Municipal ID Cards for Undocumented Immigrants: Local Bureaucratic Membership in a Federal System.Els de Graauw - 2014 - Politics and Society 42 (3):309-330.
This article examines the municipal ID card programs in New Haven and San Francisco. With a municipal ID card, undocumented immigrants can access basic city services and identify themselves with police and other city officials. The article draws on twenty-eight interviews with key stakeholders to show that city officials navigated the conflicting demands of ID card supporters and opponents to create a local membership policy focused on improving city administration, not expanding the rights of undocumented immigrants. In capitalizing (...)

Municipal Development Forums: model for the improvement of local productive systems.Federico Del Giorgio Solfa & Luciana Mercedes Girotto - 2020 - Revista de Estudios Políticos y Estratégicos 8 (2):122-132.
This article attempts to open the debate on a territorial development perspective that fixes the interest in organized territories that are characterized by the existence of a community with a local identity, politically and administratively regulated. We conceive these territories as subjects of development promotion interventions. For this we propose a model for the creation of Municipal Development Forums, which with the participation of local actors, can generate a tailor-made Local Development Program. The development program will consider a diagnosis (...)

Food issues are generally regarded as agricultural and rural issues. The urban food system is less visible than such other systems as transportation, housing, employment, or even the environment. The reasons for its low visibility include the historic process by which issues and policies came to be defined as urban; the spread of processing, refrigeration, and transportation technology together with cheap, abundant energy that rendered invisible the loss of farmland around older cities; and the continuing institutional separation of urban (...)

Information technology in municipal environmental policy: Automated registration, sure, but what about expert systems? [REVIEW]Kris van Koppen & David Goldsborough - 1990 - Knowledge, Technology & Policy 3 (3):91-98.
Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. In the past few years, computer technology was introduced to relieve part of this pressure (e.g., by automation of registration systems). In this article we present a classification of computer applications for environmental management, investigate their possible (...)

Promoción municipal para el desarrollo local y territorial de nodos microrregionales en la provincia de Buenos Aires.Federico Del Giorgio Solfa & Luciana Mercedes Girotto - 2015 - Cardinalis 3 (5):116-131.
This paper attempts to open the debate on the idea of local and territorial development of microregional nodes in the Province of Buenos Aires. Under this approach, a model that proposes the creation of Municipal Development Forum, with the participation of local actors, generate local development program is proposed. The proposal is formulated for territories over 5,000 and below 30,000 inhabitants. This criterion is based on the applicability of the proposed model to municipalities with potential for territorial development, large (...)

Municipal surveillance regulation and algorithmic accountability.P. M. Krafft, Michael Katell & Meg Young - 2019 - Big Data and Society 6 (2).
A wave of recent scholarship has warned about the potential for discriminatory harms of algorithmic systems, spurring an interest in algorithmic accountability and regulation. Meanwhile, parallel concerns about surveillance practices have already led to multiple successful regulatory efforts of surveillance technologies—many of which have algorithmic components. Here, we examine municipal surveillance regulation as offering lessons for algorithmic oversight. Taking the 2017 Seattle Surveillance Ordinance as our primary case study and surveying efforts across five other cities, we describe the features (...)

In this commentary, we respond to the editorial letter by Professor Luciano Floridi entitled “AI as a public service: Learning from Amsterdam and Helsinki.” Here, Floridi considers the positive impact of municipal AI registers, which collect a limited number of algorithmic systems used by the city of Amsterdam and Helsinki. We question a number of assumptions about AI registers as a governance model for automated systems. We start with recent attempts to normalize AI by decontextualizing and depoliticizing it, which (...)

The human immunodeficiency virus since its genesis has continued to affect a large number of the population in the African region and has caused exponential deaths. At the same time, new infections have been reported in South Africa. However, religion as a vehicle of change through the institution of the church has been acting on the contrary, since it discourages the use of condoms and moralising the pelvic area in its characterisation against the commandment of God. Interpretation of the Principle of Municipality Self-Reliance in the Context of Constitutional Principles of Law.Agnieszka Daniluk - 2020 - Studies in Logic, Grammar and Rhetoric 65 (1):103-119.
In the science of administrative and constitutional law, administration science and many other sciences, including political science, it is widely accepted that the basic, inherent feature of a municipality, deciding the essence of the territorial self-government unit as an entity of public administration, is the self-reliance it is entitled to. The self-reliance of territorial self-government units is even defined as a constitutional norm.In principle, self-reliance is perceived as a fundamental attribute of a decentralised public authority and constitutes one of the (...)

ABSTRACTMuch of rural America has unique qualities that, when guided by the Eco‐Municipality model, can strengthen local community and assist in the movement toward sustainability. The Eco‐Municipality model, originating in Sweden and guided by ecological and social justice values and The Natural Step, is sweeping across the United States and has been adopted by many communities, ranging in size from 300 to 80,000. These communities have better positioned themselves for long‐term, economic, social and environmental well‐being by, for example, retaining sense (...)

Legal System, Legality, and the State: an Inter-Institutional Account.Keith Culver & Michael Giudice - 2008 - Problema. Anuario de Filosofía y Teoria Del Derecho 1 (2):85-125.
Abstract:We aim in this paper to explore several related challenges to contemporary analytical legal theorists who accept as theoretically foundational the state-based view of legality and legal system advanced by H.L.A. Hart. We contend that this approach contains internal explanatory problems which limit the view’s capacity to account for novel prima facie legal phenomena outside the typical experience of the law-state. We supplement the analytical approach by advancing the rudiments of what we call an ‘inter-institutional theory of legality,’ a (...)

Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the (...)

Our case study draws on emerging ideas of degrowth, showing how degrowth values and strategies may emerge where cities rely heavily on global food systems, and contributes to literature on food for degrowth in local contexts. Degrowth rejects the imperative of economic growth as a primary indicator of social wellness. A holistic understanding of wellness prescribes radical societal transformation, downscaling and decreasing consumption, strengthening community relationships and promoting resilience. Building on Bloemmen et al. (2015), we apply a holistic model of (...)

System dynamics is used to simulate the change of strategic actions corresponding to the three players, in order to seek for the evolutionary stability strategies. A numerical case is proposed to demonstrate the game theory application, in which the impacts of governmental incentive and punishment on the player’s actions are investigated. The (...)

AbstractSocial Ecological System research highlights the importance of understanding the potential of collective actions, among other factors, when it comes to influencing the transformative configuration of agri-food systems in response to global change. Such a response may result in different desired outcomes for those actors who promote collective action, one such outcome being food sovereignty. In this study, we used an SES framework to describe the configuration of local agri-food systems in Andean Ecuador in order to understand which components (...)

While researchers have identified numerous problems with food systems, sustainable, just, and workable solutions remain scarce. Recent developments in the food justice literature, however, show which local food movements favor sustainability and justice as problem-solving measures. Yet, some of the ways that these approaches could work in concert are overlooked. Through focusing on how they are compatible, we can understand how such endeavors can improve the conditions for community control and reduce the detrimental effects of agribusiness. In this paper, the (...)

Decision support systems, which incorporate artificial intelligence and big data, are receiving significant attention in the public sector. Decision support systems are sociocultural artefacts that are subject to a mix of technical and political choices, and critical investigation of these choices and the rationales they reflect are paramount since they are inscribed into and may cause harm, violate fundamental rights and reproduce negative social patterns. Since cycling can contribute to sustainability, shared-bicycle schemes have been encouraged as a green technology. In Chinese cities, however, dockless app-based bicycle-sharing systems have become a blight, resulting in tremendous waste. Ironically, this stems from the success of DABS—their rapid development and adoption. As an “emergent” technology, DABS in China consist in the confluence of existing technologies and extra-technological factors, situations different from the sum of their parts, where negative consequences are more difficult to identify and address. Additionally, DABS in (...)

Improving total factor productivity is one of the most critical points in building a modern economic system. Firstly, this paper uses the DEA-Malmquist index method to measure and decompose the total factor productivity of China’s 30 provinces, municipalities, and autonomous regions from 2001 to 2017 and analyzes the characteristics of its temporal and spatial changes. This chapter discusses the theory of international law. In analytic jurisprudence, at least since the latter half of the twentieth century, the primary debate in general jurisprudence has been between legal positivism and its most ardent critic, Ronald Dworkin. The positivist tradition is represented here by its two most important theorists, Hans Kelsen and H.L.A. Hart. During their careers, Kelsen and Hart clashed over the best understanding of legal positivism. For his part, Dworkin devoted the bulk of his critical attention (...)

This biography, the first of Richard Spencer Childs, begins in the Progressive Era when Childs initiated and pursued two fertile ideas: the short ballot doctrine and the council-manager plan. Childs understood that the simplification of the task of the voter was a question pressing for solution and that the council-manager plan would transform municipal government. This comprehensive work discusses other aspects of Childs' broad reform agenda. His proposals included: county government reform; reform in state government administration; unicameral state legislatures; (...)
