The paper presents different clustering approaches in legal judgments from the Special Civil Court located at the Federal University of Santa Catarina. The subject is Consumer Law, specifically cases in which consumers claim moral and material compensation from airlines for service failures. To identify patterns from the dataset, we apply four types of clustering algorithms: Hierarchical and Lingo, K-means and Affinity Propagation. We evaluate the results based on the following criteria: entropy and purity; algorithm's ability in providing labels; legal expert’s (...) evaluation; and experimental complexity. The results demonstrate that the most advantageous approach is Hierarchical Clustering, since it has the best entropy and purity numbers, as well as the least difficulty for the expert to analyze the clusters, and the least experimental complexity. The main contribution of the paper is to show the advantages and disadvantages of each approach, especially to identify labels in unstructured and non-indexed legal texts. (shrink)

The article examines whether state officials may shoot down a hijacked airplane which carries uninvolved passengers, if it is known that the plane will be used against the lives of other human beings. In its first sections, it explains the German Federal Constitutional Court’s verdict against such a permission, and it scrutinizes the crucial arguments in this ruling. The author then extends the discussion beyond the path taken by the court. She examines the defensive claims of passengers aboard the plane (...) and the protective claims of potential victims who are present at the hijackers’ target zone. In contrast to the German Federal Constitutional Court, she concludes that state officials must take the claims of both groups of potential victims equally serious, and that such conditions allow applying a consequentialist calculus because it is the only way out of a genuine dilemma. The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these regions. (...) We investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

Role 3 Multinational Medical Unit in Kandahar Airfield (KAF), Afghanistan. The KAF Role 3 began as a tent hospital under Canadian command, built along the flight line at Ahmad Shah Baba International Airport as [End Page 176] part of an expanding NATO base. By the time of my arrival, it was a small but capable brick-and-mortar building under U.S. Navy command, with four operating rooms, two CT scanners, and a busy intensive care unit (ICU).Not long before my deployment, the KAF Role 3 was described as one of the busiest trauma hospitals in the world. Casualties arrived every day, usually by helicopter. Blast injuries from improvised explosive devices (IEDs) were common, ranging in severity from concussions in passengers in armored vehicles, to multiple amputations from blast injuries with concomitant thoracic, abdominal, and pelvic trauma. KAF had a daytime population of over 30,000 in 2012, and our hospital was effectively the referral center for the region, so patients with non-surgical diagnoses were similarly common: myocardial infarctions, seizures, pulmonary emboli, and endemic infections, to name a few.As an infectious disease (I.D.) specialist, I functioned mainly as a hospitalist, managing patients postoperatively, but I also provided any consultative support when needed. During mass casualty events, the intensivists and I would act as backups in the trauma bay, freeing up the surgeons for the most acutely injured patients. It turned out that an I.D. doctor’s skillset lent itself well to acute trauma evaluations; we are well known for having an eye for fine details, combined with low-grade paranoia. These traits served me well during what I came to describe as “my involuntary trauma fellowship.”Our patients could be divided into five key groups: Afghan National Security Forces (ANSF, including the army and national police), non-Afghan coalition military (mostly U.S. and other NATO members), Afghan civilians, NATO civilian contract staff, and the Taliban. Our approach to each of these groups was different. For all patient groups, we would provide the same emergency care, including acute resuscitation and immediate life-saving surgery. It was after this emergency care period that our management plans diverged.For coalition forces, our next priority after acute resuscitation and stabilization was to assess whether a patient could remain in theater. Stable patients with relatively minor injuries could often undergo rehabilitation at KAF; many personnel could subsequently return to combat duty with their units. More seriously-injured patients would be transported out of Afghanistan within 24-48 hours (if not faster). Usually, this would involve stops at Bagram Airfield near Kabul and then Landstuhl Regional Medical Center in Germany before reaching a military hospital in their home countries. There were few limits on whom could be transported. Dedicated critical care air transport teams (CCATT) included intensivists, respiratory therapists, and critical care nurses, who could manage the most unstable patients on board what was effectively a flying ICU. The “lung team” in Landstuhl could fly to KAF to start patients with severe respiratory failure on extracorporeal membrane oxygenation (ECMO) and then fly them out on maximal support.NATO civilian contractors would receive comparable care, although the exact details of how they would be transported out of theater would depend on their home countries and the nature of their contract. We cared for one civilian contractor with newly-diagnosed HIV infection whom we were able to stabilize on the ventilator, get him extubated, start on initial antiretroviral therapy, and transport him home with a referral to his local HIV care program.Afghan soldiers were part of the coalition, but there was no distant home country where we could transport them. In Southeast Asian countries (SEA), road transport accounts for the main energy consumption and CO2 emission. Air pollution is a major concern in densely populated cities such as Bangkok, Manila, and Kuala Lumpur. The main objective of this paper is to give insights on trends of transport development, car ownership, and CO2 emissions in Southeast Asia. This study also attempts to review the successful transportation policies around the globe and to introduce the possible instruments that can help reduce (...) air pollution in Southeast Asian countries. Economic instruments to estimate the benefits of a cleaner environment due to new policies are introduced as well. These issues were addressed according to classical logic, but the ideal solution was a specific value appropriate to the conditions in which the data was collected and does not take into account the changes that may occur in the work environment. In order to obtain results that are more accurate and enjoy a margin of freedom, we present in this book a study of transport issues and neutrosophic allocation issues and some methods for solving them. Why does the air-target and its associated practices matter? This special section is about the politics, practices and ethics surrounding the target and efforts to subvert or circumvent them. Since Eyal Weizman’s groundbreaking essay on the ‘politics of verticality’ in 2002, there have been numerous attempts to critically open up the aerial gaze, but rarely have they come together for sustained analysis and critique, to explore the implications of the air-target’s techniques, processes, visual cultures and aesthetics for politics and life (...) itself. This special section brings together leading international experts in order to open out a fuller and more complete analysis of the kinds of tensions of verticality that lie at the heart of today’s warfare, security and politics. In this paper I seek to initiate a research agenda on mega-urban airs that comprehends their atmospheres as simultaneously meteorological and affective, an agenda which seeks to apprehend megacity air/atmospheres in their vitality, corporeality and expressiveness. This paper attunes to the close and expressive substances that make up immersion in a material-affective ecology of a place, the qualities of the city that seep and imbue its material and biological fabric with affect. There is a growing body of work and literature (...) to aid us from traditions in continental aesthetic theory, French urban sociology and architecture, and an emergent cultural geographic field of atmospheric enquiry. The paper develops such an approach to megacity air in three main ways. First, air tells us about difference. In the testimony of pollutants and choking effluvium, an analysis of air reveals who belongs and who does not, who is deserving and who is not in a constellation of megacity inequality. The atmosphere puts the megacity apart from other urban and political forms. Second, closely related to the issues that circulate around a geopolitics of verticality and the technocratic security concerns of volumetric conceptions of territory, air/atmospheres constitute an environmental ecology of security threats and crisis that thwart megacity life and justify environmental policies as ‘security’. Third, the paper argues how megacities are increasingly productive of secessionary atmospheres, often by removal and exclusion, which are not entirely separate from other atmospheric security concerns. Most of the on-going debate is about “how” to protect archaeological ruins, whilst at the same time allowing the general public to enjoy them. Today it is clear how important it is, from the actual planning stages of excavations, to interact with experts from other disciplines, who are working on their own findings and offering them up for collective enjoyment. Whatever might be feasible for an indoor museum is not always feasible with an architectonic ruin, as regards both presenting objects (...) with explicative apparatus that determines their significance, and exploring them in a new way when interpretations change or new ideologies are introduced. First of all, conserving excavations is the not the same as conserving a transportable object. In the past many countries in Europe preferred to “present” Roman remains simply as “gardens of ruins”, often endeavouring to stand them in sharp contrast with a more recurrent evocation of the original contexts of local life. Recently, with regard to the Roman tradition, there has been a noticeable inversion of trend in musealization operations, according to which the mere “contemplation of ruins” should be replaced by emotional contact with history. The main consequence of these new tendencies is the replacement of an informatics-based and didactic approach to musealization, in favour of a more authentically interpretative approach. Back-up resulting from experimentation in the fields of restoration and conservation becomes indispensible in implementing these new strategies for the musealization of archaeology. Continuous research and the progressive advance of conservation techniques have meant that the need to transfer archaeological remains has been avoided and an improved in situ “presentation” of these remains, both movable and immovable, can now be guaranteed. Initial moves to develop a new generation of commercial supersonic transports to succeed Concorde are already under way. Aircraft manufacturers promise a plane that will withstand both economic and environmental scrutiny. Yet, the crash of an Air France Concorde at Paris in July 2000 has caused further doubts about the viability of SSTs. This study revisits the previous debate surrounding Concorde to explore the potential for current initiatives to overcome the public’s anxiety of further environmental degradation. This article seeks, therefore, (...) to examine the role that environmental issues and campaign groups played in the development of the first generation of SSTs, concentrating on the influence of global environmental arguments on political decision making. Debate surrounding the global environmental impact of SSTs foreshadows later attention to human impact at the planetary scale. It provides the first illustration of the often complex links between attempted protection of the global environment and political and public perceptions of national vested interests. (shrink)

Self-driving vehicles offer great potential to improve efficiency on roads, reduce traffic accidents, increase productivity, and minimise our environmental impact in the process. However, they have also seen resistance from different groups claiming that they are unsafe, pose a risk of being hacked, will threaten jobs, and increase environmental pollution from increased driving as a result of their convenience. In order to reap the benefits of SDVs, while avoiding some of the many pitfalls, it is important to effectively determine what (...) challenges we will face in the future and what steps need to be taken now to avoid them. The approach taken in this paper is the construction of a likely future, through the process of a policy scenario methodology, if we continue certain trajectories over the coming years. The purpose of this is to articulate issues we currently face and the construction of a foresight analysis of how these may develop in the next 6 years. It will highlight many of the key facilitators and inhibitors behind this change and the societal impacts caused as a result. This paper will synthesise the wide range of ethical, legal, social and economic impacts that may result from SDV use and implementation by 2025, such as issues of autonomy, privacy, liability, security, data protection, and safety. It will conclude with providing steps that we need to take to avoid these pitfalls, while ensuring we reap the benefits that SDVs bring. (shrink)

This article describes the historical emergence of vital systems security, analyzing it as a significant mutation in biopolitical modernity. The story begins in the early 20th century, when planners and policy-makers recognized the increasing dependence of collective life on interlinked systems such as transportation, electricity, and water. Over the following decades, new security mechanisms were invented to mitigate the vulnerability of these vital systems. While these techniques were initially developed as part of Cold War preparedness for nuclear war, (...) they eventually migrated to domains beyond national security to address a range of anticipated emergencies, such as large-scale natural disasters, pandemic disease outbreaks, and disruptions of critical infrastructure. In these various contexts, vital systems security operates as a form of reflexive biopolitics, managing risks that have arisen as the result of modernization processes. This analysis sheds new light on current discussions of the government of emergency and ‘states of exception’. Vital systems security does not require recourse to extraordinary executive powers. Rather, as an anticipatory technology for mitigating vulnerabilities and closing gaps in preparedness, it provides a ready-to-hand toolkit for administering emergencies as a normal part of constitutional government. Cyanolichens are symbiotic organisms involving cyanobacteria and fungi (bipartite) or with the addition of an algal partner (tripartite). Cyanolichens are known for their heightened susceptibility to environmental pollution. We focus here on the impacts on cyanolichens due to rising air pollution; we are especially interested in the role of sulfur dioxide on cyanolichen biology. Cyanolichens due to air pollution including sulfur dioxide exposure, show symptomatic changes including degradation of chlorophyll, lipid membrane peroxidation, decrease in ATP production, changes in respiration rate, (...) and alteration of endogenous auxins and ethylene production, although symptoms are known to vary with species and genotype. Sulfur dioxide has been shown to be damaging to photosynthesis but is relatively benign on nitrogen fixation which proposes as a hypothesis that the algal partner may be more in harm’s way than the cyanobiont. In fact, the Nostoc cyanobiont of sulfur dioxide-susceptible Lobaria pulmonaria carries a magnified set of sulfur (alkane sulfonate) metabolism genes capable of alkane sulfonate transport and assimilation, which were only unraveled by genome sequencing, a technology unavailable in the 1950–2000 epoch, where most physiology- based studies were performed. There is worldwide a growing corpus of evidence that sulfur has an important role to play in biological symbioses including rhizobia-legumes, mycorrhizae-roots and cyanobacteria-host plants. Furthermore, the fungal and algal partners of L. pulmonaria appear not to have the sulfonate transporter genes again providing the roles of ambient-sulfur (alkanesulfonate metabolism etc.) mediated functions primarily to the cyanobacterial partner. In conclusion, we have addressed here the role of the atmospheric pollutant sulfur dioxide to tripartite cyanolichen viability and suggest that the weaker link is likely to be the photosynthetic algal (chlorophyte) partner and not the nitrogen-fixing cyanobiont. El propósito del estudio es desarrollar un prototipo de un sensor inalámbrico de medición de calidad de aire. Este instrumento de medición será implementado en ambientes laborales para trabajadores de recolección de residuos sólidos. The security of the civil aviation network is closely related to flight safety. Security situation prediction is the advanced stage of situational awareness in the civil aviation network. In this article, a prediction approach of security situations for the air traffic management network is proposed on the basis of the wavelet neural network. The proposed approach adopts the wavelet theory and neural network, combining a time-series forecasting method for the prediction of security situations in the civil (...) aviation network. The development of radar, jet propulsion, ballistic missiles and the atomic bomb during the Second World War established and made visible to an unprecedented degree governmentally supported and directed research and development. National survival was now seen to depend on the mobilisation of a country's talents and resources in science and technology for military purposes.Prior to the Second World War, the National Advisory Committee for Aeronautics had established its own role in research. It also established the legitimacy of governmental patronage (...) for scientific research far beyond aeronautics. It was during that period that American politicians and the organs of public opinion became convinced and persuaded the electorate to think that science was indispensable for national security and well-being. A very great deal has been accomplished since then, but the credit for a pioneering role in the conduct of research with the financial support of the federal government must be given to the National Advisory Committee for Aeronautics. Concerted, timely action for mitigating climate change is of uttermost importance to keep global warming as close to 1.5°C as possible. Air traffic already plays a strong role in driving climate change and is projected to grow—with only limited technical potential for decarbonizing this means of transport. Therefore, it is desirable to minimize the expansion of air traffic or even facilitate a reduction in affluent countries. Effective policies and behavioral change, especially among frequent flyers, can help to lower greenhouse (...) gas emissions. For both, a positive evaluation and public support is indispensable. This study contributes to understanding air travel behavior and the perception of regulative policies. We examined the role of attitudes, perceived behavioral control, efficacy, global identity, and justice concerns for intentions to avoid flights and aviation-related environmental policy support. We conducted an online survey study with a quota sample of N = 2,530 participants in Germany. The strongest positive predictors of intentions to refrain from flying and policy support were perceived behavioral control to travel without flying, efficacy beliefs that avoiding air travel contributes to climate change mitigation, and intergenerational justice concerns; pro-travel attitude was a negative predictor. Moreover, we tested whether the provision of additional information on climate impact, global and intranational inequalities as well as subsidies affected the intention to avoid air travel and policy support. We found no effects of the different types of information. Nor did we find an interaction between the type of information provided and global or national identity. Our results highlight the need for a shift within the mobility sector that facilitates attractive and accessible transport alternatives in order to strengthen people’s behavioral control to choose other means than planes and their efficacy perceptions. Moreover, raising awareness of the impacts of climate change on future generations and developing strategies to promote people’s concern for intergenerational justice might motivate people to reduce air travel and thereby contribute to a livable future for new generations. This work aims to study strategies used in Argentine local development experiences, focussing on industrial design, marketing and entrepreneurship. In order to this purpose, backgrounds are analysed with this approach adding the study of three strategic plans for national and provincial-level that are currently in force. With the analysis of the transport system in the last decade, an accelerated cost increase is evident, resulting in a relatively higher price of distributed products. This situation that was initially perceived as a (...) disadvantage finally set up an opportunity to produce locally. The goal of this paper is to provide tools that contribute to the work shipped by key institutions for local development (public, private and intermediary organisations), and the way these interact with the actors and the territory. In particular, the identification of productive sectors and the selection of goods that can be produced and consumed locally, as a key input for the formulation of projects. (shrink)

With an overall objective of establishing association between air pollutants and incidence of respiratory diseases, the environmental professionals and medical practitioners have made significant contribution, using statistical mechanics in modelling epidemiological data, population characteristics, and pollution parameters. Broadly speaking, the studies have shown that the increase in vehicular traffic has been one of the causes of respiratory diseases. However, the WHO Centre for Environment and Health, Europe in its 2005 document states: “There is little evidence for a causal relationship (...) between asthma prevalence/incidence and air pollution in general, though the evidence is suggestive of a causal association between the prevalence/incidence of asthma symptoms and living in close proximity to traffic”. Decision making process in a real world is invariably based on perceptions which are expressed in words or may be in numeric terms and not in probability terms. In the paper, we made an attempt to model the perceptions of experienced pulmonologists in arriving at their combined degree of belief/plausibility/ignorance for all the possible combinations of identified respiratory diseases, using evidence theory and fuzzy relational calculus without collecting sizeable parametric data accumulated over a period of years. Tightening pollution norms by the regulatory authorities is an overall objective of the global efforts on greenhouse gases reduction in general, and air pollution mitigation in particular. The concept of solar battery operated electric vehicles for road transport is advocated, initially for two/three wheelers, and extending it to four wheelers, especially in the developing countries. The remarkable growth in the application of information and communications technologies indicates a great shift toward a globally integrated society. The urban metropolises are turning into intersections of transit and migration of goods, capital, services, cultures, knowledge and especially people. Moreover the flow of bodies, information and money is changing the rules of what defines national territory, space and identity. Social realities with specific qualities are appearing, implying a new spatial correlation between the local and the global. International airports and (...) within emerging extraterritorial zones have become an important threshold controlling the flow of people in a free market economy. The airport border mutates into an abstract space permeating the physical territory of the airport and beyond. This abstract border space, within which mobile bodies operate, is created by a bureaucratic system of inclusion and exclusion particular to transition states. Transit zones at airports emerge because of a complex set of factors: border crossing as well as increasingly stringent security and safety regulations. The innumerable thresholds within these transit zones are points of congestion governed and increasingly supported by technological systems of identification. Within the transnation state, the movement of bodies is the constant subject of streaming and proceduralization. Increasingly, the conventional system of control based on face-to-face interaction between the controlling and the controlled is being replaced by the algorithmic precision of database logic. The paradigm of pattern matching ensures precise verification of the uniqueness of the body, in turn offering new potentials for permeability and flux. These different orders of legal and economic categorization create manifold sub-territories accessible to select groups of travellers. Nowadays, the airport is a transnation state spatialized through a new order of architecture, a manifestation of technology of abstract procedures of transition, inclusion and exclusion, adopting emergent patterns of socio-spatial mobility in a globalized network. The exchange of goods and services between individuals is often formalised by a contract in which the parties establish norms to define what is expected of each one. Norms use deontic statements of obligation, prohibition, and permission, which may be in conflict. The task of manually detecting norm conflicts can be time–consuming and error-prone since contracts can be vast and complex. To automate such tasks, we develop an approach to identify potential conflicts between norms. We show the effectiveness of our (...) approach and its individual components empirically using two publicly available corpora, and contribute with a new annotated test corpus for norm conflict identification. This article intends to follow the path of building the notion of object in relation to the démarche Lacanian, as well as locate elements of rapprochement with Winnicott's transitional object. For accomplish our purpose, we begin with the object definition as proposed by Freud - (1) as the correlate of drive; (2) as the correlate of love and (3) in relation to the subject - and indicates the Lacanian option of emphasize the dimension of language in a reading that focuses (...) on Freud's theory and technique as a whole. In this context, Winnicott arises as an author that, proposing the concept of transitional object, allows Lacan's presentation of the distinction between the symbolic and imaginary records in relation to concepts of desire, demand and need while enabling the construction of a proper concept of object. One can consider that, in his formulations, Lacan does criticize the post-freudians for producing a deviation of the technique and doctrine of Freud in disregarding the subject's speech, favoring a practice of interpreting resistance. Winnicott is then greeted as a distinguished author, a post-Freudian psychoanalyst post that doesn't deviates from freudian's precepts and takes the clinic as its main support. The theoretical relations of approximation and distanciation between Lacan and Winnicott, allow us, in the body of this article, to problematize the bound between the concepts of object a and transitional object. O presente artigo visa discutir a ausência de vergonha na melancolia e a satisfação dos pacientes em comunicar o desprezo por si mesmo, tal como descritos por Freud em 1917. Para tanto, segue a argumentação do ensaio Luto e Melancolia e indica os aportes conceituais necessários para a apresentação da melancolia como uma neurose narcísica, distinta da vivência de luto.
