Social practices of quantification, or the production and communication of numbers, have been recognized as important foundations of organizational knowledge, as well as sources of power. With the advent of increasingly sophisticated digital tools to capture and extract numerical data from social life, however, there is a pressing need to understand the ethical stakes of quantification. The current study examines quantification from an ethical lens, to frame and promote a research agenda around the ethics of quantification. After a brief overview (...) of quantification research and its uses in state and market organization, I discuss quantification in terms of three core subprocesses—capture, specification, and appropriation, illustrating and identifying ethical concerns around each process. Linking these processes to the performative effects of measures, I present a working model of quantification from which the discussion builds ideas for developing a research agenda around quantification. The Kurdish question and the PKK have been among the topics that have gained massive importance for almost a century in politics, daily life, and among academics. The declaration of the PKK, the last ideological rebellion against the Turkish state, has translated the Kurdish problem into the problem of assimilation, nationalization, and standardization of the decades-long armed conflict between the Turkish army and the PKK. This article aims to present a discourse and content analysis of the master’s and doctoral (...) dissertations that were submitted to the Turkish Higher Education Institution (YÖK) between 1999–2020 in Turkey. The paper focuses on how and in which context these researchers analyzed and formulated their findings on the PKK and the Kurdish conflict. The two basic theoretical concepts on which the study is based are the “embedded journalist” used in media studies and Antonio Gramsci’s “organic intellectual.” The main argument of this study is that the theses have become an affirmation apparatus that reproduces the official ideology of the state with slight differences and feeds it to the masses, and at the same time, due to their narrative that is built with the eyes of the state, they tend to be examples of embedded journalism rather than scientific studies. This paper analyzes the reception of decolonial and neo-Marxist thought in a jihadist critique of the modern state. The author argues that a study of Abū Qatāda al-Filisṭīnī, a prominent theorist of modern Jihadism and Salafism, reveals his nuanced interaction with theories of hegemony, ideology, and decolonization. An examination of Abū Qatāda’s critique of modern state institutions and ideology shows that he engages with philosophical critiques of sovereignty, hegemony, capitalism, and the nation-state and utilizes both neo-Marxist and (...) decolonial thought. This paper explores how Abū Qatāda theorizes the modern state as a colonial project, leading him to rationalize jihad, or violent resistance, as the only solution to realize paradigmatic change. It further shows how Abū Qatāda justifies opposition to the modern state and hegemony with seamless deployment of scripture and Islamic jurisprudence and insists that his political project builds on premodern Islamic theories of knowledge and government necessary for decolonization, albeit often without offering details. This study reveals a feature of jihadist thought that has remained largely unnoticed in the literature and is the first to explore the interactions between Salafism and critiques of the modern state. Abstract. Environmental ethicists ask several questions about global climate change; especially on the moral justification of the problem of non-compliance; i.e., why agents do not comply with their climatic responsibilities. It is evident that some developed countries have been perpetuating the climate change crisis by not following their climatic responsibilities (i.e., mitigation, adaptation, and compensation) or even more surprisingly a few of those states have been denying the climate change facts. This paper focuses on comparing two forward-looking approaches to climate (...) justice; namely, the Ability to Pay Principle (APP) and the Power/Responsibility Principle (PRP) and seeks an answer whether any of these principles enable a response to the problem of non-compliance. Scrutinizing a few analogical examples and analysing contemporary debates on this issue, this paper then shows the APP does not enable a response to the problem of non-compliance whereas one possible distribution of duties according to the PRP does so and concludes that the relevant agents’ willingness to comply with climatic responsibilities seems to be the key factor to avoid harm in the context of climate change crisis. Relativistic mean field theory with mesons σ, ω, π and ρ mediating interactions and nucleons as basic fermions has been very successful in describing nuclear matter and finite nuclei. However, in heavy-ion collisions, where the c. m. energy of two colliding nucleons will be in the hundreds of GeV region, nucleons are not expected to behave as point-like particles. Analyses of elastic pp and ¯pp scattering data in the relevant c. m. energy range show that the nucleon is a composite (...) object—a topological soliton or Skyrmion embedded in a condensed quark-antiquark ground state. Against this backdrop, we formulate an effective field theory model of nuclear matter based on the gauged linear σ-model where quarks are the basic fermions, but the mesons still mediate the interactions. The model describes the nucleon as a Skyrmion and produces a q¯q ground state analogous to a superconducting ground state. Quarks are quasi-particles in this ground state. When the temperature exceeds a critical value, the scalar field in the ground state vanishes, quarks become massless, and a chiral phase transition occurs leading to chiral symmetry restoration. We explore the possibility of a first order phase transition in this model by introducing suitable self-interactions of the scalar field. Internal structures of the Skyrmions are ignored, and they are treated as point-like fermions. (shrink)

Purpose Along with the various beneficial uses of artificial intelligence, there are various unsavory concomitants including the inscrutability of AI tools, the fragility of AI models under adversarial settings, the vulnerability of AI models to bias throughout their pipeline, the high planetary cost of running large AI models and the emergence of exploitative surveillance capitalism-based economic logic built on AI technology. This study aims to document these harms of AI technology and study how these technologies and their developers and users (...) can be made more accountable. Design/methodology/approach Due to the nature of the problem, a holistic, multi-pronged approach is required to understand and counter these potential harms. This paper identifies the rationale for urgently focusing on human-centered AI and provide an outlook of promising directions including technical proposals. Findings AI has the potential to benefit the entire society, but there remains an increased risk for vulnerable segments of society. This paper provides a general survey of the various approaches proposed in the literature to make AI technology more accountable. This paper reports that the development of ethical accountable AI design requires the confluence and collaboration of many fields and that lack of diversity is a problem plaguing the state of the art in AI. Originality/value This paper provides a timely synthesis of the various technosocial proposals in the literature spanning technical areas such as interpretable and explainable AI; algorithmic auditability; as well as policy-making challenges and efforts that can operationalize ethical AI and help in making AI accountable. Following modernization paradigm and some local dynamics conducive to development, some Asian countries emerged as economic tigers in the world. Conversely, other Asian countries including Bangladesh failed to taste economic development despite having monetary and technological aids from some developed nations. Drawing on some social and historical trajectories of the divergent contours of Asian development/ underdevelopment, the paper examines the state of development in Bangladesh. The study has found that Japan is the first country in Asia to achieve modernization, (...) and it was followed by other Asian tigers such as Korea, Taiwan, Singapore, Malaysia and currently China and India. We found that all these Asian tigers exert a developmental model which is characterized by ‘endogenous’ modernity and economic nationalism largely driven by, among other things, long-term economic vision and strong political leadership. While the history of Bangladesh has witnessed various cultural nationalisms, the nation has failed to generate any unified economic nationalism since its independence in 1971. We suggest that Bangladesh needs a long-term development vision—a key thrust for economic nationalism—focusing more on some socioeconomic and legal aspects that have historically become major impediments for development. Synergetic governance is a practical approach to ensure quality in the teaching-learning process at multi-dimensional perspectives. This study intends to explore the potential of a synergetic governance approach in the vocational education system. A systematic literature review has been done by applying the PRISMA approach. The last 21 years' literature has been analyzed, and a synergetic governance model has been developed. This study reveals that the synergetic governance of education deals with integrating all available resources to enhance development by meeting (...) the demands of market, society, and nation as a new paradigm. An effective vocational education system requires the participation of all related stakeholders in the governance system. This study has developed an “intervention-approach-synergy-integration” mechanism to show how the education elements are connected to each other. The study reveals that the major synergetic elements are openness, equilibrium, dynamism and cooperation. To ensure synergetic governance, these elements should be integrated with an educational institution, market, public, society, state and private organization. It argues that the synergetic governance of these related components can reduce the demand and supply gap of quality vocational graduates in the industry – academy sectors. This study recommends incorporating multi-subjects' synergetic governance to expedite the marketable quality of vocational education. (shrink)

Trust is a key component in delivering quality and respectful care within health care systems. However, a growing lack of confidence in health care, particularly among specific subgroups of the population in the United States, could further widen health disparities. In this essay, we explore one approach to building trust and reaching diverse communities to promote health: engaging community‐based organizations (CBOs) as trusted community messengers. We present case studies of partnerships in health promotion, community education, and outreach that showcase how (...) This article examines the Islamic concept of takfīr as it is used in secular-pluralistic contexts, within a larger delegitimizing discourse against terrorism. I argue that this takfīr as deployed by “liberal” Muslims, functions to legitimate the state’s use of coercive force. Furthermore, the secular state may in turn draw upon these discourses to co-opt the right to determine authentic Muslim identity. However, in doing so the state is forced to enter into a religiously discursive space. Takfīr (...) notably becomes the site of contention over secular state sovereignty for determining the value of life, where religious individuals both challenge and affirm this sovereignty. This reveals the dynamics in the relationship between secular conceptions of sovereignty and religion, as it pertains to the justification of violence. (shrink)

A content analysis of the Qur’an shows that it lays utmost importance on the realization of justice and conversely the eradication of injustice in society. A historicalanalysis found that social justice was prevalent in Mecca under the leadership of Prophet Muhammad and was also practiced during the period of the first fourrightly guided caliphs (Khulafa-e-rashidun). Since then, the successive Muslim majority states have not taken the issue of social justice seriously. These states have failed in taking an active role in (...) uplifting the ethical and moral standards of society. The documentary analysis of the existing 49 states in the Muslim world found majority of these states to have deviated from the real spirit of Islamic social justice falling within the category of “failed states.”. This article studies the Islamic State's only remaining periodical, Al-Naba, identifying the most common tropes and patterns in the periodical's Sub-Saharan Africa coverage, and on Mozambique in particular. The Islamic State's increasingly important coverage of Africa focuses on terror attacks, military campaigns and on the fight against Christianity. However, it also employs more traditional anti-colonial arguments that have been used by other, more accepted, political actors during the struggle for decolonisation. Al-Naba also functions as a 'shamer' (...) of non-African Muslims, to get them to join jihad by pointing to the African successes of the organisation and set these successes up as examples to be followed. In this sense, the article illustrates how African jihadist branches can have global agency. (shrink)

The ideals that gave rise to Daesh are not so much those of pre-modern Sunni Islam, including Salafism, as they are the ideals that post-colonial Arab states have propagated since the collapse of the Ottoman Empire. In contravention to long-established ideals of Islamic law, post-colonial Arab states have attempted to legitimate their own despotisms through a formal commitment to a certain kind of Islamic normativity. Inasmuch as Islam provides a ready political discourse to resist despotism, it is unsurprising (...) that pan-Arab “Islamist” movements have made resistance to despotism their central concern. Daesh, however, rejects the anti-despotic politics of modern pan-Arab and “Islamist” political movements and instead offers a despotic and apocalyptic religious conception of the political that is as far from the Sunni mainstream as the political despotisms of the post-colonial Arab states. In this respect, there is a deep synergy between Daesh and the despotisms of the modern Arab state, both of which portray themselves as the only alternative to the murderous tyranny of the other. The only long-term solution to Daesh, therefore, is reform of the despotisms of the post-colonial Arab states. (shrink)

In industrial societies where civil law and state institutions have become well established secular vehicles for governing the populace, it is widely assumed that the state no longer has an interest in fortifying the religious sector as a complementary source of social control. Thus, a distinction is drawn between the Islamic state that is ruled by religious law and the secular state of Western industrial societies in which religion is deemed to have lost its influence (...) in the public sphere. This dissertation argues that civil law is not religiously neutral and thus challenges a central premise of secularization theory. Introducing a new theoretical model that classifies civil law on the basis of its purpose-to protect religious liberty, engage or fortify the religious sector, or to advance universal norms-the author examines the impact of the three different types of legislation upon religious freedom and the individual autonomy of religious minorities in Sweden, an aggressively secularized industrial society. The author concludes that, viewed from the standpoint of a religious nonconformist, there is no discernible difference between living in a society that is overtly ruled by religious law (e.g., an Islamic state) and living in a "secular” society that is ruled by civil law either embedded with religious norms or designed to facilitate state appropriation of the religious sector as a complementary means of social control. In either environment, the author argues, the religious nonconformist will be forced to conform to the religious norms of the predominant religious group. (shrink)

After the destruction of the treasures of the Mosul Cultural Museum in Iraq shown in the Islamic State video released on February 26, 2015, scholars focused their discussion on the inventory of the missing items and the question of how many modern copies were present. A few suggested that the video circulating of the devastation was possibly a montage of items originating from different places. Based on a new photographic database provided by Suzanne E. Bott, a U.S. Reconstruction (...) Advisor in Iraq between 2007 and 2010, this paper shows that some of the artifacts featured in the video were photographed in the small Nergal Gate Museum at the archaeological site of Nineveh. This sets up the problem of identifying objects whose provenance is the Nergal Gate Museum instead of the Mosul Museum. An historical and archaeological analysis of items from the Nergal Gate Museum, both originals and copies, is here carried out in order to highlight the cultural importance of this little-known but significant institution which has been lost forever. The Islamic historical narrative indicates a sharp break between the “age of ignorance” and the age of Islam that extends beyond religion and ethics to politics and culture. This article contributes to the scholarly effort to refute that break by examining an aspect of continuity in political thought, the Circle of Justice, a shorthand description of the organization of the state in the Middle East since ancient times. The stereotype sees the Circle as a Persian product; this article (...) shows that the Circle of Justice emerged millennia before the Persians, that the Persians were actually slow to make it their own, that aspects of it were part of Arabic culture before Islam, and that many people other than Persian scribes quoted or used it in the early Islamic centuries. Examining ancient cuneiform royal inscriptions, Pahlavi documents, the poetry addressed to Umayyad and ʿAbbāsid rulers, and early works of history and political thought, the article traces the Circle’s ideas down through the centuries until their encapsulation in the form we know today, the earliest version of which is found in the work of the historian and adab writer Ibn Qutayba. Marco Pinfari argues that portraying terrorists as unmanageable monsters typically serves specific political agendas that, in turn, are designed to legitimize specific counter-terrorist policies. ABSTRACT he paper examines the digital practices and discourses of the Islamic State when exploiting Social Media Communication environments to propagate their jihadist ideology and mobilise specific audiences. It draws on insights from Social Media Critical Discourse Studies, observational approaches, and visual content/semiotic analysis. The paper maintains the complementary nature of technological practice and discursive content in the process of meaning-making in digital jihadist discourse. The study shows that digital practices of strategic sharing, distribution and campaigns to re-upload (...) textual materials are made possible by exploiting SMC communicative affordances. As for the analysis of discursive content, the paper focuses on YouTube and highlights strategic patterns and covert references in an IS-produced flagship video. It illustrates how IS discourse constructs its envisaged in-group/outgroup by symbolising current events within historical, political and ideological conflict scenarios, i.e. the incessant resistance and legitimacy of forces of virtue vs evil. By foregrounding symbolic references to military outgroup actors, IS legitimises its own violence and projects a powerful self-identity against a global hegemony. The paper shows how the combination of a technologically savvy operation and a resistant, anti-hegemonic narrative, embedded in a strategically framed symbolism of Islam, may resonate with global -diasporic digital consumers. In this article, the author analyzes the relationship between art and terrorism. Referring to the element of sublimity operative in philosophical writings pertaining to war and terror, the article raises questions concerning the sublimity of violence on the one hand, and the aesthetization of life and politics on the other. The article’s focus will lie particularly in Immanuel Kant’s account of the sublime in The Critique of the Power of Judgment, which will then be connected to contemporary literature on this (...) theme. In the end, the author wishes to draw attention to the sublimity of violence operative in contemporary discourses and demonstrate the inherent tendency that aestheticized ideology has for applauding cruelty and force. There is burgeoning interest in the field of “Islamic” bioethics within public and professional circles, and both healthcare practitioners and academic scholars deploy their respective expertise in attempts to cohere a discipline of inquiry that addresses the needs of contemporary bioethics stakeholders while using resources from within the Islamic ethico-legal tradition. This manuscript serves as an introduction to the present thematic issue dedicated to Islamic bioethics. This manuscript, and the papers in this special collection, provides insight into how Islamic bioethicists and Muslim communities are addressing some of these questions, and aims to spur further dialogue around these overaching questions as Islamic bioethics coalesces into a true field of scholarly and practical inquiry. In many cases, mosques have been accused by anti-terror agencies as a potential place to spread transnational Islamic ideologies. This study examines the perceptions of mosque administrators (ta’mīr) about Pancasila, Islamic sharia and transnational ideology. This research took place in South Tambun, a densely populated subdistrict in Bekasi, West Java. Mostly populated by urbanites, it has heterogeneous religious understanding. A quantitative research method with descriptive statistics is used in this study to analyse the results of the survey conducted. (...) Furthermore, a qualitative technique is carried out through a series of interviews conducted with the respondents. Triangulation is carried out to increase the validity and credibility of the findings. The results showed that 40% of mosque administrators surveyed thought that transnational ideologies were not in accordance with the spirit of Pancasila. Meanwhile, the remaining 40% and 20% of respondents, respectively, consider transnational ideologies to be dangerous to social order, and divisive. The qualitative analysis shows that the respondents do not want the implementation of Islamic sharia and an Islamic state within the Indonesian constitutional framework.Contribution: This research can be used by policymakers and anti-terror agents to proportionally and participatively involve mosque administrators to narrow the wiggle room for the spread of transnational ideology. The main intention of this article is to analyze the role of Islam in post-Soviet Kazakhstan and its utilization in the nation-building and state-building processes. It is argued that Islam in post-Soviet Kazakhstan is a cultural phenomenon rather than a religious one and is an important marker of national identity despite the competition of radical movements in the “religious field.”.

Yıldız Atasoy’s recent survey of state transformation in Turkey reiterates some of the most typical shortcomings of Marxian approaches to the Ottoman/Turkish modernisation. This involves an ahistorical conception of capitalism reduced to commercial expansion and a structuralist method that transhistoricises the historical differentiation of the economic from the political. Combined together in Atasoy’s book, capitalism no longer exists in the shape of specific social relations and particular juridical/political forms, but rather it precedes and determines them. Consequently, social struggles over (...) production and reproduction are separated from and no longer implicated within struggles over the redefinition of citizenship, secularism and democracy. An implicit economic determinism eventually prevails, reproducing functionalist modes of argumentation. Based on a theoretical and historical critique of Atasoy’s argument, this review seeks to provide new insights into Ottoman/Turkish modernity from a Political Marxist perspective. (shrink)

The United Nations Educational, Scientific and Cultural Organization's Declaration on Bioethics and Human Rights asserts that governments are morally obliged to promote health and to provide access to quality healthcare, essential medicines and adequate nutrition and water to all members of society. According to UNESCO, this obligation is grounded in a moral commitment to promoting fundamental human rights and emerges from the principle of social responsibility. Yet in an era of ethical pluralism and contentions over the universality of human rights (...) conventions, the extent to which the UNESCO Declaration can motivate behaviors and policies rests, at least in part, upon accepting the moral arguments it makes. In this essay I reflect on a state's moral obligation to provide healthcare from the perspective of Islamic moral theology and law. I examine how Islamic ethico-legal conceptual analogues for human rights and communal responsibility, ḥuqūq al-’ibād and farḍ al-kifāyah and other related constructs might be used to advance a moral argument for healthcare provision by the state. Moving from theory to application, I next illustrate how notions of human rights and social responsibility were used by Muslim stakeholders to buttress moral arguments to support American healthcare reform. In this way, the paper advance discourses on a universal bioethics and common morality by bringing into view the concordances and discordances between Islamic ethico-legal constructs and moral arguments advanced by transnational health policy advocates. It also provides insight into applied Islamic bioethics by demonstrating how Islamic ethico-legal values might inform the discursive outputs of Muslim organizations. (shrink)
