У статті проаналізовані особливості сфери житлово-комунальних послуг у трансформаційній економіці. Автором відстоюється точка зору, відповідно до якої альтернативні способи реформування галузі лежать у площині інституційних реформ, - ринкові або неринкові. З огляду на це формування механізму функціонування вітчизняного комунального господарства рекомендується проводити шляхом визначення специфіки, утримання домінуючої в суспільстві й сфері інституційної матриці, що вивчається; виявлення інституційних пасток для усвідомленого здійснення інституційних перетворень і мінімізації соціальних витрат у процесі реформування комунального господарства.

A closely argued book about what the negative tradition in Western theology involves.

Human suicide presents a fundamental problem for the scientific analysis of behavior. This problem has been neither appreciated nor confronted by research and theory. Almost all other behavior exhibited by humans and nonhumans can be viewed as supporting the behaving organism's biological fitness and advancing the welfare of its genes. Yet suicide acts against these ends, and does so more directly and unequivocally than any other form of maladaptive behavior. Four heuristic models are presented here to account for suicide in (...) an evolutionary and sociobiological framework. The first model attributes suicide to the extraordinary development of learning and cultural evolution in the human species. Learning may make human behavior so independent of biological constraints that it can occasionally assume a form entirely contrary to the principles of biological evolution. The second model attributes suicide to a breakdown of adaptive mechanisms in extremely stressful novel environments. The third model involves kin and group selection, arguing that in limited circumstances suicide may occur because of beneficial effects it has on other, surviving individuals who share the suicidal individual's genes. The last model suggests that suicide should be tolerated by evolution when it has no effect on the gene pool. This model holds particular promise in accounting for aspects of suicide not attributable to culture. The evidence indicates that suicide is most common in individuals who are unlikely to reproduce and unable to engage in productive activity; such individuals are least capable of promoting their genes. A complete explanation of suicide may derive only from an analysis of its biological significance. (shrink)

Since the 1970s, scholars have begun to pay special attention to the questions of whether democracy guarantees peace, whether freedom should be sacrificed in the name of security during war, how sustainable peace is possible, and what threats war poses to democracy. In the same period, influenced by the legacy of Immanuel Kant and David Hume, the democratic peace hypothesis began to be developed. This article discusses the theoretical debate concerning this hypothesis, as well as the question of whether the (...) type of political regime affects the state's success in war. An examining of the theoretical debates has shown that the proponents of the democratic peace hypothesis have not been able to provide convincing evidence of a direct link between the type of political regime and the willingness to initiate war or maintain peace. At the same time, the debate disproves another common belief, that of the military weakness of democracies. The article notes that the prevalent theoretical approach to studying the issue of war and democracy is based on an eschatological idea of the future democratic world. In contrast to this view, Gunther Anders’ idea of an “apocalypse without a Kingdom” opens up a new perspective for understanding war and democracy, which is that the destruction that war brings is not followed by the construction of a new world. In this case, the main task is not to achieve democracy as a result of war, but to preserve democracy during war. (shrink)

Progress in psychiatry depends on accurate definitions of disorders. As long as there are no known biologic markers available that are highly specific for a particular psychiatric disorder, clinical practice as well as scientific research is forced to appeal to clinical symptoms. Currently, the nosology of obsessive-compulsive disorder is being reconsidered in view of the publication of DSM-V. Since our diagnostic entities are often simplifications of the complicated clinical profile of patients, definitions of psychiatric disorders are imprecise and always indeterminate. (...) This urges researchers and clinicians to constantly think and rethink well-established definitions that in psychiatry are at risk of being fossilised. This article offers an interpretation of Georg Simmel’s philosophy of culture as a theory that can be applied to a critical view of the cultural and political economy situation of our time. This interpretation allows us to somewhat re-actualize the legacy of the German philosopher in the context of contemporary critical thought. The interpretation was created on the basis of the analysis of two Simmel’s key concepts, namely: “tragedy of culture” and “conflict of culture”, as well as their relationship. In (...) addition, the basis for such reading was Simmel’s understanding of the subject, which denies the absolute sovereignty and asserts his appearance only under the influence of cultural objects. This is complemented by the interpretation of the “tragedy of culture” as a theory that debunks the “sovereign subject” as discussed by Dina and Michael Weinstein in Postmodern Simmel. Interpretation of Simmel’s theory of culture as critical towards its object includes an analysis of various phenomena inherent in modern culture from the standpoint of this theory. First, such a phenomenon is the capitalist system, which, due to its self-regulation, is an absolutely alienated object and a stimulator of the quantitative distribution of cultural objects. Secondly, the imperious relationship of cultural objects and the level of influence of some objects on the development and distribution of others allows us to look at how certain cultural phenomena transform culture as a whole. The third point is the relativization of reality and values and the role of the phenomenon of money in this process. Finally, it is the transformation of the role of subjects in the process of creating cultural objects. This transformation arises as the effect of placing the “tragedy” and “conflict” of culture in the same plane of contemporaneity, as a result of which the impulse to reproduce an objective culture can no longer be provided by a subjective impulse; but there is no decline in the rate of growth of an objective culture, and therefore, the key objects of culture are taken the function of this impulse.Manuscript received 10.08.2020. The concept of digital culture defines a set of values, practices, and expectations regarding the format of human interaction in today’s online society. Predictions of digital culture describe the specifics of the online environment and the general context of social life. The range of interpretations of digital culture varies between two poles: from the recognition of digital technologies as a way of presenting libraries, museums, historical monuments, etc., to the concepts of digital culture as a new socio-anthropological reality, the content (...) of which is not limited to ICT. Culture as a phenomenon means the semantic unity of human activity, the desire to format social life following ideas and values, the movement from existing to obligatory, from actual to potential, and digital culture is an adequate response to the demands and challenges. People worldwide change their placement of everyday activity, and we could admit such huge transformation in the Chinese People’s Republic exactly obvious. (shrink)

Social responsibility as an awareness of the responsible attitude of the subjects (person, group, community, organization, state, society) to themselves and other subjects of this phenomenon and process is the basis for implementing Sustainable Development Goals. It permeates the entire structure of society both vertically (society – communities – person; state – region – citizen; economy – organization/enterprise (employer) – employee) and horizontally (society – states – economy; communities – regions – organizations/enterprises (employers); person – citizen – employee). The formation (...) of social responsibility is necessary for implementing Sustainable Development Goals and, at the same time, is its basis. The COVID-19 pandemic accelerated the formation and development of the phenomenon of social responsibility as a basis for the implementation of the goals of sustainable development, encouraging new actors of this phenomenon to act, creating conditions for the public (planetary) association to fight COVID-19; changed approaches to the economy, ecology, social sphere, education, etc. These changes can no longer be reversed, and society can only use them as a basis for further implementation of sustainable development goals. Central to Kierkegaard’s account of religious existence is his critique of speculative reason. This critique begins with the distinction between subjective and objective reflection. Its most radical aspects appear in Kierkegaard’s discussions of the paradox. In spite of Kierkegaard’s frequent comments on this notion, it is not readily understood. I want to argue against a common reading of this notion and propose an alternative reading. This alternative reading allows for a conceptually quite plausible account of the manner in which the (...) paradox presents reason with a boundary, in virtue of its relation to objective reflection and to subjective reflection as well. Because of this boundary, reason points beyond its own achievements to a domain of contemplation and appropriation. This is a domain that reason itself identifies in connection with the paradox. It both surpasses rational achievements and integrates them into itself. (shrink)

In the paper is analyzing the process of the institutionalization of Islamic Studies in Ukraine on the period of independence (1991–2013). The centers of Islamic Studies, its histories, particularities of the activity and publications are studied. The author argues about the existence of three centers of Islamic Studies in Ukraine: 1) as the substructure of the Institutes of Academy of Sciences of Ukraine; 2) as the substructure inside the universities; 3) inside the non-government organizations. Three main spheres of the activity (...) of Islamic Studies centers are specified: research, organizational and educational. The revival of Anglo-American political philosophy began in the 1970s with the publication of A Theory of Justice by John Rawls and Wittgenstein and Justice by Hanna Pitkin. This revival was facilitated by the turbulent political processes occurring after the Second World War that required philosophical understanding, but the long-dominant utilitarian approach could not fully meet this task. Traditionally, the main issue in political philosophy has been the question of power, spe- cifically its political organization and legitimacy. Rawls demonstrated that (...) the political organiza- tion of power is derived from how we understand ethical norms and what norms (rules) we follow in social interaction. Thus, the main question of political philosophy is not power but justice. He also demonstrated that political freedom is closely linked to equality. Rawls’s theory had a deci- sive influence on the political philosophy of the twentieth century, the development of which was largely based on criticism or reception of his ideas. Today, we are witnessing the beginning of a break with tradition, which was expressed by Rawls and suggested that the political is based on the possibility of consensus and ethical agree- ment. The current developments in political philosophy are closely connected with the rethink- ing of Rawls’s legacy, and we see this in the development of non-ideal political theories. (shrink)

As you know, the foundations of modern historiography of religion were laid by Hegel. "Lectures on the Philosophy of Religion," which he read at the University of Berlin, represent not only a unique system of philosophy of religion, but, equally important, is also an example of a profound historiosophical study of the religious phenomenon. However, unfortunately, this part of the Hegelian heritage remains largely unexplored in the national philosophic and religious studies literature.

The study of the Hegelian understanding of religious consciousness has never been carried out in the domestic philosophy, although this topic is extremely important, as the philosopher shows the gradual formation of religious consciousness as a special gestalt of self-knowledge of a spirit that is different from other forms of consciousness, and therefore has its own, inherent only to him, specifics.

In recent years "British" Idealism has been subject to sweeping re-evaluation and rehabilitation. The essays collected here by Will Sweet compare Bernard Bosanquet's ideas and arguments with those of Idealists and non-Idealists alike, and establish that Bosanquet was far more clear-headed and insightful than denunciations of the "Idealist school" by Moore, Russell, C. D. Broad, Harold Prichard, and A. J. Ayer suggest. Sweet observes in his introduction that Bosanquet has long remained in the shadows of T. H. Green and F. (...) H. Bradley, that Bosanquet was a prolific writer who shaped philosophical debates across the English-speaking world for decades, and that estimations of his social theory and political philosophy, and to a lesser extent his metaphysics, have diverted attention from his contributions to logic and aesthetics.Essays by Sandra M. den Otter, Peter Nicholson, and Kevin Sullivan deal directly with Bosanquet's social philosophy. Bosanquet was engaged from the 1880s in work with the Charity Organisation Society, an association that set the tone of late Victorian and Edwardian debates over British poverty. In their recent paper, Natalie Banner and Tim Thornton evaluate seven volumes of the Oxford University Press series “International Perspectives in Philosophy and Psychiatry,” an international book series begun in 2003 focusing on the emerging interdisciplinary field at the interface of philosophy and psychiatry. According to Natalie Banner and Tim Thornton, the series represents a clear indication that the interdisciplinary field of philosophy of psychiatry has been flourishing lately. Philosophers and psychiatrists face a “new philosophy of psychiatry”. However, the optimism (...) which the “new” philosophy of psychiatry celebrates is precisely the exiling of philosophy from the foundations of psychiatry. The 150 year old belief that psychopathology cannot do without philosophical reflection has virtually disappeared from common psychiatric education and daily clinical practice. Though the discipline of psychiatry is particularly suited to contributions from philosophy, the impact of philosophy on psychiatry nowadays remains limited. With some exceptions, philosophical papers are embedded in a philosophical context inscrutable to ordinary psychiatrists. Much current philosophical work is perceived by psychiatrists as negativistic. I would encourage the field of psychiatry to incorporate once again basic philosophical attitudes which render possible true dialogue with philosophy and enrich both disciplines. The views developed here should not discredit the value and importance of Natalie Banner and Tim Thornton’s paper and the excellent series “International Perspectives in Philosophy and Psychiatry.” As Jaspers said “Everybody inclined to disregard philosophy will be overwhelmed by philosophy in an unperceived way”. David Rapoport’s Wave theory of terrorism is one of the most oftencited theories in the literature on terrorist violence. Rapoport is praised for having provided researchers with a universal instrument which allows them to explain the origin and transformation of various historical types of terrorism by applying to them the concept of global waves of terrorist violence driven by universal political impulses. This article, testing the Wave theory against the recent phenomenon of homegrown jihadism in Europe, uncovers this theory’s fundamental (...) weaknesses and questions its real academic and practical value. The irregular division of vv. 35 sqq. between two semi-choruses seems to bo widely accepted and approved.2 I wish first to discuss the obvious objection that such an irregular division is unparalleled in a strophic chorus,3 and secondly to show that the reasons advanced for the division are themselves insufficient.

For most of the period during which 'Aqaba belonged to the Ottoman Empire, the precise nature of its frontier status needs to be nuanced, since, in theory at least, all of the provinces adjoining it formed part of the same political unit, and the Red Sea itself was a largely Ottoman lake. In practice, however, Ottoman political and military control in the Syrian and Arabian deserts was often tenuous and reliant on individual deals struck with Bedouin leaders, often within the (...) context of the sultan's fulfilment of his obligation to protect the pilgrimage to the Holy Places of Arabia. From this perspective, forts along the pilgrimage routes such as that at 'Aqaba, were none the less frontier places, mediating relations, whether peaceable or belligerent, between populations who regarded themselves as either belonging to or extraneous to the polity of the Ottoman state. In the animal literature, the concept of dominance usually links status in intermale encounters with differential reproductive success. Mazur & Booth effectively review the human literature correlating testosterone with intermale competition, but more profound questions relating this to male–female dynamics have yet to be addressed in research with humans.

Aims and hypothesesIn an environment of absolute silence, researchers have found many of their participants to perceive phantom sounds. With this between-subject experiment, we aimed to elaborate on these research findings, and specifically investigated whether–in line with the fear-avoidance model of tinnitus perception and reactivity–fear or level of perceived threat influences the incidence and perceptual qualities of phantom sound percepts in an anechoic room. We investigated the potential role of individual differences in anxiety, negative affect, noise sensitivity and subclinical hearing (...) loss. We hypothesized that participants who experience a higher level of threat would direct their attention more to the auditory system, leading to the perception of tinnitus-like sounds, which would otherwise be subaudible, and that under conditions of increased threat, narrowing of attention would lead to perceptual distortions.MethodsIn total, N = 78 normal-hearing volunteers participated in this study. In general, the study sample consisted of young, mostly female, university students. Their hearing was evaluated using gold-standard pure tone audiometry and a speech-in-noise self-test, which is a sensitive screening test to identify subclinical hearing loss. Prior to a four-minute stay in an anechoic room, we randomized participants block design-wise in a threat and no-threat condition. Participants in the threat condition were deceived about their hearing and were led to believe that staying in the room would potentially harm their hearing temporarily. Participants were asked whether they perceived sounds during their stay in the room and rated the perceptual qualities of sound percepts. They were also asked to fill-out standardized questionnaires measuring anxiety, affect and noise sensitivity. The internal consistency of the questionnaires used was verified in our study sample and ranged between α = 0.61 and α = 0.90.ResultsIn line with incidence rates reported in the literature, 74% of our participants reported having heard tinnitus-like sounds in the anechoic room. Speech-in-noise identification ability was comparable for both groups of participants. The experimental manipulation of threat was proven to be effective, as indicated by significantly higher scores on a Threat Manipulation Checklist among participants in the threat condition as compared to those in the no-threat condition. Nevertheless, participants in the threat condition were as likely to report tinnitus percepts as participants in the no-threat condition, and tinnitus percepts were not rated as being louder or more unpleasant as a function of level of threat. For participants who did experience tinnitus percepts, a higher level of threat was associated with a higher degree of experienced unpleasantness. These associations were absent in those who did not experience tinnitus. Higher negative affect was only slightly associated with higher ratings of tinnitus unpleasantness.ConclusionWhereas our threat manipulation was successful in elevating the level of fear, it did not contribute to a higher percentage of participants perceiving tinnitus-like sounds in the threat condition. However, higher levels of perceived threat were related to a higher degree of perceived tinnitus unpleasantness. The findings of our study are drawn from a rather homogenous participant pool in terms of age, gender, and educational background, challenging conclusions that are applicable for the general population. Participants generally obtained normophoric scores on independent variables of interest: they were low anxious, low noise-sensitive, and there was little evidence for the presence of subclinical hearing loss. Possibly, there was insufficient variation in scores to find effects. (shrink)

La foi des philhellènes dans la légitimité du combat des Grecs contre l’Empire ottoman pour obtenir leur indépendance les a conduits à propager des images très contrastées des femmes grecques. D’un côté, les violences extrêmes (liées en particulier à la mise en esclavage) qui étaient réservées aux grecques suscitaient la compassion et nourrissaient l’indignation contre les Turcs. De l’autre, leurs participations aux combats – décrites comme héroïques – forçaient l’admiration et contribuaient à raviver l’enthousiasme philhellène. In British constitutional law, the doctrine of parliamentary sovereignty maintains that Parliament has unlimited legislative authority. Critics have recently challenged this doctrine, on historical and philosophical grounds. This book describes its historical origins and development.

Negative theology or apophasis - the idea that God is best identified in terms of 'absence', 'otherness', 'difference' - has been influential in modern Christian thought, resonating as it does with secular notions of negation developed in continental philosophy. Apophasis also has a strong intellectual history dating back to the early Church Fathers. Silence and the Word both studies the history of apophasis and examines its relationship with contemporary secular philosophy. Leading Christian thinkers explore in their own way the extent (...) to which the concept of the apophatic illumines some of the deepest doctrinal structures of Christian faith, and of Christian self-understanding both in terms of its historical and contemporary situatedness, showing how a dimension of negativity has characterised not only traditional mysticism but most forms of Christian thought over the years. What should and what should not to be counted as a human right? What does it mean to identify a right as a human right? And what are the most effective and legitimate means of promoting human rights? This book addresses these questions and the complex relationship between the answers to them.

The doctrine of parliamentary sovereignty has long been regarded as the most fundamental element of the British Constitution. It holds that Parliament has unlimited legislative authority, and that the courts have no authority to judge statutes invalid. This doctrine has now been criticized on historical and philosophical grounds and critics claim that it is a relatively recent invention of academic lawyers that superseded an earlier tradition in which Parliament's authority was limited to common law. The critics also argue that it (...) is based on a misunderstanding of the relationship between statutory and common law, and is morally indefensible. The Sovereignty of Parliament: History and Philosophy responds to these criticisms. It first defines and clarifies the concept of legislative sovereignty and then describes the historical origins and the development of the doctrine from the thirteenth to the end of the nineteenth century. Professor Goldsworthy goes on to identify many different reasons why persuaded statesmen, lawyers, and political theorists have endorsed the doctrine. He discusses the ideas of a large number of legal and political thinkers, including Fortescue, St German, Hooker, Coke, Bacon, Parker, Milton, Hobbes, Hale, Locke, Bolingbroke, Blackstone, and Burke. He shows that judges in Great Britain have never had authority to invalidate statutes, and that the doctrine is much older than is generally realized. The book concludes by dealing with philosophical criticisms of the doctrine. Combining the insights of earlier thinkers with those of contemporary legal philosophers, it demonstrates that these criticisms are based on a defective understanding of the nature and foundations of law, and of the relationship between legislative authority and the common law. It argues that the doctrine is morally defensible, and refutes the thesis that the judges have authority to modify or reject it. (shrink)
