Efficiency as quantified and promoted by cost-effectiveness analysis sometimes conflicts with equity and other ethical values, such as the “rule of rescue” or rights-based ethical values. We describe the utilitarian foundations of cost-effectiveness analysis and compare it with alternative ethical principles. We find that while fallible, utilitarianism is usually superior to the alternatives. This is primarily because efficiency – the maximization of health benefits under a budget constraint – is itself an important ethical value. Other ethical frames may be irrelevant, (...) incompatible with each other, or have unacceptable implications. When alternatives to efficiency are considered for precedence, we propose that it is critical to quantify the trade-offs, in particular, the lost health benefits associated with divergence from strict efficiency criteria. This article focuses on Proculus of Marseilles’ long episcopate (ca. 381-428 AD) in order to analyse this key moment for the construction of the Gallic Church. A further aim of this paper is to implement a methodological approach that allows a nuanced assessment of complex processes of institutional development.

This volume presents a collection of refereed papers reflecting the state of the art in the area of over-constrained systems. Besides 11 revised full papers, selected from the 24 submissions to the OCS workshop held in conjunction with the First International Conference on Principles and Practice of Constraint Programming, CP '95, held in Marseilles in September 1995, the book includes three comprehensive background papers of central importance for the workshop papers and the whole field. Also included is an introduction (...) by one of the volume editors together with a bibliography listing 243 entries. All in all this is a very useful reference book relevant for all researchers and practitioners interested in hierarchical, partial, and over-constrained systems. (shrink)

The purpose of this article is to examine Salvian of Marseilles’ (ca. 400–490 CE) invective in De gubernatione Dei against his Christian audience pertaining to their sexual roles and behaviour as slaveholders. It is argued that rather than considering the oppressive practice of slavery in itself as a reason for moral rebuke and divine punishment, Salvian highlights the social shame that arose from the sexual vices Christian slaveholders committed with their slaves. Salvian forwards three accusations against his opponents that (...) concern slavery and sexual vice. Firstly, he asserts that Christian slaveholders have no self-control. Secondly, the polyamorous relationships slaveholders have with numerous slaves resemble shameful and adulterous unions, namely concubinage and even polygamy. Thirdly, Roman-Christian slaveholders behave in a worse manner than barbarians (i.e. the argument of ethnicity). Each of these accusations is examined in detail in the study. (shrink)

The main thematic area of the workshop was the consideration of future education through the modern challenges of democratic societies of the information age: hate speech, fake news, electoral manipulation with digital technologies, the importance of capitalizing social networks for (...) the development of society, hybrid information wars, reformatting organizational culture in a digital age, Big Data journalism and so on. This work addresses the case of the Ballet National de Marseille (BNM) and the 2017 recreation of the piece Passione, created by the artistic directors Emio Greco and Pieter C. Scholten. This study, informed by a phenomenological approach, adopts ethnographic methods, including participant observation, in-depth interviews, and one researcher’s direct involvement with the practices of enculturation and enskillment in this dance form. It investigates how the dancers of the BNM articulate their diverse forms of agency in relation to the choreographer’s (...) artistic vision and demands. By looking at the specific case of the BNM staging of Passione, we can isolate some significant features of contemporary ballet’s trajectory as an emergent dance genre on the edge between innovation and tradition. The title of this essay is not to be taken literally: I will not be making the case that Marseille is actually the last working class city in France. My title is a reference to Chris Marker’s 1993 film The Last Bolshevik (Le Tombeau d’Alexandre), a film about Alexander Medvedkin, one of the pioneers of early Soviet cinema. Medvedkin was the inspiration for the Groupe Medvedkine, a film collective founded by Chris Marker and made up of French militant filmmakers who, (...) in December 1967, decided to document the labor unrest that had erupted in factories near Besançon by making experimental films that involved the active participation of the workers themselves. This report is the testimony of a man who worked with plants, specifically, in what used to be called the ‘drugs and spices’ trade, selling simples for around 40 years. And what better vantage-point than the trader’s to trace, over several decades, the evolution of the attitude of French people (and Europeans more generally) towards plants and, by extension, towards ‘nature’? Beneath the need for medicinal plants, seasonings or flavourings there is a hidden desire of varying strength for ‘nature’. This (...) account describes the decline and disappearance of herbalism, the ‘return’ to plants and the ‘organic’ movement, the manipulations that ran alongside that ‘comeback’, and the market in ‘bogus nature’ created by the synthesizing laboratories. This paper delves into the work of Clive L. Spash, a British radical ecological economist well-known in his field who currently holds a professorship at the Vienna University of Economics and Business. We start with an examination of the principles of his “social ecological economics.” We then critically evaluate his attack on economic growth and his perspective on the standard economic models of climate change. Lastly, we explore his approach to science as a theoretical pursuit and his policy recommendations. The great plague in London in 1665 was the last in a series of epidemics that had begun with the Black Death in the 14th century. Plagues continued elsewhere in Europe into the 18th century, but after 1679 no cases of plague were reported in England at all. The disease seemed to have disappeared. How could that be explained? The purpose of this paper is to discover when contemporaries began to think that plague had gone for good, and why they (...) thought that had happened. The paper falls into two parts. The first concentrates on the decade of the 1720s, when plague was expected to come from Marseilles and never arrived. In the space of a few months there was fierce and concentrated public debate about a new Quarantine Act to be enforced if an epidemic developed, much of it arguing that the Act was unnecessary because plague was plainly not contagious at all. It depended wholly on local environments, and in England they had been improving ever since the Great Fire of London. The second part of the paper takes the story forward into the later 18th century, when there was no longer much dispute that plague was indeed contagious, but it was confidently supposed that England now enjoyed the double protection of further environmental improvement at home combined with effective quarantine of shipping abroad, especially in the Mediterranean. Over the century, contending explanations for plague were debated, interpretations of the past disputed and sometimes falsified, and expectations and ambitions for the future remodelled, because one epidemic threat had disappeared for good. The studies comprising this volume, most of them appearing for the first time in English, deal with some of the main topics in Maimonides? philosophy and that of his followers in Provence. At the heart of these topics lies the issue of whether they adopted a completely naturalistic picture of the workings of the world order, or left room for the volitional activity of God in history. These topics include divine law, creation, the Account of the Chariot, prophet and sage, (...) Mosaic prophecy, reasons for the commandments, and prayer. Most of these papers were presented at the inaugural conference of the LOFT (Logic for the Theory and Games and Decisions) conference series, which took place in 1994 in Marseille. René Guénoun was a teacher and a pioneer, and his secret support for Algerian independence was just one of the many things he did not discuss with his teenaged son. To be Algerian, pro-independence, a French citizen, a Jew, and a Communist were not, to René's mind, dissonant allegiances. He believed Jews and Arabs were bound by an authentic fraternity (...) and could only realize a free future together. René Guénoun called himself a Semite, a word that he felt united Jewish and Arab worlds and best reflected a shared origin. He also believed that Algerians had the same political rights as Frenchmen. Although his Jewish family was rooted in Algeria, he inherited French citizenship and revered the principles of the French Revolution. He taught science in a French lycée in Oran and belonged to the French Communist Party. His steadfast belief in liberty, equality, and fraternity led him into trouble, including prison and exile, yet his failures as an activist never shook his faith in a rational, generous future. René Guénoun was drafted to defend Vichy France's colonies in the Middle East during World War II. At the same time, Vichy barred him and his wife from teaching because they were Jewish. When the British conquered Syria, he was sent home to Oran, and in 1943, after the Allies captured Algeria, he joined the Free French Army and fought in Europe. After the war, both parents did their best to reconcile militant unionism and clandestine party activity with the demands of work and family. The Guénouns had little interest in Israel and considered themselves at home in Algeria; yet because he supported Algerian independence, René Guénoun outraged his French neighbors and was expelled from Algeria by the French paramilitary Organisation Armée Secrète. He spent his final years in Marseille. Gracefully weaving together youthful memories with research into his father's life and times, Denis Guénoun re-creates an Algerian past that proved lovely, intellectually provocative, and dangerous. According to an often repeated definition, economics is the science of individual choices and their consequences. The emphasis on choice is often used – implicitly or explicitly – to mark a contrast between markets and the state: While the price mechanism in well-functioning markets preserves freedom of choice and still efficiently coordinates individual actions, the state has to rely to some degree on coercion to coordinate individual actions. Since coercion should not be used arbitrarily, coordination by the state needs to (...) be legitimized by the consent of its citizens. The emphasis in economic theory on freedom of choice in the market sphere suggests that legitimization in the market sphere is “automatic” and that markets can thus avoid the typical legitimization problem of the state. In this paper, I shall question the alleged dichotomy between legitimization in the market and in the state. I shall argue that it is the result of a conflation of choice and consent in economics and show how an independent concept of consent makes the need for legitimization of market transactions visible. A complex world like ours demands for the teachers and professors to command intercultural competences in order to avoid the instrumentalization of the alterities. It is precisely the professionals of education who, given their social function, have the responsibility of forming the citizens of the future in attitudes and behaviours adjusted to plural communities. This article presents the first part of a research project carried out by researchers from Barcelona, Marseille, Rabat and Beirut on the complex world of the respect (...) necessary to face prejudices and stereotypes. This article is aimed at introducing a French discourse analysis model, e.g. the ‘star model’, initiated by the LAA team led by Robert Vion in Aix-en-Provence, to English-speaking researchers. It will be argued that language activity is multi-dimensional and can be traced at various heterogeneous levels of speech productions belonging to macro as well as micro orders. Speakers achieve different varieties of positioning which result in negotiating an interactional space within a pre-given situation. The model is precisely designed to offer (...) a unified and comprehensive view of such heterogeneous phenomena in constant interconnection. In this study, we also intend to illustrate our approach through the analysis of two different corpora. Speakers’ strategies under extreme conditions will be analysed; the various sequences used were taken from a special corpus which we were asked to study as part of a national research programme. In order to illustrate interactional space shifts, we will also use the transcript of a meeting which took place between a patient and a medical investigator in a hospital in Marseilles. (shrink)

On August 19, 1297, a young man of royal heritage died in the household of the Count of Provence and King of Naples at Brignoles, a short distance from Marseille. The young man was Louis of Anjou, a Franciscan friar and Bishop of Toulouse, who had renounced his inheritance and claim to the Kingdom of Naples to pursue a religious vocation. Only twenty-three years old when he died, Louis nevertheless had long been inspired by Franciscan spirituality, and less than eight (...) months before had realized his dream of professing vows within the Order of Friars Minor at the same time that he submitted to consecration as Bishop of Toulouse. In 1826, the Pasha of Egypt offered to the King Charles X an unusual present: a living giraffe. While offering remarkable animals was a common practice among monarchs, the choice of a giraffe was somewhat extraordinary since it was the first representative of its kind to set foot in France. The Royal Menagerie of the Paris Muséum national d'histoire naturelle was asked to oversee the transportation of this precious mammal and Étienne Geoffroy Saint-Hilaire, one of its professors, was sent to (...) Marseilles to fetch it on foot all the way back to the capital. The whereabouts of this exotic procession stirred passions throughout the country, generating a fashion craze "à la girafe." The so-called Pasha's giraffe, King's giraffe or French giraffe is also -- and perhaps more importantly -- Geoffroy's giraffe. The giraffe episode is representative of Geoffroy's larger scientific career. Because of its Egyptian flavor, its adventurous aspect, its political and diplomatic undertones, as well as the popular attention and educational opportunities it afforded, that mission was ideally suited for the flamboyant naturalist. So close were the animal's and the French zoologist's fates, that they passed away a couple months apart and both fell into relative oblivion. But even dead and dissected, Geoffroy's giraffe could not easily be dissociated from its companion. The afterlife of its "saintly" relics mirrors the popular and scholarly revival of Étienne Geoffroy Saint-Hilaire, portrayed by some as a forgotten "prophet.". (shrink)

Explorées depuis 1924, les fortifications de l’oppidum de Saint‑Blaise dans le Sud de la France ont récemment fait l’objet de nouvelles investigations à l’occasion de la mise en valeur projetée du site.S’ils ont confirmé l’empilement et/ou la succession d’au moins quatre lignes de défense appartenant aux périodes gauloise, tardo-antique et médiévale, ces travaux ont beaucoup renouvelé notre connaissance et notre interprétation de ces murailles, en particulier pour la période protohistorique. Deux points principaux doivent être relevés : l’existence d’un puissant mur (...) gaulois dès la fin du viie s. av. J.‑C., qui nous permet d’identifier ici la forteresse de la tribu gauloise des Ségobriges que les Phocéens ont abordé avant la fondation de Marseille ; la muraille hellénistique en grand appareil de type grec doit désormais être interprétée comme un ouvrage gaulois inachevé, anéanti par les Romains lors de la chute de l’oppidum à la fin du iie s. av. Known as Associations for the Support of Peasant Agriculture (Association de Maintien de l’Agriculture Paysanne), AMAPs started to spread in France just after year 2000. These trust-based partnerships between urban consumers and farmers share some proximity with Community Supported Agriculture (CSA) organizations that developed in North America in the 1990s. Both organizations fight against large scale food chains and advocate for the necessity to change eating habits and mostly to switch to fresh seasonal organic products. They also stress the importance (...) of setting human direct relations between the urban and agrarian areas. As AMAPs were also recently supported by students and introduced as CSAs in several French universities, this paper, backed by ethnographical fieldwork, describes how and why students decided to run CSAs on the campus of Aix-Marseille University (AMU). Students turned themselves into shareholders in AMAPs. They started to run them and deliver weekly fresh fruits and vegetables to three different university venues in AMU. Delivery is tailored for students needs and also allows students to experience collective farming. (shrink)

The article presents 111 newly-identified texts in manuscripts of the Bodleian Library, Oxford, which had hitherto all been attributed to Augustine of Hippo. Only thirty of them, however, proved to be authentic, fifty originate from works of other patristic and medieval authors, while thirty-one remain anonymous. Especially remarkable is the identification of two fragments from the new letters of St Augustine discovered by Johannes Divjak in Paris and Marseille, which predate the two manuscripts of his edition. These results complement the (...) catalogues on the manuscript transmission of Augustine’s works compiled by the Vienna Academy and continue the Author’s earlier publications on manuscripts in Germany, Great Britain, Poland, Spain, and Sweden.
