The paper deals with three interrelated Pareto’s contributions to fiscal sociology of relevant contemporary importance, i. e., the maximum of utility of the community as a sociological process (Pareto II criterion of maximum welfare), the non logical actions consisting of derivations based on residuals and the theory of the elites. Pareto II welfare criterion of sociological maximization of individual utilities is compared with Pareto I welfare criterion, commonly known as Pareto criterion, introducing the process of valuations by the (...)

Controversial Science: From Content to Contention.Thomas Brante, Steve Fuller, PhD Professor of Sociology Steve Fuller & William Lynch - 1993 - SUNY Press.
This book represents emerging alternative perspectives to the "constructivist" orthodoxy that currently dominates the field of science and technology studies. Various contributions from distinguished Americans and Europeans in the field, provide arguments and evidence that it is not enough simply to say that science is "socially situated." Controversial Science focuses on important political, ethical, and broadly normative considerations that have yet to be given their due, but which point to a more realistic and critical perspective on science policy.

‘Democratic Taxation’ and Quantifiable Action: Scientizing Dilemmas.Mindy Peden - 2008 - Contemporary Political Theory 7 (3):302-316.
Against the easy presupposition that such a thing as ‘democratic taxation’ not only exists but is also practicable, this paper points to the dilemma posed by what I call ‘quantifiable action.’ The essay develops an approach to theorizing the place of taxation in political theory that counters trends in fiscal sociology, political science, and liberal theory by highlighting how taxation presumably violates the requirement that self-government includes an absence of instrumental rationality on the part of democratic citizens. An Account of Contributive Justice.Kimberly Chuang - 2019 - Dissertation, University of Michigan, Ann Arbor
In The Myth of Ownership, Liam Murphy and Thomas Nagel argue that achieving fairness in taxation is principally a matter of distributive justice. Distributive justice can be understood as being concerned with what is owed to people as a matter of justice. For Nagel and Murphy, fairness in tax schemes is subsumed to the question of distributive justice: fairly allocated tax liabilities are just those that are compatible with the preferred theory of distributive justice. Subsuming assessments of tax fairness to (...)

    The Philosophy of Debt.Alexander X. Douglas - 2015 - Routledge.
I owe you a dinner invitation, you owe ten years on your mortgage, and the government owes billions. We speak confidently about these cases of debt, but is that concept clear in its meaning? This book aims to clarify the concept of debt so we can find better answers to important moral and political questions. This book seeks to accomplish two things. The first is to clarify the concept of debt by examining how the word is used in language. The (...)

Relationship between the Central Government and Local Governments of Contemporary China.Feizhou Zhou - 2017 - Singapore: Imprint: Springer. Edited by Mingzhi Tan.
This book examines the connection between central-local government relations and the transition of contemporary China, the urbanization process and social development. Based on empirical investigations and theoretical research, it argues that this is the key to understanding the transition of central-local government relations from the overall fiscal rationing system in the 1980s and the tax distribution system in the 1990s. The former system provided the incentive for local government to "set up a number of enterprises" and resulted in rapid (...)

Of Bellicists and Feminists: French Conscription, Total War, and the Gender Contradictions of the State.Dorit Geva - 2014 - Politics and Society 42 (2):135-165.
How did the state protect and then subvert men’s household authority when the state was exclusively staffed by men? I answer the above question by critically fusing neo-Weberian scholarship on modern state development with feminist political sociology on gender and the state, and by examining establishment of the French conscription system. When first creating a mass army in the nineteenth century, the French state offered family-based exemptions, balancing between expanding state power and maintenance of men’s household authority. However, intensification (...)

Luca Corchia pone una stretta relazione tra il nuovo interesse verso la partecipazione e l’evoluzione dei compiti degli enti locali. This study aims to examine the relationship between public financial management and indicators of well-being among 29 Economic Co-operation and Development (OECD) countries using a balanced panel dataset over the period between 2005 and 2019. This study used a matrix of seven proxy measures of public financial management, which works as an integrated financial system to improve the objective quality of well-being measured by employment, education level, productivity, and wages. Sociological theory in transition.Mark L. Wardell & Stephen P. Turner (eds.) - 1986 - Boston: Allen & Unwin.
Current sociological theories appear to have lost their general persuasiveness in part because, unlike the theories of the ‘classical era’, they fail to maintain an integrated stance toward society, and the practical role that sociology plays in society. The authors explore various facets of this failure and possibilities for reconstructing sociological theories as integrated wholes capable of conveying a moral and political immediacy. They discuss the evolution of several concepts (for example, the social, structure, and self) and address the (...)

Fiscal equivalence in the public administration of justice requires local police and courts to be financed exclusively by the populations that benefit from their services. Within a polycentric framework, broad based taxation to achieve fiscal equivalence is a desirable principle of public finance because it conceptually allows for the provision of justice to be determined by constituent’s preferences, and increases the political accountability of service providers to constituents. However, the overproduction of justice services can readily occur when the (...)

Innovative Fiscal Policy.Aleksandr V. Gevorkyan - 2008 - Proceedings of the Xxii World Congress of Philosophy 22:61-69.
The article uncovers an inherent link between philosophy and political economy. Application of the dialectical analytical framework to economics opens up distinctly innovative opportunities in social policy and theoretical advancements. Evolutionary understanding of a phenomenon in its totality rather than its break up into seemingly unrelated bits is crucial. Such analysis is capable of offering an all encompassing scientific explanation of the social and economic transformations taking place in modern times. To ensure sustained and socially fair growth, a proactive (...) involvement is called upon in the areas of a)infrastructure, b) human capital [i.e. education and healthcare] and c) labor migration. Innovative approaches to fiscal policy focus on Infrastructure Development Fund, Strategic Learning Systems, Migration Development Bank, involvement of the Diaspora mechanism and Sovereign Diaspora Bond program [managed viaState–Diaspora Supervisory Boards] to support developmental initiatives. A policy prescription cannot be a “one-fits-all measure.” Considerations of individuality of country specific development patterns as well as the need for understanding history and evolution of the economy, i.e. society, evolve in the dialectical analysis ofphilosophic and economic identity of the totality of social change. This prompts innovative fiscal policy in adequate balance with monetary policy and other development tools. (shrink)

Belgian municipalities rely heavily on surcharges on national income taxes as a source of income. In a context offederal government, such taxes create "fiscal externalities": decisions at one level of government affect the welfare at other levels. We focus on one such interdependency: EC-civil servants are not subject to national incame taxation. We show that this federal decision has far reaching budgetary effectsfor the municipalities where these people reside. Apart from its budgetary impact, this situation also baspolitical and social (...)

Switzerland provides a potential laboratory for testing various hypotheses connected with tax competition because of its extremely decentralized fiscal system. Twenty-six cantons have retained the ultimate power of deciding tax questions, and hence not only to limit the Federal level of the State to about 1/3 of total public expenditure, but also to retain absolute power to set their own levels of taxation. Furthermore, citizens can launch referenda on tax issues at any level of government.Fiscal competition between cantons (...)

Among other things, it found that states may refuse to expand Medicaid to all individuals earning less than 133% of the federal poverty line. In this article, I evaluate the strongest conservative objection to the Medicaid expansion, which runs as follows: "Defenders of the ACA promised that the Medicaid expansion (and all other parts of the ACA) would be paid for with compensating (...)

Fiscal Decentralisation in Scandinavia: Denmark, Norway and Sweden.Jacob Wimpffen Braestrup & Stig Martin Nørgaard - 2003 - Journal des Economistes Et des Etudes Humaines 13 (4).
The Scandinavian countries of Denmark, Norway, and Sweden are similar in many respects, not least with regards to the basic administrative set-up: a non-federal task-related division between state, counties and municipalities. In all three countries, counties and municipalities raise a large share of their own revenue, which is then supplemented by government grants. In addition, central government redistributes large amounts of locally collected revenue between the municipalities and the counties respectively, severely hampering local budgetary autonomy. Tax matters are generally centralised, (...)

It was therefore not unopposed. The study of the Peñiscola Revolt in 1715 is important for three main reasons: the opposition to taxation which fuelled it; the demands for a retum to the municipal organization of the period of the "fuero"; and the fact that it arose (...)

Isolationism, instrumentalism and fiscal policy.Bruno Verbeek - forthcoming - Economics and Philosophy:1-19.
When reading contemporary theories of distributive justice, one could easily get the impression that questions of fiscal design are normatively speaking merely instrumental for realizing the distributive ideal. Once the overall conception of justice is settled upon, questions of how the state should arrange its institutions and policies are settled if they effectively and efficiently promote the preferred distribution. I argue that such pure instrumentalism is mistaken in the context of fiscal policy. As a result, there is nothing (...)

Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a crucial problem (...)

The Sociology of Intellectual Life outlines a social theory of knowledge for the 21st century. Steve Fuller deals directly with a world in which it is no longer taken for granted that universities and academics are the best places and people to embody the life of the mind. While Fuller defends academic privilege, he takes very seriously the historic divergences between academics and intellectuals, attending especially to the different features of knowledge production that they value."--BOOK JACKET.

Most social scientists and philosophers claim that sociology and philosophy are disjoint fields of inquiry. Some have wondered how to trace the precise boundary between them. Mario Bunge argues that the two fields are so entangled with one another that no demarcation is possible or, indeed, desirable. In fact, sociological research has demonstrably philosophical pre-suppositions. In turn, some findings of sociology are bound to correct or enrich the philosophical theories that deal with the world, our knowledge of it, (...)
