What role can philosophy play in a world dominated by neoliberalism and globalization? Must it join universalist ideologies as it has in past centuries? Or might it turn to ethnophilosophy and postmodern fragmentation? Universalist cosmopolitanism and egocentric culturalism are not the only alternatives.

George Berkeley (1685-1753) is the superstar of Irish Philosophy. He entered Trinity College, Dublin, in 1700 and became a fellow in 1707. In 1724 he resigned his Fellowship to become Dean of Derry, and in 1734 he was made Bishop of Cloyne. He settled in Oxford in 1752 and died the following year. The work of George Berkeley is marked by its diversity and range. His writings take in such topics as mathematics, psychology, politics, health, economics, deism and (...) education, as well as that with which he is most associated - philosophy. Whatever topic he dealt with, his grasp of the subject matter was always impressive and his criticisms of his contemporaries often acute. Among the most noteable of the British Empiricists, he took his starting point from Locke's new 'way of ideas', but he rejected abstract ideas and the possibility of real existence outside perception. It is for this doctrine that he is most known - that there is no such thing as matter, and that things are collections of ideas which can exist only in our minds and only for so long as they are perceived. This philosophy, summed up in his phrase 'to be is to be perceived', he termed 'immaterialism'. A.C. Fraser's collection includes a series of what were previously unpublished notes by Berkeley on all the main topics of his philosophy. The predominance and global expansion of homogenizing modes of production, consumption and information risks alienating non-Western and Western people alike from the intellectual and moral resources embedded in their own distinctive cultural traditions. In reaction to the erosion of traditional cultures and civilizations, we seem to be witnessing the re-emergence of a tendency to “re-ethnicize the mind” through renewed and more or less systematic cultural revivals worldwide (e.g., “hinduization,” “ivoirization,” “sinofication,” “islamicization,” “indigenization,” etc.). Research on perception without awareness has provoked strong emotional responses from individuals within and outside the scientific community, due in part to the perceived potential for abuse of subliminal techniques. In this paper, four basic issues regarding the use of subliminal techniques for propaganda purposes are discussed: whether exposure to subliminal stimuli can produce significant, predictable changes in affect, cognition and behavior; whether these effects are robust and powerful enough to make the use of subliminal techniques for propaganda purposes feasible; (...) whether the effects of subliminal stimulation are stable over time; and whether subliminal influences can be resisted by unwilling subjects. Research suggests that exposure to simple drive-or affect-related subliminal stimuli can produce ecologically significant, temporally stable changes in attitudes and behavior, and therefore may have potential for use as propaganda tools. Implications of these findings for our understanding of the mechanisms underlying subliminal perception are discussed. Technical problems which would need to be addressed before subliminal propaganda techniques could be employed are also discussed. George Herbert Mead (1863-1931) had a powerful influence on the development of American pragmatism in the twentieth century. He also had a strong impact on the social sciences. This classic book represents Mead's philosophy of experience, so central to his outlook. The present as unique experience is the focus of this deep analysis of the basic structure of temporality and consciousness. Mead emphasizes the novel character of both the present and the past. Though science is predicated on the assumption (...) that the present is predictable based on a thorough knowledge of the past, the experience of the present, says Mead, is an utterly unique moment comparable to no other, and when it is past the novel character of that unique experience is irrevocable. The emergence of novelty within the perceived rational order of reality is the crux of the problem that Mead explores. The present, in his words, is "the emergent event . . . something which is more than the processes that have led up to it and which by its change, continuance, or disappearance, adds to later passages a content they would not otherwise have possessed." The present as "the seat of reality" heavily conditions our retrospective view of the past as much as it helps to shape the future. The novelty of every present experience causes us to reconstruct our preceding experiences to make sense of the past, which is naturally assumed to be the main cause of what we presently experience. Our perspective on reality is thus relative to the conditioning of each new event and it changes continuously as the effects of the present shift our view of the past and future. This emphasis on the integrative, holistic nature of reality, in which everything past, present, and future is a condition of everything else, makes Mead's philosophy highly relevant to today's scientific picture of a quantum universe, where chance and probability play a role in the emergence of reality. Also of great interest is the way in which he extends his basic analysis of temporal-spatial reality to the emergence of mind and consciousness as a natural development of the evolutionary process. This stimulating and provocative work attests to John Dewey's praise of Mead as "the most original mind in philosophy in America" of his generation. (shrink)

Whenever we question the authority of "general" truths and we look for ways of integrating "local discourses" into the overall construction called "global philosophy," we come (...) across the old idea of "ethnophilosophy." Far from suggesting ethnophilosophy as a model for the philosophy of the future, I intend to rethink certain themes of ethnophilosophy and contrast them with disciplines such as "comparative philosophy" and pragmatism. I will sketch an approach that I believe to be appropriate for the development of philosophy in times of globalization.One of the negative undertones of the term "globalization" is that it is seen as a uniformizing and flattening power that eliminates existing cultural differences. On the other hand, there is an important side effect of globalization represented by those movements acting against it, stressing the importance of "localization" or "regionalization." Ethnophilosophy, in spite of its outdated origin and its potential dangers, remains interesting as an intellectual model as long as it is not formulated in a radical fashion. When it is formulated in a radical fashion it has to face the reproach of relativism and of enclosing itself in a cultural sphere that it declares to be inaccessible to others.Ethnophilosophy: A Renaissance?Ethnophilosophy was developed in Africa in the 1960s, although its origin can be traced back to a book on Bantu philosophy by the Belgian missionary Placide Tempels. In this book, published in 1946, Tempels tried to conclude with the view that primitive peoples have neither ontology nor logic and are unable to recognize the nature of being or even of reality as such. Tempels was looking for an ontology colored by "local" cultural components but also by language,1 and he made a serious attempt to build a philosophical system based on Bantu thought.What followed were endless controversies about the nature of African philosophy that made of "ethnophilosophy" a stream of thought much richer than its name might allow one to suppose. A part of its stimulating power can perhaps be traced to the ambiguity of Tempels' approach: on the one hand it could easily be dismissed as paternalism or the attempt to force African philosophy into the straightjacket of European concepts, while on the other hand the expressed desire to give "ethnic" [End Page 153] philosophy a new role within the international hierarchy of the philosophies was immensely attractive. Be that as it may, Tempels' book became the real manifest of "ethnophilosophy."Another point at issue that spurned internal ethnophilosophical discussions was the question whether African philosophy is advanced by an entire people (that is, by a collective) or by individual philosophers. This question (which does not arise in Tempels' book) was first taken up by the Beninese philosopher Paulin Hountondji,2 who claimed that ethnophilosophy is no philosophy at all because it remains indifferent toward individually critical, that is, typically philosophical, approaches. Related debates touch upon fundamental questions concerning the meaning of "collective thinking" or the nature of philosophy as such.3However subtle the points may be that emerge from these discussions, for the outside observer ethnophilosophy appears to be a kind of anthropology (whose premises it continues to share) with an incorporated interest in metaphysical questions. Its opposite is "conventional" Western philosophy, which persistently explores truth with the help of a single, individual mind, aiming at the crystallization of a truth relevant for everybody. Born in Vyborg in 1884 by parents of German descent, Vasily (Wilhelm) Sesemann grew up and studied in St. Petersburg. A close friend of Viktor Zhirmunsky and Lev P. Karsavin, Sesemann taught from the early 1920s until his death in 1963 at the universities of Kaunas and Vilnius in Lithuania (interrupted only by his internment in a Siberian labor camp from 1950 to 1956). Botz-Bornstein's study takes up Sesemann's idea of experience as a dynamic, constantly self-reflective, ungraspable phenomenon that (...) cannot be objectified. Through various studies, the author shows how Sesemann develops an outstanding idea of experience by reflecting it against empathy, Erkenntnistheorie (theory of knowledge), Formalism, Neo-Kantianism, Freudian psychoanalysis, and Bergson's philosophy. Sesemann's thought establishes a link between Formalist thoughts about dynamics and a concept of Being reminiscent of Heidegger. A modified version of the mere exposure effect paradigm was utilized in an implicit artificial grammar learning task in an attempt to develop a procedure that would be more sensitive in assesing nonconscious learning processes than the methods currently utilized within the field of implicit learning. Subjects were presented with stimuli generated from a finite-state artificial grammar and then had to either decide if novel items conformed to the rule structure of the grammar or rate the degree to which they (...) liked novel items. Because the latter of the task was more indirect of the two procedures, subjects′ availability to discriminate between well-formed and ill-formed items on this liking task was taken as a more sensitive piece of evidence of implicit learning, compared to performance on the rule conformity task. A subsequent test of subjects′ explicit knowledge of the rules of the grammar showed that subjects do have some conscious knowledge of the artificial grammar, but subjects making liking decisions exhibited significantly less conscious rule knowledge than subjects initially making rule-conformity judgements. The findings are discussed in relation to synergistic relationships among implicit perception, implicit memory, and implicit learning proceses. (shrink)

Max Weber examined Chinese society and European Puritanism at the beginning of the Twentieth Century in order to find out why capitalism did not develop in China. He found that Confucianism and Puritanism are mutually exclusive, which enabled him to oppose both in the form of two different kinds of rationalism. I attempt neither to refute nor to confirm the Weberian thought model. Instead I show that a similar model applies to Jean Baudrillard’s vision of American culture, a culture that (...) he determined in terms of hyperreality. Instead of rejecting Weber’s thoughts right away, I give Weber’s model a further push and show that through a further twist that “Western culture” has received within particular American constellations, Weber’s understanding of Confucianism and Baudrillard’s understanding of American civilization manifest amazing similarities. The paper begins with a clarification of the notions of intuition (and, in particular, modal intuition), modal error, conceivability, metaphysical possibility, and epistemic possibility. It is argued that two-dimensionalism is the wrong framework for modal epistemology and that a certain nonreductionist approach to the theory of concepts and propositions is required instead. Finally, there is an examination of moderate rationalism’s impact on modal arguments in the philosophy of mind -- for example, Yablo’s disembodiment argument and Chalmers’s zombie argument.
