Following a government campaign run by the Independent Commission Against Corruption (ICAC) in 1994, many Hong Kong companies and trade associations adopted written codes of conduct. The research study reported here examines how and why companies responded, and assesses the impact of code adoption on the moral climate of code adopters. The research involved (a) initial questionnaire surveys to which 184 organisations replied, (b) longitudinal questionnaire-based assessments of moral ethos and conduct in a focal sample of 17 code adopting companies, (...) (c) interviews with 33 managers in the focal companies examining the adoption and impact of the codes, and (d) content analysis of 41 company codes of conduct, including those of most focal companies, plus the ICAC model code.While a mixture of prudential and altruistic reasons were given for code adoption, content analysis suggested that the prime motive was corporate self-defence. The prevailing themes were bribery, conflict of interest, insider information, gambling, moonlighting, accuracy of records and misuse of corporate assets. Wider social responsibility tended to be neglected. Companies appeared to have imposed their codes top-down, emphasising disciplinary procedures rather than ethics training, and appointing neither ethics counsellors nor ombuds-people. The longitudinal study over a seven month period suggested that while moral ethos may have declined, overall standards of perceived conduct had not changed. (shrink)

China has seen rapid economic development as well as severe environmental degradation over the past two decades. Although the Chinese government has made a great effort to provide environmental protection, it has been stymied by China’s economic development pattern, which follows the traditional industrialization mode of low efficiency in resource use and considerable pollutant discharge. In other words, China achieved its rapid economic growth at the cost of depleting natural resources and environmental quality. Should comprehensive and effective actions not be (...) undertaken in the next 15 years, the pollution pressures will exceed China’s environmental carrying capacity and lead to an irreversible environmental crisis. Should this occur, environmental issues would become not only the greatest obstacle to China’s achievement of a xiao kang society and undermine China’s international image, but would also have a severe effect on the global environment. Since China opened herself up to the world in the late 70s, privately-owned companies of different trades began to emerge along side with the state-owned enterprises. Among these successful private enterprises, a few have distinguished themselves from the rest by their distinct corporate cultures. Despite an increasing number of research on private enterprises in China, little has been done to unveil the ethical aspects of their corporate cultures. This paper attempts to fill the gap. This paper focuses on one company (...) named the Weizhi Group in Xian. The Weizhi culture is indeed the basis of a company which I refer to as "virtuous corporation". An empirical survey on the values and perceptions of the employees of Weizhi Group was conducted to probe the values and perceptions of business ethics of its employees. (shrink)

This book undertakes a multifaceted and integrated examination of biometric identification, including the current state of the technology, how it is being used, the key ethical issues, and the implications for law and regulation. The five chapters examine the main forms of contemporary biometrics–fingerprint recognition, facial recognition and DNA identification– as well the integration of biometric data with other forms of personal data, analyses key ethical concepts in play, including privacy, individual autonomy, collective responsibility, and joint ownership rights, and proposes (...) a raft of principles to guide the regulation of biometrics in liberal democracies. Biometric identification technology is developing rapidly and being implemented more widely, along with other forms of information technology. As products, services and communication moves online, digital identity and security is becoming more important. Biometric identification facilitates this transition. Citizens now use biometrics to access a smartphone or obtain a passport; law enforcement agencies use biometrics in association with CCTV to identify a terrorist in a crowd, or identify a suspect via their fingerprints or DNA; and companies use biometrics to identify their customers and employees. In some cases the use of biometrics is governed by law, in others the technology has developed and been implemented so quickly that, perhaps because it has been viewed as a valuable security enhancement, laws regulating its use have often not been updated to reflect new applications. However, the technology associated with biometrics raises significant ethical problems, including in relation to individual privacy, ownership of biometric data, dual use and, more generally, as is illustrated by the increasing use of biometrics in authoritarian states such as China, the potential for unregulated biometrics to undermine fundamental principles of liberal democracy. IntroductionNew nurses struggled with time management, which was a prominent theme in safety care for patients. However, the transition training of time management for new nurses was complicated and ignored by clinical managers. The purpose of this study was to understand the level of new nurses’ TMD from a nationwide perspective and detect the influencing factors of the TMD.Materials and methodsA cross-sectional study design with a stratified sampling method was sampled in China. Six hundred and seventy new nurses within the (...) first year of employment were recruited. New nurses’ time management disposition, job stressors, self-efficacy, clinical communication competence, and safety behavior were measured by corresponding scales.ResultsNew nurses showed the best sense of time’s value, followed by the sense of time efficacy and time monitoring view for time management disposition. The related factors of time management disposition were communication skills, safety behavior, job stressors, and being without a preceptor. New nurses’ time management disposition was at a moderate level and they performed worse in time allocation. The highest education, with or without a preceptor, the experience of part-time jobs, and class cadre were significantly influencing the time management disposition of new nurses.ConclusionNursing managers should pay attention to new nurses’ time management disposition. Reducing the job stressors, improving communication ability, and safe behavior were important measures to improve the time management disposition. (shrink)

The development of factor markets has opened Chinese agriculture for the penetration of capitalism. This new round of rural transformation—China’s agrarian transition— raises the agrarian question in the Chinese context. This study investigates how capitalist forms and relations of production transform agricultural production and the peasantry class in rural China. The authors identify six forms of nonpeasant agricultural production, compare the labor regimes and direct producers’ socioeconomic statuses across these forms, and evaluate the role of China’s land-rights institution in shaping (...) these forms. The empirical investigation presents three main findings: Peasant differentiation : capitalist forms of agricultural production differentiate peasants into a variety of new class positions. Market-based stratification: producers in capitalist agriculture are primarily stratified by their positions in labor and land markets; their socioeconomic statuses are linked with their varying degrees of proletarianization. The spatiotemporal agglomeration of industries is the most prominent geographical feature of economic activities. Based on the analysis of the spatiotemporal distribution of China’s construction industry agglomeration, this paper analyzes the characteristics and evolution trend of the spatiotemporal agglomeration of construction industry in 31 provinces and cities of China from 2010 to 2019 by using Moran’s index and the spatiotemporal transition measurement model. The findings are as follows: China’s construction industry has experienced two stages in terms of time: steady rise (...) and turbulent rise. Spatially, China’s construction industry, as a whole, the space takes the shape of one horizontal and two vertical, similar to the letter “H” being crossed. And the difference of “East-West” two ends of the industrial agglomeration level is obvious. The Yangtze River Delta Urban Agglomerations, the Pearl River Delta Urban Agglomerations, Beijing-Tianjin-Hebei Urban Agglomerations, and the western region have significant local features. The four major types of China’s construction industry cluster, which are H-H, H-L, L-H, and L-L, are formed. The time-space transition of China’s construction industry is dominated by the “stable transition” mode. The transition inertia is significant. The regional development has strong path dependence and spatial locking characteristics. (shrink)

Window opening behavior in residential buildings has important theoretical significance and practical value for improving energy conservation, indoor thermal comfort, and indoor air quality. Climate and cultural differences may lead to different window opening behavior by residents. Currently, research on residential window opening behavior in northwest China has focused on indoor air quality, and few probabilistic models of residential window behaviors have been established. Therefore, in this study, we focused on an analysis of factors influencing window opening behavior and the (...) establishment of a predictive model for window opening behavior. Four typical residential buildings in different locations and building types in Xi’an were selected. The indoor and outdoor environments and window opening states were measured. Subsequently, a multivariate analysis of variance was used to determine the factors that had a significant effect on window opening behavior. Single- and multiparameter logistic regression models for window opening behavior were established. Of all the measured factors, we found that indoor temperature and CO2 concentration, outdoor temperature, and relative humidity had significant effects on window opening behavior, and indoor relative humidity and noise did not. Meanwhile, the temperature was positively correlated with the window opening probability, whereas indoor CO2 concentration and outdoor relative humidity were negatively correlated. The prediction accuracy of the multiparameter model was promising, at almost 75%, and the model can provide theoretical support for modelling residential buildings in Xi’an. (shrink)

To protect energy resources and alleviate environmental pollution, many countries attach great importance to the transformation of traditional industries into clean energy industries. In this paper, fuel vehicles, hybrid vehicles, and electric vehicles are included in the research. Then, based on the aging chain and coflow theory of SDs, we construct a dynamic matching model of the auto industry upgrade process and its energy consumption attributes. The simulation results of China’s auto industry show that the upgrading of the auto industry (...) is an evolutionary process from high energy consumption and high pollution to low energy consumption and no pollution and the transition from FVs and HVs to EVs will undergo two adjustments; simply reducing energy supply does not have the expected impact on vehicle size and vehicle energy consumption intensity and only by adjusting the energy supply and upgrade ratios together, energy utilization efficiency can be improved; market screening time has an impact on auto industry upgrade speed by affecting vehicle market share and dwell time; China’s auto industry upgrade process should adhere to “problem-oriented” and strengthen consumer guidance, technology innovation, and infrastructure construction. Using the code of conduct promulgated by the Chinese Ministry of Health in 1989 as a basis, assessment and e ducation aspects of the institutionalization of medical ethics are dis‐ cussed. In addition to institutional problems of institutionalising ethics, there are philosophical and methodological issues that are not easy to solve. After all, to institutionalize medical ethics is no easy task for a country as old and as big as China. Demographic transition faced by modern economies, including China, are among the most important long-term socio-economic challenges. In 2022, China observed its population decline for the first time since the early 1960s. The low fertility rate was of critical importance. The unprecedented one-child policy is quite commonly indicated as the main reason for the low fertility rate. However, the departure from this restrictive policy and the actions introduced under the two-child policy implemented from 2016, and then the three-child policy from mid-2021, (...) have not brought an improvement in fertility rates. The aim of the paper is to answer the following research questions: Should the decline and persistent low fertility rate in China be attributed solely or mainly to the unprecedented one-child policy, which was in force for over three decades? Fertility transition in China is the effect of several factors and depends largely on the studied period. In the 1970s and 1980s, the government’s family policy was a key determinant of the decline in fertility. However, contrary to the prevailing belief about the determining influence of the one-child policy, the first stage of the implementation of the birth control policy, the Wan, Xi, Shao program, had a greater impact. Since the 1990s, the low fertility rate has been mainly explained by the extraordinary socio-economic changes and rapidly increasing prosperity of the Chinese people. Since the beginning of the 21st century, cultural changes resulting mainly from the integration of the Chinese economy with the global system have been crucial. Cultural changes have affected reproductive behaviour, marriage patterns, marriage postponement, birth postponement, fertility, and family size in Chinese society, which is observed below-replacement fertility. China’s demographic future depends on the fertility trajectory. However, due to the size of the population, but also the position of the Chinese economy in the global economic system, Chinese demographic transition may also bring significant consequences for the global economy. What sort of economy and state is China? Is it capitalist or socialist? The answer to those questions must start with Marx’s law of value, which defines the nature of mode of production and social relations under capitalism. It continues with an understanding of the concept of a transitional economy between capitalism and socialism. We can define several criteria for an economy in transition to socialism. Based on those criteria, China is not a capitalist economy; its phenomenal economic success (...) is product of a predominantly state-owned and directed economy clearly distinct from capitalist economies, whether democratic or autocratic. However, it is still far away from achieving socialism or communism. It is an economy in a “trapped transition”. It is trapped because it lacks any meaningful forms of workers’ democracy and it is surrounded by the forces of imperialism which seek to strangle it. Indeed, any transition to socialism requires international coordination and unity to develop the productive forces and sustain workers’ control. (shrink)

The book consists of seven chapters introducing different aspects of the opposition of utopia and modernity as exemplified by various cultural productions and their impact on the social and political life of the country. Its publication has acquired a special relevance today not only due to China’s increasingly major role in the contemporary world, but also in connection with its official support of the [End Page 143] Russian invasion of Ukraine, contradicting its repeatedly declared adherence to the principles of international law and the ideals of national sovereignty, noninterference, and harmony in international affairs.Although the term utopia appeared in Chinese discourse only at the end of the nineteenth century, the idea of a radically better society has always existed in China, assuming different forms and shapes. The contributors to the volume trace the functioning of the broadly conceived phenomenon of utopian thinking in various domains of Chinese cultural, social, and political life, paying special attention to literary and cinematic works. The declared aims of the book are not only cognitive but also pragmatic as the editors believe that recent Chinese history involving “fundamental conflict of values,” the country’s experiences with economic systems that fail to supply the needs of the population, and the emergence of a society based on inequality, can be seen as highly relevant in the Western context also, to the extent that—as the editors convincingly argue—it “can provide English-language readers with a perspective useful for making sense of their own condition” (2).The editors see the opposition of utopia and modernity as less significant in the Western context than in China, where modernity became essential for preserving the integrity of the state torn by the conflict between the traditional values of nonconfrontation and continuity and the urgent need for significant change. Unlike in the West, where the dominant view of modernity was largely influenced by the Platonic model of the society in which the class of rulers was protected by the military class controlling the rest of the population, the Confucian model of social relations prevalent in China was based—at least in theory—on the principle of harmony rather than force. Other factors defining the Chinese variety of utopianism were Taoism, emphasizing the importance of nature and “The Way,” and Buddhism, advocating the limitation of needs and control of desires. The editors see this as “the reverse of the West’s view: for China, utopia (in the aspect of harmony) is the expectation, the desired normal, while modernity is the disrupter” (4) which is responsible for the predominance of the nostalgic utopia looking backwards to the idealized harmony of the past. The revolutions taking place in China in the twentieth century led to the decline of traditional ideals and brought with them experiments with the implementation of various Western ideologies, ranging from liberalism and democracy to socialism and communism. As a result, there are three main tendencies in the value system of contemporary China: orthodox communism, market-based liberalism, and [End Page 144] values derived from traditional Chinese culture. The transition economy of Vietnam enjoyed remarkable achievements in the first 20 years of economic renovation (Doi Moi) from 1986 to 2006. Notably, the economy grew at an average annual rate of 7.5% in 1991-2000 period. Vietnam’s Amended Constitution 1992 recognized the role of private sector in the economy. U.S.-Vietnam Trade Bilateral Agreement (US-BTA) was signed in 2001. The country's stock market made debut trading in 2000. The work contains an analysis of the policy of the Chinese authorities in the field of the development of high technologies in the period under study. The authors explore the causes and consequences of fundamental changes which occurred during the formation of the network component of the national economy of China in 2010-s and explain the significant successes that the People’s Republic of China has achieved in the global high-tech market, taking into account the specifics of political situation in the country and its influence on the foreign economic policy of the Celestial Empire. Trust in government and social cohesion are crucial guarantees for long-term social stability. With the development of the Internet, cross-border flows of information have become increasingly easier, enabling more factors to influence people’s political perceptions and loyalty. This study explores the mechanism of governments’ impression management behaviors on trust in government and social cohesion using the questionnaire survey with college students in Shanghai as the research subjects. Impression management strategies are classified into promotive ones and protective ones herein based on (...) the social psychology theory. The results indicate that both promotive and protective impression management strategies take by governments positively affect citizens’ loyalty, and loyalty positively affects citizens’ social cohesion and the level of trust in government; moreover, the level of trust in government positively affects social cohesion. Urban rail transit can improve a city’s accessibility. However, high construction and operation costs restrict the development of urban rail transit. Value capture recoups the additional value that the investments of urban rail transit confer to local land and is considered to be an effective measure to alleviate this financial problem. Understanding the land value uplift effects of urban rail transit is essential for understanding value capture. This study applied a Space-P model of urban rail transit network based on complex (...) network theory and demonstrated the influence of urban rail transit network characteristics on residential and commercial land prices. The model was tested with eight metropolises in China, using the 2003 to 2022 timeframe as the context. The results showed a significant positive correlation between the number of nodes and the land prices, the average clustering coefficient was highly positively correlated with the land prices, and there was a significant negative correlation between the average path length and the land prices. This study provides theoretical support for value capture, is beneficial for urban rail transit planning, and supports improvements in the development quality of urban rail transit networks. Evidence that China’s transition to a socialist market economy has led to widespread business corruption, led us to hypothesize that People’s Republic of China (PRC) managers would believe less strongly in the importance of ethical and socially responsible business conduct. We also hypothesized that after controlling for national differences, managers’ personal values (more specifically, (...) self-transcendence values) would have a significant impact on PRESOR responses. The hypotheses were tested using a sample of practicing managers enrolled in part-time MBA programs in the two countries. The results indicate that nationality did not have a consistent impact on PRESOR responses. After controlling for national differences, self-transcendence values had a significant positive impact on two of the three PRESOR dimensions. Conservation values such as conformity and tradition also had a significant association with certain dimensions of the PRESOR scale. (shrink)

ABSTRACTThis article argues that Anglophone works on Chinese democracy have tended to build their analyses on assumptions that tradition is either a premodern phenomenon unrelated to China’s democratization process, a hindrance that should be gotten rid of if China is to democratize, a static phenomenon that cannot but appear antiquated with regard to a dynamic, fast-paced modern China, or an object from which modern agents can freely draw. In order to challenge these assumptions, this article suggests that modernity and democracy (...) were translated into a Chinese milieu already ripe with Gadamerian prejudices: prejudices that not only modified the meaning of modernity and democracy, but also provided the very conditions without which modernity and democracy would not have been meaningful or understood at all. With the expansion of multinational corporations (MNCs), the alarming upsurge in widely publicized and notable corporate scandals involving MNCs in emerging markets has begun to draw both academic and managerial attention to look beyond home market practices to the pressing concern of CSR in emerging markets. Previous studies on CSR have focused primarily on Western markets, reserving limited discussions in addressing the issue of MNC attitudes and CSR practices in their emerging host markets abroad. Despite this incongruity in academic response (...) to CSR in emerging markets, managers of multinational companies continue to face mounting and most often conflicting pressures to weigh among multiple strategic CSR responses in emerging markets. Such a task is often further complicated by the complexity of varying business norms and standards, regulatory environments, and stakeholder demands for CSR across national boundaries. With such a challenge in mind, I attempt to examine the explanatory factors in leading MNCs, otherwise recognized for accountability and integrity in their home markets, to employ inconsistent or negligent practices under CSR pressure in Chinese emerging economy. Preliminary findings reveal that discrepancies exist in how MNCs perform in CSR in home countries versus in host countries. While MNCs do have much to improve, the institutional environment in the emerging market, including the legal framework and the ethical culture, also needs to be improved by the host country governments, the industry associations, and local firms. Meanwhile, media interest and journalists, NGOs, third party monitors, industry stakeholders as well as consumer advocacy groups can raise the visibility of MNC's contradictory practices between their origin nations and countries with emerging economies and offer the pressures and incentives for MNCs to amend their ethical short-comings. This article examines whether (1) government intervention causes bribery (or corruption) as rent-seeking theory suggested; (2) a firm’s perceived benefit partially mediates the relationship between government intervention and its bribing behavior, as rational choice/behavior theory suggested; and (3) other firms’ bribing behavior moderates the relationship between government intervention and a firm’s perceived benefit. Our study shows that government intervention causes bribery/corruption indeed, but it exerts its effect on bribery/corruption through the firm’s perceived benefit. In other words, a firm’s perceived benefit (...) fully mediates the relationship between government intervention and its bribing behavior. We also find that other firms’ bribery positively moderates the relationship between government intervention and a given firm’s bribery. This study partly proves that firms are rational actors. Potential benefit encourages them to practice bribery. Besides, this research also supports the rent-seeking view of bribery/corruption, which argues that government intervention is a source of bribery/corruption. However, we have also identified that only those government interventions that will create “rent” can cause bribery/corruption. (shrink)

How did revolutions facilitate empires’ transition to nation-states? This article compares the Bolshevik and the Chinese Communist Revolutions. It conceptualizes this Soviet–Sino comparison through three dimensions of nation-building: separating from a universal community, building a national cultural core and overcoming internal ethnopolitics. Both socialist regimes accommodated the nation-state model by fusing centralized control with limited autonomy for ethnic minorities. Yet, whereas the Soviet Union claimed to be a universal union of nation-states, which was supposed to keep accepting new members until (...) it covered the entire globe, the People’s Republic of China resembled a typical nation-state that preserved multiethnicity and enclosed borders under the title of the ‘Chinese Nation’. In analyzing the influence of revolutions, this article probes three relations: inter-revolution, revolution–society and revolution–counterrevolution. Arising after the Bolsheviks as a follower-revolution, the Chinese Communist Party (CCP) was confined to a national component of the USSR’s global communism project. This shaped the CCP’s enclosed geographical activity space, Han-dominated ethnic composition and the consciousness of national liberation. The CCP’s mobilization covered far wider social strata than the Bolsheviks’ had, which engendered stronger manpower and motivation to transform the traditional culture into a national culture. Being weak at its borderlands, the CCP was cautious about the doctrine of ‘national self-determination’, not daring to make it a geopolitical weapon for revolution export as the Bolsheviks had done in founding the Soviet Union. Owing to each of these differences in revolutionary trajectories, the CCP was more receptive to ‘China’ than the Bolsheviks were to ‘Russia’, and this led to two distinctive ways of reorganizing empires into nation-states. China set the goal of expanding early childhood education in 2018, by encouraging the development of public interest kindergartens to provide high-quality, low-cost preschool services to the general public. This is in response to the challenges of accessibility, affordability, and accountability besetting China’s current ECE system. However, the transition toward PIK has been slow due to various complex problems, including the lackluster willingness of ECE providers to become PIK. To better understand the challenges leading to low participation, this study explores (...) the external pressures affecting ECE providers and evaluates the external factors that influence their level of social responsibility. A stratified-random sampling questionnaire survey solicited responses from 832 ECE personnel representing 261 kindergartens from across China. Our findings suggest that institutional pressure has a positive effect on social responsibility and inclusive participation. We also found that institution visibility positively regulates the relationship between institutional pressure and social responsibility. At the same time, the level of environmental perception positively governs the relationship between social responsibility and participation willingness. Kindergartens should have certain social values, including assuming certain behaviors and participating in social activities in the spirit of social service and ensure multiple subjects’ synergetic governance. The introduction of the concept of capital inCapital– with the words ‘we find’ – has provoked a great deal of discussion about the precise relation between the categories of simple circulation and the concept of capital. In this article, I argue that Marx derives the concept of capital by way of an analysis of the immanent contradictions of money, and that this dialectical derivation can be understood as a conceptual movement in which the concepts of money and capital progressively change (...) their modal status. Furthermore, I examine the development of this transition to capital throughout Marx’s writings from the period 1857 to 1872, arguing that the same arguments can be found in all the relevant writings.
