The free-energy principle (FEP) builds on an assumption that sensor–motor loops exhibit Markov blankets in stationary state. We argue that there is rarely reason to assume a system's internal and external states are conditionally independent given the sensorimotor states, and often reason to assume otherwise. However, under mild assumptions internal and external states are conditionally independent given the sensorimotor history.

Aworkshop was held August 26–28, 2015, by the Earth- Life Science Institute (ELSI) Origins Network (EON, see Appendix I) at the Tokyo Institute of Technology. This meeting gathered a diverse group of around 40 scholars researching the origins of life (OoL) from various perspectives with the intent to find common ground, identify key questions and investigations for progress, and guide EON by suggesting a roadmap of activities. Specific challenges that the attendees were encouraged to address included the following: What key (...) questions, ideas, and investigations should the OoL research community address in the near and long term? How can this community better organize itself and prioritize its efforts? What roles can particular subfields play, and what can ELSI and EON do to facilitate research progress? (See also Appendix II.) The present document is a product of that workshop; a white paper that serves as a record of the discussion that took place and a guide and stimulus to the solution of the most urgent and important issues in the study of the OoL. This paper is not intended to be comprehensive or a balanced representation of the opinions of the entire OoL research community. It is intended to present a number of important position statements that contain many aspirational goals and suggestions as to how progress can be made in understanding the OoL. The key role played in the field by current societies and recurring meetings over the past many decades is fully acknowledged, including the International Society for the Study of the Origin of Life (ISSOL) and its official journal Origins of Life and Evolution of Biospheres, as well as the International Society for Artificial Life (ISAL). Last year marked the 20th anniversary of the Foreign Corrupt Practices Act (FCPA) of 1977. The FCPA is the first and only statute prohibiting bribery and other corrupt business practices by U.S. citizens and companies conducting business overseas. This paper provides an overview of the FCPA during the two decades of its existence. More specifically, the objectives of this paper are four-fold. First, the paper provides background information about the FCPA of 1977 and subsequent amendments in 1988. Second, the paper (...) discusses the enforcement of the FCPA since its passage by examining the number of cases prosecuted under the FCPA and the respective penalties imposed. Third, the paper discusses the economic impact of the FCPA by addressing whether the FCPA places U.S. firms at a competitive disadvantage. Fourth, the paper provides public policy recommendations to expand the reach and scope of the FCPA. It covers efforts to criminalize bribery through multilateral organizations, such as the Organization for Economic Cooperation and Development (OECD), the World Trade Organization (WTO), and the Organization of American States (OAS). It also covers bilateral arrangements and efforts by non-governmental organizations such as Transparency International. (shrink)

In this review, we describe some of the central philosophical issues facing origins-of-life research and provide a targeted history of the developments that have led to the multidisciplinary field of origins-of-life studies. We outline these issues and developments to guide researchers and students from all fields. With respect to philosophy, we provide brief summaries of debates with respect to (1) definitions (or theories) of life, what life is and how research should be conducted in the absence of an accepted theory (...) of life, (2) the distinctions between synthetic, historical, and universal projects in origins-of-life studies, issues with strategies for inferring the origins of life, such as (3) the nature of the first living entities (the “bottom up” approach) and (4) how to infer the nature of the last universal common ancestor (the “top down” approach), and (5) the status of origins of life as a science. Each of these debates influences the others. Although there are clusters of researchers that agree on some answers to these issues, each of these debates is still open. With respect to history, we outline several independent paths that have led to some of the approaches now prevalent in origins-of-life studies. These include one path from early views of life through the scientific revolutions brought about by Linnaeus (von Linn.), Wöhler, Miller, and others. In this approach, new theories, tools, and evidence guide new thoughts about the nature of life and its origin.We also describe another family of paths motivated by a” circularity” approach to life, which is guided by such thinkers as Maturana & Varela, Gánti, Rosen, and others. These views echo ideas developed by Kant and Aristotle, though they do so using modern science in ways that produce exciting avenues of investigation. By exploring the history of these ideas, we can see how many of the issues that currently interest us have been guided by the contexts in which the ideas were developed. The disciplinary backgrounds of each of these scholars has influenced the questions they sought to answer, the experiments they envisioned, and the kinds of data they collected. We conclude by encouraging scientists and scholars in the humanities and social sciences to explore ways in which they can interact to provide a deeper understanding of the conceptual assumptions, structure, and history of origins-of-life research. This may be useful to help frame future research agendas and bring awareness to the multifaceted issues facing this challenging scientific question. (shrink)

Seneca's Medea carries out a plan of revenge that follows a retaliation mechanism inspired both by fury and by an established principle of reciprocity. This principle follows the rules, described in Seneca's De ira, of revenge aroused by anger. Medea had earlier been guilty of crimes against her own family, in order to assist Jason; she now maintains that she has fallen victim to the very same offenses. Therefore she now resolves to perpetrate similar crimes upon the husband who has (...) decided to leave her. In retaliation for the loss of her father's kingdom, of her brother Absyrtus, and of her own virginity she now kills Creon and his daughter, as well as her own children. Medea can thus create a fictitious link between the parts of her identity that have been thrown into disarray by her separation from Jason. In fact, the crimes she commits as a wife, in order to get rid of Jason, are just the inexorable consequence of the crimes she had committed as a girl, in order to join him. The separation which thus comes about conforms to the rules of a normal Roman divorce: the wife leaves her husband's home as well as her children, but her dowry is returned to her. Towards the end of the tragedy, Medea goes so far as to say that she has retrieved the "dowry" of crimes she paid in order to become Jason's wife, since she has recovered her father's kingdom, her brother, and her virginity as well. This is no more than a wild illusion, but in considering its elaborate rhetorical form we gain an idea of the kind of balance which is the aim of Seneca's Medea as she accomplishes her revenge. That the theme of trickery and deception plays an important part in the comedies of Plautus is obvious. Although by no means absent from the comedies of Menander and Terence, it is not nearly so prominent in them as in Plautus. One reason for this difference may be Plautus' choice of Greek models, but there are good grounds for believing that changes made by Plautus to his models also served to emphasize the theme. E. Fraenkel showed that Plautus elevated the (...) scheming slave into a comic hero in a manner alien to Menander and Terence. He identified as an important factor in this heroization of the slave certain features of style, notably the recurring use of military metaphors which equate the slave with a victorious general. He also showed that Plautus probably greatly expanded certain slave roles, this expansion being most evident in elaborate polymetric monodies such as Chrysalus' Troy canticum, Bacch. 925ff. These stylistic effects and the increased bulk of the roles give greater emphasis to the Plautine scheming slave and ipso facto to the element of intrigue in the plot. The omissions which naturally went together with Plautus' insertions could also distort the emphasis of the Greek play in favour of the element of intrigue; a probable example is the Casina, in which it is generally agreed that Plautus cut the original anagnorisis ending. Recent writers have stressed another aspect of Plautus' style which helps to give a particular prominence to the theme of intrigue in his plays, his liking for metatheatrical effects, which remind the spectators that they are watching a stage performance not real life; these effects are pervasive but particularly cluster around scenes of deception, emphasizing that the deception is in a special sense a performance, a play within a play. Among the elements which have gradually been complicating the countless representations of the Virgin Mary throughout history, this paper seeks to highlight and interpret conceptually one of special doctrinal significance in some Marian images during the fourteenth and fifteenth centuries: the temple, in whose interior some artists place some actual or symbolic episodes of Mary, from her birth or her Annunciation to the Sacra Conversazione, to give a few examples. Even though at first sight it looks as a mere scenographic (...) or ornamental ingredient, without iconographic value, this precise shape of temple reveals in fact some profound Mariological and Christological meanings. In that order of ideas, this essay is based on a double methodological strategy: first and foremost, to analyze some Marian images which include in the aforementioned period the shape of a temple, in order to see what kind of role such a religious building plays in them; secondly, to discover the relevant keys for interpreting such images, by analyzing some specific texts of the Church Fathers and medieval theologians who identify with Mary the figure of the «temple of God». For this reason, after a brief introduction to the problem, the present study is structured into three main parts inextricably intertwined: in the first we comparatively analyze twelve Marian paintings of the fourteenth and fifteenth centuries in which the Virgin appears inside a temple; in the second we explain the many exegesis that, in a consistent and strong patristic and theological tradition, identify the analogy of the templum Dei directly with the Virgin Mary, or indirectly with the Christ’s human body conceived in her womb; on the basis of this double analysis of images and exegetical writings, the third part of the paper states as a synthetic conclusion that the artistic representation of a temple or a church building in some Marian images of this period offers a compelling plastic metaphor of Mary and, ultimately, of her virginal divine motherhood. Advanced Virgo detector joined advanced LIGO twin detectors on 1st August 2017 in the quest to look for the gravitational waves. The global network of three detectors was operational for 25 days until the LIGO shut down on 25th August 2017. Two gravitational wave events were registered during this period. One of them was the binary black hole merger dubbed as GW170814 and other one is binary neutron star merger referred to as GW170817. Electromagnetic counterpart associated with binary neutron (...) star merger was promptly identified which marks the beginning of multi-messenger astronomy. This article describes these events emphasizing on the crucial role played by the Virgo and focusing on some methodological issues. (shrink)

I draw upon Edmund Husserl’s classic text, On the Phenomenology of the Consciousness of Internal Time, in order to reframe some of his insight regarding the structures of inner time-consciousness and lay the groundwork for a few claims of my own. First, I show how musical expression is constituted in relation to the flowing movement of absolute subjectivity. Moreover, by carefully distinguishing between retention and recollection, I clarify, on the one hand, music’s ability to support access to memory proper and, (...) on the other hand, its ability to keep the past “in play,” so to speak. In this way, we come to understand how music offers a unique memorial capacity—it makes possible the life of the past, as the vital movement of absolute subjectivity. Throughout the essay, I refer to Josquin’s motet Ave Maria…virgo serena in order to clarify the specific temporal structures that are at issue. (shrink)

The LIGO-Virgo Collaboration achieved the first ‘direct detection’ of gravitational waves in 2015, opening a new “window” for observing the universe. Since this first detection (‘GW150914’), dozens of detections have followed, mostly produced by binary black hole mergers. However, the theory-ladenness of the LIGO-Virgo methods for observing these events leads to a potentially-vicious circularity, where general relativistic assumptions may serve to mask phenomena that are inconsistent with general relativity (GR). Under such circumstances, the fact that GR can ‘save (...) the phenomena’ may be an artifact of theory-laden methodology.This paper examines several ways that the LIGO-Virgo observations are used in theory and hypothesis testing, despite this circularity problem. First, despite the threat of vicious circularity, these experiments succeed in testing GR. Indeed, early tests of GR using GW150914 are best understood as a response to the threat of theory-ladenness and circularity. Each test searches for evidence that LIGO-Virgo’s theory-laden methods are biasing their overall conclusions. The failure to find evidence of this places constraints on deviations from the predictions of GR. Second, these observations provide a basis for studying astrophysical and cosmological processes, especially through analyses of populations of events. As gravitational-wave astrophysics transitions into mature science, constraints from early tests of GR provide a scaffolding for these population-based studies. I further characterize this transition in terms of its increasing connectedness to other parts of astrophysics and the prominence of reasoning about selection effects and other systematics in drawing inferences from observations.Overall, this paper analyses the ways that theory and hypothesis testing operate in gravitational-wave astrophysics as it gains maturity. In particular, I show how these tests build on one another in order to mitigate a circularity problem at the heart of the observations. (shrink)

This paper will discuss the recent LIGO-Virgo observations of gravitational waves and the binary black hole mergers that produce them. These observations rely on having prior knowledge of the dynamical behaviour of binary black hole systems, as governed by the Einstein Field Equations (EFEs). However, we currently lack any exact, analytic solutions to the EFEs describing such systems. In the absence of such solutions, a range of modelling approaches are used to mediate between the dynamical equations and the experimental (...) data. Models based on post-Newtonian approximation, the effective one-body formalism, and numerical relativity simulations (and combinations of these) bridge the gap between theory and observations and make the LIGO-Virgo experiments possible. In particular, this paper will consider how such models are validated as accurate descriptions of real-world binary black hole mergers (and the resulting gravitational waves) in the face of an epistemic circularity problem: the validity of these models must be assumed to justify claims about gravitational wave sources, but this validity can only be established based on these same observations. It’s perhaps natural to think that our universe should be more or less the same in all directions, once we average out the lumpiness of stars, galaxies, galactic clusters, superclusters, etc. However, there’s a growing body of evidence suggesting that this presumption is not true. There is now a strong suspicion that our universe may contain a gaping “hole” located in the constellation Eridanus. This all started several years ago with the observation that there was a pronounced “Cold Spot” in (...) the data from the Wilkinson Microwave Anisotropy Probe (WMAP) that produced space-based measurements of the cosmic microwave background (CMB) left behind about 400,000 years after the Big Bang. By analyzing a gedanken experiment designed to measure the distance l between two spatially separated points, we find that this distance cannot be measured with uncertainty less than (ll 2 P) 1/3 , considerably larger than the Planck scale lP (or the string scale in string theories), the conventional-wisdom uncertainty in distance measurements. This limitation to space-time measurements is interpreted as resulting from quantum fluctuations of space-time itself. Thus, at very short distance scales, space-time is “foamy.” This intrinsic foaminess of (...) space-time provides another source of noise in the interferometers. The LIGO/VIRGO and LISA generations of gravity-wave interferometers, through future refinements, are expected to reach displacement noise levels low enough to test our proposed degree of foaminess in the structure of space-time. THE TWEET OF THE UNIVERSE. GRAVITATIONAL WAVES BETWEEN THEORY, EFFORTS AND MISTAKES The recent discovery of gravitational waves fills a substantial gap in the theory of general relativity, since these waves were the only phenomenon predicted by Einstein’s theory that had not yet been directly observed. This was mainly due to the fact that the passage of waves is an elusive phenomenon, almost imperceptible, up to the point that even Einstein thought that it was almost impossible to detect it using (...) “traditional” tools. This paper will explore the efforts made over the years to detect the passage of these waves, the mistakes made, and the recent results obtained through the use of the twin optical interferometers LIGO and VIRGO. This extraordinary discovery shows one more time that the history of science is full of trials, errors and sudden steps forward maybe due to the use of new technology. (shrink)
