The pursuit for the "natural-self" chapter one: taming the mystic (Marrakesh, 1160s) -- Climbing the ladder of philosophy (Barcelona, 1348) -- Rejecting authority, defying predestination and conquering nature (Florence, 1493) -- Employing the self, experimenting nature (Oxford, 1671) -- From individual autodidacts to utopian scientific societies.

In 1637 a Frenchman named Noël Duret published a book in Paris that referred to the heliocentric Copernican system. In 1660 an Ottoman scholar named Ibrahim Efendi al-Zigetvari Tezkireci translated the book into Arabic. For more than three centuries this manuscript was buried in an Ottoman archive in Istanbul until it resurfaced at the beginning of the 1990s. The discovery of the Arabic text has necessitated a re-evaluation of the history of early modern Arabic natural philosophy, one that takes into (...) account the intellectual context of Ibrahim Efendi and the overarching trends in the world of Sufi mysticism. These trends were reflected in art, literature, philosophy and natural philosophy. Using philological and cultural clues, as well as Ibrahim Efendi's own words, we can attempt deductions about why, how and for what purposes Ibrahim Efendi chose Duret's book for his project. Het is alweer meer dan een decennium geleden dat Charles Taylors boek Sources of the self werd gepubliceerd. De gerenommeerde hoogleraar in de filosofie aan de McGill University in Canada presenteerde daarmee een boek van meer dan 500 pagina’s over ‘the making of the modern identity’. Ondertussen verscheen een herdruk van het boek. Dat illustreert de blijvende belangstelling die er voor het boek is. Die belangstelling is zeer terecht. Wie namelijk geïnteresseerd is in morele filosofie kan hier zijn hart ophalen. (...) Het boek getuigt van een grote kennis van zaken: de honderden pagina’s beslaan terreinen van filosofie, geschiedenis, kunst, religie en literatuur, met af en toe een uitstapje naar de sociaal-economische context waarin zich transities in de morele en mentale opmaak van het Westen voordoen. Die uitstapjes hebben overigens wel een plichtmatig karakter. Het lijkt er eerder op dat de auteur daarmee heeft willen laten zien dat hij zichzelf wel degelijk realiseert dat die context er ook toe doet dan dat zij iets wezenlijks aan de argumentatie van de studie toevoegen. This article tries to provide a dynamic interest group theory. Using the economic method of the 'homo economicus' demand for and supply of policy catering to the needs of pressure groups are analysed. Central are the notions of information and organisation costs that face latent groups treatened by already existing groups. These notions permit to integrate the existing theories on pressure group into one global dynamic theory. The economists' rent seeking theory and the political scientists' pluralism and neo-corporatism can thus (...) be understood as stages in a continuing process. (shrink)

A first comment on the contribution of Professor Franck concerns the fact that the coordination of European alfairs is entrusted to the political section of the Foreign Ministry. This should not be attributed mainly to historical consideration but to the fact that the « paradigma » of that section does not come into conflict with the « paradigma » of other ministries implicated in European affairs. A second comment concerns the difficult relationship in external relations between the Foreign Ministry and (...) the administration of the Communities and Regions in Belgium. The law is open to varying interpretation and a solution can only be found on a pragmatic basis, accepting that problems in international relationsare not always purely cultural or purely political. Organized big business and the government basically upheld the same opinions concerning this action: Belgium being a small open, exporting economy, it could only survive by maintaining stable monetary parities, by defending free trade, by pursuing internal deflation and balanced budgets.Nevertheless, these traditional methods were only one aspect of the state's economie activity Juring this period. Due to the severity of the crisis, major parts of the economic structure were on the verge of collapse.Consequently, the state was dragged in a (...) whole new series of interventions : financial aid systems, credit enlargements, stimulation of cartellization, enactment of new legal regulations, organisation of suppletive economie functions, etc. All these measures can be characterized as an « external » framework, intended to secure a safe working of the capitalist system. A second stage in state interventionism, directly influencing the internal mechanisms and modalities of investment, production and consumption, was not reached in Belgium before World War II. Since 1973 the world economy has been characterized by a relatively slow pace of expansion in output and trade, accompanied by high unemployment and strong inflationary pressures. With this has gone an emerging energy problem, monetary instability, a growing pressure for protectionism, a declining demand for certain products and a change in the pattern of the international movement of labour and capital.In this article, the consequences of these international features for the Flemish economy are analysed. From this analysis, it has (...) become clear that the international economic crisis has revealed more clearly the structural problems of the Flemish economy, especially in the field of economic growth, competitiveness, pattern of investments and industrial structure. This has resulted in a very high unemployment rate, which moreover will probably not disappear with an eventual improvement of theinternational economic situation : whereas the Flemish economy has gained largely from the oil based industrial expansion, it is not participating at present in the socalled third, by sofisticated technology led industrial revolution.Consequently, more and more labour-intensive activities are taken over by less developed countries, whereas some of the capital-intensive industrial sectors have to cope with a growing technological gap.To stem this unfavourable development, there is an urgent need for a powerful and planned structural policy, which must as a matter of priority force back the unemployment rate to an acceptable level. In this context, regionalisation might be a powerful instrument, as it offers to the regions the possibility of creating own solutions for their own problems. (shrink)

In an economy of concertation, organisations of employers and of employees are legally involved in the process of decision making on economic and especially on social policy. Government recognises officially the so called social partners as the autonomous represents of the industry. They leave them a number of tasks in the creation and administration of social regulations. Within a legal institutional framework of councils, on national, sectoral and local level, bargaining between social partners is aimed to consensus, which is formalized (...) in social pacts or collective agreements on wage formation, working hours, social insurance etc.Social legislation is always advised and often written by the socialpartners. From 1960 up to now social development has been shaped by national and sectoral pacts. In the evolution of social insurances for workers the influence of the social partners was also eminent. This model was also working in matters of national health policy, linked to health insurance. The overall evaluation of this system is positive. The role of government and parliament has beenrestrained. But, on a legal base, free cooperation between virtual antagonists has been realised, and the number of conflicts minimized. Trade-unions were integrated in the process of decision making. (shrink)

De ontwikkeling van normen voor menselijk gedrag zijn onontbeerlijk voor de aanpak van de milieuproblemen. Daarbij kan het economisch denken een grote steun zijn. Geloof en betrokkenheid verbeteren het milieu niet, hiervoor zijn rationeel denken, economische analyse en normvaststelling nodig.

Wij presenteren Berardi’s herwerking van de ideologiekritiek in drie stappen. Eerst schetsen wij de context waarin Berardi de ideologiekritiek herdenkt. Hij bouwt verder op de ontdekking van Deleuze en Guattari dat de taal van het kapitalisme niet de code, maar de axiomatiek is. De economische wetenschap biedt, volgens hen, mensen geen identiteit aan, maar bestaat uit een reeks commando’s die stromen van geld, arbeid, elektriciteit, enzovoort reguleert. Daaraan koppelt Berardi de observatie dat het hedendaagse kapitalisme vooral tekens verhandelt in (...) plaats van producten waarnaar zulke tekens zouden verwijzen. In een tweede stap brengen wij tegen deze opvatting in dat Berardi nog steeds vasthoudt aan de representatieve waarde van de economische wetenschap. Deze laatste zou enkel een afbeelding bieden van de realiteit en die vervalsen in het voordeel van het status quo. Sociologen uit de traditie van de actor-netwerktheorie (ANT) hebben dat echter betwist. Zij beweren dat de economische wetenschap de economische realiteit niet zozeer afbeeldt, maar actief vormgeeft. De economische wetenschap heeft de mens geschapen naar zijn evenbeeld: als homo oeconomicus. Het is dan ook een vergissing om de economische wetenschap te bekritiseren voor haar valse representaties. Zij maakt die immers waar. In een derde en laatste stap leggen wij in Berardi’s teksten een nieuw criterium bloot voor ideologiekritiek. In plaats van de economische wetenschap te bekritiseren voor haar valse uitspraken over de realiteit, moeten wij nagaan of de economische wetenschap een manier van leven promoot die mensen in staat zijn te onderhouden. De economische wetenschap is dan ideologisch als en slechts als zij een onhoudbare vorm van leven propageert. Volgens Berardi kan de hedendaagse economische wetenschap hiervan terecht beschuldigd worden. In zijn psychopathologie van het kapitalisme wijst hij immers op de negatieve psychische gevolgen van het hedendaagse kapitalisme, namelijk de instandhouding van een cyclus tussen paniek en depressie, een verlies aan betekenisvol menselijk contact en een neiging tot neurotisch vasthouden aan oude economische recepten die hun failliet reeds meermaals bewezen hebben. Niet de waarheid zal ons verlossen, maar in de verlossing ligt het ware leven. (shrink)

De spreiding van de regeringsactiviteit op economisch vlak over een steeds toenemend aantal departementen leidde in 1938 in België tot de oprichting, in de schoot van de Ministerraad, van het Ministerieel comité voor economische coördinatie. Sedertdien won dit geleidelijk aan belang : zijn bevoegdheid breidde zich uit tot het financiële en het sociale domein, en het verwierf een eigen beslissingsmacht. Na de Ministerraad is het veruit het belangrijkste en het stabielste van de ministeriële overlegorganen.Toch zou het, voor een grotere (...) eenheid zowel bij de conceptie als bij de uitvoering van het regeringsbeleid, nuttig zijn indien het de bevoegdheid van nog enkele andere ministeriële comités zou overnemen, indien de voorgelegde dossiers vollediger zouden zijn, indien aan de leden meer tijd werd gelaten om ze te bestuderen, en indien het werk door een interdepartementeel orgaan van ambtenaren werd voorbereid. Starting from an ambiguity in the title of the recently published journal Economics and Philosophy, this article tries to comment on the task of a philosophy of economics from a more or less continental point of view (no claim to uniqueness being involved however).Seen in this light, the general philosophical relevance of such topics as the reading of economic texts, the choice between absolutism or relativism in the history of economic thought, the relation between ethics and economics, is open to (...) reassessment. Although all of these themes have been subject to heated debates, they hitherto seemed to belong to that most isolated of all domains — the one reflected upon by economic philosophy. We believe however that, as it stands, these themes reveal a problematics not unfamiliar to that of philosophy at large. This becomes clear by focusing the analysis on the discourse on primi-tiveness in Alfred Marshall's Principles of Economics (1890¹-1920⁸), a text the importance of which for the development of economic theory is undeniable. Indeed, the main concept brought to the fore by this analysis — the autoreferential structure of economics — raises questions that call for a metatheoretical treatment, — questions very similar to the ones raised in recent work of Michel Foucault and Jacques Derrida, among others. Our main objective being to prepare the field for such a metaphilosophy of economics, only some rough indications are given. Foucault's remarks on co-constitution and Derrida's comments on original retardation could be used to counter a tendency to objectivism characteristic of the human sciences and of economics in particular, by reinscribing the problem of the authority of (human) science in its Utopian structure. In France the XVIIIth century was characterized by the Enlightenment as a philosophical phenomenon and Physiocracy as an expression of new economic thinking. But the Physiocrats were not merely a school of economic thought; they were also a school of political action. Kings, princes and high public servants were among their pupils. The great French Revolution itself was influenced by their writings. And the force of their work is still not wholly sprent. In order to appreciate the theory and significance (...) of the Physiocracy it is necessary to take into account the circumstances of its time. Physiocracy is a doctrine which esteems that agriculture is of more importance than industry and commerce. In this article following subjects of the physiocratic doctrine are dealt with : the natural order, property and liberty ; the relations between the government and the individual citizen ; the theory of the produit net and the Tableau Economique of François Quesnay. The evaluation also includes the question about the expansion of Physiocracy. Indeed, it had many followers in several countries of Europe and was also the first real School of economic thinking. By its systematic approach, Physiocracy established the economy as a science. All the aspects of Physiocracy which have been mentioned above are intimately bound together and are in several aspects the economic precursor of the French Revolution. (shrink)
