The establishment of research ethics committees (REC) in China’s higher education institutions (HEI) is lagging far behind western developed countries. This has at least partly directly led to anomie in scientific research ethics, as seen in the recent controversies involving a proposed human head transplant and gene-edited babies. At present, the problems for REC in China’s HEI include lack of regulation, informal ethics reviews, lack of supervision and insufficient ethics review capacity. To counteract these problems, suggested (...) measures include mandatory formation of formal ethics committee, administrative support from HEI, ethics approval letter prior to funding application, formulation of regulations and standard operating procedures, selecting and training for members and independent consultants, training for secretaries and staff, ethics training for investigators, and learning from the experience of HEI outside of China, such as the USA and Canada. The establishment of REC in China’s HEI will greatly enhance the overall quality of ethics reviews in China. In addition to better protecting the rights and welfare of human participants, it is also conducive to maintaining the reputation of China’s HEI. (shrink)

China's domestic labor market has limited demand for tertiary graduates due to an unbalanced industrial structure, with a weak contribution to economic performance over the past decade. This study estimates the asymmetric effects of higher education progress (highly educated employed workforce), higher education utilization (highly educated unemployed workforce), and the separate effects of higher education utilization interactions with high-tech industries on economic growth in China from 1980 to 2020. Using a Nonlinear Autoregressive Distributed Lag (...) (NARDL) model, this study finds that the expansion of higher education progress (the employed workforce with higher education) promotes economic growth, while contraction of higher education progress (employed workforce with higher education) reduces economic growth. Likewise, an increase in higher education utilization (the unemployed labor force with higher education) suppresses economic growth, while a decline in the higher education utilization (the unemployed labor force with higher education) promotes economic growth. The study also found that the expansion of high-tech industries and government spending on education significantly stimulate economic growth. The moderating role of higher education utilization (unemployed labor force with higher education) in the impact of high-tech industries on economic growth is significantly positive. This study strategically proposes that China's higher-educated unemployed labor force can be adjusted to high-tech industries, which need to be developed equally in all regions. Moreover, the country is required to invest more in higher education and the development of high technological industries across all regions, thus may lead to higher economic growth. (shrink)

In recent years, an increasingly assertive People’s Republic of China (PRC) leadership has sought to extend the PRC’s influence globally. To this end, it has developed diverse strategies ranging from soft power to more coercive means. The more visible strategies include the Belt and Road Initiative, the Chinese Dream, and ‘wolf warrior’ diplomacy. At the soft power end of the spectrum, Chinese overseas students are at the nexus between two strategies of soft power – the Chinese diaspora and the internationalisation (...) of higher education. While there is an established literature analysing China’s soft power worldwide, relatively little has been done on the role of higher education, particularly where this concerns overseas Chinese students. The article will examine China’s use of overseas students to project its soft power. It then identifies the strategies that support this, viz. ideological and political education to prepare young people for this role and, once overseas, an appeal to a conception of the Chinese diaspora, as well as the organisations (e.g. embassies and student associations) that form potential channels to students and monitor and support them in their role. Higher education (HE) mobility programmes around the globe have been key initiatives over the past thirty years, driven by combinations of supranational and national state-led knowledge economy policies, university strategies, and decisions made by individuals regarding employability, credentials, or academic tourism. In this paper we argue that mobility too often is understood through the prism of internationalism, itself umbilically tied to and nourished by Enlightenment liberal thinking, such as Kantian cosmopolitanism, and the romantic figure of the wandering scholar. (...) This has the effect of reducing our understanding of transnational mobility to individual actors, their desires, and experiences. In this paper we ask: to what extent and in what ways can HE transnational mobility projects be understood as forms of imperialism? In this regard we examine the literature on imperialism and argue for a more capacious use of the term; as taking economic, political and cultural forms. We use these to examine the links between the expansion and securing of empires historically, the state’s spatial projects and global market making. We do this through the prism of two nations, the UK and China, comparing their state’s transnational HE strategies, selectivities and outcomes. (shrink)

This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home (...) is regarded as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China’s higher education system, but also poses challenges to the reform of the current higher education system. The gray prediction model, based on the GM method, is an important branch of gray theory with the most active research and the most fruitful results, and it is the most widely used because of its small sample size, simple modeling process, and easy to use. Such advantages have been successfully applied in many fields such as transportation, agriculture, energy, medicine, and environment and have been gradually developed into a mainstream predictive modeling method. This study combines the Three-parameter Whitenization Grey (...) Model ), which fits the inhomogeneous exponential law sequence, and the Particle Swarm Algorithm to optimize the order and background value coefficients under the condition of the minimum sum of squares of simulation errors, and hence, to solve the problem that the cumulative order is fixed to “1” and the background value coefficient value is fixed to “0.5.” As a result, a parameter-optimized gray system model with flexibility, adaptability, and dynamic adjustment is designed to simulate and predict China’s higher education gross enrollment rate. The application shows that the model has better overall simulation and prediction performance than others. On the one hand, the parametric optimization model significantly improves its own performance, and on the other hand, its intelligent and adjustable adaptivity improves the accuracy and further extends its application. Previous studies have documented a positive association between college education and happiness. However, the endogeneity of college education attainment is rarely examined, and a more robust link between college education and happiness needs to be built. Based on the Chinese General Social Survey data of 2017, the present study used the quasi-experiment of China’s higher education expansion started in 1999 to construct a fuzzy regression discontinuity design to examine the causal association between college (...) class='Hi'>education and happiness. It is observed that college education indeed improved Chinese happiness, but this positive association was stronger in males than in females. Further, college education was observed to improve happiness by improving individual political status, perceived personal status, health and family social status, but not by increasing personal income. Accordingly, the government should continue to promote the development of higher education, and the fairness of higher education development deserves more attention to reduce population disparities in happiness. Pursuing world-class universities, China has emerged in recent decades as an increasingly popular destination for internationally mobile academics. The goal of this study was to identify current education policy dispositions toward foreign faculty at the national and institutional levels in China. Findings indicate that within China’s higher education policy discourse, foreign faculty are identified as an advantage, and a source of conflict, ultimately having an ambiguous role as they attempt to manage their complicated status in Chinese (...) higher education institutions. Foreign faculty are typically regarded as an international asset, accelerating global competitiveness and international rankings to enhance the acceleration of China’s higher education system. They are also considered controversial in relation to Chinese culture, values, and traditions. However, the most prevalent policy disposition explored in this study was that of vagueness and marginality, indicating underlying ambiguity toward foreign faculty. This article aims to answer the question that whether higher education would lead to happier life in China and tries to provide some explanations from the perspective of housing asset. Using data from four waves of China Household Finance Survey, we find that higher education on average is significantly negatively correlated with people's happiness in urban China. Higher education tends to prevent people from achieving “extremely happy” lives; instead, it is more likely to lead (...) to “acceptable” lives. Based on the realities of housing market in urban China, we find that housing asset plays the mediating role in the relationship between higher education and happiness. Specifically, years of schooling could evidently compress the years of being homeowners; as a result, highly educated people generally have more unpaid housing debts and bear more housing purchase costs due to the soaring housing prices. Meanwhile, higher education has negative effect on people's happiness in cities with relatively high housing prices, while this effect is insignificant in cities with relatively low housing prices. Moreover, the market-oriented housing reform that launched in 1998 has negative impact on highly educated people's happiness, since it has dramatically boosted housing prices and essentially changed housing distribution system for urban employees. Besides, we also find that Ph.D graduates are the relatively unhappiest people compared to bachelors or masters. Obviously, our findings have important policy implications for Chinese government to understand and resolve the “education-happiness paradox.”. (shrink)

The purpose of this study is to characterize the graduate education development for creating world-class universities from the insight of the doctoral education in China. A systematic review is applied to examine the doctoral education development in contemporary China. The findings argue that there are tremendous challenges in China’s current doctoral cultivation system. The current doctoral talent cultivation encountered various difficulties, specifically for creating the effectiveness of world-class universities. This paper intervenes in debates on Chinese higher education and social (re)production strategies in the contemporary African diaspora, developing the link between ‘Chinese’ capitals, social status and spatial mobility. Drawing on semi-structured interviews with both disadvantaged and middle-class African international students, I unpack how migration to China will enable them to accumulate prized forms of capital and position advantageously in different spheres of African society. The paper focuses on two ‘Chinese’ capitals – specifically high proficiency in the Chinese (...) language, and exposure to and internalisation of Chinese lifestyles and practices – which are convertible to profit, distinction and secure coveted jobs in their respective home countries. By exploring how China’s ‘in the middle’ position within the global political economy and exercising its soft power over peripheries are reflected in the ways these African students and their families play the ‘class game’ and make higher education choice, this paper moves beyond the ‘West’ vs. ‘the Rest’ gaze and nuances an emergent mobility pattern within the Global South. I conclude by presenting an argument that in seeking these ‘Chinese’ capitals, the students and their families may enhance China’s geopolitical standing and facilitate its movement towards the ‘core’ within the arena of the world (knowledge) system. With the development of China’s higher education, China has become increasingly popular as an education destination for international students. To explore the rationale and the influencing factors for them to attend Chinese universities, this research adopted a questionnaire survey and interviews with international students from a top university in China. The data were analyzed from four aspects: home countries’ push factors, China’s pull factors, university attractiveness factors and personal choice factors. The findings show that university (...) attractiveness factors are more significant than the China’s pull factors and the home countries push factors; China’s pull factors have significant influence on the university attractiveness factors; For students from different regions, the factors of China’s pull, home country’s push and university attractiveness play significantly different role in affecting their choice of university, with Asian students much more affected than those from other parts of the world. This study explores to conceptualize and practicalize three-dimensional interaction model of internationalization from China’s higher education perspective. Applying documentary analysis, a qualitative method, and interviews, 15 international administrative staff and directors from eight sampled local universities were interviewed to present in-depth insights into the internationalization of the local higher education system in Beijing. The major findings are that strategic positioning in terms of the internationalization of local universities should be based on the following: top-level design (...) of a national macro internationalization strategy; a focus on the internal need for internationalization at the regional level; and understanding the distinctive advantages of internationalization at the local level. The choices for the internationalization of local universities should focus on the absolute advantages of the ‘scale’ of resources and rationally expand the relative advantages concerning the ‘structure’ of resources. Implementation of the strategy for internationalization of local universities should actively build on the competitive advantage of ‘strategic resource integration’. In conclusion, the need to combine national needs with regional development, the importance of combining connotation and capacity building, and of adhering to a combination of a top-level layout or design and local practice are explored and summarized. In the 1990s, China created a research evaluation system based on publications indexed in the Science Citation Index (SCI) and on the Journal Impact Factor. Such system helped the country become the largest contributor to the scientific literature and increased the position of Chinese universities in international rankings. Although the system had been criticized by many because of its adverse effects, the policy reform for research evaluation crawled until the breakout of the COVID-19 pandemic, which accidently accelerates the process of (...) policy reform. This study explores the education governance system to deal with major public crisis in China. Specifically, the literature review on the emergency system of national education, the school’s response to public crisis and public crisis education have been examined to analyze the comprehensive development of China’s education governance system historically. The macro background and situation analysis of the education system’s response to the major public crisis includes the analysis of organizational system, institutional system, operation (...) system, evaluation system, and guarantee system. In addition, this study also examines the major challenges and key issues for the education system to respond to major public crises. In the last, the pathways of the education system to deal with the major public crisis concentrate on establishing a multi-department coordination system for educational emergency response; establishing a permanent institution for educational emergency management; strengthening institutional building and formulate rules for crisis response; establishing a unified and flexible central and local coordinated response system; optimizing the construction of the operation system and improve the mechanism for crisis response; establishing a hierarchical response mechanism for education to respond to public crises, improving the security system and enhance the capability of comprehensive response, and establishing an early warning mechanism for education in response to public crises. China is experiencing high social inequality accompanying influential education reforms. The Independent Freshmen Admission policy was one of the multiple strategies in higher education reforms in China against the social context of high social inequality and the expansion of higher education. By comparing students admitted through IFA with those admitted by the National College Entrance Examination, we examined how family advantages contributed to higher education inequality in terms of educational opportunity, process, and results. (...) Using data from an elite university in Beijing, we found that: Family advantages improved a student’s likelihood of being admitted through IFA, exhibiting opportunity inequality. No significant difference in academic grades existed between the students admitted through IFA and NCEE. In comprehensive quality, however, those recruited through IFA performed significantly better than those admitted through NCEE. Family social capital not only increased the likelihood of students being admitted through IFA but also, through direct and indirect effects, increased their comprehensive quality performance in terms of receiving student association and social practice awards. This paper begins with a question: can concepts generated in the Chinese context in the sociocultural relations of the periphery contribute to the development of the social sciences in the field of Health and Physical Education (HPE) that have their roots in the metropole? Setting the scene in the Hong Kong Special Administrative Region (HKSAR), a postcolonial city reverted to the rule of the People’s Republic of China (PRC) in 1997, this paper aims to develop a critical sociology of (...) HPE by having a dialogue among Continental philosophies (e.g., Bourdieu) and Chinese philosophies around embodiment concepts. Although HKSAR is a complex meeting point of Eastern and Western ideologies, the current HPE field tends to focus on Western and ‘scientific’ ways of knowing, such as the measurement of health and physical fitness, and often at the expense of sociocultural perspectives, social justice and diversity and inclusion in HPE. In other words, the (post) positivistic research paradigm underpins the HPE field. This paper argues that in order to reap the benefits of a more holistic health education for academics and students in HPE, it is vital to de-imperialise the positivistic ways of teaching and being in HPE. In doing so, this paper creates a space for Bourdieu’s habitus to meet Chinese perspectives on embodiment to engage in a dialogue for knowledge production that extends the current knowledge base in HPE. Trust is of great significance to the economic and social development of a country. In the case of China, the trust of rural women has undergone tremendous changes along with the development of rural areas. It is seen that the trust of rural women has changed from localized to generalized trust, and it is stated that the major factor leading to this transformation is education. To explore the phenomenon empirically, the current study uses the survey data of rural women (...) sourced from China Family Panel Studies over the year 2018. Through the ordered probit model, the study reveals that education plays a significant role in influencing rural women’s generalized trust and localized trust. Through mediation analysis, the study further reveals that reliance on Internet information, access to public resources, and income are the factors mediating the relationship between education and generalized trust. Besides, the outcomes further unveil that the impact of education on localized trust is stronger when the level of mobility is low. For robustness check, the current study additionally employs a regression discontinuity model. The overall findings elucidate that education is the major factor triggering the trust of rural women in China. The findings propose that policymakers in China should imply education-oriented strategies as individuals with higher levels of education are more inclined to trust others. (shrink)

This study investigates how talent cultivation contributes to creating world-class universities in China from the perspectives of characteristics, problems, and choices. A policy discourse perspective is applied to examine the overall landscape of policy formulation and implementation, relatively. It explores the policy discourse analysis of talent cultivation and indicates that the task of talent cultivation is to train student to undertake the great task of national rejuvenation; the goal of talent cultivation is to guide students to grow and become talents; (...) the mission of talent cultivation is to spread advanced culture and core values; the object of talent cultivation is to strengthen undergraduate and graduate education development; the theme of talent cultivation is to enhance innovation and entrepreneurship development. In addition, this study also points out that the assimilation of the objectives of talent training and regional imbalance of talent training are considered as two problems of implementing talent cultivation strategies. This study also suggests that we might reasonably adjust the hierarchical structure of students and control the scale of the school; create the characteristics of first-class talent training and promote the personalized development of talents and reasonably allocate higher education resources to promote the balanced distribution of talents. Because academic entrepreneurship is an innovation driving force in China’s economy, teachers are key knowledge creators in the process of entrepreneurship. Therefore, it is particularly important to give attention to the individual psychological mechanism factors at play in the process of teachers in higher education academic entrepreneurship. The purpose of this study is to identify individual psychological capital and role conflict issues among university teachers in China. To accomplish this aim, we investigated the emergence of positive academic (...) entrepreneurial intents, continued through the process of academic entrepreneurship, and clarified the impact of psychological capital and role conflict on entrepreneurial intent. Based on the theory of planned behavior, we constructed a research model from the perspective of entrepreneurial intent prior to entrepreneurial action. We established a cohort of teachers in 17 higher education institutions in southern China, with psychological capital and role conflict as the prior independent variables and the teachers’ academic entrepreneurial intent as the dependent variable. Using quantitative analysis, SPSS 22.0, and AMOS 23.0, we conducted reliability and validity tests, correlation analysis, and structural equation models on the collected data. We reached the following conclusions: psychological capital has a positive effect on attitudes toward academic entrepreneurship; psychological capital has a positive effect on perceived behavioral control; role conflict has a negative effect on perceived behavioral control; academic entrepreneurial attitudes have a positive effect on academic entrepreneurial intent; perceived behavioral control has a positive effect on academic entrepreneurial intent; subjective norms have a positive effect on academic entrepreneurial intent. We also provide some suggestions about academic entrepreneurship for university administrators. (shrink)

The relevance of the study has two sides — individual and general. In its essential aspect, it is the development of achievements of predecessors by consistently taking into account the latest data on trends and changes in the interconnected spheres of education, economics and culture. In the individual aspect, it is about improving the professional means of improving the efficiency of teaching foreign languages in order to form students with a high level of linguistic-professional competence. Public relevance is the (...) goal of educating young people in a new patriotic direction, because today, due to various global influences, the classical principles of life in the agrarian system, created in recent centuries, or in the industrial society, are devalued due to various global influences. The purpose of the study in a broad sense was to highlight the causes and consequences of the European religious Reformation as the main factor in accelerating the movement of the whole of Western Europe to the position of the world leader that previously belonged to China. We see precis e tasks in the integrated analysis on the basis of the latest discoveries of many humanities and exact sciences in the educational, economic and cultural systems of Germany and other successful European states. On this basis, we hope to fulfill the public task which is to make significant proposals in the plans and practice of higher education reform in Ukraine. The methodology of the study relies on the best classical means, on the principle of historicism and the continuity of the connection between the material and the ideal, a modern multidisciplinary approach. For the highest effectiveness of the research, we will use the latest scientific data and recommendations of the innovators who collect and use these data. The results of the study mostly follow from the mentioned new discoveries. They testify that in ancientt history, in the role of locomotives of civilizational progress in the western part of Eurasia, direct descendants of the inventors of agriculture acted, among which the especially great contribution belongs to the ancestors of Ukrainians from the territories of Trypillya and the Great Trypillya. It is indicated that during the existence of the Great Trypillya, future German farmers acquainted themselves with the technologies of the Great Trypillya, so the German language, through borrowed words, became part of the Indo-European family. It is noted that after the collapse of the Great Trypillya, the Germans and Slavs became neighbors along the meridian Elbe. In the age of steppe invasions, future Ukrainians and Germanic tribes did not get in contact, and the influence of the Roman Empire was mostly experienced by western lands. Emphasis was placed on the evolution of ideological, religious and other paradigms in the territory of Germany after the collapse of the Holy Roman Empire, which determined the development of the nation for the next hundreds of years. The religious and philosophical paradigmatic origins of those unique features of culture and education that during the nineteenth century were emphasized. brought Germany to the position of the scientific and technological leader of the world. The high role of German neo-humanism and the Berlin Research University were noted. In the final section, special attention is paid to religious issues and to the destructive impact on social and other processes in the German immigration flows of Islamists. The conclusions focus on the competition of several important paradigms in the education of modern Germany and the proposals made to incorporate German experience in legislation and the use of the Bologna process. An important caution is made regarding the choice of Germany's strategy for the development of the scientific and educational complex 'within the framework of the Lisbon project. This country has become a world leader not only in alternative energy, but also in the implementation of the fourth industrial revolution. The contribution of women to China’s economic growth and development cannot be overemphasized. Women play important social, economic, and productive roles in any economy. China remains one of the countries in the world with severe gender inequality and sex ratio at birth (SRB) imbalance. Severe gender inequality and disenfranchisement of girls with abnormally high sex ratios at birth reflect deep-rooted sexism and adversely affect girls’ development. For China to achieve economic growth, women should not be ignored and marginalized so (...) that they can contribute to the country’s growth, but the sex ratio at birth needs to be lowered because only women can contribute to growth. Thus, this study empirically predicts an asymmetric relationship between gender inequality, sex ratio at birth and economic growth, using NARDL model over the period 1980–2020. The NARDL results show that increases in gender inequality and sex ratio at birth significantly reduce economic growth in both the short and long term, while reductions in gender inequality and sex ratio at birth significantly boost economic growth in both the short and long term. Moreover, the results show the significant contribution of female labor force participation and female education (secondary and higher education) to economic growth. However, infant mortality rate significantly reduced economic growth. Strategically, the study recommends equal opportunities for women in employment, education, health, economics, and politics to reduce gender disparities and thereby promote sustainable economic growth in China. Moreover, policymakers should introduce new population policy to stabilize the sex ratio at birth, thereby promoting China’s long-term economic growth. (shrink)

Specifically, an integrated policy analysis of policy evaluation of creating world-class universities concentrated on exploring the world class evaluation index released by the university rankings organization and the scholars’ views on the assessment criteria for world-class disciplines. As a full-time foreign faculty member in the Chinese Normal university system for the past five years, I analyze the contested terrain of being a critical, Freirean educator/researcher as an insider and outsider of Chinese and Western academic systems and societies overall. This autobiographical analysis is within the contexts of China’s academic focus on raising their global higher education rankings, along with self-reflectivity of my own multiple, often-conflicting identities and Western-centric Orientalism, theorized by Edward Said, in my (...) legitimization of academic work. This article focuses on the global phenomenon of the marketization of higher education and how it has shaped the discourses of China’s top universities. By analyzing the university presidents’ messages published in the websites of 36 top-ranked universities in China, the aim is to ascertain the extent to which this institutionalized genre imbricates a marketizing role with other ideological imperatives. Informed by the theoretical principles of Critical Discourse Analysis and adopting a genre analysis methodological approach, we first (...) examined the macro-level rhetorical structure followed by a micro-level analysis of the discursive strategies used in the presidents’ messages. The findings reveal a dynamic interweaving of three distinct discursive strands – bureaucratic, conversational and advertising – constructed in and around the move structure of the presidents’ messages. This interdiscursive analysis reveals competing imperatives and contestations that reflect the dual role of the presidents’ messages to project a globalized, international outlook while maintaining an allegiance to political ideologies and national interests that top-ranked universities in China have to simultaneously negotiate. In the past 20 years, China’s educational advantage has undergone a gender reversal. The average educational level of women is higher than that of men. However, the gender difference in housework is gradually expanding, and women are still the main undertakers of housework. Based on the China Family Panel Studies, this study explores the impact of the educational gap between husband and wife on the inequality of housework division and its mechanism. OLS regression model was used to estimate (...) the impact of marital education gap on household inequality. It is concluded that the higher the education level of the husband is than that of the wife, the greater the gender inequality in housework. This conclusion is significant at the level of 0.01. On this basis, the instrumental variable method was used to overcome the endogenous problems and a more accurate conclusion was reached. Every unit of increase in the education gap between husband and wife would increase the degree of household inequality by 0.281 percentage points. Quantile regression provides strong evidence for the results. When the gender time ratio of housework is in the range of 0.8–0.95, the education gap will have an impact on the gender division of housework. After the robustness test and heterogeneity analysis of the model, an intermediary variable was established to discuss the mechanism of the model. The income disparity and the working time gap were proved to be intermediary variables. This study believes that in modern society, the education gap between husband and wife will affect the inequality of housework division by changing the relative income and relative working time of husband and wife. Although the educational advantages of women in the whole society have not changed their role in the division of housework. However, with the narrowing of the educational gap between husband and wife, the degree of inequality in the division of housework has been alleviated, indicating that the improvement of women’s education level has alleviated the inequality in the division of housework to a certain extent. Background Residual dried blood spots (rDBS) from newborn screening programmes represent a valuable resource for medical research, from basic sciences, through clinical to public health. In Hong Kong, there is no legislation for biobanking. Parents’ view on the retention and use of residual newborn blood samples could be cultural-specific and is important to consider for biobanking of rDBS. Objective To study the views and concerns on long-term storage and secondary use of rDBS from newborn screening programmes among Hong Kong Chinese (...) parents. Methods A mixed-method approach was used to study the views and concerns on long-term storage and secondary use of rDBS from newborn screening programmes among Hong Kong Chinese parents of children 0–3 years or expecting parents through focus groups (8 groups; 33 participants) and a survey (n = 1012, 85% mothers) designed with insights obtained from the focus groups. We used framework analysis to summarise the themes as supportive factors, concerns and critical arguments for retention and secondary use of rDBS from focus group discussion. We used multiple logistic regression to assess factors associated with support for retention and secondary use of rDBS in the survey. Results Both in focus groups and survey, majority of parents were not aware of the potential secondary use of rDBS. Overall secondary use of rDBS in medical research was well accepted by a large proportion of Hong Kong parents, even if all potential future research could not be specified in a broad consent. However parents were concerned about potential risks of biobanking rDBS including leaking of data and mis-use of genetic information. Parents wanted to be asked for permission before rDBS are stored and mainly did not accept an “opt-out” approach. The survey showed that parents born in mainland China, compared to Hong Kong born parents, had lower awareness of newborn screening but higher support in biobanking rDBS. Higher education was associated with support in rDBS biobanking only among fathers. Conclusion Long-term storage and secondary use of rDBS from newborn screening for biomedical research and a broad consent for biobanking of rDBS are generally acceptable to Hong Kong parents given their autonomy is respected and their privacy is protected, highlighting the importance of an accountable governance and a transparent access policy for rDBS biobanks. This article investigates the structure of trust in China and compares it with the U.S., using the 2000 and 2005 waves of the World Value Survey (WVS). We analyze two dimensions of trust - trust in people and trust in major companies. It is found that the level of trust has remained stable in China within the 5-year period. On the other hand, trust in major companies has declined dramatically in U.S. while trust in people has increased slightly. The structure (...) of trust in companies is different from trust in people. For both countries, individuals with higher education tend to have a higher level of trust. Individuals who are divorced tend to have lower trust in people. Individuals who think that other people are fair are more likely to trust in people. Preference for competition has a positive effect on trust in major companies. On the other hand, some differences between the two countries are observed. Perception of fairness does not affect trust in major companies in China, while it has a positive effect in U.S. in year 2006. Preference for equality has a negative effect on trust in major companies in U.S. but no significant effect in China. The pattern of trust and its changes over time may reflect differences in market conditions in the two economies. (shrink)

Based on the nationally representative sample data from the Chinese General Social Survey, this study examines the relationship of education levels and health status with an individual's probability of being employed in China. The findings obtained from the binary logistic regression estimator suggest that people with a higher level of education were more likely to be employed than those who have less or no education. The individual with university or above education was found to be (...) 85% more likely to be employed than college or equal diploma holders. Further, the healthier individual was found to be 11% more likely to be employed than relatively less healthy. Moreover, the resulting coefficients obtained from the moderation effect suggest that all of the two-way interaction effects among health status and education levels with gender are not statistically significant even at the 10% level. The results suggest that there was no multiplicative effect of gender with health status and level of education on an individual's probability of being employed. Further, the study also suggests important policy implications in the light of China's active labor force market and the gender gap in employment. (shrink)

It examines three values essences of “Double reduction” (Shuang jian) policy, including the core value of running schools: student-centered education; the leading value of running schools: quality-based education and the dominant value of running schools: home-school cooperative education. Higher Education as a Field of Study in China concerns higher education as an academic field—the evolving nature of the field in light of the overall development of higher education in China. Xin Wang illustrates how higher education is becoming an interdisciplinary field rather than a subfield under the discipline of education, especially when higher education has become an enterprise with such a broad scope in China.

The persistent gender inequalities in higher education are an ongoing concern among academics. This paper investigates how male and female academics perceive the need for gender-related changes to support academic women’s career advancement in China. Drawing on 40 interviews with male and female academics at a leading Chinese research university, this paper finds that attitudes among male academics were overwhelmingly negative toward the necessity for gender-related changes, whereas the female academics’ responses varied. Two underlying issues cause the relatively (...) similar degrees of unwillingness of men and women to make gender-related policy changes at universities. First, these academics had a strong belief in merit-based rules for promotion, which embedded gender blindness in the name of ‘fairness’. Second, the power of individual choice was the determining factor for women’s career progression, although both men and women acknowledged that their traditional cultural beliefs were rooted in processes and practices that systematically disadvantaged women. The findings expose academics’ low expectations for the successful creation or implementation of institutional policies that support academic women’s career development, considering that male academics did not support gender-related changes, and female academics were not united in their perspectives. In addition, socio-cultural norms were a critical obstacle. The findings suggest that the successful implementation of any gender policies must meet two conditions: they should stress equal opportunities for both sexes and should not jeopardize the perceived ‘fair’ meritocracy in academia. With the development of rationalism, although the concept of filial piety is still an important factor affecting family relations, its rules have changed. Based on the resource theory and by measuring family power via the role played in family decision-making, this study explored the mediating role of filial piety norms between elderly’s family resource contributions and family power in intergenerational cohabitation families in Mengzhou city, China. Using a stratified sampling method, 1,200 elderly people were recruited for data collection. Multiple linear (...) regression analysis was used for testing. The results show that the elderly still have some FDM in Chinese intergenerational cohabitation families, and the family power of elderly men is still higher than that of elderly women, which indicate that the influence of traditional patriarchal norms still exists in the family. Filial piety culture mediates between the elderly’s relative economic income and their family power and also mediates the relationship of the elderly’s relative educational level and their family power. It shows that the resources of the elderly relative to their children affect the filial piety of their adult children and then affect the FDM of the elderly. This study aimed to explore the effect of parents’ education anxiety on children’s academic burnout, and the mediation effect of parental burnout and the moderating effect of family function. A total of 259 paired parents and children from two middle schools in central China participated in the survey. The questionnaire was conducted using the Educational Anxiety Scale, Parental Burnout Scale, Adolescent Student Burnout Inventory, and Family APGAR Index. Our results indicated that parental education anxiety had a positive predictive (...) effect on children’s academic burnout. Moreover, parental burnout played a complete mediating role between parents’ education anxiety and children’s academic burnout. Finally, the relationship between education anxiety and parental burnout was moderated by family function, and higher family function buffered the effect of education anxiety on parental burnout. At present, the academic education of Chinese students is basically public education, but the quality training is mainly handed over to the market for training. Therefore, this paper studies the influence of parents’ perception on the brand recognition of online education and training. Through the analysis of dance online training institutions, the research shows that among the three categories, teachers’ Graduation schools account for the highest proportion, with an average proportion of 47.07%, followed by teachers’ grade certificates, with a proportion of 32.29%, and teachers’ competition scores of 25.57%. Therefore, in the process of operation, online dance training institutions should meet the needs of parents to understand the professional level of teachers. Improve the service system of training institutions, improve the parent brand recognition and the number of customers of training institutions, further improve online education and training institutions, and provide them with improvement suggestions and measures for reference. As an imprint of Confucian culture, China’s education intersects state governance in making and governing educational subjects as ‘talent’, an official translation of the Chinese term ‘rencai’ (literally, human-talent). Whereas the English word ‘talent’ itself denotes ‘[people with] natural aptitude or skill’, ‘talent’ is currently mobilized in China not only as a globalized discourse that speaks to the most aspired educational subjects for the 21st century but also as a re-invoked cultural notion that relates to Confucian wisdom. Drawing (...) upon Foucault’s biopower hypothesis and Confucian thought, this paper leverages upon China’s unique manipulation of ‘talent’ as certain skills and human subjects, both cultivable through education, to problematize China’s talent making and governing in two dimensions. First, it unpacks the various technologies of power entangled in China’s talent making and governing within its ‘state governance’ paradigm. Second, it unpacks Confucian thought as an archaeological prototype for China’s present talent appeal, meanwhile explicating their divergences in defining ‘human’, ‘talent’, and the human-talent interpellation. In so doing, this paper makes two arguments. First, the linguistic notion of ‘talent’ functions as a Foucauldian apparatus of biopower, making (up) new kinds of people and normalizing a certain population as the objective/object of China’s state governance. Second, CPC’s re-invocation of Confucian talent discourses is more of a rhetorical strategy than an authentic cultural renaissance gesture. (shrink)

In the process of China’s rapid development, the society has higher and higher requirements for educational reform. Different from other basic disciplines, design emphasizes practicality, which requires that in the process of design education reform, more attention should be paid to the stimulation of students’ subjective initiative and the improvement of students’ ability to solve problems in the face of setbacks. This paper methodically expounds on a more scientific manner of curriculum reform fit for China’s (...) educational system, based on positive psychology and consideration of grit. It performs research and analysis on the design education curriculum reform on the basis of positive psychology through field research, logical analysis, and other research methodologies. Designing education curriculum reform based on positive psychology orientation is more feasible than standard education curriculum reform and the role of grit in taking part in the educational curriculum reform oriented to positive psychology is considerably higher than that in the conventional educational curriculum reform, according to experimental study. This study explores new pedagogical trends in China’s teacher education from a holistic policy analysis perspective. The emerging idea of ‘new normal/teacher education’ is explored in this study. Applying the comprehensive policy text analysis, we examined the quality of teacher education as the core; explored the comprehensive quality and pursuit of excellence; examined the collaborative sharing training model; and focused on the evaluation of students’ training quality. We argued that the ‘new normal/teacher education’ should be (...) guided by the industry needs reflected in the reform of teacher qualification certification system, implement the overall and advanced curriculum of teacher education, reform the teaching content and teaching methods, and enhance the effectiveness of practical teaching such as education probation and educational practice for normal students according to the professional standards and examination syllabus of teachers. Against the backdrop of a global pandemic, this study investigates how U.S. higher education leaders have centered their crisis management on values and guiding ethical principles. We conducted 55 in-depth interviews with leaders from 30 U.S. higher education institutions, with most leaders participating in two interviews. We found that crisis plans created prior to the COVID-19 pandemic were inadequate due to the long duration and highly uncertain nature of the crisis. Instead, higher education leaders (...) applied guiding principles on the fly to support their decision-making. If colleges and universities infuse shared values into their future crisis plans, they will not have to develop a moral compass on the fly for the next pandemic. This paper suggests the following somewhat universal shared values: engage in accuracy, transparency, and accountability; foster deliberative dialog; prioritize safety; support justice, fairness, and equity; and engage in an ethic of care. To navigate ethics tensions, leaders need to possess crisis-relevant expertise or ensure that such expertise is present among crisis management team members. Standing up formal ethics committees composed of diverse stakeholders also is instrumental in navigating tensions inherent in crises. The next pandemic is already on the horizon according to experts. Through infusing values into future crisis plans, higher education leaders can be confident that their responses will be grounded in their communities’ shared values. (shrink)
