Popper holds to the unity of scientific method: any differences between natural and social science are a product of theory, not a pretheoretical premise. Distin guishing instead pure and applied generalizing sciences, Popper focuses on the different role of laws in each. In generalizing social science, our tools are the logic of the situation, including the rationality principle, and unintended conse quences. Situations contain individuals, but also social entities not reducible to individuals: conspiracy theory is the extreme form of individualism. (...) Action in situations has unintended consequences. Both social and natural laws may be required to explain outcomes. The fate of Popper's ideas is a case study in the logic of the situation. Professional philosophers of social science lean toward individualism and a priorism (either intuitionist or rational choice). There are social and political explanations of this outcome, but little critical engagement with Popper's ideas. (shrink)

This article raises the question of whether standard economics with the general equilibrium model at its core applies situational analysis in a Popperian sense. Contrary to Popper's own view, the authors come to the conclusion that this is not the case. Standard economics fails to represent elements essential to any social situation in an adequate manner. It comprises uncertainty, time and space, social interaction, unintended effects, as well as culture and institutions. The authors suggest, therefore, the socioeconomic context as an (...) alternative approach to analyzing social situations. It consists of four basic elements: (1) dominant worldviews, (2) institutions and technologies, (3) relative prices, and (4) political instruments. The potential for biases being built into algorithms has been known for some time, yet literature has only recently demonstrated the ways algorithmic profiling can result in social sorting and harm marginalised groups. We contend that with increased algorithmic complexity, biases will become more sophisticated and difficult to identify, control for, or contest. Our argument has four steps: first, we show how harnessing algorithms means that data gathered at a particular place and time relating to specific persons, can be used (...) to build group models applied in different contexts to different persons. Thus, privacy and data protection rights, with their focus on individuals, do not protect from the discriminatory potential of algorithmic profiling. Second, we explore the idea that anti-discrimination regulation may be more promising, but acknowledge limitations. Third, we argue that in order to harness anti-discrimination regulation, it needs to confront emergent forms of discrimination or risk creating new invisibilities, including invisibility from existing safeguards. Finally, we outline suggestions to address emergent forms of discrimination and exclusionary invisibilities via intersectional and post-colonial analysis. (shrink)

This book offers a comprehensive treatment of the classical decision problem of mathematical logic and of the role of the classical decision problem in modern computer science. The text presents a revealing analysis of the natural order of decidable and undecidable cases and includes a number of simple proofs and exercises.

The theme of this book is formed by a pair of concepts: the concept of formal language as carrier of the precise expression of meaning, facts and problems, and the concept of algorithm or calculus, i.e. a formally operating procedure for the solution of precisely described questions and problems. The book is a unified introduction to the modern theory of these concepts, to the way in which they developed first in mathematical logic and computability theory and later in automata theory, (...) and to the theory of formal languages and complexity theory. Apart from considering the fundamental themes and classical aspects of these areas, the subject matter has been selected to give priority throughout to the new aspects of traditional questions, results and methods which have developed from the needs or knowledge of computer science and particularly of complexity theory. It is both a textbook for introductory courses in the above-mentioned disciplines as well as a monograph in which further results of new research are systematically presented and where an attempt is made to make explicit the connections and analogies between a variety of concepts and constructions. Purpose – Ubiquitous computing and “big data” have been widely recognized as requiring new concepts of privacy and new mechanisms to protect it. While improved concepts of privacy have been suggested, the paper aims to argue that people acting in full conformity to those privacy norms still can infringe the privacy of others in the context of ubiquitous computing and “big data”. Design/methodology/approach – New threats to privacy are described. Helen Nissenbaum's concept of “privacy as contextual integrity” is reviewed concerning (...) its capability to grasp these problems. The argument is based on the assumption that the technologies work, persons are fully informed and capable of deciding according to advanced privacy considerations. Findings – Big data and ubiquitous computing enable privacy threats for persons whose data are only indirectly involved and even for persons about whom no data have been collected and processed. Those new problems are intrinsic to the functionality of these new technologies and need to be addressed on a social and political level. Furthermore, a concept of data minimization in terms of the quality of the data is proposed. Originality/value – The use of personal data as a threat to the privacy of others is established. This new perspective is used to reassess and recontextualize Helen Nissenbaum's concept of privacy. Data minimization in terms of quality of data is proposed as a new concept. (shrink)

The article analyzes the relation of humans and technology concerning so called ‘intelligent’ or ‘autonomous’ algorithms that are applied in everyday contexts but are far removed from any form of substantial artificial intelligence. In particular, the use of algorithms in surveillance and in architecture is discussed. These examples are structured by a particular combination of continuity and difference between humans and technology. The article provides a detailed analysis of boundary practices that establish continuity and oppositions between humans and information technology, (...) referring to their exemplary depiction in movies. Both strands of boundary practices have the potential to challenge as well as sustain the position of the human as liberal, autonomous subject. Finally, it is shown how the particular combination of continuity and difference that structures the use of algorithms maintains the power of liberal, autonomous subject positions, while the shift of decisions to the algorithms seems to decenter the human. There is sufficient evidence from more recent experiments in psychology that equal retinal stimulus-elements do not lead to equal experiences and reactions except under certain rather specific conditions. An unsophisticated observer will find himself surprised to be able to cover with his own finger a person entering the door of his living room. When the finger is moved to the right or left, thus doing away with the precise retinal coincidence with the person, the observer will soon become unable to (...) recognize intuitively the actual retinal stimulus equality of the two distant things. This usually holds even for the case when he is making every inner effort towards an antagonistic, analytic perceptual attitude of the type which is used by painters or draughtsmen in order to represent the environmental situation in a similar way as it would project itself on a photographic plate or on a retina. Discipline and Punish analyzes the role of collecting, managing, and operationalizing data in disciplinary institutions. Foucault’s discussion is compared to contemporary forms of surveillance and security practices using algorithmic data processing. The article highlights important similarities and differences regarding the way data processing plays a part in subjectivation. This is also compared to Deleuzian accounts and Foucault’s later discussion in Security, Territory, Population. Using these results, the article argues that the prevailing focus on transparency and accountability in the discussion of (...) algorithmic applications needs to be amended with a perspective on different forms of subjectivity and ensuing power relations. The editor of this Journal has asked me to comment on the preceding paper by Professor Hammond in which certain parallels are drawn between relativity physics and my own suggestions concerning the establishment of “representative design” in psychological experimentation. Since I find little basis for criticism of Dr. Hammond's major line of reasoning, I shall concentrate on anticipating possible objections to Hammond's comparison as well as on elucidating my point of view by means of examples, both old and new, that (...) seem pertinent in the present context. Eine Neuverortung des Privaten, wie im Titel dieses Bands angekündigt – was hat es damit auf sich? Wer oder was sind die treibenden Kräfte hinter dieser Entwicklung? Warum ist sie notwendig oder zumindest sinnvoll? Was steht dabei auf dem Spiel?

Solving the 4-d Einstein equations as evolution in time requires solving equations of two types: the four elliptic initial data (constraint) equations, followed by the six second-order evolution equations. Analytically the constraint equations remain solved under the action of the evolution, and one approach is to simply monitor them (unconstrained evolution). The problem of the 3-d computational simulation of even a single isolated vacuum black hole has proven to be remarkably difficult. Recently, we have become aware of two publications that (...) describe very long term evolution, at least for single isolated black holes. An essential feature in each of these results is constraint subtraction. Additionally, each of these approaches is based on what we call “modern,” hyperbolic formulations of the Einstein equations. It is generally assumed, based on computational experience, that the use of such modern formulations is essential for long-term black hole stability. We report here on comparable lifetime results based on the much simpler (“traditional”) ${\dot g} - {\dot K}$ formulation. With specific subtraction of constraints, with a simple analytic gauge, with very simple boundary conditions, and for moderately large domains with moderately fine resolution, we find computational evolutions of isolated non-spinning black holes for times exceeding 1000 GM/c2. We have also carried out a series of constrained 3-d evolutions of single isolated black holes. We find that constraint solution can produce substantially stabilized long-term single hole evolutions. However, we have found that for large domains, neither constraint-subtracted nor constrained ${\dot g} - {\dot K}$ evolutions carried out in Cartesian coordinates admit arbitrarily long-lived simulations. The failure appears to arise from features at the inner excision boundary; the behavior does generally improve with resolution. (shrink)
