The future of salmon aquaculture depends on the adoption of alternative feed resources in order to reduce the need for fish meal and fish oil. This may include resources such as species from lower trophic levels, by-products and by-catch from fisheries and aquaculture, animal by-products, plants, genetically modified (GM) plants, nutritionally enhanced GM plants and products from microorganisms and GM microorganisms. Here, we report on a deliberative assessment of these alternative feed resources, involving 18 participants from different interest groups (...) within Norwegian salmon aquaculture. The participants defined a broad range of appraisal criteria concerning health and welfare issues, economical issues, environmental issues, and knowledge and social issues. A number of uncertainties, in the form of incomplete knowledge, diverging opinions, and context specific factors were identified when the participants evaluated the alternatives. Our findings support the need for more research on the suitability of alternative feed resources for farmed salmon. Additionally, the study underlines the importance of facilitating deliberative assessments in order to map the plurality of perspectives and explore qualitative aspects of uncertainty. Such initiatives improve the information base upon which decisions on future feed resources for farmed salmon are made. (shrink)

The primary responsibility of the US Food and Drug Administration is to protect public health by ensuring the safety of the food supply. To that end, it sometimes conducts risk assessments of novel food products, such as genetically modified food. The FDA describes its regulatory review of GM food as a purely scientific activity, untainted by any normative considerations. This paper provides evidence that the regulatory agency is not justified in making that claim. It is argued that the FDA’s policy (...) stance on GM food is shaped by neoliberal considerations. The agency’s review of a genetically engineered animal, the AquAdvantage salmon, is used as a case study to track the influence of neoliberalism on its regulatory review protocol. After that, an epistemic argument justifying public engagement in the risk assessment of new GM food is outlined. It is because risk evaluations involve normative judgments, in a democracy, layperson representatives of informal epistemic communities that could be affected by a new GM food should have the opportunity to decide the ethical, political or other normative questions that arise during the regulatory review of that entity. During a time of increasing preoccupation (...) with historical and sociological approaches to under standing science (which characterize scientific developments as though they could be adequately analysed from the perspective of political movements, even mistaking the phenomena of conversion for the rational appraisal of scientific theories), Salmon has remained stead fastly devoted to isolating and justifying those normative standards distinguishing science from non-science - especially through the vindi cation of general principles of scientific procedure and the validation of specific examples of scientific theories - without which science itself cannot be (even remotely) adequately understood. In this respect, Salmon exemplifies and strengthens a splendid tradi tion whose most remarkable representatives include Hans Reichenbach, Rudolf Carnap and Carl G. The philosophical theory of scientific explanation proposed here involves a radically new treatment of causality that accords with the pervasively statistical character of contemporary science. Wesley C. Salmon describes three fundamental conceptions of scientific explanation--the epistemic, modal, and ontic. He argues that the prevailing view is untenable and that the modal conception is scientifically out-dated. Significantly revising aspects of his earlier work, he defends a causal/mechanical theory that is a version of the ontic conception. Professor Salmon's theory furnishes (...) a robust argument for scientific realism akin to the argument that convinced twentieth-century physical scientists of the existence of atoms and molecules. To do justice to such notions as irreducibly statistical laws and statistical explanation, he offers a novel account of physical randomness. The transition from the "reviewed view" of scientific explanation to the causal/mechanical model requires fundamental rethinking of basic explanatory concepts. (shrink)

This is the 1991 (2nd) edition of the 1986 book (MIT Press), considered to be the classic defense of Millianism. The nature of the information content of declarative sentences is a central topic in the philosophy of language. The natural view that a sentence like "John loves Mary" contains information in which two individuals occur as constituents is termed the naive theory, and is one that has been abandoned by most contemporary scholars. This theory was refuted originally by philosopher Gottlob (...) Frege. His argument that the naive theory did not work is termed Frege's puzzle, and his rival account of information content is termed the orthodox theory. In this detailed study, Nathan Salmon defends a version of the naive theory and presents a proposal for its extension that provides a better picture of information content than the orthodox theory gives. He argues that a great deal of what has generally been taken for granted in the philosophy of language over the past few decades is either mistaken or unsupported, and consequently, much current research is focused on the wrong set of questions. Salmon dissolves Frege's puzzle as it is usually formulated and demonstrates how it can be reconstructed and strengthened to yield a more powerful objection to the naive theory. He then defends the naive theory against the new Frege puzzle by presenting an idea that yields both a surprisingly rich and powerful extension of the naive theory and a better picture of information content than that of the original orthodox theory. The topic is time travel of the sort depicted in H. G. Wells’ classic novel, The Time Machine—Wellsian time travel. The range of proper applicability of the concept of Wellsian time travel is investigated. The results of this investigation are applied to provide a new argument against the metaphysical possibility of time travel in absolute time. Alternatively, the argument is against the possibility of Wellsian time travel relative to a single temporal frame of reference. The argument leaves open the prospect (...) that an object nontrivially moves relative to one temporal reference frame from one time to another relative to another temporal reference frame. The argument does not turn on closed timelike curves or “causal loops” of any kind. It does however invoke the prospect of backward causation—a consequence of backward time travel in conjunction with common sense—but it invokes this possibility only in the weak sense of mere logical consistency. Coauthored with Merrilee Salmon, addresses archaeologists and other anthropologists interested in the nature of scientific explanation. A group called the new archaeologists, concerned to assure the scientific status of archaeology, had become convinced that a sine qua non of science is the construction of explanations conforming to Hempel's D‐N model. The authors aim was to show that a much wider class of covering law models of explanation is available, and that others in this set are more suitable than the (...) D‐N model for archaeology and anthropology. At the same time, they show that the so‐called systems approach, advocated by other archaeologists, has all of the shortcomings of the D‐N model without offering improvements in exchange. (shrink)
