Due to the excellent approximation ability, the neural networks based control method is used to achieve adaptive consensus of the fractional-order uncertain nonlinear multiagent systems with external disturbance. The unknown nonlinear term and the external disturbance term in the systems are compensated by using the radial basis function neural networks method, a corresponding fractional-order adaption law is designed to approach the ideal neural network weight matrix of the unknown nonlinear terms, and a control law is designed eventually. According (...) to the designed Lyapunov candidate function and the fractional theory, the systems stability is proved, and the adaptive consensus can be guaranteed by using the designed control law. We study the dynamical behavior of multiple quasi-synchronization of a type of fractional-order coupled neural networks with delay and uncertain parameters. By utilizing the pinned pulse control strategy technique, we establish a new pulse controller, which realizes the multiple quasisynchronization of the system. Furthermore, we derive some new criteria of multiple quasisynchronization by using the comparison principle and mathematical analysis. Eventually, simulations are carried out with two examples to explicate the effectiveness of the conclusions.

Research into strategic alliances has traditionally focused on motivation and performance. More recently, network dynamics and alliances as complex and evolving arrangements are emerging areas for investigation. Thus far, little research has been undertaken that integrates these emerging themes in the context of the impact of deteriorating exogenous environments on network alliances. -/- The ICT industry provides such a context, with the rapid deterioration of fortunes in the industry as a result of equity market moves since early 2000. Information security governance has become an elusive goal and a murky concept. This paper problematizes both information security governance and the broader concept of governance. What does it mean to govern information security, or for that matter, anything? Why have information technologies proven difficult to govern? And what assurances can governance provide for the billions of people who rely on information technologies every day? Drawing together several distinct bodies of literature—including multiple strands of governance theory, actor–network theory, and scholarship (...) on sociotechnical regimes—this paper conceptualizes networked action on a spectrum from uncertain governance to governing uncertainty. I advance a twofold argument. First, I argue that networks can better govern uncertainty as they become more able not only to enroll actors in a collective agenda, but also to cut ties with those who seek to undermine that agenda. And second, I argue that the dominant conception of information security governance, which emphasizes governing uncertainty through risk management, in practice devolves to uncertain governance. This is largely because information technologies have evolved toward greater connectedness—and with it, greater vulnerability—creating a regime of insecurity. A Bayesian network (BN) is a graphical model of uncertainty that is especially well suited to legal arguments. It enables us to visualize and model dependencies between different hypotheses and pieces of evidence and to calculate the revised probability beliefs about all uncertain factors when any piece of new evidence is presented. Although BNs have been widely discussed and recently used in the context of legal arguments, there is no systematic, repeatable method for modeling legal arguments as BNs. (...) Hence, where BNs have been used in the legal context, they are presented as completed pieces of work, with no insights into the reasoning and working that must have gone into their construction. This means the process of building BNs for legal arguments is ad hoc, with little possibility for learning and process improvement. This article directly addresses this problem by describing a method for building useful legal arguments in a consistent and repeatable way. The method complements and extends recent work by Hepler, Dawid, and Leucari (2007) on object-oriented BNs for complex legal arguments and is based on the recognition that such arguments can be built up from a small number of basic causal structures (referred to as idioms). A dynamic learning method is developed for an uncertain n-link robot with unknown system dynamics, achieving predefined performance attributes on the link angular position and velocity tracking errors. For a known nonsingular initial robotic condition, performance functions and unconstrained transformation errors are employed to prevent the violation of the full-state tracking error constraints. By combining two independent Lyapunov functions and radial basis function neural network approximator, a novel and simple adaptive neural control scheme is proposed for the dynamics (...) of the unconstrained transformation errors, which guarantees uniformly ultimate boundedness of all the signals in the closed-loop system. In the steady-state control process, RBF NNs are verified to satisfy the partial persistent excitation condition. Subsequently, an appropriate state transformation is adopted to achieve the accurate convergence of neural weight estimates. The corresponding experienced knowledge on unknown robotic dynamics is stored in NNs with constant neural weight values. Using the stored knowledge, a static neural learning controller is developed to improve the full-state tracking performance. A comparative simulation study on a 2-link robot illustrates the effectiveness of the proposed scheme. (shrink)

Somatic cell count is a diagnostic test of milk for mastitis in cows. Its specificity and sensitivity are less than 1.0, making test results uncertain. I discuss epistemological problems of the test such as underdetermination, undercalibration and underdiscrimination, in the solution of which biomedical and economic factors may play a role. Diagnostics of the SCC should be considered as an epistemological network, functioning in a network in which farmers, veterinarians, epidemiologists and milk industry shift their position following (...) biomedical, technological and economic changes, which is described as an actor-network to understand how human and non-human agents in mastitis may be associated. This paper addresses the adaptive asymptotic tracking control problem for nonlinear systems whose virtual control gains are unknown nonlinear functions of system states. Only in the first step, the Nussbaum gain technique is utilized to handle the uncertain virtual control gain. In the remaining steps, virtual control gains are dealt with by constructing novel control laws without the approximation of the uncertain nonlinear functions and external disturbances by neural networks or fuzzy logic. New adaptive laws are defined to (...) compensate for unknown virtual control gains, uncertain parameters, and external disturbances. Finally, an adaptive tracking controller is designed and applied to the control of a 3-order robot system, which guarantees the boundedness of all the signals in the closed-loop system and asymptotic stability of the tracking error. This study addresses the problem of output quasisynchronization for coupled complex-valued memristive reaction-diffusion complex networks via the distributed event-triggered control scheme. First, by using the separate method, set value mapping, and intermediate value theorem, the complex-valued memristive reaction-diffusion complex networks can be transferred into two semi-uncertain real-valued reaction-diffusion complex networks. Second, a distributed output piecewise event-triggered control scheme with spatial sampled-data is first proposed including a spatial sampling event-triggered generator and spatiotemporal sampling state feedback controller. Furthermore, this scheme can (...) effectively save the measurement resources and lower the update rate of controllers in spatial and time domain. Third, the synchronization analysis is considered by utilizing an appropriate Lyapunov function, the Halanay inequality, and the improved Wirtinger inequality. Subsequently, several output event-triggered quasisynchronization criteria are derived. The relations among event trigger conditions, spatial sampling interval, convergence rate, and control gain are given by rigorous mathematical derivation. This study concentrates on adaptive event-triggered control of complex dynamical networks with unpredictable coupling delays and stochastic deception attacks. The adaptive event-triggered mechanism is used to avoid the wasting of limited bandwidth. The probability of data communicated by the network is established by statistical properties and Bernoulli stochastic variables with an uncertain occurrence probability. Stability analysis based on Lyapunov–Krasovskii functional and the stability of the closed-loop system is guaranteed. Using the LMI technique, we obtain triggered parameters. This paper engages with the question: how can the marketization of ecologically embedded edibles be enabled in alternative food networks? The challenge lies in the fact that ecologically embedded edibles, grown and made through primarily ecological rather than industrial processes, and using artisan, traditional, and quality practices, show variable and uncertain characteristics. The characteristics, or qualities, of ecologically embedded edibles vary both geographically and in time, challenging the creation of stable market networks. How can ecologically embedded wines be sold (...) when there is no certainty about their qualities? In this article I propose that certainty around qualities is not as crucial an element of transactions as some authors suggest, and I draw on the case study of ecologically embedded wines to extract wider lessons of relevance to marketization of foods and drinks in alternative food networks. I suggest that an understanding of taste not as a fixed and unchangeable quality of people and things, but as a relational and reflexive activity between eaters and edibles, can offer a way of valuing uncertainty around product characteristics. Through a cultivation of a “taste for uncertainty” consumers’ bodies can become enrolled in supporting artisan, quality, and traditional production through their taste buds. In real life, multiple network public opinion emergencies may break out in a certain place at the same time. So, it is necessary to invite emergency decision experts in multiple fields for timely evaluating the comprehensive crisis of the online public opinion, and then limited emergency resources can be utilized to give priority to respond to the one with the highest crisis. Due to the complexity of network public opinion emergencies and the limited cognition of experts, most of (...) the decision problems for evaluating the network public opinion emergencies are highly uncertain. Also, prior to the selection of the highest crisis, it is preferable that experts reach a high degree of consensus among their assessments or opinions. To address such problems, this paper presents a novel adaptive consensus reaching model for multiattribute group decision making with probabilistic linguistic decision matrices. First, to quantify the difference between any two probabilistic linguistic term sets accurately and efficiently, we define a novel distance measure between PLTSs based on the Wasserstein metric. Then, by integrating the defined PLTSs-based Wasserstein distance measure into the classical CCSD method, we construct an optimization model for objectively determining attribute weights. Subsequently, we develop the individual cumulative consensus contribution measure and the group consensus measure, respectively, following which is to present an integrated consensus improving strategy that considers both weight-updating and assessment-adjusting. Finally, the feasibility and the applicability of the proposed approach are illustrated via a real evaluation of network public opinion emergencies. Through comparing with existing probabilistic linguistic MAGDM approaches, the proposed approach offers the advantages in terms of the accurate measurement of information difference and the integrated improvement of consensus efficiency. Labels provide a quick and effective solution to obtain people interesting content from large-scale social network information. The current interest label extraction method based on the subgraph stream proves the feasibility of the subgraph stream for user label extraction. However, it is extremely time-consuming for constructing subgraphs. As an effective mathematical method to deal with fuzzy and uncertain information, rough set-based representations for subgraph stream construction are capable of capturing the uncertainties of the social network. Therefore, we (...) propose an effective approach called RS_UNITE_SS, which is suitable for large-scale social network user interest label extraction. Specifically, we first propose the subgraph division algorithm to construct a subgraph stream by incorporating a rough set. Then, the algorithm for user real-time interest label extraction based on upper approximation is proposed by using sequentially characteristics of the subgraph. Empirically, we evaluate RS_UNITE_SS over real-world datasets, and experimental results demonstrate that our proposed approach is more computationally efficient than existing methods while achieving higher precision value and MRR value. The energy conversion units and energy storage equipment connected to the multi-energy system are becoming diversified, and the uncertain factors brought by distributed wind power and photovoltaic power generation make the system energy flow structure more complex, which brings great difficulties to the modeling and application of traditional energy hub modeling methods. This study deeply analyzes the multi-energy flow coupling structure and operation mechanism of multi-energy systems, and carries out the power flow calculation and analysis of multi-energy systems based (...) on an energy hub, so as to ensure the safe and stable operation of regional energy. Based on the physical characteristics of energy systems such as power systems, thermal systems, and gas systems, this article studies the comprehensive power flow model including the electric-gas-thermal multi-energy coupling network and proposes the power flow decomposition of the energy supply subsystem and its applicable equation based on Newton–Raphson method. The effectiveness of the proposed method under different operation modes is verified by case studies. The calculation results show that under constant load, the energy hub running in fixing thermal by electricity and fixing electricity by thermal mode has little influence on the voltage of each node in the power sub-network. Within the constraint range, the natural gas flow obtained from the natural gas subsystem is coupled with the power subsystem to meet the load demand. The influence on the power flow at each node of the heat network is not obvious. (shrink)

This article examines the tension in Hannah Arendt’s thought between the creativity of political action and the worldlessness of labour in light of fieldwork with feminist activists in Mexico City. Drawing from my ethnographic research, I explore how labour and action are knitted together in the feminist practice of accompanying women who seek safe abortion in the city. Bringing Arendt’s thought into dialogue with anthropologies of illness experience as well as the reflections of my interlocutors in the field, I shift (...) from an approach to the situation of abortion as a decision-making event, to ask other questions about autonomy and dependency, freedom and necessity, mortality and political life. I argue that what is interesting about Arendt’s conceptualisation of the labouring body is not that she separates ‘bare life’ from the political sphere of ‘men’, but rather that it alerts us to the uncertain way our life is implicated with others. In conclusion, I argue that feminist accompaniment networks foster an ephemeral relation of care between activists and women in situations of abortion, one that invites us to re-imagine the temporality of political action and to ask, again, what it is to make a new world versus make this world livable. When unmanned underwater vehicles perform tasks, the marine environment situation information perceived by their sensors is insufficient and cannot be shared; moreover, the reasoning efficiency of the situation information is not high. To deal with these problems, this paper proposes an ontology-based situation awareness information expression method, using the Bayesian network method to reason about situation information. First, the situation awareness information is determined in uncertain events when performing tasks in the marine environment. The core and application ontologies (...) of UUV situation awareness are also established. Subsequently, semantic rules are constructed, and uncertain events are identified through the corresponding semantic rules. The Jess inference engine is used to update the ontology model. Because the ontology cannot reason about uncertainty, it is transformed into the Bayesian network to reason about the impacts of uncertain events on tasks. Simulation experiments verify the effectiveness and accuracy of the situation awareness reasoning method that combines the ontology and the Bayesian network. (shrink)

As an efficient approach, the trust policy is implemented to defend against insider attacks in complex networks. However, the imperfection of trust relationships directly hinders the effort to quantitatively calculate trust value, especially in choosing a cooperative partner. Fortunately, the game theory is gradually concerned with addressing the above issue to further enhance security. In this paper, the game theory and the trust policy are reviewed briefly. Then, the research roadmap on game-based trust in complex networks is discussed and analysed (...) deeply. Furthermore, some research directions in the near future are given. It is worth mentioning that our contributions not only describe the evolution of the game-based trust clearly but also suggest the trust mechanism based on the bounded rational game more suitable to uncertain information. This article investigates an adaptive neural network control algorithm for marine surface vessels with time-varying output constraints and unknown external disturbances. The nonlinear state-dependent transformation is introduced to eliminate the feasibility conditions of virtual controller. Moreover, the barrier Lyapunov function is used to achieve time-varying output constraints. As an important approximation tool, the NN is employed to approximate uncertain and continuous functions. Subsequently, the disturbance observer is structured to observe time-varying constraints and unknown external disturbances. The novel strategy (...) can guarantee that all signals in the closed-loop system are semiglobally uniformly ultimately bounded. We deal with the design problem of nonfragile state estimator for discrete-time genetic regulatory networks with time-varying delays and randomly occurring uncertainties. In particular, the norm-bounded uncertainties enter into the GRNs in random ways in order to reflect the characteristic of the modelling errors, and the so-called randomly occurring uncertainties are characterized by certain mutually independent random variables obeying the Bernoulli distribution. The focus of the paper is on developing a new nonfragile state estimation method to estimate the concentrations of (...) the mRNA and the protein for considered uncertain delayed GRNs, where the randomly occurring estimator gain perturbations are allowed. By constructing a Lyapunov-Krasovskii functional, a delay-dependent criterion is obtained in terms of linear matrix inequalities by properly using the discrete-time Wirtinger-based inequality and reciprocally convex combination approach as well as the free-weighting matrix method. It is shown that the proposed method ensures that the estimation error dynamics is globally asymptotically stable and the desired estimator parameter is designed via the solutions to certain LMIs. Finally, we provide two numerical examples to illustrate the feasibility and validity of the proposed estimation results. (shrink)

When we humans receive uncertain information, we interpret it properly, so we can expand the conversation, and take the proper actions. This is possible because we have “common sense” concerning the basic word concept, which is built up from long time experience storing knowledge of our language. Of the common sense we use in our every day lives we think that there are; common sense concerning quantity such as size, weight, speed, time, or place; common sense concerning sense or (...) feeling such as hot, beautiful, or loud; and moreover common sense concerning emotion such as happy or sad. In order to make computers closer to human beings, we think that the construction of a “Common Sense Judgment System” which deals with these kinds of common sense is necessary. When aiming to realize this “Common Sense Judgment System” and trying to make a computer have the same common sense knowledge and judgment ability as human beings, a very important factor is the handling of unknown words. Judgment concerning words which were given to the computer as knowledge before hand, it can refer to that knowledge, and the process will have no problem at all. But when an unknown word, which is not registered as knowledge, is inputted, how to process that word is a very difficult problem. In this paper, by using a concept base, which is made from several electric dictionaries; the degree of association, which is done based on the concept base; neural network, putting the closeness of meaning in consideration, we propose a method of unknown word processing, which connects an inputted unknown word to a representing word that is registered in the judgment knowledge base, and we will verify its effectiveness by experiment applied to the emotional judgment subsystem. This article examines the role that civic agriculture in Georgia plays in shaping attitudes, strategies, and relationships that foster both sustainability and adaptation to a changing climate. Civic agriculture is a social movement that attracts a specific type of “activist” farmer, who is linked to a strong social network that includes other farmers and consumers. Positioning farmers’ practices within a social movement broadens the understanding of adaptive capacity beyond how farmers adapt to understand why they do so. By drawing (...) upon qualitative and quantitative data and by focusing on the cosmological, organizational, and technical dimensions of the social movement, the study illuminates how social values and networks shape production and marketing strategies that enable farmers to share resources and risks. We propose a conceptual framework for understanding how technical and social strategies aimed to address the sustainability goals of the movement also increase adaptive capacity at multiple timescales. In conclusion, we outline directions for future research, including the need for longitudinal studies that focus on consumer motivation and willingness to pay, the effects of scale on consumer loyalty and producer cooperation, and the role of a social movement in climate change adaptation. Finally, we stress that farmers’ ability to thrive in uncertain climate futures calls for transformative approaches to sustainable agriculture that support the development of strong social networks. Contemporary societies are often “polarized”, in the sense that sub-groups within these societies hold stably opposing beliefs, even when there is a fact of the matter. Extant models of polarization do not capture the idea that some beliefs are true and others false. Here we present a model, based on the network epistemology framework of Bala and Goyal, 784–811 1998), in which polarization emerges even though agents gather evidence about their beliefs, and true belief yields a pay-off advantage. As (...) we discuss, these results are especially relevant to polarization in scientific communities, for these reasons. The key mechanism that generates polarization involves treating evidence generated by other agents as uncertain when their beliefs are relatively different from one’s own. (shrink)

We present three experiments using a novel problem in which participants update their estimates of propensities when faced with an uncertain new instance. We examine this using two different causal structures (common cause/common effect) and two different scenarios (agent‐based/mechanical). In the first, participants must update their estimate of the propensity for two warring nations to successfully explode missiles after being told of a new explosion on the border between both nations. In the second, participants must update their estimate of (...) the accuracy of two early warning tests for cancer when they produce conflicting reports about a patient. Across both experiments, we find two modal responses, representing around one‐third of participants each. In the first, “Categorical” response, participants update propensity estimates as if they were certain about the single event, for example, certain that one of the nations was responsible for the latest explosion, or certain about which of the two tests is correct. In the second, “No change” response, participants make no update to their propensity estimates at all. Across the three experiments, the theory is developed and tested that these two responses in fact have a single representation of the problem: because the actual outcome is binary (only one of the nations could have launched the missile; the patient either has cancer or not), these participants believe it is incorrect to update propensities in a graded manner. They therefore operate on a “certainty threshold” basis, whereby, if they are certain enough about the single event, they will make the “Categorical” response, and if they are below this threshold, they will make the “No change” response. Ramifications are considered for the “categorical” response in particular, as this approach produces a positive‐feedback dynamic similar to that seen in the belief polarization/confirmation bias literature. We comment on the contributions of Dahlman and of Fenton et al., who both suggested a Bayesian approach to analyze the Simonshaven case. We argue that analyzing a full case with a Bayesian approach is not feasible, and that there are serious problems with assigning actual numbers to probabilities and priors. We also discuss the nature of Bayesian thinking in court, and the nature and interpretation of the likelihood ratio. ArgumentThe tension between theoretical and practical knowledge was particularly problematic for trainee physicians. Unlike civic apprenticeships in surgery and pharmacy, in early modern England there was no standard procedure for obtaining education in the practical aspects of the physician’s role, a very uncertain process of certification, and little regulation to ensure a suitable reward for their educational investment. For all the emphasis on academic learning and international travel, the majority of provincial physicians returned to practice in their home area, (...) because establishing a practice owed more to networks of kinship, patronage and credit than to formal qualifications. Only when (and where) practitioners had to rely solely on their professional qualification to establish their status as young practitioners that the community could trust would proposals to reform medical education, such as those put forward to address a crisis of medicine in Restoration London, which are examined here, be converted into national regulation of medical education in the early nineteenth century, although these proposals prefigured many informal developments in medical training in the eighteenth century. In Friendship, Italian philosopher Claudia Baracchi explores the philosophical underpinnings of friendship. Tackling the issue of friendship in the era of Facebook and online social networks requires courage and even a certain impertinence. The friendship relationship involves trust, fidelity, and availability for profound sharing. Sociologists assure us this attitude was never more improbable than in our time of dramatic anthropological reconfiguration. Research on friendship cannot therefore ignore ancient thought: with unparalleled depth, Friendship examines the broader implications of relationship, both emotional (...) and political. Today, the grand socio-political structures of the world are trembling. The hold of valued paradigms that traditionally positioned individuals, determined their destinies, and assigned them their roles and reciprocal responsibilities is becoming uncertain. In these many global shifts, previously unforeseen possibilities for individual and collective becoming are unleashed. Perhaps friendship has to do with worlds that are not: that are not yet, and that should be desired all the more. Focusing on the works of Aristotle, Baracchi explores ancient reflections on friendship, in the belief that they have much to teach us about our relationships in the present day. (shrink)

How to participate proactively in a process of change and transformation, to shape our path within an uncertain future? With this publication, the State Of The Art Network marks a waypost on a journey which started in 2018, when like-minded Nordic and Baltic art organisations and professionals initiated this network as a multidisciplinary collaboration facing the Anthropocene. Over five years, ten organisations and around 80 practitioners from different disciplines, like the arts, natural sciences and humanities came together, (...) online and in person, for workshops, seminars and discussions. The aim was to find ways to create resilience and concrete actions on how to live through the change in culture, economy and the environment and to find concrete, hands-on methods to deal with the Anthropocene and the environmental crisis. Type 1 diabetes can be treated successfully by islet allotransplantation, the results of which are steadily improving. However, the number of islets that can be obtained from deceased human donors will never be sufficient to cure more than a (...) very small percentage of patients who might benefit from transplantation. Although there are some differences in glucose metabolism between pigs and humans, the use of pigs could provide an unlimited supply of islets, and the insulin produced would undoubtedly control glucose levels. Transplantation of islets into the portal vein results in islets residing in the liver; however, an early inflammatory response and rejection remain problematic, even when the recipient is receiving immunosuppressive therapy. In the long term, immunosuppressive drugs may exhibit toxicities to patients and specifically harm the islet cells. In contrast, encapsulation techniques provide islets with a physical barrier that prevents antibodies binding to the islet graft while still allowing insulin to be released into the recipient's circulation; in theory, patients receiving encapsulated grafts might not require exogenous immunosuppressive therapy. Nonhuman primates with encapsulated pig islet transplants have remained insulin-independent for several weeks, but long-term efficacy remains uncertain. Furthermore, techniques are now available to knock out genes from the pig and/or insert human genes, thus rendering the antigenic structure of pigs closer to that of humans, and providing protection from the human immune response. Islet transplantation from genetically engineered pigs has been followed by insulin independence in a small number of nonhuman primates for greater than 1 year. Neonatal islets have some advantages over adult islets in that they are easier to isolate and culture, and have the ability to proliferate during the first few months after transplantation. In 2009, the International Xenotransplantation Association set up a group to encourage and advise on clinical trials of pig islet xenotransplantation; this group's guidelines are discussed. ArgumentThe tension between theoretical and practical knowledge was particularly problematic for trainee physicians. Unlike civic apprenticeships in surgery and pharmacy, in early modern England there was no standard procedure for obtaining education in the practical aspects of the physician’s role, a very uncertain process of certification, and little regulation to ensure a suitable reward for their educational investment. For all the emphasis on academic learning and international travel, the majority of provincial physicians returned to practice in their home area, (...) because establishing a practice owed more to networks of kinship, patronage and credit than to formal qualifications. Only when practitioners had to rely solely on their professional qualification to establish their status as young practitioners that the community could trust would proposals to reform medical education, such as those put forward to address a crisis of medicine in Restoration London, which are examined here, be converted into national regulation of medical education in the early nineteenth century, although these proposals prefigured many informal developments in medical training in the eighteenth century. This article considers children’s status in society and how this may be elevated with a view to imagining a possible future. Children’s status is such that the structures and systems under which they live diminish their agency. In so doing, their opportunity to contribute to the shaping of what appears to be an uncertain future is limited. The article proposes that looking towards children as saviours of our tomorrows is misguided and that a healthier view is to recognise the (...) networked nature of children, which recognises children’s humanity and sees them as connected to the world in which and of which they are a part. By accepting the networked nature of children, adults may come to think and behave differently towards children, beginning to see themselves and children as ‘one among many’. This perspective allows for compassion, a notion that supports our living together. This article proposes that Philosophy with Children may offer an approach to engaging in community and dialogue that allows us to think our way to a future that is epistemically inclusive. Ultimately, engaging with children as potential knowers demands that we are more overtly political in the ways in which we engage with Philosophy with Children. (shrink)

This guest column asks how Bruno Latour has contributed to any present and future refiguring of relations between the sciences and the humanities. To answer the question, it traces three select and shifting figures of knowledge by means of which Latour himself has been charting his progress—from the anthropologist, charged with unraveling techno-scientific networks, to the moralist, participating in the parliament of nature, to the diplomat, negotiating the moderns’ many modes of existence. Rather than a neat blueprint for carving up (...) the knowledge space, this essay argues, Latour leaves us with “an ethos of knowledges that verges on a chaos of in-disciplines.” The essay concludes, however, that Latour’s “in-disciplinary” thinking is and will likely continue to be an important resource for explorations into the uncertain, “nonmodern” erritories that Latour has so valuably observed. Cet article explore les soubassements socioculturels liés à l’émergence de cette industrie et tente d’élucider les enjeux éthiques et politiques qu’elle pose. Si les banques publiques de sang de cordon sont porteuses (...) des valeurs d’altruisme et de solidarité nationale traditionnellement liées au modèle redistributif d’échange de sang et d’organes né après la Seconde Guerre mondiale, les banques privées renvoient, elles, à des formes de solidarité bien différentes. C’est effectivement sous couvert de la solidarité familiale et de la responsabilité morale des mères de protéger leurs enfants qu’elles définissent la conservation privée comme une forme d’ « assurance biologique » contre les risques à la santé de l’enfant. En permettant aux mères d’investir leurs tissus corporels à la fois dans le futur incertain de leurs enfants et dans des thérapies cellulaires expérimentales, ces banques promeuvent un nouveau modèle de participation du/de la patient.e à la coconstitution de futures innovations thérapeutiques. Nous inscrivons ce modèle de participation dans les reconfigurations contemporaines du biopolitique que le sociologue britannique Nikolas Rose voit s’incarner dans l’émergence d’une nouvelle forme de biocitoyenneté. L’article critique finalement ces services personnalisés en soulignant qu’ils ont le potentiel d’opérer de nouvelles formes de coercition sur les mères, dans un contexte sociopolitique caractérisé par une responsabilisation accrue des individus au regard de la « bonne gestion » de leurs risques à la santé. Ces services sont aussi jugés problématiques sur le plan éthique, au vu de leur incohérence avec un principe de justice distributive défendant l’accès égal pour chaque citoyen.ne à des soins de santé de base. | : Since the 1990s, the transformation of cord blood into a precious source of stem cells has given rise to a global cord blood bank industry, which is now competing with a large network of public cord blood banks. This article explores the sociocultural context surrounding the emergence of this industry and aims at elucidating the ethical and political concerns that this industry raises. Whereas public cord blood banks are purveyors of values such as altruism and national solidarity traditionally linked to the redistributive model of human blood and organ donation that emerged after World War Two, private banks engage very different forms of solidarity. It is indeed under the guise of family solidarity and mothers’ moral responsibility to do their best to protect their children that they come to define private preservation as a form of “biological insurance” against potential risks to their children’s health. By allowing mothers to invest their bodily tissues simultaneously in their children’s uncertain future and in experimental cell therapies, these banks promote a new model of patient participation in the development of future therapeutic innovations. This article analyzes this model as embedded in the contemporary reconfiguration of biopolitics that sociologist Nikolas Rose envisions as constituting a new form of biocitizenship. The paper finally casts a critical eye on these personalized services, in particular because of the new forms of social coercion on mothers that are brought about in a social and political context characterized by an increasing moral accountability of individuals with regard to the “good management” of their own health risks. These services also appear ethically problematic in relation to political demands of distributive justice—e.g., the ideal of equal access to basic health care for every citizen. (shrink)

Free will is difficult to classify with respect to determinism or indeterminism, and its phenomenology in consciousness often shows both aspects. Initially, it is felt as unlimited and indeterminate will power, with the potentiality of multiple choices. Thereafter, reductive deliberation is led by determinism to the final decision, which realises only one of the potential choices. The reductive deliberation phase tries to find out the best alternative and simultaneously satisfying vague motivations, contextual conditions and personal preferences. The essential sense of (...) free will is the introduction of personal preferences, which allows a higher diversity of reactions to vague motivations. With an oversimplified model of determinism as a chain of events, incompatibilists define “free” as “undetermined” so that determinism becomes incompatible with any free choice between alternatives. In consciousness, free will requires a more complex model of network determinism as well as the consideration of unconsciousness as a causal factor. When “free” defined as “undetermined” is applied to the context of consciousness, it should be reinterpreted as “unconscious of being determined” or not aware of underlying determinism. Lacking information on determinism generates a feeling of “free” in consciousness and, therefore, gives the impression of indeterminism. Lacking information may be induced by an uncertain future without determined events—an unconscious past with biological reactions suddenly emerging from the unconsciousness or an unknown present unable to distinguish determinism of complex events. Therefore, at the level of human consciousness, the experience of free will is associated with apparent indeterminism although it is based on unconscious determinism. The concepts of compatibilism and incompatibilism are only two different aspects of the same phenomenon and correspond to consciousness and unconsciousness. Nevertheless, they can be considered together with a free will concept based on relativity depending on two different reference frames—the first person’s experience frame or the Laplace’s demon frame with knowledge on every molecule of the universe. Only relativity of the free will concept avoids the contradiction between “free” and “unfree” for the same phenomenon and could be a compromise for considering compatibilism and incompatibilism equally.
