Assessment of the quality of governance has so far relied on socioeconomic statistics and expert opinions, while largely neglecting citizens satisfaction with their government in six Asian-Pacific countries: America, Australia, China, India, Japan, and Russia. I found citizen satisfaction with the public services they receive, such as education, healthcare, and public safety, matters most in their assessment of government performance. Individual satisfaction with income, job, and housing also matters. The respondent will disapprove government performance if he or she thinks corruption (...) is serious in government, or elected officials stop caring about citizens once voting is finished. In terms of macro variables, economic condition of a country seems to matters significantly. Especially, if a country's economy is growing fast, citizens are much more likely to be satisfied with government performance. Large within-country variations exist in countries such as China and India, where citizens of different cities or regions may give rather different assessments of government, suggesting many contextual variables not captured by this study. Lastly, citizens evaluation of governance quality, such as the World Bank Governance Index. This raises both methodological and normative issues regarding the proper approaches to measuring good governance. (shrink)

Economic development and the social changes it brings are changing people's world views among the East Asia Confucian societies. Most notable is a change from stressing hard work and achievement toward stressing enjoyment, self expression, and a fulfilling lifestyle. With this people also have become more pro-equality and tolerant toward different ideas and styles. These newly emerged views of modernized societies can be called values. People with stronger postmodern values are more active politically, more assertive in demanding individual and political (...) rights, and more emphatic in their preference for democratic government. ntroduction Since China’s gradualist reform started in the early 1980s, its governance record has been relatively successful. Despite a large number of severe challenges, the government in Beijing has managed outstanding economic performance and large-scale social transformation (Naughton 2007). Overall, the regime seems to enjoy relatively high levels of public support (Gilley 2006; Wang 2009), and a reform and state-building process controlled by the ruling Chinese Communist Party looks set to continue for the next ten to 20 years. One key (...) element of the Chinese political or governing system is management of its Party and government officials, or “cadres” in its own terminology. We argue that the Party-state’s personnel management features a meritocratic system that has so far largely evaded scholarly attention. This system retains strong influences from the Confucian scholar-official tradition of China’s imperial past, as well as the Leninist “vanguard party” tradition that was established in the revolutionary and Maoist eras. In recent years, however, this system has paid increasing attention to nurturing managerial competence for the purpose of administering a modern economy and a modern society. How the Party attempts to strike a balance between political loyalty and professional competence is the focus of this study. We will examine several aspects of the Chinese cadre management system. These include the formal rules, institutions, and actual practices regarding (1) recruitment, (2) development, and (3) promotion of officials. From this analysis we will understand how political loyalty and professional competence are defined and measured in the Party’s personnel regime, and how a balance is sought between the two. We will also look at the changes that are taking place in the relative importance, or weights, of these two criteria as the Party-state tries to build a modern governance machine. We find that while political reliability and commitment still feature prominently when the Party staffs the state and party bodies, rapid economic development and social changes have amplified the need for capable and competent managers and administrators, in order to deliver successful governance. Whereas in the past political loyalty played a crucial role for officials’ success within the state ranks, today professional competence has become more central. Whether this trend will continue, to a future state in which political loyalty becomes almost irrelevant, will be discussed toward the end of the chapter. (shrink)

In this paper, finite-time tracking problem of nonholonomic mobile robots for a moving target is considered. First of all, polar coordinates are used to characterize the distance and azimuth between the moving target and the robot. Then, based on the distance and azimuth transported from the sensor installed on the robot, a finite-time tracking control law is designed for the nonholonomic mobile robot by the switching control method. Rigorous proof shows that the tracking error converges to zero in a finite (...) time. Numerical simulation demonstrates the effectiveness of the proposed control method. (shrink)

In this paper, the stabilization problem of nonholonomic chained-form systems is addressed with uncertain constants. In this paper, the active disturbance rejection control is designed to solve this problem. The proposed control strategy combines extended state observer and adaptive sliding mode controller. The control of nonholonomic chained-form systems with dynamic nonlinear uncertain terms and uncertain constants is first discussed in this paper. In comparison with existing methods, the proposed method in this paper has better performance. It is proved that, with (...) the application of the proposed control strategy, semiglobal finite-time stabilization of the systems is achieved. Few studies have actually explored the impact of the COVID-19 pandemic on mental health in college students, although many studies have suggested that the COVID-19 pandemic poses a great threat to people’s mental health in many cohorts. Furthermore, college students may be a particularly vulnerable cohort that needs more attention and access to psychological services due to the psychological changes involved in the transition to college and the characteristics of college students’ study habits and lifestyle. Therefore, investigating the basic characteristics (...) of the impact of the COVID-19 pandemic on college freshmen is of great practical importance and has theoretical implications for the identification and provisioning of services to vulnerable cohorts. A total of 5,818 college freshmen completed the College Student Adaptability Inventory. The results suggest that the mean detection rate of the seven dimensions of undergraduate maladjustment to university is 27.13%. Specifically, livelihood self-management adaptability has the highest detection rate, while environmental general evaluation has the lowest detection rate. Moreover, the school adaptation of college freshmen is impacted by gender, number of siblings, and family socioeconomic status. Specifically, students who are female, an only child, and have a lower SES have lower levels of school adaptation. However, the school adaptation of college freshmen is not influenced by minority status or left-behind status. The findings of the present study suggest that the maladaptation of college freshmen has been a common phenomenon in China during the COVID-19 epidemic. Prevention programs may be most helpful if they pay more attention to effective intervention efforts for students who are female, an only child, and have a lower SES. (shrink)

We conducted this study in order to understand the extent to which Taiwanese social studies teachers are prepared to grapple with controversial issues in their classrooms. To do so, we employed a curricular-instructional gatekeeping framework to make meaning of teacher decisions and the contexts in which they work. We conducted semi-structured interviews with 18 preservice teachers and five university professors of teacher education in Taiwan. The findings suggest that writ large, social studies education in Taiwan is largely social science education (...) and within this context, preservice teachers have variable conceptualizations of controversial issues which are shaped by a wide variety of external forces that ultimately serve to undermine enactment of discussion. The construct of learned helplessness, as one of the noticeable emotional issues in education, has been investigated and approved its prominent place in education for its stimulus on students' accomplishment, enthusiasm, and commitment in learning. Moreover, the role of teachers as the most crucial issues in the learning viewpoint is at the center of attention since they help learners to be more motivated and provide a supportive context by caring. So, the current review of literature tries to emphasize teachers' care (...) and its effects on decreasing learned helplessness in EFL classrooms. The review of this study underscores the important role of the teachers' care and support in learners' improvement of learned helplessness that can be alleviated in this way. Cultural pluralism and value pluralism are the original state of society, and the dynamic imbalance of social development drives the diversity of bioethics practice.

In this study, two modified gradient descent algorithms are proposed for time-delayed models. To estimate the parameters and time-delay simultaneously, a redundant rule method is introduced, which turns the time-delayed model into an augmented model. Then, two GD algorithms can be used to identify the time-delayed model. Compared with the traditional GD algorithms, these two modified GD algorithms have the following advantages: avoid a high-order matrix eigenvalue calculation, thus, are more efficient for large-scale systems; have faster convergence rates, therefore, are (...) more practical in engineering practices. The convergence properties and simulation examples are presented to illustrate the efficiency of the two algorithms. (shrink)

The longitudinal, qualitative study aimed to explore the lived experiences of Chinese university emerging adults by analyzing their personal life stories, reflective journals, and semi-structured interview data collected over a 2-year period. A qualitative content analysis was used to identify five themes: maturity, academic performance, interpersonal communication skills, social support network, and sense of loss. The study found that the growth in emerging adulthood was dynamic, positive, and multifaceted. The study demonstrated that writing personal life stories, as a practice of (...) meaningful literacy instruction in EFL contexts, helped students to record a memorable past, reconcile with the past, and strive for personal growth. These findings suggest that emerging adults’ personal growth be stressed in foreign language teaching to promote Chinese university emerging adults’ growth and development. It is also suggested that personal life stories be used in foreign language teaching under the guidance of meaningful literacy instruction. (shrink)

Followership is an important but understudied domain. This study adopted a follower-centric perspective to examine the internal process by which followership affects creative performance via work autonomy and creative self-efficacy. The study employed a 3-wave survey of 341 employees of a Taiwanese university to achieve the research purpose. This study showed that effective followership is positively associated with employees’ work autonomy and creative self-efficacy. Work autonomy and creative self-efficacy mediate the relationship between effective followership and creative performance. This study’s empirical (...) findings provide an improved way of measuring followership and broaden our understanding of how followership triggers intrinsic motivation to facilitate creative performance. Concurrent working memory task reduces available attentional control resources to perform the flanker task. However, controversy exists as to whether concurrent WM task increases or decreases flanker-related N2 amplitude. In a flanker task experiment, individuals were confronted with a low, middle, or high WM load task, while electroencephalography data were recorded. The ERP results showed a larger flanker-related N2 amplitude while completing a middle or high WM load task compared to a low one. However, completing an additional high WM load (...) task could not increase flanker-related N2 amplitude versus completing an additional middle WM load task. In sum, these results suggest that WM load can impair top-down cognitive control processes, thereby hampering flanker task performance. Importantly, the present study supports the account of flanker-related N2 processes linked to top-down attentional control resource allocation, but challenges the account of flanker-related N2 reflecting response conflict processes. For the β‐globin locus, we hypothesise that a transcription machine composed of multiple RNA polymerase II (PolII) assembles using the locus control region as a foundation. Transcription and locus remodelling can be achieved by pulling DNA through this multi‐PolII ‘reading head’. Once a transcription complex is formed, it may engage an active gene in several rounds of transcription. Observed intergenic sense and antisense transcripts may be the result of PolII pulling the (...) DNA through the reading head whilst searching for the promoter of a gene. Support for this hypothesis is provided using various data from the literature. In the model, DNA is packed in a 30‐nm chromatin fibre, thus gene regulatory regions separated by kilobases are close in space. This, and the need to store transcription‐induced supercoiling, may explain why functionally interacting regions are often separated by many kilobases. (shrink)

Due to the crucial role of customers’ brand citizenship behaviors on brand strength, this study explored the relationship between brand uniqueness, brand credibility, brand intimacy, brand love, and brand citizenship behavior in Taiwan’s restaurant context. The participants are the customers of Wang Steak, a famous restaurant chain in Taiwan. A total of 358 valid responses were gathered from a questionnaire survey, with a response rate of 71.6%. We used structural equation modeling to analyze the data. Brand uniqueness, brand credibility, and (...) brand intimacy all have a positive relationship with brand love. Moreover, brand love was positively associated with brand citizenship behavior. The findings provide greater insights into the relationship of perceived brand uniqueness, brand credibility, brand intimacy, and brand love with customers’ brand citizenship behaviors. (shrink)

A hallmark of skilled motor performance is behavioral flexibility – i.e., experts can not only produce a movement pattern to reliably achieve a given task goal, but also possess the ability to change that movement pattern to fit a new context. In this perspective article, we briefly highlight the factors that are critical to understanding behavioral flexibility, and its connection to movement variability, stability, and learning. We then address how practice strategies should be developed from a motor learning standpoint to (...) enhance behavioral flexibility. Finally, we highlight some important future avenues of work that are needed to advance our understanding of behavioral flexibility. We use examples from sport as a context to highlight these issues, especially in regard to elite performance and development. (shrink)

In the critically inherited Marxism, the Annales school and on the basis of the theory of dissipative structures, construction of a world system Wallerstein school's overall theory. Wallerstein's overall theory includes two aspects: First, the integrity of space and time. In space, the center of the modern world system is, semi-periphery and the edge of the composition of the three economic regions of the world economy or the nation-state form of the international system; in time, the modern world-system dynamic performance (...) of long-term trend and cycle rhythm . Another is the integrity of knowledge. An integrated multidisciplinary approach to construct an alternative history of interdisciplinary social sciences, natural sciences and humanities to eliminate the tension between and within different social science disciplines and between the spatial and temporal dimensions of the differences between the rules of the special theory and the binary opposition. Wallerstein's theory of deconstruction of the traditional whole social science disciplines in the national myth and myth, which we understand the history and reconstruction of historical system has important implications. By crtically inheriting Marxism, the Annales School and the Dissipative Structure Theory, Wallerstein constructs holism of world-system school, which is inclusive of two aspects: one is the entirety of TimeSpace; the other is the entirety of knowledge. In respect of space, modem world-system is constitutive of world economy or international system ; whereas in respect of time, the dynamic characteristics of modem world-system displays secular trends and the cyclical rhythms. As to the entirety of knowledge, Wallerstrin employs unidisicplinary approach in place of interdiscipline to construct historical social science whereby he intends to remove the tension between natural sciences and humanities, eliminates the TimeSpace dimension differences between various disciplines within social scieces, and dispels the dilemma between idiographic and nomothetic. Wallerstein's holism deconstructs the myth of nations and the myth of disciplines in traditional social science, which is of significant enlightment to the understanding of history and the reconstruction of historical system.
