This abstract is based on materials collected and analyzed during the project “Violence against Women in Tajikistan” which was implemented during 1999–2000. The project was completed with methodological and financial support of the World Health Organization (WHO), UNDP, and the Swiss Agency for Development and Cooperation. Results of this project were presented in a national conference on Violence Against Women in Tajikistan” 29–30, March 2001 in Dushanbe, Tajikistan.

The paper reviews the military policy of a new independent Republic of Tajikistan over 1991-2011. The smallest by territory Central Asian republic lived through a five-year civil war on its way to an independent sovereign democratic state which seven million people were wise enough to reach national reconciliation in 1997. The majority of Tajikistan population is on the verge of poverty, which is indicative of the inadequate social policy. The country is rich in Pamir water which is drawn (...) from eleven glaciers as well as cotton, electric energy and aluminum. Tajikistan secures its military power owing to cooperation with the CIS, the Collective Security Treaty Organization and the Shanghai Cooperation Organization. The Republic develops all-embracing cooperation with such Asian countries as India, Pakistan, Turkey, China and Iran. Among European countries it is Germany that allocated funds for strengthening the border with Afghanistan, which notably stands out. Cooperation with the NATO within the Partnership for Peace Program helps the military of the Republic to dispose of outdated ammunition as well as take part in NATO peacekeeping operations in accordance with resolutions of the United Nations Security Council. The Russian Federation having the largest foreign military alignment in the territory of the Republic remains the main strategic partner and guarantor of the national sovereignty of Tajikistan. The Republic still faces the problems of energy resources, terrorism and international drug trafficking. The internal political situation requires continuous international monitoring. UN observers left the country in 2000. The authoritarian government does not contribute to development of the democratic foundation of civil society. Today's Armed Forces of Tajikistan are of insignificant numerical strength and poorly-armed. The Army needs modernization and adaptation to a present-day environment. (shrink)

The term ‘Central Asia’ has been in use for 150 years, yet it is only since the collapse of the Soviet Union and, more recently, growth in awareness and concern about international terrorism, particularly in the USA, that the countries of Central Asia have become significant players on the international political stage. Denis Sinor describes the historical, cultural and linguistic backgrounds of the newly independent republics of the area: Turkmenistan, Uzbekistan, Tajikistan, Kazakhstan and Kirgizstan.

In the article, the vocabulary related to the wedding ceremony in the Pamiri languages is discussed. In particular, vocabulary reflecting the wedding ceremony in Ishkashimi language is almost unknown. In the Pamiri languages are still preserved all the traditional wedding ceremonies. The vocabulary associated with them is well-kept in full and is indigenous and sometimes borrowed. For the most, the terminology applied in the ritual is borrowed. Often the term is borrowed from Badakhshan dialect of the Tajik language. At the (...) same time, some Tajik words are used in specific meaning that is typical only to the dialect of Badakhshan and Dari language of Badakhshan in Afghanistan. This is mainly the vocabulary associated with traditional ways and procedures of the wedding ceremony. Some other words, such as sarbьzьrg ’to give respect, attention to mourners’, can be observed only in classical Persian literature. In view of the Islamization of the region the Arab terms are frequently used in rituals; they are associated with official terminology applied during the marriage process and designate its legal aspects. There are also Turkic lexis that was included into the dictionary because of language and cultural contacts in the region. It is significant that in the lexicon predominate metaphorical and descriptive ways of designation of the ceremonies. Remarkable specific vocabulary with original meaning is of particular use in the local minor Iranian languages in comparison with such major written national languages as Tajik language of Tajikistan and Dari Afghanistan. For example, in Ishkashimi language the word dumod is used only in the sense of ‘son-in-law‘, and in the meaning of ‘bridegroom‘ - only Å¡amard. Since the marriage and wedding ceremony has a special place in the spiritual culture of the people, the symbolic function is included into almost all the rites and ritual objects of it. During the ceremony, people wish of fertility, happiness, coming together and family well-being for the whole family and for the newlyweds. Thus, the terminology associated with these rites is preserved for a long time in the language; equally strong are numerous ritual prohibitions related to marriage. (shrink)

This article discusses the significance of international borders in Europe and Northeast Asia during the Cold War (1945–1989) and after. Using the concept of ‘moral hazard’, the article examines what happens when great powers frequently violate the borders of neighboring countries without suffering adverse repercussions. Norms of sovereignty and territorial integrity are viable only if large countries are willing to uphold them most of the time. The Soviet Union used or threatened to use military force against East European countries on (...) numerous occasions (1953, 1956, 1968, and 1980–1981) with impunity. The Russian Federation adopted a broadly similar policy toward neighboring countries that had been republics of the Soviet Union until 1991. Russian forces in Georgia, Moldova, Tajikistan, Belarus, and Ukraine served as instruments of Russian hegemony in those countries. Until 2014, Western governments made little or no effort to deter or counter Russian military encroachments in neighboring republics. By the principle of moral hazard, leaders in the Kremlin came to believe that they could act with a free hand in the former USSR. (shrink)

The paper conceptualizes five basic developmental paths the post-Soviet republics followed. The conceptual framework of this paper is expanded theory of real socialism in non-Marxian historical materialism, namely proposed the model of secession from socialist empire. The first developmental path was followed by societies in which an independent civil revolution took place. This path of development bifurcates into two furhter sub-variants. Namely civil revolutions in the Baltic republics (Latvia, Lithuania, Estonia) resulted in the independence and stable democracies. Civil revolution in (...) Caucasus republics (Armenia, Gergia) were partially succesfull because civil movement in these societies were unable to build stable democracies. Countries such as Azerbaijan, Belarus, Moldova and Ukraine followed next developmental path. Its characteristic feauture is active participation of republican communist nomenclatures in seceding from the Soviet Union and gaining state independence. In this variant of development, democratization - characteristic for the first period of independence was counterbalanced by the growing autocratization of political system. This path of development was divided into two developmental variants: in one group of countries (Ukraine) the growth of autocratization caused civil resistance (Ukraine), in the rest societies of this group (Azerbaijan, Belarus, Moldova) - not. Finally the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) followed the fith developmental path. In these societies, independence permitted to preserve dictatorship of local communist nomenclatures. (shrink)

Nasir-i Khusraw is a major literary figure in medieval Persian culture. He was a Muslim philosopher, poet, travel writer, and Ismaili da'i who lived a thousand years ago in the lands known today as Afghanistan, Iran, and Tajikistan. Although known in the West mainly for his Safarnama, or travelogue, which describes his seven-year journey from Khurasan, in the eastern Islamic lands, to Cairo, the city of the Fatimid imam-caliphs, his poetry and ideas are less familiar. Yet, over the centuries, (...) Persian-speaking lands have consistently ranked him as one of the finest poets of all time. But today, even among those who know Nasir-i Khusraw's poetry, few understand the philosophical and Ismaili concepts the poet expounds. And while mystical and epic genres of Persian poetry are memorized and studied, the genre of philosophical poetry in Persian remains basically unexplored. This collection of studies seeks to redress the balance. Originally presented at a conference at the School of Oriental and African Studies (SOAS), University of London in 2005 to commemorate the millenary of Nasir-i Khusraw's birth, the papers published here examine his poetry both for philosophical meaning and poetic method. They address a variety of topics, ranging from metaphysics, cosmology, and ontology to prophecy, as well as rhythm and structure, and analysis of individual poems and authorship. (shrink)
