The Millennium Development Goal (MDG) 5 A states that the maternal mortality ratio has to be reduced to three-quarters between 1990 and 2015. The target for India is a maternal mortality ratio of 109/100,000 live births. The Janani Suraksha Yojna (JSY) (Maternal Protection Scheme) is a centrally sponsored conditional cash transfer scheme to promote institutional deliveries and thus ensure safe delivery and reduce maternal mortality. The JSY scheme and its various evaluations were reviewed. The Tannahill’s ethical framework was applied (...) to the JSY and analyzed. Evaluations have shown that the JSY has significantly increased institutional deliveries. The public health system is not fully geared up for delivering good quality maternal health services. Thus encouraging women to go to them violates the principle of doing good. There are several barriers for availing the scheme. Procuring the certificates to meet eligibility can be difficult. The women do not have power over the cash incentive. There are large inequities in access to the JSY scheme based on socioeconomic status, caste and education. The accountability mechanisms for the scheme are weak at the grassroots level. Without an overall improvement in health system and awareness among women, the JSY cannot be said to empower the women in a sustainable way. In order, that the increases in institutional deliveries due to JSY are more than just a Hawthorne effect, which is a change in behavior just due to the fact that the population is being closely observed and intervened, there is a need to bridge the ethical gaps in the program to make it an empowering, sustainable, accountable and just one. Solving poverty is a laudable public policy goal. While there are many approaches, one that has gained popularity is the conditional cash transfer that requires recipients to satisfy conditions imposed on them such as requiring regular medical checkups. Another approach, which is gaining interest is unconditional cash transfers that do not impose conditions. The question we ask in this paper is: what do these past and current attempts tell us about the implications for gender? To answer this (...) question, we explore two programs using a gendered framework: Brazil's Bolsa Familia,which is a conditional cash transfer, and Manitoba's Mincome experiment, which was an unconditional cash transfer in Canada. We then consider how this information might be used by states, particularly as it relates to ending social marginalization. Broadly, this research contributes to academic discussions of public policy, income, gender and social vulnerability. (shrink)

Conditional cash transfers represent an innovation in social assistance policy by conditioning welfare benefits on recipients’ behaviors associated with human capital development. Although social assistance has expanded throughout the developing world in the 21st century, the political logic guiding CCT adoption differs sharply from that of unconditional cash transfers, and from the politics of social insurance development. Striking spatial and temporal correlations in their adoption also raise the specter of policy interdependence. A dynamic logit analysis of (...) social assistance reforms in developing nations from 1990 to 2011 reveals that although CCTs have been impelled by democratization in developing countries, the model is not embraced systematically by the left or the right of the political spectrum. Rather, CCTs are more likely to be adopted in contexts of divided government and where regional neighbors, and more democratic countries in the region, have previously adopted them. (shrink)

Anti-poverty policies and attitudes of distrust toward the needy share a long history. From the narratives of de Quevedo’s El Buscón, in which beggars are presented as able-bodied individuals making a concerted effort to take advantage of others, to the invasive physical tests and “workhouses” that were part of the English Poor Laws, the poor have long been regarded as deserving careful oversight. Although in increasingly subtle ways, this history continues as part of a popular set of policies in Latin (...) America called “Conditional Cash Transfers,” which make income support conditional on certain behavioral changes. This paper argues that this resumption in recent times is normatively problematic because it harms the beneficiaries’ self-esteem, leading to stereotypes and sociological errors that reproduce social hierarchies. Alternatively, the paper advances a comparative defense of Basic Income on the basis of its lesser-known affinity with non-discriminatory attitudes. (shrink)

Universal Basic Income is a periodic cash payment to all residents in a jurisdiction, without obligation. Universalism and unconditionality distinguish UBI from other redistributive policies that require means testing and certain behaviors to gain and maintain eligibility. Despite an increased interest in UBI, it is poorly understood how these two critical features – universalism and unconditionality – influence public attitudes toward UBI. This paper explores results of the eighth round of the European Social Survey and finds that people who (...) support unconditionality are more likely to support UBI, as expected. But support for UBI is also significantly associated with a desire to help the poor rather than provide universal cash transfers to all individuals. (shrink)

Violence against women is understood as a public health issue that has long-term health consequences for women. Economic inequality and women’s economic dependence on men make women vulnerable to violence. One approach to addressing poverty is through basic income, a cash transfer for all individuals which is not dependent on their employment status. This paper examines the relationship between basic income and violence against women by surveying different forms of cash transfer programs and their association with intimate partner (...) violence, sexual exploitation, and systemic violence. Previous reviews report that cash transfers can be associated with decreased intimate partner violence. This review goes beyond existing systematic reviews by including intimate partner violence, sexual exploitation, and systemic violence for a broader understanding of how cash transfers relate to violence against women. Search databases include EBSCOhost search with Medline, Social Science Abstracts, APA PsychINFO, Social Work Abstracts. Search terms were “basic income” or “cash transfer” and “women” and “violence” or “homicide” or “sexual risk.” Other terms searched were “indigenous” or “colonial” or “systemic”. This search included articles reporting on cash transfers as the exposure and an indicator of violence against women as the outcome. Articles were excluded if it did not fit these criteria and were not written in English. This search yielded 28 articles that described intimate partner violence (emotional, physical, or sexual), 15 articles that described sexual exploitation, and no articles describing systemic violence against women. We used other supplemental articles that did not meet the inclusion criteria to pinpoint gaps in literature on systemic violence. These papers were analyzed through a feminist lens, an intersectional approach in addition to other theories. This search resulted in 43 articles. Consistent with other reviews on this subject matter, many recipients of cash transfers reported feeling empowered by it. A large proportion of articles found that cash transfers have a decreased association with physical forms of IPV overall, however some articles report decreased, increased, or unchanged outcomes for emotional IPV, such as aggression, controlling behaviours, or threats. Cash transfers may also be associated with reduced sexual exploitation as nine out of 11 studies reported that participants reduced their number of sex trade interactions due to having their financial needs met and studies also reported their perceived increased autonomy in sexual decision-making. This article outlines the gaps in literature, including the examination of cash transfers and systemic violence that can guide future research to best understand how cash transfer impact violence against women. In this paper I seek to critically examine UCT’s and CCT’s and consider how a Levinasian ethics might offer normative guidelines to evaluate such aid programmes. Such an analysis will serve to both critique and supplement the traditional utilitarian analyses of such programmes. In so doing, this paper also hopes to contribute to the business ethics literature in which a Levinasian ethics may be brought to bear on real world problems. I proceed by enlisting Jordaan who argues that a Levinasian (...) ethical politics can be instantiated in institutional designs by allowing a more complex representation of the other’s alterity. Two UCT programmes are interrogated in light of this finding – the first, a UCT programme in a community in Vietnam; the second, a joint CCT/UCT programme targeting adolescent girls in Malawi, designed to test the efficacy of conditionality to achieve certain. Egalitarian liberal political philosophers have been at pains to show that there is a nonnegligible “place” for liberty within the framework of an egalitarian theory of justice. Thus, many have insisted that, when redistribution is required in order to achieve greater equality, assets should be transferred in the most abstract form possible, ideally through a system of cash transfers. In this article we argue that this strategy has the potential to generate significant violations of neutrality. The problem arises (...) from the fact that individuals with certain rates of time preference often want to use social institutions as self-binding mechanisms and as a result may exhibit a preference for in-kind benefits or other institutional arrangements that are frequently misclassified as paternalistic. We argue that egalitarians who rely on cash transfers as a way of accommodating the demands of liberty do so at the expense of neutrality. (shrink)

Representation is a pivotal concept in cognitive science, yet there is a serious obstacle to a naturalistic account of representations’ semantic content and intentionality. A representation having a determinate semantic content distinguishes correct from incorrect representation. But such correctness is a normative matter. Explaining how such norms can be part of a naturalistic cognitive science is what I call the normativity problem. Teleosemantics attempts to naturalize such norms by showing that evolution by natural selection establishes neural mechanisms’ functions, and such (...) functions provide the normativity requisite for a determinate semantic content. I argue that such attempts fail, because when specifying functions, and thus semantic contents, that are determinate enough to enable misrepresentation, they must tacitly appeal to human normative practices, especially the practice of giving intentional states as reasons for actions. I present a different tactic: using evolution by natural selection to avoid rather than solve the normativity problem. Representations’ semantic contents and their intentional targets are irreducibly normative. Semantics and intentionality are constituted within human normative practices. However, evolution by natural selection can be used to naturalistically explain the transition from a world without human beings and human normative practices — and thus without any distinction between thoughts that may be called “correct” or “incorrect” — to a world in which such human practices and distinctions are commonplace. The Hypothesis of Extended Cognition (HEC)—that many cognitive processes are carried out by a hybrid coalition of neural, bodily and environmental factors—entails that the intentional states that are reasons for action might best be ascribed to wider entities of which individual persons are only parts. I look at different kinds of extended cognition and agency, exploring their consequences for concerns about the moral agency and personal responsibility of such extended entities. Can extended entities be moral agents and bear responsibility for (...) actions, in addition to or in place of the individuals typically held responsible? What does it mean to be autonomous when one’s cognition is influenced and supported by a milieu of environmental factors? To answer these questions, I explore strong parallels between HEC’s critique of individualism in cognition, and feminist critiques of individualist accounts of self, agency, and autonomy. This relational and social conception of autonomous agency, as scaffolded and supported (or undermined and impaired) by a milieu of social, relational, and normative factors, has important lessons for HEC. Drawing together these two visions of distributed and decentralized aspects of personhood highlights how cognition, action, and responsibility are inextricably linked. It also encourages a reconceptualization of all cognition and all concerns about responsibility for actions, not simply as sometimes extended around individuals, but as fundamentally communal, social, and normative, with individual cognition and individual moral responsibility being derivative special cases, not the paradigm examples. Individuals are merely one of many possible loci of cognition, action, and responsibility. (shrink)

One of the most common policy-related messages that economists present to non-economists is the superiority of cash over in-kind transfers as a policy tool. A good deal of government policy on behalf of the poor consists, of course, of various forms of in-kind assistance, such as medical care or food stamps. However, if we wish to help the poor, the argument goes, in-kind transfers are an inferior way to do so.

Agricultural decision making is characterized by two challenges common to multiple arenas: linking science to decision making and linking science and decision making across multiple levels. The U.S. agricultural research, education, and extension system was designed to address these challenges. By investigating this system, this study deepens the understanding of science and decision making, specifically exploring the notion of boundary organizations in two significant ways. First, it provides a preliminary test of the hypothesis that boundary organizations mediate between the shifting (...) domains of science and policy, finding that they are instrumental in creating and maintaining an integrated system of assessment and decision making for addressing depletion of the High Plains Aquifer. Second, it extends the concept of boundary organization beyond the science-policy dimension to incorporate the dimension of levels of organization—not only bridging science and policy but linking science and policy across different levels. Many now accept the thesis that norms are somehow constitutively involved in people's contentful intentional states. I distinguish three versions of this normative thesis that disagree about the type of norms constitutively involved. Are they objective norms of correctness, subjective norms of rationality, or intersubjective norms of social practices? I show the advantages of the third version, arguing that it improves upon the other two versions, as well as incorporating their principal insights. I then defend it against two serious challenges: (...) (1) If content is constituted by others' normative judgments, how can content be causally efficacious? (2) This account appears to make having contentful thoughts a matter of people having contentful thoughts about your thoughts. That appears to be viciously circular and so can't be naturalistic. A patient's experience unfolds through a nurse's personal conversation with herself. Conveyed through three voices, the nurse's dialogue highlights her many internal struggles; those with her conscience on what she understands to be best practice, those important to her as a person, those of an ethical nature that profoundly affect one's search for meaning, and those in the personal–professional realm driven in part by institutional culture. These multivoiced knowledges are confronted in ways that foreground language and understanding as performative acts. (...) At the same time, another journey is co‐constructed with the reader, one that weaves in‐between the symbolic and the real, engaging the imaginary in (inter)play. The nurse's response to the inner conversation with her ‘self/selves’ problematizes practice, illuminates the patient's perspective while highlighting the nurse's sense of her marginal position. Insight into reified and hegemonic assumptions, strategies of how control is maintained through organizational surveillance, trust and moral agency help to foreground personal expectations as the nurse begins to grapple with her own feelings of betrayal. Tackling these insights offers opportunities to rethink oppressive practices in the provision of care. It also enables an alternative appreciation of the everyday dilemmas confronting nurses and offers new meaning to practice. (shrink)

This paper investigates the idea of clinical autonomy. Whilst there is a considerable literature on moral autonomy there is very little on clinical autonomy except as a sociological phenomenon. Using the results of interviews with Community Psychiatric Nurses in England, the three main theories that they have about clinical autonomy are examined. It is argued that there are substantial problems with these theories and an alternative way of understanding clinical autonomy is proposed, the idea of contractual space.

Typical hermeneutical approaches to the Deuteronomic Code, and to scriptural legal codes more generally, attend to genre either for the sake of historical-critical concerns as an end in themselves, or as a gateway to abstracted content. This article argues, conversely, that the genre of the code is not disconnected from its content, and that its form—imaginative, pragmatic propositions based on communal hope—can and should be imitated in the practice of theological ethics. As best seen in Deuteronomy 15, the communicative genius (...) of the code is that it (1) imagines a specific, viable future, (2) empowers moral agency, (3) forges communal identity, and (4) addresses unique historical situations. Appropriating the genre, rather than the content, thus has unique potential to give traction to modern ethical scholarship through conscious, kerygmatic contingency. (shrink)

This paper is an "ordinary language" analysis of the philosophical discussion of visual perception in the context of Twentieth Century British "sense datum" theorists, primarily G.E. Moore. -/- The title of the paper is derived from A.J. Ayer's "argument from illusion", which also forms part of the context of this paper. Both Moore and Ayer believed in sense datum theory, but Moore provides an interesting illustration that is intended to clarify (and also prove) sense datum theory in his paper, "A (...) Defence of Common Sense". Moore invites us to inspect his hand. I try to follow suit, but succeed only in falling out with the viewpoints of both Moore and Ayer. (shrink)

Despite the increase in global research on health inequalities, more needs to be done to strengthen efforts to inform local interventions. In this article, we ask what determines the local capacity to engage in research on health inequalities. A bibliometric analysis identified Spain as the 10th highest global contributor to this research field (1966–2015), yet a significant proportion of this production was affiliated to just a few institutions in Barcelona. How and why has the city produced so much health inequalities (...) research over four decades? A realist explanatory case study was conducted to test and refine six causal mechanisms, and identify the contextual conditions that might have activated them to generate this outcome. Data was triangulated from 10 semi-structured interviews, and scientific and grey literature. Our findings confirmed that several of our proposed mechanisms - functioning under certain conditions over time - explain the large volume of health inequalities research in Barcelona. Based on these findings, key lessons from the city's experience are suggested. Further research is needed on this topic. (shrink)

Wittgenstein's notorious sample of a ‘complete primitive language’ is often thought to be closer in kind to animal forms of communication than human language. Indeed, it has been criticised on precisely these grounds. But such debates make little sense if we take seriously Wittgenstein's idea that language is a family resemblance concept. So, rather than argue that the builders’ game ‘really is a language’, I propose to turn the debate on its head and welcome the comparison. By changing our perspective (...) in this way, I suggest that we can see that the learning of language is crucially dependent on forms of communication that are animal in nature. I then discuss how these lessons might shed light on empirical research into both the ontogenetic and phylogenetic origins of linguistic communication. (shrink)

Since people can often successfully interpret utterances that flout or ignore conventions, Davidson concludes that shared conventions are neither necessary nor sufficient for linguistic interpretation. This conclusion is based on an overly narrow conception of what it is to know, and to share, a language. Rather than, as Davidson argues, simply interpreting the meaning the speaker intends their words to be interpreted as having (and their words’ truth conditions), successful interpretation requires interpreting the illocutionary act the speaker intends to be (...) interpreted as performing (and the act’s felicity conditions). This change in focus highlights the need for many types of shared conventions, beyond the conventional meanings of words that Davidson considers and dismisses as unnecessary. When any one convention is ignored or flouted, interpretation is possible because the apparently unconventional utterance nonetheless conforms to a host of other shared conventions. pSara Ahmed’s emWillful Subjects/em develops an account of willfulness as a site of simultaneous oppression and resistance: a diagnosis attributed to particular (not-quite-)subjects and to modes of behavior that are thereby diminished, pathologized, and controlled, and a “diagnosis” that may be positively affirmed as a way of living and doing otherwise. This essay puts Ahmed’s work on willfulness in conversation with María Lugones’ decolonial feminism, particularly her theory of active subjectivity. With Lugones, we offer, one can better understand the resistant (...) potential of willfulness, not simply as the willful subject possessing an oppositional “will of her own” (which risks reinscribing a unitary notion of the self), but rather, as exercising a different kind of subjectivity altogether—one that relies on multiplicity and arises through relationships across non-dominant difference. Extending the connections that Ahmed herself draws between willfulness and “madness,” we further explore the willful elements in experiences relating to mental illness and cognitive disability, categories of experience that we understand to be important (and undertheorized) aspects of what Aníbal Quijano has termed “the coloniality of power.”/p.
