The aim of this essay is a philosophical reconstruction of the category of Eastern Europe (as topographical and ethical, and only by implication a geographical one). This will proceed in three steps. First, deconstruction of the category in question by exposing its colonialist and post-colonialist origins. Second, projection of a new cultural geography of Eastern Europe. The main criteria of which are: 1) belonging to the European community of values, 2) being directly and permanently exposed to (...) a paradoxical cultural formation, neither European nor Asian, which poses a constant threat to all neighboring states and nations – Russia. In the third step, Eastern Europe is presented as a specifically determined way of living, experiencing, and self-understanding, localized in particular space(s); that is, a particular ethos rooted in a concrete topos/topoi. This ethos has been driven by the ideals of freedom, equality, cultural diversity, and the sovereignty of the people; and actualized in a kind of cultural flexibility, hybridity, and polyphony. However, this ethos has never been something given. It has been gradually developing throughout its dramatic history, and this was not only a history of those sublime ideals (and their partial actualization), but also of their real and brutal negation. That is why this ethos is grounded in a constantly renewed activity of self-questioning and self-searching, in a persistently recurrent will of self-determination; and that is also why Eastern Europe cannot be enclosed in a single narrative, but it expresses itself through different and often competing stories. However, the concept of East European feminist philosophy is not totally nonexistent. Any statement about Eastern European feminist philosophy, therefore, should be preceded by a definition of the terminology in question. For example, even feminism and philosophy construct a phrase: feminist philosophy. This phrase, this neologism, can even be regarded as self‐contradictory. On the (...) one hand it seems to adhere to the traditional classification of knowledge, which maintains a privileged position of philosophy and, on the other hand, feminism stands for the disruption of traditional, especially hierarchical, paradigms and classifications. The concept of Eastern Europe was constructed during Enlightenment in order to solidify and purify the idea of Western Europe. The essay proposes that today the notion of Eastern Europe can be reclaimed: although traceable to a specific geographical region, Eastern Europe cannot be reduced to geopolitical and economic categories. It is rather a way of being that Heraclitus traces out with his aphorism “I went in search for myself.” Challenging the dichotomy between (...) the West and the non-West, Eastern Europe provides a vantage point from which we can approach philosophical and political problems in new ways. This paper discusses Eastern Europe as a way of being traceable to a specific place or topos in between the West and its Others. By virtue of fitting neither one of the terms of the usual dichotomy it could provide novel insights into Western or European identity, as well as social and political problems, such as immigration. More precisely, Eastern Europe is an instance of the process of creating the self through the encounter with an other (...) that is not radically other. Composed by Mendel Lefin of Satanów, an enlightened Polish Jew (maskil in the Hebrew terminology of (...) the period), Moral Accounting (Sefer Heshbon ha-Nefesh) was a crucial weapon in Lefin's lifelong literary war against Hasidism, the new Jewish pietistic movement which had captured the hearts and souls of much of eighteenth-century Polish Jewry. 1 The core of Moral Accounting was a boxed grid, seven lines by thirteen, which correlated, respectively, to the days of the week and to thirteen virtues in need of improvement. The grid was to be used daily throughout a thirteen-week cycle which repeated four times during the course of a year. Addressing a traditionally-educated Jewish audience, Mendel Lefin did not disclose the gentile source of the method of moral self-reform, but he did acknowledge that it was not his innovation: "Several years ago a new method was revealed, and it is [such] a wonderful invention for this [kind] of [moral] education that it seems that its renown will spread as quickly, if God desires it, as that of the invention of printing which brought light to the world." 2 [End Page 133] The creator of this "wonderful invention" was none other than Benjamin Franklin, whose "Rules of Conduct" first appeared in 1791 in the second part of his English Autobiography. 3There has been a noticeable interest recently among historians of the Jewish Enlightenment (Haskalah) to map carefully, region by region, the nuances and varieties of the Jewish encounter with modernity. 4 Nonetheless, Haskalah scholars have generally regarded Mendel Lefin's use of Franklin's technique as a confirmation of their view that the impetus for the Haskalah among East European Jewry lay in its exposure to the West in general and to the Berlin Haskalah's Western orientation in particular. 5 They have viewed Moral Accounting as merely a translation of yet another text of the European and American Enlightenments into Hebrew, and they have paid little attention to the Polish context and orientation of Lefin's work. 6 Implicit in this view, too, was the problematic assumption that translation of a text is an uncritical, acquiescent act. Mendel Lefin's wholesale adoption of Franklin's "Rules of Conduct," implied, first, a static, unidirectional influence of a Western text on an East European and, second, that Franklin's work itself had a fixed, absolute meaning which Lefin simply appended to his Hebrew book. This special issue explores an interdisciplinary topic that lies at the heart of Studies in Ethics, Law, and Technology. The life science industry is increasingly recognised as a key sector in the growth and development of many economies. As it gains momentum, policymakers are confronted with the need to facilitate growth whilst dealing with important ethical and regulatory challenges arising from new technosciences addressing human health and the environment. Such activities present special opportunities and threats to emerging economies such as (...) those in Central and Eastern Europe . Countries transitioning from state-run to free market economies are confronted with the need to engage with new actors within the innovation system, such as transnational corporations and public-private partnerships while finding a place within processes of scientific and academic globalisation. At the same time science throws up new social and ethical dilemmas connected with issues such as genetic databases, drug trials and GM crops. The special issue emerged from a workshop held in Prague in October 2007 that attempted to map a number of these dynamics within the region, and explore cases from outside of it that might inform life sciences development. During the last two decades, the intra-industry trade between western companies and former socialist enterprises in Central and Eastern Europe gradually shifted from the subcontracting of marginal operations such as final assembly to the outsourcing of products and intermediate inputs. To further enhance their competitiveness, firms in Central and Eastern Europe have yet to take one more step forward: integrate services with manufacturing. Developing such capabilities hinges, aside from intensive training and learning on the existence of (...) functional interactive knowledgebased innovation systems. Whereas Central and East European economies exhibit conspicuous weaknesses in this last respect, they still possess a countervailing advantage that is apt to lure foreign investors into the region: lower wage rates relative to western countries across all industries and skill levels. Offshoring therefore seems to be the most appropriate means to reconcile the two sides of the coin. (shrink)

Globalization and fragmentation, weakly controlled flows of information and knowledge, increasing cleavages in societies undergoing rapid change, flows of migrants, services and capital, bypassing the control of national governments, life styles and consumption patterns produced by electronic media and advertising - all these developments already have a significant impact on post-Soviet regions. And all kind of actors - decision makers, journalists, experts, students - perceive the environment beyond their respective national borders increasingly as the "playground" they have to take into (...) account, and as a framework for action. The chapters in this volume are produced by experts in the so called transformation countries in Eastern Europe. They address various questions on inter- and transnational relations, thereby offering a framework for reflection and for analysis of macro-trends around policy fields relevant for the countries in Central and Eastern Europe. The product certainly mirrows the specific environment of researchers, teachers and students in these countries. At the same time, it reflects a process of intensive discussion on the state of IR literature worldwide. It is foreign languages that allow one to carry out one’s professional duties at the international level, in particular in the academic field. Besides, they are recognized as a key to the development of human culture, which opens new opportunities for international integration and deepens cultural, intellectual and communicative functions of languages. Considering its historical post-totalitarian specifics and social roles, the development of foreign language education in higher education institutions in Eastern Europe, in particular Ukraine, includes materialist and (...) pragmatic and partly postmodernist trends, which need to be studied and analyzed in the context of a modern, postcolonial society. The research aims to systematize theoretical issues and generalize the experience of developing foreign language education for future humanities teachers in pedagogical universities in Ukraine, as well identify some proper ways to implement authentic and world experience into the modern practice of training future foreign language professionals. The following pedagogical strategies are considered to be certain productive areas in the combination of classical and postmodernist trends in education: the integration of repetitive teaching methods and creative activity; the combination of modular and problem-based learning; the use of non-communicative models and cognitive strategies of foreign language education; the introduction of models of foreign language education, which make it possible to specify social, professional and research activity of the student’s personality; the reinforcement of extra-curricular activities in the context of foreign language education. The historical trajectory of Central and Eastern Europe differed significantly from that of the West. The region became the periphery of a transforming West during the early modern centuries. The nineteenth and twentieth centuries were characterized by repeated attempts to catch up with the West. Romanticism brought in Western ideas and generated struggles for national independence and modernization. Failures paved the way for desperate revolts in the inter-war years. Left- and right-wing revolutions engulfed the region. Authoritarian, Fascist and (...) Communist regimes looked for short cuts to finish nation-building and industrialization. In the end, all versions of state-run modernization failed, and the region revolted against them. At least its western rim seems to be successfully returning to Europe at the turn of the millennium. Bioethics as it stands today is a typically American product, but whether it can be spread across the globe as easily as Coca-Cola remains to be seen. Historically, we can observe that the internationalization of bioethics has taken place in a form of concentric waves beginning in the United States and encompassing increasingly new territories having older roots. Born in the 1960s, bioethics as the study of ethical issues in life sciences began to permeate the Anglo-Saxon world. Ten years later (...) it penetrated countries with developed liberal democratic traditions and remnants of the different Protestant attitudes to life where issues such as patients' rights, abortion, euthanasia, eugenics quickly started to appear frequently in newspapers, magazines, and on television. Then in the '80s the bioethics wave swept into the European community, and by the end of the '80s and early '90s bioethics advanced timidly into Eastern Europe. Because the difficult birth of bioethics in Eastern Europe is not widely known, the purpose here is to provide a perspective of that development, including its struggle with a totalitarian legacy, as well as to offer some comments as to how current cultural gaps between East and West, and especially between the Western and Orthodox worlds, might be bridged. The purpose of this 'Introduction' is to provide an objective approach to the study of contemporary East-European dialectical materialism. It consists of three parts. Part I outlines the common features of the standpoints of East-European philosophers, defining a set of basic propositions functioning as universally accepted premisses of dialectical materialist philosophic construction. Part II considers the hierarchy of East-European philosophic life and sketches the conditions of philosophic activity. Part III draws analogies and points out the differences between contemporary philosophy in (...) Eastern Europe and the West (the latter exemplified by Anglo-Saxon philosophy). This article pursues two distinct yet interrelated levels of analysis. Theoretically, the article seeks to destabilize Western narratives of a transition from humanism to anti- and post-humanism in radical scholarship by foregrounding two traditions from Eastern Europe and the Caribbean where the language of the human persisted long after its declared obsolescence in the West. The argument made here is that these divergent narratives of the human were neither wholly contingent nor just a matter of distinct intellectual traditions, (...) but were deeply interwoven with both the history of the Cold War and the legacies of colonialism. On a praxical-political level, the article also engages in a close reading of arguably the major tradition of Marxist humanism in Eastern Europe, that of the Praxis circle in former Yugoslavia. No society works exactly like its constitution, and no organization functions exactly according to its official administrative guidelines. In the life of all societies and all bureaucratic organizations — East and West — there exist a whole variety of “informal structures” by which people accomplish their delegated tasks or through which they achieve their own personal goals. In the West, we speak of such informal structures in terms of “networks” or “connections.” Those who “know somebody” can go around the bureaucratic (...) queue or obtain free goods and services which others have to pay for. The quest for freedom from hunger and repression has triggered in recent years a dramatic, worldwide reform of political and economic systems. Never have so many people enjoyed, or at least experimented with democratic institutions. However, many strategies for economic development in Eastern Europe and Latin America have failed with the result that entire economic systems on both continents are being transformed. Publication ethics is an important aspect of both the research and publication enterprises. It is particularly important in the field of biomedical science because published data may directly affect human health. In this article, we examine publication ethics policies in biomedical journals published in Central and Eastern Europe. We were interested in possible differences between East European countries that are members of the European Union (Eastern EU) and South-East European countries (South-East Europe) that are not members (...) of the European Union.The most common ethical issues addressed by all journals in the region were redundant publication, peer review process, and copyright or licensing details. Image manipulation, editors’ conflicts of interest and registration of clinical trialswere the least common ethical policies. Three aspects were significantly morecommon in journals published outside the EU: statements on the endorsement of international editorial standards, contributorship policy, and image manipulation.On the other hand, copyright or licensing information were more prevalent in journals published in the Eastern EU. The existence of significant differences amongbiomedical journals’ ethical policies calls for further research and active measuresto harmonize policies across journals. ABSTRACT The EU’s activation of Article 7 procedures against Hungary and Poland signals that it is beginning to take seriously the illiberal turn in Central Europe. However, the likelihood that the EU can restrain populist and illiberal tendencies in Hungary and Poland in the near future is slim. Despite the efficacy of the EU and other international organizations in promoting liberalism in these countries in the past, similar efforts are hobbled by a lack of political will and by significant (...) bureaucratic hurdles. The impetus to protect the liberal institutions and practices developed after the collapse of communism must come from the combined efforts of additional external actors and, most of all, by strong pressure from below.
