This article describes and analyzes the design and functioning of the Statistical Ethics System (SETE) in Colombia’s National Statistical Office. It presents the methodology and general process of planning and implementation of the System, supported by a conceptual analysis of the requirements for an ethical functioning of official statistics. The general objective of the article is to make a practical contribution to the understanding of conceptual and practical features that ought to be considered in the implementation of an ethical system (...) in the operation of the public sector, particularly in the area of the production of official statistics. The text is divided into five parts. In the first part, we make a general introduction to the ethical value of official statistics. In the second and third parts, we make a presentation and analysis of the principles and risks that were selected as the basic ethical framework for the production of official statistics at the National Administrative Department of Statistics (DANE). The fourth section presents the conceptual and practical bases of how SETE operates. The fifth section we present some concluding remarks. (shrink)

The development of this concept implies the recovery of the notion of the organism in a scientific context in which biology and philosophy of (...) biology are focused on the study of the gene by Molecular Biology and evolution by natural selection, by the so called Modern Synthesis. El objetivo de este trabajo es examinar cómo engarza la noción de autonomía biológica con las nociones de autonomía que se manejan habitualmente en filosofía. A partir de los años setenta del siglo XX, los biológos chilenos Humberto Maturana y Francisco Varela desarrollaron la teoría de la vida como autopoiesis, que origina una nueva concepción de autonomía: la autonomía biológica. ResumoNeste artigo discuto o conceito de “A descolonização da enfermagem”, respondendo que é este processo, como e quando deve ser levado a cabo. Introduzo a ideia de domínio epistemológico e os conceitos de colonização e descolonização do conhecimentos na enfermagem. Descrevo as minhas experiências desde minha origem na América Latina e me confrontar com a academia anglo‐saxónica para discutir conhecimentos disciplinares de enfermagem e forneço reflexões sobre a descolonização da língua de enfermagem.

El propósito fundamental del presente artículo es el de ofrecer una reconstrucción y exégesis de las reflexiones del filósofo español exiliado Juan David García Bacca en torno al problema filosófico del tiempo. En este sentido, a través de la lectura de varias de sus obras extraeremos aquellos elementos de su pensamiento que nos ofrecerán herramientas conceptuales para prefigurar las tensiones vinculadas al tratamiento de estas cuestiones por buena parte de la tradición filosófica occidental. De esta forma, partiendo del diagnóstico de (...) las aporías de la temporalidad desarrollado por Paul Ricoeur explicitaremos de qué manera la metafísica de García Bacca obliga a volver a pensar los fundamentos ontológicos del tiempo. Así, su metafísica _transustanciadora _dotará de una relevancia insoslayable a los instrumentos de medición del tiempo – en sus palabras, de _temporalización _ - en la configuración de la realidad. Ello nos permitirá rastrear desde su pensamiento una novedosa articulación de las relaciones y dependencias entre técnica y temporalidad que prefigura de forma heterodoxa la aproximación filosófica a este concepto. En este artículo postulamos que el trabajo de Kuhn es una revolución filosófica para la filosofía de la ciencia. La búsqueda de revoluciones filosóficas es una extensión de las ideas de Kuhn acerca de las revoluciones científicas. Las revoluciones filosóficas se distinguen de las revoluciones científicas en algunos aspectos que discutimos en este trabajo. Defendemos que la revolución kuhniana consiste en la naturalización de la filosofía de la ciencia que se desprende de sus trabajos y discutimos la analogía biológica que (...) En el presente trabajo se propone un estudio comparativo de las producciones de algunos referentes de la Investigación Participativa. Se revisan algunos de los textos de Orlando Fals Borda, Paulo Freire, João Bosco Guedes Pinto, Michel Thiollent, María Teresa Sirvent y Joel Martí. Este trabajo se inscribe en el proceso reciente de transformación universitaria en Uruguay, en particular, en una de sus iniciativas: la de la integración curricular de la extensión a través de lo que se ha denominado “prácticas universitarias (...) integrales”. En este marco, la reflexión teórico-metodológica sobre la extensión crítica y las prácticas de investigación-acción conectadas con ella resultan fundamentales para dotar las iniciativas en curso de mayor pertinencia académica y potencial transformador. The first form of the inside-outside dichotomy appears as a self-encapsulated system with an active border. These systems are based on two complementary but asymmetric processes: constructive and interactive. The former physically constitute the system as a recursive network of component production, defining an inside. The maintenance of the constructive processes implies that the internal organization also constrains certain flows of matter and energy across the border of the system, generating interactive processes. These interactive processes ensure the maintenance of the (...) constructive processes thus specifying a meaningful outside. Upon this basic form of identity formation, the evolutionary and historical domain is open for the emergence of a whole hierarchy and ecology of insides and outsides. These which mutually subsume and collaborate in the maintenance of the essential inside-outside dichotomy that defines the conditions of possibility of the subjects and the worlds they generate. Resumen El objetivo fundamental de este artículo es el de analizar la representación que realiza la filósofa española María Zambrano del mito de Antígona y proyectarla en los debates contemporáneos en torno a la recuperación de los cuerpos de víctimas humanas en contextos post-violencia. Más allá del entramado lingüístico mítico-religioso en el que La tumba de Antígona parece situarse, desentrañaremos los diferentes estratos semánticos y filosóficos subyacentes a la relectura que Zambrano propone de la heroína tebana. Ello nos permitirá destacar (...) la potencialidad política subversiva del gesto de Antígona al abarcar a sujetos históricos tradicionalmente marginados del espacio público. Abstract This article aims to analyzing and projecting María Zambrano's representation of Antigone’s myth within contemporary debates about the recovery of the bodies of human victims in post-violence contexts. Beyond the mythic-religious framework in which The Tomb of Antigone seems to be located, it will be unraveled the different semantic and philosophical layers underlying Zambrano's re-reading of the Theban heroine. This will pave the way towards highlighting the subversive political potential of Antigone's gesture by embracing historical subjects traditionally marginalized from the public space. (shrink)

Our goal in this paper is to articulate a precise concept of at least a certain kind of disease-mongering, showing how pharmaceutical marketing can commercially exploit certain diseases when their best definition is given through the success of a treatment in a clinical trial. We distinguish two types of disease-mongering according to the way they exploit the definition of the trial population for marketing purposes. We argue that behind these two forms of disease-mongering there are two well-known problems in the (...) statistical methodology of clinical trials (the reference class problem and the distinction between statistical and clinical significance). This paper aims at offering an interpretation and critique of Odo Marquard’s philosophy regarding his analysis on the complex relationship between past and present within our regimen of historicity. By resorting to the conceptual tools of philosophy of history and by delving further into Marquard’s notion of “compensation” and his interpretation of modernity, this paper explores the different layers sourrounding his approach to the philosophical problem of historical time. Such interpretation will bring new light into the potentialities and weaknesses of (...) Marquard’s philosophy. El objetivo fundamental de este artículo es el de ofrecer una interpretación y crítica del pensamiento filosófico de Odo Marquard, con especial atención a la potencialidad heurística de su análisis para interpretar las complejas relaciones entre pasado y presente que se proyectan desde nuestro régimen de historicidad. Desde el ámbito de la filosofía de la historia contemporánea, profundizaremos en su noción de “compensación” y en su interpretación de la modernidad para explorar los diferentes estratos que subyacen a la aproximación de Marquard al problema del tiempo histórico. Philosophers such as Elizabeth Anscombe and Donald Davidson have explained that we cannot derive predictions from judgments such as "he boasted from vanity." Such judgments are also the source of countless painful mistakes. However, are they necessarily unreliable? Often enough, even if only gradually and partially, we get people right. Our purpose in this essay is to introduce new concepts in a wide and recursive view of the systemic consequences of the following biological facts that I and we have presented that can be resumed as: that as living systems we human beings are molecular autopoietic system; that living systems live only as long as they find themselves in a medium that provides them with all the conditions that make the realization of their living possible, that is, in the continuous (...) conservation of their relation of adaptation to the circumstances in which they find themselves; that as a living system exists only in a relation of adaptation with the medium that operates as its ecological niche, its reproduction necessarily occurs as a process of systemic duplication or multiplication of the ecological organism-niche unity that it integrates; that the worlds of doings that we generate as languaging beings in our conversations, explanations, reflections and theories are part of our ecological niche; and that we human beings as living beings that exist in languaging, are biological–cultural beings in which our cultural and our biological manners of existences can be distinguished but cannot be separated. Of the systemic consequences of these biological facts that we consider in this essay, we wish to mention two as the principal: that the diversification of manners of living produced in biological evolution is the result of differential survival in a changing medium through the conservation of adaptation, and not through competitive survival of the best; and that we in our living as languaging human beings are the epistemological fundament of all that we do and know as such. The causal theory of action is widely recognized in the literature of the philosophy of action as the "standard story" of human action and agency -- the nearest approximation in the field to a theoretical orthodoxy. This volume brings together leading figures working in action theory today to discuss issues relating to the CTA and its applications, which range from experimental philosophy to moral psychology. Some of the contributors defend the theory while others criticize it; some draw from historical sources (...) while others focus on recent developments; some rely on the tools of analytic philosophy while others cite the latest empirical research on human action. All agree, however, on the centrality of the CTA in the philosophy of action. The contributors first consider metaphysical issues, then reasons-explanations of action, and, finally, new directions for thinking about the CTA. editorial changes not yet reviewed by author Purpose My intent in this essay is to reflect on the history of some biological notions such as autopoiesis, structural coupling, and cognition, that I have developed since the early 1960’s as a result of my work on visual perception and the organization of the living. No doubt I shall repeat things that I have said in other publications (Maturana and Varela 1980 and 1988), and I shall present notions that once they are (...) said appear as obvious truisms. But the reader it is not invited to attend to the truisms, rather he or she is invited to attend to the consequences that they entail for the understanding of biological processes. After all, explanations or demonstrations always become self evident once they are understood and accepted. KEYWORDS Autopoiesis, structural coupling, cognition, explanations, self consciousness, 1. Autopoiesis 1.1 Origins of the notion In November 1960, a first year medical student asked me the question “What began three thousand eight hundred million years ago so that you can say now that living systems began then?” I realized that I could not properly answer that question, so I said “I cannot answer this question now, but if you come back next year I shall propose an answer then.” Thus I accepted the question of the student to be answered later, and as I did so, I accepted also the question for myself. I realized that to answer this question I had to create a living system, either conceptually or practically, because I had to be able to say what kind of systems were living system to be able to say how they began. While in the attempting to answer the dual questions of what kind of systems are living systems, and of how did they begin so that I could now speak of their origin, it became obvious to me that living systems exist as autonomous entities in the form of self contained closed molecular dynamics of self production, open to the flow of molecules through them. Indeed, one can say that living systems arose in the history of the earth in the moment in which some spontaneous networks of molecular autocatalytic processes became closed upon themselves.. This paper aims at delving further into historical and philosophical assumptions underlying Jose Gaos’s notion of “transtierro”. After going into exile and being settled in México in 1938, the Spanish philosopher coined the term “transtierro” so as to grasp the nature of Spanish diaspora in the new country. By bringing light into the extent to which the Mexican authorities support the arrival and settlement of the refuges after the Spanish Civil War, “transtierro” contributes to reframing the exile as a non-traumatic (...) experience. Moreover, due to the bonds between Spain and Mexico, the experience “transtierro” is shaped by Gaos as the transition between one fatherland to the other. Against the backdrop of such reading, this paper goes further into the flaws and historical bias underlying the concept of “transtierro”. By echoing different readings and through the lens of trauma theory this paper provides both an interpretation and a critique of “transtierro”’s potentiality when it comes to underscore new collective identities in the exile and to overcome the traumatic legacies enforced migration use to bring about. El objetivo del artículo es presentar una interpretación diacrónica del pensamiento de Hayden White, resaltando sus líneas directrices y las diferentes discontinuidades por las que transita su obra. Vamos a defender que los cambios que experimenta su teoría deben interpretarse tomando como marco las variaciones de las relaciones entre la dimensión retórica y la ético-política, ya que la primera resulta prioritaria al inicio de su obra y la segunda al final. A su vez, trataremos de justificar que estos cambios son (...) una consecuencia de las alteraciones en su teoría del lenguaje. El objetivo de este texto es presentar una interpretación sobre las condiciones e implicaciones de la cultura de la memoria que, desde los años ochenta, caracteriza las relaciones que mantienen las sociedades occidentales con su pasado. A partir del ámbito de la filosofía de la historia, pero retomando instrumentos conceptuales de otros campos, interpretamos los límites de este énfasis en el pasado en función de las peculiaridades de los soportes materiales que lo han hecho posible. Dicha tesis rechaza la comprensión (...) de este boom de memoria como una tentativa para establecer una relación premoderna con el pasado o como una mera reacción a la crisis del futuro, evidenciada a finales del siglo xx. Lo interpretamos, más bien, como un contramovimiento de resistencia a la aplicación de los ritmos de obsolescencia, propios del actual modelo occidental de consumo de información, a nuestro pretérito. El propósito de este artículo es el de analizar las condiciones y potencialidades derivadas de la fijación en el pasado que caracteriza a algunas producciones culturales del exilio español de 1939. Profundizando en la noción de “temporalidad exílica”, recuperaremos el debate contemporáneo en torno a su proyección en la España democrática. Desde el interior del mismo, ofreceremos argumentos a través de una indagación filosófica sobre la noción de melancolía que intenta trascender los enfoques clásicos respecto a la misma. En base (...) a esta interpretación, defenderemos que la recuperación de un pretérito doloroso por parte de los exiliados que regresaron a España no es un índice de una memoria patológica y auto-complaciente. Al contrario, es la semilla para revelar los déficits y lagunas del proceso transicional español; en lo que se refiere a la recuperación simbólica y material de las víctimas asociadas al bando vencido en la guerra civil. By exploring discussions on the memory of the Holocaust as well as the Spanish Civil War and Francoist repression, this paper addresses the extent to which the tensions and temporalities underlying the process of bearing witness to and giving testimony about traumatic historical events might reshape (...) how their history is being told, written, and remembered. Na medida em que o termo espiritualidade é em si mesmo ambíguo, o desafio específico da pesquisa em espiritualidade e saúde enquanto campo é definir de que maneiras o conceito ‘espiritualidade’ pode ser frutiferamente aplicado à saúde física e mental. Uma vez que a relatividade hermenêutica de um conceito humanístico tem de se relacionar com os resultados mensuráveis das ciências empíricas, algumas dificuldades inevitavelmente surgem. Isso não impediu, contudo, a formação de duas abordagens claramente definidas na pesquisa em espiritualidade e (...) saúde; uma a que poderíamos chamar hermenêutica-existencial e a outa mais relacionada às ciências da natureza. Por falharmos em distinguir essas opções, muitas das interações entre a ciência da religião ou os estudos da religião e a pesquisa em espiritualidade e saúde é prejudicada ao ponto da quase ausência de diálogo. Nosso intuito aqui é apresentar e conceituar as duas alternativas nos termos das ciências humanas. (shrink)

Diante das presentes dificuldades de fundamentação da ética, ocasionadas pelas cisões necessárias, mas logo extrapoladas, entre natureza e subjetividade, conhecimento e ação, muitos pensadores têm se voltado para a grande síntese tomasiana do pensamento ocidental. Com numerosas releituras nos campos da ética, do direito, da epistemologia e da metafísica, o pensamento tomasiano vive sem exageros uma pequena renascença, particularmente em língua inglesa, ensejando inúmeras abordagens revisionistas, históricas ou adaptações às pesquisas da filosofia e da teologia analíticas. Mais como informativo deste (...) processo do que como análise sistemática, elencamos aspectos centrais da ética tomasiana e seus fundamentos metafísicos de acordo com autores contemporâneos que participam desta renovação do tomismo, buscando evidenciar a importância da disposição natural do ser humano para moralidade neste quadro teórico.
