While not neglecting the fruit of that discussion, his (...) framing of the question under the headings of “Gospel” and “Providence” opens a new vista that is evident in his opening question: “What theology of Providence is needed today for the Gospel of salvation?” (7).Although contemporary theology readily affirms the biblical proclamation of God’s universal offer of salvation, its account of God’s salvific action on behalf of each person has become “uncertain and problematic.” Discussions of divine “kenosis, self-limitation, retreat, and powerlessness” have led many to the conviction God’s action must somehow be “limited” (8). The result is the paradox of a limited God attempting to offer universal salvation. The remedy lies in the recovery of a correct understanding of “the sovereignty of God”—the God who acts not only in the “intimacy of human hearts” but also in and through the “happy and unhappy contingencies” of human life (8-9).Durand begins by placing the question of divine action in the context of contemporary theology and culture, considering first the relationship between divine and human action, then the question of God’s action in history, and finally the understanding of divine action that has surfaced in the dialogue between theology and science (chap. 1). His next task is to clarify the notion of “action” itself. This entails an account of analogy (chap. 2). The discussion then turns to the “creative reappropriation” (10) of three classical theologies of divine providence, those of St. Augustine, St. Thomas Aquinas, and John Henry Newman. This involves a careful consideration of the Confessions of Augustine, the Summa contra gentiles of Aquinas, and the sermons of Newman (chaps. 3-5).The flip side of the question of divine action is of course the problem of evil and why a God who is capable of overcoming evil does not do so. Durand proposes not to “resolve” (résoudre) such problems here, but simply to help us “press” (serrer) them (11) as a preparation for listening to what revelation may say of them (chap. 6). The question of evil serves as the background for the discussion of Scripture that follows, where aspects of the books of Wisdom, Luke, and John are considered (chap. 7). Durand concludes with a [End Page 133] constructive proposal for understanding Providence in the world as we find it today, afflicted with evil (chap. 8).Durand begins his book with a discussion of the widespread opinion in contemporary philosophy and theology that divine and human action are somehow opposed to or in competition with each other. He traces this notion to Sartre, arguing that it now seems to pervade our culture despite the efforts of theologians such as Sertillanges to refute it. God’s action in the world is thought to diminish as humanity matures historically. The sovereign God gives place to the suffering God, who can act only through the actions of humans. The contemporary notion of history itself poses problems for divine action. It is difficult to affirm God’s saving and directing action in history, when history itself has lost its direction: “The loss of confidence in the intelligibility of history also jeopardizes the representation of God as sovereign, cause, author, director or guarantor of history” (29). Finally, the ability of science to explain natural events has led some to the conviction that there is simply no room for God to act in the world without interfering with the order of scientific laws. Durand presents a fine summary and critique of the responses to this dilemma that have surfaced in the ongoing dialogue between theologians and scientists, especially under the auspices of the Center for Theology and the Natural Sciences at the Graduate Theological Union in Berkeley (31-60).Durand... Pp. viii+ 445. Writing ostensibly a history of the philosophical origins of 18th century atheism in 17th century theism, Michael Buckley, S.J., has contributed a learned, subtle, and provocative hook whose length is significantly increased and whose focus is considerably enlarged by a running commentary about the metatheory (...) (Richard McKeon's philosophical semantics) that structures his reading of the chosen theists and atheists. Buckley provides the best summary of his own historical conclusion: "... theology generated apologetic philosophy and philosophy generated Universal Mechanics, and these in turn co-opted theology to become the foundations of theistic assertions... [But] when the contradictions between Cartesian and Newtonian mechanics were further negated... god became a deus otiosus" [pp. 358-359]. This conclusion rests on a philosophical principle whose elements are taken from Plato's Seventh Epistle: " The name, the definition, and the instance for the atheistic negations are all set by the current theism " [p. 15]. In turn, this principle is justified by a cluster of meta-theses that are not easily summarized, although one stands above the rest: " Much more may he involved in such a process of ideas [from 17th century theism to 18th century atheism] than their· own internal necessity, hut internal necessity remains and governs inherently " [p. 334]. The latter meta-thesis asserts that there is a dialectic of ideas and it is from this point of view that Buckley reads the conceptual history of modern atheism. Dialectical necessity is a bugbear for many contemporary philosophers, hut Buckley argues, convincingly I think, that some kind of conceptual necessity links theism and atheism. Atheism is, essentially, the negation of a particular form of theism. In Hegelian terms, atheism is a determinate negation which draws all of its conceptual content from what it negates. Buckley, however, puts an even greater Hegelian spin on the same point. If the theism carries within itself a contradiction, it negates itself and, thereby, dialectically generates its contradiction-atheism [cf. p. 17]. " Modern atheism took not only its meaning hut its existence from the self-alienation of religion " [p. 359]. A theism that believes in the existence of an intelligent, personal God, Who creates and orders the universe, but that attempts a rational 144 BOOK REVIEWS 145 justification of this belief apart from the religious experience that alone can embody such a faith contains exactly the kind of inner contradiction that generates the negation of itself. Buckley focuses on the poignant contradiction of a Christian theology abandoning " the religious figure of Jesus as the principal evidence for the reality of God" [p. 41] in favor of some philosophy (whether that of Descartes, Malebranche, or Newton) which provides a different and allegedly more certain kind of evidence for God's existence. This theology, or more precisely the theistic philosophies it spawned, are the sources of modern atheism because, if Descartes and Newton are consistently combined, philosophy can do quite well without God. Laplace's famous reply to Napoleon, although it was not originally an atheistic slogan, captures what Diderot and d'Holbach thought: God is an unnecessary hypothesis in a truly universal mechanics which needs to presuppose only matter and motion. The historical story, of course, is more complicated than this skeleton dialectic can suggest. Buckley richly details the story but I shall rehearse only its opening chapter. Buckley begins with the Jesuit theologian, Leonard Lays (1554-1623), usually known under his Latin name, Lessius, whose De providentia numinis et anima immortalitate (1613) set the pattern for subsequent Catholic theology. Lessius, who was convinced that atheism by eliminating the eternal judge destroys morals and sound politics, revived Stoic arguments, numerous variations on a theme, which show that the universe is everywhere imprinted with a divine design. Lessius's intent, although he referred only to ancient philosophers, was not to replay the classical battle between the Stoics and the Epicureans but to combat the atheism, silent and disguised in contemporary Europe, that Lessius thought to be the inevitable outcome of the wars of religion and theological fights. Between 1787, and the end of his life in 1832, Bentham turned his attention to the development and application of economic ideas and principles within the general structure of his legislative project. For seventeen years this interest was manifested through a number of books and pamphlets, most of which remained in manuscript form, that develop a distinctive approach to economic questions. Although Bentham was influenced by Adam Smith's An Inquiry into the Nature and Causes of the Wealth of Nations, he (...) neither adopted a Smithian vocabulary for addressing questions of economic principle and policy, nor did he accept many of the distinctive features of Smith's economic theory. One consequence of this was that Bentham played almost no part in the development of the emerging science of political economy in the early nineteenth century. The standard histories of economics all emphasize how little he contributed to the mainstream of late eighteenth and early nineteenth-century debate by concentrating attention on his utilitarianism and the psychology of hedonism on which it is premised. Others have argued that the calculating nature of his theory of practical reason reduced the whole legislative project to a crude attempt to apply economics to all aspects of social and political life. Put at its simplest this argument amounts to the erroneous claim that Bentham's science of legislation is reducible to the science of political economy. A different but equally dangerous error would be to argue that because Bentham's conception of the science of legislation comprehends all the basic forms of social relationships, there can be no science of political economy as there is no autonomous sphere of activity governed by the principles of economics. This approach is no doubt attractive from an historical point of view given that the major premise of this argument is true, and that many of Bentham's ‘economic’ arguments are couched in terms of his theory of legislation. Yet it fails to account for the undoubted importance of political economy within Bentham's writings, not just on finance, economic policy, colonies and preventive police, but also in other aspects of his utilitarian public policy such as prison reform, pauper management, and even constitutional reform. All of these works reflect a conception of political economy in its broadest terms. However, this conception of political economy differs in many respects from that of Bentham's contemporaries, and for this reason Bentham's distinctive approach to problems of economics and political economy has largely been misunderstood. Created in 1980, the Health Effects Institute funds research relevant to air quality policy debates and performs other tasks at the boundary between the health effects research community and the air quality policy community. In a 1993 review, the HEI was harshly criticized for a lack of relevance and timeliness in its research products and for poor relationships with its sponsors. Since the review, the HEI has undergone a series of changes that have strengthened its position as a central and (...) respected institution in both the health effects research and air quality policy communities. The apparent success of these recent changes suggests a number of lessons that can be learned about the function of boundary organizations, which bridge the worlds of science and governance. In particular, the HEI’s recent history demonstrates the importance of effective leadership and the importance of maintaining independence without resorting to isolation. (shrink)

In his paper ‘Has the Ontological Argument Been Refuted?’, 97–110) William F. Vallicella argues that my attempt to show that the Ontological Argument begs the question is unsuccessful. 1 I believe he is wrong about this, but before endeavouring to vindicate my position I must first make clear what precisely is the point at issue between us. The Ontological Argument is not a single argument, but a family of arguments. Newly devised formulations of the argument are frequently put forward by (...) philosophers in an effort to avoid difficulties that have been pointed out in previous versions. As a consequence there is no possibility of a conclusive proof that every form of the argument embodies the same fallacy. Nevertheless, one can, I believe, prove that all the standard versions of the argument embody a certain fallacy and that, given the nature of the argument, it is therefore unlikely that the argument can be formulated in such a way as to avoid this difficulty. What I tried to show in my paper is that the six best-known versions of the argument all beg the question and that they do so at the same point in the argument, namely when it is asserted that it is possible that an absolutely perfect being exists. It is difficult to see how an ontological argument could be formulated without including this claim as one of its premises, since the distinguishing badge of the argument is the inference from the possibility of an absolutely perfect being to its actuality. It must be unlikely then, if my criticism of these six versions is correct, that there is any way of formulating the argument that avoids this fallacy. (shrink)

Theism, according to David O'Connor, has in recent centuries been on trial for its life, the charge being that the existence of so much evil in the world is incompatible with belief in a benevolent creator. But this trial, he claims is incapable of producing a reasoned verdict.

Hume's 'Natural History of Religion' offers a naturalized account of the causes of religious thought, an investigation into its 'origins' rather than its 'foundation in reason'. Hume thinks that if we consider only the causes of religious belief, we are provided with a reason to suspend the belief. I seek to explain why this is so, and what role the argument plays in Hume's wider campaign against the rational acceptability of religious belief. In particular, I argue that the work threatens (...) a form of fideism which maintains that it is rationally permissible to maintain religious belief in the absence of evidence or of arguments in its favour. I also discuss the 'argument from common consent', and the relative superiority of Hume's account of the origins of religious belief. (shrink)

Multidisciplinary healthcare committees meet regularly to discuss patients’ candidacy for emerging functional neurosurgical procedures, such as Deep Brain Stimulation . Through debate and discussion around the surgical candidacy of particular patients, functional neurosurgery programs begin to mold practice and policy supported both by scientific evidence and clear value choices. These neurosurgical decisions have special considerations not found in non-neurologic committees. The professional time used to resolve these conflicts provides opportunities for the emergence of careful, ethical practices simultaneous with the expansion (...) of therapy applications. (shrink)

This paper discusses the metaphor of projection in relation to Hume’s treatment of causal necessity. I argue that the best understanding of projection shows it to be compatible with taking Hume to be a ‘sceptical realist’ about causal necessity, albeit an agnostic one.

There have been two recent attempts to disentangle the evidence for the procedures in fourth-century Athens for the enactment and revision of nomoi, by D. M. MacDowell and by M. H. Hansen. I have learned from both, but think that further progress can be made. MacDowell distinguishes five separate measures: The Old Legislation Law, requiring action at a specified time, advance publicity for the new proposal, concurrent repeal of any existing law with which the new proposal conflicts, and a decision (...) by nomothetae who are omomokotes, men who have sworn the dicastic oath : this is described as a παλαις νόμος, and as the law καθ' ν σαν ο πρότεροι νομοθέαι. Replacing that c. 370, the New Legislation Law, no longer requiring action at a specified time, advance publicity, concurrent repeal, or that the nomothetae should be omomokotes: as a result of the change conflicting laws have been enacted, and for some time continuing to the mid 350s commissioners have had to be elected to sort out the conflicts. Still valid in the 350s, the Review Law, requiring an annual epicheirotonia of the laws in four subject divisions in the assembly on 11 Hecatombaeon , advance publicity for new proposals, and at the third assembly after 11 Hecatombaeon the appointment of nomothetae who are omomokotes to decide between the existing laws and the new proposals. This paper first considers why it is important to give children genetic information about hereditary conditions in the family, which will go on to affect their lives in a salient way. If it is important to inform children that they are at risk for an adult-onset disease that exists in the family, why should they not also grow up knowing whether they actually carry the genetic mutation? Central to this discussion is the importance of the process of disclosure and the (...) environment in which genetic information is divulged. It is concluded that the reasons given for defending disclosure of genetic conditions in the family to children are also important reasons to cautiously defend predictive genetic testing of children for adult-onset diseases. Introduction to, and overview of, the contents of the Symposium on consent and confidentialityThe papers in this symposium are based on a meeting held by the Academy of Medical Sciences in London on 12 February 2002. The decision to hold this meeting, and to explore in detail these important and contentious issues, arose from a number of concerns that the Academy felt about what may reasonably be called “impediments to medical research”.These include: The regulations arising from the implementation of the (...) European data protection directive and their effect on the gathering and holding of data needed for disease surveillance as well as for research. Phil Boyd, in his paper, presents the views and the work of the Information Commission, the responsible UK body in this area. The “Source Informatics” case where the Department of Health requested a judicial review on the use, by this company, of anonymised prescribing data from general practitioner records for informing the pharmaceutical industry about patterns of drug use. Mr Justice Latham ruled that the use of even this anonymised data for commercial purposes could be a breach of patients' rights to confidentiality. The Court of Appeal, however, emphatically reversed his decision and, no further appeal having been made to the House of Lords, the law of the land is now clear that there is no breach of confidentiality in the use of anonymised data. Chomsky is widely mentioned in those philosophical circles whose interest centers on the analysis of language, but until now he has really been little read; this new work will remedy that situation. Here Chomsky, building on a presupposed acquaintance with linguistics, provides a stimulating examination of four major areas of linguistic theory: first, generative grammars are studied in their relation to language learning and understanding, then they are further considered as theories of linguistic use and competence; Chomsky here sets out (...) the criteria required for a grammar to be considered adequate—the justification of grammars. The second chapter examines syntactic theory with reference to depth structure and the problem of the relation of syntactic description to the traditional, correct account of how language is used. Depth structures and their import with reference to transformations within grammars are the subject matter of the third chapter. The last section considers, among other problems, the interface between syntax and semantics, especially the problems of degrees of grammaticality. A number of notes which go further into certain topics appear after the main text, and there is a useful bibliography. The main thrust of the book is a syntactical treatment of natural language by using transformational generative grammars as descriptive. Although he suggests empirical tests for the models he has constructed, he does not provide an attempt to fully verify the proposed system. This book will certainly be essential for an understanding of the structure of language viewed from the syntactic point of view.—P. J. M. (shrink)

Although Frege is now one of the most important figures in analytical philosophy, there are virtually no full-length studies available. Walker does not try to present all of Frege—that would be a monumental undertaking—but only to consider the philosophical aspects of his thought. Frege's theory of functions, concepts, and objects is first studied; then naming and describing are related to predication and thence to concepts; the notion of the sense of words and expressions, and then the notion of truth, especially (...) as picture-truth, is analyzed with their assistance. The last sections view Frege's general idea of the use of language and symbols, the nature of scientific laws, and the nature of numbers. The author sees Frege as tending to shift his interest from logic to ordinary language and so to the problems of expression in general; this view is reflected in the book itself. The affinities which the author sees with the work of Frege and Wittgenstein is only occasionally treated, but he does make it clear that the Tractatus owes much to Frege. Generally, this compact work will serve well in the study and interpretation of the work of the nineteenth century's greatest logician.—P. J. M. (shrink)
