Today political theorists and the public generally often associate descriptive representation with democracy. However, in Victorian Britain supporters of descriptive representation tended to be arrayed against democracy. The impression that democracy was incompatible with descriptive representation and a set of related values, primary among which was deliberation, formed one of the great obstacles which democratic theory faced in this period. These values belonged to a traditional theory of representation which held that Parliament ought to be a mirror of the nation (...) in its diversity and which judged democracy, in contrast, to be an illiberal mode of regulating the franchise because it risked handing the representation wholly to one part or class within society. In response to this school of thought, democratic theory developed two conflicting responses: first, that democracy could accommodate social and ideological diversity; second, that democracy was irreconcilable with the goal of mirroring diversity, but that nevertheless democracy had to be preferred on grounds of fairness and non-arbitrariness. ABSTRACT As the most famous critic of John Stuart Mill, James Fitzjames Stephen has often been assumed to have been a religious conservative or even reactionary. In contrast to these assessments, this article shows that Stephen's most consistent enemies were what he took to be the two most significant religious forces of the modern world: Ultramontane Catholicism and Comtean Positivism. The article explores his objections to these two religious ideologies, which he saw as sharing certain harmful features. It then shows (...) that his famous critiques of John Stuart Mill and liberalism had much in common with his attacks on Ultramontanism and Positivism; for example, he charged that they rested on an implausible philosophical anthropology and that they degraded the state. According to Jeremy Waldron, John Locke's argument for the instrumental irrationality of persecution is fatally flawed. In this paper, I offer evidence that Waldron has misread Locke, and that Locke's views about why persecution generally proves inefficacious have greater plausibility than Waldron allowed. Locke's argument for the irrationality of intolerance does not, as has been thought, rest on a tendentious ontological distinction between ‘the will’ and ‘the understanding’, but on an account of the adverse psychological reaction of victims of persecution (...) to their plight. Persecution, Locke argued, provokes in its victims feelings of distrust and hostility that diminishes the chances that they will convert to the religion that has persecuted them. An appeal to the ‘victim's perspective’ in order to dissuade would-be persecutors was a fundamental part of his case for toleration, and one that was noticed and employed by other proponents of toleration. In Feb. 2022 Sungho Kimlee passed away. In his memory, we present this revised and abridged version of a portion of his dissertation, Factions and Orders: from Machiavelli to Madison. Sungho summarized the work as follows: “Since antiquity, thinkers have held that every society consists of two hostile orders – the few and the many. But they have disagreed on the proper method for defusing this civic divide, and their various proposed remedies can be classified into three approaches. The first (...) approach aims to eliminate the division between the rich and the poor by abolishing private property. Plato’s Republic inaugurated this method, which was later embraced with ambivalence by Thomas More and vigorously defended by Karl Marx. The second approach merely aims to contain the harmful effects of the binary civic divide. Plato proposed two methods for accomplishing this in the Laws: Plutarch championed the first method, and Aristotle the second. My dissertation traces the genealogy of the third approach – the method of supplanting the binary civic divide with more numerous divisions. This oft-neglected method was pioneered by Rousseau, who prescribed the creation of artificial divisions by the state as a remedy for majority factions. (shrink)

In this review of Gregory Conti's Parliament the Mirror of the Nation, I offer an outline of what I take to the thesis of that work: that during the mid-Victorian period, mirroring was a key goal of representation, which dominated and framed discussions of post-1832 debates on parliamentary reform. I focus, in particular, on the teleological orientation of the arguments that Conti uncovers in his systematic reconstruction of debates that Conti offers.

Representation in the Anglo-American tradition has often been conceived in terms of the “refine and filter” model commonly associated with The Federalist. Gregory Conti challenges this concept of representation by bringing to light an alternative tradition of “mirroring” that preoccupied nineteenth-century British thinkers who were intent on parliamentary reforms. While Conti’s recovery of this “mirroring” tradition offers potentially useful insights for contemporary theorists of descriptive representation, it nonetheless hinges on an assumption that representative government is a qualitative (...) matter of deliberation rather than the purely quantitative voting that has come to the forefront with the rise of mass democracy. In this paper, we defend the view that Spinoza is committed to allowing for the existence of a plurality of possible worlds, that his necessitarianism is merely moderate, not strict enough to exclude the possibility of other worlds. Philosopher of science Bruno Latour defines the image as “any sign, work of art, inscription or painting serving as a mediation to reach something else.” According to this definition, mediation could very well be a synonym for image. In this article, I would like to use Latour’s work to argue for the crucial role that images play in overcoming a certain modern worldview that has divided the world into ontological essences that separate subject and object, nature and culture. It is (...) precisely the erasure of the mediations, the images that connect these different forms of life together, that has led to the positing of the modern constitution of autonomous essences, cut off from the many agencies that give them life. Using the art installations of artist Tomas Saraceno, this article will show that it is precisely this mediating role of art that lends it such an interdisciplinary and phenomenological role in allowing the invisible webs connecting earth and sky, nature and culture, human and non-human, to be seen. Voltamo-nos para a elaboração foucaultiana do termo de modo a esclarecer, em linhas gerais, seu sentido. Essa breve análise da noção de biopolítica encaminha-nos para o conceito de tanatopolítica, que aparece, na segunda parte do texto, como epíteto da derivação funesta da biopolítica. Na terceira parte, a partir de uma perspectiva biopolítica, lançamos luz sobre a crise (...) que enfrentamos. Trata-se de um esforço de evidenciar o sentido biopolítico da crise atual, considerando o conteúdo das reflexões de Foucault. Finalmente, na quarta parte, atualizamos o debate acerca da biopolítica por meio de uma análise da noção de imunidade formulada por Esposito, a qual fornece uma importante chave interpretativa da pandemia atual. Nonetheless there are certain questions that perennially recur. One might readily say that scientists have not yet reached the proper answers, but judging from what they have already accomplished satisfactory answers will be forthcoming in the revolving years. The complexity and inefficiency of the U.S. health care system complicates the distribution of life-saving medical technologies. When the public health is at stake, however, there are alternatives. The proposal for a national PrEP program published in this issue of the Journal applies some of the lessons of the national COVID vaccine campaign to HIV prevention. Gregory T. Doolan provides here the first detailed consideration of the divine ideas as causal principles. He examines Thomas Aquinas's philosophical doctrine of the divine ideas and convincingly argues that it is an essential element of his metaphysics. According to Thomas, the ideas in the mind of God are not only principles of his knowledge, but they are productive principles as well. In this role, God's ideas act as exemplars for things that he creates. As Doolan shows, this theory (...) of exemplarism is an integral part of Thomas's account of the existence and order of the created universe. It also accounts in part for the freedom of God's creative act. The volume begins with an introduction to Thomas's doctrine of exemplarism and then addresses his arguments for the existence of exemplar ideas within the mind of God. Having established the existence of divine ideas, Doolan considers how Thomas reconciles their multiplicity with God's simplicity. The work identifies the various things for which Thomas posits divine ideas. As Doolan is careful to show, Thomas does not consider all of these ideas to be exemplars because not all of them act as causal principles. After identifying the ideas that do act in this way, Doolan considers how such exemplars can be causes of natural things without compromising the causality of natural agents. The volume culminates with a consideration of the role that the divine ideas play within the structure of Thomas's theory of participation. ABOUT THE AUTHOR: Gregory T. Philosophers have recently argued that self-fulfilling beliefs constitute an important counter-example to the widely accepted theses that we ought not and cannot believe at will. Cases of self-fulfilling belief are thought to constitute a special class where we enjoy the epistemic freedom to permissibly believe for pragmatic reasons, because whatever we choose to believe will end up true. In this paper, I argue that this view fails to distinguish between the aim of acquiring a true belief and the aim of (...) believing what is true. While one cannot usually fail to establish that one will acquire a true belief without establishing the truth of the believed proposition, in the case self-fulfilling belief the two can come apart. I argue that insofar as the aim of belief has to do with determining whether the believed proposition is true, it will be both impossible and impermissible to believe for pragmatic reasons. (shrink)

Some philosophers have offered structural representations as an alternative to indicator-based representations. Motivating these philosophers is the belief that an indication-based analysis of representation exhibits two fatal inadequacies from which structural representations are spared: such an analysis cannot account for the causal role of representational content and cannot explain how representational content can be made determinate. In fact, we argue, indicator and structural representations are on a par with respect to these two problems. This should not be surprising, we contend, (...) given that the distinction between indicator and structural representations is better conceived as one involving degree rather than kind. (shrink)

Antiretroviral pre-exposure prophylaxis (PrEP) is protective against HIV. Low utilization rates amongst HIV vulnerable populations are due in part to the high cost of PrEP. Generic PrEP offers the potential to improve health at significantly reduced costs. In this study, we examine early utilization patterns and prices for generic PrEP. We discuss the opportunities and challenges for generic PrEP to improve health among HIV vulnerable populations.

Psychophysical scaling models of the form R = f, with R the response and I some intensity of an attribute, all assume that people judge the amounts of an attribute. With simple biases excepted, most also assume that judgments are independent of space, time, and features of the situation other than the one being judged. Many data support these ideas: Magnitude estimations of brightness increase with luminance. Nevertheless, I argue that the general model is wrong. The stabilized retinal image literature (...) shows that nothing is seen if light does not change over time. The classification literature shows that dimensions often combine to produce emergent properties that cannot be described by the elements in the stimulus. These and other effects cannot be adjusted for by simply adding variables to the general model because some factors do not combine linearly. The proposed alternative is that people initially judge the entire stimulus – the object in terms of its environment. This agrees with the constancy literature that shows that objects and their attributes are identified through their relations to other aspects of the scene. That the environment determines judgments is masked in scaling studies where the standard procedure is to hold context constant. In a typical brightness study the essential stimulus might be the intensity of the light or a difference between the light and the background. The two are perfectly confounded. This issue is examined in the case of audition. Judgments of the loudness of a tone depend on how much that tone differs from the previous tone in both pitch and loudness. To judge loudness people first seem to process the stimulus object in terms of differences between it and other aspects in the situation; only then do they assess the feature of interest. Psychophysical judgments will therefore be better interpreted by theories of attention that are based in biology or psychology than those that are based in classical physics. (shrink)

SummaryThis article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 (...) and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe.
