Congress's national-security legislation will often require clear and specific congressional authorization before the executive can undertake certain actions. The War Powers Resolution, for example, prohibits any law from authorizing military hostilities unless it "specifically authorizes" them. And the Foreign Intelligence Surveillance Act of 1978 required laws to amend FISA or repeal its "exclusive means" provision before they could authorize warrantless electronic surveillance. But efforts to legislate clear-statement regimes in national-security law have failed to induce compliance. The Clinton Administration inferred congressional (...) "authorization" for the 1999 Kosovo War from an appropriations statute that failed to specifically authorize the conflict. And the Bush Administration inferred congressional "authorization" for the NSA surveillance program from ambiguous language in the post-September 11th Authorization to Use Military Force. In both situations, executive-branch lawyers employed expansive theories of implied repeal and constitutional avoidance to evade the codified clear-statement requirements, and Congress and the courts acquiesced to the President's actions. Recent proposals to strengthen the clear-statement requirements in Congress's national-security framework legislation are unlikely to be effective without institutional mechanisms, such as points of order, that can deter future legislators from enacting vague or ambiguous legislation from which the executive might claim implicit congressional "authorization," and that can induce Congress to confront Presidents that act without specific congressional authorization. Simply enacting more narrow or explicit clear-statement requirements, or adding funding restrictions to Congress's framework legislation, fails to counter the aggressive interpretive doctrines that executives of both political parties have used to concoct congressional "authorization" from vague or ambiguous statutory language. School administrators are mandated to take the instructional leadership roles. On this premise, a study assessed the extent of instructional leadership practices of public elementary school administrators in El Salvador City Division, Philippines. Also, it explored their actual practices, challenges encountered, and the ways they overcome the challenges in practicing instructional leadership. It employed a mixed-method research design. It administered the adopted assessment tool on instructional leadership to 15 school administrators and 12 of them were involved in (...) the individual interviews. This was conducted between the last quarter of 2019 and the first quarter of 2020. Descriptive statistics were used to describe the extent of instructional leadership practices. Also, it analyzed the actual practices, the challenges encountered, and the ways of overcoming these challenges using thematic narrative analysis. Results revealed that public school administrators have always practiced the four domains or strands of instructional leadership to a very high extent. Providing the technical assistance, conducting clinical supervision, and innovating teaching and learning emerged as themes of their actual practices. These administrators had encountered challenges in dealing with teachers’ attitudes, conflicting schedules and activities, and teachers’ resistance to changes. They overcome the challenges by trying to meet the competency standards, adapting and modifying the existing programs, contextualizing teaching and learning, and inculcating the value and benefits of class observation. Looking at the findings from the lens of deliberate practice theory, it was concluded that school administrators have indicated they have acquired knowledge and a high level of understanding of their instructional leadership roles. But despite of this, they still met challenges and have tried their best to manage them. This study presented some doable and practical recommendations to the Department of Education (DepEd) and concerned offices which may benefit both the internal and external stakeholders of the schools. Thus, students who are closely interested in social responsibility projects are not just academically developed; at the same time, their social, emotional, and mental development increases, and their social cohesion and awareness develop. This research aims to examine ways to improve the quality of social life in schools through social responsibility projects to be started as well as opinions by School Directors. In this study, the qualitative method and case study design were used. The study group of this research consisted of 15 teachers working in primary schools affiliated with the Department of Primary Education of the Ministry of National Education. The participants were interviewed through live connections. The findings revealed that students are very willing to take part in social responsibility projects, and significant improvements have been made in their academic achievement; they attended more willingly, and there have been noticeable changes in the quality of the school. One of the concepts with unclear definitions is teacher leadership. Teachers must be inclined to take various risks to become leaders. In fact, in practice, most teachers are not taught leadership skills in career preparation programs. Teachers' success in decision-making processes and school leadership efforts is sometimes limited. Teachers who achieve control in their classrooms have much more power to make suggestions to other adults in the school and can bring valuable qualities to the school as teacher (...) leaders. In addition to aiming to organize effective classroom activities, teacher leadership also requires taking part in school activities. This research was conducted to discuss the roles and strategies of principals and teachers in developing teacher leadership in Azerbaijan. To achieve the purpose of the research, the scanning method was followed and a theoretical analysis was made. Leadership is the ability to motivate a group, gather them around certain goals, and achieve these goals together. As an effective leader, the teacher has the responsibility of developing a vision, sharing his vision, and organizing learning experiences appropriate to the development and individual differences of all students. This paper examines what can be learnt from analysing attempts to give lay people more involvement in the administration of state schools. Although devolving more responsibility to schools and lay governors has been an important feature of school reform in several countries, it is not immediately apparent if this shift is the product of globally similar social and political forces or nationally specific cultural, ideological and economic factors. In considering this issue, the paper describes recent changes in school (...) governance in England, New Zealand, USA, Scotland and Catalunya, Spain. It is argued that some of these changes can best be characterised as attempts to increase the democratic participation of citizens in the running of schools. This article is the result of a survey taken to determine the respect and position of Business Ethics as a field of study within Schools of Business Administration. 379 questionnaires were delivered to individual, not institutional, subscribers to Business Ethics Quarterly. 158 were filled out and returned, for a response rate of 41.6%. The general finding from an analysis of those responses is that many persons active in the teaching and research of Business Ethics at large (over 10000 students) and (...) very large (over 30000 students) universities, both public and private, believe that neither their teaching nor their research "count" for merit salary increases and promotion/tenure decisions at their institutions, and that few enjoy high levels of support from deans, faculty, or students. Business ethics has been described as a prime academic growth industry. This paper reports the findings of a survey aimed at establishing the status of ethics in the curricula of Canadian Schools of Management and Administrative Studies. It was found that twenty-three of the forty-two responding schools offer courses in business ethics and that they offer a total of twenty-five ethics courses, twenty of which are offered as electives. Forty-two percent of the schools not offering a course in business ethics (...) plan to offer such a course by 1989. This means that by 1989 seventy-four percent of the responding schools should have a business ethics component in their curricula. (shrink)

Bu çalışmanın amacı, İmam Hatip Lisesi öğrencilerinin İmam Hatip Lisesi, İmam Hatip Lisesi meslek dersi öğretmeni ve İmam Hatip Lisesi idaresine ilişkin algılarını metaforlar yoluyla tespit etmektir. Araştırma, nitel araştırma desenlerinden fenomenolojik (olgubilim) desende tasarlanmıştır. Amaçlı örnekleme yöntemlerinden ölçüt örnekleme yoluyla belirlenen çalışma grubu, 2018-2019 eğitim öğretim yılında 5 farklı İmam Hatip Lisesinde 9. ve 12. sınıfta öğrenim gören 412 öğrenciden oluşmaktadır. Araştırmanın verileri katılımcıların, “İmam Hatip Lisesi…gibidir; çünkü…”, “İmam Hatip Lisesi Meslek dersi öğretmeni… gibidir; çünkü…”, “İmam Hatip Lisesi idaresi…gibidir; (...) çünkü…” cümlelerini tamamlamaları yoluyla toplanmıştır. Elde edilen verilerin analizinde tümevarımcı içerik analizi yöntemi kullanılmıştır. İçerik analizi sonucu oluşturulan temalar/kategoriler SPSS programında frekans, yüzde ve çapraz tablo olarak analiz edilmiştir. Araştırma sonucuna göre, öğrencilerin “imam hatip lisesi” ile “imam hatip lisesi meslek dersleri öğretmenlerine” ilişkin algılarının olumlu olduğu, fakat İmam Hatip Lisesi idarecilerine ilişkin algılarının ise olumsuz olduğu belirlenmiştir. Bunun yanında erkek öğrencilerin, imam hatip ortaokulundan mezun öğrencilerin ve 9. Sınıf öğrencilerinin metaforik algılarının daha olumlu olduğu görülmüştür. Özet: Bu çalışmanın temel amacı, İmam Hatip Lisesi öğrencilerinin İmam Hatip Lisesi, İmam Hatip Lisesi meslek dersi öğretmeni ve İmam Hatip Lisesi idaresine ilişkin algılarını metaforlar yoluyla tespit etmektir. Türk eğitim sistemi içerisinde yer alan İmam Hatip Liseleri 1924 yılında açılmış, hem mesleğe hem de yükseköğretime öğrenci yetiştiren bir ortaöğretim kurumudur. Öğretim programında yer alan derslerin ortalama %40’ı dini mesleki dersler, %60’ı ise kültür derslerinden oluşmaktadır. Meslek derslerini meslek dersleri öğretmenleri vermektedir. Bu okulların yönetiminde, meslek dersi öğretmenlerinin yanında farklı branşlara ait idareciler de bulunmaktadır. Türkiye’de 2018-2019 eğitim öğretim yılı itibariyle ortaöğretime devam eden öğrencilerin %11’i bu okulları tercih etmektedir. Bu araştırma, nitel araştırma desenlerinden fenomenolojik (olgubilim) desende tasarlanmıştır. Amaçlı örnekleme yöntemlerinden ölçüt örnekleme yoluyla belirlenen çalışma grubu, 2018-2019 eğitim öğretim yılında 5 farklı İmam Hatip Lisesinde 9. ve 12. sınıfta öğrenim gören 412 öğrenciden oluşmaktadır. Araştırmanın verileri nitel araştırmada veri toplama tekniği olarak kullanılan metaforlar yoluyla toplanmıştır. Araştırmanın verileri katılımcıların, “İmam Hatip Lisesi…gibidir; çünkü…”, “İmam Hatip Lisesi Meslek dersi öğretmeni… gibidir; çünkü…”, “İmam Hatip Lisesi idaresi…gibidir; çünkü…” cümlelerini tamamlamaları yoluyla elde edilmiştir. Elde edilen verilerin analizinde tümevarımcı içerik analizi yöntemi kullanılmıştır. İçerik analizi sonucu oluşturulan temalar/kategoriler (olumlu-olumsuz) SPSS programında frekans, yüzde ve çapraz tablo olarak analiz edilmiştir. Araştırmada, öğrencilerin, İmam Hatip Lisesine ilişkin 140, meslek dersi öğretmenlerine ilişkin 147, idarecilere ilişkin 161 metafor ürettikleri görülmüştür. Ürettikleri metaforların analiz edilmesi sonucunda, temelde olumlu ve olumsuz olmak üzere iki kategoride toplandığı anlaşılmıştır. Araştırmaya katılan öğrencilerin ortalama üçte ikisi (%63,3) İmam Hatip Lisesine ilişkin olumlu metafor (93) üretirken, üçte biri (%36,7) ise olumsuz (47) metafor üretmiştir. Olumlu olarak üretilen metaforlar içerisinde en sık tekrarlanan metaforların “Evimiz (33/%8,01)”, “Aile ( 24/% 5,83) ve “Kur’an Kursu (14/%3,40)” metaforlarının olduğu; olumsuz olarak en sık tekrarlanan metaforların ise “Cezaevi/hapishane (76/%18,45)”, “Düz lise (12/%18,45)”, “Kötü bir yer (6/%6)” şeklinde olduğu görülmüştür. Bu bulgulara göre öğrencilerin yarıdan fazlasının İmam Hatip Lisesine ilişkin olumlu metaforik algıya sahip oldukları söylenebilir. Araştırmada kız öğrencilerin erkek öğrencilere göre İmam Hatip Lisesini daha fazla olumsuz algıladıkları görülmüştür. Araştırmaya katılan öğrencilerin dörtte üçü (%77,4) meslek dersi öğretmenlerine ilişkin olumlu (98) metafor üretirken, beşte birlik kısmın (%22,6) ise olumsuz (49) metafor ürettikleri belirlenmiştir. Olumlu olarak üretilen metaforlar içerisinde en sık tekrarlanan metaforların “İyi biri (34/%8,25)”, “Abla-abi (32/%7,77)”, “Aile (31/%7,52)”, metaforlarının olduğu; olumsuz olarak en sık tekrarlanan metaforların ise “Kötü biri (10/%2,42)”, “Diğer öğretmen (7/%1,70)”, “Sıkıcı (6/%1,46)” şeklinde olduğu görülmüştür. Bu bulgu öğrencilerin büyük çoğunluğunun meslek dersi öğretmenlerine ilişkin olumlu metaforik algıya sahip olduğunu göstermektedir. Araştırmaya katılan öğrencilerin üçte biri (%35) idarecilere ilişkin olumlu (67) metafor üretirken, üçte ikisinin (%65) ise olumsuz (94) metafor ürettikleri belirlenmiştir. Olumlu olarak üretilen metaforlar içerisinde en sık tekrarlanan metaforun “Aile (22/%5,34)”, “İyi biri (14/%3,40))”, “Disiplinli (7/%1,70)” metaforlarının olduğu; olumsuz olarak en sık tekrarlanan metaforların ise “Gardiyan (32/%7,77)”, “Aşırı disiplinli (30/%7,28)”, “Kötü (30/%7,28)” şeklinde olduğu görülmüştür. Öğrencilerin oluşturduğu diğer metaforların “diktatör, baskıcı, polis, hapishane, hapishane müdürü, sert, baskıcı baba, mahkeme salonu, komutan, dedektif, askerlik” gibi baskı ifade eden metaforlar olması dikkat çekicidir. Bu veriler idarecilerin öğrencilerin yarıdan fazlası tarafından olumsuz olarak algılandığı; idarecilerin öğrencilerin zihninde baskı yapan eğitimci imajı bıraktığı söylenebilir. Araştırmada kız öğrencilerin (%77) erkek öğrencilere (%41,3) göre okul idaresini daha fazla olumsuz algıladıkları görülmüştür. Sonuç olarak, İHL öğrencilerinin okullarına ve meslek dersi öğretmenlerine ilişkin metaforik algılarının olumlu yönde olduğu, fakat okul idarecilerine karşın olumsuz olduğu görülmektedir. Bu bağlamda öğrencilerin idareci algıları üzerine farklı çalışmaların yapılması gerektiği söylenebilir. (shrink)

Ethical decision-making in school administration has received considerable attention in educational leadership literature. However, most research has focused on principals working in secondary school settings while studies that explore ethical reasoning processes of academic deans have been significantly few. This qualitative study aims to describe the ethical decision-making processes employed by a select group of Filipino college deans in solving ethical dilemmas using the ethical paradigms proposed in the works of Starratt (Educ Adm Q 27:185–202, 1991) and Shapiro (...) and Stefkovich (Ethical leadership and decision-making in education: applying theoretical perspectives to complex dilemmas, 2005) as frameworks for the analysis. Data was gathered using semi-structured interviews and field text was analyzed using deductive thematic analysis. Findings of this study show that majority of the deans chose to share ethical dilemmas involving students and teachers. The findings also show the ethical frameworks of care, justice, and profession as the dominant paradigms utilized by Filipino deans and their preference for adopting multiple ethical frameworks when making their decisions. Most of the ethical dilemmas which the deans narrated relate to their tasks of academic administration such as monitoring student performance, faculty evaluation and maintaining school discipline. Interestingly, only a few dilemmas involving university administrators were expressed, and dilemmas that refer to broader societal issues usually associated with school administrators’ utilization of the ethic of critique were also significantly left out in the narratives of this study. This paper intends to contribute to current literature by expanding research to administrators working in the context of higher education in the Philippine setting. The findings of this study could serve as knowledge base in designing ethics courses to enhance educational leaders’ ethical decision-making skills. The study also provides useful insights of ethical decisions and reasoning processes employed by academic administrators in resolving real life ethical dilemmas that could be useful at the practical level for aspiring and practicing deans. School social climate from a multidimensional perspective is a focus of great interest in international research and educational and well-being public policies due to the high prevalence of interpersonal violence in adolescents, currently considered a global public health problem. The object of the present study was to assess the psychometric measurement capacity of a set of items to evaluate school social climate in the Student Context Questionnaire of the Chilean Education Quality Measurement System. The sample analyzed consisted of (...) second-year high school students who replied to a Student Context Questionnaire in 2015. Exploratory and confirmatory factorial analyses were carried out in a measurement model to identify the presence of constructs and items of high homogeneity. The results showed an acceptable to a good fit in the final model, which consisted of 15 latent constructs, and also showed invariance for school administrative dependencies and invariance for sex. All the above implies a contribution to the public organisms that create standardized tests along with the investigation in compulsory secondary education measurement to prevent future violent behaviors, contribute to reducing interpersonal violence, and improve the well-being of the educational community. The main aim of this research is to examine teachers? opinions about functions of school rules, reasons for rule-breaking and results of rule-breaking in relation to their locus of control, gender, age, seniority and branch. 350 public elementary school teachers in Ankara are included in the correlational survey model study. According to the teachers, the main function of school rules is to ?provide regularity?. Classroom teachers find school rules more functional than branch teachers. Teachers with internal (...) locus of control find school rules more functional than externals and junior teachers find school rules more functional than senior teachers. The main reason for teachers? rule-breaking is ?being uninvolved in rulemaking process?. When teachers do not follow school rules, they come across with cold behaviours of the school administrators. Abstract. Few American scientists have devoted as much attention to religion and science as Harvard geologist Kirtley Fletcher Mather (1888–1978). Responding to antievolutionism during the 1920s, he taught Sunday School classes, assisted in defending John Scopes, and wrote Science in Search of God (1928). Over the next 40 years, Mather explored the place of humanity in the universe and the presence of values in light of what he often called “the administration of the universe,” a term and concept he (...) borrowed from his former teacher, geologist Thomas Chrowder Chamberlin. Human values, including cooperation and altruism, had emerged in such a context: “the administrative directive toward orderly organization of increasingly complex systems transcends the urge for survival.” He was also active in the early years of the Institute on Religion in an Age of Science, an organization created by his good friends Ralph Wendell Burhoe and Harlow Shapley. In this book Reynold Macpherson initiates a politically-critical theory of educative leadership as a fresh line of inquiry in the practice, research and theory of educational administration and educational leadership. The Clinton administration has been characterized by numerous efforts to encourage the use of technology in public education, rooted in the conviction that such activities are a prerequisite for improvements in the econonomy, the environment, and the overall quality of life. Urban public schools face particularly difficult challenges to such technology implementation. The challenges include aged physical plants, extreme funding difficulties, high levels of administrative turnover, and inadequate professional development programs. A multi-method, multi-informant method was used to collect data from diverse stakeholders about school climate to inform school improvement efforts as part of the Positive Behaviour Intervention Supports framework. Teachers, administrators, school staff and students completed surveys and parents participated in focus groups to gather perspectives about school climate. Respondents identified safety as a strength at the school, staff and student results suggested interpersonal relationships as an area for improvement and staff identified parent involvement as (...) an area for growth. Both positive and negative perceptions of school climate emerged from the parent focus group. While there are limitations to the generalisability of the results, this case study provides a useful approach for schools to assess their school climate and establish goals for improvement. BackgroundSchool violence and bullying are prevalent problems that affect health in general, especially through the development of emotional and behavioral problems, and can result in the deterioration of the academic performance of the student victim. The objective of this study was to determine the prevalence rates of aggressive behaviors according to types of school violence and bullying, sociodemographic characteristics, and variation by department, region, and time in the period between 2014 and 2018 in Peru.MethodsThe design was observational and cross-sectional (...) based on data from the Specialized System for Reporting Cases of School Violence in Peru, which covers a population of 23,641 students at the initial, primary, and secondary levels of Basic Regular Education [Educación Básica Regular ], for the 2014–2018 period. The prevalence rates of the different types of school violence and bullying, the sociodemographic characteristics, and the variation by department, region, and time in the period between 2014 and 2018 were estimated.ResultsPsychological violence/bullying occurred at higher prevalence rates. Women from public institutions reported greater sexual violence, mostly by teachers than by other students. The Selva region had the highest prevalence rate of sexual violence. The departments of Tacna and Piura had the highest and lowest rates of psychological/verbal violence and bullying in 2018.ConclusionPsychological/verbal violence and bullying is highly prevalent among students; women report being victims of sexual violence by administrative personnel of public institutions. The Selva region had the highest rate of sexual violence, and Piura and Tacna had the highest and lowest rates of violence and psychological/verbal bullying. Based on these results, it is suggested to conduct evidence-based prevention programs in Peruvian schools to reduce these social problems. (shrink)
