Even though integrity is widely considered to be an essential aspect of research, there is an ongoing debate on what actually constitutes research integrity. The understanding of integrity ranges from the minimal, only considering falsification, fabrication and plagiarism, to the maximum, blending into science ethics. Underneath these obvious contrasts, there are more subtle differences that are not as immediately evident. The debate about integrity is usually presented as a single, universal discussion, with shared concerns for researchers, policymakers and ‘the public’. (...) In this article, we show that it is not. There are substantial differences between the language of research integrity in the scientific arena and in the public domain. Notably, scientists and policymakers adopt different approaches to research integrity. Scientists tend to present integrity as a virtue that must be kindled, while policy documents and newspapers stress norm enforcement. Rather than performing a conceptual analysis through philosophical reasoning and discussion, we aimed to clarify the discourse of ‘scientific integrity’ by studying its usage in written documents. To this end, large numbers of scientific publications, policy documents and newspaper articles were analysed by means of scientometric and content analysis techniques. The texts were analysed on their usage of the term ‘integrity’ and of frequently co-occurring terms and concepts. A comparison was made between the usage in the various media, as well as between different periods in which they were published through co-word analysis, mapping co-occurrence networks of significant terms and themes. While attention to research integrity has been growing over the past decades, the processes of signalling and denouncing cases of research misconduct remain largely unstudied. In this article, we develop a theoretically and empirically informed understanding of the causes and consequences of reporting research misconduct in terms of power relations. We study the reporting process based on a multinational survey at eight European universities. Using qualitative data that witnesses of research misconduct or of questionable research practices provided, we aim to (...) examine actors’ rationales for reporting and not reporting misconduct, how they report it and the perceived consequences of reporting. In particular we study how research seniority, the temporality of work appointments, and gender could impact the likelihood of cases being reported and of reporting leading to constructive organisational changes. Our findings suggest that these aspects of power relations play a role in the reporting of research misconduct. Our analysis contributes to a better understanding of research misconduct in an academic context. Specifically, we elucidate the processes that affect researchers’ ability and willingness to report research misconduct, and the likelihood of universities taking action. Based on our findings, we outline specific propositions that future research can test as well as provide recommendations for policy improvement. (shrink)

In the article the features of the state policy on repatriation of the Crimean Tatars to their historical homeland in 1956-2014. The process of repatriation and attempt to create conditions for life in their historic homeland of the Crimean Tatars - a long and complicated process, the result of a long struggle of the Crimean Tatar people for their rights in the face of fierce discrimination on the part of the party and the Soviet leadership. Economic problems and inconsistent government (...) policies have a negative impact on many aspects of resolving the repatriation after the Soviet collapse in independent Ukraine. Repatriation of deported peoples of Crimea was made possible by the liberalization of political life in the Soviet Union after Stalin's death and condemnation in 1956 deportations policy at the Twentieth Congress of the Soviet Communist Party. However, the legal framework that was established in 1956, included the release of Crimean Tatars from special settlements residence without the right to return to Crimea, without the return of seized property. Active political actions in 1967 Crimean Tatars have provided them political rehabilitation. However, the discriminatory restrictions on returning to their historic homeland were not removed. The contents of the official of government policy towards Crimean Tatars changing only in the late 1980s. It was considered illegal and criminal repression of the peoples affected by forced deportation. To compensate for their loss of property during deportation have developed special state programs. However, spontaneous and massive return of Crimean Tatars in the early 1990s created serious social and economic difficulties. The failed coup in August 1991 and the subsequent collapse of the Soviet Union led to the denunciation of state and inter-republican agreements on implementation of joint programs of repatriation. Ukraine and Crimea were left alone with this problem. In the 1991-2014 years authorities of Ukraine are trying to solve problems of socio-economic, ethnic and humanitarian plan for the improvement and integration into Ukrainian society of the Crimean Tatars. Official conceptual approach regarding the status of the Crimean Tatars as to the object of national policy in Ukraine in 1991-2013 years was based on the recognition of ethnic group that has the same rights as other ethnic groups of Ukraine, but because of the "special reason" require additional support of the government as a guarantee of preservation and development of ethnic group. Ukraine had changed its position on this issue after the annexation of Crimea by Russia in March 2014: Crimean Tatars received the status of "indigenous people" who have the right to political self-determination in their ethnic territory as part of Ukraine. Peer review of journal submissions has become one of the most important pillars of quality management in academic publishing. Because of growing concerns with the quality and effectiveness of the system, a host of enthusiastic innovators has proposed and experimented with new procedures and technologies. However, little is known about whether these innovations manage to convince other journal editors. This paper will address open questions regarding the implementation of new review procedures, the occurrence rate of various peer review procedures and (...) their distribution over scientific disciplines or academic publishers, as well as the motivations for editors or publishers to engage in novel review procedures. It shows that in spite of enthusiastic innovation, the adoption of new peer review procedures is in fact very slow, with the exception of text similarity scanners. For now, peer review innovations appear to be restricted to specific niches in academic publishing. Analysing these niches, the article concludes with a reflection on the circumstances in which innovations might be more widely implemented. (shrink)

BackgroundTriggered by a series of controversies and diversifying expectations of editorial practices, several innovative peer review procedures and supporting technologies have been proposed. However, adoption of these new initiatives seems slow. This raises questions about the wider conditions for peer review change and about the considerations that inform decisions to innovate. We set out to study the structure of commercial publishers’ editorial process, to reveal how the benefits of peer review innovations are understood, and to describe the considerations that inform (...) the implementation of innovations.MethodsWe carried out field visits to the editorial office of two large academic publishers housing the editorial staff of several hundreds of journals, to study their editorial process, and interviewed editors not affiliated with large publishers. Field notes were transcribed and analysed using coding software.ResultsAt the publishers we analysed, the decision-making structure seems to show both clear patterns of hierarchy and layering of the different editorial practices. While information about new initiatives circulates widely, their implementation depends on assessment of stakeholder’s wishes, impact on reputation, efficiency and implementation costs, with final decisions left to managers at the top of the internal hierarchy. Main tensions arise between commercial and substantial arguments. The editorial process is closely connected to commercial practices of creating business value, and the very specific terms in which business value is understood, such as reputation considerations and the urge to increase efficiency. Journals independent of large commercial publishers tend to have less hierarchically structured processes, report more flexibility to implement innovations, and to a greater extent decouple commercial and editorial perspectives.ConclusionOur study demonstrates that peer review innovations are partly to be understood in light of commercial considerations related to reputation, efficiency and implementations costs. These arguments extend beyond previously studied topics in publishing economics, including publishers’ choice for business or publication models and reach into the very heart of the editorial and peer review process. En abril de 2021, la Comisión Bicameral de Fiscalización de los Organismos de Inteligencia del Congreso Nacional en Argentina -creada hace veinte años con la finalidad de fiscalizar a los organismos pertenecientes al Sistema de Inteligencia Nacional- presentó un informe que suscitó un escándalo mediático en materia de actividades ilegales de espionaje.

Considerando a importância das Habilidades Sociais no desenvolvimento acadêmico e profissional dos estudantes, esta pesquisa tem por objetivo verificar a existência de relações entre Habilidades Sociais e desempenho acadêmico. Este estudo caracteriza-se por uma pesquisa descritiva correlacional quantitativa, na qual participaram 628 estudantes universitários das áreas de saúde e humanas e exatas e sociais aplicadas que responderam ao Inventário de Habilidades Sociais – IHS (Del Prette & Del Prette, 2014). Para o tratamento dos dados, foi utilizado o Statistical Package for (...) the Social Sciences (IBM SPSS) 21.0 para Windows, valendo-se de testes correlacionais. Foi possível verificar a correlação entre Habilidades Sociais e desempenho acadêmico nos cursos de saúde e humanas, em contrapartida, não há correlação estatisticamente significativa entre ambos nos cursos das áreas de exatas e sociais aplicadas. Encontra-se respaldo teórico nestas verificações, sendo possível analisá-las neste artigo. (shrink)

This research aimed to examine the agreement between body mass index -based nutritional status and perceived nutritional status overall and by socio-demographic factors and to state the association between the accuracy of weight perception and weight control practices in the Chilean adult population. A population-based cross-sectional study was carried out with 5,192 Chilean adult participants from the Chilean National Health Survey 2016–2017. Agreement between BMI-based weight status and body weight perception for the total sample and across subgroups was determined using (...) the weighted kappa coefficient. The agreement between BMI-based and perceived nutritional status of the total sample was fair. A higher rate of weight perception accuracy was identified in women, younger respondents, and participants with higher education, a higher income, and from urban areas than their counterparts. Respondents with overweight or obesity tended to underestimate their nutritional status. Actions to lose weight were higher in those who had the right perception of their overweight/obesity condition and those who overestimated their body weight, regardless of their nutritional status. In all groups, weight loss behaviors were more related to the perceived than the BMI-based nutritional status. The consequences of accurate perception of the nutritional status are discussed including its effects on body weight and mental health. (shrink)

Este artículo propone abordar los archivos de inteligencia desde una perspectiva archivística incorporándola a modo de sistema de interpretación a partir de utilizar sus principios y algunos de los conceptos y procedimientos que la integran. Para ello, presenta brevemente el lugar que han ocupado las demandas por memoria, verdad y justicia en la identificación y puesta a la consulta de documentación de inteligencia en la Argentina; desarrolla la especificidad del marco conceptual archivístico para pensar la producción, gestión e investigación de (...) este tipo de documentos; realiza un recorrido por los diferentes casos de archivos de inteligencia de los que se tiene conocimiento; analiza las consecuencias que las formas de conceptualizar el Archivo han tenido sobre las tareas de gestión e investigación; y problematiza las posibilidades de indagación sobre los mismos. De esa manera, se busca destacar la importancia de valorar los conceptos referidos a la principal y primera tarea de tratamiento archivístico: la identificación; a los fines de focalizar la mirada en cuestiones vinculadas a las posibilidades de recuperar el contexto de producción de los documentos y, de esa manera, habilitar la lectura de la información literal que portan los registros en diálogo con sus contextos. Entendiendo que es a partir de ello que se abre la posibilidad de que los documentos puedan servir tanto como fuente para la historia, como para la memoria institucional y/o para la garantía en el ejercicio de derechos de todas y todos. The Malaysian society, one of the successful and managed multi-ethnic societies, is replete of imbalances and there still underlie the racial and ethnic disproportions in geographical dwellings, educational and professional fields, and economic and political roles. The modern racial relation in Malaysia is the legacy of pre-colonial and colonial period of history dating back to fifteenth and sixteenth centuries. The unstable demographic balance, the unrestricted immigration policy or the policy of divide and rule by the colonial masters contributed besides other (...) reasons toward the troubled relations between ethnic communities of Malaysia- Malays, Chinese, Indians, and others. But the way the respective Malaysian governments have managed such sour relationship in their socio-economic and political spheres is the lesson that all multiethnic states can learn from. (shrink)

Dilthey apontou primeiro a psicologia e depois a hermenêutica como tendo papel fundamental para sua filosofia da vida, cujo principal objetivo prático é desenvolver a pedagogia ou teoria geral da educação. A pedagogia necessita da ajuda da ética para estabelecer seus fins e da psicologia para indicar seus meios. Este texto tem por objetivo mostrar a relação entre hermenêutica da vida e pedagogia, para Dilthey. A filosofia da vida do autor, ao adotar procedimento hermenêutico, exercita a compreensão ou busca de (...) significado das criações humanas histórico-sociais por um tipo especial de relação entre as partes e o todo. É justamente dentro desse balanço hermenêutico que propomos apagar qualquer vestígio de ruptura, brecha ou contradição entre a busca de princípios universais da ação humana e a impossibilidade de construção da tarefa humana moral, por meio de princípios universais. Só em 1890 Dilthey deu início às conhecidas conferências sobre ética, na Universidade de Berlim. Tais conferências, publicadas em 1958 por Herman Nohl, no volume X das Obras Completas, apontam as diretrizes do caminho que deverá consolidar a ética formativa ou social, enquanto solução histórica para o alcance de princípios universais de orientação para a conduta humana. Essa trajetória efetiva-se graças ao exercício distintivamente humano da autorreflexão. Por meio dela, é possível cumprir nosso destino de manifestar, exteriorizar no tempo a energia do espírito absoluto que nos é imanente. Diante desse panorama, este texto procura sublinhar como é possível que tal pedagogia possa respeitar sua tarefa universal de orientar historicamente o desenvolvimento das novas gerações, sem dirigir o processo por meio de fins rígida e fixamente estabelecidos. Situado no campo da discussão entre a filosofia da vida e a fenomenologia, ou mais especificamente entre a escola diltheiana e o círculo fenomenológico, o artigo investiga em que esfera Dilthey é, de fato, relativista, e, no caso afirmativo, até que ponto é possível extrair, de sua posição diante da história, consequências céticas.

Dilthey claimed that first psychology and then hermeneutics played the foundational role for his philosophy of life, whose main practical goal is to develop a pedagogy or theory of education. Pedagogy needs help from ethics to establish its ends, and from psychology to indicate its means. This paper intends to show the relationship between Dilthey's hermeneutics of life and his pedagogy. Dilthey's philosophy of life, in so far it adopts the hermeneutical procedure, engages in the understanding of, or the search (...) for the meaning of, human socio-historical creations, by adopting a special type of relationship between parts and whole. It is exactly within this hermeneutical balance that we propose to extinguish any indication of a rupture, breach, or contradiction between the quest for universal principles of human behavior and Dilthey's defense of the impossibility of constructing human moral tasks by means of universal principles. Dilthey began his ethics lectures at the University of Berlin in 1890. These lectures, published in 1958 by Herman Nohl in volume X of Dilthey's collected works, indicate the direction of the trajectory by which formative or social ethics are consolidated as a historical solution for reaching universal principles that can guide human purposes. This trajectory is a result of the distinctively human exercise of self-reflection, by means of which we can fulfill our destiny of manifesting and exteriorizing in time the immanent energy of the absolute spirit. Este artigo aborda as questões de regulação de mercados com foco em dois países: China e Estados Unidos da América, ambos influentes na condução de cenários políticos, econômicos, tecnológicos e sociais. O objetivo da pesquisa é demonstrar, por meio da revisão dos dois maiores sistemas econômicos – capitalismo e socialismo – como os aplicativos chineses WeChat e TikTok suscitaram conflitos em prol da regulação de mercados que utilizam inovações tecnológicas. A pesquisa adotou o método dedutivo e bibliográfico, por meio de (...) documentação indireta. Conclui-se que os conflitos eram mais ideológicos-políticos do que jurídicos-normativos. (shrink)

As novas modalidades de operações financeiras realizadas por bancos tradicionais versus suas contrapartes no ambiente virtual, as quais utilizam dados bancários e informações pessoais e sensíveis dos usuários naquilo que se chama de open banking é o tema central do trabalho. Assim, partiu-se de uma definição geral desse termo, declinando sua tentativa de regulação para analisar seu acoplamento com LGPD, concluindo-se da necessidade de uma intervenção do órgão regulador (BACEN) balanceando proteção de dados e aumento da concorrência gerado pelo instituto (...) estudado. A pesquisa bibliográfica foi utilizada e o método dialético foram utilizados pelo prisma da Análise Econômica do Direito. (shrink)

In this paper we present the problem of a noisy lexical taxonomy and suggest two tasks as potential remedies. The first task is to identify and eliminate incorrect hypernymy links, and the second is to repopulate the taxonomy with new relations. The first task consists of revising the entire taxonomy and returning a Boolean for each assertion of hypernymy between two nouns (e.g. brie is a kind of cheese). The second task consists of recursively producing a chain of hypernyms for (...) a given noun, until the most general node in the taxonomy is reached (e.g. brie → cheese → food → etc.). In order to achieve these goals, we implemented a hybrid hypernym-detection algorithm that incorporates various intuitions, such as syntagmatic, paradigmatic and morphological association measures as well as lexical patterns. We evaluate these algorithms individually and collectively and report findings in Spanish, English and French. (shrink)

Esse artigo teórico tem como objetivo discutir o problema do suicídio praticado por homens e suas implicações para os serviços de atenção básica à saúde. Utilizou-se o método da revisão narrativa, uma forma de pesquisa que visa contribuir para a reflexão e a discussão sobre um assunto sem pretender reproduzir dados ou responder questões quantitativas específicas. Tendo como base os descritores “suicídio”, “homem” e “saúde”, identificou-se a partir das plataformas Scielo e Pubmed 56 artigos produzidos nos últimos cinco anos em (...) português e inglês, dentre os quais seis foram selecionados. A análise dos resultados indica que no Brasil as ocorrências de suicídio são mais elevadas nas Regiões Sul e Centro Oeste, onde cerca de 70% dos casos são de homens jovens que optam pelo enforcamento. Pode-se identificar como causa aspectos sociais, econômicos, relacionais, psicológicos e aspectos culturais que implicam transformações nas formas como a sociedade vê os homens e na necessidade de que eles reconheçam suas fragilidades. As masculinidades tradicionais precisam ser revistas a fim de que lhes seja possível reconhecer suas limitações diante da vivência de problemas emocionais, buscando-se superar sua recusa a buscar ajuda nos momentos de fragilidade e intenso sofrimento. Conclui-se que os serviços básicos precisam dinamizar suas ações e promover campanhas preventivas, participação da comunidade, facilitação do acesso a profissionais da saúde mental e diversificação de abordagens, compreendendo o suicídio praticado por homens em suas especificidades. Enquanto problema de saúde pública, o suicídio precisa ser abordado de forma preventiva com ações voltadas para o público em geral, sendo importante compreender sua complexidade no que se refere às questões das masculinidades. Uma das abordagens que estuda o construto da motivação é a teoria da autodeterminação, que discrimina diferentes estilos motivacionais: desmotivação, motivação extrínseca e motivação intrínseca. Este estudoobjetivou identificar motivações de acadêmicos de um curso de Educação Física do estado São Paulo, Brasil, para participarem de uma capacitação em natação para pessoas com deficiência físicas, bem como a motivação para atuação como tutores desse mesmo grupo. Trata-se de um estudo qualitativo realizado por meio de entrevistas semiestruturadas. Participaram 20 acadêmicos do curso (...) de Educação Física,divididos em: capacitação teórica – CT e capacitação teórica associada a tutoria em natação adaptada-CTP. Após análise, as seguintes categorias e subcategorias foram estabelecidas: motivação extrínseca (objetivos ou ganhos futuros; decorrente de fatores externos e vinculada à recompensa ou punição) e desmotivação (sentimentos e percepções). Conclui-se que os principais fatores que motivaram os acadêmicos estiveram vinculados à motivação extrínseca. (shrink)
