The aim of the article is to trace the integration of education, science and production through the development of regional cluster policy. At the present stage of development of postindustrial society in the global economy, the processes of globalization and specialization of national markets significantly increase competition between countries, between regions and between producers within the country. In these circumstances, the state authorities of the Russian Federation, while maintaining global leadership in the energy sector, define as long-term development goals of (...) the country, the creation of a competitive economy based on knowledge and high technologies. Following this doctrine in the Russian regions in the period from 2012 to 2014 cluster policy is implemented on the basis of Federal and regional innovation strategies. An important role in this process belongs to the activities of leading higher educational institutions - national research universities, which contribute to stimulate an active scientific activity of students and the introduction of scientific achievements into production. One of the pilot cluster projects, funded by the Federal budget became the territorial cluster ‘ Pharmaceutics, medical technology and information technology ‘ formed in the Tomsk region with a unique starting opportunities for the development of sustainable regional innovation system is a developed scientific and educational complex, small and medium-sized innovative enterprises with the latest technological developments in pharmaceuticals and medical technology. In two years, the activity cluster, implemented with the financial support of public authorities, has been successful. In the future, there are plans to expand the range of pharmaceutical products and the collaboration with other clusters Tomsk. Cluster policy contributes to the emergence of stakeholders and large economic enterprises, thus providing a close relationship between science, business and regional authorities. (shrink)

In the article, the main directions of development of science are considered in the context of the analysis of the strategies of modern social development and formation of social knowledge. This topic is considered in close connection with historical, global, national trends in the society. The relevance of this study relates to changes occurring in modern society: changing of requirements for scientific knowledge and education in connection with scientific and technological revolution, transition from the information society to the knowledge society, (...) strengthening of international cooperation, etc. The aim of the study is to trace the changes taking place in science in the scientific knowledge with the change of research approaches and influenced by modern trends. To achieve this goal in the work was used a method of comparative analysis. The evolution of scientific campaigns such as interdisciplinarity, multidisciplinary and transdisciplinarity. The latest trends of development of scientific knowledge, which is promising for the science of tomorrow, are defined. Based on the analysis of contemporary status and potential of integration of education, science and industry, the use of interdisciplinarity, polydisciplinary and transdisciplinarity as research principles of the future science are justified. The implications identified for the development of scientific knowledge and scientific methods in connection with the expansion of the object of knowledge. It is shown that in different States the relationship between society, science, education and government is fundamentally different. This contributed to the formation of various educational models. As a result of this research, historical and philosophical analysis of the development of scientific knowledge in diachronic and synchronic aspects was carried out. The scope of the results is higher education. It is concluded that the trends taking place in society have a huge impact on the development of scientific knowledge. (shrink)

_Purpose._ The study aims to substantiate philosophical anthropology as a space for the development of biopolitics, which is a relatively new synthetic scientific knowledge of the political in the biological and the biological in the political, which, however, has its roots in the era of antiquity. The analysis of biopolitics in the context of contemporary global challenges, in particular the COVID-19 pandemic, is carried out, which allows to actualize a new direction of biopolitics – microbiopolitics. _Theoretical basis._ The study is (...) based on an understanding of the initial, in relation to biopolitics, the nature of philosophical anthropology. While philosophical anthropology seeks an answer to the question – who is _Homo sapiens_, given the biosocial nature of man, biopolitics specifies the question in the form – who is _homo politicus_ in modern socio-political space with a focus on the imperative of a human-centred approach in the social sciences. The study is based on scientific works by specialists in philosophical anthropology and biopolitics. _Originality._ The authors substantiate the expediency and relevance of considering philosophical anthropology as a contextual space for the evolution of biopolitical knowledge from the natural philosophy of Antiquity to modern microbiopolitics. _Conclusions._ Philosophical anthropology is seen as a specific epistemological landscape in which fields of scientific knowledge are formed and developed that are in one way or another involved in the philosophical problems of man: philosophical psychology, social anthropology, philosophy of medicine, humanology, philosophy of education, ethics, as well as biophilosophy, bioethics, and, in particular, biopolitics. This research implements a recent evolutionary-based algorithm of equilibrium optimizer to resolve the constrained combined economic emission dispatch problem. This problem has two objective functions that represent the minimizing of generation costs and minimizing the emission of environmental pollution caused by generators. The proposed algorithm integrates the dominant criteria for multiobjective functions that allow the decision-maker to detect all the Pareto boundaries of constrained combined economic emission dispatch problem. In order to save the effort for the decision-maker to select the (...) best compromise alternative, a cluster study was carried out to minimize the size of the Pareto boundary to an acceptable size, representing all the characteristics of the main Pareto frontier. On the other hand, in order to deal with the infringement of constraints, a repair algorithm was used to preserve the viability of the particles. The proposed algorithm is applied to solve the standard 30-bus IEEE system with 6 generators to validate its robustness and efficiency to produce a well-distributed Pareto frontier for constrained combined economic emission dispatch problem. Compared with other studies, good results in solving constrained combined economic emission dispatch problem are obtained and a reasonable reduced Pareto set is found. (shrink)

The research is devoted to the study of the phenomenon of spiritual culture of Modern times - creationism. Authors analyze the causes of creationist teachings, as well as develop a classification of forms of creationism. As such, the following are distinguished and analyzed: biblical creationism, scientific creationism, theological evolutionism, teleological creationism, alterism, missionary creationism. Biblical creationism is a literal understanding of the texts of the Bible relating to the creation of the Earth and man. Scientific creationism is an attempt by (...) individual scientists to combine scientific knowledge with religious beliefs. It gathers scientific evidence in favor of the biblical narrative, and, at the same time, rational arguments against the scientific theory of evolution. On the contrary, theological evolutionism, especially in the form of concordism, tries to reconcile the scientific and religious view of evolution. This is achieved through the interpretation of Biblical symbols through modern scientific concepts, or by the creation of a new pseudo-religion (for example, Teilhardism). Teleological creationism, in the modern form of Intelligent Design theory, popular in Western Protestantism, using the data of natural sciences, criticizes the foundations of the theory of biological evolution, thus demonstrating the gap of natural causality in order to justify the supernatural purposefulness of the Universe. Alterism asserts that the very nature of the world before original sin was different, therefore, the current knowledge of nature cannot correspond to the original plan of God reflected in the Bible. For the first time, highlighted and explored in this work, missionary creationism seeks to interpret the Bible from the point of view of concepts of modern science in order to bring a person with an already formed scientific picture of the world to faith. It is shown that most of the above forms demonstrate a pseudoscientific or pseudo-religious essence. The authors make an assumption about the origins of creationist teachings rooted in the introduction of elements of Neoplatonic philosophy into Christian teaching. The seeming contradiction between science and religion in understanding the evolution of nature finds its explanation through the disclosure of creationism's claim to understand the world as a "thing in itself". While the rise of a ‘dictatorship of relativism’ was a longstanding concern for Joseph Ratzinger/Pope Benedict XVI, some commentators have suggested that—for better or for worse—the challenge posed by relativism appears to be less of a priority for Pope Francis. Indeed, Francis's remark, ‘Who am I to judge?’ appears to have become as much the defining soundbite for his papacy as the ‘dictatorship of relativism’ was for Benedict's. Contrary to these perceptions, this article argues that a critique of relativism is (...) in fact a central aspect of Pope Francis's magisterium. Francis exhibits continuity with Benedict by amplifying his concerns about the danger of attempting to reconstruct reality according to human desire, but Francis also develops his predecessor's teaching by introducing the category of ‘practical relativism’. With this development, relativism cannot be dismissed as a theoretical problem that only plagues those who refuse to assent to the truth intellectually. The willingness to set aside the truth to which one assents when it proves inconvenient represents a more pernicious—precisely because more subtle—form of relativism that Francis argues must be rooted out, not by argument, but through self‐examination and the practice of solidarity. The expertise defense is the best-known response by armchair philosophers to the challenge posed by experimental philosophers regarding the trustworthiness of intuitions. In a series of recent experiments, Experimental philosophers have recently focused on professional philosophers, claiming that, contrary to what the expertise defense assumes, philosophers’ intuitions are no less susceptible to the influence of irrelevant factors (the direct strategy). Additionally, drawing from literature on expertise, they contend that, unlike other domains of expertise, practice does not improve philosophers’ intuitions (the (...) indirect strategy). In this paper, adopting a skill-based perspective on expertise, my primary objective is to defend the expertise defense against both direct and indirect strategies. Based on the skill-based account, I present three arguments against the direct strategy by challenging its power, scope and methodology. Furthermore, borrowing empirical findings from recent literature on expertise, I argue against the indirect strategy that four skills that constitute philosophical expertise regarding thought experiments can be improved through various forms of practice, including deliberate practice. However, my moderate defense departs from typical versions of the expertise defense since I argue that while recent experiments by experimental philosophers cannot undermine the expertise defense, they provide valuable insights into philosophical expertise. BackgroundInformed consent as stipulated in regulatory human research guidelines requires volunteers to be well-informed about what will happen to them in a trial. However, researchers may be faced with the challenge of how to ensure that a volunteer agreeing to take part in a clinical trial is truly informed. This study aimed to find out volunteers’ comprehension of informed consent and voluntary participation in Human Immunodeficiency Virus (HIV) clinical trials during the registration cohort.MethodsWe conducted a qualitative study among volunteers who (...) were enrolled in the registration cohort of HIV clinical trials in Dar es Salaam, Tanzania. A purposive sampling strategy was used to obtain twenty study participants. The data were collected between June and September 2020 using a semi-structured interview guide. In-depth interviews were used to collect the data to obtain deep insights of the individual study participants on the comprehension of informed consent and participation in the clinical trial. A thematic analysis approach was used to analyze the data. Themes and subthemes were supported by the quotes from the participants.ResultsVolunteers described comprehension of informed consent from different perspectives. They reported that various components of the informed consent such as study procedure, confidentiality, risk and benefits were grasped during engagement meetings. Furthermore, the volunteers’ decision to participate in the registration cohort was voluntary. However, trial aspects such as health insurance, free condoms, and medical checkups could have indirectly influenced their reluctance to withdraw from the study.ConclusionEngagement meetings may increase the comprehension of informed consent among potential participants for HIV clinical trials. However, trial incentives may influence participation, and thus future research should focus on the challenges of giving incentives in the study. This will ensure comprehension and voluntary participation in the context of HIV clinical trials. (shrink)

In this case report, we describe a woman with advancing dementia who still retained decisional capacity and was able to clearly articulate her request for deactivation of her implanted cardiac pacemaker—a scenario that would result in her death. In this case, the patient had the autonomy to make her decision, but clinicians at an outside hospital refused to deactivate her pacemaker even though they were in unanimous agreement that the patient had capacity to make this decision, citing personal discomfort and (...) a belief that her decision seemed out of proportion to her suffering. We evaluated her at our hospital, found her to have decision-making capacity, and deactivated her pacer resulting in her death about 9 days later. While some clinicians may be comfortable discussing patient preferences for device deactivation in patients who are imminently dying, we can find no reports in the literature of requests for device deactivation from patients with terminal diagnoses who are not imminently dying. Studies have consistently shown that LGBTQ individuals are at increased risk for several mental and physical health challenges including suicidality. The relationship between religion and LGBTQ well-being in general and LGBTQ suicidality specifically has increasingly been the subject of scholarly investigation. This systematic review examines all peer-reviewed articles included in the EBSCO PsycInfo database since 2000 that examined the relationship between religiosity and LGBTQ suicide (50 studies in all). These studies reveal a complex relationship that is nuanced and, at times, (...) contradictory. Overall, 65% identified at least one religiosity-related predictor as a risk factor for LGBTQ suicidality, 41% identified at least one religiosity-related predictor as a protective factor against suicidality, while 53% found no associations between religiosity-related predictors and suicide risk. However, when specifically examining religious affiliation/denomination, salience, or beliefs and behaviors, typically, religiosity was either protective or unassociated with LGBTQ suicidality. This held particularly true for studies that had population-based samples, employed control variables and included comparison groups, thus enhancing their generalizability. The one religiosity-related predictor that was almost universally identified as a risk factor was when an individual felt conflicted between their religious and sexual-gender identities. (shrink)

United Nations (UN) leaders suggest that the world is not on track to meet the Sustainable Development Goals (SDGs) by 2030. The purpose of this paper is to explore whether the SDGs provide a valuable platform to call for a basic income (BI) globally. Adopting a critical historical studies approach, the article traces the evolution of ‘development’, including the UN decades of development, the Millennium Development Goals, and the SDGs. It subsequently describes the structural adjustment and poverty reduction efforts by (...) the World Bank and International Monetary Fund, and then outlines why the SDG framework may be helpful in advancing a BI. We argue that as climate-related disasters increase, a BI will be vital in providing a modicum of security in an increasingly unstable world. Calls for BI must be anchored to a broader change agenda that recognizes the causes of poverty and income inequality, and seeks their dismantling and redress. (shrink)

Both practitioners and scholars are increasingly interested in the idea of the human-centered organization. This term first appeared in the late 1950s and has gained attention in the last ten years. Awareness of the need for human-centeredness grew during the COVID-19 pandemic, in which many organizational leaders were compelled to focus on employee health, safety, and well-being. In this paper, we review and synthesize the rather fragmented scholarly and practitioner literature on human-centered organization (HCO) to develop an integrated definition and (...) framework. The 26 sources reviewed in depth indicate that the HCO construct is primarily utilized in two ways. First, human-centered design scholars and practitioners conceive of HCOs as employing human-centered design practices. The second discourse involves the humanistic management and culture literature, which conceives of HCOs as embodying humanistic values and cultures. After reviewing these separate discourses, we synthesize them in an integrated definition as well as framework of HCO. The framework starts from humanistic values such as dignity, well-being, and justice, which are pivotal in creating organizational practices characterized by a common good purpose, positive human experiences on the job, team structures to coordinate work, and participatory tools and approaches. This book argues that the Russian-British philosopher Isaiah Berlin should primarily be understood through British idealism. Though he adopted Kantian methodology and a view of people as purposive beings, he rejected the Idealists' monism and theories of positive liberty. Robert A. Kocis demonstrates how, like Michael Oakeshott and R. G. Collingwood, Berlin can be seen as a 'post-Idealist' thinker, invested in the implications of that rich tradition.

Shadows are intriguing phenomena. They do not have mass or energy. So, they are unable to have some basic characteristics of the objects of which they are shadows: they cannot move by themselves and they cannot experience the same kind of changes. At first sight, any theory of perception can skip this optical phenomenon or look at it only as a side-effect. Actually, in order to be seen objects must be illuminated and one of the consequences of this is that (...) they project a shadow over the surrounding space. Is that all? In this paper I will argue that, from a phenomenological point of view (or at least from a Husserlian oriented phenomenology), shadows, with their specific hyletic data, must be considered as an element of the process of constitution of spatial-temporal objectivities. In other words, shadows no less than other predicates, like extension or hardness, although in a different manner, belong to the a priori structure of those objectivities. This means that their ontological status is quite different from that of fictitious objects or hallucinations. To show this I will draw mainly in Husserl’s Lesson Thing and Space, from 1907, and other unpublished texts during Husserl’s lifetime, like the second volume of the Ideas and the Lesson of 1925 on Psychological Phenomenology. Maintaining that the existence of Moral Philosophy, as it is usually understood, rests on a mistake, Prichard undertakes to formulate our true attitude towards moral obligations. The right action does not depend upon either our own good or what is good. Obligations are underivative, immediate, and self‐evident, and therefore, we do not come to appreciate them through argument or a process of non‐moral thinking. The mistake on which Moral Philosophy rests, which links obligation to virtue or desire, parallels the mistake (...) underpinning the Theory of Knowledge. Like moral obligation, knowledge is immediate; it need not be vindicated or improved by additional knowledge. (shrink)
