The re-issue of Professor Cobban’s book on Edmund Burke is a cannonade in the war of skirmishes which still goes on between the disciples of the late Sir Lewis Namier and his critics. One of the casualties in the fighting was Edmund Burke, who had the misfortune to have lived, as a man of ideas, during a period in which Namier claimed that political ideas were at a discount. Burke’s political philosophy was written oft as the rationalising of a party (...) hack who thought that earth had not created anything more fair than the Marquess of Rockingham. However, he has found numerous defenders, among them Professor Cobban, well known as a critic of Namier. His book dates from 1929, a year before the publication of The Structure of Politics at the Accession of George III, and its second edition appears a year or so later than the second edition of Namier’s masterpiece. It is a useful, competent introduction to the main ideas of Burke and those of Wordsworth, Coleridge and the Lake School of Poets. It suffers however by comparison with Namier, with Halevy’s book upon Burke’s ‘rival’, Jeremy Bentham, and more pertinently with Professor Cobban’s mature writing, such as In Search of Humanity or his contributions to the Cambridge Modern History. It also looks dated, when the onward march of Burkiana, notably the Burke correspondence, is taken into consideration. The book has great merit, however. It takes Burke seriously as a political thinker, and this is all to the good but, like Burke himself, it is vague where precision is called for. A good book on Burke is badly needed. It is a pity that Professor Cobban was unable to fill the gap by rewriting this work. (shrink)

This chapter argues for the importance of considering conceptual and normative commitments when addressing questions of responsible practice in data-intensive agricultural research and development. We consider genetic gain-focused plant breeding strategies that envision a data-intensive mode of breeding in which genomic, environmental and socio-economic data are mobilised for rapid crop variety development. Focusing on socio-economic data linkage, we examine methods of product profiling and how they accommodate gendered dimensions of breeding in the field. Through a comparison with participatory breeding methods, (...) we argue that the conceptual commitments underpinning current methods of integrating socioeconomic data into calculations of genetic gain can preclude the achievement of key social development goals, and that better engagement with participatory approaches can help address this problem. We conclude by identifying three key avenues towards a data-intensive approach to plant breeding that utilises the diverse sources of relevant evidence available, including socio-economic data, and maximises the chance of developing sustainable and responsible strategies and research practices in this domain: (1) reliable, long-term management of data infrastructures; (2) ongoing critical analysis of the conceptual foundations of specific strategies; and (3) regular transdisciplinary consultations including expertise in the social studies of agricultural science as well as participatory breeding techniques. This open access book provides the first systematic overview of existing challenges and opportunities for responsible data linkage, and a cutting-edge assessment of which steps need to be taken to ensure that plant data are ethically shared and used for the benefit of ensuring global food security – one of the UN’s Sustainable Development Goals. The volume focuses on the contemporary contours of such challenges through sustained engagement with current and historical initiatives and discussion of best practices and prospective future (...) directions for ensuring responsible plant data linkage. The volume is divided into four sections that include case studies of plant data use and linkage in the context of particular research projects, breeding programs, and historical research. It address technical challenges of data linkage in developing key tools, standards and infrastructures, and examines governance challenges of data linkage in relation to socioeconomic and environmental research and data collection. Finally, the last section addresses issues raised by new data production and linkage methods for the inclusion of agriculture’s diverse stakeholders. This book brings together leading experts in data curation, data governance and data studies from a variety of fields, including data science, plant science, agricultural research, science policy, data ethics and the philosophy, history and social studies of plant science. This chapter provides a framing for this volume by reviewing the significance and the organisational, technical and social opportunities and challenges related to plant data linkage. We review what “responsible practice” means in relation to the plant environments being documented, the infrastructures used to circulate data, the institutions involved in data governance and the communities involved in plant data work. We show how, across these domains, responsible plant data linkage involves consideration of technical, legal, ethical and conceptual dimensions, thereby: (1) (...) creating and maintaining digital infrastructures, technical standards and discussion venues focused on critical data reuse; (2) developing adequate legal and institutional frameworks that work transnationally; (3) identifying and implementing guidelines for what constitutes acceptable data use, together with systems to monitor and allocate responsibility for breaches and mistakes; and (4) considering the variety of views on what constitutes agricultural development in the first place and how plant research can sustainably, reliably and responsibly contribute to achieving food security. The production of sustainable, responsible and reliable agricultural solutions in the face of climatic and political change depends on the flourishing of transnational, interdisciplinary collaborations such as those represented in this volume. Moshe Tati, a sanitation worker in Jerusalem, was among the first of more than a thousand mortally sick Israelis who signed up for illicit and clandestine ‘transplant tour’ packages that included: travel to an undisclosed foreign and exotic setting; five-star hotel accommodation; surgery in a private hospital unit; a ‘fresh’ kidney purchased from a perfect stranger trafficked from a third country. Although Tati’s holiday turned into a nightmare and he had to be emergency air-lifted from a rented transplant unit in (...) a private hospital in Adana, Turkey back to Israel, Moshe became a poster-boy of transplant tourism for the next decade. João Cavalcanti was among the first of 38 residents of the slums of Recife recruited by retired military Captain Ivan da Silva and his sidekick Captain Gadddy Tauber to travel to Durban, South Africa to provide a spare kidney to an Israeli transplant tourist in Durban. This article examines the logics and practices through which kidney buyers and kidney sellers, organs brokers, surgeons and their accessories convince themselves that they are engaged in an illegal but still mutually beneficial ‘medical-recreational’ adventure, an ‘extreme medical sport’ of sorts. While life, health and survival motivate ‘transplant tourism’, a euphemism for human trafficking in spare body parts, the freedom to roam, mobility, is an essential feature of transplant tours for kidney buyers and kidney sellers. A number of distinct definitions ofsustainable agriculture have been proposed. In this paper we criticize two such definitions, primarily for conflating sustainability with other objectives such as economic viability and ecological integrity. Finally, we propose and defend a definition which avoids our objections to the other definitions.

Studies of Y chromosome evolution often emphasize gene loss, but this loss has been counterbalanced by addition of new genes. The DAZ genes, which are critical to human spermatogenesis, were acquired by the Y chromosome in the ancestor of Old World monkeys and apes. We and our colleagues recently sequenced the rhesus macaque Y chromosome, and comparison of this sequence to human and chimpanzee enables us to reconstruct much of the evolutionary history of DAZ. We report that DAZ arrived on (...) the Y chromosome about 38 million years ago via the transposition of at least 1.1 megabases of autosomal DNA. This transposition also brought five additional genes to the Y chromosome, but all five genes were subsequently lost through mutation or deletion. Professor J H Randall made a substantial contribution to the same debate in his Nature and Historical Experience published in 1958. In this new book he goes over much the same ground, though in a cursory way. He stresses the importance of the history of philosophy for an understanding of philosophy and singles out for attack the anti-historical outlook of contemporary English philosophy. Essentially, however, he and Gallie are on the same side. This is a disappointing book, though perhaps only (...) when it is seen against the background of Randall’s impressive contribution of the last few years. It is something of a dessert to the main feast, and rather expensive at that. (shrink)

Professor Gallie of Queen’s University, Belfast takes his history seriously, in the spirit of R G Collingwood, and like Collingwood, he gives the impression of knowing what the historian is about. He inspires confidence by reference to a wide range of historical writing, instead of the one or two faded examples which tend to turn up again and again in books on the philosophy of history. Gallie’s primary purpose may be seen as a blow against the kind of systematised history (...) which Marxism stands for. He is opposed to this and to all sociological approaches to history because they misrepresent the nature of the task which confronts the historian. For Gallie, history is essentially narrative. Narrative is indeed too weak a word. In Gallie’s view, the historian tells a story. Our attention is held because the element of the unexpected is always present as it is in a story. A rational predictable construction of a Marxist type is ruled out because of the multiplicity of contingent events round which history revolves. History for this reason is distinct from science. The historian, in Gallie’s view, is not concerned with events in so far as they are specific instances of general laws. The scientist who ignores history, however, does so at his peril. Men who assume that scientific progress is inevitable and regard history as irrelevant are disregarding the fact that scientific development has taken place in some societies but not in others. Gallie’s pages on this topic are among the most illuminating in the book. Where he is perhaps open to criticism is in pressing the analogy of history to story telling too far. It may be argued that what the historian is after is surprise. He is trying to show us that the past is not as we thought it was but different. This may be achieved in ways other than story telling. For example, the sociologist or anthropologist may teach us to look at the past in a new light. Place medieval England and twentieth century Africa in juxtaposition and handy dandy, which is the justiciar and which is the thief? This method of illuminating the past is analogous to putting two photographs together or two caricatures. Whatever it is, it cannot be described as story telling. If we regard surprise as our criterion, we may also rule out both the plodding story tellers, who bore us with banalities, and the Namierites who are equally predictable in their own sphere. In a word, we will banish the bores from history. Professor Gallie in this entertaining book may be said to have banished boredom from his own pages. He is an example to philosophers and historians alike. (shrink)

An educational provision for young children with autism that offers intensive behavioural intervention based on the principles of Applied Behaviour Analysis (ABA), within an early years mainstream school setting in the UK, is described. The ABA Class at Westwood School is a collaborative project between the School of Psychology, Bangor University, two Local Education Authorities in North East Wales (Flintshire and Wrexham) and the local NHS Trust. Using two case examples, two important features of mainstream education for children with autism (...) are considered: access to the National Curriculum, and inclusion with peers in mainstream settings. Standardised test data on outcomes for these children over the initial 12 months of their educational placements are also provided. (shrink)

Historians and anthropologists are seldom seen in one another’s company. Recently, however, they have come to realize that even a desultory courtship might be to their mutual advantage. Professor Evans-Pritchard on the one side and Keith Thomas on the other have stressed how much might be gained in this way. Thus, it might perhaps be illuminating, for example, to examine Burckhardt’s historical Civilisation of the Renaissance in Italy as a fine piece of cultural anthropology. The book under review, however, will (...) do little to bring these hopes near performance. It was published presumably as an act of pietas. It purports to bring together the significant pronouncements of a great anthropologist. But the effect it leaves is of a mass of vague pronouncements often couched in the most disconcerting style. The author illustrates the use of literary jargon in the process of denouncing it. This is sad. The cause is a good one but it will not be furthered by this particular collection. (shrink)

Each generation finds new significances in its own past. Historians tend to reflect in new preoccupations the interests of their own day. Hence, in an age when we are conscious of the significance of science, it is understandable that the history of science should come increasingly into prominence. Histories of science have existed since the nineteenth century—it was Comte, apparently, who coined the phrase ‘the Scientific Revolution ’—but they have been written on comparatively unsophisticated lines by scientists, turned historian in (...) the ‘sere and yellow’. To-day the position is very different. General histories of science exist in plenty and of a quality higher than any political histories of a similar kind. Journals devoted to the history of science also find a ready audience and conferences take place at regular intervals. The volume under review is the record of a conference held at Oxford in 1961 under the general heading ‘Scientific Change’, with special reference to the intellectual, social and technical conditions for scientific discovery and technical invention. In this paper the authors argue that ethical considerations are relevant for evaluating animal production systems and that in consequence agrologists should seriously consider the arguments of animal welfare supporters. Furthermore, the authors point out the ethical basis for some (though not all) of the conclusions proposed by supporters of animal welfare. In consequence it is necessary to determine the nature of animal welfare and methods of evaluating the welfare of animals and to recognize when production systems fail to satisfy (...) the needs of animals.
