The British Government has recently agreed proposals for a National Numeracy Strategy which claims to be based on evidence concerning 'what works'. This article reviews the literature in each key area in which recommendations are made, and makes a judgement of whether the claim is justified. In some areas (e.g. calculators) the recommendations run counter to the evidence.

This paper explores the notion of the 'evidence-based practitioner' is relation to the National Numeracy Strategy (NNS). The exploration is dealt with in the context of a pilot study of the implementation of the NNS one year before its national launch in September 1999. We begin by describing some of the milestones encountered in the relatively short life history of evidence-based practice (EBP) and exploring some of its various articulations. Challenging the appropriateness of current externally derived (...) formulations of 'evidence' we develop the notion of 'warranting' in order to examine alternative ways in which teachers legitimate their professional practice in relation to the NNS. In many ways, the Internet functions as a direct extension of the traditional library. Following linked references across various sites is an electronic version of browsing library stacks, and the serendipitous discoveries made while "surfing the Net" recall the wonders of physically going "book-to-book." Although many of the Internet's best aspects augment library strengths by eliminating physical distance from sources, Net resources pose unique problems for researchers. It is not always clear who is responsible for the content of Web documents, when the document was produced, or how often (if ever) it is updated. Internet resource tools, then, must enable researchers to identify appropriate resources and to evaluate what they find when they get there. Web Research as Taking "Snapshots" Given the Internet's visual nature and fluid content, the process of conducting research on the Web has been likened to taking an informal picture of information on a specific date at a particular time. This metaphor also conveys the "zoom-in" aspect of searching through Web pages by going from general to specific categories. In the first section of this Scope Note, National Reference Center for Bioethics Literature (NRCBL) staff present a snapshot of bioethics resources taken during the spring months of 2000. Entries are divided into the categories of directories, electronic journals, full-text documents, news/current awareness, and teaching resources. We review the relationships between language, inner speech, and cognitive control in children and young adults, focusing on the domain of cognitive flexibility. We address the role that inner speech plays in flexibly shifting between tasks, addressing whether it is used to represent task rules, provide a reminder of task order, or aid in task retrieval. We also consider whether the development of inner speech in childhood serves to drive the development of cognitive flexibility. We conclude that there is a (...) close association between inner speech and cognitive flexibility in both adults and children. Experimental work has begun to specify in detail the role that inner speech might play in adult performance, suggesting that language plays a facilitative but not essential role in representing and activating the relevant task set, processes that occur on both switch and nonswitch trials. While developmental studies suggest an increase in the spontaneous use of verbal strategies with age, implying an increase in top-down control during shifting, experimental work is needed to specify more precisely the nature and precise role that inner speech plays in the development of cognitive control through childhood. As climate change in West Africa poses profound limitations on rainfed agriculture, policymakers and practitioners may again turn to irrigated agriculture to provide food for a growing population. Gendered analyses of irrigation projects reveal that in many cases women’s participation in irrigated agriculture has been limited due to a lack of access to land and water. Past research in the Upper Valley of the Senegal River suggests that variables other than access to land and water condition women’s participation in irrigated (...) agriculture. Fully understanding women’s participation in irrigated agriculture demands examination of intra-household dynamics and livelihood strategies as well as the impacts of agricultural commodification. This paper reports the use of a systematic review to explore the impact of daily mathematics lessons in England on enhancing pupil confidence and competence in early mathematics. The review process identified 18 key papers. An in-depth analysis of these indicated that there was some evidence that the introduction of daily mathematics lessons, as part of the National Numeracy Strategy in England, has led to some improvement in pupil confidence and competence in early mathematics. Many individuals domestically and internationally who strive for peace and justice are concerned about the new National Security Strategy issued by the George W. Bush Administration in September 2002. 1 William Galston, for example, writes in a recent issue of Philosophy and Public Policy Quarterly: A global strategy based on the new Bush doctrine of preemption means the end of the system of international institutions, laws and norms that we have worked to build for more than a (...) half a century. To his credit, Kissinger recognizes this; he labels Bush’s new approach “revolutionary” and declares, “Regime change as a goal for military intervention challenges the international system.” 2 Does the new Bush doctrine end the international legal system? Is the new Bush doctrine making policy declarations that are unprecedented in United States history? While I share many of the concerns critics are expressing about the new national security strategy, I contend that the more serious issue is not the ways in which this strategy represents a departure from those of prior United States presidential administrations but the actual practices of the Bush administration that appeal to this strategy. I will indicate how this new national security strategy does not represent much of a shift in policy, capability, or practice. Instead, this strategy Bush is using the strategy as an enabling device for a disturbing resurgence of United States global imperialism that serves interests that are actually opposed to the political rhetoric of the value of nations aiming for democracy and a market economy. I conclude by commenting on pursuing genuinely democratic values. I suggest that if the United States were truly committed to democratic values, then any military interventions would require the prior consent of the people. Otherwise what the United States refer to as “bringing democracy” to a people will be more like a militarily enforced authoritarianism that too closely resembles old-style exploitive imperialism. How to integrate artificial intelligence technologies in the functioning and structures of our society has become a concern of contemporary politics and public debates. In this paper, we investigate national AI strategies as a peculiar form of co-shaping this development, a hybrid of policy and discourse that offers imaginaries, allocates resources, and sets rules. Conceptually, the paper is informed by sociotechnical imaginaries, the sociology of expectations, myths, and the sublime. Empirically we analyze AI policy documents of four key players (...) in the field, namely China, the United States, France, and Germany. The results show that the narrative construction of AI strategies is strikingly similar: they all establish AI as an inevitable and massively disrupting technological development by building on rhetorical devices such as a grand legacy and international competition. Having established this inevitable, yet uncertain, AI future, national leaders proclaim leadership intervention and articulate opportunities and distinct national pathways. While this narrative construction is quite uniform, the respective AI imaginaries are remarkably different, reflecting the vast cultural, political, and economic differences of the countries under study. As governments endow these imaginary pathways with massive resources and investments, they contribute to coproducing the installment of these futures and, thus, yield a performative lock-in function. In the past few years, several democratic governments have published their National AI Strategies (NASs). These documents outline how AI technology should be implemented in the public sector and explain the policies that will ensure the ethical use of personal data. In this article, I examine these documents as political texts and reconstruct the political imaginary that underlies them. I argue that these documents intervene in contemporary democratic politics by suggesting that AI can help democracies overcome some of the (...) challenges they are facing. To achieve this, NASs use different kinds of imaginaries—democratic, sociotechnical and data—that help citizens envision how a future AI democracy might look like. As part of this collective effort, a new kind of relationship between citizens and governments is formed. Citizens are seen as autonomous data subjects, but at the same time, they are expected to share their personal data for the common good. As a result, I argue, a new kind of political imaginary is developed in these documents. One that maintains a human-centric approach while championing a vision of collective sovereignty over data. This kind of political imaginary can become useful in understanding the roles of citizens and governments in this technological age. (shrink)

This article examines the definitions of literacy in operation in secondary schools, and the relationship between official literacy policy and the practices of the agents responsible for implementing this policy. We trace the history of national 'policy' back to the Language Across the Curriculum movement of the 1970s as it provides an illustrative point of comparison with the first five years of the National Literacy Strategy. Drawing on empirical data which illuminate the views, perceptions and practices of (...) key agents on a number of levels, we critically review the concept of 'school literacy' promoted in government policy, defining it as 'school-centric literacy' and question its ability to facilitate participation in the practices associated with the media and technological literacies which are increasingly a feature of school life. There is evidence of some unplanned effects of the current national policy but also that levels of agency, for literacy teachers in particular, may be rapidly diminishing. (shrink)

This paper questions the introduction of national teaching strategy for all ages from five to eleven. It is proposed that the lack of developmentally appropriate practice in the early teaching of literacy is inappropriate and may be counter-productive to the long term goals of high literacy standards.

In February 2019, the German federal government announced its new “National Industry Strategy 2030.” Many economies—including the United Kingdom (2017), European Union (2017), and Saudi Arabia (2018)—have announced national industrial strategies addressing the competitive threat of the People’s Republic of China’s 2015 “Made in China 2025” 5-year economic plan to become a global leader in 10 advanced technology manufacturing sectors. The use of the 20th-century term “industrial policy” heralds back to public policy antecedents of what is now (...) evolving globally in the 21st century as national “industrial strategy,” a concept explored in this article. Unlike traditional 20th-century efforts at industrial policy (which focused on public policy efforts to maintain domestic primacy of declining, older industries), national industrial strategy recognizes (and generally accepts) the international global economy as a foundation of competition. Most importantly, national industrial strategy focuses on technologically emerging industries as well as the national government working collaborative in a partnership with these emerging industries to meet future growth challenges and opportunities. Studies document that in wartime, states often employ maternal imagery and mobilize women as mothers.Yet we know relatively little about when and why states and their opposition do so. This study seeks to build theory for this phenomenon through frame analysis of the Nicaraguan Contra War. The author proposes that maternal framing, aimed at mothers as well as a broader national and international audience, benefits militaries in at least three ways: channeling maternal grievances, disseminating propaganda through “apolitical” mothers, and (...) evoking emotions and sympathy nationally and internationally. This study furthermore explores three underexamined features of both gendered studies of war and frame analysis: It applies frame theory to states, it develops our understanding of crossnational gendered framing strategies, and it introduces gender framing to the study of war. Research in the fields of complex problem solving (CPS) and dynamic decision making using microworlds has been mainly conducted in Western industrialized countries. This study analyzes the CPS process by investigating thinking‐aloud protocols in five countries. Participants were 511 students from Brazil, Germany, India, the Philippines, and the United States who worked on two microworlds. On the basis of cultural‐psychological theories, specific cross‐national differences in CPS strategies were hypothesized. Following theories of situatedness of cognition, hypotheses about the specific frequency (...) of problem‐solving strategies in the two microworlds were developed. Results of the verbal protocols showed (a) modification of the theoretical CPS model, (b) task dependence of CPS strategies, and (c) cross‐national differences in CPS strategies. Extending the findings of this work: Tribal peoples need study. Monogamy as marital institution and monogamy as sociosexual orientation must be separated. Sociosexuality must be considered as an aspect of somatic as well as reproductive effort; third-party interventions in sociosexuality need attention; and multiple sociosexual orientations, with frequency-dependent fitness payoffs equal at equilibrium, need to be modeled.

Artificial intelligence (AI) national strategies provide countries with a framework for the development and implementation of AI technologies. Sixty countries worldwide published their AI national strategies. The majority of these countries with more than 70% are developed countries. The approach of AI national strategies differentiates between developed and developing countries in several aspects including scientific research, education, talent development, and ethics. This paper examined AI readiness assessment in a developing country (Palestine) to help develop and identify the (...) main pillars of the AI national strategy. AI readiness assessment was applied across education, entrepreneurship, government, and research and development sectors in Palestine (case of a developing country). In addition, it examined the legal framework and whether it is coping with trending technologies. The results revealed that Palestinians have low awareness of AI. Moreover, AI is barely used across several sectors and the legal framework is not coping with trending technologies. The results helped develop and identify the following five main pillars that Palestine’s AI national strategy should focus on: AI for Government, AI for Development, AI for Capacity Building in the private, public and technical and governmental sectors, AI and Legal Framework, and international Activities. What my article attempts to articulate is the role of literature in constructing, ́inventinga national identities that are the base for the claims of a nationís existence. To achieve this, I first provide a short definition of the concepts of nation-building and na- tional identity. I argue that literature is an important tool in the process of building a nation and creating a national identity. I further focus on the writings of Chinua Achebe, a 20th Century Nigerian author, (...) in an attempt to exemplify the theory of literature as tool in nation building. I argue that, through the use of legends, mythic histories, and folklore, literature suc- ceeds in creating patterns of meaning and in contextualizing the issues of national identity. These patterns and contexts enable and undergird the cultural values that enable the reconstruction of national identity. Achebeís writings are part of a large sphere of practices meant to recover and reconstruct a Nigerian national identity and through this, build a nation. (shrink)

Many countries, including Australia, have established a national scheme that supports the recognition of a single ethical review for multi-centre research conducted in publicly funded health services. However, local site-specific governance review processes remain decentralised and highly variable. This short report describes the ethics and governance processes required for a negligible risk national survey of physiotherapy-led airway clearance services in Australia. We detail inconsistencies in research governance document preparation and submission (platforms, processes, forms and signatories) and report the (...) time cost and likely impact of these inconsistencies on health services research outcomes. Processes and strategies that facilitated success in this project are identified and summarised as helpful hints to other researchers looking to embark on negligible risk research in public health facilities. The Trump Administration's recent attempts to repeal the Affordable Care Act have reignited long‐running debates surrounding the nature of justice in health care provision, the extent of our obligations to others, and the most effective ways of funding and delivering quality health care. In this article, I respond to arguments that individualist systems of health care provision deliver higher‐quality health care and promote liberty more effectively than the cooperative, solidaristic approaches that characterize health care provision in most wealthy countries apart (...) from the United States. I argue that these claims are mistaken and suggest one way of rejecting the implied criticisms of solidaristic practices in health care provision they represent. This defence of solidarity is phrased in terms of the advantages solidaristic approaches to health care provision have over individualist alternatives in promoting certain important personal liberties, and delivering high‐quality, affordable health care. The objective is to identify the relationships between resistant personality variables and coping strategies with diving athletes. Methods: The design is cross-sectional, non-experimental, and correlational, the sample consists of 13 athletes from the national diving team, between 18 and 23 years of age, M = 20.31 SD = 1.54, 7 men (53.8%) and 6 women (46.2%). 2 instruments will be used, hardiness in Athletes from Central America and the Caribbean (PRDCC) by Ponce et al. (2015) of 18 items. The (...) other is the Approach to Coping in Sport Questionnaire, ACSQ-1, in the Spanish version (Kim et al., 2003), the questionnaire is made up of 28 items. The procedure was completely online, the link was sent with the instruments to the coaches of the national diving team of Mexico and Colombia. Statistical analyzes were performed on frequencies, descriptive, reliability, and Spearman's correlations. Results: Adequate internal consistency in almost all the variables, between.62 and.92 in the 2 questionnaires. The existence of relationships between the variables of hardiness and approach to coping in sport is confirmed in most of its variables and as a whole. Conclusion, athletes are capable of solving their problems with a certain calm of mind if they let stress influence their decisions. (shrink)

Artificial Intelligence (AI) has become a driving force in modern research, industry and public administration and the European Union (EU) is embracing this technology with a view to creating societal, as well as economic, value. This effort has been shared by EU Member States which were all encouraged to develop their own national AI strategies outlining policies and investment levels. This study focuses on how EU Member States are approaching the promise to develop and use AI for the good (...) of society through the lens of their national AI strategies. In particular, we aim to investigate how European countries are investing in AI and to what extent the stated plans contribute to the good of people and society as a whole. Our contribution consists of three parts: (i) a conceptualization of AI for social good highlighting the role of AI policy, in particular, the one put forward by the European Commission (EC); (ii) a qualitative analysis of 15 European national strategies mapping investment plans and suggesting their relation to the social good (iii) a reflection on the current status of investments in socially good AI and possible steps to move forward. Our study suggests that while European national strategies incorporate money allocations in the sphere of AI for social good (e.g. education), there is a broader variety of underestimated actions (e.g. multidisciplinary approach in STEM curricula and dialogue among stakeholders) that can boost the European commitment to sustainable and responsible AI innovation. The Sociosexual Orientation Inventory (SOI; Simpson & Gangestad 1991) is a self-report measure of individual differences in human mating strategies. Low SOI scores signify that a person is sociosexually restricted, or follows a more monogamous mating strategy. High SOI scores indicate that an individual is unrestricted, or has a more promiscuous mating strategy. As part of the International Sexuality Description Project (ISDP), the SOI was translated from English into 25 additional languages and administered to a total sample of (...) 14,059 people across 48 nations. Responses to the SOI were used to address four main issues. First, the psychometric properties of the SOI were examined in cross-cultural perspective. The SOI possessed adequate reliability and validity both within and across a diverse range of modern cultures. Second, theories concerning the systematic distribution of sociosexuality across cultures were evaluated. Both operational sex ratios and reproductively demanding environments related in evolutionary-predicted ways to national levels of sociosexuality. Third, sex differences in sociosexuality were generally large and demonstrated cross-cultural universality across the 48 nations of the ISDP, confirming several evolutionary theories of human mating. Fourth, sex differences in sociosexuality were significantly larger when reproductive environments were demanding but were reduced to more moderate levels in cultures with more political and economic gender equality. Implications for evolutionary and social role theories of human sexuality are discussed. In this paper, we propose that multiculturalism can serve as an effective public policy tool to enhance a nation’s competitiveness, in an era characterized by financial crises, globalization, immigration, and changing demographics. Specifically, we articulate how multiculturalism and strategic tolerance of differences can promote socioeconomic mobility for individuals, and act as the “glue” that binds immigrants and host country nationals together. We also demonstrate how multiculturalism can attract skilled talents necessary for nation building. Immigrants who retain their ties with their (...) countries of origin can serve as natural trade links for their countries of residence and contribute to a reverse “brain flow” rather than a brain gain/drain for the countries of residence/origin. We conclude by explicating that immigrants can be a source of competitive advantage for countries when a multiculturalism policy is in place. (shrink)

National Artificial Intelligence (AI) strategies articulate imaginaries of the integration of AI into society and envision the governing of AI research, development and applications accordingly. To integrate these central aspects of national AI strategies under one coherent perspective, this paper presented an analysis of Germany’s strategy ‘AI made in Germany’ through the conceptual lens of ordoliberal political rationality. The first part of the paper analyses how the guiding vision of a human-centric AI not only adheres to ethical (...) and legal principles consistent with Germany’s liberal democratic constitutional system but also addresses the risks and promises inherent to the ordoliberal problematization of freedom. Second, it is scrutinized how the strategy cultivates the fear of not achieving technological sovereignty in the AI sector. Thereby, it frames the global AI race as a race of competing (national) approaches to governing AI and articulates an ordoliberal approach to governing AI (the ‘third way’), according to which government has to operate between the twin dangers of governing too much and not governing enough. Third, the paper analyses how this ordoliberal proportionality of governing structures Germany’s Science Technology & Innovation Policy. It is shown that the corresponding risk-based approach of regulating AI constitutes a security apparatus as it produces an assessment of fears: weighting the fear of the failure to innovate with the fear of the ramifications of innovation. Finally, two lines of critical engagement based on this analysis are conducted. (shrink)

While firms' engagement with Corporate Social Responsibility has been associated with positive performance impacts, little is known about the incorporation of the United Nations 2030 Agenda into business practices. Precisely, although the literature suggests that firms are pursuing the Sustainable Development Goals (SDGs), there are limited insights on their strategy to implement them in the context of developing countries. To address this gap, we conducted a comprehensive large-scale investigation of 2030 Agenda adoption by Brazilian companies. Accordingly, the analysis of (...) our multicase study reveals (1) variations on the business opportunities brought by the SDGs depending on the firm position in the value chain, (2) which SDGs and target stakeholders are addressed through corporate policies and practices, (3) the different ways firms embrace the SDGs to pursue ambidexterity. Our findings clarify how firms in the developing countries interpret the institutional pressures and assemble their internal resources to respond to the SDGs challenges. The Danish health care sector currently undergoes changes that imply a gradual transition from an evidence‐based activity model to a value‐based quality model centered on patient involvement and value‐based governance. The patient naturally occupies a central position in health care, and the transition therefore raises important questions about health care quality and how successive national health quality strategies value quality and ascribe roles and agency to patients. To explore the complexity of these quality strategies, we analyze and discuss how (...) political discourse moments influence the contents of the national health quality strategies and how variation in the construal of patient roles and agency indicates discursive struggle in Danish national health care policy. Underlying theoretical concepts are informed by New Public Management, the welfare state, health communication, and discourse theory. Our analytical approach is inspired by Critical Discourse Analysis and combines content analysis with linguistic analysis. (shrink)

This paper offers a politolinguistic analysis of four ‘state of the nation’ speeches delivered by the Hungarian Prime Minister Viktor Orbán between 1999 and 2002. The analysis focuses on the ways in which Orbán’s self-representation, his discourse strategies and the tone of the speeches changed in response to changes in the ideological background over the four years in question. The findings demonstrate that Orbán’s voice was most active in the pre-election speech of 2002, that he had become increasingly interpellative (in (...) the Althusserian sense) over this period and that he increasingly tried to conversationalize the dominant ideology. This article outlines the evolution of a national research funding system over a timespan of more than 40 years and analyzes the development from a rather stable Humboldt-inspired floor funding model to a complex multi-tiered system where new mechanisms continually have been added on top of the system. Based on recent contributions to Historical Institutionalism it is shown how layering and displacement processes gradually have changed the funding system along a number of dimensions and thus how a series of (...) minor adjustments over time has led to a transformation of the system as a whole. The analysis also highlights the remarkable resistance of the traditional academically oriented research council system towards restructuring. Due to this resistance the political system has, however, circumvented the research council system and implemented change through other channels of the funding system. For periods of time these strategies have marginalized the role of the councils. (shrink)

In this contribution, we will discuss the opportunities and challenges arising from memory institutions' need to redefine their archival strategies for contemporary collecting in a world of big data. We will reflect on this topic by critically examining the case study of the UK Web Archive, which is made up of the six UK Legal Deposit Libraries: the British Library, National Library of Scotland, National Library of Wales, Bodleian Libraries Oxford, Cambridge University Library and Trinity College Dublin. The (...) UK Web Archive aims to archive, preserve and give access to the UK web space. This is achieved through an annual domain crawl, first undertaken in 2013, in addition to more frequent crawls of key websites and specially curated collections which date back as far as 2005. These collections reflect important aspects of British culture and events that shape society. This commentary will explore a number of questions including: what heritage is captured and what heritage is instead neglected by the UK Web archive? What heritage is created in the form of new data and what are its properties? What are the ethical issues that memory institutions face when developing these web archiving practices? What transformations are required to overcome such challenges and what institutional futures can we envisage? (shrink)

Perhaps due to the numerous community and company benefits associated with corporate volunteer programs, an increasing number of national and international firms are adopting such programs. A major issue in organizing corporate volunteer programs concerns the strategies that are most effective for recruiting employee participation. The results of this study suggest that the most effective strategies for initiating participation in volunteer programs may not be the same as the strategies that are most effective in terms of maximizing the number (...) of volunteer hours contributed by employees. More importantly, the results suggest that the most effective recruitment strategies depend on the age of the employee. The results were discussed in terms of matching the recruitment strategies with the characteristics of the potential volunteers and the nature of the volunteer project. (shrink)
