La violencia en México, específicamente en algunos estados de la República mexicana en donde la población se enfrenta a situaciones de peligro, tiene como una de tantas consecuencias la ausencia de personal médico que se desempeñe como profesional y proporcione servicios de salud en estas zonas rurales. En este sentido, es de considerar que la asignación de recursos humanos en salud es fundamental para el funcionamiento de un sistema eficiente y observar las causas por las que médicos que desde el (...) servicio social hasta el desempeño de su especialidad no consideran trabajar en lugares en donde se sienten vulnerables. En este proceso, es importante visibilizar los cuestionamientos éticos que pueden surgir por lo que este trabajo pretende dar importancia al tema de la exposición de circunstancias, hechos y cifras dentro de esta problemática y plantear las cuestiones normativas pertinentes dentro de este contexto. We discuss the view that a hole is identical to the region of spacetime at which it is located. This view is more parsimonious than the view that holes are sui generis entities located at those regions surrounded by their hosts and it is more plausible than the view that there are no holes. We defend the spacetime view from several objections.

This paper describes the research carried out into small and medium enterprises (SMEs) and corporate responsibility (CR) in the Northwest of England during Phase I of Responsibility Northwest, a partnership programme designed to significantly increase the CR of the region. By engaging with significant numbers of SMEs and SME support providers across the region, key insights were gained in three key areas: • The current attitudes to, understanding of, and management of CR issues in the SME sector.• The barriers to (...) greater implementation of CR management.• The opportunities for overcoming the barriers and improving regional CR. The research revealed a large diversity both in terms of understanding of the issues and their management. Seven key barriers to improve CR performance were identified which centred round the inappropriateness and inaccessibility of current CR approaches and support services on CR, certain characteristics of SMEs which tend to reduce their interest and opportunities for engaging in CR activities and supply-chain barriers. Fortunately there was significant agreement on the mechanisms which should be used to overcome these barriers, in particular the importance of delivering CR support through existing business networks that are valued and trusted by SMEs. These results have been used to create the partnership programme, Responsibility Northwest Phase II that runs until 2008 and aims to significantly increase the overall CR of Northwest England. Today, a major challenge for climate science is to overcome what is called the “usability gap” between the projections derived from climate models and the needs of the end-users. Regional Climate Models (RCMs) are expected to provide usable information concerning a variety of impacts and for a wide range of end-users. It is often assumed that the development of more accurate, more complex RCMs with higher spatial resolution should bring process understanding and better local projections, thus overcoming the usability gap. (...) In this paper, I rather assume that the credibility of climate information should be pursued together with two other criteria of usability, which are salience and legitimacy. Based on the Swiss climate change scenarios, I study the attempts at meeting the needs of end-users and outline the trade-off modellers and users have to face with respect to the cascade of uncertainty. A conclusion of this paper is that the trade-off between salience and credibility sets the conditions under which RCMs can be deemed adequate for the purposes of addressing the needs of end-users and gearing the communication of the projections toward direct use and action. The article is devoted to the formation of linguistic, communicative and cultural competence among students bilinguals in teaching Russian language and speech culture. The authors put forward the thesis that the training of specialists in the conditions of bilingualism re quires not only a higher level of learning a second language, but also a qualitatively different level of comprehension. It is proved that the discipline ‘Russian and the culture of speech‘ assumes formation of communicative and culturological competence of the higher (...) education institutions, which are trained on two-profile offices taking into account a regional component. Relevance of research in this area is increasing each year since the treatment of the person as the center of all systems of cognition highlights in the pedagogical University the formation of the modern language personality, capable of effective professional activity. The functional approach provides detection of features of functioning of language units in different spheres of public work. The communicative principle means that acquisition of Russian as a means of communication happens in the course of speech practice most approached to process of communication in Russian. The detection of similarity and distinctions between languages, interlingual comparison promotes establishment and a lexical interference. The linguistic-cultural principle provides understanding of language as the phenomena of culture and is connected with ability to define national-cultural components of linguistic units - words, phraseological combinations, grammatical categories of the text. Involvement of regional component as a basis in practice of teaching Russian and culture of speech increases efficiency of all process of training of students of national branch. (shrink)

I will outline four justifications of regional ecological obligations calling for different political authorities to collaborate for ecological reasons: through voluntary agreement between political entities united by an ecological region; by a shared regional history or cultural relations to an ecological region; with reference to ‘place-based’ duties with an ecological basis; or by obligations to an extended set of individual right-holders. None are conclusive reasons but show that there are normative grounds for regional collaboration of separate political authorities. The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In attempting to (...) develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. Regional integration over the past decade has facilitated a huge flow of foreign direct investment (FDI) into Latin America. Less is known, however, about why these newforeign enterprises decided to enter specific markets. This study investigates three recent investments in Costa Rica: two by U.S.-based multinational corporations (MNCs) and another by an MNC based in Spain. The behavior of these MNCs is examined in their initial bargaining and subsequent operations. Through the lens of political economy, this study concludes that Costa (...) Rica’s stable democratic institutions and formalized economic links through multilateral and regional trade and investment accords constitute an advanced factor of comparative advantage that attracted foreign investment to Costa Rica and induced the MNCs to become responsive to host country interests. A topological description of space is given, based on the relation of connection among regions and the property of being limited. A minimal set of 10 constraints is shown to permit definitions of points and of open and closed sets of points and to be characteristic of locally compact T2 spaces. The effect of adding further constraints is investigated, especially those that characterise continua. Finally, the properties of mappings in region-based topology are studied. This paper introduces a new theory of constant regions, which generalizes that of interstices, in nonstandard models of arithmetic. In particular, we show that two homogeneity notions introduced by Richard Kaye and the author, namely, constantness and pregenericity, are equivalent. This led to some new characterizations of generic cuts in terms of existential closedness.

The article locates work on regional development, and in particular action research, within the context of debates on neo-liberalism and democracy. The “learning regions” approach is explored, but the scale of the challenges to overcome is emphasised.

The paper considers the role of universities as actors in regional development, and the implications for approaches to knowledge, including knowledge construction. The new role for universities requires the production of knowledge, which relates to the needs of the region. Particular attention was given to the Agder region of Norway, and Agder University College.

The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of “shrinking regions” and two initiatives: Regions for All Ages and SEN@ER - Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver economies. Extended simple regions have been the focus of recent developments in philosophical logic, metaphysics, and philosophy of physics. However, only a handful of works provides a rigorous characterization of an extended simple region. In particular, a recent paper in this journal defends a definition based on an extrinsic notion of least distance. Call it the Least Distance proposal. This paper provides the first assessment of it. Contrastive neuroimaging is often taken to provide evidence about the localization of cognitive functions. After canvassing some problems with this approach, I offer an alternative: neuroimaging gives evidence about regions of the brain that bear difference-making relationships to psychological processes of interest. I distinguish between the specificity and what I call the systematicity of a difference-making relationship, and I show how at least some neuroimaging experiments can give evidence for systematic difference-making.

Economies of scale and equivalent consumption units, which are present in households, must be considered in the measurement of monetary poverty, in order to obtain indicators that approximate the reality of each household. Therefore, in this research, monetary poverty in Ecuador is measured and analyzed at the provincial level for the period 2009–2016. It works with data from the National Survey of Employment, Unemployment and Underemployment and the INEC methodology is used to measure poverty, but per-capita income is replaced by (...) equivalent income, generated by applying a one-parameter scale and two two-parameter scales. The main results show that monetary poverty rates are significantly lower when equivalent income is applied, that there is high poverty sensitivity depending on the equivalence scale used and that the provinces with the highest levels of poverty are located in the Amazon region. A limited number of studies attempted to account for regional and community‐level variables in exploring the mediating mechanisms conditioning the structure of educational opportunities. As a result, contextual dynamics of social stratification remain largely obscure. The aim of the present paper is to examine the relative effects of regional, locality and high school variables on access opportunities of Palestinian Arab high school pupils in Israel to educational credentials. The analysis is based on the aggregate data of 46 Arab localities. Findings (...) reveal that while high school tracking patterns are affected by high school variables at community level , access to educational credentials is determined by community‐level SES and the locality's geographic location . SummaryDate from the Census Fertility Reports are used to investigate social and regional variations in family size in the Republic of Ireland. Although Ireland is noted for its high level of fertility, average family size declined by approximately 10% between 1946 and 1971. There are distinct socioeconomic variations in family size in that Roman Catholic family size is greater than that of non-Catholics and the middle classes have the smallest families within each of the religious groups. There are also marked (...) regional differences in family size. In 1946, there was a clear division between the west coast counties with the largest families and the east coast conties with the smaller families. By 1961 and 1971 this pattern had become less clearly demarcated and areas with relatively large families were found in most parts of the country. It is suggested that regional variations in family size can be influenced by a variety of factors, such as differences in religious affiliation, occupation, infant mortality and the degree of selection through emigration. Of these factors, it is found that in both 1946 and 1971 variations in occupation were most strongly related to family size and it appears that economic and occupation changes within Ireland have brought about the changing regional pattern of family size. The main goal of this work is to place the Regional History of Education into the broader context of general history and to create a theoretical structure that includes its main approaches and characteristics while avoiding the frequent confusions and oversights with which it is often associated. Our outline of regional history alludes to its conceptual foundations, defines the object of its analysis and also identifies the convergence of factors that shape this area of study, such as genealogy, multicentrism, comparison (...) and social synthesis. Once these different aspects have been described it will be easier to understand that the past is not only a dependent variable of time but also, to a great degree, of space. (shrink)

This book explores the key motif of the religious Other in devotional (bhakti) literatures and practices from across the Indian subcontinent. The primary aim of this book is to reconsider and challenge inherited notions of the bhakta's or devotee's Other and unmask processes of representation that involve adoption, appropriation, and rejection of different social and religious agents. The book considers the ways in which bhakti might be conceived as having an inter-regional impact--as a force, discourse, network, mythology, ethic--while critically engaging (...) with extant scholarly narratives about what bhakti is and tracing when and how those narratives have been used. The sheer diversity of South Asia's devotional traditions renders them an especially rich resource for examining social and religious fault lines, thereby furthering scholarly understanding of how communalism and sectarianism originate and develop on local or regional levels, with wider geographic implications. Bringing together studies from a subcontinent-wide variety of linguistic, geographical, and historical frames for the first time, this book will be an important contribution to the literature on bhakti, and it will be of interest to scholars of South Asian Religion and Asian Religion. In the last decades, Mexican government applied traditional economic policies to overcome underdevelopment and to face the recurrent economic crisis. As a result, macroeconomic indicators show an acceptable economic performance, however, half of population is considered poor. One of the poorest region is Soconusco in the southern state of Chiapas. The Soconusco Strategic Plan 2020 proposes development strategies based on the regional characteristics. As a precondition for these strategies to work, a knowledge based platform has to be built. Regions-based theories of space aim—among others—to define points in a geometrically appealing way. The most famous definition of this kind is probably due to Whitehead. However, to conclude that the objects defined are points indeed, one should show that they are points of a geometrical or a topological space constructed in a specific way. This paper intends to show how the development of mathematical tools allows showing that Whitehead’s method of extensive abstraction provides a construction of objects that are fundamental (...) building blocks of specific topological spaces. With regard to facial emotion recognition, previous studies found that specific facial regions were attended more in order to identify certain emotions. We investigated whether a preferential search for emotion-specific diagnostic regions could contribute toward the accurate recognition of facial emotions. Twenty-three neurotypical adults performed an emotion recognition task using six basic emotions: anger, disgust, fear, happiness, sadness, and surprise. The participants’ exploration patterns for the faces were measured using the Moving Window Technique (MWT). This technique presented a small window (...) on a blurred face, and the participants explored the face stimuli through a mouse-controlled window in order to recognize the emotions on the face. Our results revealed that when the participants explored the diagnostic regions for each emotion more frequently, the correct recognition of the emotions occurred at a faster rate. To the best of our knowledge, this current study is the first to present evidence that an exploration of emotion-specific diagnostic regions can predict the reaction time of accurate emotion recognition among neurotypical adults. Such findings can be further applied in the evaluation and/or training (regarding emotion recognition functions) of both typically and atypically developing children with emotion recognition difficulties. The article devoted to historiographical analysis of the works of Russian researchers, containing information about the activities of the central party organ that functioned on the territory of Bashkortostan during the rule of N. S. Khrushchev. The new soviet leader was responsible for several relatively liberal reforms in areas of domestic policy. This period of time was characterized by complex socio-political conditions caused by the transition of the internal life of Soviet Russia from Stalin’s version of authoritarianism to Khrushchev’s more (...) liberal policy. Personnel reshuffles in the highest echelon of the central party, which functioned on the territory of Bashkortostan during the ‘thaw‘ of Khrushchev, undoubtedly left their imprint on carrying out the policy in various areas of life in the multinational region. The first secretaries of the Bashkir regional committee of the CPSU were the conductors of the ideas of the leader of the USSR. Khrushchev’s ‘thaw‘ caused unprecedented economic, cultural and social transformations in the life of Soviet Russia and in particular in the Bashkir Autonomous Soviet Socialist Republic. The analytical characteristic of the works is given, the basic tendencies of the researchers on this issue are considered. It is shown that, as a result of changes in the political life of Russia, the main trends in the study of this problem have also changed. (shrink)

Given the close relatedness of local issues, water scarcity, and sustainability, this research sought to investigate the factors affecting residents’ willingness to reuse direct and indirect potable water in the arid region. Utilizing the Bayesian Mindsponge Framework (BMF), an analysis was undertaken with a sample of 1,831 water consumers in the City of Albuquerque, the most populous city in New Mexico, United States. The primary analysis revealed positive associations between local concerns about drought or water scarcity and population growth with (...) residents' willingness to reuse direct and indirect potable water. Conversely, concerns about water quality and water bills were found to be negatively associated with the willingness to utilize directly and indirectly recycled water for drinking. In light of these findings, the study explores the potential of fostering an eco-surplus culture by cultivating a sense of environmental responsibility and acknowledging the relationship between local issues and environmental conditions. Simultaneously, the study proposes collaboration between the government and residents to promote water reuse programs to conserve water resources effectively. (shrink)

In this paper we discuss the interaction between science policies (and particularly in the area of scientific research) and higher education policies in Gulf and Mediterranean Arab countries. Our analysis reveals a discrepancy between the two sub-regions with respect to integration in the global market, cooperation in scientific research and international mobility of students. The paper discusses the implications of the analysis of reform policies and higher education restructuring.

This article’s subject is the theory and practice of ‘regional survey’, the method of social and environmental study associated with Scottish thinker Patrick Geddes (1854–1932). Despite being overlooked or dismissed in most accounts of early 20th-century social science, regional survey had a wide influence on the development of the nascent disciplines of anthropology, sociology, and human geography. Emerging from late 19th-century field biology, the regional survey came to typify a methodological moment in the natural and social sciences that favoured the (...) holistic analysis of geographically delimited areas. By the interwar period, the kinds of projects that went under its name can clearly be seen as forerunners of the post-Second World War tradition of community studies. Additionally, in its self-presentation as a civic, participatory exercise, the regional survey can be read as a form of popular autoethnography that contrasts with other, more familiar social-scientific ventures in the first half of the 20th century, and defies the dichotomy between ‘gentlemanly’ and ‘technical’ modes of social science. As a result, this article argues, the regional survey provides an alternative point of departure for thinking about the origins and development of the modern social sciences in Britain. (shrink)

The present study examined deep gray matter perfusion in neonates with congenital heart disease (CHD) with arterial spin labeling magnetic resonance imaging preoperatively. We found that neonates with cyanotic CHD showed lower right thalamus compared with controls and lower right basal ganglia perfusion compared with acyanotic CHD. When the CHD group was assessed as a whole, it showed slightly decreased left thalamus perfusion compared with controls. The results suggest that cardiac physiology plays a crucial part in changes in regional cerebral (...) perfusion. Perfusion with arterial spin labeling may be a useful marker of high risk for impaired cerebral blood flow auto-regulation and cerebral hypoperfusion in neonates with CHD. (shrink)

Se realizó una revisión bibliográfica con el objetivo de sistematizar los principales postulados existentes respecto a la Historia Regional como disciplina y su relación con la asignatura Historia de Cuba. La información aportada se procesó según los métodos científicos de análisis y síntesis e histórico lógico. Ello incluyó la interpretación de los criterios vertidos por especialistas que permiten considerar a Camagüey como una región histórica, en estrecho vínculo con las condiciones en las que se imparte la Historia de Cuba en (...) la Universidad de Ciencias Médicas de Camagüey, en la que la escasez de bibliografía sobre este tópico en particular influye sobre el estudio de la asignatura. Ello recalca la necesidad de desarrollar investigaciones de este tipo, con el propósito de que dichos estudios puedan ser empleados como materiales de apoyo a la docencia. A literature review was made in order to systematize the existing main postulates regarding Regional History as a discipline and its relationship with the subject History of Cuba. The information provided was processed according to scientific methods of analysis. synthesis and historico-logical. This included the interpretation of the criteria stated by specialists that allow to consider Camag|ey as a historical region, in close liaison with the conditions in which the history of Cuba is taught at the University of Medical Sciences in Camaguey, where the lack of literature on this topic particularly influences on the study of the subject. This underscores the need to develop research of this type, so these studies can be used as support for teaching materials. (shrink)
