In this article, we analyze the intractability of the low-level radioactive waste debate in California through the construction and examination of policy frames and their associated policy narratives. Relying primarily on reports, formal comments, and written correspondence, we reconstruct three policy frames and explore their interaction in the public debate through the policy stories told by the actors. We analyze how policy actors using these policy frames appropriate available information, value scientific input, and respond to uncertainty in technical and regulatory (...) information to create policy stories. These policy frames and their associated policy narratives demonstrate how policy actors differ in their drivers for action, bases for trusting claims, and response to uncertainty. These differences lead to divergent characterizations of the risk of low-level radio-active waste disposal. This analysis provides insight into the dynamics of intractable policy controversies. As reflected in the spirit of the times, certain fundamental changes have occurred in such concepts as nature, reason, and life. While in the liberal era nature appeared to man as a sphere to be conquered by him for the enhancement of his material happiness, today it is an ideal offering an escape from the vicissitudes of social life. Confidence in the power of reason and of science turns into hatred of intelligence, because the latter is an instrument of domination (...) for the privileged classes, and leads the majority of men to accept utopian dreams which cannot be realized. Whereas the philosophy of liberalism glorifies the individual as an active agent having a higher meaning, he now falls into disrespect as a merely passive link in the overpowering totality of life.This article analyses Hamsun as a typical representative of such a postliberal ideology. At all points where he develops his own interpretation of life and the world, he portrays the longings of a disillusioned bourgeois civilization in terms of these new concepts. The ideal which he pictures as an escape from the bourgeois civilization of our times is only superficially in conflict with it. His most important subjects and themes derive their social function from a historical situation which calls for an attitude of obedient subordination to authority.There are two elements in Hamsun's dream of a return to nature : the resentful disillusionment which wants to fence off nature as its private property, because it has little to expect from the social reality in which it lives, on the one hand ; and on the other, the adoration of the heroic as reflected in the overpowering sweep of the forces of nature. This admiration of power is further enhanced by the glorification of peasant life. The ideal of nature is finally characterized by a biological interpretation of erotic relationships. Brutality and sentimentality interchange abruptly within such an ideology as they do in actual authoritarian character types of the present day.Hamsun criticizes all important aspects of urban life, exhibiting another form of his anti-rational attitude. However, it is important to notice his relationship to industry : he has contempt for the working class but utters not one critical word against the employers.His philosophy of life, which minimizes the individual and exalts the powers that be, corresponds to the trends of the time : men are scurrying around like ants, without plan or aim ; most of them are crushed, and this is justified because the forces of life require unconditional obedience and absolute subordination of the individual.Finally the author presents some characteristic documents about the influence which Hamsun has exerted. In the post-war period socialists and liberals were singing the same paeans of praise for Hamsun as the fascists more recently.Les trois transformations les plus importantes de la conscience sociale au cours de ces cinquante dernières années, concernent les idées de nature, d'esprit et de vie. Dans le libéralisme, la nature apparaît avant tout comme une réalité que l'homme doit maîtriser pour accroître ses richesses matérielles. Aujourd'hui, dans son apparence immédiate, elle devient un idéal qui doit libérer les hommes des déceptions que leur inflige l'existence collective. Au lieu de la confiance ancienne en l'esprit et en la science, éclate maintenant la haine de l'intellect, qui sans doute offre aux classes privilégiées un instrument affiné de domination, mais n'apporte à la majorité des hommes que des utopies rationalistes sans signification concrète. L'individu, que la philosophie libérale transfigurait en lui attribuant une fonction supérieure, apparaît comme un élément passif d'une totalité toute puissante, la vie.L'article montre ensuite en Hamsun un représentant typique de cette idéologie post-libérale. Sur tous les points décisifs, sa conception de l'homme et de la nature révèle sa véritable signification : elle traduit dans des catégories nouvelles les aspirations de la bourgeoisie déçue. L'opposition entre son idéal et la société bourgeoise est d'ailleurs tout apparente. La fonction sociale de ses thèmes les plus importants est la préparation d'une humanité soumise, prête à s'incliner sans protester devant l'autorité.Derrière le rêve de Hamsun d'une existence en accord immédiat avec la nature, on aperçoit le ressentiment petit bourgeois, qui veut faire de la nature sa propriété privée parce qu’il a peu à attendre dans la réalité. On aperçoit aussi le culte de l'héroïque en soi, que symbolise la violence desphénomènes naturels. Le culte de la force est encore accentué par la transfiguration du paysan. L'idéal d’une vie conforme à la nature est finalement caractérisé par la représentation biologique que se fait Hamsun des rapports érotiques. Constamment, dans cette idéologie, sentimentalisme et brutalité se juxtaposent sans intermédiaire — mélange qui appartient en propre également au type d’homme autoritaire du présent.L’anti-intellectualisme de Hamsun se manifeste sous forme d’une critique des éléments les plus importants de la civilisation urbaine. En particulier, son jugement sur l’industrie est décisif ; il méprise le prolétariat, sans jamais dire un mot contre les entrepreneurs.Sa représentation, marquée par l’actualité, du néant de l’individu et du respect qui convient devant les puissances existantes, s’exprime aussi dans une philosophie de la vie. Les hommes grouillent comme des vers, beaucoup sont piétinés ; mais cette destinée est juste, car la puissance de la vie a le droit d’exiger de l’individu obéissance sans réserve et soumission absolue.A la fin, l’article rassemble quelques témoignages caractéristiques de l’accueil fait à Hamsun. Il en résulte qu’en particulier après la guerre, socialistes et libéraux ont admiré sans critique Hamsun de la même manière que des littérateurs fascistes. (shrink)

Le travail s'efforce de dégager la signification sociale de la diffusion de Dostojewski. Cette réception s'accomplit en première ligne dans la petite et dans la moyenne bourgeoisie et exerce une fonction idéologique déterminée dans ces couches de la population. La situation relativement sans espoir de ces classes coincées entre les groupes sociaux véritablement influents et le prolétariat est transfigurée dans l'oeuvre de Dostojewski. Celle-ci est comprise comme une idéalisation et une interprétation pleine de signification de l'existence même de ces classes. (...) Le mythe qui sortait comme une vision des romans de Dostojewski prend aux yeux de cette bourgeoisie les formes les plus diverses, depuis l'hymne nationaliste jusqu'à la divinisation la plus universelle du monde. Le fait de pénétrer profondément dans l'univers de Dostojewski contribue par suite d'une manière particulière à apaiser l'inquiétude de ceux qui sont placés dans ces situations sociales. L'effort des critiques pour interpréter les figures de Dostojewski dans le sens d'une réconciliation de toutes les contradictions a un caractère idéologique et spécifique. L'article met finalement en lumière les facteurs de psychologie sociale qui ont rendu possible la fonction sociale des oeuvres de Dostojewski en Allemagne.The article attempts to bring out the social significance of the widespread reception given to Dostoevski's writings. They took hold especially among the lower strata of the middle classes, serving witnin them a certain ideological function. It was this group in society, cramped between the powerful upper class and the proletariat, with relatively no prospects for the future, that Dostoevski glorified : he idealized them and gave meaning to their existence in his works.The vision projected in Dostoevski's novels takes on the most different forms in the eyes of these groups, — from a nationalistic paeon to a general deification of the world. Submerging themselves in the world of Dostoevski gave them a certain feeling of reassurance. There was a specific ideological trend in the attempt of critics to interpret Dostoevski's characters as a merging of all differences and contradictions. Furthermore, the article points out the social-psychological factors which made it possible for Dostoevski's works to serve a social function in Germany. (shrink)

Ibsen’s plays can be interpreted as experiments in which the ideology of individualism is confronted with the realities of an individualistic society. The result allows of no misunderstanding. The individual has no real chance.Ibsen makes as good a case as possible for the ideology of individualism, because in the choice of his subjects he usually avoids the social problems proper, the questions of poverty and starvation, and concentrates his attention nearly exclusively on private life and spiritual conflicts. This first omission, (...) however, turns into a radical attack. In Ibsen’s plays the soul, this fundamental conception of modern ideology, reveals itself as a focal point of all the social contradictions. In the psychological analysis within his plays, reality acquires a stronger pungency and harsher bitterness than in most of the plays of social propaganda of the time. Even in their private lives, men are mirrored as being dominated by the laws of a society based on private property and competition. A real development of their personalities is denied them. The more they attempt consciously to achieve this, the more intense grow the conflicts within themselves and with others.Ibsen returns to this fundamental conflict ever again in the relationship of man and wife, of parent and child, of lover and beloved. The indomitable influence of these social and economic forces permeates every single trait of his characters, pervades the general atmosphere of his plays : the inexorability of social conditions, which subject the destiny of the individual to the play of blind accident, is echoed in the fear and the terror that animate these plays and that embrace even amorous relationships. Abstract idealistic programs do not change such impotence as the playwright portrays, but help to safeguard it.But Ibsen is not a pessimist. The female characters that he creates represent a glance towards a freer development of humanity. They represent the ability to achieve real happiness and real enjoyment. The demands of these women, which seem egoistic but are clung to with determination of real conviction, are superior to the idealistic assurances of the men who, in reality, bow to the power of the material facts of life.There is a certain rigorousness and utopianism in Ibsen which he shares with certain tendencies of modern society, tendencies to which his conscious intentions are opposed. More characteristic for his general significance, however, is his critical attitude, that would do away with the misery of his time in order to pave the way for a life of real happiness. Because of his individualistic starting point, and in spite of it, he remains a resolute enemy of bourgeois individualism.Les drames d'Ibsen peuvent être considérés comme une expérience qui confronte l'idéologie individualiste avec la réalité de la société individualiste. Le résultat est clair : il apparaît que l'individu n'y a pas de chances réelles. Ibsen rend la justification de l'idéologie bourgeoise aussi facile que possible : il n'aborde guère, dans le choix de sa matière, les questions sociales à proprement parler, la misère matérielle, il se contente presque uniquement de la vie privée et de l'intimité du sujet. Mais en fait, cette concession devient une accusation radicale. L'âme— ce concept fondamental de l'idéologie bourgeoise — se révèle, dans l'oeuvre d'Ibsen, comme le réflexe des contradictions sociales. L'auteur suit l'influence insurmontable des puissances économiques et sociales jusque dans les traits de caractère les plus particuliers ; de même, ces puissances commandent l'atmosphère générale des pièces : l'angoisse et l'horreur qui les traversent et qui pénètrent jusqu'aux relations érotiques, reproduisent le caractère impitoyable d'une société où chaque destin individuel est livré au hasard aveugle. En même temps, le poète montre que des revendications idéalistes et abstraites contribuent plutôt à la stabilisation de cette impuissance.Cependant, Ibsen n'est nullement pessimiste. Les grandes figures de femmes nous font apercevoir des perspectives d'un développement plus libre de l'être humain : elles représentent la capacité de véritable bonheur et de jouissance authentique. Les revendications, en apparence égoïstes, que ces femmes maintiennent sans fléchir, sont supérieures, même moralement, aux affirmations des hommes qui, en pratique, se soumettent constamment à la force brutale des faits.Dans un dernier paragraphe, on fait la part des tendances progressistes et conservatrices d'Ibsen. Un certain rigorisme, l'agnosticisme et l'utopisme — lequel se trouve surtout dans son idée de la force rédemptrice de la nature — lient Ibsen aux tendances de la société bourgeoise que consciemment il combat. Cependant le motif critique le caractérise plus authentiquement : mettre un terme à la misère du présent qui est un obstacle au bonheur humain. C'est ainsi que, en dépit et à cause de son point de départ idéaliste, Ibsen reste un adversaire décidé de l'idéalisme bourgeois. (shrink)

Cet article étudie l'aspect sociologique des recherches de Lefebvres des Noëttes, plus particulièrement son ouvrage : „L'attelage. Le cheval de selle à travers les âges“. Comme le sous-titre de cet ouvrage („Contribution à Thistoire de l'esclavage“) l'indique déjà, le savant français y étudie la technique de l'attelage des animaux de trait. Il tend à démontrer que ce fut l'insuffisance de ces derniers, phénomène resté inchangé jusqu'au vu® siècle de l'ère chrétienne, qui joua un rôle principal dans le maintien de l'esclavage. (...) Les travaux les plus pénibles, le transport des grosses charges en particulier, qui furent accomplis plus tard par les animaux et qui le sont aujourd'hui essentiellement par des moyens mécaniques, ne pouvaient en effet être exécutés à cette époque qu'en recourant au travail forcé, élément caractéristique de l'esclavage. L'histoire nous montre qu'il existe un rapport direct entre l'ampleur des réalisations de l'homme, tout particulièrement des constructions et des routes, et la rigueur avec laquelle on traitait les êtres privés de liberté. Même dans les temps modernes, l'institution de l'esclavage réapparaît, sous une forme ou sous une autre, partout où la force animale est insuffisante (plantations en Amérique du Sud, portage en Afrique centrale). La question de l'esclavage peut donc aujourd'hui être traitée comme une branche de 1' „histoire critique de la technique“, comme un chapitre de la grande controverse entre l'homme et la nature, retirant ainsi tout fondement aux vagues explications politiques ou morales concernant l'origine et le déclin de l'esclavage.This essay deals with the sociological significance of Lefebvres des Noettes' researches, in particular with his work „Harnessing. The Saddle- Horse throughout the Ages“. As the sub-title of his book „Contribution to the History of Slavery“ indicates, the French scholar studies the technical art of harnessing draught-animals, and endeavours to show how its inadequacy, which remained unchanged right into the seventh century A. D. was an essential condition for the maintenance of slavery. For the heavy labour-tasks, above all the transport of huge loads, which later were based on animal-power and to-day are largely accomplished by mechanised locomotion, were then only to be achieved by man-power, by the use of force, as exemplified in slavery. In history there obtains a direct relationship between the extent of cultural achievements, shown especially in buildings and roads, and the severity in the treatment of slaves. Wherever in more recent times, there was not at hand, an extensive draught-animal apparatus, there arose, in some form or other, the institution of slavery (plantations in South America, porters in Central Africa). Such an interpretation makes it possible to consider the question of slavery, as a part of the „critical history of technology“, and as a chapter in the struggle of man against nature. In this way, vague political or moral explanations of the rise and fall of slavery lose all their force. (shrink)

Herbert Marcuse’s militant critique of US war-making, waste-making, and poverty is taking Europe by storm. Leo Löwenthal tips his hat with subtle irony and humor to Marcuse’s 1967 triumphs as a public intellectual and political theorist. Activist students give Marcuse great credit because other Frankfurt theorists like Max Horkheimer and Theodor Adorno have remained (...) aloof from this protest. I soon discovered that I was quite isolated in my attempts to pursue the sociology of literature. In any case, one searched almost in vain for allies if one wanted to approach a literary text from the perspective of a critical theory of society. To be sure, there were Franz Mehring’s articles which I read with interest and profit; but despite the admirable decency and the uncompromising political radicalism of the author, his writings hardly went beyond the limits of a (...) socialist journalist who wrote in essentially the same style about literature as about political and the economy. George Lukács had not yet published his impressive series of essays on Marxist aesthetics and interpretation of literature. Of course, I was deeply touched and influenced by his fine little book, The Theory of the Novel , which I practically learned by heart. Besides Levin Schücking’s small volume on the sociology of literary taste, the only other major influence I can recall was George Brandes’ monumental work on the literary currents of the nineteenth century.Nonetheless, I had the courage, not to say hubris, to plan an ambitious, socially critical series on French, English, Spanish, and German literature, the beginning of which was to be formed by the above-mentioned studies. My attention was especially focused on the writes and literary schools which the German literary establishment either punished by total silence or raised up into the clouds of idealistic babble or relegated to quasi-folkloric anthropology .In these studies, I limited myself to the narrative forms of literature; for reasons which I hold to be sociologically and artistically valid, I believe that novels and stories represent the most significant aspect of German literature in the nineteenth century. While I in no way feel ashamed of these documents of my youth, I am conscious of their weaknesses. If I were to write them over again, I would certainly be less sure of some of the direct connections I drew between literature and writers on the one hand, and the social infrastructure on the other. In later publications I attempted to analyze with greater circumspection the mediation between substructure and superstructure, between social currents and ideologies; but my views on the social world and the necessity to combine social theory and literary analysis have not changed in any essential way. In the last decades the sociology of literature has become progressively more fashionable. The writings of my contemporaries have often amazed me because some—frequently in unnecessarily complicated and esoteric language—are so concerned with “mediation” that the connections between social being and social consciousness became almost obscured. Leo Lowenthal is professor emeritus of sociology at the University of California, Berkeley. He is also professor emeritus at the University of Frankfurt in West Germany. His collected works have been published in five volumes in German and in a parallel English edition. Lowenthal’s autobiographical writings, edited by Martin jay, will appear in the fall of 1987 under the title An Unmastered Past. Lowenthal’s present studies deal with German postmodernism. Ted. R. My original enthusiasm for the invitation of the city of Frankfurt to deliver the commemorative address on the occasion of the 150th anniversary of Goethe's death soon gave way to a state of depression. I thought of Walter Benjamin who, exactly fifty years ago, on the 100th anniversary of Goethe's death, wrote: “Every word about Goethe spared this year is a blessing.” I then came across Thomas Mann's caustic remark made on the 200th anniversary of Goethe's birth in 1949, in (...) his address “Goethe and Democracy”: “I have nothing new to say to you.” And as if this were not enough, Leo Kreutzer only recently told us that “there is no longer any idea connected with Goethe which might still be capable of playing any significant role.”. We perceive smells as perduring complex entities within a distal array that might be conceived of as smellscapes. However, the philosophical orthodoxy of Odor Theories has been to deny that smells are perceived as having a distal location. Recent challenges have been mounted to Odor Theories’ veracity in handling the timescale of olfactory perception, how it individuates odors as a distal entities, and their claim that olfactory perception is not spatial. The paper does not aim to dispute these criticisms. Rather, (...) what will be shown is that Molecular Structure Theory, a refinement of Odor Theory, can be further developed to handle these challenges. The theory is further refined by focusing on distal perception that requires considering the perceptual object as mereologically complex persisting odor against a background scene conceived of as a smellscape. What will be offered is an expansion of Molecular Structure Theory to account for distal smell perception within natural environments. (shrink)

We are immersed within an odorous sea of chemical currents that we parse into individual odors with complex structures. Odors have been posited as determined by the structural relation between the molecules that compose the chemical compounds and their interactions with the receptor site. But, naturally occurring smells are parsed from gaseous odor plumes. To give a comprehensive account of the nature of odors the chemosciences must account for these large distributed entities as well. We offer a focused review of (...) what is known about the perception of odor plumes for olfactory navigation and tracking, which we then connect to what is known about the role odorants play as properties of the plume in determining odor identity with respect to odor quality. We end by motivating our central claim that more research needs to be conducted on the role that odorants play within the odor plume in determining odor identity. (shrink)

Reflection Principles are commonly thought to produce only strong axioms of infinity consistent with V = L. It would be desirable to have some notion of strong reflection to remedy this, and we have proposed Global Reflection Principles based on a somewhat Cantorian view of the universe. Such principles justify the kind of cardinals needed for, inter alia , Woodin’s Ω-Logic.

When it originated in the late 19th century, psychometrics was a field with both a scientific and a social mission: psychometrics provided new methods for research into individual differences, and at the same time, these psychometric instruments were considered a means to create a new social order. In contrast, contemporary psychometrics - due to its highly technical nature and its limited involvement in substantive psychological research - has created the impression of being a value-free discipline. In this article, we develop (...) a contrasting characterization of contemporary psychometrics as a value-laden discipline. We expose four such values: that individual differences are quantitative (rather than qualitative), that measurement should be objective in a specific sense, that test items should be fair, and that utility of a model is more important than its truth. Our goal is not to criticize psychometrics for employing these values, but rather to bring them into the open and to show that these values are not inevitable and are in need of systematic evaluation. First collected in Italy in 1985, _Art's Claim to Truth_ is considered by many philosophers to be one of Gianni Vattimo's most important works. Newly revised for English readers, the book begins with a challenge to Plato, Aristotle, Kant, and Hegel, who viewed art as a metaphysical aspect of reality rather than a futuristic anticipation of it. Following Martin Heidegger's interpretation of the history of philosophy, Vattimo outlines the existential ontological conditions of aesthetics, paying particular attention to the works of (...) Kandinsky, which reaffirm the ontological implications of art. Vattimo then builds on Hans-Georg Gadamer's theory of aesthetics and provides an alternative to a rationalistic-positivistic criticism of art. This is the heart of Vattimo's argument, and with it he demonstrates how hermeneutical philosophy reaffirms art's ontological status and makes clear the importance of hermeneutics for aesthetic studies. In the book's final section, Vattimo articulates the consequences of reclaiming the ontological status of aesthetics without its metaphysical implications, holding Aristotle's concept of beauty responsible for the dissolution of metaphysics itself. In its direct engagement with the works of Gadamer, Heidegger, and Luigi Pareyson, _Art's Claim to Truth_ offers a better understanding of the work of Vattimo and a deeper knowledge of ontology, hermeneutics, and the philosophical examination of truth. In Nicomachean Ethics X.7–8, Aristotle defends a striking view about the good for human beings. According to Aristotle, the single happiest way of life is organized around philosophical contemplation. According to the narrowness worry, however, Aristotle's contemplative ideal is unduly Procrustean, restrictive, inflexible, and oblivious of human diversity. In this paper, I argue that Aristotle has resources for responding to the narrowness worry, and that his contemplative ideal can take due account of human diversity.

Results of surveys in which pharmacy students and pharmacists responded to ethical dilemmas are discussed. Respondents indicated a high level of concern about patient welfare and patient rights in dilemmas involving conflicts with socio-economic issues, and with peers and physicians. Conflicts that might arise as the roles of pharmacists change and the health-care systems evolve are also discussed.
