The hydrogen economy has received increasing attention recently. Common reasons cited for investigating hydrogen energy options are improved energy security, reduced environmental impacts, and its contribution to a transition to sustainable energy sources. In anticipation of these benefits, national and local initiatives have been launched in the United States, creating pilot “roadmaps” and technology partnerships to explore hydrogen economy platforms. Although hydrogen can provide several positive improvements over a carbon- or uranium-based energy system, several problems are also likely. As well, (...) competitive technologies (e.g., hybrid vehicles) may offer comparatively greater economic and/or environmental advantages. Before policies to advance a hydrogen energy economy proceed, it is vital that all aspects of hydrogen be compared with other available alternatives. Important questions to ask in this regard are whether a hydrogen economy can fulfill key energy needs and whether there are appropriate roles for hydrogen to play in a sustainable energy future. In his classic paper On Computable Numbers Turing analyzed what can be done by a human computor in a routine, “mechanical” way. He argued that mechanical op-erations obey locality conditions and are carried out on configurations satisfying boundedness conditions. Processes meeting these restrictive conditions can be shown to be computable by a Turing machine. Turing viewed memory limitations of computors as the ultimate reason for the restrictive conditions. In contrast, Gandy analyzed in his paper Church’s Thesis and Principles for Mechanisms (...) what can be done by “discrete deterministic mechanical devices” and appealed to physical considerations to motivate restrictive principles. These devices include, crucially, ones that carry out parallel processes, e.g., cellular automata. Following Turing’s methodological ways and guided by Conway’s “Game of Life” as a paradigm, Gandy formulated four restrictive principles and proved that devices satisfying them are computationally equivalent to Turing machines. According to a popular doctrine known as "intentionalism," two experiences must have different representational contents if they have different phenomenological contents, in other words, what they represent must differ if what they feel like differs. Were this position correct, the representational significance of a given affect (or 'quale'---plural 'qualia'--to use the preferred term), e.g. a tickle, would be fixed: what it represented would not be a function of the subject's beliefs, past experiences, or other facts about his past or present (...) psychological condition. To be sure, many a quale has a significance; but it is never a quale's intrinsic properties that assign it that significance, it being quale-external facts about the subject's psychological composition that do so. Natural deduction (for short: nd-) calculi have not been used systematically as a basis for automated theorem proving in classical logic. To remove objective obstacles to their use we describe (1) a method that allows to give semantic proofs of normal form theorems for nd-calculi and (2) a framework that allows to search directly for normal nd-proofs. Thus, one can try to answer the question: How do we bridge the gap between claims and assumptions in heuristically motivated ways? This informal (...) question motivates the formulation of intercalation calculi. Ic-calculi are the technical underpinnings for (1) and (2), and our paper focuses on their detailed presentation and meta-mathematical investigation in the case of classical predicate logic. As a central theme emerges the connection between restricted forms of nd-proofs and (strategies for) proof search: normal forms are not obtained by removing local "detours", but rather by constructing proofs that directly reflect proof-strategic considerations. The present paper examines the arguments and data presented by Nisbett and Wilson relevant to their thesis that subjects do not have access to their own cognitive processes. It is concluded that their review of previous research is selective and incomplete and that the data they present in behalf of their thesis does not withstand a demand characteristics analysis. Furthermore, their use of observer-subject similarity as evidence of subjects' inability to access cognitive processes makes tests of their hypothesis confounded and, (...) at the same time, reveals limitations in the application of the pre-inquiry quasi-control to research on social behavior. Problems with postexperiment questionnaires, such as the demand characteristics of the inquiry procedure are also considered. Although there are difficulties in assessing subjects' cognitive processes, many of these may be overcome through the application of novel techniques and research conducted on more traditional methods. In contrast to the view that subjects have limited access to cognitive processes and that their verbal reports are not valid, it is concluded that subjects' verbalizations are a rich source of psychological data which must be pursued if we are to tap their cognitive processes and are to gain an adequate understanding of human behavior. As liberal democracies, what can the United States, Europe, and Japan be expected to embrace as “democratic” solutions to global environmental problems such as climate change? It is our argument that contradictions in liberal democratic politics lead these states to advocate solutions that are nature-as-commodity oriented and that idealize the notion of “managed nature.” In the case of climate change, we specifically argue that liberal democracies can be expected to pursue a policy regime of “efficient global warming.”.

Copenhagen interpretation of quantum mechanics deals with these problems is reviewed. A new interpretation of the formalism of quantum mechanics, the transactional interpretation, is presented. The basic element of this interpretation is the transaction describing a quantum event as an exchange of advanced and retarded waves, as implied by the work of Wheeler and Feynman, Dirac, and others. The transactional interpretation is explicitly nonlocal and thereby consistent with recent tests of the Bell inequality, yet is relativistically invariant and fully causal. (...) A detailed comparison of the transactional and Copenhagen interpretations is made in the context of well-known quantum-mechanical Gedankenexperimenre and "paradoxes." The transactional interpretation permits quantum-mechanical wave functions to be interpreted as real waves physically present in space rather than as "mathematical representations of knowledge" as in the Copenhagen interpretation. The transactional interpretation is shown to provide insight into the complex character of the quantum-mechanical state vector and the mechanism associated with its "collapse." It also leads in a natural way to justification of the Heisenberg uncertainty principle and the Born probability law (P = ii iij*), basic elements of the Copenhagen interpretation. (shrink)

The works of Paul K. Feyerabend, Norwood Russell Hanson and Thomas S. Kuhn have come to occupy a central place in the annals of contemporary philosophy of science. Some of their contemporaries,, tend to regard them as the vanguard of a new “revolutionary” intellectual movement. Reacting against the views of their positivist predecessors, they embrace and propagate the idea that “pervasive presuppositions” are fundamental to scientific investigations. Thus, Feyerabend thinks that, “... scientific theories are ways of looking at the world; (...) and their adoption affects our general beliefs and expectations, and thereby also our experiences and our conception of reality”. This is in stark contrast to the positivist view that the aim of science is the systematization of experience that exists independently of any scientific theories. This new view of scientific theories also involves a “radical” conception of the nature of theoretical change. Rejecting the positivist notion of any constant element through such change, Kuhn regards a basic theoretical change as a conceptual revolution and “wants to say that after a revolution scientists are responding to a different world”. Hanson uses the phrase ‘theory-loaded’ to give expression to a view of the semantic content of observation statements that follows from this general position. (shrink)

Climate change, rising energy costs, and other dilemmas raise the prospect for major change in energy-ecology-society relations. Two prominent proposals for change include: a nuclear power renaissance; and mega-scale renewable energy development. Both suggest that modern society will receive a rising stream of less CO2-rich kilowatt-hours, so that increased energy consumption and economic growth can continue. The article doubts these CO2 claims and finds both options lead to deepening unsustainability and environmental injustice. A third approach is proposed. A new institutional (...) and community strategy called a Sustainability Energy Utility. The SEU looks to reduce energy use and seeks to support remaining energy needs by community-scale renewables. To accomplish deep energy change, the authors show how an SEU can move society from an energy commodity to energy commons regime. Commonwealth economy and community trusts are key means to significant change: a future commons is offered as the more appropriate strategy. (shrink)

Global climate change may result in a wide array of social and environmental harms, and this prospect has given rise to an international treaty, the 1992 UN Framework Convention on Climate Change. Scientific uncertainties, nation state politics, and economic resistance had to be addressed before this landmark environmental agreement could be realized. However, questions remain about the foundations and core commitments of this agreement. Ellul's characterology of technique is applied to the task of building a critique of the current international (...) response to climate change and is allied to the proposition that ecological justice should guide the social response to climate change. It is argued that contemporary international efforts are directed at producing a “rational climate,” rather than a climate for ecological justice. (shrink)

The appearance of Priestley's electrical work as a brief and irrelevant prelude to his more substantial chemical enquiries may explain why it has been strangely overlooked by historians of science. It was only fairly recently that Sir Philip Hartog sought to rectify this situation with the affirmation that ‘Priestley's electrical work offers the key to Priestley's scientific mind’. Attacking traditional chemical historiography for tracing Priestley's opposition to Lavoisier's theory to a deficiency in his scientific sensibilities, Hartog insisted that Priestley's natural (...) philosophy can properly be understood only in relation to his ‘profound convictions on scientific method’ as fully expressed in the History of electricity. Only thus would Priestley's scientific thought be related correctly to his ‘work as a whole’. (shrink)
