Assessment of the quality of governance has so far relied on socioeconomic statistics and expert opinions, while largely neglecting citizens satisfaction with their government in six Asian-Pacific countries: America, Australia, China, India, Japan, and Russia. I found citizen satisfaction with the public services they receive, such as education, healthcare, and public safety, matters most in their assessment of government performance. Individual satisfaction with income, job, and housing also matters. The respondent will disapprove government performance if he or she thinks corruption (...) is serious in government, or elected officials stop caring about citizens once voting is finished. In terms of macro variables, economic condition of a country seems to matters significantly. Especially, if a country's economy is growing fast, citizens are much more likely to be satisfied with government performance. Large within-country variations exist in countries such as China and India, where citizens of different cities or regions may give rather different assessments of government, suggesting many contextual variables not captured by this study. Lastly, citizens evaluation of governance quality, such as the World Bank Governance Index. This raises both methodological and normative issues regarding the proper approaches to measuring good governance. (shrink)

Economic development and the social changes it brings are changing people's world views among the East Asia Confucian societies. Most notable is a change from stressing hard work and achievement toward stressing enjoyment, self expression, and a fulfilling lifestyle. With this people also have become more pro-equality and tolerant toward different ideas and styles. These newly emerged views of modernized societies can be called values. People with stronger postmodern values are more active politically, more assertive in demanding individual and political (...) rights, and more emphatic in their preference for democratic government. The implication is that people in East Asia will demand more democracy as economic development proceeds and as they acquire these postmodern values. (shrink)

Many studies in Western societies show a pattern of discriminative grandparental investment as follows: maternal grandmothers (MGMs) > maternal grandfathers (MGFs) > paternal grandmothers (PGMs) > paternal grandfathers (PGFs). This pattern is in line with the expectation from evolutionary reasoning. Yet whether or not this pattern applies in China is in question. The present study was based on a questionnaire survey at a university in Central China (N = 1,195). Results show that (1) when grandparent–grandchild residential distance during grandchildren’s childhood (...) is controlled, in the case of grandsons and granddaughters as a whole and granddaughters only, both grandparental caregiving and grandchildren’s emotional closeness to grandparents display a rank order of MGM > MGF > PGM > PGF, but in the case of grandsons only, this order is not statistically significant. (2) There are stable relationships between grandparental caregiving/grandchildren’s emotional closeness and residential distance/similarity in appearance. (3) The effects of residential distance on either PGFs’ or PGMs’ caregiving exceed those on either MGFs’ or MGMs’. (4) The PGF and PGM prefer grandsons to granddaughters in their caregiving, whereas the MGF and MGM do not have a sex preference, and (5) the fact that the PGF and PGM invest more in grandsons than in granddaughters does not depend on grandsons’ duration of living in a rural area. Our results suggest that (1) in general, the Chinese display a pattern of differential grandparental investment predicted by an evolutionary perspective, (2) the evolutionary perspective that combines the two factors of paternal uncertainty and sex-specific reproductive strategies is applicable to grandparental investment in China, and (3) the traditional son-preference culture also plays some role in affecting grandparental investment in China, though the roles of culture and urban–rural cultural difference should not be exaggerated. Computer vision is widely used in manufacturing, sports, medical diagnosis, and other fields. In this article, a multifeature fusion error action expression method based on silhouette and optical flow information is proposed to overcome the shortcomings in the effectiveness of a single error action expression method based on the fusion of features for human body error action recognition. We analyse and discuss the human error action recognition method based on the idea of template matching to analyse the key issues that (...) affect the overall expression of the error action sequences, and then, we propose a motion energy model based on the direct motion energy decomposition of the video clips of human error actions in the 3 Deron action sequence space through the filter group. The method can avoid preprocessing operations such as target localization and segmentation; then, we use MET features and combine with SVM to test the human body error database and compare the experimental results obtained by using different feature reduction and classification methods, and the results show that the method has the obvious comparative advantage in the recognition rate and is suitable for other dynamic scenes. ntroduction Since China’s gradualist reform started in the early 1980s, its governance record has been relatively successful. Despite a large number of severe challenges, the government in Beijing has managed outstanding economic performance and large-scale social transformation (Naughton 2007). Overall, the regime seems to enjoy relatively high levels of public support (Gilley 2006; Wang 2009), and a reform and state-building process controlled by the ruling Chinese Communist Party looks set to continue for the next ten to 20 years. One key (...) element of the Chinese political or governing system is management of its Party and government officials, or “cadres” in its own terminology. We argue that the Party-state’s personnel management features a meritocratic system that has so far largely evaded scholarly attention. This system retains strong influences from the Confucian scholar-official tradition of China’s imperial past, as well as the Leninist “vanguard party” tradition that was established in the revolutionary and Maoist eras. In recent years, however, this system has paid increasing attention to nurturing managerial competence for the purpose of administering a modern economy and a modern society. How the Party attempts to strike a balance between political loyalty and professional competence is the focus of this study. We will examine several aspects of the Chinese cadre management system. These include the formal rules, institutions, and actual practices regarding (1) recruitment, (2) development, and (3) promotion of officials. From this analysis we will understand how political loyalty and professional competence are defined and measured in the Party’s personnel regime, and how a balance is sought between the two. We will also look at the changes that are taking place in the relative importance, or weights, of these two criteria as the Party-state tries to build a modern governance machine. We find that while political reliability and commitment still feature prominently when the Party staffs the state and party bodies, rapid economic development and social changes have amplified the need for capable and competent managers and administrators, in order to deliver successful governance. Whereas in the past political loyalty played a crucial role for officials’ success within the state ranks, today professional competence has become more central. Whether this trend will continue, to a future state in which political loyalty becomes almost irrelevant, will be discussed toward the end of the chapter. (shrink)

This article proposes an interpretation of the ‘Thesis that Things do not Shift’ (_Wu bu qian lun,_ 物不遷論) of the early Chinese Buddhist philosopher Sengzhao. We understand Sengzhao to be proposing a version of the philosophy of time found in Sarvāstivāda Abhidharma, and then interpreting statements about time from Mahāyāna texts in light of that account. But whatever his limitations as a cross-cultural interpreter, we find Sengzhao surprisingly impressive philosophically, as he proposes a view that is noticeably more advanced towards (...) a modern conception of time than the accounts found in South Asian Buddhist sources. Ironically, his earnest efforts to present his view as falling within the Mahāyāna may have functioned to conceal Sengzhao’s true philosophical achievement. (shrink)

In recent years, the translation of Debray’s writings and the study of his media thoughts have become increasingly popular in China, but the ‘medium’ in his media discourse has never been clarified. Debray pointed out that the focus of the media is ‘mediation’, which actually reveals a new way of thinking and reasoning. He then proposed four stages of mediological reasoning: Message, Medium, Milieu and Mediation. This article believes that based on this framework (i.e. 4M), Debray used McLuhan’s theory as (...) a hub for analysis and launched a set of research methods and tools aimed at exploring the multiple nature of medium and message on the sense of interaction between culture and technology, which also involved the utility of ‘mediasphere’ as an exploration principle to question the past and future of mankind and the media conditions. This approach provides an avenue for us to understand ourselves and transmissions in different space-time categories at both practical and theoretical levels. This article emphasizes that it is better not to interpret Debray’s thoughts as a theory parallel to the existing medium theories because its focus is on research approaches rather than arguments. Besides, although Debray’s medium theory is based on his experience and thinking in Europe and Latin America, there are reasons for the publicity of Debray’s ideology in China. From the perspective of history, culture and human geography, Chinese civilization can be said to contain rich ideological resources of mediation. This is of great significance to re-understand China’s history and reality in the new context of globalization, and to discover the global value of China’s experience. (shrink)

In the spirit of Von Neumann and Morgenstern (Theory of games and economic behavior, Princeton University Press, Princeton, 1944), we introduce a notion of network stability. We study the structure of stable economic networks and their associated stable payoff allocations by analyzing the conditions under which complete networks and star networks (both with desirable property of inclusiveness) are stable. We also address conditions for existence and uniqueness of stable set of networks.

Junzi (君子 gentleman) is the ideal personality for Confucius. To perform benevolence ( ren 仁) and righteousness ( yi 義) is the responsibility of a junzi. A junzi also esteems bravery, which takes benevolence and righteousness and the justification of the enterprise as its prerequisites. A junzi must do things properly and act in accordance with the mean ( zhongyong 中庸). How does one achieve the mean? The person concerned needs to be flexible with the principles and the circumstances of (...) the situation. A person is not born a junzi, but to become one. And to become a junzi, one needs to cultivate one’s character, which includes the cultivation of the inner spirit and the literature and arts. Confucius’ theory of junzi is still relevant in modern times, and modern society needs a new type of junzi. (shrink)

A logic-enriched type theory is a type theory extended with a primitive mechanism for forming and proving propositions. We construct two LTTs, named and , which we claim correspond closely to the classical predicative systems of second order arithmetic and . We justify this claim by translating each second order system into the corresponding LTT, and proving that these translations are conservative. This is part of an ongoing research project to investigate how LTTs may be used to formalise different approaches (...) to the foundations of mathematics.The two LTTs we construct are subsystems of the logic-enriched type theory , which is intended to formalise the classical predicative foundation presented by Herman Weyl in his monograph Das Kontinuum. The system has also been claimed to correspond to Weyl’s foundation. By casting and as LTTs, we are able to compare them with . It is a consequence of the work in this paper that is strictly stronger than .The conservativity proof makes use of a novel technique for proving one LTT conservative over another, involving defining an interpretation of the stronger system out of the expressions of the weaker. A prefrontal control system that is less mature than the limbic reward system in adolescence is thought to impede self-regulatory abilities, which could contribute to poor dietary choices and obesity. We, therefore, aimed to examine whether structural morphology of the prefrontal cortex and the amygdala are associated with dietary decisions and obesity in children and adolescents. Seventy-one individuals between the ages of 8–22 years participated in this study; each participant completed a computer-based food choice task and a T1- and T2-weighted (...) structural brain scans. Two indices of obesity were assessed, including age- and sex-specific body mass index and waist-to-height ratio. The behavioral task included rating 60 food stimuli for tastiness, healthiness, and liking. Based on each participant’s self-ratings, 100 binary food choices were then made utilizing a computer mouse. Dietary “self-control” was calculated as the proportion of trials where the individual chose the healthier food item over the total number of trials. Cortical thickness and amygdala subnuclei volumes were quantified using FreeSurfer 6.0 and CIT168 atlas, respectively. We found that WHtR was negatively associated with the thickness of bilateral superior frontal, left superior temporal, right insula, and right inferior temporal regions. We also found WHtR to be positively associated with the volume of the central nucleus region of the amygdala, after adjusting for the hemisphere, age, sex, and intracranial volumes. A similar data pattern was observed when BMIz was used. Moreover, we found that across all participants, thinner right superior frontal cortex and larger left CEN volumes predicted lower dietary self-control. These results suggest that differential development of the PFC and amygdala relate to obesity and dietary self-control. Further longitudinal studies are merited to determine causal relationships among altered PFC to amygdala neural circuitry, dietary self-control, and obesity. (shrink)

Today, as the realization of the Four Modernizations is accelerated, a thorough examination of this question is highly important and meaningful.

The mounting pollution burden has raised the need for renewable energy demand throughout the world. The study aims to explore the effect of public debt on renewable energy consumption for selected 23 Asian economies for the time period 1990–2019. Long-run empirical findings of the group-wise symmetric ARDL model reveal that increasing public debt results in declining renewable energy consumption. However, findings of the long-run group-wise asymmetric ARDL model reveal that positive shock in public debt reduces renewable energy consumption, and negative (...) shock in public debt results in increasing renewable energy consumption. The economy-wise empirical findings of the FMOLS model reveal that an increase in public debt results in increased renewable energy consumption in nine economies and decreased renewable energy consumption in six economies. The asymmetric FMOLS findings reveal that positive shock in public debt increases renewable energy consumption in nine economies and also decreases renewable energy consumption in nine economies. However, a negative shock in public debt increases renewable energy consumption in 12 economies and decreases renewable energy consumption in 5 economies. Additionally, this research provides numerous policy implications for renewable energy sources in Asian economies. Asian governments should use public debt for the consumption of renewable energy resources. (shrink)

Tagba is a tone language that presents tonal patterns that appear quite regular at first glance. However, these are difficult to model under standard autosegmental hierarchical assumptions regarding the placement of skeleton, segments and tones. In this paper, we will present Tagba tonology and demonstrate that it can be accounted for by readjusting the tiers of hierarchization. From this, we reason that the proposed hierarchy is parametric and language specific.

This volume explores East Asian intellectual traditions and their influence on contemporary discussions of the ethics of war and peace. Through cross-cultural comparison and dialogue between East and West, this work charts a new trajectory in the development of applied ethics. A sequel to the volume Chinese Just War Ethics, it expands the range of the earlier work and includes attention to Japan and other Eastern and Western traditions for contrastive reflection and engages with the full range of Chinese intellectual (...) traditions for comparative analysis. The book scrutinizes pioneering works such as the Mengzi, the Han Feizi, and the Seven Military Classics, investigating their influence in subsequent times. It also engages with new texts and thinkers such as the Four Books of the Yellow Emperor, Zeng Guofan, Chiang Kai-shek, and Mao Zedong, along with examining recent writings of the scholars of the People's Liberation Army. The final section of the book identifies and discusses some emerging issues in the comparative study of military ethics, just war and peace that derive from the preceding sections.
