Автором відстоюється точка зору, відповідно до якої альтернативні способи реформування галузі лежать у площині інституційних реформ, - ринкові або неринкові. З огляду на це формування механізму функціонування вітчизняного комунального господарства рекомендується проводити шляхом визначення специфіки, утримання домінуючої в суспільстві й сфері інституційної матриці, що вивчається; виявлення інституційних пасток для усвідомленого здійснення інституційних перетворень і мінімізації соціальних витрат у процесі реформування комунального господарства.
