While to political theorists in the United States ‘community radio’ may seem a quaint holdover of the democratization movements of the 1960s, community radio has been an important tool in development contexts for decades. In this paper I investigate how community radio is conceptualized within and outside of the development frame, as a solution to development problems, as part of development projects communication strategy, and as a tool for increasing democratic political participation in development projects. I (...) want to show that community radio is an essential tool of democratization and democracy outside of the development frame. To do so, I will bring out the conceptual and structural dimensions of community radio through examples of existing community radios, both those which are independently created and those which have been created as development projects. These structural and conceptual elements provide community radio the potential to realize the goals of development practice while avoiding characteristic pitfalls. These ‘pitfalls’ of development are also pitfalls of democratization and democracy in existing democratic states, and include: depoliticization, limited participation, particularly of marginalized groups. As the Philippines continues to grapple with the effects of the COVID-19 pandemic, new modalities of instruction are being devised by the administration of Rodrigo Duterte, through the Department of Education (DepEd). Among these are what the DepEd provided as self-learning modules (SLMs) combined with “alternative learning delivery modalities” which include radio-based instruction (DepEd 2020). The SLMs and radiobased instruction are the most common modalities of learning, being the most accessible especially for the poor students of the country. This (...) paper will examine the pedagogical and political dimensions of a radio-based instruction. Coming from the tradition of philosophy of technology that emphasizes the political nature of technology, I will argue how the logic of radio broadcasting predetermines a specific pedagogy and form of communication. While previous studies highlight the dynamic nature of identity co-construction, how and especially why speakers construct and shift their own multiple identities still remains understudied. The present study argues that identity is part of speaker communicative resources as evidenced by radio program hosts’ strategic employment and shift among their different identities to facilitate their interactional purposes. Based on data drawn from radio medical consultations, this article attempts to reveal the dynamic adaptability of hosts’ identity construction. It is found (...) that in general, hosts of medical consultation programs construct three identities for themselves, namely an authoritative expert identity, a caring friend identity and a sales representative identity; the three identities constructed are respectively adaptable to power relationships, solidarity and role relationships between hosts and callers in conversation; the three identities shift in conversations to facilitate callers’ purchasing acts. Adorno’s phenomenological study of radio offers a sociology of music in a political and cultural context. Situating that phenomenology in the context of Adorno’s philosophical background and the world political circumstances of Adorno’s collaboration with Paul Lazarsfeld on the Princeton Radio Project, illuminates both Adorno’s Current of Music and the Dialectic of Enlightenment with Max Horkheimer and the ‘Culture Industry’. Together with an analysis of popular music in social practice/culture, this article also explores Adorno’s spatial reflections on Paul (...) Bekker’s notion of the community-building power of the symphony, including his reflection on the radio face which he elaborated in terms of both time and the physiognomics of the time-space of sound, private and communal, and adds connections with today’s Internet and related media. Whereas literature on satellites and outer space exploration has usually been dominated by vision, humankind’s initial encounter with the Earth’s first artificial satellite, Sputnik I, was overwhelmingly sonic. Tracking was originally enabled by the signal continuously transmitted by its radio beacon. Embedded in the International Geophysical Year (IGY) citizen science programs, radio amateurs played a crucial role in receiving the signal and assisting professional scientists in tracking the satellite in its initial phases. Their established existence as a distinctive (...) worldwide community of skilled operators and experimenters made hams special allies to IGY scientists and, in many respects, set them apart from other groups of amateur scientists. This essay focuses on radio amateurs’ practices and spaces of listening to Sputnik within the wider framework of the IGY. In transcending national and terrestrial boundaries, Sputnik’s signal shaped new spatialities at a variety of scales: from the macroscales of the globe and outer space to the intimate microscale of the domestic radio shack. Focusing on radio amateurs’ personal experiences and on the invisible agencies of Sputnik’s signal, the essay uses sound as a way into the sociocultural, political, and scientific importance of the IGY. What challenges does the political participation of children pose to the Philosophy of Childhood? What challenges does the Philosophy of Childhood pose to children's political participation? This text is inspired by the idea that “research is not about enumerating situations, but making researchers lose their sleep”. It is divided into two distinct parts. In the first, we introduce the theoretical framework that orients our research group and our work with children in the philosophical research community. We posit a link between (...) listening to children's voices, the conditions of listening, and the location of their political participation in public space. The second part is comprised of a creative illustrated narrative in the form of a dialogue. From the coast of what could be called the territory of political participation, two characters - Sentinel and Walker - discuss the waves of children that crash onto the territory. To what extent does creating space and time for listening to children open polyphonic movements and enable the construction of new forms of polis: poly(s)phonies? In what ways does the Philosophy of Childhood challenge itself in the creation of poly(s)phonies where the participation of children sets the tone? Around the world, many schools were closed as one of the measures to contain the spread of the COVID-19 pandemic. School closure brought about important challenges to the students' learning process. This context requires strong self-regulatory competences and agency for autonomous learning. Moreover, online remote learning was the main alternative response to classroom learning, which increased the inequalities between students with and without access to technological resources or for those with low digital literacy. All considered, to level the playing field (...) for students without digital resources, there is an urgent need to promote self-regulatory competences through offline intervention solutions. The current paper describes a project with this purpose, using radio broadcasting and letters to reach elementary students without digital resources. Moreover, potential reach and participants' perspectives of the project implementation are presented and discussed. The project draws on a prior evidence-based story-tool intervention grounded on a self-regulated learning framework. The original intervention was set previous to the COVID-19 pandemic and was implemented in the classroom context (N= 1,103 students). Once the schools had been closed down, the mode of intervention was adapted with the collaboration of the community. Alternative solutions were developed as follows: (i) story chapters were read on the radio and students received to their homes a printed script, prompting reflection, and suggesting related activities; (ii) students were provided with the story-tool to read autonomously and received letters from the main characters of the story which included, for example, suggestions for activities and reflection. These two alternative modes of intervention delivery potentially reached 394 elementary students, including students with digital resources. Interviews conducted with a group of students were provided information about the positive aspects of these two modes of intervention delivery, perceived learning (e.g., planning), constraints, and suggestions to improve the project. The current work is likely to merit attention from researchers and educational practitioners, given the need to use offline alternatives to provide support for students without digital resources to engage in autonomous learning during the pandemic period. This project may also be used as an alternative or a complementary solution to online modality. (shrink)

This article focuses on soils as more-than-human subjects who are both living entities and ‘lenses’ through which we may begin to rethink some of the conventional parameters of ecology, communication and even the grounding of some western philosophical traditions on which these boundaries have stood. Just as the very term ‘more-than-human’ potentially exceeds the relegation of both soilogic agents and animalities to subservient status, likewise this discussion embarks from a more-than-humanist (‘posthumanist’) position. As we attempt to interact with living (...) systems and ways of being in broader, more expansive terms, it becomes possible to catch conceptual glimpses of less hierarchical ontologies as they are understood by some more-than-western cultures. I have also drawn inspiration from artistic, theoretical and political movements in the west that have sought to interrupt the primacy of Eurocentric humanism in institutions and philosophical arenas. Psychological radio counselling is a relatively recent development in psychological practice, where professionals provide psychological help via mass media communication. In the media context, a professional and a help-seeker face a number of communicative challenges, one of which is to close the encounter meaningfully with regard to its counselling and radio tasks. This study explicates how radio counselling encounters can be rounded off by summarising and reviewing the progress achieved in understanding the caller’s problem. At the (...) end of the encounters, the radio psychologist invited callers to look back at the conversation and to formulate possible gains from it. On one hand, the radio psychologist encouraged callers’ reflection and acknowledged the callers’ entitlement to pass judgement on the outcomes of the encounter. On the other hand, the radio psychologist checked and subsequently reviewed the caller’s understanding of his or her problem and its solutions. We discuss how the practice was used to round off the encounters in a distinct way with an orientation to their counselling and radio objectives. (shrink)

It is demonstrated that Maxwellian electrodynamics was created as a result of the old pre-Maxwellian programmes’s reconciliation: the electrodynamics of Ampère–Weber, the wave theory of Young–Fresnel and Faraday’s programme. Maxwell’s programme finally superseded the Ampère–Weber one because it assimilated the ideas of the Ampère–Weber programme, as well as the presuppositions of the programmes of Young–Fresnel and Faraday. Maxwell’s victory became possible because the core of Maxwell’s unification strategy was formed by Kantian epistemology. Maxwell put forward as a basic synthetic principle (...) an idea that radically differed from that of rival approaches by its open, flexible and contra-ontological character. “Action at a distance”, “incompressible fluid”, “molecular vortices” were contrived analogies for Maxwell, capable only of directing the researcher to the “right” mathematical relations Kantian epistemology subsequently enabled Helmholtz and Hertz to arrive at a version of Maxwell’s theory that served as a heuristical basis for the discovery of radio waves. Finally, though neither of Einstein’s relativistic ideas came directly from Kant, they were made possible by the Kantian worldview that had permeated Einstein’s thinking. The Maxwellian revolution can be described in terms of Habermas’s communicative rationality encouraging the establishment of mutual understanding between the various scientific communities. Maxwell’s programme constituted a progressive step in respect to its rivals because it constituted a basis of communication and interpenetration between the main paradigms of 19th century physics. Previous research has indicated older adults value listening to music as a leisure activity. Yet, recent research into listening practices broadly has often focused on younger adults and the use of newer, digital listening technologies. Nonetheless, the radio, which is familiar to older people who grew up with it at the forefront of family life, is important to consider with regard to listening practices and the potential associated well-being benefits. This research investigated older adults’ everyday radio listening practices, (...) in order to begin to understand how the radio fits into their daily lives and how it might influence their sense of well-being. Twenty-five Australian residents participated in semi-structured, one-to-one interviews. The results of a qualitative thematic analysis revealed themes concerning listening preferences, listening routines, access, and motivations/outcomes. While personal preferences were diverse, individuals clearly communicated these as well as their established listening routines and habits. Listener motivations varied: some people focused on the enjoyment that listening to the radio creates while some noted benefits to their well-being, such as relaxation, modifying their mood, and feelings of comfort and community. Radio listening practices can be defined in terms of differing engagement styles, as characterized using continua ranging from passive to active, or focused, listening as well as generalized or specific listening. Based on participants’ experiences, a proposed engagement space model links how people engage with the radio to the possible outcomes mentioned. Importantly, benefits to well-being can result from varied engagement styles. The findings presented provide an in-depth understanding of how the radio fits into older adults’ everyday life, with implications for considering how the radio might be used as a widely accessed, low-cost tool for maintaining and enhancing quality of later life. The boundaries of the field of communications have been unclear from the beginnings. Somewhere between the liberal arts/humanities and the social sciences, communications exists in a contested space where advocates of different methods and positions have attempted to define the field and police intruders and trespassers. Despite several decades of attempts to define and institutionalize the field of communications, there seems to be no general agreement concerning its subject-matter, method, or institutional home. In different universities, communications is sometimes placed in (...) humanities departments, sometimes in the social sciences, and generally in schools of communications. But the boundaries of the various departments within schools of communications are drawn differently, with the study of mass-mediated communications and culture{0} sometimes housed in Departments of Communication, Radio/Television/Film, Speech Communication, Theater Arts, or Journalism departments. Many of these departments combine study of mass-mediated communication and culture with courses in production, thus further bifurcating the field between academic study and professional training, between theory and practice. Australia is second only to Israel in being the world’s most culturally diverse nation, based largely on high levels of immigration in the second part of the 20th century. From the 1970s onwards, Australia formally recognized the massive social changes brought about by postwar immigration, and provided legislation to incorporate cultural diversity into everyday lives. One such ‘legislative’ enactment saw the establishment of multicultural broadcasting in Australia, as arguably a world-first, both in its comprehensiveness and diversity. Today, Australia has a (...) public sector corporation, the Special Broadcasting Service, administering five radio services in 68 languages. Also, the Community Radio sector produces multicultural programming in 100 languages through a number of its 330 broadcast and 207 narrowcast stations. This article examines the relationship between radio and its communities. It argues that despite the ‘profile’ of SBS television, radio is much closer to its constituent communities, and therefore plays a greater role in enabling those communities to speak their own histories, beyond the confines of a consensual Anglophile paradigm. In this article, I adopt the socio-cognitive approach to critical discourse analysis to interpret the discourse found on the popular UK radio phone-in programme the Nigel Farage Show. Evidence emerged of positive self-presentation and negative other representation through denials of prejudice, discursive de-racialisation and the use of war metaphors and lexis referencing legality, criminality and the collective. However, the control over this forum was its defining feature which appeared to propagate an anti-immigration stance and normalise the aforementioned lexis. This (...) control was evident through the selection and placement of contributors, the influence of cognitively central participants, the foregrounding of Trump’s rhetoric, topic selection, protection offered to in-group members and topicalisation which supported the in-group and served to vilify the views and identity of the out-group. All of which led to the creation of a closed community devoid of alternatives. (shrink)

Past research on talk radio discourses has illustrated the crucial role of the hosts in managing the conversation and shaping the voices of callers. However, past research focused mostly on dyadic host–caller interactions. Radio talk shows in Hong Kong, in contrast, often have more than one host. This study is interested in the implications of the triadic setting of radio talk shows in Hong Kong. It uses Radio Television Hong Kong’s evening program Open Line Open View (...) as a case study. Employing the techniques of conversation analysis, this study replicates some of past studies’ findings about the source of host power. More importantly, the analysis shows that the second host in a triadic setting can play three important roles: the program conductor, the buffer, and the counterweight. The micro-level interactional patterns have important implications for the overall character of the program itself and the role of talk radio in the politics of public opinion in Hong Kong. More generally, this study illustrates the utility of paying attention to the differences between dyads and triads in the microsociological analysis of conversations in broadcast media. (shrink)

As a subject for philosophical analysis, communication is one of the forms of the universal connection among phenomena - what is called directed contact. It is carried out by signals directed from certain phenomena to others, and finds expression in various forms of communicative processes occurring in nature and society. Science has long been aware of communicative processes, but they have been studied in isolation and rarely subjected to comparison. Matters never went beyond analogies, although these were sometimes wondrously (...) appropriate. Thus, the activity of a gland producing a hormone carried in the bloodstream to the entire organ was compared by A. A. Ukhtomskii to the work of a radio operator sending a "CQ" message "to everyone." Here we find reflected an internal functional universality marking a particular form of communication - retial . The value of this analogy was properly appreciated only after the passage of time, with the development of cybernetics, when it became clear that communication, which is highly diverse in its concrete manifestations, has a single basis: the essence of communicative processes is the transmission of information. Complaining about humanitarian refugees is rarely an unequivocal activity for society members. Their talk appears dilemmatic: ‘sympathy talk’, comprising rhetorical displays of ‘care’, tolerance and aesthetic evaluations, is woven together with more pejorative messages. In this article we investigate how ‘sympathy talk’ functions as a discursive resource in talk-in-interaction when people give accounts of minority group individuals. A ‘synthetic’ discursive psychological approach was employed to analyse a corpus of 12 talkback radio calls to an evening ‘shock jock’ radio (...) personality in Adelaide, Australia, after the stabbing death of a Sudanese-Australian refugee. Analysis shows how host and callers dialogically negotiate and orientate to various sympathetic and humanitarian descriptions/evaluations. We contend that sympathetic talk advances the activity of conversation, softening complaints that could be made accountable as prejudiced. Sympathy talk also functions as a counter-argument to perceived punitive or ‘racist’ complaints. Moreover, this article proposes that such rhetoric shares an ideological thread that potentially undermines Sudanese refugees’ social positioning. Dialogue that deploys sympathetic formulations may be an element in the increasingly varied and subtle activity of ‘new racism’. We discuss how sympathetic accounts contain, within their semantic structure, their own antithesis for their deployment in anti-racist practice; for the development of counter discourses fundamental to the disruption of pervasive ideological representations and the construction of alternative refugee identities. This article explores the effect that communications technology has on hegemonic power. The first section establishes a theoretical framework combining Foucault’s carceral archipelago theory with Chiara Bottici’s concept of the social imaginal describing the medium through which inter- and trans-subjective imagination occurs. The remainder employs this framework to examine how four technological innovations (print media, radio, television and Internet) impact the (re)production of discursive hegemonic ideology, integrating a variety of historical and contemporary theories on public discourse and ideological dominance. This article uses the theoretical construct of Social Representations to investigate how Community Multimedia Centers – venues that offer public access to Information and Communication Technologies to underserved communities – are perceived by communities in Mozambique, and it discusses how the local population understands these venues as means to foster community empowerment and socio-economic development. In total, 113 participants took part in the study, from six CMCs in different towns of Mozambique. Participants were represented from three different social groups, (...) according to their use of the CMC: staff members, users of both CMC components – telecenter and radio – and radio-only users. The article analyses the Social Representations’ structure, using a Prototypical approach. Findings show that CMCs are seen by local communities as places at which they can receive and exchange information, and also as learning spaces, with the telecenter part focused on the delivery of ICT training and the radio component engaging with educational activities and services in a broader sense. Furthermore, CMCs are perceived as places dedicated almost exclusively to children and young people. The results of this study can help policy makers, practitioners, funding agencies and other relevant stakeholders to improve Mozambican CMCs and leverage their community empowerment potential. Communication with other life forms in our universe has been an ongoing effort most notably conducted by the Search for Extraterrestrial Intelligence Project (SETI). Whereas SETI uses a network of radio telescopes to search for frequencies that may indicate intelligent design, there are also attempts to communicate with extraterrestrials by using different ways to listen for messages as well as send messages. This article outlines a phenomenological approach that includes changes in cognition due to the creation of electronic (...) sounds mixed with stellar acoustics, radio frequencies, and natural and manmade sounds as a way of experiencing changes in cognitive states. These cognitive states may be related to a conscious contact with other life forms not from our world. In this sense it is a galactic approach to interspecies communication. (shrink)

_Purpose._ The article aims to analyse the consciousness of masses in the communication system of the 20th century projecting the individual level onto the social one. _Theoretical basis._ In the fields of philosophy and other humanities since the middle of the last century there has dominated an opinion that the category of mass and its communication are second-rate and non-elitist phenomena. Condensing the experience of human history (especially – the nineteenth century – the time of the bourgeois revolutions (...) and the two world wars), such parameters were set by the creators of social psychology Gustave Le Bon and Sigmund Freud in their basic research "The Crowd: A Study of the Popular Mind", "Group Psychology and the Analysis of the Ego". Since ancient times the masses have really resembled immoral emotional neoformations, which minimized the individual qualities of the components of the whole and showed the features of a predominantly animal nature. It is no coincidence that those masses were called emotional, or just a crowd, regardless of the topos of existence: streets and squares, or the infospace of the first mass media (newspapers, radio, cinema, television). However, analysing the crowd, the scientists noted that this is only an extreme modification of the mass, and, in addition to it, there may be others – quite the opposite in their nature. With the advent of the World Wide Web, the situation has changed: scientists and futurists have been talking about the mass of intellectuals, which seems to be formed and combined in the field of information technology. And it surpasses the traditional elite in many respects. _Originality._ Having analysed the works of classic and modern researchers, we came to the conclusion that in fact the masses, like individuals (according to C. G. Jung), are divided into four types. Correspondingly, each of them has its own behaviour, psychology, philosophy etc. This article focuses on beliefs and ideological positions as the basis for the functioning of emotional, sensory, intuitive and rational masses in the context of 20th century philosophy. The object of our analysis was the philosophical schools of neo-positivism, hermeneutics, psychoanalysis, existentialism, pragmatism, anthropology, phenomenology, and others. _Conclusions._ According to our assumption, regardless of the type of mass and direction of modern philosophy as a field of its implementation, rationalism comes to the fore everywhere (as a primary source and theoretical basis or motivation). Thus, it can be concluded that the rational mass now dominates, not emotional (which was thoroughly described by Le Bon and Freud). And this is quite natural in the age of digital technology. For five Dutch public information campaigns, this study assessed whether interpersonal communication mediated the effects of exposure (to TV, radio, or online banners) on five persuasive outcomes: awareness, knowledge, attitude, intention, and self-reported behavior. Structural equation modeling was used to test 23 models relating exposure to one of these outcome variables. Few direct effects of media exposure were found (for online banners, TV, and radio in, respectively, one, four, and seven of the 23 models). In contrast, results (...) revealed that interpersonal communication had direct effects on the outcomes in 17 of the 23 models. Moreover, indirect effects of media exposure via interpersonal communication were found for online banner, TV, and radio exposure in, respectively, eight, nine, and ten models. These results indicate that interpersonal communication plays an important role in explaining media exposure persuasive effects and should be taken into account in the development and evaluation of public information campaigns. The invention of each new communications technology has brought new opportunities for understanding the self by blending our vague, diffuse notions of self over time with our notion of self as a user of the technology. These technologies include semaphore signaling systems, signed language, telegraphy, personal letter writing, telephony, radio, television, e-mail, and chat rooms. We know our technologies better than we know ourselves. Our communications technologies are designed to operate at human scale and are therefore at the center (...) of what we know best. The modern information age brings changes to all phenomena of human life. For example, the natu re of wars change. They are transferred from the actual battlefield to the information space, i.e. they become hybrid. The winner is the one whose narrative becomes dominant in the global information space. The Russian-Ukrainian war is a vivid example of the latest confrontation. It takes place between two absolutely opposite positions, a compromise between which is impossible. This conflict is deeply existential, because Russia (...) sharply denies the existence of Ukraine as an independent state and as a nation in general. This is evidenced by the rhetoric of the aggressor state and numerous war crimes. However, this war is not only between two sides. By denying Ukraine its existence, Russia is also at war with the values that Ukrainians uphold and on the basis of which they strive to build their own country. And these are the values of the free democratic world. Therefore, Russia opposes not only one country, but all those who also share them. That is why the information war begins to reach far beyond the borders of Ukraine. Already today, we can see the influence of Russia, whose propaganda influences the agenda of many leading Western countries. Using both classic mass media (newspapers, radio, television) and new ones (communities in social networks, bloggers, etc.), it intervenes in the global information space. The Internet only further complicates the dissemination of reliable information and promotes propaganda, because now there is almost no control over the flow of information. Habermas states this problem, noting that everyone is now a potential author without editorial control. Therefore, in conditions where the mass media gravitate towards entertainment and most of the information flows in an uncontrolled stream, there is a war for human minds. That’s why the current situation becomes a challenge for communicative theory, which has learned to make a correct diagnosis, but has not yet offered its option for exiting the crisis. Habermas’ post “War and In dignation” is so far only a testimony to the failure of his philosophy in the face of real challenges. Therefore, modern war is also a direct test for communicative theory, which must either find a way out of its limits or confirm its defeat. (shrink)

This article argues that theorists of black/african diasporas should interrogate the specific ways in which ‘race’ is used to engage people in diasporic projects, and that such projects are intimately intertwined with specifically gendered, sexualized, and generational class relations and positionalities in specific national contexts and spaces. Attention to these intersections can help us better understand hierarchies of power between and among diasporic individuals and communities. This article focuses on historically specific Swedish meanings of racialized femininities and the different forms (...) of agency women use to negotiate the gendered processes of racialization they encounter in a variety of settings and sources. It draws on interviews and fieldnotes conducted between 1994 and 2007, together with analysis of popular culture (music and radio programmes) and ethnographic material collected by Swedish ethnologist Viveca Motsieloa, and maps out some of the complexities utilized by different generations of Swedish women of African heritage in a changing Swedish landscape of racial formations. Their negotiations show how tensions and differences between ‘second-generation’ migrants and those of the ‘first generation’ are expressed through gender, sexuality, and differing understandings of ‘race’ (and the place of ‘racial mixture’). Purpose This paper aims to examine the challenges facing fish farmers in the use of information and communication technology in information sharing on fish farming. Design/methodology/approach This study used both quantitative and qualitative methods. It involved 240 fish farmers who were randomly selected. Questionnaires, focus group discussions, observation and key informant’s interviews were used as methods of data collection. Both descriptive and inferential statistics were used to analyse quantitative data, while content analysis was used for qualitative data. Findings It (...) was found that the most frequently used ICTs by fish farmers in sharing agricultural information were mobile phones, radio and television. Also, the study revealed that major challenges facing fish farmers in sharing information include unfavourable radio or television broadcasting time, high cost of acquiring and maintenance of ICT facilities, lack of training on ICT, poor network connectivity and low level of literacy. Moreover, it was further found that there was negative significant relationship between challenges associated with the use and degree of ICT usage by fish farmers. Originality/value The study is original with the exception of areas where citations have been made. Besides, it provides awareness and understanding of the challenges facing fish farmers in ICT usage in information sharing on fish farming, and this will enable improvement of timely provision and access to relevant information and hence improved fish farming production.
