It might be conjectured that new models of regional economic development, combined with the emerging understanding of multifunctional agriculture, would suggest a new and perhaps more optimistic perspective on the potential of agriculture as an engine of regional economic growth. My purpose here is begin the process of surveying the relevant literature, unraveling the arguments and gleaning evidence from the published empirical record, and drawing-out some implications that may help focus our deliberations over the next few days.

The diversities in the natural, social, and human environment of various regions often lead to the differences in their regional economic development level and industrial structure and layout; moderate regional differences can mobilize economic vitality and improve development efficiency, but excessive differences may lead to social instability or even turbulence. Intelligent algorithms or their improved and hybrid algorithms can recently achieve more suitable solutions to practical problems of nonlinear, discrete, nondifferentiable, and multiple constraints. Therefore, this paper's main point (...) is on the analysis of regional economic development differences based on intelligent hybrid algorithms. On the basis of summarizing and analyzing previous research works, this paper expounded the research status and significance of regional economic development differences analysis, elaborated the development background, current status, and future challenges of intelligent hybrid algorithms, introduced the methods and principles of principal component distance weighting algorithm and sequential quadratic programming algorithm, constructed a basic model for regional economic development differences based on intelligent hybrid algorithm, conducted the construction of analysis index system and the hybrid of intelligence algorithm, analyzed the regional economic development differences based on intelligent hybrid algorithm, performed the principal component analysis and time-space change analysis of regional economic development, and finally carried out a simulation experiment and its result analysis. The study results show that the intelligent hybrid algorithm can simulate the intelligent behavior of certain groups in nature when analyzing the differences in regional economic development, so that it has essentially parallelism, high accuracy, and convergence speed. Improving the coordination between technological innovation in high-tech industries and regional economic development is an important measure for all provinces to implement the innovation-driven development strategy. Based on the analysis of the mechanism of high-tech industrial technological innovation and regional economic development, this paper constructs the measurement index system of high-tech industrial technological innovation and regional economic development, and the chain network DEA model, entropy weight method, coupling coordination model, and exploratory spatial data analysis technology are comprehensively (...) used to empirically analyze the technological innovation efficiency of high-tech industries, regional economic development level, and the coupling coordination relationship between them and the spatiotemporal evolution trend in 24 provinces of China from 2009 to 2018. The results show that there are significant differences in the average level of technological innovation efficiency of high-tech industry in each stage, which is the most prominent in the technology research and development stage, followed by the industrialization stage, and finally in the technology transformation stage. The degree of coupling and coordination between high-tech industrial technological innovation and regional economic development is increasing year by year, which is in the adaptation stage of high-tech industrial technological innovation and regional economic development. From the perspective of spatial pattern, there is a positive spatial autocorrelation between the coupling coordination degree of high-tech industrial technological innovation and regional economic development. The number of provinces with low coupling coordination degree is much larger than that with high coupling coordination degree, showing a serious imbalance of regional heterogeneity and forming two spatial aggregation areas of “high-high” diffusion effect and “low-low” low-speed growth. The COVID-19 pandemic, which was first reported at the end of 2019, has had a massive impact on the Chinese economy and society. The pandemic has seriously tested the emergency management capabilities of the Chinese government regarding public health. Based on the panel data of 31 provinces in China for the period of 2006–2019, this paper examines the impacts of government public health spending on regional economic growth. Furthermore, the possibility of spatial spillover effects of government public health spending (...) is investigated through spatial econometric analysis. Government public health spending and regional economic growth have significant positive spatial correlation and spatial agglomeration effects. The indicator of government public health spending significantly promotes regional economic growth. In addition, it significantly promotes the economic growth of neighboring areas through certain spatial spillovers. (shrink)

The Bayesian vector autoregressive model introduces the statistical properties of variables as the prior distribution of the parameters into the traditional vector autoregressive model, which can overcome the problem of too little freedom. The BVAR model established in this paper can overcome the problem of short time series data by using prior statistical information. In theory, it should have a good effect in China’s regional economic forecasting. Most regional forecasting model literature lacks out-of-sample forecasting error evaluation research in (...) the real sense, but our early forecasts of major economic indicators provide an excellent opportunity for this paper to evaluate the actual forecast errors of the BVAR model in detail. The analysis in this paper shows that the prediction error of the BVAR model is very small and the prediction ability is very satisfactory. China is actively deepening integration into economic cooperation in the Asia-Pacific region. The Regional Comprehensive Economic Partnership Agreement has come into force and China is one of its members. Furthermore, China is applying to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. This study uses the Global Trade Analysis Project model to measure the impact of the RCEP and CPTPP on Gross Domestic Production, import, export, terms of trade, and social welfare of major economies under various scenarios, as (...) well as the competitive effects and complementarity of the RCEP and CPTPP. We found that the CPTPP with China’s accession and the RCEP will complement and strengthen each other and that the members of the two agreements can obtain substantial benefits. If China and the United States join the CPTPP, China’s import growth rate will be higher than its exports. A well-developed perspective in the study of urban systems is that cities are complex systems that manifest as networks of interdependent economic units. These units might be occupations, industries, labor skills, patent technologies, etc. Much research has focused on describing the nature of these networks, quantifying their links, and suggesting applications for policymakers. In this paper, we examine the US skill network, focusing on the relationship between network centrality and economic performance. Here, nodes are represented by individual labor skills, and (...) edge weights are derived from the colocation pattern of skill pairs among 384 US metropolitan statistical areas. The centrality of skills, using three centrality measures, is then aggregated to the occupational and metropolitan level. We find that occupations with higher skill centrality are associated with greater annual salaries, and metropolitan areas with higher skill centrality have higher productivity rates. Overall, these results suggest that the application of traditional network metrics to this view of cities as complex networks can offer new insights into the dynamics of regional economies. (shrink)

When a central government deals with local demands, it may strengthen political accountability of the local governments by political decentralization or offer benefits through economic assistance. An authoritarian regime uses economic assistance policy because political decentralization may contradict regime survival. Although economic benefits can be used to buy political support, the distribution of these benefits is seldom equal. We argue that the unequal distribution is more salient in regions where ethnic minorities reside because the unusual demographic composition of those areas (...) make it difficult for the national government to evaluate the performance of the local government who is responsible for the distribution of the economic benefits. As a result, economic assistance may backfire in ethnic regions and intensify their existing conflicts. A wide classification of stability types in region development is considered and factors influencing the institutional stability are singled out.

Introduction. The study of the economic potential of industrial regions is an important task in modern economics. Industrial regions play a key role in the country’s economy, as they are the main centers of production and services, create jobs and contrib- ute to the development of other sectors of the economy. One of the main tools for analyzing the economic potential of industrial regions is to assess their opportunities to attract investment, develop production, improve the quality of life and well-being (...) of the population. This makes it possible to identify problem areas in the region’s economy and develop measures to eliminate them. The purpose of the study. The study is devoted to identifying the relationship between the economic potential and the welfare of the population as exemplified by industrial regions of the Russian Federation. Methods. The main research methods used by the authors are the review and content analysis of scientific approaches in this subject area, collecting and processing statistical information, supplement- ing methods for assessing the economic poten- tial and well-being of the population, calculating relevant integral indicators, interregional compari- sons and ranking territories according to selected criteria. Scientific novelty of the research. Within the framework of the study, the authors propose a methodology for selecting industrial regions, sup- plement tools for assessing the level of economic potential of an industrial region, and propose a method for selecting indicators for assessing the level of well-being of the population of an industrial region. Results. According to the results of the study, there is a weak relationship between the economic potential and the well-being of the population of industrial regions. Carrying out the calculations de- scribed in the article on a regular basis can become a key factor in ensuring effective monitoring of the socio-economic situation in certain territories. The study is important for under- standing which factors have the greatest impact on the well-being of the residents of the regions and what measures need to be taken to improve the level of economic development of the region and social protection of the population. Introduction. The article deals with the problem of the functional status of regions in the system of economic federalism, which is associated with the high spatial heterogeneity of Russia, and explains the need to move from the model of economic fed- eralism, which combines the presence of universal institutions and institutional exceptions, to a model that takes into account the spatial diversity of ter- ritories. The purpose of the study is to substantiate the decrease in the heterogeneity of the economic (...) federalism space when moving on to a model based on macro territories - groups of regions with the same functional status. Methods. The author uses methods of a mono- graphic review, logical and statistical analysis in the context of applying a spatial approach in studying the relations of economic federalism, as well as the concept of “smart specialization” in relation to the regions of Russia to differentiate the relationship of the federal center with the territories within the same specialization. Scientific novelty of the study. The article is the first to present a methodology for determining the functional status of regions, which is the basis for the subsequent formation of a model of relations between the federal center and macro regions. Results. The author proposes methods for deter- mining the functional status of regions and calcu- lating indicators that characterize the relations of economic federalism. The first methodology, based on economic and territorial criteria, makes it possi- ble to attribute each region of Russia to a group of macro regions according to their functional status. The second method makes it possible to substanti- ate a greater asymmetry of indicators character- izing economic federalism in the country as a whole than in the context of macro territories. Regarding the higher stability of indicators characterizing economic federalism by groups of macro-territories than in the country as a whole, the need for a transition to a flexible model of economic federalism based on differentiated measures and specific tools to support regions in the context of their functional specializations is substantiated. Due to its great economic and geo-strategic importance, CPEC has acquired global attention and analysts from all over the world are holding different opinions on this substantial economic corridor between China and Pakistan. This paper is a brief overview of the intra-regional connectivity that CPEC ensures and its impact on socioeconomic development of the entire region. This study evaluates the growth of energy sector, infrastructure development and advancements in connectivity in terms of transportation and communication as a result of this mega project. It also describes the inter-regional coordination within the country that will strengthen area-to-area bonding that is important for the uniform economic progress so far. In the era of economic globalization, the competitiveness of products on a global scale is increasingly achieved through effective and sustainable strategies for brand development by the leaders. This paper conducts an empirical study on regional brand competitiveness influencing factors. A research model was proposed and tested by employing structural equation modeling. Data analysis was conducted using 214 valid questionnaires from two major producing areas in Jilin Province, China. Research results show that Brand Market and Government Guidance directly and (...) positively impact the regional BC. Regional Resource and industrial development indirectly impact the regional BC through the mediating role of BM and GG. BM is the most important factor affecting the regional BC. Based on this, the path to improve the competitiveness of traditional agricultural products under economic globalization is determined, and targeted countermeasures and suggestions are formulated for the existing problems. Introduction. At present, the issues of the Far East accelerated economic development remain in the focus of the state attention. Among the key mechanisms of state policy is the formation of advanced development territories (ADT). The article sets the task of studying the impact of the institutional measures taken on the welfare and the population’s life quality in the Far Eastern territories. Particular attention is paid to studying migration processes and analyzing the economic activity of the Far East population. The (...) purpose of the article is to study the effects of implementing mechanisms for accelerated economic growth, as well as assess their impact on the life quality in the Far East regions. Methods. The authors use the following methods: economic and mathematical modeling, computational and analytical methods, comparative and spatial analysis. Scientific novelty of the research. For a comprehensive assessment of the regional well-being, the authors propose to supplement the multiplicative model based on the A. Sen’s extended welfare function with a composite ecological index. It takes into account the ecological conditions of human life, which are an important aspect of well-being. The authors obtain ecologically adjusted indicators of well-being for the eastern regions of the Russian Federation and study their dynamics, as well as the relations with the data on the population’s migration activity during the formation of new institutions of advanced development in the East of the country. Results. The authors find out that most of the Far Eastern territories are still lagging behind the average Russian level in socio-economic development. The results of assessing the level of well-being of regions on the basis of a multiplicative model without taking into account the environmental factor show that the most prosperous areas are raw materials-based territories. It is shown that the role of environmental factors in the life quality in the Far Eastern territories of Russia is very significant - the ecologically adjusted level of well-being is noticeably lower than the indicator that does not take into account this aspect of well-being. The authors reveal that socio-economically disadvantaged regions with difficult natural and climatic living conditions have very high rates of migration outflow. Their coefficients of migration loss reflect the presence of a crisis in economic development, which has been increasing in recent years. An analysis of trends in economic activity shows a relationship between the dynamics of the number of employed and the implementation of ADT projects in the Far Eastern territories. Conclusions. The conclusion is that the measures taken by the state for the advanced economic development of the eastern territories of the country have not yet had a noticeable positive impact on the welfare and life quality in the Far East regions. Regional integration over the past decade has facilitated a huge flow of foreign direct investment (FDI) into Latin America. Less is known, however, about why these newforeign enterprises decided to enter specific markets. This study investigates three recent investments in Costa Rica: two by U.S.-based multinational corporations (MNCs) and another by an MNC based in Spain. The behavior of these MNCs is examined in their initial bargaining and subsequent operations. Through the lens of political economy, this study concludes that (...) Economic geographers increasingly consider the significance of history in shaping the contemporary socio-economic landscape and believe that experiences and competencies, acquired over time by individuals and entities in particular localities, to a large degree determine present configurations as well as future regional trajectories. Attempts to trace, understand, and investigate the pathways from past to present have given rise to the thriving and exciting sub-field of Evolutionary Economic Geography. EEG highlights the important factors that initiate, inhibit, or consolidate the contextual (...) settings and relationships in which regions and their respective agents, which comprise and shape economic activity and social reproduction, change over time. It has at its core the production and destruction of novelty in space, and the links between innovation and regional economic fortunes. The creation of knowledge, its movement and recombination within different regional ensembles of economic agents and institutions plays a critical role in the evolution of the space-economy. EEG provides a framework to disentangle the complexity of technological change and regional economic development based on a variety of theoretical and methodological approaches. In only a short time, EEG has established itself as a promising and rapidly evolving research framework with its focus on the driving forces of regional development across various scales and its attempt to translate findings into public policy. This book advances the theoretical foundations of EEG, and demonstrates how EEG utilises and operationalises conceptual frameworks, both established and new. Contributions also point to future research avenues and extensions of EEG, attempting to build stronger ties between theory, empirical evidence, and relevance to policy. On the basis of PM2.5 data of the national air quality monitoring sites, local population data, and baseline all-cause mortality rate, PM2.5-related health economic benefits of the Air Improvement Action Plan implemented in Wuhan in 2013–2017 were investigated using health-impact and valuation functions. Annual avoided premature deaths driven by the average concentration of PM2.5 decrease were evaluated, and the economic benefits were computed by using the value of statistical life (VSL) method. Results showed that the number of avoided premature deaths (...) in Wuhan are 21,384 (95% confidence interval (CI): 15,004 to 27,255) during 2013–2017, due to the implementation of the Air Improvement Action Plan. According to the VSL method, the obtained economic benefits of Huangpi, Wuchang, Hongshan, Xinzhou, Jiang’an, Hanyang, Jiangxia, Qiaokou, Jianghan, Qingshan, Caidian, Dongxihu, and Hannan District were 8.55, 8.19, 8.04, 7.39, 5.78, 4.84, 4.37, 4.04, 3.90, 3.30, 2.87, 2.42, and 0.66 billion RMB (1 RMB = 0.1417 USD On 14 October 2019), respectively. These economic benefits added up to 64.35 billion RMB (95% CI: 45.15 to 82.02 billion RMB), accounting for 4.80% (95% CI: 3.37% to 6.12%) of the total GDP of Wuhan in 2017. Therefore, in the process of formulating a regional air quality improvement scheme, apart from establishing hierarchical emission-reduction standards and policies, policy makers should give integrated consideration to the relationship between regional economic development, environmental protection and residents’ health benefits. Furthermore, for improving air quality, air quality compensation mechanisms can be established on the basis of the status quo and trends of air quality, population distribution, and economic development factors. The state members of the European Community are not able (...) to absorb the quantity of CO2 produced by industrial combustion, the heating system and cars, and they still do not follow the international agreement on pollution control;b. a regular stream of air from Northern Europe discharges its humidity on the Atlas Mountains, before it re-ascends over Europe. This stream of air could be a natural carrier for conveying and immobilising the CO2 produced in the industrial regions of Europe through its fixation in timber on the Atlas Mountains before it re-ascends over the European continent;c. the Moroccan area, and North Africa in general, are the source of a large number of immigrants into Europe due to the high population pressure and the lack of employment. The age at menarche, body height and weight of the daughters of farmers, farmer1977, a time of economic development, a decrease in age at menarche (by 0.74 years) and a secular trend in body height (by 2.4 cm/decade) was observed. In 19772001, age at menarche decreased and body height increased by 0.28 years and 2.9 cm respectively. The percentage of families owning a car, freezer and video increased during this period. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. Slight absolute changes in the Shanghai Stock Exchange Index (SHSE) corresponded to the city’s immediate increases in coronary heart disease deaths and stroke deaths. Significant fluctuations in the Shenzhen Stock Exchange Index (SZSE) corresponded to the country’s minor, delayed death rates. Investors deal with money, greed, stock volatility, and risky decision-making. Happy people live longer and better. We ask the following question: Who are the investors with the highest and most sustainable stock happiness, and why? Monetary wisdom asserts: Investors apply (...) their deep-rooted values (avaricious love-of-money aspiration and locus of control, Level 2) as a lens to frame critical concerns in the proximal-immediate (Shanghai Stock Exchange Index changes, Level 1) and the omnibus-distal contexts (domicile: city vs. country, Level 2) to maximize expected utility (portfolio changes, Level 1) and ultimate serenity (stock happiness, Level 1). We collected multilevel data—the longitudinal SHSE and 227 private investors’ daily stock happiness and portfolio changes for 36 consecutive trading days in four regions of China. Investors had an average liquid asset of $76,747.41 and $54,660.85 in stocks. This study is not a “one-shot” game with “nothing at stake.” We classified Shanghai and Beijing as the city and Shenzhen and Chongqing as the country. Our cross-level 3-D visualization reveals that regardless of SHSE volatility, investors with low aspiration, external control, and country domicile enjoy the highest and most sustainable stock happiness with minimum fluctuations. Independently, investors with low aspiration, external control, and country domicile tend to make fewer portfolio changes than their counterparts. Behaviorally, less is more, debunking the myth—risky decisions excite stock happiness. Our longitudinal study expands prospect theory, incorporates attitude toward money, and makes robust contributions to behavioral economics and business ethics. My inquiry will assess why, many decades after first attempts of economic integration, Arab countries have not been more successful in emulating the success of the European Union, a paradigm of successful economic integration. Specifically, I will explore obstacles to Arab economic integration and address the political and economic factors that play a role to achieve this goal. The central hypothesis of this paper is that there must be fundamental structural changes in Arab economic integration agreements.

The article devoted to historiographical analysis of the works of Russian researchers, containing information about the activities of the central party organ that functioned on the territory of Bashkortostan during the rule of N. S. Khrushchev. The new soviet leader was responsible for several relatively liberal reforms in areas of domestic policy. This period of time was characterized by complex socio-political conditions caused by the transition of the internal life of Soviet Russia from Stalin’s version of authoritarianism to Khrushchev’s more (...) liberal policy. Personnel reshuffles in the highest echelon of the central party, which functioned on the territory of Bashkortostan during the ‘thaw‘ of Khrushchev, undoubtedly left their imprint on carrying out the policy in various areas of life in the multinational region. The first secretaries of the Bashkir regional committee of the CPSU were the conductors of the ideas of the leader of the USSR. Khrushchev’s ‘thaw‘ caused unprecedented economic, cultural and social transformations in the life of Soviet Russia and in particular in the Bashkir Autonomous Soviet Socialist Republic. The analytical characteristic of the works is given, the basic tendencies of the researchers on this issue are considered. It is shown that, as a result of changes in the political life of Russia, the main trends in the study of this problem have also changed. (shrink)

This book focuses on the regional political ecologies (RPEs) of environmental conflicts in India. It explores broadly, landscape-based analyses of political, economic and social issues, which impact environmental changes, challenges and conflicts at local and micro-local levels. The chapters in this volume examine the intervention of different stakeholders in the management of various regional ecological landscapes in India, including forests, rivers, canals, creeks and wetlands. The volume is an interdisciplinary endeavour, weaving together contextual narratives through a combination of (...) approaches from sociology, anthropology, geography, political studies and environmental history. Using such core approaches, the book studies the place-based dynamisms within the regional environmental conflicts in the selected conservation landscapes. South Asian regional integration is seemingly confronting many challenges. The aim of this paper is to identify those challenges and also look for prospects. Although regional integration in South Asia has adopted a kind of institutionalization, it is yet to deliver any concrete outcomes. High-politics and the not-so-conducive regional economic structures hinder any effectual culmination. However, constructivism, as a theory, is given due credence in this paper when looking for future prospects. Resumo: Não apenas as famílias aristocráticas indígenas, mas também as famílias de imigrantes do norte que viviam no Leste de Zhejiang, estavam envolvidas nos debates sobre teoria monetária e pensamento político, na Dinastia Jin Oriental e Dinastias do Sul. Os debates geralmente se concentravam nos preços das commodities e no trabalho forçado no Leste de Zhejiang. Esse fenômeno histórico especial reflete duas questões. Por um lado, o caos causado pela guerra no Norte e as famílias de estudiosos, migrando para o (...) Sul, promoveram muito o desenvolvimento do Sul da China, o que tornou os cinco condados do leste de Zhejiang as áreas mais importantes e ativas da economia. Por outro lado, reflete as mudanças de relacionamento entre imigrantes e nobres indígenas. Ou seja, as famílias aristocráticas indígenas e as famílias imigrantes do Norte cooperaram na economia para aumentar a prosperidade e o desenvolvimento do Leste de Zhejiang. Mais tarde, com o surgimento de “povo comum (寒人)”, o status econômico dos estudiosos foi cada vez mais impactado, o que resultou em ansiedade e consciência de crise dos nobres. (shrink)

This book is concerned with the social and political aspects of regional groupings, particularly how citizenship education fares in regional contexts. The European Union has revolutionised its political and economic aims into more encompassing social and political goals. The Association of Southeast Asian Nations, on the other hand, is still moving towards fuller integration in social and economic terms as South East Asian nations seek a greater role on the global stage and particularly in the global economy. Both (...) the EU and ASEAN have drawn up educational frameworks that collectively work to harness educational achievements which in turn work to fulfill social and economic objectives at the regional level. This book portrays citizenship issues affecting the two regions and describes the way citizenship education can reflect and address these issues. As a rising power, China has become actively involved in regional bilateral/multilateral arrangements in the post-Cold War, especially post-crisis (1997– 98 financial crises) era, and this has attracted much attention from within and outside East Asia. Diverse understandings of China's regional ambition have appeared, especially since the launch of the China-ASEAN free trade agreement (FTA). Aiming at deciphering the ideas behind China's regional thinking, this paper argues that China's perspective on regionalism is a broadened economic regionalism, which (...) is basically economic-centered, because economic performance is vital both to its long-term strategic target and to its internal social stability. This economic regionalism will last for some time because China will be a developing country at least in the mid-term, which means China will have to focus more on its economic performance. In practice, China will engage bilaterally or multilaterally with others through its FTA strategy. Thus, China cannot be a main contributor to East Asian integration as expected, owing to the inward-looking nature of its economic regionalism. Also, the institutional integration of East Asia needs the effort of all the players in the region. (shrink)

The article surveys Russia’s regional and centre-periphery developments and their wider implications for the country’s political, economic, and territorial future. In particular, it discusses President Putin’s federalism and local government interventions and takes stock of the outcome of these and other relevant federal initiatives. The paper also discusses the broader implications of authoritarian state-building for the country’s social, economic, and territorial cohesion. Globalization-related external influences on regional economies and politics are also discussed and the significance of the hitherto (...) largely neglected variable of geography in shaping the nature and intensity of these influences is highlighted. Using examples from China and India, the paper shows how globalization may have highly uneven economic and political regional impacts in territorially large countries. The paper suggests that in Russia, external influences from regional political and economic players such as the EU, other Western donors, or multinational corporations may impinge upon authoritarian tendencies however they are only bound to increase regional socio-economic and political divergence given their spatially uneven nature. Modern economics does not have much use for the classical scheme of virtues and vices. Yet, it appears to recognise prudence, or something lying in the same general region as prudence. In classical philosophy, prudence is the virtue of practical rationality, or rationality in action. Economics too has a theory of rationality in action. This paper asks if this is a good theory – if the actions prescribed by economics are indeed the actions that an ideally prudent counsellor would prescribe. (...) As I argue in what follows, there is reason to think that they are not, and the reason is to be traced back to the crucial dimension of time that is neglected in the economic theory of rational action. Leveraging regional economic opportunities available through climate protection offers high odds to gain support from constituencies that have raised economic objections to global warming abatement. An emerging clean energy technology revolution offers opportunities to turn them into allies. The clean energy revolution is a branch of the high tech potentially attractive to investors. Clean energy generation and end-use efficiency represent a $3.5 trillion market over (...) the coming 20 years, even with no new public priority. Clean energy production entails use of a wider landscape than fossil fuels, offering rural development opportunities. Climate Solutions, an advocacy group, has jointly issued a clean energy market and policy analysis with major Northwest utilities and economic development agencies. It is understandable that, since the fall of the Berlin wall, researchers interested in the social and political upheavals brought about by this phase of history should have concentrated their attentions on what had been the immediate sphere of influence of the Soviet centre of power. However we are within our rights today to ask why our understanding of the structural (economic and social) transformations in what is conveniently called the ‘post-communist’ period and space, and of post-bipolarisation regional relationships, (...) should be confined to that region of the world corresponding to the ex-USSR and the Eastern countries.
