El hombre mediocre está integrado por las lecciones sobre psicología del carácter que dio José Ingenieros en la cátedra de la Facultad de Filosofía y Letras de Buenos Aires, durante el año 1910. En ellas se proponía comprender cómo funcionan las sociedades humanas. Para ello establecía y describía tres tipos o caracteres que según él era posible reconocer en cualquier comunidad de seres humanos: el idealista, el hombre mediocre y el inferior. Ingenieros no ocultaba su admiración hacia (...) el primer tipo pero, más allá de los juicios morales. Hizo el esfuerzo de entender en clave psicológica las particularidades de cada tipo y su función específica en nuestras sociedades. Así, dedicaba una parte importante de El hombre mediocre al segundo tipo, porque él constituye el grueso de las sociedades: «¿La continuidad de la vida social sería posible sin esa compacta masa de hombres puramente imitativos, capaces de conservar los hábitos rutinarios que la sociedad les transfunde mediante la educación? El mediocre no inventa nada, no crea, no empuja, no rompe, no engendra; pero, en cambio, custodia celosamente la armazón de automatismos y prejuicios y dogmas acumulados durante siglos, defendiendo ese capital común contra la asechanza de los inadaptables. Se analiza la presencia intelectual de Ricardo Eduardo Latcham, ingeniero inglés, que llegado a Chile dio un mayor impulso al estudio tanto de la prehistoria latinoamericana como de la arqueología chilena, en los ámbitos del hábitat araucano y de las culturas del norte, en especial la atacameña. En este sentido, sus investigaciones prosiguieron a las de Uhle y posibilitaron integrar a los pueblos originarios del norte chileno al panorama de la prehistoria nacional. Latcham se adentró en registrar las conductas de (...) la sociedad chilena, tanto culta como popular, de fines del siglo XIX, legando agudas anotaciones etnográficas juntamente con una labor de tenaz divulgador de los progresos de la antropología europea, convirtiéndose en un corresponsal de las revistas británicas de la disciplina. Sus obras mayores las pudo difundir en el marco de sus actividades en el Museo de Historia Natural y en la Universidad de Chile. The intellectual presence of Ricardo E. Latcham, an English engineer whose arrival in Chile gave greater impulse to the study of Latin American pre-history and Chilean archaeology regarding araucano habitat and northern cultures, particularly the atacameno culture, is analyzed. His studies continued those of Uhle’s and made it possible to integrate the originary peoples of northern Chile to the panorama of the national pre-history. Latcham recorded the behaviors of both educated and popular Chilean society at the end of the 19th century, producing deep ethnographic records. He also conducted an enthusiastic dissemination of the progress made by European anthropology, becoming a correspondent of the British journals of this discipline. Maximiliano Korstanje presents an overview and analysis of the work of the Argentinian Sociologist and physician, José Ingenieros (1877-1925). In fact, José Ingenieros was a seminal scholar who contributed directly to the formation of sociology in Latin America. Born in Palermo, Italy Ingenieros grew up in Buenos Aires, Argentina. He trained in medicine, psychiatry, sociology and philosophy, he devoted much of his life to addressing societal challenges such as mass migration, imperialism, marginality, criminality and social identity. Korstanje (...) takes in turn the key areas of Ingenieros's work and examines how his thinking can be brought to bear on the social challenges of today. In particular his work on mass migration and the "Other" have echoes in the problems facing many countries in the early twenty-first century. This chapter will explore the reception of Condillac in Argentina from the nineteenth century to the early twentieth century, focusing on two cases. First, the reception by nineteenth-century professors of idéologie (Juan Crisóstomo Lafinur, Juan Manuel Fernández de Agüero, Luis José de la Peña, and Diego Alcorta) that was mediated by the interpretations of Antoine Destutt de Tracy, Pierre Jean Cabanis, and Pierre Laromiguière. Second, the reception in the early twentieth century by José Ingenieros, whose narrative was (...) conditioned by his own political and philosophical agenda. In each case, we can identify different receptions that must be interpreted not only in light of the philosophical concerns of the authors who made them but also in light of the wider cultural and political context in which they emerged. In the first half of the nineteenth century, Condillac was received as a philosopher who integrated the new philosophical canon that would replace the Scholastic canon that had been imposed by the colonial regime. In the early twentieth century, Ingenieros inserted Condillac into a narrative that, starting with Bacon and Locke, culminated in positivism, a current that, in his view, offered the best framework to make Argentina shine in the concert of civilized nations. From 1912, Alejandro Korn and José Ingenieros began to publish articles that then would be part of their historical works, respectively, Influencias filosóficas en la evolución nacional and La evolución de las ideas argentinas. Therefore, they started to generate some discussion in reference to sections that they knew of each other's work. Being the first major works from a developing philosophical field about the history of Argentine thought, their authors sought to create cultural traditions to affirm their own (...) academic, cultural and political positions. Thus, they based their positions about their academic situation through their interventions in the debate on the evaluation of the various features of the intellectual past of the country and national identity during the academic professionalization of historical studies, and actively participated in discussions on the function of culture and philosophy in a national project. Yet, besides, in order to address their history of ideas, the two most important teachers of the philosophical sphere around 1918 tested very different methodological approaches that worked under different conceptions of philosophical and historical practice and two different ways of thinking the reception and circulation of ideas from Europe. This chapter explores the impact of Ralph Waldo Emerson on Latin American philosopher José Ingenieros. The chapter maintains that this impact is crucial because it aids in understanding and appreciating Ingenieros and his moral philosophy and it has never before been explored. However, for over a hundred years, this unique connection has been hiding a link between Latin American philosophy and American pragmatism.

Hacia fines del siglo XIX y principio del XX se desarrolla en la Argentina un importante debate en torno al derecho penal, en el que muchos intelectuales, formados bajo la influencia del biologicismo darwiniano, intervienen para cuestionar el Código Penal, vigente desde 1887. En nuestro trabajo analizamos los desarrollos de José Ingenieros sobre el tema, profundizando el estudio de los conceptos que propone y atendiendo a la transformación radical que éstos implican en lo que hace a la comprensión (...) del derecho, de la delincuencia y de su tratamiento. A lo largo del trabajo reconocemos en las formulaciones de Ingenieros una renovación del campo conceptual en el tratamiento del delito, de acuerdo con un nuevo esquema de estudio e investigación de la delincuencia, una nueva clasificación de los sujetos criminales y nuevo sentido para la institución jurídica. A partir de allí analizamos sus consecuencias en términos de un nuevo mapa disciplinar para el tratamiento de la delincuencia, en el que la psicología pasaría a ocupar un rol protagónico, poniendo de manifiesto sus potencialidades para la intervención normalizadora del campo social. In the end of 19th Century and the beginning of the 20th it develops in Argentine an important discussion around penal law, in which many intellectuals, under the influence of Darwinian biologicism, query the Penal Code, current since 1887. In our article we analyze Jose Ingenieros' explanations about this topic, studying the concepts that he proposes and attending to the radical transformation that they imply for the understanding of law, of crime and of its treatment. In this paper we recognize in Ingenieros' formulations a renovation of the conceptual field in the treatment of crime, according with a new outline of the study and investigation of crime, a new criminal's classification and a new sense for the legal institution. We also analyze its consequences in terms of a new disciplinary map for crime's treatment, in which psychology assumes a central place, showing its potentialities for the normalizing intervention in the social field. La transmisión de la filosofía al continente americano puede rastrearse materialmente por medio del examen de las redes comerciales que procuraron la numerosa llegada de libros que alimentaron a las primeras bibliotecas coloniales. En ellas se resguardaron variadas obras filosóficas y humanísticas que fueron fundamentales en la promoción y el desarrollo de la cultura escrita y la educación. Al revisar algunos aspectos centrales del comercio, el control librario y la colección de obras afines en las primeras bibliotecas privadas y religiosas, (...) se pretende reconstruir, al menos en sus rasgos característicos, el devenir de la filosofía en el Nuevo Mundo. The transmission of philosophy to the Americas can be traced through the examination of the commercial networks that provided the first colonial libraries with books. These vast collections contained various philosophical and humanistic works that were a key factor in the promotion and the development of written culture and education. Reviewing some aspects on trading, book inventory and the collection of related works in the first private and religious libraries, the main goal is to reconstruct, at least in its characteristic features, the development of philosophy in the New World. Examino textos de Leopoldo Lugones y de José Ingenieros, escritos para homenajear a Domingo Faustino Sarmiento en el primer centenario de su nacimiento en 1911. Mi hipótesis es que tanto Lugones como Ingenieros se proponen legitimar un gobierno de un círculo inteligente que tiene la autoridad (la palabra y la decisión), y expone, por ende, un dogma que da fundamento a la patria y a la democracia. Dicho de otro modo, todos los actores de la patria, (productores (...) de riqueza, obreros, militares, artistas, maestros, etc.,) deben ser conducidos por esta elite inteligente (a la cual pertenecen, según ellos, tanto Sarmiento como Lugones e Ingenieros). El elitismo asociado a escritores (en el caso de Lugones) o de científicos (en el caso de Ingenieros) es el eje que articula todos sus argumentos, y es desde esta perspectiva que interpretan y evocan la figura y los escritos de Sarmiento en el primer centenario de su natalicio. I scrutinize texts of Leopoldo Lugones and José Ingenieros, written to honour Domingo Faustino Sarmiento in the first centennial of his birth in 1911. My theory is that Lugones and Ingenieros intend to legitimize a government of a clever circle that has the authority (the word and the decision), and exposes, therefore, a dogma that gives foundation to motherland and democracy. In other words, all the actors of the motherland (producers of richness, workers, military men, artists, teachers, etc.) must be led by this intelligent elite (to which, according to them, Sarmiento, Lugones and Ingenieros belong). The elitism associated to writers (in Lugones's case) or to scientists (in Ingenieros's case) is the axis that articulates the whole argument and it is since this perspective that they interprete and evoke Sarmiento's figure and writings in the first hundred anniversary of his birth. Background The Regional Committee for Africa of the World Health Organization (WHO) in 2001 expressed concern that some health-related studies undertaken in the Region were not subjected to any form of ethics review. In 2003, the study reported in this paper was conducted to determine which Member country did not have a national research ethics committee (REC) with a view to guiding the WHO Regional Office in developing practical strategies for supporting those countries. Methods This is a descriptive study. The (...) questionnaire was prepared and sent by diplomatic pouch to all the 46 Member States in the WHO African Region, through the WHO country representatives, for facilitation and follow up. The data were entered in Excel spreadsheet and subsequently exported to STATA for analysis. A Chi-Squared test (χ 2) for independence was undertaken to test the relationship between presence/absence of Research Ethics Committee (REC) and selected individual socioeconomic and health variables. Results The main findings were as follows: the response rate was 61% (28/46); 64% (18/28) confirmed the existence of RECs; 36% (10/28) of the respondent countries did not have a REC (although 80% of them reported that they had in place an ad hoc ethical review mechanism); 85% (22/26) of the countries that responded to this question indicated that ethical approval of research proposals was, in principle, required; and although 59% of the countries that had a REC expected it to meet every month, only 44% of them reported that the REC actually met on a monthly basis. In the Chi-Squared test, only the average population in the group of countries with a REC was statistically different (at 5% level of significance) from that of the group of countries without a REC. Conclusion In the current era of globalized biomedical research, good ethics stewardship demands that every country, irrespective of its level of economic development, should have in place a functional research ethics review system in order to protect the dignity, integrity and safety of its citizens who participate in research. José L. Zalabardo defends a pragmatist account of what grounds the meaning of central semantic discourses--ascriptions of truth, of propositional attitudes, and of meanings. He argues that it is the procedures that regulate acceptance and rejection that give the sentences of these discourses their meanings, and explores the application of the pragmatist template to ethical discourse. The pragmatist approach is presented as an alternative to representationalist accounts of the meaning grounds of declarative sentences, according to which a sentence has (...) the meaning it has as a result of links with the bits of the world that it purports to represent. Zalabardo develops a version of the open-question argument to support the claim that the meaning grounds of the discourses he focuses on cannot receive representationalist accounts. It is generally assumed that a declarative sentence cannot perform the function of representing the world unless it has a representationalist meaning ground. Zalabardo rejects this assumption, arguing that sentences with pragmatist meaning grounds can represent the world in exactly the same sense that sentences with representationalist meaning grounds do. This requires that there are states of affairs that the target sentences represent as obtaining, and Zalabardo develops an account of the nature of the states of affairs that can play this role for sentences with pragmatist meaning grounds. Pragmatist Semantics concludes by developing the suggestion that the meaning grounds of all our representational discourses might be ultimately pragmatist. (shrink)

Psychologists have demonstrated the value of diversity – particularly diversity of viewpoints – for enhancing creativity, discovery, and problem solving. But one key type of viewpoint diversity is lacking in academic psychology in general and social psychology in particular: political diversity. This article reviews the available evidence and finds support for four claims: Academic psychology once had considerable political diversity, but has lost nearly all of it in the last 50 years. This lack of political diversity can undermine the validity (...) of social psychological science via mechanisms such as the embedding of liberal values into research questions and methods, steering researchers away from important but politically unpalatable research topics, and producing conclusions that mischaracterize liberals and conservatives alike. Increased political diversity would improve social psychological science by reducing the impact of bias mechanisms such as confirmation bias, and by empowering dissenting minorities to improve the quality of the majority's thinking. The underrepresentation of non-liberals in social psychology is most likely due to a combination of self-selection, hostile climate, and discrimination. We close with recommendations for increasing political diversity in social psychology. (shrink)

Reliabilist accounts of knowledge are widely seen as having the resources for blocking sceptical arguments, since these arguments appear to rely on assumptions about the nature of knowledge that are rendered illegitimate by reliabilist accounts. The goal of this book is to assess the main arguments against the possibility of knowledge, and its conclusions challenge this consensus. The book articulates and defends a theory of knowledge that belongs firmly in the truth-tracking tradition, and argues that although the theory has the (...) resources for blocking the main standard lines of sceptical reasoning, there is a sceptical argument against which the theory offers no defence, as it doesn’t rely on any assumptions that the theory would render illegitimate. The book ends with the suggestion that the problem might have a metaphysical solution—that although the sceptical argument may make no illegitimate epistemological assumptions, it does rest on a questionable account of the nature of cognition.
