Specifically, Allan Franklin is concerned with two problems in the use of experimental results in science: selectivity of data or analysis procedures and the resolution of discordant results.

A Martin-Löf random sequence is an infinite binary sequence with the property that every initial segment $\sigma$ has prefix-free Kolmogorov complexity $K$ at least $|\sigma| - c$, for some constant $c \in \omega$. Informally, initial segments of Martin-Löf randoms are highly complex in the sense that they are not compressible by more than a constant number of bits. However, all Martin-Löf randoms necessarily have contiguous substrings of arbitrarily low complexity. If we demand that all substrings of a sequence be uniformly (...) complex, then we arrive at the notion of shift-complex sequences. In this paper, we collect some of the existing results on these sequences and contribute two new ones. Rumyantsev showed that the measure of oracles that compute shift-complex sequences is zero. We strengthen this result by proving that the Martin-Löf random sequences that do not compute shift-complex sequences are exactly the incomplete ones, in other words, the ones that do not compute the halting problem. In order to do so, we make use of the characterization by Franklin and Ng of the class of incomplete Martin-Löf randoms via a notion of randomness called difference randomness. Turning to the power of shift-complex sequences as oracles, we show that there are shift-complex sequences that do not compute Martin-Löf random sequences. (shrink)

Shortly after death was determined, the body became a cold corpse, suitable for burial or cremation. Two technological changes (...) in the second half of the twentieth century prompted calls for a new, or at least expanded, definition of death: the development of intensive care medicine, especially the use of mechanical ventilators, and the advent of successful transplantation of vital organs. Patients with profound neurological damage, leaving them incapable of breathing on their own and in an irreversible coma, could be maintained for some period of time with the aid of mechanical ventilation. The situation of these patients posed two ethical questions. Is it appropriate to stop life-sustaining treatment? If so, is it acceptable to retrieve vital organs for transplantation to save the lives of others before stopping treatment?In 1968, the Ad Hoc Committee of the Harvard Medical School to Examine the Definition of Brain Death proposed that death could be determined on the basis of neurological criteria, thus providing a positive answer to these two questions (Ad Hoc Committee 1968). According to the position of this committee, patients diagnosed with the cessation of brain function are dead, despite the fact that they breathe and circulate blood with the aid of mechanical ventilation. [End Page 185] Because they are dead, it is appropriate, indeed imperative, to stop mechanical ventilation. And because they are dead, it becomes ethical to procure vital organs for transplantation before stopping what otherwise would be life-sustaining treatment. Remarkably, this innovative neurological determination of death became, with little debate or controversy, the established position in medical ethics and the law throughout the United States.The Harvard Committee articulated the diagnosis of “irreversible coma,” but merely asserted that this condition constituted death. No explanatory rationale was provided. It fell to the President’s Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research to provide an authoritative rationale in its 1981 report, Defining Death. The second paragraph of the report set the stage as follows: “The question addressed here is not inherently difficult or complicated. Simply, it is whether the law ought to recognize new means for establishing that the death of a human being has occurred” (President’s Commission 1981, p. 3). The Commission claimed that “death is a unitary phenomenon” (p. 7) and that the determination of death by neurological criteria, in terms of the absence of all brain function, is consistent with the traditional conception of death as the cessation of vital functioning of the organism as a whole. The key issue is the integrative functioning of the human organism, which ceases to exist, according to the Commission, when the whole brain, including higher cortical areas and the brain stem, fails to function. Although “brain-dead” patients do not appear to be dead—i.e., the reality of their death is “masked” by the activity of mechanical ventilation—the patient’s body has irreversibly lost all capacity for integrative functioning. In the words of the Commission: “When artificial means of support mask this loss of integration as measured by the old methods [cessation of respiration and heart beat], brain-oriented criteria and tests provide a new window on the same phenomenon” (p. 33). The President’s Commission was instrumental in developing and establishing “The Uniform Definition of Death Act”: “An individual who has sustained either (1) irreversible cessation of circulatory and respiratory functions, or (2) irreversible cessation of all functions of the entire brain, including the brain stem, is dead” (p. 2).Although the question posed by the President’s Commission was easy to articulate, the answer, over time, has proved complicated and controversial. This is a discussion of the reaction to the recent research article publication in the journal Protein & Cell by a group of scientists at Sun Yat-sen University using the CRISPR/Cas9 technique on editing non-viable human zygotes. Many commentators condemned the Chinese scientists for overstepping ethical boundaries long accepted in Western countries and accused China of having lax regulations on genomic research in general. We argue that not only did this research follow strict ethical standards and fully comply with current (...) regulations, but China also has a well-developed regulatory framework governing such research comparable to many developed countries. We see the reactions among Western commentators as a misunderstanding of the current situation and an expression of a lack of willingness to acknowledge China as an equal partner in the international debate about proper limits to the development of new biotechnologies. While Walls to Bridges is a broad and comprehensive work, the actualization of a Global Ethic is concrete-not abstract. Professor Küng's vision into the future, built on the expanding Global Ethic is an inspiring read and a call to action for all. What is similar among the world's religious ideologies? What's next in the evolution of the global ethic? Professor and theologian Hans Küng has devoted much of his life to answering these questions. Küng achieved global notoriety in the 60's (...) when he became the first major Roman Catholic theologian of the 20th century to question the notion of papal infallibility. For this, he was stripped of his license to teach as a Roman Catholic theologian but continued teaching as a tenured professor of Ecumenical Theology at the University of Tübingen, Germany. In the 1990s, Küng initiated a project subsequently referred to as the Movement for a "Global Ethic." After massive world-wide research into past and present ethical principles, he spelled out clearly the foundational ethical principles that the world's religions and ideologies, past and present, de facto held/hold in common, that is: The minimal code of behavior that everyone in fact accepts (e.g., "Do not lie, steal, kill innocent persons....") This English translation of The Global Ethic Handbook is a culmination of the "Movement" Küng began in the 90s. He describes his vision for a Global Ethic and takes the reader through the essential aspects of a Global Ethic, including its social, political, legal, economics, communications, esthetics, and philosophical applications. I work for the well-being of the whole of mankind, for I consider heaven as my country and cultivated men as my compatriots. —Leibniz (to Peter the Great), 1716 1 Diversity and Harmony Leibniz worked tirelessly to promote tolerance, peace, and the exchange of ideas, perhaps most in his attempts to bridge religious factions in Europe, but also in his receptiveness to the past and his attitude toward other cultures. This accommodation of differences is rooted in the belief that the most perfect possible world maximizes both diversity and harmony. In a time of rapid globalization, as the imperative to maximize diversity and harmony grows, I believe it is worthwhile to turn our attention to Leibniz's philosophy, particularly as it is expressed in his writings on China. The ground of Leibniz's openness toward other cultures is different from the ground to which we are accustomed. Multiculturalism is usually grounded in skepticism. We should accept and tolerate others because we can never be certain that our own beliefs are correct. The ground of Leibniz's tolerance leads in the opposite direction—we should [End Page 447] accept others not because no one knows the truth but because everyone knows something of the truth. 2The well-known metaphor of monads as perspectives on a city illustrates this approach. Leibniz writes, "Indeed, all individual substances are differentexpressions of the same universe and different expressions of the same universal cause, namely God. But the expressions vary in perfection, just as different representations or drawings of the same town from different points of view do." 3 The metaphor of different monads as different perspectives on a town captures what is needed for cultural exchange. What each of us "sees" is not wrong but partial or perspectival. Because our view is limited, we must learn from others whose views have different limitations, and we must be careful not to force our perspective on others. At the same time, each perspective is grounded in truth, which is what Leibniz intends when he says that each monad expresses the same universe. That is said to express a thing in which there are relations [habitudines] which correspond to the relations of the thing expressed. But there are various kinds of expression.... What is common to all these expressions is that we can pass from a consideration of the relations in the expression to a knowledge of the corresponding properties of the thing expressed. Hence, it is clearly not necessary for that which expresses to be similar to the thing expressed, if only a certain analogy is maintained between the relations. 4Leibniz gives many examples. An idea expresses its object. The perception of a monad expresses the universe, and the understanding of a mind expresses the understanding of God. Every effect expresses its cause.
