Se discuten varias concepciones con respecto al carácter normativo de la filosofía de la ciencia. De entre éstas, se aboga por una forma de naturalismo comprometido con la necesidad de discutir los valores (epistémicos o no) de la ciencia. El ejemplo de la "ciencia reguladora" ilustra esa necesidad.

How should automated vehicles react in emergency circumstances? Most research projects and scientific literature deal with this question from a moral perspective. In particular, it is customary to treat emergencies involving AVs as instances of moral dilemmas and to use the trolley problem as a framework to address such alleged dilemmas. Some critics have pointed out some shortcomings of this strategy and have urged to focus on mundane traffic situations instead of trolley cases involving AVs. Besides, these authors rightly point (...) out the political nature of the most interesting debates involving AVs. However, in our view, they do not offer an adequate account of the distinction between ethics and politics and still see their proposals as contributions to the ethics of AVs. We argue that many of the interesting questions about how AVs should behave, both in emergency and other situations, are of political, and not moral, nature. This view is based on a conception of politics and political normativity that we have developed elsewhere and that we call “political minimalism.” Additionally, we show that this proposed perspective has significant consequences for the design, management, and regulation of transport systems. What is the relationship between morals and politics? What is the relationship between moral philosophy and political philosophy? Defenders of political moralism postulate moral aims or constraints for politics, and hence they see political philosophy as a chapter of moral philosophy. Contrastingly, advocates of political realism describe politics as an independent endeavor aiming at providing order and security, and conceive of political philosophy as an autonomous discipline. This article claims that political moralism and political realism share the mistake of assuming (...) that politics has substantial, permanent goals or constraints. After criticizing political substantialism, the article explains the main ingredients of its alternative, political minimalism: the idea that politics, understood as collective instrumental rationality, aims at providing adequate means for the accomplishment of people's goals, whatever these are; and the conception of the relationship between morality and politics as one of “reciprocal containment.” Finally, it addresses some foreseeable criticisms of political minimalism. According to political minimalism, a debate is considered political when it revolves around the question “What shall we do?” This account suggests that certain issues related to human enhancement technologies (HETs), which have traditionally been addressed in the realm of applied ethics, could be better approached from a political standpoint. However, this raises the question of who constitutes the “we” – the communities that face the political challenges posed by HETs. We argue that there is a global human community that (...) directly faces at least some of these challenges, and this fact underscores the relevance of a cosmopolitan perspective. While some authors have already advocated for a cosmopolitan approach in addressing issues such as poverty or climate change, they often do so from a moral outlook, without adequately distinguishing between ethics and politics. In contrast, we assert that HETs present compelling arguments in favour of cosmopolitanism as a political stance. In support of this claim, we consider two cases: the pills that would allow people to eat at will without gaining weight, and the choice between different types of cognitive enhancers. (shrink)

Regulatory science, which generates knowledge relevant for regulatory decision?making, is different from standard academic science in that it is oriented mainly towards the attainment of non?epistemic (practical) aims. The role of uncertainty and the limits to the relevance of academic science are being recognized more and more explicitly in regulatory decision?making. This has led to the introduction of regulation?specific scientific methodologies in order to generate decision?relevant data. However, recent practical experience with such non?standard methodologies indicates that they, too, may be (...) subject to important limitations. We argue that the attainment of non?epistemic values and aims (like the protection of human health and the environment) requires not only control of the quality of the data and the methodologies, but also the selection of the level of regulation deemed adequate in each specific case (including a decision about which of the two, under?regulation or over?regulation, would be more acceptable). Our aim is to defend the Precautionary Principle (PP) against the main theoretical and practical criticisms that it has raised by proposing a novel conception and a specific formulation of the principle. We first address the theoretical concerns against the idea of there being a principle of precaution by arguing for a distinctively political conception of the PP as opposed to a moral one. Our claim is that the rationale of the PP is grounded in the fact that contemporary societies (...) wish to avoid morally unacceptable risks while at the same time pursuing other goals, aspirations and values. Following this political conception of the PP, we propose a specific formulation in terms of an argumentation scheme—the Argumentation Scheme for Appealing to Precaution—which is meant to solve, in turn, the main practical concerns that the PP has raised. We explain the advantages of our proposal by analysing appeals to precaution in the cases of (1) the European restrictions on the free movement of persons during the COVID-19 pandemic and (2) the discharge of nuclear wastes into the Irish Sea. A faulty understanding of the relationship between morality and politics encumbers many contemporary debates on human enhancement. As a result, some ethical reflections on enhancement undervalue its social dimensions, while some social approaches to the topic lack normative import. In this essay, I use my own conception of the relationship between ethics and politics, which I call “political minimalism,” in order to support and strengthen the existing social perspectives on human-enhancement technologies.

In this paper I distinguish two ways of using the expression ‘epistemological naturalism’. In one sense, naturalism amounts to a denial that epistemology should be understood as a kind of first philosophy providing the foundations for science from outside. In a second sense, naturalism holds that human knowledge is a natural phenomenon and that epistemology should be seen as a chapter of natural science. Moreover, naturalism in this second sense usually incorporates some additional specifications that build up a very restrictive (...) concept of science. Two different projects for naturalizing epistemology lie behind these two meanings of ‘naturalism’, and the two projects, although sometimes seen as complementary or even equivalent, are not necessarily so. After drawing this distinction, I set out the difficulties faced by those naturalistic stances that do not discriminate sharply enough or do not establish the appropriate hierarchical relationship between both projects. Finally, I argue for a conception of epistemology which is best described as a radical antilfoundntionnlism. This conception sticks to the requirements that follow from naturalism when understood in the first sense above, and takes the cluster of theses that give birth to the second as subsidiary and revisable. This article tries to elucidate the Deleuzian project of the reversal of Platonism in relation to that of Nietzsche. To this aim, I have made a predominantly historiographic sketch of the question in both authors. In the case of Nietzsche, I inquired about both the relationship that the reversal of Platonism presents in his philosophy with the problem of nihilism and the evolution that the topic undergoes throughout his vast intellectual production, until it reaches its final formulation. With regard to (...) Deleuze, I offer a broad overview of his work aimed at tracing the subject, from his interpretation of the Nietzschean formulation, as opposed to that of Heidegger, to the meticulous way in which it fits into his own philosophy as a shift of the essence in favour of the event as a source of singularities. The goal of this essay is to expose the foundations of Enrique Dussel’s philosophy of liberation and to explain its contributions in the context of Latin-american thinking. In a postmetaphysical level of foundation, the philosophy of liberation adopts the ethos from semitic thinking and the Levinas’ hermeneutics of the «Other» with the proposal of formulate a criticism of eurocentrism and to build an alternative philosophical model. Nowadays, the quality standards of higher education institutions pay special attention to the performance and evaluation of the students. Then, having a complete academic record of each student, such as number of attempts, average grade and so on, plays a key role. In this context, the existence of missing data, which can happen for different reasons, leads to affect adversely interesting future analysis. Therefore, the use of imputation techniques is presented as a helpful tool to estimate the value of missing (...) data. This work deals with the academic records of engineering students, in which imputation techniques are applied. More specifically, it is assessed and compared to the performance of the multivariate imputation by chained equations methodology, the adaptive assignation algorithm based on multivariate adaptive regression splines and a hybridization based on self-organisation maps with Mahalanobis distances and AAA algorithm. The results show that proposed methods obtain successfully results regardless the number of missing values, in general terms. (shrink)

Este artículo indaga en la noción de verdad como inspiración propuesta por Lévinas, la cual se presenta como una alternativa a la concepción clásica de verdad como desvelamiento y representación. Metodológicamente se analiza la obra levinasiana, en especial De otro modo que ser o más allá de la esencia, llegando a la conclusión de que la subjetividad inspirada y (...) profética, lo Otro en el mismo que interpela a la responsabilidad, abre el horizonte de una verdad que no es adecuación sino enseñanza e inquietud. La verdad no emerge como una actividad cognoscitiva del sujeto individual, sino que nace en la praxis ética como inspiración a la responsabilidad. ABSTRACT Emmanuel Lévinas has developed his ethics of otherness from a vision of subjectivity as language and proximity. This article investigates the notion of truth as inspiration proposed by Lévinas, which is presented as an alternative to the classical conception of truth as unveiling and representation. Methodologically, the Levinasian work is analyzed, especially Otherwise than being or beyond essence, reaching the conclusion that the inspired and prophetic subjectivity, the Other in the same that calls for responsibility, opens the horizon of a truth that is not adequacy but teaching and restlessness. The truth does not emerge as a cognitive activity of the individual subject, but is born in ethical praxis as an inspiration to responsibility. (shrink)

An essential requirement for increasing human confidence in computer systems is knowing an event’s origin. Therefore, it is necessary to have an efficient method to record such information. It is especially challenging in robotics, where unexpected behaviours can have unpredictable consequences, endangering the interests of people or even their safety. Furthermore, to analyse an incident’s cause or anticipate future behaviours, we must identify the events that cause a specific action. Although it is common to use logging systems for such purposes, (...) issues such as partial recording of events, unhelpful data or the impact on robot performance suggest conceiving new accountability solutions that assist when determining the responsible entities or the provenance of specific information. This paper presents a general-purpose approach to developing an accountability system for autonomous robots. It consists of four main components: a system event logger, a message producer, a distributed event streaming platform and a database. Our proposal is completely decoupled from the monitored system and allows real-time analysis, improving flexibility, besides system protection and transparency. Finally, the need to reduce the impact of the audit process and logging tasks on robot performance has promoted the development of different assessment scenarios to determine the best strategy for providing accounting services. Aberrations introduced by the atmospheric turbulence in large telescopes are compensated using adaptive optics systems, where the use of deformable mirrors and multiple sensors relies on complex control systems. Recently, the development of larger scales of telescopes as the E-ELT or TMT has created a computational challenge due to the increasing complexity of the new adaptive optics systems. The Complex Atmospheric Reconstructor based on Machine Learning is an algorithm based on artificial neural networks, designed to compensate the atmospheric turbulence. During (...) recent years, the use of GPUs has been proved to be a great solution to speed up the learning process of neural networks, and different frameworks have been created to ease their development. The implementation of CARMEN in different Multi-GPU frameworks is presented in this paper, along with its development in a language originally developed for GPU, like CUDA. This implementation offers the best response for all the presented cases, although its advantage of using more than one GPU occurs only in large networks. (shrink)

RESUMEN: Este trabajo considera la conceptualización y aplicación de la figura de los ajustes razonables en Qatar tras nueve años desde la ratificación de la Convención sobre los Derechos de las Personas con Discapacidad (CDPD). En él se trata de analizar la situación de igualdad y no discriminación de las personas con discapacidad utilizando como medida de impacto la figura de ajustes razonables. El artículo destaca las principales fallas y virtudes del Estado de Qatar respecto a esta figura y traza (...) un camino a fin de poder avanzar en la inclusión de las personas con discapacidad a la luz de la CDPD. ABSTRACT: This paper considers the conceptualization and application of reasonable acommodation in Qatar after nine years since the ratification of the Convention on the Rights of Persons with Disabilities (CRPD). It analyzes the situation of equality and non-discrimination of people with disabilities using the figure of reasonable adjustments as an impact measure. The article highlights the main failures and virtues of the State of Qatar regarding reasonable accommodation and draws a path to move forward in the inclusion of people with disabilities in the light of the CRPD. Este artículo reflexiona sobre formas de acceder a la realidad social a través del uso de metodologías de investigación online que tienen características híbridas. Primero se dan algunas claves para la construcción y ejecución de grupos de discusión en un contexto online. Una de las características centrales de esta técnica es su composición híbrida, moviéndose entre lo que sería un grupo de discusión y un grupo focal. El paso de la mediación a la conducción marca fuertemente la transición de una (...) fase de grupos de discusión a una fase de grupo focal. Segundo, se reflexiona sobre Facebook y algunos posibles usos que se le puede dar a esta red social digital con la finalidad de llevar a cabo de mejor manera técnicas de investigación aplicadas al contexto online. En este sentido, se reflexiona sobre el avatar o perfil de Facebook en dos direcciones: para efectos de la composición muestral de un grupo de discusión online y como material que ayuda al análisis de las posiciones discursivas que tienen los sujetos estudiados.
