This is achieved by utilising the common good, a concept found in political philosophy and theology. The common good acts as a positive organising concept for socio-political activity. With its focus on peace, development and the flourishing of the individual and community, the common good poses a significant challenge to strategy. In reconstructing and commenting upon the Kosovo conflict, the cognitive interest of practical philosophy does not evade a political judgment but is primarily led by the interest in answering the question of what normative yardsticks are available (to politicians and to the public) for coping with a situation where the international order of law fails to provide a legal solution to the problem of preserving peace and, at the same time, protecting human rights that are severely violated by a sovereign (...) state. The paper proposes an answer from the point of view of an ethics of history-related responsibility, which takes into account three normative levels based on ethical, legal and political considerations. Three key elements of post-WWII US political culture — apocalyptic struggle with the USSR, subsuming all other conflicts: a long history of antimilitarist sentiment in American politics; and the rise of science-based military power — contributed to a sense of the world as a closed system accessible to American technological control. Contemporary international law separates the international justice of war from the domestic justice of society, but empirically, there is a correlation between democratic governance and military effectiveness, which could have a number of causes. A contemporary reconstruction from _The Seven Military Classics_ of Chinese military philosophy offers potential lessons for how domestic virtues may yield military and geopolitical victory. This chapter reconstructs arguments from the seven treatises into a collective an amalgamated conception of “good governance” that (...) weaves together military strategy and virtue ethics and maintains that good governance at home actually wins wars abroad. A reconstructed classical Chinese conception of “good governance” presents theoretical and ethical challenges, but also offers viable justicial content for contemporary jus ad bellum considerations beyond sovereign self-defense or human rights. In this paper I will argue an alternative perspective, one that embraces difference rather than uniformity as a means of developing military units and their soldiers. In doing so I will ground my argument in the academic discourse on postmodern education. It is my understanding that educational practices prone to postmodern thinking are embedded in narratives sensitive to constructivism, complexity and contextualism, and thus use emancipation, deconstruction, vocabulary, dialogue, diversity and aesthetics as pedagogical strategies in their creation of ‘new’ meaning. Virtually all historical treatments of just war recognize the importance of the account given by Thomas Aquinas in Summa theologiae II-II, q. 40, ?De bello?, where he outlines three conditions ? legitimate authority, just cause, and right intention ? for a justifiable use of armed force. It is, however, less well known that within the same section of the work (q. 50, a. 4) Aquinas extended his reflection on just war into a theory of military prudence. By placing generalship (...) under the category of ?prudence?, rather than ?art? or ?science?, he held that military command involves more than a morally neutral skill with victory as its sole aim. This study explores the relationship between moral intensity and the use of different sensemaking strategies in military critical incidents. First, narratives of military personnel were used to select prototypical high/low moral intensity critical incidents. In a follow-up, a scenario study was conducted with active duty military personnel to examine the relationship between moral intensity and the use of sensemaking tactics. This study offers three main conclusions. First, the use of sensemaking tactics is strongly tied to the level (...) of moral intensity in the situation. In high-intense situations, the servicemen draw on previous experiences, prediction of consequences, and help of others to recognize and interpret the situation. Less attention goes out to higher level critical thinking. Thus, it seems that in these critical incidents, the servicemen react without giving room for thorough consideration and deliberation. Second, the number of deployments a serviceman experienced influences the perceived seriousness and harmfulness of the situation negatively in low-intense situations. Finally, and in line with earlier studies, the results indicate that the concept of moral intensity is formed out of three rather than the six dimensions originally proposed by Jones. Chapter 15 of the Xunzi stands as the most comprehensive account of the early Confucian analysis of warfare. Unlike a range of other early, non-Confucian discussions on warfare, particular strategies and tactics are taken to be of secondary importance. Thus, Xunzi refuses to discuss practical military strategy without framing it within a much broader ethical, social, and political context. On his account, a well-ordered, flourishing state necessarily rests upon a particular set of rituals and social norms in which (...) people can cultivate themselves morally. Such a state has nothing to fear from any enemy, no matter how tactically sophisticated or militarily skilled. -/- To many, such a view seems overly. However, given that Xunzi is anything but Pollyannaish in other parts of the text and is quite pessimistic about human nature in general, it behooves us to dig a bit more deeply into his ideas about military affairs and examine whether they can be understood in a more plausible light. This article provides a reading of Xunzi’s views on military affairs that is internally consistent and corresponds with Xunzi’s broader ethical and political views, while also showing why someone of Xunzi’s obvious intellectual acumen might hold such a view. This study's objective is to explore the psychological defense mechanisms of Ukrainian service members as a regulatory system for personality stabilization that influences combat mission effectiveness. The study was carried out during 2019–2020. The respondents were 270 military personnel of the ground forces, who had gained experience in the Anti-Terrorist Operation hostilities in the East of Ukraine in 2017–2020. We used psychodiagnostic methods such as the Lifestyle Index by Plutchik, Kellerman, and Conte; Lazarus’s Coping Test; and Leontiev’s Meaningful Life (...) Orientations Test. Our work confirmed our research hypothesis that psychological defense mechanisms as part of the regulatory system of personality stabilization predetermine the effectiveness of the combat missions performed by military personnel of special branches. Military psychologists can use the results during their official training (psychological training and psycho-corrective measures) in order to acquire among the troops the required effectiveness in combat. Defense mechanisms will also contribute to the observance of military ethics, not least when faced with military immorality on the part of adversaries. (shrink)

It has recently been suggested that philosophy – in particular epistemology – has a contribution to make to the analysis of criminal and military intelligence. The present article pursues this suggestion, taking three phenomena that have recently been studied by philosophers, and showing that they have important implications for the gathering and sharing of intelligence, and for the use of intelligence in the determining of military strategy. Shih theory bases strategy on enemy intent, in contrast to Euro-American Li strategies based on forces. The work uses Shih theory to explain the anomalies that continue to perplex Euro-American observers in modern China’s uses of force.

The author provides timely, yet timeless advice for aspiring leaders in an easily digestible form, with quick reference chapters and simple tactical points.

Following the recent decisions by Western militaries to pursue greater integration of women into combat roles, this paper examines the principles that motivate integration and organizes them into a theoretically coherent scheme that could serve as a roadmap for policymakers as they rebuild military institutions and their combat units in an integrated fashion. The strategy of the paper is Rawlsian: the right relationship between the principles that motivate integration can be derived through an application of Rawls's methodology as (...) described in A Theory of Justice. The result is a lexically ordered set of principles that begin with gender-blind equal opportunity but permit adjustments that take gender into account when these adjustments serve the interests of military institutions. Master Sun's _The Art of War_ is by no means the only ancient Chinese treatise on military affairs. One chapter in the _Huainanzi_, an important compendium of philosophy and political theory written in the second century B.C.E., synthesizes the entire corpus of military literature inherited from the Chinese classical era. Drawing on all major, existing military writings, as well as other lost sources, it assesses tactics and strategy, logistics, organization, and political economy, as well as cosmology (...) and the fundamental morality of warfare. This powerful work set out to become the last word on military matters, subsuming and replacing all preceding literature. Written under the sponsorship of Liu An, king of Huainan, the _Huainanzi_'s "military methods" emphasize the preservation of peace as the ultimate value to be served by the military, insisting that the army can be effectively and rightly used only when defending the sacred hereditary position of the emperor and his vassals. This position stands in stark contrast to that of _The Art of War_, which prioritizes the enrichment and empowerment of the state. Liu An's philosophy also argues that military success depends on the personal cultivation of the commander and that deception is not enough to secure victory. Only a commander with the exceptional qualities of insight and cognition, developed through a program of meditative practice and yogic refinement, can effectively control and interpret the strategic situation. Abstract During the Cold War sections within the Catholic Church reached an uneasy compromise on the moral validity of nuclear strategy. As an ?interim ethic? the dominant Catholic position accepted the legitimacy of nuclear deterrence, but rejected many of the doctrines that underpinned nuclear strategy at the time. Since the end of the Cold War this position has come under increased scrutiny from within the Church. Some commentators claim that the time has come for the Church to officially (...) jettison any vestiges of the interim ethic and reject nuclear strategy outright on moral grounds. Others argue that the Church's position is unsustainable from a strategic perspective. This paper presents a reappraisal of the Catholic position on nuclear strategy. In particular, the work assesses whether there is any common ground between the Strategic Studies approach to nuclear strategy and the Catholic position. The paper concludes that, with evolution in both perspectives, limited congruence can be expanded to produce a new nuclear strategy that satisfies both strategy and Catholic teaching. (shrink)

Corporate psychopathy thrives perhaps as the most significant threat to ethical corporate behaviour around the world. We argue that Human Resources Management professionals should formulate strategic solutions metaphorically by balancing what strategic military planners famously call ‘Search and Destroy’ and ‘Hearts and Minds’ counter-terrorist strategy. We argue that these military metaphors offer creative inspiration to help academics and practitioners theorise CP in richer, more reflective and more balanced and complementary ways. _Factory of Strategy_ is the last of Antonio Negri's major political works to be translated into English. Rigorous and accessible, it is both a systematic inquiry into the development of Lenin's thought and an encapsulation of a critical shift in Negri's theoretical trajectory. Lenin is the only prominent politician of the modern era to seriously question the "withering away" and "extinction" of the state, and like Marx, he recognized the link between capitalism and modern sovereignty and the need to destroy (...) capitalism and reconfigure the state. Negri refrains from portraying Lenin as a ferocious dictator enforcing the proletariat's reappropriation of wealth, nor does he depict him as a mere military tool of a vanguard opposed to the Ancien Régime. Negri instead champions Leninism's ability to adapt to different working-class configurations in Russia, China, Latin America, and elsewhere. He argues that Lenin developed a new political figuration in and beyond modernity and an effective organization capable of absorbing different historical conditions. He ultimately urges readers to recognize the universal application of Leninism today and its potential to institutionally -- not anarchically -- dismantle centralized power. (shrink)

This study explores the association between different types of morally challenging interactions during military deployment and response strategies, as well as the mediating role of moral emotions. Interviews with Dutch servicemen who participated in military operations were content coded. We found a relationship between local-cultural and team-related interactions and moral justification; these effects were mediated by other-condemning emotions. Similarly, other-condemning emotions mediated the relationship between local-cultural interactions and relativism. Ruled for decades by a closed and sometimes brutal military elite, the country has long been subject to informal and formal sanctions. However, as sanctions have failed to trigger political reform, it is necessary to review the policy options. The focus here is on the contribution socially responsible corporations might make to (...) change. The article sketches contextual features of the case, examines the recent history and present pattern of business links with Myanmar, and assesses whether current approaches can stimulate reform. Concluding that they cannot, it considers fresh possibilities for corporate engagement. The argument is that socially responsible corporations, committed to improving individual life chances through engagement with developing societies, should undertake collaborative and principled direct investment in Myanmar. The underlying strategy and problems of codification and implementation are all analyzed. To close, the article contends that, by doing business with Myanmar’s rights violating regime, multinational corporations can extend the frontiers of global corporate social responsibility. (shrink)

I present an outline of this strategy, which was built around the accomplishment and defence of commercial goals; I sketch a historical context that takes into account the general historical shift from tribute-taking agrarian societies towards commercial wealth-generating polities, and also the (...) violent contemporary military and ideological background against which De la Court's strategy stands out; I argue that his strategy can be understood by his use of three basic game theoretic concepts ; and I stress the distinctive character of De la Court's work, by comparing the practical and strategic use of these concepts in the Maxims with the function of the same concepts in the philosophical contract theories of Thomas Hobbes and Benedict de Spinoza. This paper is an effort to critically evaluate Pakistan’s counterterrorism strategy, based on both military and non-military means. The paper argues that the counterterrorism strategy of Pakistan has proved ineffective and counter-productive to combat the homegrown threat of terrorism, unleashed by militant sectarian groups, following the Takfiri ideology. Although Pakistan’s Military claims that the latest on-going security operations, Zarb-e-Azb in North Waziristan and Khyber-II in Khyber Agency, have succeeded in clearing most of the area, however, (...) the matter of fact is that the security operations have not considerably damaged the ability of terrorists, particularly the Tehrik Taliban Pakistan, to plan and execute terrorist attacks. The terrorists’ network, their strength and structure have until now remained intact. The key to longterm prevention of terrorism, beyond security operations for clearing any area of the militants, is to discontinue the supply chain of terrorists. This requires the creation of a new counter-extremism religious narrative, which will help re-formulate a concrete and effective counter-terrorism strategy of Pakistan to ensure domestic peace and security. Although the decision of Pericles to abandon Attica to devastation in 431 has often been severely criticized, the conviction of Thucydides that his defensive strategy was sound has been widely accepted during the last half-century. On the other hand, the offensive side of his strategic plan, consisting mainly of using his fleet to raid coastal districts of the Peloponnese, has tended to be dismissed as unimportant by modern writers, while a few have condemned it as pointless and wasteful. Because (...) Thucydides devotes so little space to these raids, it is tempting to regard them as minor operations, but his careful record of the naval and military resources engaged, together with his statement that the force which Pericles commanded in 430 was approximately equal to that sent to Sicily in 415 , shows that they were on a substantial scale. In the seminal Just and Unjust Wars, Michael Walzer famously considered the ethics of modern warfare, examining the moral issues that arise before, during, and after conflict. However, Walzer and subsequent scholars have often limited their analyses of the ethics of combat to soldiers on the ground and failed to recognize the moral responsibilities of senior political and military leaders. In Just War Reconsidered: Strategy, Ethics, and Theory, James M. Dubik draws on years of research as well as (...) his own experiences as a soldier and teacher to fill the gaps left by other theorists. He applies moral philosophy, political philosophy, and strategic studies to historical and contemporary case studies to reveal the inaccuracies and moral bankruptcy that inform some of the literature on military ethics. Conventional just war theory adopts a binary approach, wherein political leaders have moral accountability for the decision to go to war and soldiers have accountability for fighting the war ethically. Dubik argues, however, that political and military leadership should be held accountable for the planning and execution of war in addition to the decision to initiate conflict. Dubik bases his sober reassessment on the fundamental truth that war risks the lives of soldiers and innocents as well as the political and social health of communities. Many individuals domestically and internationally who strive for peace and justice are concerned about the new National Security Strategy issued by the George W. Bush Administration in September 2002. 1 William Galston, for example, writes in a recent issue of Philosophy and Public Policy Quarterly: A global strategy based on the new Bush doctrine of preemption means the end of the system of international institutions, laws and norms that we have worked to build for more than a half (...) a century. To his credit, Kissinger recognizes this; he labels Bush’s new approach “revolutionary” and declares, “Regime change as a goal for military intervention challenges the international system.” 2 Does the new Bush doctrine end the international legal system? Is the new Bush doctrine making policy declarations that are unprecedented in United States history? While I share many of the concerns critics are expressing about the new national security strategy, I contend that the more serious issue is not the ways in which this strategy represents a departure from those of prior United States presidential administrations but the actual practices of the Bush administration that appeal to this strategy. I will indicate how this new national security strategy does not represent much of a shift in policy, capability, or practice. Instead, this strategy Bush is using the strategy as an enabling device for a disturbing resurgence of United States global imperialism that serves interests that are actually opposed to the political rhetoric of the value of nations aiming for democracy and a market economy. I conclude by commenting on pursuing genuinely democratic values. I suggest that if the United States were truly committed to democratic values, then any military interventions would require the prior consent of the people. Otherwise what the United States refer to as “bringing democracy” to a people will be more like a militarily enforced authoritarianism that too closely resembles old-style exploitive imperialism. This paper discusses the political implications of the British military's Trauma Risk Management (TRiM) approach to personnel suffering from combat-related mental debilities such as post-traumatic stress disorder. Drawing on narratives that emerged from qualitative interviews with trained TRiM practitioners and military welfare workers, I tease out some of the assumptions and beliefs about mental health and mental illness that underpin this mental health intervention programme. I explore TRiM as a biopolitical strategy targeted towards the construction of a (...) particular conceptualisation of mental wellness and militarised masculine personhood. As a biopolitical strategy, I argue that TRiM plays an important role in the construction of ideas around mental well-being and mental frailty that best enable the operation of military power in the contemporary British context. I discuss the narrative of transformation in militarised models of masculinity that emerge from discussions of TRiM, and highlight the important political function that this plays in enabling and legitimating militarism. Finally, I draw attention to the ways in which the focus on individual and cultural factors, rather than war as the primary cause of difficulties for servicemen experiencing psychological distress, functions to neutralise the potential trouble that could be instigated for the British military by the bodies of servicemen psychologically damaged by their experiences of conflict. The book takes a critical look at the phenomenon of disinformation by identifying the historical, technological and human elements that contribute to the current success of disinformation strategies. The author examines the origin of the word "Dezinformatsiya", used by Russian planners in the 1950s, to understand how military strategy has transformed into militarization of information. The book pays particular attention to the power of algorithmic platforms on the selection and dissemination of digital content and their role in the (...) spread of misinformation. This influences traditional editorial practices, disintermediating the production and distribution of news and amplifying a particular human cognitive mechanism: confirmation bias. The author investigates the Italian case to identify general archetypes, and typical and salient elements of disinformation strategies. The results offer a further interpretative aspect to studying disinformation, which represents a fracture in the digital public sphere, a kind of irrational object circulating in a space believed to be governed by rational engagement norms. The book conclusively shows how polarizing narratives used in disinformation strategies are the expression of complex ideological undergrowth embodied in extremes of the political spectrum. A singularity of the famous Art of War《孫子兵法》 attributed to Sunzi is the way this work conceives of knowledge as a resource for the military strategist. The idea is new in Chinese tradition, and new in the worldwide context of thinking about strategy, where Sunzi’s ideas about the value of knowledge are far in advance of the thinking of Western theorists like Machiavelli or especially Clausewitz. In this paper I analyze the role of knowledge in the Sunzi theory (...) of strategy, and show the consistency of what this work says about knowledge with a philosophical idea of knowledge that emerges in Warring States texts of diverse genres. Drone warfare disrupts the generally understood experience of war, and drone operators’ distance from the battlefield has called into question the authenticity of their experiences as participants in conflict. This article examines the autobiographies of three US military drone operators, analysing how the narration is discursively oriented to particular spatial and ideological perspectives. It argues that the linguistic construction of point of view in each text reflects a dynamic and sometimes paradoxical relationship between drone operators and their distance from (...) the battlefield. Observing the position and shifting of deictic centres, the analysis draws parallels between spatial perspective, ideology, and the social identities of drone operators and victims of drone strikes. It concludes by reflecting on the variety of discursive strategies employed across these texts, and considers this variation itself to be an emerging trend in the discourse of drone warfare. The underlying equation between revolutionary politics and military strategy in the work of Marx and Engels is well known. For the founders of Marxism, class struggle and revolutionary warfare are simply different intensities, different visibilities, of the same logic—“now hidden, now open”—of hostility. If the class struggle over the working day represents a “veritable civil war”, and “every class struggle is a political struggle,” then it is no surprise that class politics, the confrontation of class-on-class, vying for state (...) power, “is the point where [civil] war breaks out into open revolution”. Revolution is warfare. Politics is coercion. Exploitation is domination. The state is an instrument of repression—the repression of the producing class by the exploiting class. The political struggle involves latent violence. Accordingly, everyday class struggle is simply an asymmetrical civil war. (shrink)

This study investigates the relationship between moral stress reactions and resulting coping efforts in severely morally challenging situations. Long-term positive reactions and post-traumatic stress disorder (PTSD) indicators following morally challenging situations are also studied. The sample consisted of cadets and officers (n = 332) from Norway and Sweden. Long-term positive reactions were found to be associated with limited moral stress reactions during the challenging episode and frequent use of acceptance and positive reappraisal coping strategies. Long-term high scores on a PTSD (...) indicator scale covaried with high scores on Openness, a strong moral stress reaction, and frequent use of instrumental coping strategies. The main conclusion is that the immediate moral stress reaction and coping strategies following morally challenging situations appear to be related to both positive long-term reactions and to indicators of PTSD. Eager to capture a share of the less certain postwar automobile marketplace, defense contractors such as Willys-Overland pursued a diverse range of product development and advertising strategies, based on the foundation of their military output. This article considers the cultural significance of Willys-Overland’s 1/4-ton truck (“jeep”), one of the most widely recognized transport artifacts of World War II. (...) Introduction. War as a social phenomenon has always been an object of philosophical reflection, since its results largely determine the further de- velopment of society and have a profound impact on all spheres of social life. In connection with the ongoing so-called special military operation which Russia is conducting in Ukraine and which is at the same time a proxy war of the collective West against our country, the modern philosophical discourse of war is clarified. One of the important (...) aspects of the ontology of war is considering its chronotopos. The space-time factor has a signifi- cant impact on the course and outcome of hostili- ties in modern warfare, which makes its study very relevant. The purpose of the study is to describe the chrono- topos of modern warfare, to show the influence of the space-time factor on the course and result of hostilities. Methods. Being supporters of the relational concept of space and time, the authors consider the chronotopos of war as its internal attributive property. In addition, they rely on the methodology of synergetics, which makes it possible, in addition to the external universal space-time, to single out the internal space-time of open complex non-equi- librium systems. The authors apply structural-func- tional analysis to study material and ideal objects that influence the characteristics of space and time in modern warfare. They also use general scientific methods: abstraction, comparison, description and explanation. Scientific novelty of the research. The authors give characteristics of the war chronotopos at the beginning of the 21st century, and consider the tendencies of its changes. The necessity of taking into account spatio-temporal changes in planning and conducting hostilities in modern warfare is substantiated. Results. New means of warfare, as well as the cor- responding changes in tactics, operational art and strategy, will significantly reformat the chronoto- pos of war. The space of modern warfare is being radically transformed due to the fact that the confrontation simultaneously takes place not only on the plane, but also in the air, in space, under water, and even in social networks. New capabili- ties of strike systems are changing the perception of such characteristics of the war space as the front and rear. What was previously considered a deep safe rear, in the era of using missiles and combat drones, is no longer such. The time of war is also changing. An increase in the flight speed of ammu- nition, aircraft, and missiles increases the dynamics of battles and intensifies all processes on the bat- tlefield. Hypersonic systems are changing the pace of war, space satellites, reconnaissance drones and new technologies make it possible for the com- mander officer of the battle to see everything that happens on the battlefield in real time, regard- less of the distance from objects. Each new war is fought in its own space-time continuum. To win the war, all this must be taken into account. Conclusions. The chronotopos of war within the framework of the relational concept of space and time prevailing in modern philosophy is changing due to the emergence of fundamentally new means of warfare with new capabilities, which requires a significant adjustment in combat management, ensuring the adequacy of human behavior in war, training troops, taking into account the character- istics of the space-time continuum of a particular war, understanding on the part of the command staff of the essence of changes in the space and time of modern war. Old stereotyped ideas about the chronotopos of war can cause disorientation of a person on the battlefield, which requires not only a philosophical reflection of the ongoing spatio- temporal changes, but also the practical consid- eration of new knowledge in training troops, in planning and conducting combat operations.
