This article examines the crisis management capabilities of Japan's Self Defense Forces (SDF) in the areas of United Nations (UN) peacekeeping, counter-terrorism, and disaster relief. The three types of overseas operations were all initiated by Japan as a response to international crises. While SDF crisis management capabilities for UN peacekeeping operations have steadily evolved, room for improvement remains. For example, Japan's commitment to logistic and rapid deployment missions could be strengthened. Regarding the second type of (...) operations, counter-terrorism, Japan's crisis management capabilities were enhanced by the passing of a novel Anti-Terrorism Law in October 2001 after the 9/11 attacks. The law legalized a SDF oil-fuelling mission in the Indian Ocean in support of the US-led war on terror in Afghanistan. Compared to the first two types of missions, SDF crisis management capabilities in disaster relief are the least controversial. This is due to the nature of the SDF as politically neutral and their humanitarian and non-military activities. This article highlights and compares the strengths and weaknesses of Japan's capabilities in the three types of SDF overseas operations. It demonstrates that a number of problem areas remain, including the need for legal amendment as well as the enhancement of public support and political consensus. The Japanese government and the SDF should face up to these challenges so that Japan can become better positioned to react quickly to crisis situations that require the dispatch of the SDF. (shrink)

The study aims to analyze the impact of top management support for strategic planning on crisis management in UNRWA-Gaza Strip field in Palestine. Several descriptive analytical methods were used for this purpose, and a survey as a tool for data collection. Community size was (881), and the study sample was stratified random (268). The overall findings of the current study show that top management provides needed HR for strategic planning but with no financial support. Also there (...) are shortcomings in the way that organization manages the crises before and after they occur. A crisis management is only practicing during the crisis. The study suggest that top management must provide the financial support for strategic planning, periodic meetings to prepare how to deal with potential crisis in the future, establishing a specialized team and provide them with all sources needed. International crises are dangerous episodes that can be destabilizing not only to the actors directly involved but also to the entire international system. Crises can present overwhelming challenges to established institutions and change forever the distribution of power. It is suggested that the stability of a political regime is demonstrated by its ability to avoid transformation as well as breakdown at times of crisis when the continuity of the regime’s identifying characteristics is threatened. The concept of « (...) class='Hi'>crisis» is rather vague and diffuse. This is not only the case in the public debate, but also in the political science literature. Despite its frequent use, no collectively accepted definition of a crisis exists. How to define the word crisis has been a problem for decades. The basic aims of this study are to present different views on international crises, to gain an understanding of the strengths and weaknesses of the literature on crisis definitions, and to develop an agenda for future research on international crisis management. In addition, we examined and compared several prominent 20th century international crisis waves in historical context by means of a wide range of general and special scientific methods. International crisis management has undergone a significant transformation in recent years. This paper explores the use of an ethics framework based on the Public Health Code of Ethics to guide rationing decisions during a pandemic flu crisis involving a shortage of ventilators. While the law provides public health officials with authority to act, public health officials, as community leaders and health department managers, must address complex questions about how they should use their legal authority, how they can ethically justify a particular action, how they should engage community stakeholders in decision (...) making, and how the process of public justification should take place. Recognising the need for a tool that could help public health officials manage ethical tensions in practice, such as allocation of scarce resources, the Public Health Leadership Society led efforts to develop a Public Health Code of Ethics. The 12 Principles in the Code were written to express the general norms implicit in the practice of public health professionals. The Code offers no hierarchical weighting of the different principles and anticipates that weights and specification of the principles would take place in the context of each community through a process of engagement between public health officials and community stakeholders about specific cases. We describe how public health officials can use the Code to guide deliberation in helping communities prepare to address the tragic choices when allocating scarce ventilators in an influenza pandemic. Being one of the largest movements of displaced people through European borders since World War Two, the Syrian refugee crisis of 2015 and 2016, tested the coordination of the states and international organizations, and as well as the strategies for response of the latter to such enormous fluxes of displaced people along the Balkan corridor. The quick on-time reaction of the specialized humanitarian international organizations made significant achievements by the international organizations in terms of humanitarian assistance (...) for the refugees and support for the governments of the region. Their approach mainly sought to create a partnership with the governments of the Balkan route in handling the serious humanitarian challenges, it showed how important is such coordination at the end, with an aim to avoid further human catastrophes along refugee routes, and to avoid major security repercussions for the countries of the region. With a comparative approach, the paper analyzes the response of the international organizations in terms of the strategies they have applied along the Balkan human corridor and their new innovative approaches used in terms of the coordination with the local authorities and governments of the Balkan route. Different to previous forms of humanitarian interventions and dynamics of the refugee crisis, the roles of the international organizations along the Balkan human corridor following the Syrian war of 2015 and 2016 have shaped many innovative dimensions, including firstly their advising orientation and support for refugees and local authorities. Apart from humanitarian activities for delivering direct aid, the major intergovernmental organizations following the implementation of border controls from very beginning of the refugee crisis have been focused in supporting the local authorities as well as on regulating the flow of migrants. The strategies of response by the international organizations in the latest case of the Balkan human corridor notably shifted from the classical humanitarian dimension of their reactions. These strategies have played as well an important role in advising, and especially in developing a partnership with the local authorities capacity building and legal support for both local institutions and refugees. However, through the comparative approaches the paper identifies that there are different models of management roles played by the specialized international organizations in various countries of the Balkan route and its frontiers. Utilising Richard Rorty’s criticism of epistemology, this paper will demonstrate the manner in which traditional project management attempts to apply a reductive and limited range of quasi-scientific techniques to problems that continually defy such reduction. The argument will be made that project management is better considered as an existential response to organisational crisis rather than the systemic application of principles to achieve pre-determined objectives. Within the range of an existential response, two kinds of response are proposed: the (...) reflective or defensive (Segal 1999). Rorty’s edifying hermeneutic is offered as an example of a reflective response to organisational crisis and argues that the notion of the interpretation of competing language games better serves project management practice than the application of one over-arching meta-narrative as embodied in the Project Management Body of Knowledge (PMBOK 2000). This study sets out to evaluate the role and emerging salience of environmental managers in a longitudinal perspective through a series of interviews with UK based environmental managers. Our results suggest that coercive isomorphic pressures are particularly important in driving the increased salience of the environmental management role and that stakeholder pressures overall have increased since 2006 which has further contributed to the environmental management function emerging as central to the business organisation. Using an international sample of banks, we study how differences in religiosity across countries affect earnings management. Given that religiosity is a major source of morality and ethical behavior, it may reduce excessive risk taking and act as deterrence for earnings manipulations. Therefore, we predict lower earnings management in societies that have higher religiosity. Consistent with expectations, our cross-country analysis indicates that religiosity is negatively related to income-increasing earnings management for loss-avoidance and just-meeting-or-beating prior year’s earnings. (...) We also find that religiosity reduces income-increasing earnings management through abnormal loan loss provisions. In additional tests, we document that religiosity increases the information value of bank earnings, with both earnings persistence and cash flow predictability being enhanced by higher religiosity. For the crisis period analysis, our evidence shows that banks in countries with higher religiosity exhibit lower probability of reporting asset deterioration and lower probability of having poor performance. Singapore's strategic play to secure international wealth management market share has been very successful. Serious questions, however, were raised in relation to this ascendency as the Global Financial Crisis drove the European Union and the United States of America to become proactive in clamping down on tax evasion and other areas deemed by them to be undesirable within the international financial system. This paper will examine the Singapore government's decade-long growth policy of its wealth management (...) sector, and how it has been impacted upon by international regulatory responses. Further, it examines how in stark contrast to the EU and the US, Indonesia has been far less successful in its diplomatic efforts to have Singapore address financial diplomacy issues in relation to Indonesian citizens residing in Singapore. It notes that feminism has moved from the margin towards the centre, but that this has also come at a cost. Abstract -/- The Crisis and Disaster Management process (CDMP) is composed of several clearly defined phases. Strategic risk assessment; preparation and planning, effective response and recovery, and post-crisis evaluation. It is essential for those facing such threats to understand, appreciate, and implement the appropriate responses for each phase. Public service organizations, or PSOs, are increasingly charged with additional duties and responsibilities that historically were not part of their original purview. PSOs are currently forced to operate within an (...) environment of increasing political unrest and social chaos. Events of international magnitude now impact the domestic environment. These organizations must deal with negative media, hostile public backlash, increased scrutiny, and calls for greater accountability. Service organizations are currently faced with increasing political and social chaos, with widespread civil unrest, domestic and international threats of terrorism, human trafficking and illegal migration, public health emergencies, natural disasters, and diverse climate-related challenges. These conditions have fostered additional layers of responsibility to already overburdened first responders and their civil support partners. The consequences are significant. These previously mentioned burdens are further compounded by budgetary constraints, greater regulatory compliance, and organizational accountability. In examining how reform-leading supranational institutions respond to public criticism, this article advances current theory on their institutional accountability mechanisms and extends research on this topic by focusing on their responses to public criticism of alleged reform failures. We consider the case of the International Monetary Fund’s (IMF’s) involvement in the Greek economic crisis, as the structural adjustment reforms it imposed to stabilize the economy. We show how these controversial and, by many accounts, failed policies have profoundly impacted (...) the well-being of the recipient country by reducing social cohesion and impoverishing the most vulnerable groups. In explaining the IMF’s institutional response mechanism for fending off such criticism, we offer moral regulatory appropriation (MRA) as a processual framework and present the IMF’s organizing logic of institutional legitimation processes in four domains of action: agentic mission, reform policies, institutional policy negotiations, and moral appropriation. We argue that this enables institutions to maintain moral legitimacy despite evidence of their reforms’ policy failure and various negative consequences for their populations. The proposed framework has theoretical implications for conceptualizing the rhetorical deployment of moral legitimation to secure and defend institutional accountability. We also highlight the limitations and boundaries of such an approach by the IMF and similar reform-leading institutions. (shrink)

In the first months of the COVID-19 pandemic, we created and implemented from November 2020 to February 2021 a monthly educational pilot program of philosophical management of stress based on Science, Humanism and Epicurean Pragmatism, which was offered to employees of 26 municipalities in the Prefecture of Attica, Greece. The program named “Philosophical Distress Management Operation System” (Philo.Di.M.O.S.) is novel and unique in its kind, as it combines a certain Greek philosophical tradition (Epicurean) that concurs with modern scientific (...) knowledge. The program was designed to be implemented in a period of crisis; therefore, it used a fast-paced, easy to learn and practice philosophical approach to stress management, based on cognitive psychotherapy. The philosophical approach to stress management has the advantage that it can be offered to most people, regardless of age and educational level. The pilot program was effective in achieving its objectives, shown by statistical comparisons of the trainees’ responses to anonymous questionnaires before and after the month-long training. The successful Philo.Di.M.O.S. program, thus, based on a solid scientific and philosophical basis, offers a paradigm of stress management during crises and could be useful in Greece and internationally. With this information, you can form a clear plan of management actions to effectively overcome the crisis in socio-economic systems. But in order to determine what types of crises affect the activities of socio-economic systems, it is first of all necessary to determine the types of crises in socio-economic systems. The research aims to study the role of strategic and operational planning as approach for crises management in UNRWA - Gaza Strip field- Palestine. A crisis management is only practicing during the crisis. Nowadays, there is an important increase in the cost of healthcare supply, mainly due to the developments of medical science, the public's expectations and the demographic ageing. Since healthcare resources are not unlimited, it is obvious that immoderate consumption of them by certain patients limits the use of the same funds by others. Within recent years, we have witnessed an alarming increase in so-called school-shootings, where one or more students enter their school and purposely start shooting other students or staff. Earlier, the phenomenon was primarily American, but lately school-shootings have also been seen in Canada, Europe, and Australia. School-shootings have become an increasing problem and the phenomenon calls for more thorough investigation. In this article, we analyse the actions of teachers, more specifically the ones where teachers give their lives to save students. (...) This unselfish act is analysed in the light of Jacques Derrida’s ethical discussions around ‘the gift of death’, and is displayed as an absolute responsibility. Moreover, the sacrificial actions displayed by teachers are viewed as acts of primitive leadership, which take us back to the romanticism and heroism of leadership. Europe's economic constitution is obviously affected in a very fundamental way. There is every reason to depart from an historical reconstruction of the origins of the economic constitution in the early 1920s, to consider its remarkable renaissance in postwar Germany, and to explore against this background its emigration to the European level of governance as well as its development and metamorphosis in the integration process. This chapter focuses on the Economic and Monetary Union (EMU), which, once hailed as the crowning (...) achievement of Europe's market building and the precursor of a more truly political Union, has become the epicenter of the present crisis. Ordoliberalism and the social‐market economy managed to coexist peacefully and dominated public opinion. This volume explores various aspects of risk taking. It offers an analysis of financial, entrepreneurial and social risks, as well as a discussion of the ethical implications of empirical findings. This study examines how Meta as a company of various social media platforms communicates the disinformation crisis. Social media platforms are seen as a breeding ground for disinformation, and companies like Meta risk not only suffering reputational damage but also being further regulated by national and international legislation. We consider in this paper the news stories that Meta posted on the topic of disinformation on its own website between 2016 and 2022 as crisis communication, and build on (...) insights from this domain that discuss some key response strategies. In this way, we conclude that Meta’s communication can be seen as crisis communication, and that it uses strategies such as addressing different stakeholders, sticking to key messages when discussing the interventions, and holding itself responsible for finding a solution rather than for the problem of disinformation itself. These insights contribute to understanding how Meta seeks to validate its legitimacy during this ongoing crisis, and how it engages in self-regulation. (shrink)

In this paper we evaluate and confirm the effectiveness of including curriculum training on career management as a component of university studies. The behaviour of the students in this study was modified by the uncertainty created by the crisis in the labour market due to the pandemic.Our results confirm that universities need to develop the generic and academic skills demanded by the labour market in order to provide their students with comprehensive training while also taking joint responsibility for (...) developing their students’ career management skills. The global refugee crisis has posed severe challenges to social stability and sustainable development around the world. While the business sector is expected to shoulder social responsibility in crisis relief efforts, our initial assessment shows that refugee‐related corporate social responsibility (CSR) significantly diverged across the Global Fortune 500 corporations. To advance scholars and managers' understanding of this complex CSR issue, this study draws upon National Business System Theory to explore how country‐level factors influence the multinational corporations' CSR communication (...) about the refugee issue. Specifically, the study focuses on the strategic cross‐sector alliances between corporations, NGOs, and IGOs. The analysis shows that in this controversial global crisis, the following factors of corporations' countries‐of‐origin can significantly affect the level of cross‐sector CSR alliances: democracy levels, economic inequality levels, and unemployment rates. Findings of this study provide practical guidelines that can help managers to anticipate societal expectations when dealing with controversial social issues in an international setting. This paper investigates the key drivers behind the origins of value-for-money (VFM) audit in Canada and the aims, intents, and logics ascribed by the original proponents. Drawing on insights from governmentality and New Public Management, the paper utilizes analysis methods adapted from case study research to review a wide range of primary documentation (e.g., Hansards from the Public Accounts Committee, House of Commons debates, the so-called Wilson report and the FMCS study) and secondary documentation (newspaper articles, Office of the (...) Auditor General internal publications, journal articles). Major findings indicate a rise of a management consulting culture within the Auditor General’s office following the appointment of James Johnson Macdonell. VFM legislation effectively operationalized practices drawn from management consulting expertise by invitation of the consultant. It was offered as an answer to the growing scope and size of government, which had become problematized by the Auditor General in terms of parliament losing control over the public purse. The Auditor General’s invocation of financial crisis led to a substantial broadening of mandate and increase in resources for that office. (shrink)

This paper argues that multinational corporations face levels of environmental and social responsibility higher than their national counterparts. Drawing on the literatures of stakeholder salience, corporate reputation management, and evidence from the confrontation between Shell and Greenpeace over the Brent Spar, in 1995, two mechanisms – international reputation side effects, and foreign stakeholder salience – are identified and their contribution in creating an environment more restrictive, in terms of environmental and social responsibility, is elaborated on. The COVID-19 pandemic is global and affects all countries in the world. The difference in the financial impact assessment of its outbreak concerns, inter alia, the state of preparation of the public sector in the previous period. The article assumes that countries which coordinated the structure of sovereign assets and liabilities before 2020 were less exposed to the negative effects of financial risks resulting from the COVID-19 pandemic. The study uses data and methodology of the International Monetary Fund and (...) the authors’ measures dedicated to the public sector to assess the sovereign asset and liability management (SALM). As part of the results, the negative value of net worth and the national net welfare index for the studied countries, including Poland in the period before the pandemic crisis, were indicated. In addition, the level of the loans mismatch on the public balance sheet and the scale of the increase in financial risk in the first year of COVID-19 are presented. This paper formulates a vision for leadership based on integrity in business, banking, government and politics. It proposes a tripartite response to the current grave difficulties affecting international finance and markets: a renewal of values and virtues, acceptance of the centrality of the human person, and appropriate recourse to key principles of Catholic social teaching, as articulated in Pope Benedict XVI’s encyclical, Caritas in Veritate. By considering Ireland’s “Celtic Tiger” period, particularly the actions of the Anglo Irish Bank, we (...) show how failures in leadership and integrity at all levels of Irish society, including business, politics, government, public sector and church, have eroded trust and damaged the reputation of key institutions. Many scholars have looked for similarities between the recent crisis in the Eurozone and the crises that have occurred in the past in developing countries and particularly in Latin America. Problems of balance of payments, public debt, overvaluation of the exchange rate and unregulated capital inflows are frequently mentioned to compare common features of different crisis events. Additionally, Continental European countries are following similar processes of welfare state retrenchment and labour market segmentation to Latin American cases in the (...) past, but in different institutional contexts and with different levels of economic development. This article will discuss common features of past Latin American crises and the current crisis in the Eurozone in order to show how such a comparison could help to manage (and avoid) crises in an integrated financial world as well as to teach how a faulty institutional design can arise from a defective understanding of how financial capitalism works in a complex internationally integrated economic system. The current crisis in U.S. agriculture has broadcast a rather simplex message. It is that the traditional family farm is in serious trouble. This message is apparent in the agricultural programs that have emerged in direct response to the farm crisis. Using Michigan's experience as illustration, these programs are shown to share similar objectives supported by a singular policy orientation. They utilize a ‘farm as firm’ model and treat the small farm operation as the unit of problem analysis (...) and remedial action. They focus attention inward upon the ‘victim’ and attempt to change the victim's behavior through improved farm and farmer management.The paper considers the limitations inherent in this prevailing orientation. At the same time, it argues for the utility of an alternative perspective—one that places the farm in a wider context and considers the relationships between the farmer/victim and those who are more powerful—locally, nationally, and internationally. It advocates the need for research and programs that question these extra-farm relationships and their implications for farmer behavior. If agricultural programs are to assist the family farm, on any but a short-term basis, it is these relationships, and not the farmer, that must be changed. (shrink)

External pressures have changed the context within which CEOs are succeeded. At the same time, chairmen are clear that this responsibility is personal to them and are increasingly changing the nature of the process. Two new models of CEO succession are identified: one where the Board actively partners with the incumbent CEO and the other a crisis model where the Chairman and the Board assure the active management of the succession process. In both cases, best practice is for (...) the Board to develop its own assessment criteria. A 'best practice' profile is suggested. Good assessment processes then focus on understanding the candidate, identifying data gaps, looking at evidence of predicted future performance and identifying development priorities. The final stage of the process is transition planning. A process for CEO succession is proposed and a number of principles for effective succession are put forward. (shrink)

The Introduction is divided into three parts. Part I presents a brief history of the rules-based international order. It shows that-between 1945 and the first decade of the twenty-first century-the international system evolved from a primarily sovereignty-based order to a much more rules-based order. However, since about 2008 or 2010, we have witnessed significant backsliding towards a more sovereignty-based order, especially in the areas of international trade and international human rights law. Part II briefly surveys the (...) major, current threats to the rules-based international order. Finally, Part III outlines a potential strategy to mitigate those threats in the interest of preserving a rules-based international order that is consistent with liberal, humanitarian values. The several chapters in the book generally support the conclusion that the rules-based international order confronts significant challenges, but it is not unraveling-at least, not yet. Climate change is the biggest wild card in trying to predict the future. If the world's major powers-especially the United States and China-cooperate with each other to combat climate change, then other threats to the rules-based order should be manageable. If the world's major powers fail to address the climate crisis by 2040 or 2050, the other threats addressed in this volume may come to be seen as trivial in comparison. (shrink)

This article provides an analysis of the ethical behavior of managers making goodwill impairment decisions following the adoption of the International Financial Reporting Standard 3 on Business Combinations. Replacing the systematic amortization of goodwill with the impairment-only approach has been a highly controversial step. Although the aim of IFRS 3 was to provide users with more value-relevant information regarding the underlying economics of the business, it has been criticized for the potential earnings management inherent in impairment testing. This (...) study is based on a sample of Spanish-listed companies between 2005 and 2011, a period that embraces the economic crisis. After controlling for the underlying economic factors of the firms, the results suggest that managers are exercising discretion in the reporting of goodwill impairment losses, and big bath and smoothing strategies are influencing the decisions, whether or not to impair goodwill and about the magnitude of the impairment. Firm size is an attribute that appears significant in the analysis, suggesting that the cost and complexity of running the impairment test affect managers’ decisions. Additional analyses suggest that the macroeconomic environment influences opportunistic and unethical behaviors. (shrink)

This article reflects on the philosophical implications of the crisis for the nation-state and culture in relation to business and management. The global triumph of the neo-liberal economic model in the 1990s and early 2000s brought with it an ontological re-conception of the nation-state in its relationship to business, the market and regulation: the nation was viewed as a ‘brand-state’ analogous to a company. Much of the successful appeal of the ‘brand-state’ was based on its annexation of the (...) Enlightenment discourse of ‘cosmopolitanism’: it appeared that a world consisting of interlinked economies represented a fulfilment of the Kantian utopian project of detachment and perpetual peace. The economic crisis has brought this discourse into question. The article assesses whether lessons learnt from the crisis contain prospects for a post-teleological re-conceptualisation of the nation-state beyond the ‘brand-state’ towards a ‘cosmopolitan solidarity’ in which nation-states co-operate to ameliorate its worst effects. This article deals with the ethical issues faced by commercial banks, governments and international financial institutions in their international lending activities. Such issues include not only to whom and for what purpose such lending takes place but also the more delicate questions of the relations between sovereign lending and economic management, as well of lending to sovereign countries embroiled in situations of conflict. It leads to the ethical issues raised by the present international debt crisis: (...) co-responsibility, burden-sharing, role of the international organisations. There has been a backlash from recently graduated proponents of the Dutch Reformed Church of South Africa that they are unemployed not just because of dwindling church member numbers, but mainly because contract posts are being filled by retired ministers and not by the proponents. International research suggests that the reason retired ministers continue working is not necessarily because they want to, but because they do not have sufficient retirement savings. The aim of this study was to examine the (...) perceptions of Dutch Reformed ministers who would reach retirement age within the next 5 years, in an effort to establish their preparedness for retirement. The respondents were sent a link to an online questionnaire and 147 useable questionnaires were returned, representing a response rate of 47.7%. The results indicated that almost half of the respondents stated that they would want to continue working in a part-time ministerial post after retirement and that the ministers’ motivation to continue working was directly linked to their lack of financial provision for retirement. A major cause for concern is the high number of respondents who selected the ‘uncertain’ response option for most of the retirement questions, as they are so close to retirement. An intervention to incorporate financial management specifically in theological training is urgently needed. (shrink)

The focus of this paper lies in the unconscious solidification of capitalist ideology through Lacanian understanding of subjectivity. The analysis intervenes in the ideological fantasy and its inherent antagonisms in order to analyse the way capitalist ideology strives to fill or repress these ruptures in the socio-symbolic edifice. It points to the mode of proliferation of certain objects, which the fantasy puts in the position where they can function as objects of desire, covering the cracks in the socio-symbolic order by (...) filling their own lack. Furthermore, I focus on the establishment and signification of meaning within the capitalist matrix as well as its dialectical overlap with the objects proliferated by the socio-economic system in question. Such simultaneous fusion of lack and excess creates ideological enjoyment and solidifies capitalist ideology in the subject’s fantasy construction. Here lies the strength of capitalist ideology and its appropriation of even some social phenomena into consumerist categories. It is therefore vital to understand how ideology manages to fix its core of enjoyment through a dialectical overlap of meaning and objects to produce a totalized experience of reality. In itself, this already points to the much neglected Lacanian discourse of the Capitalist, revealing how the daily reality of subjects is driven by unconscious fantasy in its dogmatic ideological circle. It also hints to the homology between Lacan's surplus- jouissance and Marx's surplus-value. (shrink)

Organizational sensemaking is crucial for resource planning and crisis management since facing complex strategic problems that exceed their capacity and ability, such as crises, forces organizations to engage in inter-organizational collaboration, which leads to obtaining individual and diverse perspectives to comprehend the issues and find solutions. This online qualitative survey study examines how Norwegian Sea Rescue Society employees perceived the concept of an organizational crisis and how they sensed their co-workers react to it. The scope was the (...) ongoing COVID-19 pandemic, a global event affecting all countries and organizations and responding similarly globally. Data were collected during the Fall of 2020. The instrument of choice was the Internal Crisis Management and Crisis Communication survey. The results showed that the overall sample strongly believed in their organization’s overall resilience level. However, a somewhat vague understanding of roles and responsibilities in a crisis where detected, together with some signs of informal communication, rumor spreading, misunderstanding, frustration, and insecurity. This study contributes to the academic field of organizational research, hence crisis management and sensemaking, and could be valuable to managers and decision-makers across sectors. Increased knowledge about how employees react to a crisis may help optimize internal crisis management planning and utilize robust mitigation and response strategies. (shrink)

It revealed a crisis without equivalent since World War II. The European borders are now one of the most affected by migrants from Asia and Africa. Border police is the most responsible for the first interview with the asylum seeker. In terms of basic contribution to the asylum procedure, good cooperation between (...) the border police and the services of asylum is of primary importance. There is a need of risk assessment. While the risk assessment is made there can be a violation of the humanitarian aspect of conducting regular border check. By determining the race and color of migrants, screening made on the border crossing can put legality of the border police actions in question. The Humanitarian efforts with border management, cooperation between the government services and use of appropriate methodology are an important segment handling migrant crisis. One of the known methodologies is Analysis of Competitive Hypotheses used to better assess the choice of a suitable place for migrants and their acceptance or readmission. Тhe procedure for vulnerable categories of citizens can jeopardize the legality and the manner of dealing with illegal migrants and this arises from the legal and physical protection of persons seeking asylum. The `politics of pity' changes into psychological cases to be governed by risk technologies within a `politics of risk', the humanitarian and security interventions are shown to be in no way mutually exclusive. This paper explores the underlying factors behind the collapse of commercial archaeology in Spain, with implications for other international contexts. It contributes to the current global debate about heritage ethics, adding nuance and conceptual depth to critical management studies and cultural heritage management in their approach to business ethics. Similar to other European contexts, Spanish archaeological management thrived during the 1990s and 2000s as a business model based on policies directed at safeguarding cultural heritage. The model (...) had controversial ethical implications at academic, policy and business levels. However, the global financial crisis of 2008 had a huge impact on this sector, and more than 70% of the Spanish archaeological companies closed by 2017. Drawing on the concepts of abstract narratives, functional stupidity and corporatist neoliberalism, this paper illustrates the need to examine ethical issues from a pragmatic standpoint, beyond epistemological and moralistic critiques of profit-oriented businesses in the cultural realm. In doing so, it connects the fields of cultural heritage and management studies, opening up hitherto unexplored strands of research and debate. (shrink)

This study examines the influence of the COVID-19 crisis on academic expectations among international students from north-western China. According to past studies, academic expectations are multifaceted, making it critical to test the methods employed to assess this fundamental trait. The outbreak of COVID-19 has resulted in various significant changes in education, which have shifted from traditional to online or mixed formats. As a result, examining international students' academic expectations along with their interactions with adopted technologies is a (...) topic that addresses the current situation and issues. A mixed approach, comprising two different instruments, was followed to achieve this primary objective. While a survey with a questionnaire was undertaken with 551 international students, divided into two groups, ten students were interviewed during and after the lockdowns. The findings revealed that COVID-19 had a significant impact on the academic expectations of students as well as many elements such as training for employment, personal and social development, international student mobility, motivation, social pressure, and social interaction with the help of supporting technologies. In terms of gender, men outperformed women in motivation, social interaction, training for employment, and personal and social development factors. Similarly, as per the grade variable, the same higher trend was seen in postgraduates. Based on these findings, a set of recommendations was put forward. In the future, technology will be helpful in China's educational sector, such as online group collaboration, open education, managing student retention, and supervising teachers' recruitment. (shrink)
