensus of civil society and the state is a factor in universal social discourse and a strategic resource for democratic development in the context of post-pandemic modernity. The aim of the article is to consider the epistemological and sociocultural aspects of the functioning of the communication capabilities of civil society institutions in the context of revealing the possibility and significance of their involvement in the processes of implementing state security policy. The development of the countries of Eastern Europe as a democratic legal state is primarily determined by how rational and efficient the organization of state power is. Recently, one can observe a tendency for riveted attention to change from central to local government, which is represented by local authorities. Local self-government is one of the fundamental democratic foundations of the constitutional system in postmodern society. That is why its modern transformation is being updated by the role of the most important (...) factor in the development of the entire system of Ukrainian statehood. And having chosen the European direction as the vector of external integration, it became expedient to study the experience of countries that have gone through a complex, but progressive, path of reform in a postmodern society. Comparing the European integration aspirations with the program of changes that Ukraine needs, one should choose the right benchmark on which one can or must rely on in the process of modern institutionalization of the power system. In our opinion, the option of choosing a country of permanent democracy, which have gone the path of many years of change, containing revolutionary upheavals, and have a specific historical development, is erroneous. But neighboring European countries, not only bordering Ukraine, but have also gone through similar stages of development, can set the basic vector for domestic institutional changes. For a long time, the Interstate Association of the Visegrad Four Countries has been a partner and conductor of Ukraine’s foreign policy. (shrink)

У статті досліджено різноманіття наративних методологій у сучасній українській протестантській теології, у результаті чого виявлено ті універсальні інструменти, які можуть бути використані при релігієзнавчому аналізі текстів. Запропоновано авторський підхід до поділу наративних джерел вітчизняного протестантизму, на підставі чого авторка визначає розбіжності між протестантською самопрезентацією власних наративних джерел та їх релігієзнавчим аналізом.

The article is devoted to study of totalitarian and democratic types of rhetoric. The classical dichotomy of rhetorical influence has been discovered: monologic use of rhetoric as a verbal weapon through propaganda, demagoguery, populism, creation of the image of an enemy, division of society and dialogical use of rhetoric as consolidating communication, truth-seeking, social consent and understanding. It is shown that the trigger of democratic and totalitarian regimes is the existential of freedom. The active influence of the postmodern rhetoric of (...) the information age in its performativity in the acquisition of snack culture is determined, which significantly strengthens the manipulative strategies. Totalitarian tendencies of digital rhetoric are found in information warfare technologies, in the processes of censorship, ambivalence and negativism of information, spreading fake news, igniting conflicts in mass media. Militarization of vocabulary and spread of obscene language in ordinary communication as factors of compensatory aggression of the population, the danger of excessive information transparency of people’s private lives are noted. Democratism of the digital rhetoric is manifested in such phenomena as the direct creation of e-democracy, access of citizens to e-voting, e-services, e-petitions, overcoming digital inequality, the ability to communicate with officials and public officers live on TV and radio, in social networks. Democratic principles of rhetoric, especially in Ukraine as a state of “transitional democracy” should be supported by quality education, fostering critical thinking and activity of civil society. У статті автор досліджує спектр передумов успішності іноземного агресорного маніпулятивного впливу на масову свідомість, після чого частина громадян України стали інструментом у гібридній війні Російської Федерації проти України. Аналізуються перші політичні міфи, які передували мілітарній стадії війни.

In this article the author continues his philosophical research of aggressive manipulative influence on mass consciousness, which is a basic component of the "hybrid war" Russian Federation against the Ukraine. It identifies the system and components of political mythmaking during the military phase of the war. This system, according to the author, includes at least five basic mythologycal components: Russian and Russian-separatist troops, Ukrainian armed, forces of confrontation "secret patrons" and the social background in which the conflict of people and (...) "quasi-gods" occurs. This complex of interrelated myths gets the name "hybrid mythologycal war", and the parties of it are painted polar attributes - it is used as the sacralization and infernalization both individual persons and supraindividual entities. The author thinks that the introduction into the mass consciousness of citizens of the Russian Federation, Ukraine and the world political community of this mythology and the substitution of its reality is a way of manipulating the mass consciousness. It also details the means of implementation of this method - the introduction of channels of mythology and numerous instrumental techniques, approved at the time by J. Goebbels propaganda machine. The targets of manipulation are allocated, which probably sets the aggressor within the same paradigm - strongly facilitate military phase undeclared war of aggression. In addition, on the basis of existing reality material scientists previously studied the manipulation of the mass consciousness, analyzed the characteristic changes transformed the picture of mental processes and states. This article is devoted to determining the source potential of the so-called dissertations collection of the Kyiv Theological Academy in the study of its philosophical heritage. The author draws attention to the distinction of the hierarchy of educational and academic degrees in the Russian Empire the first, candidate’s degree, not being a research degree, from today’s hierarchy. The candidate’s degree at that time was awarded to graduates of higher education institutions on the basis of their academic achievements and a final (...) work, which should be considered analogous to a diploma work, not to dissertations intended for public defense for a PhD degree. The article reveals that the collection of candidate papers from the Manuscript Institute contains important sources for researchers of biographies of the graduates of the Kyiv Theological Academy, its history, and academic heritage. Out of more than two thousand manuscripts stored in the Funds no. 304, the author has for the first time selected and systematized an array of candidate works on philosophical subjects, substantiating their important role in the research of the philosophical heritage of the Kyiv Theological Academy. У статті аналізуються умови занепаду системи індустріальної освіти, що почався у 70-ті роки ХХ ст. і продовжується донині. Умови визначаються як сукупність факторів зовнішнього середовища, що впливають на саморозгортання системи індустріальної освіти. До них віднесено: «дух епохи», філософію, наукову картину світу, світогляд, ідеологію. «Дух епохи» на початку ХХІ ст. набув хаотичного стану. Це сталося внаслідок того, що індустріальна культура, яка розбудована на основі двох протилежних ідеологій: ліберальної і комуністичної, злились у «суперідеологію» технократизму. Філософія сучасного етапу свідчить про те, що світова (...) спільнота знаходиться у стані пошуку мейнстриму соціального розвитку. Етап занепаду переконав інтелектуальні еліти в тому, що постмодерністський підхід себе не виправдовує, оскільки світова спільнота «звалилась» у глибоку кризу. На зміну постмодернізму прийшов так званий постпостмодернізм, як течія, що не лише відмовляється від інтертекстуальності, а й переходить на якісно новий рівень відтворення перцептивних і культурних пластів інформації, в яких віртуальна реальність займає одне з ключових місць і поняття гіперреальність є одним з базових. Зазначається, що введення в навчальний процес курсів із соціальної філософії і філософії освіти дещо компенсувало філософсько-світоглядний і ідеологічний вакуум, що утворився після відмови вітчизняних освітян від циклу навчальних дисциплін марксистсько-ленінського спрямування. Зміни в сучасній постнеокласичній картині світу призводять до знищення орієнтацій на лінійну однозначність і тотальну заданість сюжетів наступного розвитку. У постнеокласичній картині світу невпорядкованість, безструктурність, хаотичність визнані об’єктивними, універсальними характеристиками дійсності. На поверхню світоглядного олімпу після загального і агресивного мілітаризму виступив нігілізм і цинізм, що остаточно поховав гуманізм як концепт і смисл, придатний спасти людину від самої себе. Ідеологією етапу занепаду є мультикультуралізм. Оскільки ні філософія, ні наука не змогли своєчасно дати відповідь на питання, що відбулося з планетарним світом і як виходити з тотальної кризи соціального розвитку, то еліти індустріальних суспільств, з одного боку, у теоретичній площині визнали, що світ вступив у постіндустріальну епоху, а з іншого – на практиці, інтуїтивно схилилися до «тихого» виходу з кризи на основі ідеології мультикультуралізму. Вона виникла на основі злиття течій неолібералізму, неоконсерватизму, соціал-демократизму та ін.; спостерігається, як традиційна форма індустріальної освіти на європейському континенті змінюється на мультикультурну освіту, а загалом рухається від «мультикультурної» до «міжкультурної» освіти. Це принципово інший алгоритм функціонування системи індустріальної освіти на етапі її сходження з планетарної арени. (shrink)
