The decade that has elapsed since the flight of the world's first cosmonaut, Iu. A. Gagarin, has been marked by considerable successes in mastering the cosmos. Lengthy orbital flights and lunar expeditions are already being conducted. Automatic stations are studying the moon, Mars, Venus, and cosmic space. And although we understand that the major trumphs in space are still ahead of us and that today we are merely at the start of the cosmic era, it is nonetheless already possible, in (...) this year of the tenth anniversary of the first human space flight, to draw certain conclusions and discuss the results of human intrusion into the expanses of the universe. A Lasting tradition among the ancients marked Sicily as the birthplace and Tisias and Corax as inventors of the art of rhetoric: and in this tradition, legendary though it became, there is a stricter truth than in most of the stories related about the foundation of invented arts. We, with more elaborate historical views, shall still say of rhetoric that it was created at a certain epoch; and can still point to the Sicilians Tisias and Corax as its authors. Oratory, (...) to be sure, has existed almost as long as speech. Its beginnings are prehistoric, and must in any case be imperceptible; and if by rhetorician we meant no more than one who uses speech with more than common effect, we might set the origin of rhetoric as far back as we chose, and could hardly bring it lower than the beginning of recorded literature. Indeed we are told that under the Antonine Emperors the eminent scholar Telephus of Pergamum wrote a book on Rhetoric in Homer, in which he illustrated from the Poet the whole contemporary system of the art down to the thirteen constitutions of Minucian; and in the same spirit the Venerable Bede, resenting the claim of the Greeks to have invented tropes and figures of speech, wrote a short work to show that they could all be found in Holy Scripture. But such inquiries, even when conducted less foolishly than by Telephus and less incompetently than by Bede, are irrelevant to the proper history of rhetoric. Let the practice of oratory have begun when it may, the first attempts known to us in Classical Antiquity to formulate a series of principles for the art of speech were made in the fifth century before Christ. These earliest systems were naturally very imperfect: they could not immediately be either comprehensive or well organized. But they were something that had not existed at all before: methodical principles for speaking. At the moment when these were first set out the art of rhetoric began. (shrink)

The present period has faced mankind with the need to solve problems of exceptional importance and complexity, affecting the destiny of the overwhelming majority of the people of our planet and the achievements of civilization as a whole.

Background. South Africa (SA) currently has a golden opportunity to legislate on human heritable genome editing (HHGE), as the country is revising its assisted reproductive technology regulations. A set of sub-regulations that deals with HHGE, which could seamlessly slot into the current regulations, has already been developed. The principles underlying the proposed set of sub-regulations are as follows: HHGE should be regulated to improve the lives of the people and should not be banned; the well-established standard of safety and efficacy (...) should be used in the regulation of HHGE; quality of life is what matters, and not preserving a ‘normal’ genome; parents’ reproductive autonomy must be respected; and equality of access to approved HHGE technology should be promoted. Objectives. To ascertain whether the proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Methods. Public opinion in SA is determined with reference to a deliberative public engagement study on HHGE conducted among South Africans, and the relevant rights in the Bill of Rights are interpreted with reference to recent case law. Results. This proposed set of sub-regulations that deals with HHGE is aligned with public opinion in SA, and SA’s Bill of Rights. Conclusion. Despite the legal and ethical complexities of HHGE, the proposed set of sub-regulations provides a targeted and effective legislative approach. They fit seamlessly into the country’s existing health law framework, creating specific legal standards for HHGE that align with both public opinion and the country’s Bill of Rights. (shrink)

When he was four years old, the Dutch West Indies Company's preacher in Ghana sent him to Holland to be baptized and educated in the Bible for future service in Ghana. However, the Company headquarters, undesirous of any interference with its lucrative trade in slaves, turned little Amo over to the German Duke Anton Ulric‐Wolfenbuttel.

Revisiting African philosophy’s classic questions, D. A. Masolo advances understandings of what it means to be human—whether of African or other origin. Masolo reframes indigenous knowledge as diversity: How are we to understand the place and structure of consciousness? How does the everyday color the world we know? Where are the boundaries between self and other, universal and particular, and individual and community? Lexical Semantics is about the meaning of words. Although obviously a central concern of linguistics, the semantic behaviour of words has been unduly neglected in the current literature, which has tended to emphasize sentential semantics and its relation to formal systems of logic. In this textbook D. A. Cruse establishes in a principled and disciplined way the descriptive and generalizable facts about lexical relations that any formal theory of semantics will have to encompass. Among the topics covered in depth are (...) idiomaticity, lexical ambiguity, synonymy, hierarchical relations such as hyponymy and meronymy, and various types of oppositeness. Syntagmatic relations are also treated in some detail. The discussions are richly illustrated by examples drawn almost entirely from English. Although a familiarity with traditional grammar is assumed, readers with no technical linguistic background will find the exposition always accessible. THE clue to the meaning and interpretation of this poem, which has long been the despair of critics, is, I believe, to be found in a variant on line 9, faithfully preserved in the Codex Sangermanensis and yet unaccountably neglected hitherto. In debates about criteria for human death, several camps have emerged, the main two focusing on either loss of the "organism as a whole" (the mainstream view) or loss of consciousness or "personhood." Controversies also rage over the proper definition of "irreversible" in criteria for death. The situation is reminiscent of the proverbial blind men palpating an elephant; each describes the creature according to the part he can touch. Similarly, each camp grasps some aspect of the complex reality of death. (...) The personhood camp, in contrast to the mainstream "organism" camp, recognizes that a human organism can still be a biological living whole even without brain function. The mainstream camp, in contrast to the personhood camp, recognizes that a person can be permanently, even irreversibly unconscious, and still be a living person so long as his/her body is alive. The author proposes that hylomorphic dualism incorporates both these key insights. But to complete the picture of the entire "death elephant," a fundamental paradigm shift is needed to make sense of other seemingly conflicting insights. The author proposes a "semantic bisection" of the concept of death, analogous to the traditional distinction at the beginning of life between "conception" and "birth." To avoid the semantic baggage associated with the term "death," the two new death-related concepts are referred to as "passing away" (or "deceased") and "deanimation," corresponding, respectively, to sociolegal ceasing-to-be (mirror image of birth) and ontological/theological ceasing-to-be of the bodily organism (mirror image of conception). Regarding criteria, the distinguishing feature is whether the cessation of function is permanent (passing away) or irreversible (deanimation). If the "dead donor rule" were renamed the "deceased donor rule" (both acronyms felicitously being "DDR"), the ethics of organ transplantation from non–heart-beating donors could, in principle, be validly governed by the DDR, even though the donors are not yet ontologically "deanimated." Thus, the paradigm shift satisfies both those who insist on maintaining the DDR and those who claim that it has all along been receiving only lip service and should be explicitly loosened to include those who are "as good as dead." Even so, a number of practical caveats remain to be worked out for non–heart-beating protocols. (shrink)

A three-valued propositional logic is presented, within which the three values are read as ?true?, ?false? and ?nonsense?. A three-valued extended functional calculus, unrestricted by the theory of types, is then developed. Within the latter system, Bochvar analyzes the Russell paradox and the Grelling-Weyl paradox, formally demonstrating the meaninglessness of both.

This paper presents a new formal model for D–N explanation that gives intuitive criteria of acceptability, avoids the known trivializations, and links explanation with confirmation theory. Although set in the twenty-five year tradition of attempts to formalize D–N explanation, it proposes a new direction for the model that is to be distinguished from the syntactical and informational approaches by its introduction of restrictions which derive from the use which the D–N model can have in hypothesis testing. This model, illustrating the (...) verificational approach, revises the classic H–O requirements and amends the notion of partial self-explanation to meet a criticism to which the H–O notion is vulnerable.
