Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". These questions have too long been discussed primarily at the level of elites or on the basis of assumptions or about what the reactions of the people at large may be. After being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has (...) influenced Indian perceptions and strategy towards Asian regionalism. This engaging, wide-ranging study in comparative social and political philosophy gives a well-argued account of how ideological and even utopian views, such as normative communication, development and justice, are sociologically rooted. It also shows how this fact has been reflected in the social history of Asian countries like India and China, as well as some Western countries during the last two centuries. To illustrate the underlying concepts, reference is made to influential thinkers, both from the East and West, (...) from Hegel and James Mill to Marx and Maozedong, and from Gandhi to Rawls. The author, himself one of the major contemporary Indian philosophers, offers arguments to show that the right version of cultural relativism is objective and judgeable. The relationship between Vietnam and China could be captured in the Chinese expression of “同床异梦”, which means lying on the same bed but having different dreams. The two countries share certain cultural and political similarities but also diverge vastly in their national interests. This paper adds to the extant literature on this topic by analyzing the element of trust/mistrust in their interactions in trade-investment, tourism, and defense-security. The analysis shows how the relationship is increasingly interdependent but is equally fragile due (...) to the lack of trust on both sides. The mistrust or even distrust of Chinese subjects run deep within the Vietnamese mindset, from the skepticism of Chinese investment, Chinese tourists, discrimination against ethnic Chinese, to the caution against Chinese aggression in the South China Sea. The paper forecasts that, despite the deep-seated differences and occasional mistrust, going forward, neither side would risk damaging the status quo even when tensions peak. (shrink)

While trauma can be physical, it can also be psychological, social, political, economic, and cultural—encompassing the immediate effects of global pandemics, the ongoing impacts of ethnic and gender bias, the intergenerational legacies of colonization and geopolitical strife, and the planetary (...) ramifications of anthropogenic climate disruption. Ours is an era in which differences of histories, cultures, and identities are engaged as sources of insight, but also one of retrenchment—a period of relational appreciation, but also one of schism. The global scientific community’s response to the COVID-19 pandemic was a stunning example of human potential for empathetic collaboration in the face of global personal and public health trauma. Yet, the economic trauma of the pandemic has resulted in crumbling international alliances, deepening trade wars, and an unfortunate collective reinvestment in zero-sum endgame framings of geopolitics against which there is no vaccination and through which the terms of healing have become delinked from the restoration of global wholeness. These traumas do not stop shaping our lives when the immediate danger comes to an end. Traumatic pain remains stored in the memories of peoples and individuals, it populates their imagination and shapes horizons of possibility. Thus a philosophical exploration of trauma and healing is not only diagnostic of current problems but also a form of genealogy. We invite participants to reflect upon the relational complexity of both trauma and healing, critically and historically engaging concrete occurrences of trauma while also drawing out theoretical insights regarding healing that strengthens and empowers and resists the forms of personal and social amnesia that make the repetition of trauma so tragically common. This paper examines the relation between trade, political openness, and agricultural trade policy in developing countries. It argues that trade openness and democracy contribute to lower taxes and control programs in the agricultural sectors. Examining the politics of agricultural trade policy in Indonesia, Malaysia, the Philippines, and Thailand, it was found that trade expansion and democratic regimes lead to fewer taxes and control programs imposed on agriculture. The results indicate that elected governments in industrializing countries are less likely to (...) impose more tax and control programs on agriculture in order to encourage exports and in order to appeal to farmers, who are a major voting bloc in these countries. Since COVID-19 is a global-scale pandemic, it can only be solved on the global level. In this context, intercultural dialogues are of utmost importance. Indeed, different models of traditional ethics might be of assistance in constructing a new, global ethics that could help us confront the present predicament and prepare for other possible global crises that might await us in the future. The explosive, pandemic spread of COVID-19 in 2020 clearly demonstrated that in general, one of the most effective tools (...) for containment of the epidemics is precisely human and interpersonal solidarity, which must also be accompanied by a certain degree of autonomous self-discipline. The present paper follows the presumption that these types of personal and interpersonal attitudes are—inter alia— culturally conditioned and hence influenced by different traditional models of social ethics. In light of the fact that East-Asian or Sinic societies were more successful and effective in the process of containing and eliminating the virus compared to the strategies of the Euro-American regions, I will first question the widespread assumption that this effectiveness is linked to the authoritarian political traditions of the Sinic East and Southeast Asian areas. Then, I will critically introduce the Confucian ethics of relations, which in various ways has influenced the social structures of these regions, and clarify the question of whether and in which way the relics of this ethics had an actual effect on the crisis resolution measurements. The crucial aim of this paper is to contribute to the construction of theoretical groundworks for a new, transculturally grounded global ethics, which is more needed today than ever before. (shrink)

But what is the theory of political meritocracy and how can it set standards for evaluating political progress? Is liberal democracy appropriate for East Asia? In this provocative book, Daniel Bell argues for morally legitimate alternatives to Western-style liberal democracy in the region. Beyond Liberal Democracy, which continues the author's influential earlier work, is divided into three parts that correspond to the three main hallmarks of liberal democracy--human rights, democracy, and capitalism. These features have been modified substantially during their transmission to East Asian societies that have been shaped by nonliberal practices and values. After noting some conditions of historical and contemporary context that favor a dialogue between pragmatism and East‐Asian thought, which could help generate a new international philosophical perspective, this essay focuses on several themes that pragmatism shares with classical Chinese philosophy. Among the interrelated themes explored are the primacy of practice, the emphasis on pluralism, context, and flux, a recognition of fallibilism, an appreciation of the powers of art for individual, social, and political reconstruction, the pursuit of perfectionist self‐cultivation (...) in the art of living, and the crucial role of embodiment in this melioristic pursuit. The last section defends this somaesthetic emphasis against some likely criticisms and closes with an example of how occidental and East‐Asian somatic thinking can be productively integrated. Explores some steps toward non-assimilative encounters in the "global village.".

This paper is one of the few attempts made by social scientists to measure social capital via psychometric approach, and is the only one of such kind to base its evidence on the AsiaBarometer survey data. After first reviewing the history of social capital, including its conceptual emergence and recent literatures, we expose the issue of difficulty in the measurement of social capital despite its topical popularity. We tackle this measurement issue by applying psychometric procedures to the AsiaBarometer survey data (...) of 2004, 2005, and 2006, focusing on questions pertaining to social capital of ordinary individuals residing in the 29 survey societies. This paper is significant in two aspects. First, using simple statistical procedures, it extracts various dimensions of social capital without first knowing what dimensions to extract. In short, it does not try to measure social capital using some kind of pre-defined concepts such as those outlined in the historical review of our predecessors. Rather, it succeeds in manifesting key factors of social capital by mechanically processing collective responses by individual respondents towards survey questions oriented with social capital. Though the paper does not aim to establish its methodology as a widely held consensus on how to measure social capital, it does give credence and recognition to psychometric approaches as effectives means to measure social capital, which, by its very definition, calls for approaches using collective data to measure notions of individual actions within networks. Second, this paper is the first systematic empirical analysis of social capital in all the subregions of Asia, i.e. East, Southeast, South, and Central. It builds on our earlier works, including the 2006 paper on social capital in Central and South Asia, and gives empirical credence to important concepts on Asian political culture. (shrink)

While the importance of social and political trust has been well documented, there is a lack of scholarly consensus over where trust originates. This article tests three theoretical arguments – social-psychological, social-cultural, and political institutional – on the origin of political trust against three East Asian democracies. The empirical analysis from the AsiaBarometer survey illustrates that political institutional theory best explains the origin of political trust in East Asian cases. Citizens of these East Asian (...) democracies have a high level of political trust when they believe that their governments perform well in management of the national economy and political representation of elected officials. Meanwhile, social-psychological and social-cultural theories explain the origins of social trust, but not political trust. This article examines the cross-level causal relationship between macro-political settings and micro-political attitudes in eleven Asian societies using the 2006 AsiaBarometer Survey (China, Hong Kong, Japan, South Korea, Singapore, and Taiwan) and the 2006 South Asian Survey (Bangladesh, India, Nepal, Pakistan, and Sri Lanka). After extracting the four underlying dimensions of political attitudes from the broadly comparable questions used in the two surveys, the study first detects national differences in terms of (1) citizens' attitudes toward political activities other (...) than voting, (2) their commitment to a democratic system, (3) their political frustration, and (4) their confidence in their ability to govern themselves. Then, regression analysis examines the possibility that the micro-level variations in each of the four dimensions of political attitudes are related to the abundant macro-level variations found in these Asian countries. The results show that although the country-level predictors for citizens' attitudes toward direct political actions are common to both regions (ethno-linguistic fractionalization and the degree of institutionalization of preference articulation), factors influencing the variations in other dimensions are different. Specifically, the effects of political competitiveness and inclusiveness are more salient in South Asia than in East Asia. (shrink)

Harmony as a basic value is neglected in internationally influential philosophical discussions about rights, power, and other facets of public policy; it is not prominent in articles that appear in widely read journals or in books published by presses with a global reach. Of particular interest, political philosophers and policy makers remain ignorant of the similarities and differences between various harmony-oriented approaches to institutional choice from around the world. In this chapter, I begin to rectify these deficiencies by critically discussing (...) the way harmony has figured into political philosophies from three major traditions in the Global South, namely, African ubuntu, East Asian Confucianism, and South American buen vivir. I point out that, although harmony is at the core of all three political philosophies, it is conceived in different ways, entailing incompatible prescriptions about things such as who should make laws and which sorts of beings have rights against the state. Such contrasting views call for rigorous cross-cultural dialogue amongst theorists of harmony, beyond mounting challenges to more individualist approaches that have been salient in modern Western political thought. Given its close ties with Confucianism, East Asian exceptionalism could be defined as the inversion of Max Weber's doctrine that Confucian values inhibit rationality and lead to economic stagnation. That revaluation, which has contributed to an inversion of `Orientalism' as it relates to East Asia, becomes a core premise of what may be called the Singapore model of East Asian development theory. Another premise of that model is the primacy given to economic over political development, (...) i.e., over democracy. In opposition to this reactionary turn, and in the light of current revisionism in Japanese studies, this article follows Kim Dae Jung in positing a `Korean model' which challenges prevailing assumptions of East Asian exceptionalism. It is argued that Korea's record of democratic development over the last 15 years deserves a more affirmative response than has been allowed by some of the most vocal American Koreanists. This model, moreover, affirms Kim's belief in an organic rather than exogenous explanation of Korea's political development. It is argued that Korea, rather than Japan, offers the best available prototype for Asian political development in its `post-exceptional' phase, and that Korea's emerging political culture - in striking contrast to Singapore's - bears witness to the fact that economic development can be consistent with liberal-democratic objectives. In Kim Dae Jung's opposition politics, and now in his presidency, one finds a rare balance of political and economic priorities. In the long run the `Korean Model' could prove far more important for East Asia than anything the IMF has to offer. (shrink)

Philosophical reflections on journeys and crossings, homes and habitats, have appeared in all major East Asian and Western philosophies. Landscape and travelling first emerged as a key issue in ancient Chinese philosophy, quickly becoming a core concern of Daoism and Confucianism. Yet despite the eminence of such reflections, Landscape and Travelling East and West: A Philosophical Journey is the first academic study to explore these philosophical themes in detail. Despite numerous published writings on China's regional role, the world still knows very little about Beijing's perception and strategy. This article seeks to make an intellectual contribution in understanding China's foreign policy and its efforts to participate in East Asian integration. This article argues that under the rhetoric of peaceful development and community building, China's foreign policy is pragmatic and changes with the tide of events in international relations. China's participation in regional integration serves as a good case (...) for examining changes in Beijing's strategy. In the past two decades, China has moved from a reluctant participant of regional affairs to an active participant and potential future leader. China's adjusting role is a consequence of Beijing's pragmatism in policy and its growing economic confidence. Pragmatism has led China to and wait for the proper timing to step onto the world stage. This article seeks to make an intellectual contribution in understanding China's foreign policy and its efforts to participate in East Asian integration. This article argues that under the rhetoric of peaceful development and community building, China's foreign policy is pragmatic and changes with the tide of events in international relations. China's participation in regional integration serves as a good case (...) for examining changes in Beijing's strategy. In the past two decades, China has moved from a reluctant participant of regional affairs to an active participant and potential future leader. China's adjusting role is a consequence of Beijing's pragmatism in policy and its growing economic confidence. Pragmatism has led China to and wait for the proper timing to step onto the world stage. Aesthetics and arts are strongly linked across East Asia (China, Japan and Korea) and (through pottery and gardens) throughout Southeast Asia as well. This paper outlines eight aesthetic issues pertaining across arts in East Asia, appropriate for K-12: 1) the intimate interrelations among arts (gardens, painting, poetry, calligraphy, music, tea ceremony); 2) nature and the seasons (architecture, poetry, gardens, food); 4) collaboration (poetry, gardens, festivals, and tea ceremony); 5) self-cultivation; 6) symbolism versus allusion; 7) the importance of (...) active imagination in viewing East Asian arts; 8) relations of arts to philosophy. It then explores five areas of East Asian arts and aesthetics that are easy to teach even young students, have interest for high-school and college students (on the introductory or advanced level), and pave the way for the individual student's personal development throughout her life as an adult: 1) Writing Systems, Calligraphy and Painting; 2) Poetry and Painting; 3) Gardens; 4) Aesthetics of Pottery; 5) Tea ceremony. This is followed by brief discussion of 1) special categories of Japanese aesthetics (wabi and sabi, the aesthetics of loneliness and simplicity/impoverishment; kasuri, the embellishment of everyday objects; and aware, recognition of the poignance and brevity of life), 2) gender issues, 3) Zen aesthetics. After the end of World War II, East Asia gradually formed what can be referred to as a quasi-anarchical regional order. The quasi-anarchy system is defined by the anarchy system associated with a sub-hierarchical system, so this system possesses the characteristics of both anarchy and hierarchy in terms of security relations among states. The states in a quasi-anarchical order can be differentiated into three types according to the method through which they seek security. They comprise that of self-help states, (...) the state that provides security guarantees to client states (security guarantor), and states that receive security protection from the security guarantor (client states) within the quasi-anarchy. The standard security relationship between states consists of two types: the first is a competitive security relationship; the second is a security-dependent relationship. The quasi-anarchical order in East Asia has restricted the continuance and positive effect of a rising China's reassurance policy through three mechanisms: dependence, reliance on support, and imitation. Drawing on theories of institutional evolution, this article contends that despite the centrality of occupationally based social insurance in postwar Korea and Taiwan, the welfare state has in fact deepened considerably. The analysis is structured around three distinct eras of social policy reform in Korea and Taiwan: the developmental state, democratic transition, and postindustrialism. The authors contend that during each of these eras, the institutional purposes of social policy were altered to meet certain socioeconomic objectives. New institutional purposes were grafted (...) onto the prevailing social insurance model, changing the outcomes of social policy. The developmental state era was productivist in purpose, democratic reform during the 1980s reoriented social insurance toward universalist and redistributive principles, and the post-1997 era refocused social insurance to meet the imperatives of flexible labor markets, demographic shifts, and economic globalization. This collection brings together different philosophical points of view discussing two important aspects of human life, namely love and friendship, within the broad context of comparative philosophy. These points of view differ in terms of their cultural orientations - East or West, ancient or modern; philosophical methodologies - analytical, historical, experimental, or phenomenological, broadly construed; and motivation - explanatory, revisionary, or argumentative. The volume is a comparative treatment of how diverse philosophical cultures view love and friendship, such as how (...) Aristotle and Confucius’ views on friendship are similar and different, how the ancient Greeks and the Buddhists view friendship and happiness, and how posthumous love is possible. With contributions from a diverse set of scholars, this book presents the emerging views of Southeast Asian philosophers compared with those of philosophers from other regions, including Europe and North America. Boulder, Colorado: Westview Press, 1997.xv + 184 pp. Inspired perhaps by both deconstructive and constructive impulses, this important collection of nine essays undertakes to challenge the notion, common in both Western and (...) Eastern philosophical and religious traditions, that there exists such a thing as an objective, ahistorical, universal "self." At the same time, the volume as a whole makes a case for the value of a notion of the self that takes account of its cultural and historical situatedness. Douglas Allen's introduction succinctly frames the central claim of this project: While an increasing number of scholars, both Eastern and Western, appreciate the importance of the dialectical relationship between self and culture, and the vital role culture plays in determining the nature of the self, notions of the self as unconditioned by culture, or of the self as influenced by cultural factors that are merely superficial, subjective, and illusory, continue to dominate the religious and philosophical thought of both West and East. Thus it is the aim of these essays to undermine the dominance of those notions, in particular by means of a comparative, [End Page 140] cross-cultural methodology that highlights the existence of differing views of the self, thereby calling into question the dominant monolithic understanding.The essays are divided into four sections. However, both essays do a creditable job of presenting the cross-cultural resources available to critique the notion of an enduring, true, objective self, free of sociohistorical determinants.Douglas Allen's essay clearly articulates the somewhat narrow understanding of the self against which his and many of the other views contained in this collection are implicitly positioned, characterizing it as post-Cartesian: autonomous, rational, individual, skeptical, and foundational. In spite of frequent references to the dominance within Eastern thought of the notion of an ahistorical, culturally unconditioned self, and in spite of the richness of views on the eternally unchanging nature of the self to be found, for example, in various forms of Hinduism, it is clearly and explicitly a modern,Western view of the self against which Allen wants to argue. His basic claim, then, is that this modern Western view is itself historically and culturally determined and that, moreover, there are pressing philosophical and political reasons for challenging it. In contrast to this post-Cartesian self, Allen offers four alternative conceptions--the self of the Bhagavad Gita, determined by karma and social position; the "no-self" of Buddhism; the Marxist self, constituted by the economic conditions of production within which it finds itself; and the relational self of much modern Western feminist theory--suggesting that these understandings provide richer views of the self by virtue of taking account of the self's location in history and culture.The target of Alan Roland's essay is not the largely philosophical notion of selfhood considered by Allen, although clearly it builds on that notion. This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations, on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global (...) economy. Both the EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. This book portrays citizenship issues affecting the two regions and describes the way citizenship education can reflect and address these issues. A workshop sponsored by the American Academy of Arts and Sciences in 1989 brought together more than two dozen scholars in the humanities and social sciences to explore Confucian ethics as a common intellectual discourse in East Asia. The participants included specialists on the societies of China, Japan, Korea, Taiwan, Hong Kong, and Singapore as well as scholars who specialize in comparative studies. In nine intensive sessions, they probed the ways in which the Confucian ethic has shaped perceptions of (...) selfhood, dynamics of familial relations, gender construction, social organization, political authority, popular beliefs, and economic culture in East Asia. This book is a distillation of the essence of their multidisciplinary and cross-cultural examination of these issues. It seeks especially to illuminate claims that Confucian ethics have provided the necessary background and a powerful motivation in the rise of industrial East Asia, the most dynamic region of sustained economic growth and political development since World War II. This chapter addresses the distinction between private and public and the difference between ‘public’ and ‘official’. Drawing on a comparative analysis of Asian cities, it looks at the ways in which the local, the national and the global levels, which serve different, sometimes contrasting, interests, are negotiated and reconciled in the city. The chapter suggests that different forms of reconciliation have brought about an alternative ‘insitutionalisation’ of the public space. Such an institutionalisation is reflected in the access to, and (...) dissemination of, information—e.g., access to the media—and, above all, in the control over the common goods. The public sphere is used to voice discontent, leading to a new definition of the ‘common good’; that is, the inclusion, or non-exclusion, of large sections of the population which, though initially marginal, can become significant in shaping urban politics. Both general publics and elites have long used labels of left and right as cues for political communication and vote choice in Western democracies. This study examines the utility of these spatial semantics as means of encapsulating major political cleavages in East Asian democracies. National identity and attachment to national culture have taken root even in this era of globalization. National sentiments find expression in multiple political spheres and cause troubles of various kinds in many societies, both domestically and across state borders. Some of these problems are rooted in history; others are the result of massive global immigration. As US Secretary of State John Kerry tries to broker a new round of Israel-Palestine peace talks, the Israeli government continues expanding its settlements in disputed (...) territories. As this proposal is being written, Japanese citizens are debating whether their politicians should visit the Yasukuni Shrine (靖國神社), where the spirits of fourteen Class A war criminals from WWII and more than one thousand others convicted of war crimes by the International Military Tribunal for the Far East are honored with a distinguished resting place. As the Chinese government’s plan to bring economic prosperity to the Xinjian province unfolds, ethnic conflicts between Han Chinese and local Uyghur Muslims intensify. Tibetans still demonstrate to the Chinese government, some through the dramatic sacrifice of self-immolation, their determination to pursue a Tibet that is truly free and autonomous. The recent inflow of Muslim immigrants across Europa and North America forces those liberal democratic societies to rethink the meaning of multiculturalism. Should the state respect Muslim women’s freedom to wear burkas in public? What about other aspects of certain Muslim traditions such as arranged marriages or the honor killing of teenage girls who see boys their parents do not approve? Since these immigrants voluntarily moved from their homeland to a new society, do they have a duty to give up such practices, which conflict with their new societies’ fundamental commitment to individual autonomy? Eric Hobsbawm suggests that nationalism is a contingent phenomenon in history—it arises with important historical events such as industrialization and print journalism; eventually, it will disappear. Anthony Smith, on the other hand, argues that nationalism is deeply rooted in the human need for collective faith and dignity. How should we understand today’s nationalism? Is it a transient phenomenon that eventually will be eradicated from the world, or is it a timeless issue that confronts and will remain a challenge for every society? Is the conventional distinction between civic and cultural nationalism still relevant or helpful? The problems and ongoing challenges of nationalism are very much alive throughout East Asia where the myth of ethnically and culturally homogeneous nations is still paramount. In addition to the examples provided above, East Asian societies are increasingly multicultural, inevitably forcing their governments to come up with new immigration and border-control policies, revisit their laws regarding labor policies, sociopolitical discrimination, socioeconomic welfare, and, more fundamentally, rethink the constitutional make-up of the citizenry and the ideal of social harmony, one of their most cherished political values. Nevertheless, contemporary theoretical analyses, whether philosophical or empirical, of the phenomena surrounding nationalism, in all its forms, are almost exclusively focused on cases in western cultures and societies, preventing the East Asian people from developing a coherent idea of who they are or should be in a way that can track their deeply-held values and norms (such as Confucianism). One of the primary aims of this conference therefore is to address this ongoing neglect and explore new concepts and theories that are socially relevant in East Asia. Not only will this provide access to the particular experiences of nation, citizenship, and nationalism throughout East Asia but it will bring to bear philosophical concepts, approaches, and styles of reasoning about them that currently are not part of this critical debate. Providing an opportunity to hear these distinct and different East Asian voices and opening up these conceptual and methodological resources to scholars around the world will greatly advance the understanding and appreciation of nationalism. In addition to this primary aim, the proposed conference will achieve two other, novel, and important goals. First, by design, it will bring to bear a multi and interdisciplinary approach to the problems of nationalism. We are not privileging either conceptual or empirical studies in the organization of our conference and will bring together philosophers, political scientists, sociologists, and historians, making every effort to invite scholars who explicitly employ or are interested in exploring different and at times hybrid approaches. Second, we will draw together scholars from around the world: China, South Korea, Japan, Taiwan, North America, and Europe, including leading figures in the field, who will serve as keynote speakers for the conference. Combining these two additional goals will enable us to organize a uniquely diverse conference, both in terms of intellectual discipline and national origin. Along with our primary aim of introducing East Asian voices and theories, this will make our event original, distinctive, and unprecedented in value. Our age is one in which it is unavoidable for people of different cultural backgrounds to live together in many different places. As a rising power, China has become actively involved in regional bilateral/multilateral arrangements in the post-Cold War, especially post-crisis (1997– 98 financial crises) era, and this has attracted much attention from within and outside East Asia. Diverse understandings of China's regional ambition have appeared, especially since the launch of the China-ASEAN free trade agreement (FTA). Aiming at deciphering the ideas behind China's regional thinking, this paper argues that China's perspective on regionalism is a broadened economic regionalism, which is basically (...) economic-centered, because economic performance is vital both to its long-term strategic target and to its internal social stability. This economic regionalism will last for some time because China will be a developing country at least in the mid-term, which means China will have to focus more on its economic performance. In practice, China will engage bilaterally or multilaterally with others through its FTA strategy. Thus, China cannot be a main contributor to East Asian integration as expected, owing to the inward-looking nature of its economic regionalism. Also, the institutional integration of East Asia needs the effort of all the players in the region. (shrink)

This article attempts to fill a gap in International Relations literature on East Asian security. ‘East Asia’ appears to be mostly an indeterminate conceptual construct, allowing scholars to look selectively at those aspects and areas that could justify their security thesis, albeit security dynamics in the region are all too difficult to comprehend and predict. This problem has been frequently pointed out in IR literature, but its methodological implications and suggestions have neither been appropriately illuminated nor been (...) systematically offered, and the main solution commonly found in the literature was the tautological one of ‘better defining’ the region. As an alternative, this article suggests that one needs to tighten geographical focus and differentiate the subjects of analysis. When it comes to the study of East Asian security, one needs to aim to develop specific and differentiated generalizations as opposed to generalizations of a broad character. To showcase the fact that research outcomes can be more determinate when the target of analysis is more focused and specified, this article takes Northeast Asian security as an example and challenges the so-called ‘peaceful East Asia’ thesis, one of the mainstream perspectives on East Asian security. This article ultimately argues that while apprehending East Asian security dynamics through delimiting the scope of analysis and circumscribing the subjects of investigation is often deemed to be a modest enterprise―in particular, in terms of generalizability―the merits are substantial: research outcomes will be able not only to give us a truer mapping of the real world, but also bring us closer to building knowledge which satisfies the scientific criterion of ‘falsifiability.’Export citation Request permission.
