We consider locally o-minimal structures possessing tame topological properties shared by models of DCTC and uniformly locally o-minimal expansions of the second kind of densely linearly ordered abelian groups. We derive basic properties of dimension of a set definable in the structures including the addition property, which is the dimension equality for definable maps whose fibers are equi-dimensional. A decomposition theorem into quasi-special submanifolds is also demonstrated.

We define and investigate a uniformly locally o-minimal structure of the second kind in this paper. All uniformly locally o-minimal structures of the second kind have local monotonicity, which is a local version of monotonicity theorem of o-minimal structures. We also demonstrate a local definable cell decomposition theorem for definably complete uniformly locally o-minimal structures of the second kind. We study first-order expansions of ordered fields that are definably complete, and moreover either are locally o-minimal, or have a locally o-minimal open core. We give a characterisation of structures with locally o-minimal open core, and we show that dense elementary pairs of locally o-minimal structures have locally o-minimal open core.

This paper discusses sufficient conditions for a definably complete expansion of a densely linearly ordered abelian group to have uniformly locally o‐minimal open cores of the first/second kind and strongly locally o‐minimal open core, respectively.

We introduce and study some local versions of o-minimality, requiring that every definable set decomposes as the union of finitely many isolated points and intervals in a suitable neighbourhood of every point. Motivating examples are the expansions of the ordered reals by sine, cosine and other periodic functions.

We first show that the projection image of a discrete definable set is again discrete for an arbitrary definably complete locally o‐minimal structure. This fact together with the results in a previous paper implies a tame dimension theory and a decomposition theorem into good‐shaped definable subsets called quasi‐special submanifolds. Using this fact, we investigate definably complete locally o‐minimal expansions of ordered groups when the restriction of multiplication to an arbitrary bounded open box is definable. Similarly to (...) o‐minimal expansions of ordered fields, Łojasiewicz's inequality, Tietze's extension theorem and affiness of pseudo‐definable spaces hold true for such structures under the extra assumption that the domains of definition and the pseudo‐definable spaces are definably compact. Here, a pseudo‐definable space is a topological space having finite definable atlases. We define a discrete closure operator for definably complete locally o‐minimal structures. The pair of the underlying set of and the discrete closure operator forms a pregeometry. We define the rank of a definable set over a set of parameters using this fact and call it ‐dimension. A definable set X is of dimension equal to the ‐dimension of X. Consider a definably complete uniformly locally o-minimal expansion of the second kind of a densely linearly ordered abelian group. Let $f:X \rightarrow R^n$ be a definable map, where X is a definable set and R is the universe of the structure. We demonstrate the inequality $\dim ) \leq \dim $ in this paper. As a corollary, we get that the set of the points at which f is discontinuous is of dimension smaller than $\dim $. In this paper we work in an arbitrary o-minimal structure with definable Skolem functions and prove that definably connected, locally definable manifolds are uniformly definably path connected, have an admissible cover by definably simply connected, open definable subsets and, definable paths and definable homotopies on such locally definable manifolds can be lifted to locally definable covering maps. These properties allow us to obtain the main properties of the general o-minimal fundamental group, including: invariance and comparison (...) results; existence of universal locally definable covering maps; monodromy equivalence for locally constant o-minimal sheaves – from which one obtains, as in algebraic topology, classification results for locally definable covering maps, o-minimal Hurewicz and Seifert–van Kampen theorems. We describe a recent program from the study of definable groups in certain o-minimal structures. A central notion of this program is that of a lattice. We propose a definition of a lattice in an arbitrary first-order structure. We then use it to describe, uniformly, various structure theorems for o-minimal groups, each time recovering a lattice that captures some significant invariant of the group at hand. Suppose G is a definably connected, definable group in an o-minimal expansion of an ordered group. We show that the o-minimal universal covering homomorphism equation image: equation image→ G is a locally definable covering homomorphism and π1 is isomorphic to the o-minimal fundamental group π of G defined using locally definable covering homomorphisms.

We initiate an investigation of structures on the set of real numbers having the property that path components of definable sets are definable. All o-minimal structures on $(\mathbb {R},<)$ have the property, as do all expansions of $(\mathbb {R},+,\cdot,\mathbb {N})$. Our main analytic-geometric result is that any such expansion of $(\mathbb {R},<,+)$ by Boolean combinations of open sets (of any arities) either is o-minimal or defines an isomorph of $(\mathbb N,+,\cdot )$. We also show that any given expansion (...) of $(\mathbb {R}, <, +,\mathbb {N})$ by subsets of $\mathbb {N}^n$ (n allowed to vary) has the property if and only if it defines all arithmetic sets. The process of obtaining informed consent in a teaching hospital in a developing country (e.g. Nigeria) is shaped by factors which, to the Western world, may be seen to be anti‐autonomomous: autonomy being one of the pillars of an ideal informed consent. However, the mix of cultural bioethics and local moral obligation in the face of communal tradition ensures a mutually acceptable informed consent process. Paternalism is indeed encouraged by the patients who prefer to see the doctor as all‐powerful and (...) all‐knowing, and this is buttressed by the cultural practice of customary obedience to those ‘above you’: either in age or social rank. The local moral obligation reassures the patients that those in authority will always look after others placed in their care without recourse to lengthy discussions or signed documentation, while the communal traditions ensure that the designated head of a family unit has the honor and sole responsibility of assenting and consenting to an operation to be carried out on a younger, or female, member of the family. Indeed it is to only a few educated patients that the informed consent process is deemed a shield against litigation by the doctors. This paper later addresses the need for physicians to update their knowledge on the process of informed consent through the attendance of biomedical ethics courses, which should highlight socio‐cultural practices that may make this process different from the Western concept, but perfectly acceptable in this setting. This paper rejoins the debate surrounding Thomas Tymockzko’s paper on the surveyability of proof, first published in the Journal of Philosophy, and makes the claim that by attending to certain broad features of modern conceptions of proof we may understand ways in which the debate surrounding the surveyability of proof has heretofore remained unduly circumscribed. Motivated by these historical reflections, I suggest a distinction between local and global surveyability which I believe has the promise to open up significant new advances (...) in the philosophy of mathematics. Minimal truthmakers are frequently mentioned in the literature, but there has been no systematic account of what they are or of their importance. In this article we shall clarify the notion of a minimal truthmaker and argue that there is reason to think that at least some propositions have minimal truthmakers. Moral principles or the rules of conduct are based in the society. If the purpose of ethics in research is to take into consideration the needs and the rights of the experimental subject, his social milieu must then largely determine the ethical considerations of a projected study. The inability to comprehend such rights may often be due to ignorance, disease and his societal values. Blood letting, biopsy and post-mortem examinations may so conflict with local beliefs that so called 'consent' to (...) these is much more than a surrender of the rights of the individual. It is difficult to conform with the highest principles of ethics in research in any uniform society. It is more so when the many variables are further complicated by cultural demands and social taboos. Here we prove the existence of sheaf cohomology theory in arbitrary o-minimal structures.

There is something it is like for me to hear a seagull crying, something it is like to see a boat in the distance, and something it is like to suffer a slight headache. Each of these local conscious experiences have their own phenomenal character. The experiences are phenomenally unified just in case there is also something it is like to enjoy these and all the other local experiences I have at the relevant time together. For there is also something (...) it is like to be me overall: my global conscious experience has a phenomenal character. But what is it like to be me overall? What is the relationship between the phenomenal characters of local experiences and the phenomenal character of the global experience to which they contribute? This paper argues that our concepts of local and global conscious experiences allow for three completely different conceptions of how the former combine into the latter. It also argues that this shows that our concepts of local conscious experiences, global conscious experiences, and of their relationship are much more permissive than we might have thought. (shrink)

_The purpose_ of the article is to clarify the philosophical principle of the local in the context of modern political governance. _The theoretical basis_ of the research embraces scenario analysis, dialectical and existential approaches, as well as philosophical anthropology and philosophy of communication. Local communities are a specific reflection of the connection between a person and a place. The specifics of the formation of a special mode of being, which forms and reproduces relations of loyalty, mutual understanding, and a common (...) feeling in the locus, are established. _Originality._ The article for the first time focuses on the anthropological content of local existence, which is the matrix of civil culture and the prospects of its integration into the global cultural space. _Conclusions._ Local identity as an object of purposeful formation in the conditions of nation-building requires considering the philosophical provisions that were introduced in the anthropological discourse. At the current stage, Ukrainian civil culture strives to invent specific local meanings of political identity in the conditions of external aggression. Its main components will be consensus, mutual respect, integrity, and the will to unite in order to protect statehood. Interdisciplinary meanings of locality form subject-object relations within which modern political management should be carried out. Taking into account the ethnic, cultural, and socio-functional, and role aspects of locality promises to ensure effective decision-making and increase the well-being of modern local communities. The political context of locality is formed based on the interaction of local political actors and institutions. Their examination within the framework of the case studies approach allows for empirically substantiating the local priorities of political actions. It also indicates the specific functionality of local political and administrative structures. at the local level, the discussed source of locality is the question of the origin or authenticity of the local population. For political governance, this is one of the meaningful contexts for justifying local autonomy or even sovereignty. (shrink)

Explica sus logros en competencias y recursos mayores para los gobiernos locales y la emergencia del paradigma del “buen gobierno local”, con una gestión más participativa. No obstante, el proceso se ha detenido antes de consolidar cambios de fondo en la distribución del poder. La súbita aparición de la crisis mundial crea un nuevo escenario, donde podrían renacer las tendencias concentradoras de (...) los gobiernos centrales. Se propone aprovechar la difícil coyuntura actual para generar alternativas al modelo de crecimiento globalizado, mitigando sus rasgos depredadores y poco democráticos. Los municipios y sus asociaciones tienen mucho que aportar con sus experiencias de buen gobierno en la promoción del desarrollo endógeno. Para ello, hay que potenciar al movimiento asociativo municipal y construir alianzas con otros actores públicos y privados favorables a la democratización y al desarrollo local sustentable. (shrink)

This paper describes a class of idealized models that illuminate minimal conditions for inequity. Some such models will track the actual causal factors that generate real world inequity. Others may not. Whether or not these models do track these real-world factors is irrelevant to the epistemic role they play in showing that minimal commonplace factors are enough to generate inequity. In such cases, it is the fact that the model does not fit the world that makes it a (...) particularly powerful argumentative tool. As I will argue, this epistemic role is a particularly important one when it comes to modeling inequity, because such models are often also aimed at interventions to stop it. Given this, it is crucial to know if we intervene on the current causes of inequity, what other, common social factors might continue to contribute to it. (shrink)

Let $\mathcal{M}$ be an o-minimal expansion of a real closed field $R$. We define the notion of a lattice in a locally definable group and then prove that every connected, definably generated subgroup of $\langle R^{n},+\rangle$ contains a definable generic set and therefore admits a lattice.

Many scholars and activists seek to eliminate “race”—the word and the concept—from our vocabulary. Their claim is clear: because science has shown that racial essentialism is false and because the idea of race has proved virulent, we should do away with the concept entirely. Michael O. Hardimon criticizes this line of thinking, arguing that we must recognize the real ways in which race exists in order to revise our understanding of its significance. Rethinking Race provides a novel answer to the (...) question “What is race?” Pernicious, traditional racialism maintains that people can be judged and ranked according to innate racial features. Hardimon points out that those who would eliminate race make the mistake of associating the word only with this view. He agrees that this concept should be jettisoned, but draws a distinction with three alternative ideas: first, a stripped-down version of the ordinary concept of race that recognizes minimal physical differences between races but does not consider them significant; second, a scientific understanding of populations with shared lines of descent; and third, an acknowledgment of “socialrace” as a separate construction. Hardimon provides a language for understanding the ways in which races do and do not exist. His account is realistic in recognizing the physical features of races, as well as the existence of races in our social world. But it is deflationary in rejecting the concept of hierarchical or defining racial characteristics. We study local strengthenings of the simplicity condition. In particular, we define and study a local Lascar rank, as well as short, low, supershort and superlow theories. An example of a low, non supershort theory is given.

The philosophical production in our region in the 19th century developed in two lines: the school philosophy and the works, which in contemporary terminology could be called applied philosophy. The first attempts at the original in the frame of so called “national philosophy” remained without a considerable achievment. This was also the case of the physician and philosopher Michael Petöcz , whose all essays were written in German. However, in his works he developed a relatively original system, differing from the (...) philosophical thought of that time. The paper presents the basic thoughts of this system, paying attention also to another local philosophers, who already before Petocz were heading for similar conclusions. In recent years, progress in cancer treatment has greatly increased the chances of recovery. Yet, treatment may have irreversible effects on patients’ fertility. In order to protect future fertility, preservation of ovarian tissue may be offered today even to very young girls, involving a surgical procedure that may be performed by minimally invasive laparoscopy, under general anesthesia. However, in the tragic event of a girl’s death, questions may arise regarding the possible use of the preserved ovarian tissue by her parents. (...) Should posthumous reproductive use of ovarian tissue without the girl’s prior consent (due to her young age) be considered a violation of her rights? On the other hand, can it be argued that it is in the interest of a child who died young to leave a genetic trace through posthumous reproduction, because genetic continuity is in the interest of every human being? After presenting the relevant clinical facts, we explore the ethical dimensions of this possible practice through an analysis of the interests of the deceased, her parents, and the child that may be born posthumously. Like Saint Paul, I was “born out of due time” insofar as the study of bioethics is concerned. I spent 15 years in teaching and administration at the Aquinas Institute of Theology, then in Dubuque, Iowa, now on the campus of Saint Louis University. I was given a sabbatical study year in 1972–1973 to refresh my mind and spirit. Though my major study and research emphasis prior to the sabbatical study had been in the field of Church law and religious (...) government, I determined to direct my attention to the study of moral theology and ethics, because at that time there was confusion in this area of discipline, especially insofar as the Catholic community was concerned. There is a rising call for the use of adaptive clinical trial designs in responding to the need for safe and effective drugs given their potential to offer efficiency and cost-effective benefits compared with traditional clinical trials. ADs have a strong appeal in paediatric clinical trials given the small number of available participants, limited understanding of age-related variability and the desire to limit exposure to futile or unsafe interventions. Although the ethical value (...) of adaptive trials has increasingly come under scrutiny, there is a paucity of literature on the ethical dilemmas that may be associated with paediatric adaptive designs. This paper highlights some of these ethical concerns around safety, scientific/social value and caregiver/guardian comprehension of the trial design. Against this background, the paper develops a non-static conceptual lens for understanding PADs. It shows that ADs are epistemically open and reduce some of the knowledge-associated uncertainties inherent in clinical trials as well as fast-track the time to draw conclusions about the value of evaluated drugs/treatments. On this note, the authors argue that PADs are ethically justifiable given they have multiple layers of safety, exposing enrolled children to lesser potential risks, create social/scientific value generally and for paediatric populations in particular, specifically foster the flourishing of paediatric populations and can significantly improve paediatric trial efficiency when properly designed and implemented. However, because PADs are relatively new and their regulatory, ethical and logistical characteristics are yet to be clarified in some jurisdictions, the cooperation of various public and private stakeholders is required to ensure that the interests of children, their caregivers and parents/guardians are best served while exposing paediatric research subjects to the most minimal of risks when they are enrolled in paediatric trials that use ADs. Video streaming has become very popular among game enthusiasts. Live streams of computer games, where there is the possibility of communi­cation, are developing as community meeting places; a number of social scientists are calling this a trend towards new online “third places”. To­day’s debate draws attention to the reproduction of a participation culture trough streaming, in the space of which everyone can express themselves creatively, share their opinion, experiences, and information. At the same time, there is a tendency towards the (...) capitalist appropriation of streaming by media businesspersons who stimulate the monetization of participation. Investigating the “sociality of streaming”, the authors highlight the supplementation of the “Let’s Play” discourse with topics from the current agenda, understanding live streams as public media arenas. In the public arenas of computer game live streams, the dramatization and selection of global or local news information in a specific media format takes place. The article demonstrates this phenomenon using the example of the corona­virus, the most prominent topic of spring 2020. The pandemic vocabulary appears in different sections of Twitch game streams, such as titles, audio/ video content, and the chat. Banter and obscene vocabulary are charac­teristic of the game stream space, however, this is combined with charity fund-raising broadcasts in support of doctors. ­. (shrink)

Theorists of the Russian conservatism have made a considerable contribution to the development of axiology, the philosophy of history and comparativistics. In their studies of the local civilisations existing at different times and at different places they have focused on the dynamics of their origin, development, collapse or transformation into new civilisational forms. The best known slavophiles such as A. Khomyakov, K. Axakov, I. Kireyevskiy saw the mission of the Russian civilisation in synthesising Europe and Russia which has preserved the (...) true Christianity – the Orthodoxy. According to N. Danilevskiy, the founder of the culturohistorical school of thought, Europe has an irreconcilable hostility towards Russia. He proves that Europe and Russia are two different culturohistoricaltypes (local civilisations). He understood Russia’s mission as that of unification of Slavic peoples. K. Leontiev develops the so-called theory of Byzantism, according to which the West is doomed and Russia will be saved thanks to its Orthodoxy and the oriental despotism underlying its statehood. He advocates a merger between Russian and oriental traditions. From the point of view of the proponents of the Eurasian theory such as P. Savitskiy, N. Trubetskoy, etc., the merger has already occurred, so Russians should be viewed as Eurasians and Russia as a Eurasian civilisation. Russian thinkers were criticising the so-called Eurocentrism in their efforts to prove that progress should be measured not only by the accumulation of material wealth, but also by the development of various spiritual aspects of human beings. The anthroposociogenesis does not have any predetermined patterns, its development is of co-evolutionary, often broken, discrete nature. (shrink)

Localism is a social movement often associated with “buy local” food initiatives or the prevention of big-box retail expansion. At its core, however, localism is also about fostering local independence by encouraging businesses to opt for local alternatives when making purchasing decisions. In this article, we develop and test hypotheses that organizations with stronger community-oriented identities are more likely to source locally and that this relationship is moderated by the importance of the focal firm’s purchasing decisions. _Purpose._ This article aims at outlining the consider Ukrainian identity in the context of European collective action through the prism of value orientations/approaches. _Theoretical basis._ The following methods were used in order to cover the problem as objectively as possible: historical, analytical, comparative, socio-geographical, behavioral, and dialectical. The use of these methods contributed to tracing the peculiarities of identity and collective action in the dynamics of the historical process and social development. _Originality._ The role of identity in collective action formation (...) is considered. It was established that identity determines the socio-species structure and projects social development. After all, identification for a person in the formation process is a basic need that determines a person’s belonging, not identity. During the formation of "I" there is a combination of "I1" + "I2" + "Other" = "WE". This process is complex and long-term, but it is precisely the process that gives you the opportunity to clearly understand your "I" and know yourself. It was found that identity as a social phenomenon, which is related to the formation of the "I", is determined by certain circumstances, which can be conditionally divided into objective and subjective. After analyzing the scientific literature, a generalization was made that identity is not a new phenomenon, but it has certain features at each stage of social development. This became most noticeable in the conditions of globalization, when countries that are actually different perceive the "Other", unite around certain problems, and then this union forms a system of mutual relations. It is thanks to this approach that alliances, multicultural associations, etc. are formed, and an example of this is the heterogeneous European identity. Special attention is drawn to the role of values, which are the landmarks in the process of identity and the formation of collective action. Based on political, social, economic, historical processes and ontological features, it was established that identity is a dynamic process, since values during a person’s life, the existence of the state, etc. are variables. This is confirmed by the value orientation and various socio-political processes aimed at the formation of Homo in countries that have the status of "between". _Conclusions._ The article illustrates and justifies the existence of several forms of identity according to which the types of identity are formed. The fact proves that identity is not a constant process and varies due to multiple factors: social, political, economic, and religious as well as due to formations – regional, local, civilizational, etc. As practice shows, the problem of identity mostly has situational nature and arises due to the need for unification. The socio-historical process manifests the significance of the values in the formation of a collective European heterogeneous identity. Integrated pest management (IPM) has been widely promoted in the developing world, but in many regions its adoption rates have been variable. Experience has shown that to ensure IPM adoption, the complexities of local agro-production systems and context-specific folk knowledge need to be appreciated. Our research explored the linkages between farmer knowledge, pest management decision making, and ecological attributes of subsistence maize agriculture. We report a case study from four rural communities in the highlands of southeast Honduras. Communities were typified (...) by their agro-environments, IPM training history, and levels of infestation by a key maize pest, the fall armyworm (Spodoptera frugiperda Smith). Although variable, infestation levels generally did not justify pest management intervention. Consequently, crop losses from this pest were considered of low importance and most farmers proceeded in a rational fashion by refraining from action in their fields. Farmers attributed the low degree of pest infestation predominantly to abiotic causal factors (rainfall, temperature). The role of natural enemies in controlling this pest (i.e., biological control) was deemed of low importance by farmers; nevertheless, a broad array of such organisms was mentioned by farmers as operating in their maize crop. Farmers’ knowledge of natural enemies only partially matched scientific knowledge and was associated with the ecological features of their respective field settings. Local knowledge about natural enemies was mainly restricted to abundant and easily observable predatory species. Farmers who were knowledgeable about biological control were also familiar with a larger variety of pest management alternatives than uninformed farmers. Management options covered a wide range of curative techniques, including conservation biological control. Farmers who relied on insecticides to manage pest outbreaks knew less about biological control and pesticide alternatives. In contrast, farmers who received IPM training mentioned more types of natural enemies and were familiar with a broader range of alternative pest management tactics. Our research suggests that IPM training modifies local knowledge to better fit its environmental context. This paper provides insights in the environmental context of local agro-ecological knowledge and its linkage with pest management decision making. It also constitutes a basis for modifying IPM extension programs to deliver locality-specific technologies while strengthening the local knowledge base. (shrink)

A structure is locally finite if every finitely generated substructure is finite; local sentences are universal sentences all models of which are locally finite. The stretching theorem for local sentences expresses a remarkable reflection phenomenon between the finite and the infinite models of local sentences. This result in part requires strong axioms to be proved; it was studied by the second named author, in a paper of this Journal, volume 53. Here we correct and extend this paper; in (...) particular we show that the stretching theorem implies the existence of inaccessible cardinals, and has precisely the consistency strength of Mahlo cardinals of finite order. The situation of French poetry at the turn (...) of the twenty-first century is far different from what it was during the last fin de siècle. In 1900, poetry was a booming art, and France was home to numerous poets of varied inspiration and expression. The religious verse of Claudel and Péguy shared the attention of the reading public with the philosophical poetry of Valéry and the futuristic celebrations of Paris and modern life found in Apollinaire's Alcools and Calligrammes. Long poems, short poems, poems written in standard verse, free verse, prose, and even published as drawings, suggested that the golden age of poetry begun in the early nineteenth century by the Romantics and continued after 1850 by Baudelaire, Verlaine, Rimbaud, and Mallarmé, would not soon come to an end. This indeed proved to be the case, for the heirs of the Symbolist tradition of the first decade of the twentieth century were soon followed by the Surrealist revolutionaries of the 1920s and 1930s, many of whom directed their talents to the composition of political verse at the time of the Second World War. Political poetry by and large disappeared from France after 1950, only to be [End Page 142] succeeded over the next two decades by two very different types of verse. On the one hand, writers like St. John Perse and Pierre Jean Jouve produced difficult works whose appeal was limited to a sophisticated audience, while lyricists, such as Jacques Prévert and even the songwriter Georges Brassens, made poetry more accessible to the general public, often through popular songs. The fact that, during the days of May 1968, students scrawled verses of the Surrealist-Communist poet Paul Eluard on the walls of the Sorbonne to encourage efforts to bring down the social order attests to the power exerted by poetry on the intellectual life of France well into the second half of the twentieth century. Such, however, is no longer the case today. There are only two well-known living French poets, Francis Ponge and Yves Bonnefoy. While reviews dedicated to original poetry do still exist, especially in the south of France where the poetic arm of the French Resistance was most active in the 1940s, poetry attracts many fewer readers--and fewer writers--than it did even fifty years ago.Such a radical change merits some reflection. What has happened to French poetry since the mid-twentieth century? At the core of Kant’s Critique of Pure Reason was a decisive break with certain fundamental Cartesian assumptions or claims about consciousness and self-consciousness, claims that have nonetheless remained perennially tempting, from a phenomenological perspective, independently of any further questions concerning the metaphysics of mind and its place in nature. The core of this philosophical problem has recently been helpfully exposed and insightfully probed in Dan Zahavi’s book, Self and Other: Exploring Subjectivity, Empathy, and Shame. In these remarks I suggest (...) that Zahavi’s view of what he calls ‘The Experiential Self’ defends precisely the sorts of claims to which a Kantian account of consciousness is fundamentally opposed, and while assessing the overall merits of the two contrasting outlooks is no easy matter, I side with the Kantian view.
