Can green growth policies help protect the environment while keeping the industry growing and infrastructure expanding? The City of Kitakyushu, Japan has actively implemented eco-friendly policies since 1967 and recently inspired the pursuit of sustainable development around the world, especially in the Global South region. However, empirical studies on the effects of green growth policies are still lacking. This study explores the relationship between road infrastructure development and average industrial firm size with air pollution in the city (...) through the Environmental Kuznets Curve (EKC) hypothesis. Auto-Regressive Distributed Lag (ARDL) and Non-linear Auto-Regressive Distributed Lag (NARDL) methods were applied on nearly 50-years’ time series data, from 1967 to 2015. The results show that the shape of the EKC of industrial growth, measured by average firm size, depends on the type of air pollution: inverted N-shaped relationships with NO2 and CO, and the U-shaped relationships with falling dust particle and Ox. Regarding infrastructure development, on the one hand, our analysis shows a positive effect of road construction on alleviating the amount of falling dust and CO concentration. On the other hand, the emissions of NO2 and Ox are shown to rise when plotted against road construction. The decline of CO emission, when plotted against both industrial growth and road development, indicates that the ruthlessness of the local government in pursuing green growth policies has been effective in this case. However, the story is not straightforward when it comes to other air pollutants, which hints at the limits of the current policies. The case of Kitakyushu illustrates the complex dynamics of the interaction among policy, industry, infrastructure, and air pollution. It can serve as an important reference point for other cities in the Global South when policies are formed, and progress is measured in the pursuit of a green economy. Finally, as an OECD SDGs pilot city and the leading Asian green-growth city, policymakers in Kitakyushu city are recommended to revise the data policy to enhance the findability and interoperability of data, as well as to invest in the application of big data. This work aims to solve the complex problems of non-linearity, instability, and multiple economic factors in the tax forecast of the ceramic industry to ensure the sustainable development of the ceramic industry. The key influential indicators of the tax forecast are obtained by analyzing the principal components affecting the tax index. In addition, a human-computer interaction system is established based on cognitive psychology theory to improve the user-friendliness of tax analysis. At the same time, the tax data of the ceramic (...) industry in Jingdezhen City, Jiangxi Province in different years are used for the empirical analysis of the tax prediction of different prediction models, including particle swarm optimization algorithm, and fusion algorithm, and support vector machine. This work comprehensively analyzes the influence of the optimized tax supervision mode on the economic development of the ceramic industry and provides ideas for the development of the ceramic industry in Jingdezhen. The research results demonstrate that the main indicator affecting tax revenue is the added value of the primary and secondary industries. The optimized SVM based on grid search method can provide a comprehensive data base for tax forecasting. The optimization of the computer system based on cognitive psychology improves the model prediction accuracy by 10%, and the absolute error decreases from 6.9 to 1.8%. The tax forecast results indicate that the tax imbalance in Jingdezhen is increasing. Therefore, the government needs to attach great importance to the development of the ceramic industry and strictly implement the tax policy. The tax supervision model can alleviate the problems of low fiscal contribution rate, tax evasion, and management loopholes. In addition, the SVM tax prediction model optimized by grid search method will lay a theoretical foundation for the research and application of taxation in the ceramic industry. (shrink)

The structure and “metabolism” (movement and conversion of goods and energy) of urban areas has caused cities to be identified as “super‐organisms”, placed between ecosystems and the biosphere, in the hierarchy of living systems. Yet most such analogies are weak, and render the super‐organism model ineffective for sustainable development of cities. Via a cluster analysis of 15 shared traits of the hierarchical living system, we found that industrialized cities are more similar to eukaryotic cells than to multicellular organisms; enclosed systems, (...) such as factories and greenhouses, paralleling organelles in eukaryotic cells. We further developed a “super‐cell” industrialized city model: a “eukarcity” with citynucleus (urban area) as a regulating centre, and organaras (enclosed systems, which provide the majority of goods and services) as the functional components, and cityplasm (natural ecosystems and farmlands) as the matrix. This model may improve the vitality and sustainability of cities through planning and management. (shrink)

Using data of 26 cities in China from 2004 to 2017, the green total factor productivity is investigated by the SMM-GML method. The corresponding empirical analysis is conducted with the DID model. This paper investigates the relation between low-carbon pilot policy and green total factor productivity and discusses the mediating effect of industrial structure and the number of R&D staff. First, we find that LCC has a significant effect on pilot cities’ GTFP. And, it also promotes GTFP via (...) class='Hi'>industrial structure. Second, LCC can improve industrial structure optimization and realization, and industrial structure realization affects GTFP significantly, while optimization cannot. Third, LCC cannot attract more RDS, and RDS harms local GDFP because of talent misallocation. At last, the rate of GTFP presented different upward trends in the order of non-eastern cities and eastern cities. The effect of LCC on GTFP is significant in non-eastern cities, but not eastern ones, which clearly demonstrates the imbalanced development of the green economy. Therefore, the governments of eastern and non-eastern regions should adopt different measures based on local conditions in industrial structure transformation and recruitment and strengthen environmental regulations to make the effect of the low-carbon policy lasting and promote GTFP growth balance in all regions. The object of the study is the industrial areas of Russian cities, the subject of the study is the communicative aspect of their functioning. The communicative approach to the city (and urban loci in particular) is based on semiotic, hermeneutic, phenomenological traditions. In this case, the city appears in its "middle" being as a multi-layered semantic phenomenon that is born as a result of reading and understanding it by a person. The communicativeness of the urban locus in (...) the work is proposed to be assessed through cognitive, value-semantic and behavioral components. Using the example of the industrial district of Samara – Bezymyanka, the complexity and ambiguity of communication processes unfolding between the industrial district and the citizens is shown. Bezymyanka is considered in the work as a typical phenomenon characteristic of a number of Russian cities. Similar districts appeared in the 1930s as a result of industrialization processes, in attempts to implement the urban planning concept of the socialist city. Being, in fact, "points" of growth, they were initially rejected by the urban community, being evaluated in the context of a "non-city". The post-industrial reality has made significant changes in their existence, raising the question of the state and content of modern communicative experience. Based on the results of a survey of city residents conducted by the author (the number of respondents is 250 people, the sample is targeted), the work showed the selective nature of the "reading" of this area, which steadily reproduces its negative imagery. The revealed differentiation of communication practices depending on the place of residence does not remove, but on the contrary, dictates the need for the district to develop a new symbolic language that allows it to actualize its potential positive meanings and images that can form the necessary identification mechanisms. In this research, we shed new light on the empirical link between corporate social performance (CSP) and corporate financial performance (CFP) via the application of empirical models and methods new to the CSP–CFP literature. Applying advanced financial models to a uniquely constructed panel dataset, we demonstrate that a significant overall CSP–CFP relationship exists and that this relationship is, in part, conditioned on firms’ industry-specific context. To accommodate the estimation of time-invariant industry and industry-interaction effects, we estimate linear mixed models (...) in our test of the CSP–CFP relationship. Our results show both a significant overall CSP effect as well as significant industry effects between CSP and CFP. In conflict with expectations, the unweighted average effect of CSP on CFP is negative. Our industry analysis, however, shows that in over 17% of the industries in our sample, the effect of CSP on CFP for socially responsible firms is positive. We also examine the multidimensional nature of the CSP construct in an industry context by exploring the CSP dimension–industry nexus and identify dimensions of social performance that are associated with either better or worse financial performance. Our results confirm the existence of disparate CSP dimension–industry effects on CFP, thus our results provide important and actionable information to decision makers considering whether and how to commit corporate resources to social performance. During the last four decades, the general shift towards flexible accumulation of capital has led to a growing requirement for an increased mobility of labour which greatly affects the restructuring of post-industrial cities today. Using a historical perspective to enlighten the contrast with the period of industrialization when urban planning was, on the contrary, aimed at fixing a large workforce within the city, I argue that the current transformations of urban landscapes one can observe within French cities signal (...) a consequent shift in the regulation of mobilities in the French post-industrial cities. The tactics aiming at regulating the mobilities at a narrow scale have disappeared in favour of a strategy aiming at adapting the city to the requirements of time and space compression through a simultaneous acceleration and rescaling of the daily mobilities. This shift in the regulation of urban mobilities reflects the recent evolution of the nature of urban power of the French post-industrial cities. (shrink)

As an economic pillar, major resource consumer, and polluter of cities, the chemical industry determines many cities’ transformation, prosperity, and decay. It is thus a major concern for achieving the UN Sustainable Development Goals. In China, which is at the stage of accelerated industrialization that is varied across regions, the chemical industry has gradually retreated from developed cities, such as Beijing and Shanghai, in the eastern region, and has become the inevitable choice for industrialization of less-developed cities, such as Xi’an, (...) Chengdu, and Chongqing, in the western region. This study took the perspectives of chemical industrial sectors and their spatial differences to understand the changing patterns of the chemical industry and its dominant cities. It identified chemical industrial cities, examined their spatial-temporal patterns with respect to their industry scale and structure, and accounted for factors influencing the spatial evolution from coastal areas to inland regions. The results show that large CICs were mainly located in coastal port regions with balanced industrial sectors, while small CICs were mainly distributed in inland areas with abundant oil and coal resources and a single dominant industrial sector. The location factors of ports, markets, and technology play important roles in the eastern region, while resource conditions and foreign direct investment promote the chemical industry’s development in the central, western, and northeastern cities. These findings improve the understanding of CICs’ spatial transformation and shed light on the policy-making of chemical industrial development in China and other developing countries. (shrink)

This study presents the results of an empirical analysis of the relationship between managerial thinking style and ethical decision-making. Data from 200 managers across multiple organizations and industries demonstrated that managers predominantly adopt a utilitarian perspective when forming ethical intent across a series of business ethics vignettes. Consistent with expectations, managers utilizing a balanced linear/nonlinear thinking style demonstrated a greater overall willingness to provide ethical decisions across ethics vignettes compared to managers with a predominantly linear thinking style. However, (...) results comparing the ethical decision-making of balanced thinking managers and nonlinear thinking managers were generally inconsistent across the ethics vignettes. Unexpectedly, managers utilizing a balanced linear/nonlinear thinking style were least likely to adopt an act utilitarian rationale for ethical decision-making across the vignettes, suggesting that balanced thinkers may be more likely to produce ethical decisions by considering a wider range of alternatives and ruling out those that are justified solely on the basis of their outcomes. Implications are discussed for future research and practice related to management education and development, and ethical decision-making theory. (shrink)

Die gängige Annahme sportsoziologischer Befunde ist, jugendliche Bewegungskulturen als Phänomen der Großstadt oder als eine Gegenbewegung zu der Funktionalität der modernern Städte auszuweisen. Demgegenüber wird hier die These entfaltet, dass die postindustrielle Stadt für die Eventisierung und Festivalisierung der Bewegungs- und Sportkulturen erst die sozialräumlichen Bedingungen bereit gestellt hat. Zentrale Vorgänge waren hierbei die Theatralisierung und Musealisierung des öffentlichen Raumes sowie die ästhetische Umdeutung des spezifisch modernen Konzeptes einer normativen (...) Urbanität Die Argumentationsfigur wird über die Zusammenführung zweier soziologischer Diskursfelder, die Stadtsoziologie und der Bewegungs- und Sportsoziologie entfaltet. Modern cities have recently evolved as centres for material and intangible exchanges and this obliges us to rethink the urban scene. The passing from the industrial era to the new age of information has rendered obsolete the models envisaged by Max Weber, Georg Simmel and Walter Benjamin. Basing her argument on the typology put forward by Saskia Sassen, Barbara Freitag sketches out the different profiles of contemporary cities. Urban centres are now defined by the level, scale and intensity of (...) the exchanges to which they give rise. On the first level is the global city, nerve centre of the globalized economy (Tokyo, New York, London...) and capable of challenging the power of the state. On the second level are the megalopoles (Mexico, São Paulo...), which are only prevented from joining the ranks of the global cities because much of their population is excluded from the global economy. Next come the metropoles, cities like Paris (‘19th-century capital’), which have retained a way of life global centres can no longer provide. However, most of the world’s population is concentrated in the peripheral boroughs of the information society’s global economy. It is for the sake of this population that attention must be paid to the transformations endured by 21st-century cities. (shrink)

Interest in third sector organisations (TSOs) is growing as their role in addressing social regeneration, especially in urban environments, is regarded as crucial by governmental and supra-governmental organisations. The challenge is increased in multicultural environments, where those from ethnic minorities may struggle to participate in the mainstream economy and society more broadly. There is an assumption that TSOs make a positive contribution to the social good of the diverse communities and client groups that they serve. However, although there have been (...) many studies of ethicality in commercial and public sector organisations, few focus on TSOs. Furthermore, black and minority ethnic (BME) TSOs, in particular face specific pressures, caught between the high expectations of their capacity to engage with diverse communities where the public sector has failed and, in common with all TSOs, the struggle to secure the resources necessary to manage their organisations and deliver front-line services. In this article, we investigate how implicitly ethicality is constructed in TSOs, including those with a primary mission to provide support for and services to BME communities. Building on information obtained for 305 TSOs in a post-industrial city we develop a structural equation model (SEM) in order to evaluate the relationships between elements that we argue comprise ethicality. We then assess the manner in which TSOs generally, and BME TSOs specifically, vary in the manner in which they communicate their ethical purpose and the outcomes of their actions. (shrink)

This volume is by no means out of place for a reader in the twenty first century as resemblances between the age of the machine and our own digital age are surprisingly numerous, particularly with reference to the patterns of intellectual response to unprecedented stimuli. The worrisome parallelisms and analogues are purposefully kept off stage for the imaginative audience to complement the plot of the real drama of the Industrial Revolution as it was witnessed by such imaginative medievalist 'knights' (...) as Carlyle, Cobbett, Southey, Pugin, Ruskin and Morris, intelligent thinkers who performed the universal 'type' rather than the subjective or egocentric in so far as their intellectual responses to the discrepancy between two dissimilar epochs was concerned. The reader is, therefore, expected to be engaged with the arguments of the 'neo-feudal', the 'moral-aesthetic' and the utopian 'social-aesthetic' arguments at the core of the book both imaginatively and intellectually. On the first level, he is requested to shuttle between two centuries separated by the length of a different century. On the second, however, he is expected not only to appreciate the artistically excellent literary works of prominent belletrists, but also to examine the clever polemics they developed as methods of treatment and persuasion aiming at a solution of the social and psychological problems that arose from the incongruity between the present and the past, with specific references to such significant concepts as those of time, history, progress and authority which are examined against the superheated touchstones of democratization, liberty, laissez-faire ethics, mechanization, poverty and social protest in the industrial city. Port Cities are historically the places for paradigm shifts, radical changes, and socio-economic transitions. In particular, the interaction zone between the port infrastructure and urban activities creates liminal spaces at the forefront of many contemporary challenges. In these liminal spaces, the port's flows, form, and function intertwine with urban contexts and conflict with the living conditions. Conceptualizing the portcityscape and harborscape as liminal space and urban thresholds leads to (re)thinking about innovative participatory methods and technologies for building community resilience in (...) port cities. Additionally, inevitable constant development in port cities requires adaptability and resilience from the waterfronts to the hinterlands and city centers. Such confrontation of port infrastructures and urbanization is socio-politically and spatially challenging, specifically in historic port cities. Therefore, as the approach to exploiting energy and human resources changes over time, the physicality of the built environment in port cities and how we (re)use the resources need to be redefined. This research investigates key socio-spatial features and challenges of port cities by examining how the port's proximity to the city requires coordination, collaboration, transparency, and community dialogue. The introduction and background literature discuss three domains and notions of port city studies, building community resiliency through participatory frameworks, and parasitic architecture. By building upon this analytical framework, the paper presents case studies developed within the research-led design studio focusing on building resilient communities in four port cities, including Amsterdam, Constanta, Alexandria, and Rio De Janeiro. This research focus on the community-enabled application of emerging technologies, innovative approaches, and co-designing and co-building participatory methods. The selected case studies introduce an integrative and multi-scalar pedagogical framework for building resilient communities in liminal spaces of port cities. (shrink)

Data from the Global Environmental Monitoring System indicate that pollutants such as sulphur dioxide and total suspended particulate routinely appear in the lower atmosphere of major cities at concentrations well above health guidelines set by the World Health Organization. As well, cities are major contributors to the build-up of greenhouse gases which now threaten climate change. These findings underscore the detrimental relation that has evolved between urban industrial society and the atmosphere. If this peculiar civilization is to be changed, (...) three principles—equity, sustainability and peaceful development—must guide the reevolution of urban life. The paradigm of commodification needs to be replaced with a model of a commons of life. The article provides a theoretical framework and strategy for reforming global climate policy and urban sustainability planning in a manner consistent with life in the commons. (shrink)

Are urban societies unsustainable per se? So far most analyses of urbanization have been ethno and temporocentric, concentrating on modern industrial and post-industrial cities of the West. The potential sustainability of cities should not be determined with reference to correct consumption patterns, and the structures of capitalism and industrialism, nor under an autarkic view. To answer the urban sustainability question the characteristics of urban societies need to be defined and isolated.

Cities, such as industry or the universities, are immersed in a process of digital transformation generated by the possibility and technological convergence of the Internet of Things, Big Data and Artificial Intelligence and its consequences: hyperconnectivity, datafication and algorithmization. A process of transformation towards what has come to be called as Smart Cities. The aim of this paper is to show the impacts and consequences of digital connectivity, algorithmization and the datafication of urban digital society to outline possible ways of (...) resolving the underlying moral conflicts. In recent years, the international commons movement has increasingly joined forces with the global movement of municipalities, putting common ideas on the political agenda in many western countries. Commons have been widely discussed in literature. Broadly understood, commons refers to the practices for collective development, ownership, management, and fair access to resources and artifacts (social, cultural, economic, political, environmental, and technological). However, the concept remains vague, complex, and unclear, especially when it comes to different contexts in which new definitions are (...) needed to better understand the societal and cultural dimensions of urban commons. Decolonizing the notion of urban commons brings into visibility the unseen cultures, infrastructural systems, and communities showing where de-growth and separation can take place. Therefore, this analysis can provide new insights, opportunities, and the need for new theoretical, methodological, and shared approaches. There is a gap in transnational research and cultural understanding within the field of urban commons. This research opens new lines of inquiry relating to the definitions of commons in non-European countries. This may include longitudinal research on the decolonization and potential fragmenting of the commons and in particular 'commoning' mindset, more detailed empirical evidence of the cultural and communal concepts, and how these cultural diversities and new interpretations can be implemented in collaborative governance in a wider variety of non-western contexts. By challenging existing frameworks, this study facilitates the emergence of differentiated, dynamic, and non-linear forms of social and political subjectivity within various sociospatial domains. In 1947, the U.S. Secretary of State, George C. Marshall announced that the USA would provide development aid to help the recovery and reconstruction of the economies of Europe, which was widely known as the ‘Marshall Plan’. In Italy, this plan generated a resurgence of modern industrialization and remodeled Italian Industry based on American models of production. As the result of these transnational transfers, the systemic approach known as Fordism largely succeeded and allowed some Italian firms such as Fiat to (...) flourish. During this period, Detroit and Turin, homes to the most powerful automobile corporations of the twentieth century, became intertwined in a web of common features such as industrial concentration, mass flows of immigrations, uneven urban sprawl, radical iconography and inner-city decay, which characterized Fordism in both cities. In the crucial decades of the postwar expansion of the automobile industries, both cities were hubs of labor battles and social movements. However, after the radical decline in their industries as previous auto cities, they experienced the radical shift toward post-Fordist urbanization and production of political urbanism. This research responds to the recent interest for a comparative (re)turn in urban studies by suggesting the conceptual theoretical baseline for the proposed comparative framework in post-Fordist cities. While utopian scholars have begun unpicking the colonial entanglements of utopianism’s origins (particularly as a literary genre grounded in pelagic crossings to the New World that have advocated slavery, extractivism, and eugenics to name a few notable examples across the utopian canon), few, (...) if any, have incorporated the perspectives, aesthetics, and theoretical work of Black scholars themselves.1 The following are a few brief remarks organized around keywords (in a nod to Raymond Williams, a fierce advocate of utopian thinking) that attempt to sketch an answer to these questions, with a focus on my own area of utopian study: utopian literary and cultural production in the contemporary period.ProgressWe might start by considering the literary utopia’s most prolific period, from roughly 1880 to 1915. In a deluge of utopian narratives, many of them penned by amateur writers, we find the emergence of a genre that is thoroughly [End Page 498] rooted in industrialized progress. Whatever their perspective on capitalism and waged labor, these works privilege advanced industrialization as the primary means to eliminate poverty and disease, thereby liberating workers into automated futures of post-scarcity abundance. Examples include Edward Bellamy’s highly rationalized system of pneumatic delivery (Looking Backward: 2000–1887 [1888]), Mary E. Bradley Lane’s chemical production of food from waste products (Mizora: A World of Women [1890] 1999), H. G. Wells’s titanic hydro-powered engineering (Men Like Gods [1923]), Edward Bulwer Lytton’s lithic limitless energy, Vril (The Coming Race [1871]), or the ubiquitous electricity that powers Elizabeth Burgoyne Corbett’s clean city (New Amazonia: A Foretaste of the Future [1899] 2011), Alice Ilgenfritz Jones and Ella Marchant’s advanced Martian society (Unveiling a Parallel: A Romance [1893]), and Alexander Bogdanov’s advanced scientific culture on the red planet (Красная звезда [Red Star (1908) 1984]). Indeed, many notable dystopian novels begin with the same premise of highly automated societies that focus, rather, on the awfulness of life without purpose (Anna Bowman Dodd’s The Republic of the Future; Or, Socialism a Reality [1887], E. M. Forster’s “The Machine Stops” [1909], Kurt Vonnegut’s Player Piano [1952]). While they are far from uncritical of the telos of historical progress (most of the works highlight the class and gender inequalities of their own time), utopian novels in this period tend to view the utopian process as one of harnessing historical progress in a more equitable direction; they rarely question the Hegelian premise that history moves through contradictory forces in a dialectical series of stages.In his 2016 book Hope Draped in Black, Joseph R. Winters explores the lasting damage that ideas of historical progress have wrought on Black writers, artists, and thinkers. While notions of racial uplift are loaded with a linear narrative of Black progress such conceptions, he writes, “are mediated by melancholy, loss, and a recalcitrant sense of tragedy” (6–7). Building on Adorno and Horkheimer’s landmark critique in Dialectic of Enlightenment (1944) as well as the works of W. E. B. Du Bois, Winters notes thatmodern notions of progress and freedom are inherently flawed and problematic because they rely on and are intertwined with practices and conditions—capitalism, colonial expansion, racial hierarchies, endeavors, and incentives to usurp and possess that earth—that are harmful to non-Europeans, working-class bodies, women, and other groups.(2016, 8) [End Page 499]Examining the relationship between melancholy and hope in Black literary and aesthetic traditions, Winters explores how writers such as Toni Morrison and Ralph Ellison incorporate jazz into their works, using its discordant, improvisational structures to imagine time out of joint (the Derridean deferral of justice announced by the arrival of the specter of old King Hamlet, who returns) (Derrida 1994). This contribution argues, first, that pre-national forms of state were not displaced or supplanted by a new, national form. What we call the nation-state was not the successor to imperial or city-states but was itself a form of the European imperial city-states that had driven the expansion of capitalism in previous centuries. It argues, second, that national states emerged only after 1945 and only in a handful of states where, through welfare reforms and market and industry regulation, investment (...) and production were made to serve the expansion and integration of national markets. Third, with the dismantling of Keynesian policies in these states, pre-national (pre-Keynesian) structures are resurfacing. What scholars describe as the emergence of ‘post-national spatialities’ and of ‘global cities’ and city regions represents the resurgence of a durable and historically dominant form of state: the imperial city-state form. The ‘re-scaling’ of nation-states and growing prominence of ‘global cities’ and ‘city regions’ are heralding the end of the brief history of actually existing nation-states and the re-deployment of the imperial city-state model. Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities in the (...) region, which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. The research approaches are tested on the example of the cities of the Chelyabinsk region. (shrink)

Among critical responses to the perceived perils of the industrial food system, the food sovereignty movement offers a vision of radical transformation by demanding the democratic right of peoples “to define their own agriculture and food policies.” At least conceptually, the movement offers a visionary and holistic response to challenges related to human and environmental health and to social and economic well-being. What is still unclear, however, is the extent to which food sovereignty discourses and activism interact with and (...) affect the material and social realities of the frequently low-income communities of color in which they are situated, and whether they help or hinder pre-existing efforts to alleviate hunger, overcome racism, and promote social justice. This research and corresponding paper addresses those questions by examining food justice and food sovereignty activism in the city of New Orleans since Hurricane Katrina as understood by both activists and community members. I argue, using post-Katrina New Orleans as a case study, that food projects initiated and maintained by white exogenous groups on behalf of communities of color risk exacerbating the very systems of privilege and inequality they seek to ameliorate. This paper argues for a re-positioning of food justice activism, which focuses on systemic change through power analyses and the strategic nurturing of interracial alliances directed by people residing in the communities in which projects are situated. Set principally in or around Seraing, an industrial region in decline just outside of Liège, in Belgium, the films of Jean-Luc and Pierre Dardenne marry geographical and historical-social realism with a series of ethical inquiries into such topics as immigration, unemployment, black market trading and petty crime. To date, critical commentary on the films has tended mainly to read the work of the Dardennes along two lines. The dominant approach uses the work of Emmanuel Levinas as a philosophical touchpoint (...) in order to illuminate the ethical dimension of the Dardenne brothers' films. The second considers the political dimensions of their films. However a third, related body of writing has emerged in later years, one which understands in terms of their relation to what Jürgen Habermas (2006), amongst others, has dubbed the postsecular age. This article locates the Dardennes' films at the intersection between the ethical, the political, and the postsecular, looking to the theologically-inflected philosophy of Gillian Rose to make the case that Seraing serves as the model of what Rose refers to as “the third city” – a postsecular site which challenges easy divisions between politics and ethics. As such Seraing is not, I shall argue, a mere staging post for the moral, political and spiritual problems posed by the films, but its cradle. Paying particular attention to the Dardennes' film Two Days, One Night (Deux Jours, Une Nuit, 2014) I demonstrate what an engagement that turns on existence with and within the city – an engagement that is both political and ethical – might look like. The idea that the city is a place of sin and immorality is as old as urban civilization. But what does anti-urban thought mean in societies which are highly urbanized under the conditions of modern industrialism? Furthermore, is anti-urbanism in the interwar period a German völkisch phenomenon––one further stride on Germany's special path? And what does rural revival and the “back-to-the-land” cult mean in Great Britain, the first industrial nation? This article seeks to provide an answer to these (...) questions by exploring anti-urbanist writing between the End of the First World War and 1933 in Germany, and 1939 in Britain. By examining two key themes it aims to show that the clear-cut distinction between German anti-urban radicalisation and the West's coming to terms with urbanisation cannot be maintained. Firstly, attention will be drawn to the ambiguity of perceptions of the city in the writings of “Conservative Revolutionary” authors in the Weimar Republic. In a second step, the British “back-to-the-land” movement, whose advocates developed comprehensive anti-urban third-way theories in the interwar period and were themselves part of a broader popular anti-industrial movement and a rural cult throughout the 1930s, will be examined. With the widespread application of information technology and the continuous deepening of my country’s education informatization construction, the educational field has increasingly higher requirements for teachers’ informatization quality. The advancement of the process of education informatization depends to a large extent on the level of teachers’ own level of informatization and has gradually become an important indicator to measure the informatization of education. The main body of education and the decisive factor are teachers. The scientific and reasonable evaluation of informatization (...) education is an important content of today’s education informatization. This paper uses regression analysis to evaluate the teacher education information system and uses mathematical statistics to establish a linear regression model for the city and analyze and calculate it. Through the quantitative analysis of the evaluation index system of the education informatization level, the multiple linear regression analysis method was used to establish the linear regression mathematical model of the school education informatization level on each secondary index, and the influence of various indicators on the school education informatization level was analyzed to establish a scientific evaluation system to evaluate the literacy of teachers’ informatization education and to give suggestions for improving the level of school education informatization. The design of the evaluation system is more scientific and reasonable, the regression error is small, the results obtained are more accurate, and the impact of nonlinear errors is basically eliminated. The BP neural network model is a hot issue in recent academic research, and it has been successfully applied to many other fields, but few researchers apply the BP neural network model to the field of automobile insurance. The main method that has been used in the prediction of the total claim amount in automobile insurance is the generalized linear model, where the BP neural network model could provide a different approach to estimate the total claim loss. This paper (...) uses a genetic algorithm to optimize the structure of the BP neural network at first, and the calculation speed is significantly improved. At the same time, by considering the overfitting problem, an early stop method is introduced to avoid the overfitting problem. In the model, a three-layer BP neural network model, which includes the input layer, hidden layer, and output layer, is trained. With consideration of various factors, a total claim amount prediction model is established, and the trained BP neural network model is used to predict the total claim amount of automobile insurance based on the data of the training set. The results show that the accuracy of the prediction by using the BP neural network model to both the data of Shandong Province and to the data of six cities is over 95%. Then, the predicted total claim amount is used to calculate premiums for five cities in Shandong Province according to credibility theory. The results show that the average premium of the five cities is slightly higher than the actual claim amount of the city. The combination of BP neural network and credibility theory can perform accurate claim amount estimation and pricing for automobile insurance, which can effectively improve the current situation of the automobile insurance business and promote the development of insurance industry. The emergence of urban tech economies calls attention to the multidimensional spatiality of ecosystems made up of people and organizations that produce new digital technology. Since the economic crisis of 2008, city governments have aggressively pursued economic growth by nurturing these ecosystems. Elected officials create public-private-nonprofit partnerships to build an “innovation complex” of discursive, organizational, and geographical spaces; they aim not only to jump-start economic growth but to remake the city for a new modernity. But it is difficult (...) to insert tech production space into the complicated urban matrix. Embedded industries and social communities want protection from expanding tech companies and the real estate developers who build for them. City council members, state legislators, and community organizations oppose the city government’s attempts to satisfy Big Tech companies. While the city’s density magnifies conflicts of interest over land-use and labor issues, the covid-19 pandemic raises serious questions about the city’s ability to both oppose Big Tech and keep creating tech jobs. The article presents sociological considerations in regards to the advent of globalism. With the implosion of capitalism and the acceleration of globalization, the concept of globalism is in need of new interpretations. Some sociologists indeed would see it solely as the ideology of globalization. In the article, globalism is regarded as a social system not only with ideological characteristics but also economic ones. This radically changes the very logic of capitalism, which is focused on linear and monocentric production. Through (...) the theory of link-value the article illustrates the process by which economic development takes place. It is shown that as well as the assets identified by the main economic schools, development is based on factors such as infrastructure investments, technologies, and networking. Today, with globalism, it is economic ties that create wealth and they are more important than the production process itself. Such transformation is highlighted through the growth of the financial and commercial dimensions, as well as the change in industrial activities. The article deals with the fundamental importance of the global value chain in nowadays, as well as the reshoring and the nearshoring. After illustrating the evolution of territorial networks, several case histories are presented: from the new economic centres of globalism to the decline of industrial districts. Finally, the article examines new generations models of innovation and culture districts. In the heart of southeast Texas, an industrial powerhouse often referred to as the 'Golden Triangle', the oil refineries and petrochemical plants stand as stalwart testaments to the region's economic evolution. Interestingly, before the discovery of oil at Spindletop, the lumber and cattle industries powered this region's economy. A profound shift occurred when the Lucas Gusher, a fountain of oil spurting thousands of feet into the air, struck the lands of Spindletop Hill on January 10, 1901. This remarkable discovery (...) of the Spindletop oilfield on a slat dome formation south of Beaumont, Texas, marked the birth of the modern petroleum industry and fundamentally transformed the region's geopolitical, economic, and cultural landscapes. People from all over the country relocated to Gladys City and Beaumont in search of work and new opportunities, creating a boomtown as the town's population swelled from 10,000 to 50,000. The newfound urbanization brought by the oil industry transformed the town and the surrounding areas, creating a ripple effect across the region that would be felt for generations to come. The surge in oil-driven economic activity transmuted the region into a vibrant nexus of commerce, with the oil industry emerging as a critical architect of growth and advancement. This newfound affluence incited by the petroleum sector ushered in an era of economic diversification, laying the groundwork for industrialization’s further evolution. The Spindletop Oil Fields not only underscored the United States’ ascent as the foremost petroleum-producing nation but also signaled the nation’s initiation into the Petroleum Age. It was Spindletop that solidified its position as America’s first significant oil field, becoming an enduring symbol of its industrial might. By 1985, over 153,000,000 barrels of oil had been produced and extracted from the Spindletop oil fields, underscoring the magnitude of this extraordinary resource. (shrink)

This paper aims at highlighting the role of higher education institutions in Lodz in the regeneration of urban space and in building the international brand of a university town. Higher education institutions in Lodz are managers and administrators of many historic buildings that testify to the identity of the city and its rich historic legacy. Besides renovating these buildings, universities provide them with new functions by opening them up to local and international communities. Innovation in regenerating cultural heritage may (...) become a distinguishing feature of both Lodz universities and international city’s brand strategy. The key challenge to Lodz is to complete the global regeneration of a post-industrial city in social, cultural, economic, and spatial dimensions using EU funds. (shrink)

ISBN: 978-0-19-887007-4.Pierre Bayard's masterful How to Talk about Books You Haven't Read offers soothing balm for readers in the daunting presence of Augustine's City of God. Weighing in at a third of a (...) million words, Augustine's magnum opus et arduum,1 offers a Moby-Dick and a half of verbiage spread out over twenty-two books. I make the claim, nervously and looking about for intelligent contradiction, that it is the longest work of sustained and coherent argument to survive from Greco-Roman antiquity. Other behemoths are compilations in the main of one kind or another, but this one has a structure and a linear direction and was tightly enough written that a theme opened in the second book with a promise of returning with later treatment is in fact picked up in the nineteenth book written perhaps a dozen years later.Those who really will read, or at least read in, Civ. benefit from all the help they can get. There are good translations (English alone in my lifetime by McCracken et al. in Loeb, Bettenson, Dyson, and Babcock) but none provides more than a minimalist annotation. Francophone readers have been better served since 1960 by the five volume edition with more ample annotation in the Bibliothèque Augustinienne of G. Bardy et al., and it is the standard point of entrance to serious study for scholars. That work has many strengths but the limitations of arising from a devout tradition of scholarship and of coming before the efflorescence in late antique and Augustinian studies through which we have lived.More help is now at hand in the form of the volume under review and its promise of more to come. Gillian Clark is known and admired among Augustinian scholars for many works, not least the earlier exercise in commentary of her Cambridge "green and yellow"2 edition of Confessions 1–4 (1995). The present work began as an ambitious multi-author collaborative project that proved unwieldy (see the present volume, pp. 31–32) and results in this first installment of [End Page 179] a series now in Clark's hands exclusively, drawing on her strengths as a classical historian specializing in late antiquity and patristics. Four additional volumes are anticipated, ideally on two-year intervals. The task requires multiple competences: at least, the history of the fourth and fifth centuries, the history and presence of ancient philosophy, the history of Christian reception and interpretation of scripture, and the reception of classical literature in late antiquity. It is a work that soars with no middle flight.As commentary on a behemoth, the commentary begins with the virtue of concision. At a rough calculation, commentary here runs at about half again the length of the text under review, producing volumes that can be usefully read alongside Augustine without swamping either Augustine or the reader in an ocean of erudition and detail. After an introduction that is as much to the whole work as to books 1–5, the book is organized strictly by lemmata to passages commented. The lemmata are all in Latin to facilitate use by readers of various editions and translations, with references given by book/chapter and page/line to the standard CCSL 1955 reprinting of the edition of Dombart-Kalb (itself originally a Teubner of 1928).3The focus of the annotation is on the work as historical artifact, well situated in both the moment and controversies of writing and in the apparatus of learning that Augustine brought to his work. Inevitably this includes welcome discussion of argument, rhetoric, and strategy (the very short discussion of how Augustine wrote on pp. 9–12 is remarkably insightful), but readers will welcome the lucid guidance offered to how the text made sense in Aug.'s own time, to what he was evidently reading as he wrote, and to the range of historical realia that make up his argument.
