    The formal theory of the Model of Hierarchical Complexity is presented. Complexity theories generally exclude the concept of hierarchical complexity; Developmental Psychology has included it for over 20 years. It also applies to social systems and non-human systems.     This paper presents a representational theory of derived physical measurements. The theory proceeds from a formal definition of a class of similar systems. It is shown that such a class of systems possesses a natural proportionality structure. A derived measure of a class of systems is defined to be a proportionality-preserving representation whose values are n-tuples of positive real numbers.     Erik Angner has argued that simultaneous endorsement of the representational theory of measurement and psychometrics leads to inconsistency. His claim rests on an implicit assumption: RTM and psychometrics are full-fledged approaches to measurement. I argue that RTM and psychometrics are only partial approaches that deal with different aspects of measurement, and that therefore simultaneous endorsement of the two is not inconsistent. The argument has implications for the improvement of measurement practices.
