This article presents an approach to understanding ethical issues in renewable energy innovation actions among participants of a research program on a small island. Issues related to citizen participation in the research activities carried out within the framework of the energy transition are explored directly with the participants through interviews carried out at the beginning of the research project. All island participants in the project expressed their opinions about the communication in the project, the implications of participation, the responsibilities as (...) volunteers, the expectations. In addition, insights into volunteers' perceptions of project management of privacy, handling of personal data, social implications, ecological meanings, and commitment are also explored. The paper highlights a few special ethical issues not covered in the academic literature faced by stakeholders in the renewable energy sector. (shrink)

El consumo de energía y el crecimiento económico han llevado a la degradación del medio ambiente. Las centrales eléctricas son una de las principales fuentes de contaminación. Existe una necesidad de utilizar energías renovables para reducir el impacto ambiental. Sin embargo, en los países en desarrollo, la falta de recursos económicos limita la adopción de energías limpias. Las energías limpias, como la solar, eólica, hidroeléctrica y geotérmica, son fuentes sostenibles de energía. La energía hidroeléctrica puede ser (...) controvertida debido a sus impactos ambientales y sociales. La biomasa y el biogás también son fuentes de energía renovable. La eficiencia energética es otra área importante para reducir la dependencia de los recursos no renovables. El artículo discute la importancia de las energías limpias y el desarrollo sostenible en el Perú. Se menciona el potencial de la energía de las olas marinas, el bioetanol y el biodiesel como fuentes de energía renovable. También se abordan los impactos ambientales de los "negocios sucios" y las implicaciones socioeconómicas de las energías limpias. Se discuten los conflictos de interés y la regulación normativa en el país, así como las perspectivas futuras y la necesidad de un desarrollo energético estable y sostenible. Las fuentes de energía no renovables (fósiles y nucleares) están doblemente limitadas, tanto por su finitud como por los perjuicios ecológicos y sociales que causan. Las fuentes de energía renovable tienen flujos en la biosfera muy grandes, sin embargo, los sistemas tecnológicos que las captan no son renovables y por tanto tienen limitaciones tecnológicas, ecológicas y sociales también. Aunque una buena parte de la literatura científica ha venido estimando que estos factores limitantes son pequeños frente a los políticos (...) y económicos, aquí se muestra que esta literatura ha venido sobreestimando la capacidad tecno-sostenible obtenible a lo largo del presente siglo, en buena medida por un tecno-optimismo implícito y una falta de pensamiento sistémico. Este potencial podría ser del orden de entre la mitad y la cuarta parte del uso actual de energía, lo que apunta, dada la necesaria transición hacia fuentes renovables por problemas ambientales, a un fuerte decrecimiento de la matriz energética que sostiene nuestras sociedades a escala global. Resumen El artículo parte del presupuesto de que el Concilio Vaticano II es el acontecimiento eclesial más significativo de los últimos siglos, y, como tal, todavía posee la capacidad de provocarnos y sacudirnos. Construir su memoria puede ser fuente de energía, de resistencia y creatividad para la Iglesia al escuchar y seguir la Ruah que siempre renueva. Para que la memoria del Concilio sea un impulso que nos lance a crear y recrear el presente y a imaginar el futuro de (...) la Iglesia pueblo-de-Dios, la reflexión que se propone en este artículo indica algunas exigencias: (i)Superar la actitud del simple recuerdo nostálgico, apologético e idealizado del Concilio y de sus frutos, como si representara una ruptura revolucionaria de la Iglesia con respecto al passado; (ii) No condenar, sin más, las actitudes que parecen expressar um distanciamento de las propuestas del Concilio; (iii) Construir una memoria contextualizada, no excluyente, que convoque a la creatividad eclesial. IglesiaThe article assumes that the Second Vatican Ecumenical Council is seen as the most significant ecclesial event of the last centuries; and, as such, the Council has the power to provoke us. The building of the memory of the Council could be a source of energy, strength and creativity to the Church, in listening and following up the “Ruah” that is always in process of renovation. The article indicates some demands that make possible a memory of the Council able to launch us towards future and to help us to recreate the present and to imagine the future of the Church comprehended as ‘People of God’. Some of these demands are as follows: (i) Overcome some sort of idealized, nostalgic and apologetic memory that takes the Council as a total break of the church with its past; (ii) Avoid the condemnation, without any reason, of those attitudes that seem to express a distancing of the proposals of the Council; (iii) Build a contextualized memory that propitiates some ecclesial creativity. El trabajo propone un marco para analizar las opciones estratégicas de las majors del petróleo ante el reto de la transición energética, considerando simultáneamente dos cuestiones que están interrelacionadas: el objetivo de reducir las emisiones de gases de efecto invernadero y el objetivo de adaptarse a los cambios que se están produciendo en la demanda de energía. Haciendo uso de este marco, se pregunta en qué medida los cambios que se están produciendo en la demanda energética han sido una condición (...) necesaria, o incluso suficiente, para que las compañías europeas hayan iniciado estrategias de diversificación. Igualmente se pregunta si la diversificación del negocio hacia otras actividades no vinculadas a los hidrocarburos ha sido condición necesaria, o incluso suficiente, para que estas empresas hayan empezado a asumir la reducción de emisiones como un objetivo estratégico. Por último, el trabajo analiza el impacto de esas estrategias de diversificación sobre el desarrollo de las energías renovables. (shrink)

Los autores se preguntan por el aporte real de los biocombustibles a la solución de los problemas ambientales. Después de analizar las actuales formas de producción en Brasil, sostienen que la expansión de éstos presionará indirectamente hacia la deforestación, contribuyendo así aún más al calentamiento global. Señalan lo falaz del discurso que justifica la expansión de los biocombustibles por su aporte a la generación de empleo. Sostienen que es fundamental incorporar los requerimentos de sostenibilidad en la cadena de producción para (...) garantizar competitividad a los países potencialmente exportadores, pero que aún así esa solución es limitada ya que todas las energías alternativas y renovables juntas, no suplirían las proyecciones del patrón de consumo mundial. Fatal pues los sistemas energéticos han generado la mayor parte de las emisiones de gases efecto invernadero desde por lo menos la segunda mitad del siglo veinte. Por lo tanto, es indispensable analizar las cuestiones de energía desde el punto de vista de su uso buscando responder preguntas como ¿cuánta energía se requiere para mantener o mejorar niveles (...) de bienestar humano?, ¿qué países han logrado alcanzar niveles altos de bienestar con niveles relativamente bajos de uso de la energía y cómo lo han logrado?, ¿qué impacto tiene nuestra comprensión del bienestar humano en cómo reflexionamos sobre la relación entre energía y bienestar? Este artículo tiene como objetivo presentar la historia del estudio de las relaciones energía-bienestar imperativa en la lucha por mitigar el cambio climático, desde una perspectiva de límites medioambientales. El presente artículo busca enfocar la correlación entre el uso de la energía, el espacio, el territorio y el desarrollo local, teniendo en cuenta la utilización del gas natural en las cerámicas de Mato Grosso del Sur/Brasil. La importancia de los hechos geográficos es pautada por muchos parámetros, como el paso del tiempo, los nuevos descubrimientos tecnológicos, las necesidades de materias primas, los objetivos nacionales e internacionales y la ética de las relaciones internacionales. El gas natural no es utilizado aún (...) como fuente alternativa de energía en gran escala en el Estado. Puede ser considerado como uno de los resultados de la valorización de la política socio económica, de la cultura local y del medio ambiente preservado como parte de la identidad local del ser humano al mejorar su calidad de vida. Although Derrida has determined experience as always "an experience of presence" in Western metaphysics, a double logic of experience can be shown to determine his deconstruction of the phenomenological concept of experience. Derrida's appeal in his recent works to the notion of experience does not only imply that he has renovated the concept of experience but also that deconstruction has to be understood in terms of experience. Derrida's reading of the notion of experience in Husserl's phenomenology leads us to the (...) notion of the experience of the trace--- a condition of the possibility and of the impossibility of experience understood in terms of presence. By investigating the relation between deconstruction and experience, I point out to the fact that deconstruction subverts the desire for an originary experience and thus opens the way for a new politics of memory. By showing the connection between the experience of the trace as an impossible experience and the aporetic notion of experience, I discuss how Derrida reads the chiasm between ethics and politics in Levinas' philosophy. Finally, I investigate the way in which sexual difference partakes in the notion of aporetic experience and cannot be excluded from it. (shrink)

In this essay, I will not challenge these observations, which I consider well-founded. Rather, I will claim that the works of Heidegger and of another careful student of Husserl, Merleau-Ponty, even if they have not provided an adequate politics, have substantially renovated the problem of politics. They have done so in two ways. First, they have destroyed, in Heidegger’s sense, the metaphysical base which has dominated political thought since Plato. Second, they have provided insights into and clues pointing toward elements (...) which any defensible politics must embody. The current cosmological observations of distant supernovae type Ia suggest the existence of dark energy component with negative pressure. The most obvious candidate for this dark energy is the cosmological constant which raises several theoretical difficulties. The problem of dark energy, due to our Universe is accelerating at present in principle is open. We argue that this problem will dominate the cosmology in XXI century. En el año internacional de a energía sostenible para todos, se plantea cómo conciliar las necesidades de energía de una población creciente con los límites de sostenibilidad físicos del planeta, algo que puede parecer tan difícil como lograr la cuadratura del círculo. Energía sostenible sería aquella que permita satisfacer esas necesidades sin poner en riesgo la capacidad del resto de seres vivos y de las generaciones venideras de satisfacer las suyas.

Although there is a consensus about the representative parliamentary system throughout Europe, it is in a state of crisis.To renovate Parliament means to restore the essential functions of that institution : budgetary power, legislative action and control of the government.In the field of budget a reform to institute a general budget on expenditure and to impose stricter rules on the funds as well as a very tight budgetary schedule for the government, beside the budget on revenues, was passed by the (...) House at the end of March 1989.In the legislative sphere new approaches should be considered so as to enable Parliament to reduce the complexity of the legislation, to correct badly written texts and to get rid altogether of superfluous texts.The citizens' rights can only be fully safeguarded by a well functioning legislative assembly. A rationalisation of the control on governmental action is necessary in the field of parliamentary commissions and particularly the commissions of enquiry, petitions and the scrutiny of State expenditure.To conclude it should be noted that the renovation of Parliament must go hand in hand with better relations with the common citizen. Las infraestructuras de la energía se han visto tensionadas por una serie de demandas y responsabilidades que tienden a solucionar problemas cruciales de la actualidad y del futuro, como el cambio climático y la justicia distributiva. En este artículo planteo que, para armonizar muchos de estos asuntos, una mejor comprensión de la relación entre usuarios e infraestructuras debe ser alcanzada. Para ello, sostengo que los estudios infraestructurales, en combinación con los análisis de usuarios provenientes de los estudios de Ciencia, Tecnología (...) y Sociedad (CTS), pueden contribuir significativamente a esa tarea. De este modo, desde una perspectiva genealógica y mediante el análisis de documentos de archivo de la Administración Pública de Chile, analizo el caso de los colgados: grupo de usuarios de la energía eléctrica sin relación contractual con las empresas de distribución, que emergió como un problema durante la década de los ochenta, cuando se comenzó a privatizar la infraestructura en medio de la dictadura militar. El análisis del caso de los colgados permite notar que, a pesar de la evidencia presentada en los estudios encargados para el conocimiento del perfil de este tipo de usuarios, quienes estaban a cargo de la infraestructura -empresarios, economistas y políticos- interpretaron en todo momento los resultados de dichos estudios dentro del marco racional-económico con el que se diseñan las políticas públicas a partir de esa época en Chile. Así, este caso de estudio sirve como un ejemplo de la obstinación con que se aplican los supuestos de racionalidad-económica. A pesar de la evidente contradicción entre el comportamiento de los usuarios y los supuestos con que operaban las políticas públicas, la ilusión de la racionalidad-económica como explicación representativa del comportamiento de los usuarios, continuó siendo el eje articulador de las relaciones infraestructurales. A bioclimatic eco-renovation project can be implemented in every cell of the city, both in the existing buildings and in the new ones. Reducing the demand for energy can result in the creation of zero-energy houses. Implementing a bioclimatic eco-renovation project is a courageous and innovative initiative. The heat exchange through the building envelope should be controlled since in the early stage of design. The passive design strategies depend on the orientation of the different areas of the building, considering also (...) the glazing areas, the use of different shading devices, the thermal trap zone, thermal masses, ventilation strategies, etc. Greenhouses as one of the basis systems of passive strategies, are designed to conduct desired air to other spaces via direct opening adding special materials for conduction. Greenhouses are constructed to connect inner spaces as a heat transferor. They have the character of a transitional space, located between the indoor and outdoor environment. During the winter their inner temperature is higher as a consequence of the thermal trap meanwhile during summer such structures must be ventilated. Thermal mass is generally applied to the floor or masonry. The use of shading devices is also important during summer in order to reduce the penetration of solar radiation into the building as well as planting vegetation. The applied green houses in Tirana case study are sized according to the international normative, considering also the climate characteristics of the zone. The implementation of the solar chimneys (another passive system) is necessary in order to subtract the fresh air form the anti-bombing underground tunnels, bringing it to the customers (residents). The benefits of such strategy are enormous. The combination of them with the anti-bombing tunnels located in the selected neighborhood in Tirana is crucial, in order to subtract the cool air from the underground due to temperature and air pressure differences. The aim is to include the existing buildings within the comfort zone without the use of mechanical systems. There are also undermined temperature measurements of the underground and ground surface, very close to the zone during winter and summer, in order to better clarify the temperature differences between the areas. It is found that the temperatures of the underground area are relatively constant compared to the ground surface. Photovoltaics panels implemented in the project can convert sunlight into electricity and are considered as solar systems. According to the electricity demand of the inhabitants, specific calculations using Canadian RETScreen expert application in order to fulfill their electricity requirements for one of the buildings located in the neighborhood are undermined. It is observed that the implementation of the PV panels will reduce the GHG emission compared to the base case and also the gross annual GHG will be reduced too. The recycling of the rain water and wastewater is considered too, using reed bed strategy and fertilizing bathing tubes. The solar tube is another technology applied in all the dwellings, which turned to have a very good performance, saving a lot of electrical energy. A specific and unique proposal is designed in order to fulfill graphically the proposed ideas in combination with a software simulation application, MEEC (Montenegrin Energy Efficiency Certification) which is finally used as a tool of better understanding the thermal performance of the considered building as part of the neighborhood. Two scenarios are involved in order to draw conclusions and enhance the building thermal performance category. It is revealed that the added greenhouses involved in the second scenario contribute massively improving the thermal performance of the building. (shrink)

El siguiente trabajo pretende mostrar algunas conexiones ontológicas y epistemológicas entre los supuestos que subyacen en la conservación de la energía en física y la teoría del valor en economía clásica. Para ello, en primer lugar, haré una reconstrucción de ciertos supuestos metafísicos y hallazgos empíricos que guían la configuración de la conservación de la energía, desde la época de Descartes hasta su elaboración formal por parte de Helmholtz, como principio termodinámico. A continuación, describiré cómo encontramos supuestos equivalentes, con otra (...) elaboración, que guían las preocupaciones sobre el valor en los economistas clásicos en Smith, Ricardo y particularmente en Marx, y sus respectivas conexiones con la física. Finalmente conectaré estos paralelismos que se siguen de tales construcciones, que a su vez provienen de supuestos comunes e inmersos en la cultura y que interactúan en este caso en física y economía. Con ello argumentaré en favor de una perspectiva no autónoma de la ciencia, determinada por tales factores culturales de su tiempo. (shrink)

The article explores Chinese rural migrants’ perspective on work and their relations with each other and with the Chinese state by drawing upon the ethnographical study of a group of rural home renovators in Beijing in the 1990s. The rural renovators were dubbed “guerrilla” workers because of their physical mobility, irregular employment, and unregistered status. After considering the novelty of guerrilla workfare in China, the article demonstrates the bifurcation of migrants’ social networks along the lines of work and everyday association, (...) locates the politics of worker-state interaction at the place of their everyday living, and explores their understanding of work that is remarkably devoid of nostalgia for state socialism. The imaginary has been inseparable, since prehistoric times, from technical artefacs, their forms, functions and uses. Gilbert Durand’s typologies can help to understand better the different technologies, their success, their effects, etc. Can we not go further by looking in the imaginary for one of the keys to technological innovation today which would allow an anthropological renovation of theoretical tools?

Through a comparative, longitudinal analysis of the wine industry in two Argentine provinces, this article finds that different political approaches to reform and not simply socioeconomic endowments determine the ability of societies to build new institutions for economic upgrading. A “depoliticization” approach emphasizes the imposition of arm’s-length incentives by a powerful, insulated government but exacerbates social fragmentation and impedes upgrading. A “participatory restructuring” approach promotes the creation and maintenance of new public-private institutions for upgrading via rules of inclusive membership and (...) multiparty, deliberative governance. This latter approach can facilitate collaboration and knowledge creation among the government and previously isolated, even antagonistic, stakeholder groups. (shrink)
