Yıldız Atasoy’s recent survey of state transformation in Turkey reiterates some of the most typical shortcomings of Marxian approaches to the Ottoman/Turkish modernisation. This involves an ahistorical conception of capitalism reduced to commercial expansion and a structuralist method that transhistoricises the historical differentiation of the economic from the political. Combined together in Atasoy’s book, capitalism no longer exists in the shape of specific social relations and particular juridical/political forms, but rather it precedes and determines them. Consequently, social struggles over production (...) and reproduction are separated from and no longer implicated within struggles over the redefinition of citizenship, secularism and democracy. An implicit economic determinism eventually prevails, reproducing functionalist modes of argumentation. Based on a theoretical and historical critique of Atasoy’s argument, this review seeks to provide new insights into Ottoman/Turkish modernity from a Political Marxist perspective. (shrink)

In this study, the religious philosophy of Teoman Duralı, one of the leading representatives of contemporary Turkish thought, will be discussed. We are aware that studies have been carried out in various fields regarding Teoman Duralı's thought and philosophy. As far as we know, there has been no independent study on the philosophy of religion, which is one of the most important elements of Durali's philosophical system. Duralı did not use the concept of classical religious philosophy in a technical sense (...) in any of his works. However, in many of his works, he discussed the dominant subjects of philosophy of religion such as existence, knowledge, ethics, metaphysics, God vision, mind-revelation relationship, faith-knowledge dialectic, truth, self-soul and immortality in a comprehensive, consistent, rational and objective way. Religion has a central position in Duralı's thought. While establishing the philosophy-science-religion relationship, our philosopher took into account the boundaries drawn between reason and religion by philosophers such as Plato, Aristotle, Ghazali, Kant and Kierkegaard. In particular, the noumenon-phenomenon dualism, which is the basis of Kant's metaphysics and epistemology, and the distinction between reason and religion based on it, have been one of the starting points for Duralı. Duralı uses his own unique philosophical terminology in his philosophy of religion. For example, although concepts such as "Truth" and "Reality", "Life and Life" are used synonymously in the TDK Turkish Dictionary, it includes these concepts by giving them different philosophical contents. Our aim is to make a modest contribution to this field by considering Teoman Duralı's views on religion and philosophy, which are sprinkled throughout his works, in the form of philosophy of religion in accordance with his sensitivity to language and concepts. In this study, the classification of Zaydī fuqahā’ that emerged in the mutaaḫḫirūn period of Zaydī fiqh and related terms are examined. The book named Bulūgh al-arab wa-kunūz al-dhahab fī-maʿrifat al-madhhab, which has great importance among the studies aiming to present the Zaydī fiqh accumulation as a uniform doctrinal structure was taken as a basis in the processing of the subject. After an introduction in which Zaydī fiqh studies are evaluated in their relationship with the subject, the issue is handled (...) under three main headings. In the first title, the author and his work are introduced, and in the second and third titles, the methods and terms used in the classification of the Zaydī fukahâ are examined. The author of the work is ʿAlī b. ʿAbd Allāh al-Shaharī (d. 1190/1776) who lived during the period of the Qāsimī dynasty (al-dawla al-Qāsimiyya) in Yemen. The most important feature of the work, which was prepared using many sources that were attributed importance among the Zaydī literature, is that it was the most comprehensive of all that had written on madhhab doctrine until then. The first part of the work explains that the right madhhab to be followed is Zaydiyya. In the second part, the classes of the Zaydī fuqahā’, which is the subject of our study, are explained. The fuqahā’ classes are primarily divided into two parts: al-salaf al-ṣāliḥīn and al-ḫalaf al-ṣāliḥīn. The first dates back to the beginning of the 3rd/10th century. This class is divided into two parts, as al-sābiqūn and al-mutaaḫḫirūn. The sābiqūn starts with ʿAlī b. Abī Ṭālib, his two sons al-Ḥasan and Ḥusayn and ends with the sons of twelve imams who are their descendants. Zayd b. ʿAlī (d. 122/740) is one of the twelve imams. The most important of the faqīhs in the part of mutaaḫḫirūn, which started with al-Qāsim b. Ibrāhīm al-Rassī (d. 246/860), are the six imams called ahl-al-nuṣūṣ or aʾimma al-nuṣūṣ. The reason why they are named as such is that their words were taken as a basis in determining the views of the sect on the field of uṣūl and furūʿ l-fiqh. al-Qāsim al-Rassī is at a point where all the knowledge of the Prophet's family and the principles agreed upon by sābiqūn, reach him through many channels. al-Hādī Yaḥyā b. al-Ḥusayn (d. 298/911), grandson of al-Qāsim, is the most important imam in terms of his position in the madhhab. The ḫalaf al-ṣāliḥīn is also divided into two parts as ahl l-taḥṣīl and ahl l-naẓar. The first part also referred to as muḥaṣṣilūn or aʾimma al-taḥṣīl, has no subcategories. The second part is divided into two sub-sections as ahl l-taqrīr and mudhākirūn. The muḥaṣṣilūn class starts with those who catch up with the last class of ahl al-nuṣūṣ and ends with ʿAbd Allāh b. Ḥamza (d. 614/1217), one of the three important imams. Two other important imams of muḥaṣṣilūn are Aḥmad b. al-Huṣayn (d. 411/1020) and his brother Yahyā b. al-Husayn (d. 424/1032). It is the fiqh activity of the jurists of this class, called taḥṣīl l-madhhab, that brought Zaydī fiqh, which was fiqh of imams (madhāhib l-aʾimma) in its first period, into a single madhhab and to its classical form in the last period. Mudhākirūn jurists lived at the same time as the ahl-t-taqrīr. This period is about 700 years from the beginning of the 6th/12th century, which is the last century of the muḥaṣṣilūn class, to the end of the 12th/18th century, when Shaharī lived. The roles of the ahl al-taqrīr in the madhhab mostly consist of reviewing the works of the ahl-l tahṣīl, approving the correct ones, and correcting the wrong ones. That's why they are so named. The author of Kitāb l-Azhār, Aḥmad b. Yaḥyā l-Murtaḍā (d. 840/1437), is one of the prominent jurists among the ahl l-taqrīr. The majority of Zaydi fuqahā’ belong to the muẕākirūn class. These are the lowest class of the ahl-al-naẓar. As an important result reached in the study, it is possible to express the following: There is a difference between some of the knowledge and opinions in modern Zaydī studies, which include the same subject as Shaharī's work, in terms of the classification of Zaydī fuqahā’ and the terms used. Therefore, the findings and conclusions based on this work should be confirmed by new studies on other Zaydī classics, and existing opinions on Zaydī jurisprudence should be reviewed. (shrink)

Highly sophisticated capabilities of artificial intelligence (AI) have skyrocketed its popularity across many industry sectors globally. The public sector is one of these. Many cities around the world are trying to position themselves as leaders of urban innovation through the development and deployment of AI systems. Likewise, increasing numbers of local government agencies are attempting to utilise AI technologies in their operations to deliver policy and generate efficiencies in highly uncertain and complex urban environments. While the popularity of AI is (...) on the rise in urban policy circles, there is limited understanding and lack of empirical studies on the city manager perceptions concerning urban AI systems. Bridging this gap is the rationale of this study. The methodological approach adopted in this study is twofold. First, the study collects data through semi-structured interviews with city managers from Australia and the US. Then, the study analyses the data using the summative content analysis technique with two data analysis software. The analysis identifies the following themes and generates insights into local government services: AI adoption areas, cautionary areas, challenges, effects, impacts, knowledge basis, plans, preparedness, roadblocks, technologies, deployment timeframes, and usefulness. The study findings inform city managers in their efforts to deploy AI in their local government operations, and offer directions for prospective research. (shrink)

Deizm başından beri kendini ana akım dinî kabullere karşı heterodoks dinî bir kimlik olarak konumlandırmış, felsefe ve teolojinin temel düşünce üretim alanları olan Tanrı tasavvurları, Allah-âlem ilişkisi, din-bilim ilişkisi, kötülük meselesinden kaynaklı ahlakî tartışmalarda geleneksel kabullere aykırı görüşler ileri sürmüştür. Bu yönüyle deizm, dinin kendi içinden bir eleştirisidir. İngiltere’de deizmin babası olarak isimlendirilen E. Herbert of Cherbury’nin deizmin beş ilkesi bu eleştirinin en başat örneğidir. Ona göre; 1. Yüce bir Tanrı vardır, 2. Bu yüce Varlığa ibadet edilmelidir, 3. Erdem ibadetin (...) yarattığı bir değer olduğu için din ve ahlak arasında doğrudan bir ilişki vardır, 4. İnsanlar zayıf yaratıldıkları için tövbe ihtiyacındadırlar; bu da Tanrı’yla iletişime açıklık demektir, 5. Ölümden sonraki hayatta ceza ve mükâfat vardır. Deizmin iddiaları zaman içinde değişikliğe uğramıştır. Bu değişimi, farklı deizm iddialarını tasnif eden ve eleştiren Samuel Clarke’ta görmek mümkündür. Bununla birlikte, deistler şu konularda ortak fikre sahiptirler: imanın kurtarıcılığına karşı bilginin kurtarıcılığı esastır; kurumsal dinî yapılar reddedilmelidir; akıl ve insan doğası yüceltilmelidir; ahlak akılla temellendirilebilir; (vahyin imkânını kabul eden deistlere göre) vahyin doğrusu ile aklın doğrusu uyum içinde olmalıdır. Türkiye’de deistler dini reddetmekten daha çok onun akılla uyumunu talep etmekte, hurafelerden arındırılmasını ve radikal söylemlerden temizlenmesini istemektedirler. Kurumsal dinî otorilerin yerine, insanın aklına ve doğasına yaslanan doğruları önermektedirler. Bu doktrin temeline ek olarak Türkiye’de deizm ilginç veriler ve sonuçlar üretmektedir. Türkiye’de muhafazakâr bir yönetim iş başındayken deizmin artış kaydetmesi çok çarpıcıdır. Kamusal alanda dinin daha fazla görünür olmasına rağmen, deizmin ve sekülerleşmenin artması, din-siyaset ilişkisinin çok sıkı kurulduğu ülkelerde dine yabancılaşma gibi bir sonucun ortaya çıktığı tezini bir kez daha doğrulamış görünmektedir. Bu çalışma deizmin farklı iddialarını dikkate alarak ve Türkiye’de lise öğrencileri arasında yapılan araştırmalara dayanarak şu sonuçları okuyucuyla paylaşmaktadır: Mezhep farklılığının tetiklediği şiddet, radikal söylemler, buyurgan din dili, mitolojik anlatımlar genç zihinleri geleneksel olarak tevarüs ettikleri birikimi yeniden değerlendirmeye itmektedir. Kendilerini dinin dışında konumlandırmak istemeyen bu zihinler, yeni bir dini kimliği tercih etmektedirler. Bu kimlik bugün artık heterodoks bir kimlik olarak kendini göstermektedir. Bu aynı zamanda sekülerleşmiş bir ortodoksinin ortaya çıktığının da açık göstergesidir. (shrink)

İbâdet, bütün akıl sahibi varlıkların Allah'ın varlığını idrak edebilme ve O'na karşı şükretme duygusu olarak tanımlanır. İbadet eylemini incelemek, ibadet edenin doğasını tahlil etmeyi gerektirir. Bu tahlil bizi ibadet eylemine eşlik eden bilgi/kavrayış, niyet/yönelimsellik ve sürecin sonunda ortaya çıkan özgürlükle buluşturur. Bilgi/kavrayış, Kur'an'ın ibâdet olarak işaret ettiği ilişki formuna en derin mânâyı verir. İbadet, Tanrı'nın mutlak yaratıcı iradesini keşfetme ve ona insanî seviyede eşlik etme arzusudur. Allah’ın varlığını ve birliğini bilmeye yapılan çağrı, ibadetin bilgi ve niyet unsuruna en üst seviyede (...) yapılan daveti içerir. Bu davete icabet sırasında devreye giren semboller ve her bir eyleme ibadet sırasında yüklenen anlam, insan yaşamında yeni olgulara hayat verir. Niyet yahut yönelimsellik ise, insanların parçası oldukları doğal nedensel bağları aşma arzusunu içinde barındırır. İnsanın verili olan bu düzeni ve illiyyet bağını aşarak kendine yeni bir ufuk arama çabası ibadetin niyetle ilgili kısmında içerilir. İbadet bir tanınma talebidir. Sonlu varlığın sonluluğunu ve sınırlılığını aşma arzusunu tatmin etmeyi amaçlayan bir ‘ilişki’ eylemidir. Sonlu ile Sonsuz arasındaki bu ilişkinin bilgi zemininde inşa edilmesi, Allah ile insan arasındaki sınırın bulanıklaşmasını değil tam tersine daha belirgin hale gelmesini sağlar. İbadetteki bilme, bilen öznenin her zaman bu sınırların farkında olması demektir. Niyet, sonlu varlığın Sonsuz olanla iletişime geçerek sonluluğun getirdiği değer yitimini dindirme arzusudur. Özgürlük ise sonlu varlığın Sonsuz Olan’la iletişimi yoluyla, kendisini çepeçevre kuşatan bütün kısıtlama ve dayatmalardan azade olma isteğidir. Allah’tan başkasına tapanların bir düşüş, parçalanma ve kayboluş trajedisi yaşamalarının sebebi her zaman bir kısıtın ve dayatmanın nesnesine dönüşmüş olmasındandır. Onun için Allah ısrarla ibadetin sadece kendine yapılmasını talep ederek bu trajediyi bloke etmek istemektedir. İbadetin kabulü için nasıl ibadetten önce yerine getirilmesi gereken şartlar, ibadet sırasında takip edilmesi gereken rükünler varsa, aynı şekilde ibadetten sonra yerine getirilmesi gereken şartlar vardır. Bunlar yapılan ibadetin gerçekten ibadet niteliğine sahip olup olmadığını denetleyen ibadet sonrası kriterlerdir; bu ibadetin fenomenolojisidir: İbadet bireyi kendi iç dünyasında bir itmi’nana kavuşturmalı, kamusal alanda ise ahlakî bir özne olarak inşa etmelidir. The term ra ḥ ma/mercy is one of the key terms of the Holy Qur’ ā n and it has many connotations. Two names of God, ra ḥ mān and ra ḥ ῑm and their manifestations are contained in these connotations. So the two names explicitly tackled in our paper. While ra ḥ mān is the proper name indicating the absolute being and the source of all existence, ra ḥ ῑm is much narrower. The exegetical tradition emphasizes that God is (...) ra ḥ mān, i.e. provides existence and sustenance to all creatures in this world while ra ḥ ῑm gives guidance and salvation to those who just deserve it here. Ra ḥ mān and ra ḥ ῑm are used in the Qur’ān asyndetonically, i.e. without the copula wāw ( ﻭ ): in the form of ar-ra ḥ mān ar-ra ḥ ῑm not ar-ra ḥ mān va ’r- ra ḥ ῑm, indicating that these two names signify One (God) and that they appear in His actions simultaneously and instantaneously, not consecutively. The history of European western philosophy.

The interrelationships among recent theories on the regulation of gene activity and differentiation in higher organisms are reviewed. Interpretations within these theories of the various components of chromosomes are re-evaluated and a unified conceptual framework of hierarchical genetic control mechanisms in eukaryotes is presented.

The biologist's involvement in value issues concerning the methodology of biological sciences, in establishing the biological basis of ethics and in creating a value system based on biological knowledge is examined. It is proposed that the roots of this involvement are in the conflict of the knowledge-ethic with the established system of values and in the need for metaphysical explanation.

This study proposes a reassessment of the social and political thought of Ziya Gökalp, the most influential ideologue of Turkish nationalism. Challenging the still ubiquitous trend which emphasizes the influence of Western ideas to explain the dominant intellectual currents of the late Ottoman Empire, this article locates Gökalp’s thought in the continuity of Ottoman-Islamic intellectual tradition. Indeed, Gökalp’s thought incorporates and appropriates many concepts, arguments and definitions present in that tradition as well as the tensions existing in the historical narratives (...) of Ottoman and Islamic history. As evidence of this continuity, the first part focuses on the dual concepts of medeniyet and hars in Gökalp’s thought and demonstrates his use of traditional vocabulary and the historical tension between Sufi Islam and orthodox-legal Islam in defining these two categories. Gökalp’s idealism and his celebration of Durkheimian sociology also rest on a particular interpretation of Sufi tradition. Accordingly, the second part deals with the political concepts Gökalp uses, particularly tecdîd, and demonstrates how Gökalp’s usage is comparable to other Ottoman authors from the eighteenth century onwards, and reflects the quest for the qualities that once made the Empire great. In the light of these findings, the article proposes a dynamic and inclusive concept of tradition and concludes with some methodological reflections on the practice of intellectual history in the late Ottoman context. Intense interspecies engagements are central to the work of ecologists, as they seek to understand our rapidly changing world. To explore researcher-bird engagements in ecological fieldwork, we use a lens of care. Taking as a starting point the widely shared photos of bird-in-the-hand that portray situations where individual birds become sources of data about populations, we show the significance of complex care work in ethically and epistemically loaded moments. Crucial knowledge about survival, biodiversity loss and animal welfare emerges at the (...) intersection of multispecies care for individuals, for populations and for knowledge infrastructures. We put forth the concept of intermittent care to explain the changing concerns for individual birds here-and-now or for populations of the future. Attention to care therefore helps unravel how ecological knowing depends on entanglements between humans, nature, and technologies that take shape through a constant negotiation of different strands and matters of multispecies care. Background:Nursing is an occupation that deals with humans and relies upon human relationships. Nursing care, which is an important component of these relationships, involves protection, forbearance, attention, and worry.Objectives:The aim of this study is to evaluate the ethical beliefs of psychiatric nurses and ethical problems encountered.Research Design:The study design was descriptive and cross-sectional.Research context:Methods comprised of a questionnaire administered to psychiatric nurses (n = 202) from five psychiatric hospitals in Istanbul, Turkey, instruction in psychiatric nursing ethics, discussion of reported ethical (...) problems by nursing focus groups, and analysis of questionnaires and reports by academicians with clinical experience.Participants:Participants consist of the nurses who volunteered to take part in the study from the five psychiatric hospitals (n = 202), which were selected with cluster sampling method.Ethical considerations:Written informed consent of each participant was taken prior to the study.Findings:The results indicated that nurses needed additional education in psychiatric ethics. Insufficient personnel, excessive workload, working conditions, lack of supervision, and in-service training were identified as leading to unethical behaviors. Ethical code or nursing care -related problems included (a) neglect, (b) rude/careless behavior, (c) disrespect of patient rights and human dignity, (d) bystander apathy, (e) lack of proper communication, (f) stigmatization, (g) authoritarian attitude/intimidation, (h) physical interventions during restraint, (i) manipulation by reactive emotions, (j) not asking for permission, (k) disrespect of privacy, (l) dishonesty or lack of clarity, (m) exposure to unhealthy physical conditions, and (n) violation of confidence.Discussion:The results indicate that ethical codes of nursing in psychiatric inpatient units are inadequate and standards of care are poor.Conclusion:In order to address those issues, large-scale research needs to be conducted in psychiatric nursing with a focus on case studies and criteria for evaluation of service, and competency and responsibility needs to be established in psychiatric nursing education and practice. Students in urban under-resourced schools are often disengaged from the curriculum. Distributing voice to them would seem an obvious counter to their alienation, allowing them to be co-constructors rather than objects of their education. Beyond being pragmatically sound, student agency is, arguably, a psychological and moral imperative. However, what is imperative is not necessarily doable as we illustrate in two student agency high school projects. We analyze the outcomes using four previously identified factors: school context, project scope, personal gratification, and (...) assumption of genuine authority. In conclusion, we raise two issues requiring more reflection and investigation: what is the role of a teacher who is an employee of the school yet wants to help her students protest against injustice? How can agency be developmentally staged so that students become skilled in assuming responsible leadership in their schools? (shrink)

Der Autor untersucht D.W. Winnicotts vielschichtigen Dialog mit der Londoner Klein-Gruppe, insbesondere mit W.R. Bion, und das jeweils unterschiedliche Verständnis der Rolle des äußeren Objekts unter dem Blickwinkel der Konzepte »Holding« sowie »Container/Contained«. Der Autor vertritt die These, dass Bion bestimmte Aspekte von Winnicotts Forschungsrichtung stillschweigend übernahm und dies wegen Kleins Verfügung, Winnicotts Werk zu ignorieren, verschleierte. Die getrennte Existenz der drei tonangebenden analytischen Schulen innerhalb der British Psychoanalytical Society verstärkte auch eine weitverbreitete Abneigung gegen komparative psychoanalytische Theorie. Infolgedessen stand (...) Winnicotts Theorie des »Haltens« bis zu den aktuellen komparatistischen Bemühungen unverbunden neben Bions »Container/Contained«-Theorie. Abschließend erläutert der Autor, dass die theoretischen und klinischen Differenzen zwischen analytischen Theoretikern furchtbar sein und an den Grenzen leidenschaftlich verteidigter Gruppenaffiliationen gleichwohl feindselig verlaufen können. Zusammenfassung In Deutschland verlangt das Transplantationsgesetz die Zuteilung von postmortal gespendeten Organen nach den Kriterien der Dringlichkeit und der Erfolgsaussicht. Der herrschenden Auffassung zufolge darf die Erfolgsaussicht hierbei jedoch lediglich den Charakter einer Minimalnutzenschwelle annehmen. Eine darüber hinausgehende Gewichtung von Erfolgsaussichten soll zudem nicht mit der Lebenswertindifferenzkonzeption des Bundesverfassungsgerichts zu vereinbaren sein, die aus dem Gleichheitsgrundsatz sowie aus der Menschenwürde abgeleitet wird. Gerhard Dannecker argumentiert, diese im juristischen Schrifttum überwiegend vertretene Auffassung sei weniger zwingend, als es auf den ersten Blick (...) scheinen mag. Seiner Auffassung zufolge lässt sich aus der Lebensschutzgarantie in Artikel 2 der Verfassung eine Pflicht ableiten, die vorhandenen Ressourcen möglichst effektiv einzusetzen. Zwar dürfe Effizienz hier tatsächlich nicht bedeuten, dass die Funktionsdauer der vorhandenen Organe über das Gesamtkollektiv aller Patienten hinweg utilitaristisch zu maximieren sei - eine Pflicht zur Rettung einer möglichst großen Anzahl an Menschen lässt sich ihres Erachtens jedoch durchaus rechtfertigen. Husserls »Logische Untersuchungen« sind eines der folgenreichsten Werke der neueren Philosophiegeschichte. Mit dem ersten Erscheinen in den Jahren 1900 und 1901 (Max Niemeyer Verlag, Halle/Saale) nimmt jene Schule ihren Anfang, deren Name im Untertitel des zweiten Bandes zum ersten Mal sinnfällig wird: die Phänomenologie. Husserl sah damals in diesem Werk »Versuche zur Neubegründung der reinen Logik und Erkenntnistheorie«, die den Grund zu einem größeren Gedankengebäude zu legen imstande waren. Sie wollten freilich kein bloßes Programm sein, sondern »Fundamentalarbeit an den unmittelbar (...) erschauten und ergriffenen Sachen« darstellen. Die weitere Arbeit an der Ausprägung der phänomenologischen Philosophie führte schon nach wenigen Jahren zu neuen Problemen, zu vertieften Erkenntnissen und zu schärferen Formulierungen. Ihnen trägt die zweite, zum Teil tiefgreifend umgearbeitete Auflage Rechnung, deren Text seither in unveränderter Form immer wieder nachgedruckt wurde. (shrink)
