Introduction. The authors clarify and expand the concepts of heterogeneity properties of regional socio-economic and digital spaces. Heterogeneity of space is associated with the regional uneven development and results in their socio-economic and digital differentiation, which, in turn, determines unequal conditions for ensuring the population’s life quality. In the context of the study, heterogeneity of the regional space is defined as a property of uneven spatial development of the Russian Federation’s constituent entities according to the territorial, (...) sectoral, and temporary characteristics that determine and affect the level and quality of life of the population. The citizens’ life quality throughout the country is an absolute priority of economic development at the federal and regional levels. Indeed, only then should we speak of a positive assessment of economic growth when it does not follow the path of the previous inefficient development, but is aimed at achieving a real improvement in people’s wellbeing [3; 4; 17]. Taking into consideration the particular importance of social priorities and their implementation throughout the country, the authors think it necessary to study the properties of the economic space, to determine their impact on the population’s life quality. The aim of the study is to analyze the effect of heterogeneity of the regional socio-economic and digital spaces on the population’s life quality in the Russian Federation’s constituent entities. Methods. To conduct the study, the authors make use of statistical analysis based on the data of the Russian Statistics Agency, Moscow School of Management Skolkovo, Russian Information Agency Rating; content analysis, methods of comparative analysis and positioning of regions. The scientific novelty of the study consists in expanding ideas about heterogeneity of the regional space from the standpoint of the regional socioeconomic situation and the level of their digitalization, which result in differentiating the Russian Federation’s subjects and unequal conditions for the people’s life, to a different extent affecting the population’s life quality throughout the country. In methodological terms, the study is supplemented by a pairwise comparison of the regional space characteristics and the multivariate positioning of regions in the coordinates: socio-economic space - quality of life; digitalization is a quality of life. Results. The authors study the impact of integrated indicators of the socio-economic situation of the regions, their digitalization level on the population’s life quality in the Russian Federation’s constituent entities. At the same time, the authors apply a comparison of various integral nature of the regional space indicators used, as a rule, autonomously, for multi-characteristic typologies (groups of regions I—IV and groups of regions A—D), by means of which a group of the most powerful regions was identified where the life quality is associated with the best socio-economic situation and active digitalization of these regions. Conclusions. It was found that uneven economic and digital territory development leads to interregional differentiation of the population’s life quality, as a result of which the leading regions and the outsider regions are distinguished, characterized by unequal conditions for the citizens’ life. The typology made it possible to identify groups of regions for which selective measures are needed to increase the level and quality of the population’s life. For some regions, the priority is to use their economic potential and new digital technologies, for others, active interregional interaction; the third (the weakest) cannot provide a decent standard of living without profound government support. Goal of this article is to study the system application directions of marketing tools and technologies to improve the competitiveness of the region and regional markets in the changing conditions of the environment. It is noted that the theory and practice of marketing in the modern territorial administration considers it as a key factor of competitiveness, which will help to keep existing residents and attract expensive, educated, skilled workforceand form comfortable conditions for the operation of existing businesses (...) and develop programs of attractiveness for investors and new entrepreneurs, to develop a unique tourism product focused on the re-visiting etc. It was considered the role of regional marketing definitions of national and foreign scientists. The attention is focused to the fact that despite the growth of attention of theorists and practitioners to territorial management technologies and marketing tools, many questions remain in terms of adapting to the needs of different territorial levels. The main problems associated with the direct transfer of technology of the corporate sector in management system and life activity of regions and cities. Stated that competitiveness as the object marketing impact should be considered within the classical concept of territorial marketing, according to which the bodies of local authorities should seek to identify current and future needs of target segments and play them in goods and services area better than do competitors. The classical concept, along with other modern concepts of territorial marketing gives to marketing a kind of integrator partnership of territorial authorities and target audiences. Were described the main subjects marketing in the region, discussed their role in enhancing the competitiveness of the regional markets systems on condition of the realization of their own interests and considered. It is noted that the main task of marketing should be increasing the attractiveness of its territory - complex of resources conditions, relationships, objects that allow in the market conditions to reorient themselves to the flow of resources, which will compete with other regions. Marketing territories allows to clearly understand that successful economic and social development should be to re-evaluate the area and conditions for the operation and development of the territory. It was established that today is activated the use of marketing approach in the local administration, but there is no systematic use of all marketing tools when forming strategies of Ukrainian cities and regions the use of limited marketing application of communication tools and event technologies and remain out of sight other important elements of the marketing mix. Specified directions for using the elements of the marketing mix in the process of ensuring the competitiveness of the region and the transformation of the system of regional markets. Integrated use of elements of the complex of territorial marketing, its successful "mixing", harmonization of marketing strategies and policies, can form a set of practical tools of adaptation the region to the market situation in the region to ensure competitiveness and create conditions for the implementation of strategic development programs. It was concluded that regional marketing system of regional markets makes it possible to form the best competitive advantages for customers compared with other areas, promotes the efficient use of resources to improve the competitiveness and image, helping to attract economic agents increasing the attractiveness and competitiveness of the region aimed at sustainable development of the region, and creating a long term and mutually beneficial relationships with internal and external partners. Client-orientation of marketing approach to the management of the region and to transform the system of regional markets allows you to create unique properties of the region as a place of residence, visiting, business investment and promote it successfully in domestic and foreign markets. The global market for biologics and biosimilar pharmaceutical products is experiencing rapid expansion, primarily driven by the continuous discovery of new molecules. However, information regarding Latin America’s biological market remains limited.

Introduction. Developing human potential, improving the population’s life quality of the regions are the unconditional priorities of the regional socio-economic policy. The implementation of such priorities requires an objective assessment of the existing socio-economic situation of the Russian Federation’s constituent entities, an analysis of the conditions for regional development, a search for economic growth drivers, and the development of effective mechanisms for implementing priorities. The designated issues are in the area of scientists’ and specialists’ close attention, whose (...) range of scientific research and applied practices is constantly replenished. In this regard, the article expands the understanding of the complexity of the regions’ socio-economic and technological development, and various aspects of the processes of regional development are considered on the basis of the proposed model, the essence of which is represented by the triad “conditions-factors-results”. Within the framework of the proposed triad, «conditions» were determined by the socio-economic situation of the region, scientific, technological and digital «factors» were considered as drivers of development; and “results” were investigated through social parameters that reflect the level of human development. Taking into account the importance of achieving social results in the framework of technological development, studies aimed at studying the interdependence of the processes of technological transformation and human development seem to be very timely and relevant. Purpose. Reveal the mutual influence of the scientific and technical potential and the level of digitalization of the territory, as factors of socio-economic development, on the human potential of the region. Methods. For the study, a statistical analysis was used based on data from Rosstat, Moscow School of Management Skolkovo, RIA Rating; correlation analysis; methods of comparative analysis, rating, grouping and positioning of regions. The scientific novelty of the research consists in the developed model of regional development, the content of which is described by the triad “conditions-factorsresults”. The conditions of regional development are considered as opportunities to achieve the set goal, factors - as catalysts for technological development of territories, results - as an increase in human potential. At the same time, the model has reproductive characteristics, since it provides for direct and feedback connections, namely: the achieved «results» affect and change the «conditions» that form the updated «factors», which in turn generate new «results». The resulting cumulative effect of the technological development of the regions is converted into the strengthening and development of human potential. Results and Conclusions. The authors conducted a study on the influence of integral indicators of the socioeconomic situation of regions, the level of scientific and technical potential and digitalization on the human development index of the regions of the Ural and Siberian federal districts. The comparison of the regions was carried out both separately for each federal district and jointly for all regions of the two districts. The grouping and positioning of regions in the study of the triad «conditions-factors-results» made it possible to identify the strongest regions where a favorable socio-economic situation, high digital and scientific and technical potential contribute to the development of human potential. In contrast, less prosperous regions (from the standpoint of conditions and factors of technological development) are not capable of a technological breakthrough and are limited in their impact on human potential. The unevenness of digital development and the scientific and technical potential of the regions was established, and the leading regions and outsider regions characterized by unequal opportunities for technological development were identified. The positioning of the regions made it possible to identify groups for which measures are needed to expand opportunities for technological development. The influence of the level of digitalization and scientific and technical potential on the human development index was established, which made it possible to identify regions, one of which is advisable to be included in interregional interaction (partnerships) to enhance the use of their specific capabilities, while others - to overcome the lag in the studied areas of development. This study conducted a social network analysis of the evolutionary characteristics of the world dairy trade network based on the overall trade pattern. In addition, the evolution of trade blocs and the co-opetition relationships involving dairy products in major countries were analyzed in terms of supply and demand. The results show that continuous and complex changes have taken place in the world’s dairy trade network since 2001. The number of trade entities in dairy products has stabilized since 2012. At (...) present, approximately 94% of countries (regions) are involved in dairy product trade, such that the world dairy trade network exhibits the small-world effect and scale-free property. The world import pattern for dairy products has changed. While export centers have not changed, import centers have shifted from Europe, America, and East Asia to North America, East Asia, and the Middle East. The world dairy trade network consists of the EU trade bloc headed by Germany, the former Soviet Union–Brazil trade bloc, and the Asia–Australia–America trade bloc. The trade blocs have evolved due to geographical positions, historical cultures, and political relations. In a trade bloc, the diversification of import sources is more prominent in demand countries. European and Asian markets have become the main markets of the major exporters. In this study, the evolutionary characteristics of the world dairy trade network and the co-opetition relationships were analyzed to provide scientific support to inform the development of dairy trade policies. Population ageing is one of the key processes affecting the development of European Union countries. The aim of this paper is an indication of the possibility of collective action against this challenge at the regional level. Article describe assumptions and recommendations for strategic management which taking into account the cooperation of entities from public sector (local governments), market sector (business) and social sector (NGOs). Closer analyses will be conducted on two examples of initiatives from European Union: the Regions (...) for All Ages programme and network organization SEN@ER - Silver Economy Network of European Regions. Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it (...) possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town. China has undergone a rapid process of modernization since 1949. The modernization process has accelerated with the development of the market economy and rural-to-urban migration after the 1980s. Nevertheless, Chinese regions still exhibit substantial differences in terms of individualist/collectivist cultural orientations. The rice theory and the climato-economic theory have attempted to explain this variation by analyzing provincial-level data. Based on a quantitative analysis of more granular, county-level variables spanning from the early 1990s until 2010, we offer an alternative account of (...) this cultural variety based on lineage development in different Chinese regions. Using the ArcGIS geographic information system, we first present the regional distribution of individualism/collectivism indicators at the county level through descriptive statistics and spatial analysis. We also run a regression model to analyze county-level data on individualism/collectivism that includes three periods. Our multi-level analysis shows that lineage development is a critical variable that explains more regional variation of culture in China when compared to other variables. While rice farming, the key variable of the rice theory, is a significant variable, its explanatory power is less than the lineage variable. Finally, our analysis shows that the climato-economic theory fails to explain the regional variation of culture. (shrink)

The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of “shrinking regions” and two initiatives: Regions for All Ages and SEN@ER - Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver (...) economies. It is supplemented by some conclusions from the analysis of selected regional development strategies in Poland. Summary sets out possible directions for further research for national institutions. The article examines the dynamics of organizations engaged in financial and insurance activities, assesses the institutional provision of the banking services market, represented by the number of insurance entities in dynamics in recent years, analyzes the volume of insurance fees and payments, analyzes (...) the number of organizations and the volume of the microfinance market. Scientific novelty lies in unlocking the potential of the financial services market in the Krasnodar Territory. Regenerative medicine requires living cells in order for it to work. The process involves a biologist entering the body, cutting into its flesh and taking away a part of it in order to return with an improvement. In other words, to optimize the body it first needs to be deconstructed. This process is demonstrated in the project ‘Hair in Vitro’. However, the fact that it is difficult to reconcile oneself with such a ‘disfigurement’ testifies to a certain sacredness surrounding the (...) body in western culture, where its wholeness and completeness is still fundamental. Nevertheless, could one argue for the idea of an intimate, individual body; of an identity that is preponderantly distinguished and separated from the other world (especially if a human is to be acknowledged as being immersed in the world); where things reciprocally belong to each other in such a manner that they constitute the same flesh of the world? The genetic profile of an individual is actually a much more complex assemblage than a profile of just one species. Micro-organisms not only live as components of the body, but also traverse from it into the environment, and vice versa. An exchange of living substances is constantly taking place. The horny layer of the skin is thus something of a vibrant exchange market; it is a region of the dissolution of identity: interiority extends out to exteriority and exteriority goes into interiority. Concepts of interiority and exteriority become senseless here: the body and the environment are intertwined; the body disperses into the milieu, and the milieu spreads onto and into the body. With the deconstruction of the notions of the boundaries of the body and the body as a closed distinguished substance, the idea of the wholeness of the organism has lost a great deal of sense. The body should not just be considered as a multitude, but its notion should denote openness, exchangeability, traversabilty and permeability. Its structure is, in short, rhizomatic – the body is a rhizome. A body is a temporary locus of a particular organization of life. It is not a closed entity, but rather a drizzling identity. The delimitation of the body is constructed, and therefore where it ends up is drawn arbitrarily. Regenerative medicine derives from the notion of a body as a composition: a dissembling and re-assembling of bodies, as well as a restarting, delaying and slowing down of life processes. A performative installation with growing human organs such as ‘Initiation’ discloses this notion, positioning the observer into the dispersed body. A body dissolved in a milieu – a fertile yard – where human remains are given suitable living conditions for the afterlife; a platform of life where the life that once belonged to the body has emancipated itself. It thus becomes the living other of the body with which the self gets confronted. However, this life is also the body’s own identity. (shrink)

The aim of the article is to trace the integration of education, science and production through the development of regional cluster policy. At the present stage of development of postindustrial society in the global economy, the processes of globalization and specialization of national markets significantly increase competition between countries, between regions and between producers within the country. In these circumstances, the state authorities of the Russian Federation, while maintaining global leadership in the energy sector, define as long-term development goals (...) of the country, the creation of a competitive economy based on knowledge and high technologies. Following this doctrine in the Russian regions in the period from 2012 to 2014 cluster policy is implemented on the basis of Federal and regional innovation strategies. An important role in this process belongs to the activities of leading higher educational institutions - national research universities, which contribute to stimulate an active scientific activity of students and the introduction of scientific achievements into production. One of the pilot cluster projects, funded by the Federal budget became the territorial cluster ‘ Pharmaceutics, medical technology and information technology ‘ formed in the Tomsk region with a unique starting opportunities for the development of sustainable regional innovation system is a developed scientific and educational complex, small and medium-sized innovative enterprises with the latest technological developments in pharmaceuticals and medical technology. In two years, the activity cluster, implemented with the financial support of public authorities, has been successful. In the future, there are plans to expand the range of pharmaceutical products and the collaboration with other clusters Tomsk. Cluster policy contributes to the emergence of stakeholders and large economic enterprises, thus providing a close relationship between science, business and regional authorities. (shrink)

Technological structure arises as a consequence of innovation processes, encompassing R&D activities, implementations, as well as diffusion. Innovation processes influence technological competitiveness by linking changes in market shares at home and abroad with their technological potential. Increased productivity resulting from higher innovativeness combined with increased technological investments result in changes in relative unit operating costs and higher demand for more technologically advanced products, thus determining the dynamics of economic development. The aim of this study is to analyse the course of (...) determinants of innovation processes and the level of international competitiveness of regions after the COVID-19 crisis, including especially Podlaskie Voivodeship. Regions are classified into three types of exposure (low, medium, high) and crossed with three degrees of risk sensitivity for the regional economy. Podlaskie Voivodeship has medium exposure and lower sensitivity to pandemic crises. Regions with relatively high sensitivity and exposure to COVID-19 lockdowns were motivated to make greater changes in business processes. Podlaskie Voivodeship relies highly on foreign trade, which is why the COVID-19 crisis, the war in Ukraine and limited contacts with Poland’s eastern border have negatively affected the region’s innovation. The analysis shows that the establishment of competitive advantages based on the effects of COVID-19 crises should be expanded by regions with medium or high sensitivity to lockdowns. (shrink)

The video game producers are currently in spotlight of market information services. Successes and huge budgets of such companies attract many readers. However, scientific studies related to this sector do not share the same popularity. A reflection on the source of value in this sector shows that what generates revenues is not disclosed in the report. Great examples are customers’ relationships or the value of employees creating the game code and story of the game. Video games producers sector presents a (...) good combination of business and culture that allows reflection on financial characteristics of knowledge based companies. Prior studies show that market’s valuation takes into account unrecognised assets but capital-intensive character of a production and intangibility of a product and its assets causes problems with exact valuation. In this paper the author asks about the impact of the characteristics on the assessment of a financial condition. The research question in this paper is whether it is possible to use and interpret correctly popular discriminant analysis model for knowledge based entities on the example of video game companies. Results are applicable by analysts and managers of this sector and help to determine the usefulness of this method, but it still depends on assumptions and accounting policies. The reflection presented also broadens the discussion on financialisation because analysed companies can oppose this trend in a specific way. (shrink)

Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the concept of paradiplomacy. (...) The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. On a number of foreign policy events, certain Russian governors can take a firmer position than the federal center. (shrink)

At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. Since the opening of the economy, China’s regional economy has developed rapidly, the overall national strength has been increasing, and the people’s living standards have been continuously improved. The issue of coordinated regional development has become an important issue in today’s society. Genetic algorithm is a kind of prediction algorithm that has developed rapidly in recent years and is widely used. However, when solving engineering prediction problems, there are often problems such as premature convergence and easiness to fall (...) into local optimal solutions. Therefore, on the basis of studying the related theories of genetic algorithm and artificial immune algorithm, this paper uses the advantages of the two algorithms, combines the two algorithms, and proposes an improved algorithm for genetic algorithm-adaptive immune genetic algorithm. Taking genetic algorithm as the basic framework, the operators and selection methods of artificial immune algorithm are integrated. Using the adaptive concept, the formulas of adaptive crossover probability and mutation probability are innovatively designed. Compared with the fixed value of the immune genetic algorithm, the introduction of the adaptive concept can intelligently adjust the optimization process and increase the optimization speed. Considering the double uncertain factors of product market demand and waste product recycling in the remanufacturing supply chain system, the maximization of logistics network operating profit, the minimization of environmental impact, and the maximization of customer satisfaction are the forecast goals. The market demand of uncertain products is effectively controlled through the option contract mechanism, and a multiobjective forecasting model based on the option contract mechanism is established. According to the characteristics of the model, an improved immune genetic algorithm is designed to solve the problem, and the effectiveness of the immune genetic algorithm is verified through an example. This article provides the findings of a quantitative and qualitative study of participants from the prematurely cancelled Ontario Basic Income Pilot in the Hamilton region. We compare our evidence with those of other large-scale experiments from the high-income countries between 1968 and 2019 to place OBIP’s findings in the context of evidence from randomized control experiments with similar policy conditions to Ontario’s. Our study identified a small decline in labour market participation, but improvements on a variety of quality-of-life measurements. As Marie Forget (...) and Vincent Bos point out, an energy system based on renewables requires a transformation of energy "regulatory frameworks, technical and organizational structures, geographic forms and network practices" (1). More specifically, current energy transition models rely on the expansion of lithium production, accompanying systems of private property rights, and complex logistical and technical strategies. This article examines the interplay between lithium extraction, national development, and Anthropocene imaginaries in Chile's Atacama Desert, arguing that the green brand of extractivism that characterizes the industry relies on elaborate institutional arrangements aimed at expanding and protecting extractivist ontological and epistemological regimes in the politically contested region. As a report by the World Bank points out, demand for transition minerals like lithium, cobalt, and graphite could increase by 500% by 2050 ("Climate-Smart Mining"), highlighting the extent to which global energy transition efforts are counting on greater extraction of transition minerals and the expansion of extractive frontiers to previously unexplored or unexploited regions (Moore, Capitalism; World Bank Group). Lithium is at the center of this economic and technological shift toward green economies.Global lithium demand is growing rapidly, with investment and production rates growing significantly in recent years (Narins) and catching the attention of states (e.g., China) and corporate tech giants (e.g., Tesla) that are already trying to secure greater shares of the global market. The light metal's popularity is largely due to its internal chemistry, which meets many of the technical and practical requirements associated with green energy transition. Lithium is light, conducive, and energy-dense, which in the context of batteries means faster recharge, lower costs, and charge-holding abilities that make lithium-ion batteries more efficient than a nickel-metal hybrid equivalent (Perotti and Coviello). Because of this, lithium is increasingly being considered as promising for human development and survival as its energy predecessors, inspiring labels such as "white gold," "white petroleum," "the new copper," "the 21st century's petroleum," or the "new gasoline" of sustainability (Acuña and Tironi; Lunde Seefeldt; Voskoboynik and Andreucci).But the industry is not without its downsides. The negative impacts of lithium extraction in Chile's Atacama Desert have been challenged by local communities for whom the metal does not exist as a discrete entity that can be easily extracted from its socioecological context. For many of these communities, lithium is more than a transition metal found in an appropriable and materially heterogenous underground brine: it is an ontologically contested, socioecological entity that sustains and participates in complex webs of life-supporting, place-based, and more-than-human relations. Such accounts of the brine are radically incompatible with "official" state accounts of it, which are maintained through an institutional architecture that allows the ontological basis of the brine to be manipulated for extractive purposes by both corporate and state actors.In the following pages, I examine the ways in which Chile's legal and institutional arrangements, informed by imaginaries of green modernization, [End Page 79] create conditions under which extralocal actors can manipulate along extractivist lines the ontological ambiguity and material heterogeneity of lithium-containing brines in the salt flats of the Atacama Desert. The study of matching degree between energy equipment manufacturing and market demand is crucial for energy enterprises to adjust business strategies, expand market share, and develop sustainably. Considering that the current electricity market evaluation indicators are rarely selected from a global perspective and a single evaluation method may lead to one-sided results, this article takes the technology and equipment related to electric energy as the research object and selects six indicators, including technical standards, qualification certification, export methods, after-sales service, market (...) concentration, and product concentration. By analyzing the supply and demand characteristics of major global regional markets and the situation of Chinese power enterprises in these markets, we propose matching model cluster including osculating value method, rank-sum ratio method, ideal point method, entropy value method, and efficacy coefficient method to conduct the matching degree study. The results show that the overall market matching degree of Chinese power companies is good, especially in Southeast Asia, Central Asia, and Africa. For markets with a low degree of matching, we analyze the reasons based on the matching indicators values to provide companies with corresponding strategies and recommendations. (shrink)

The paper looks into prospects of using mobile applications in the regional information market. It reviews global trends in their introduction rates, based on development of mobile devices and new information technologies. Mobile applications are classified, their most popular types for business and community described. The author provides rationale for some directions of market expansion owing to a growing share of smartphones in the total number of mobile phones and an increase in the number of Internet users. Some specific (...) features of the regional information market performance and its main participants are identified. The paper presents economic performances of companies by regions of Ukraine as a critical economic factor in using mobile applications. The banking sector and trade are defined as the most favorable lines of activity. The following bottlenecks in the use of mobile applications by domestic banks are identified as compared to those in Europe, specifically in Poland: a low rate of activity in this field and insufficient number of Internet users. The author analyzes functional capabilities of active software in the most successful banks of Ukraine. Services of the most popular mobile applications offered by major companies with regional representatives are examined. There are some factors identified, which adversely affect the shaping of community demand for mobile applications, such as regional disproportions in the flow of income as well as high purchase costs of food commodities and extremely low purchase costs of household appliances. The author gives some positive examples of promoting mobile applications in local information markets in the field of public transport. It is established that prospects of further use of mobile applications in the regional information market depend on enhancement of financial stability of economic entities and an increase of the income level of the population. Regional integration over the past decade has facilitated a huge flow of foreign direct investment (FDI) into Latin America. Less is known, however, about why these newforeign enterprises decided to enter specific markets. This study investigates three recent investments in Costa Rica: two by U.S.-based multinational corporations (MNCs) and another by an MNC based in Spain. The behavior of these MNCs is examined in their initial bargaining and subsequent operations. Through the lens of political economy, this study concludes that (...) The purpose of the study is to reveal the state of the regional labor market using the example of the general education system of the Stavropol Territory. The article examines the state of the teaching staff of the regional system of general education in a number of components: the distribution of classes by years of study and the number of students, gender, age and subject composition. ‘Creative destruction’ is one of the most important analytical tools, taking into consideration both the economic and sociological characteristics of capitalist society. According to Schumpeter, in the long term, evolution gives rise to economic development resulting from batches of innovative solutions, leading to improvements in the standard of living. The innovation activity of firms is based on supply-side factors, hence it is large enterprises that excel in innovation since they strive to achieve a monopoly market position and above-average profits. Schumpeter (...) attempts to combine two elements: the spread of monopolies and the continuation of economic development, both occurring through innovation, which is far more important than price competition. The Schumpeterian ‘creative destruction’ permeates the main aspects of macroeconomic activity, not only in the long term, but also in the area of economic fluctuations, structural changes, or the functioning of markets. As a result, it becomes a factor determining changes in the economic order. The purpose of this paper is to analyse the role of territories in the process of creating and using knowledge and its impact on the economic efficiency of the companies which function within their boundaries. Regional cooperation increases the involvement of business entities in innovation activities, which translates into higher competitiveness of firms. In the modern scientific literature, there are many reports about the successful application of neural network technologies for solving complex applied problems, in particular, for modeling the urban real estate market. There are neural network models that can perform mass assessment of real estate objects taking into account their construction and operational characteristics. However, these models are static because they do not take into account the changing economic situation over time. Therefore, they quickly become outdated and need frequent updates. In (...) addition, if they are designed for a specific city, they are not suitable for other cities. On the other hand, there are several dynamic models taking into account the overall state of the economy and designed to predict and study the overall price situation in real estate markets. Such dynamic models are not intended for mass real estate appraisals. The aim of this article is to develop a methodology and create a complex model that has the properties of both static and dynamic models. Moreover, our comprehensive model should be suitable for evaluating real estate in many cities at once. This aim is achieved since our model is based on a neural network trained on examples considering both construction and operational characteristics, as well as geographical and environmental characteristics, along with time-changing macroeconomic parameters that describe the economic state of a specific region, country, and the world. A set of examples for training and testing the neural network were formed on the basis of statistical data of real estate markets in a number of Russian cities for the period from 2006 to 2020. Thus, many examples included the data relating to the periods of the economic calm for Russia, along with the periods of crisis, recovery, and growth of the Russian and global economy. Due to this, the model remains relevant with the changes of the international economic situation and it takes into account the specifics of regions. The model proved to be suitable for solving the following tasks: industrial economic analysis, company strategic and operational management, analytical and consulting support of investment, and construction activities of professional market participants. The model can also be used by government agencies authorized to conduct public cadastral assessment for calculating property taxes. (shrink)

The field of Neuroscience has experienced a growing interest in recent decades, which has led to an exponential growth in the amount of related information made available online as well as the market for Neuroscience-related courses. While this type of knowledge can be greatly beneficial to people working in science, health and education, it can also benefit individuals in other areas. For example, neuroscience knowledge can help people from all fields better understand and critique information about new discoveries or products, (...) and even make better education- and health-related decisions. Online platforms are fertile ground for the creation and spread of fake information, including misrepresentations of scientific knowledge or new discoveries. These types of false information, once spread, can be difficult to tear down and may have widespread negative effects. For example, even scientists are less likely to access retractions of peer-reviewed articles than the original discredited articles. In this study we surveyed general knowledge about neuroscience and the brain among volunteers in Brazil, Latin America’s largest country. We were interested in evaluating the prevalence of neuromyths in this region, and test whether knowledge/neuromyth endorsement differs by age, region, and/or profession. To that end, we created a 30-item survey that was anonymously answered online by 1128 individuals. While younger people generally responded more accurately than people 60 and older, people in the North responded significantly worse than those in the South and Southeast. Most interestingly, people in the biological sciences consistently responded best, but people in the health sciences responded no better than people in the exact sciences or humanities. Furthermore, years of schooling did not correlate with performance, suggesting that quantity may surpass quality when it comes to extension or graduate-level course offerings. The spread of the COVID-19 pandemic has severely impacted all aspects of social and economic life, including the evolution of stock markets. Thus, we advance a methodological framework suitable for assessing 2020 year-long shifts in markets’ statistical complexity, and we apply such framework to ten major international developed or emerging stock markets. Our research reveals that this crisis had considerably altered markets’ evolutionary patterns. The network description of markets’ multivocal transmission of complex responses changed in 2020, European and Asian markets (...) playing a pivotal role. Nevertheless, an important regional and time heterogeneity emerges. In addition, we find that the total number of worldwide confirmed COVID-19 cases plays a leading role in the changes in markets’ complexity. (shrink)

The resources and resource potential of the innovative component of nanoeconomics are analyzed. The factors of production – classical types of resources such as land, labor, capital and technology – are described. Ways of influencing the security resources of nanoeconomics within the innovation paradigm are evaluated. The purpose of the study is to identify the factor of nanoeconomics in the formation of resource security potential in the innovation paradigm. To achieve this goal, the following tasks were set: to characterize the (...) importance of the land resource as a factor in the potential of economic nanosystems; to highlight the importance of capital as a factor of nanoproduction and an indicator of the innovation paradigm; to determine the labor resource in the development of innovative nanosystems; to analyze the intellectual potential of nanoeconomic development of the innovation paradigm; to identify clusters of innovative nanopotential in the regions of countries with transition economies. Each resource is examined separately with the first analysis of a resource security assessment such as land. The other resource under consideration is labor. Demographic factors become decisive in describing the development of labor resources. The capital factor allows the formation of independent economic systems, when the state budget affects the possibility of developing science, education and health care. A number of methods were applied during the study: methods of induction and deduction (to assess the importance of the innovation paradigm for the development of nanoeconomics); system analysis and structural approach (to determine the aggregate state of production factors); method of comparing the quality of production factors in market economies and in developed countries; an observation method (for assessing the state of resources in different countries); method of cluster analysis (to determine the existence of innovation-territorial regions in countries with economies in transition). The analysis is carried out to identify the conditions of the impact of production factors on the innovative paradigm of nanoeconomics. It reveals theoretical approaches to the formation of nanoeconomics and its active development. As a result of the study of intellectual and resource potential of security, a cluster analysis was carried out to assess the conditions for the formation of innovation-territorial regions. This study allows to understand the role of production security factors in the formation of the innovation paradigm and the efficiency of the development of nanoeconomics. The way of providing the basis for the development of nanoeconomics in the form of efficient use of production factors is considered as a perspective. (shrink)

In this paper, we employ what we term as ‘the ethical dimension in political market orientation ’ framework to underline how an integration of information from relevant stakeholder groups can inform the formulation of market-oriented, yet ethical policies. Against the backdrop of India’s Look East Policy, we undertake a critical analysis of historic economic data from 1980 to 2014 in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura, often termed as the Seven Sisters because of their (...) interdependence. Our analysis of the data, using time-series methods, reveals that policy changes ensuing from the economic reforms of 1990s and the initiation of the LEP in 1991 have resulted in regional income convergence in North-Eastern India. A key contribution of our work emanates from the fact that we determine two structural breaks endogenously from long time-series data, thereby identifying three distinct policy regimes, rather than specifying exogenous breaks based on historic and theoretical conjectures. Overall, our work offers both conceptual insights into processes that enable ethical and inclusive policy making, as well as empirical evidence emerging from stochastic convergence of incomes per capita for the Seven Sister states in the North-Eastern region in India, to illustrate how regional economic inequality can be reduced through targeted market-oriented policies. A problem of the many Fs arises in cases where intuitively there is precisely one F (in the region you are talking about), but when you look closely you find many candidates for being that F, each one apparently as well-qualified as the next. Imagine an apparently solitary cloud in an otherwise blue sky. Look closer, and you'll see lots of water vapor molecules, with no one collection of them more eligible than the others to count as the cloud. Many (...) things are like this when you look closely enough. The problem arises for mundane things like rocks, houses and coins. It also arises for entities that present special philosophical challenges, like persons and experiencers. In this essay, I present a new argument that the problem of the many experiencers is an especially hard problem of the many, and property dualism—the view that properties that there is something it is like to instantiate are irreducible—may be the best way to solve it. Utrzymanie pozbawionych konfliktów relacji pokoleniowych jest kwestią wymagającą wspólnych interwencji podmiotów publicznych, komercyjnych i pozarządowych. Dlatego też w opracowaniu, po omówieniu znaczeń pojęcia pokolenie i typów relacji międzypokoleniowych, zostaną wskazane modele polityki relacji międzypokoleniowych. Opis uwzględnia działania na poziomie międzynarodowym, krajowym oraz regionalnym i lokalnym. W dalszej części analizie poddane zostaną główne założenia działań na rzecz solidarności pokoleniowej z wybranych dokumentów projektu cywilizacyjnego (...) "Polska 2030. Trzecia fala nowoczesności". Podsumowanie obejmie rekomendacje praktyczne i badawcze w zakresie polityki rodzinnej i rynku pracy. * The aim of this article is to introduce a concept of "solidarity of generations" in the context of challenges of population ageing at the beginning of the XXI century. Maintaining relationships without generational conflict is a matter requiring joint intervention of public, market and social sectors entities. After the discussion of generation meaning and types of relationships between generations, intergenerational policies models were identified. The description included activities at the international, national, regional and local levels. Later in the article activities assumptions for the solidarity of generations included in the selected documents of civilization project "Poland 2030. The Third Wave of Modernity" were critically analyzed of the main approaches. Conclusions provided recommendations for practical action and further research. (shrink)

The paper presents some ethical aspects of the credit rating agencies (CRAs) market in the light of the latest economic crisis of 2008. A historical background is also shown and how the CRA market emerged. It is emphasised how the functioning of CRAs contributed to the outbreak of the crisis and what were the consequences of over- or underestimated rating grades. The downgrading of a country has a significant influence on the deterioration of the economic condition. Simultaneously, it afflicts the (...) citizens, who have to pay for it e.g. with higher tax rates. It is believed that overestimated ratings lead to a speculative bubble, which ends up with the crisis. The paper indicates the problems connected with the way that CRAs operate and how they relate to business ethics. The fact that those institutions are profitprofile entities, which earn their income from clients, whose financial instruments are assessed, may bring about a conflict of interests. Moreover, it is outlined how the governmental policies of countries left CRAs without any particular control, which in the end was a significant factor, too. Finally, some potential solutions are discussed, and how the approach of CRA managers should change in order to prevent the market from similar situations in the future. (shrink)

Regionalism is experiencing a global resurgence as countries grapple with issues such as coordination problems, economic inequality, racial tensions, and environmental degradation. Nations are exploring various regional entities as potential solutions to these challenges. However, despite the growing prominence of regions, they remain undertheorized. While extensive research has been conducted on national and local governments, regions have often been treated as either state-like or locality-like, or as ad-hoc remedies for the limitations of both. This article seeks to complicate (...) this perspective and present the initial stages of a theory of regions. By examining the case study of the Cities’ Union in Israel and tracing its historical origins and legal evolution into multipurpose regional clusters, the article uncovers valuable theoretical insights about regions. First, it argues that just as “the local” and “the national” mutually shape one another, “the local” and “the regional” too are interdependent concepts, each definition relying on the other. The existence of a third concept—the regional—is crucial, making this a conceptual triad rather than a dyad. Second, the article highlights that legal institutions such as interlocal cooperations and special-purpose governments (SPGs) are not inherently local or regional but can be perceived as either depending on historical and political contingencies. The conceptualization and concrete manifestations of local and regional forms are subject to political concerns and ideological commitments, extending beyond mere technical or functional considerations. Lastly, the article reflects on the unique characteristics of regional forms that make them legally, socially, geographically, and economically nimbler and more adaptable than their national and local counterparts. Competitive advantage and core competency are the unique capabilities and assets of an organization to provide valuable products or services to customers, thus giving the organization a better competitive position in the market than its competitors. In addition, how to create a competitive advantage is also one of the main objectives of business strategy. Therefore, this study focuses on understanding the decisive factors in regional revitalization and the relationship between business strategy, strategic alliance, and alliance performance through small and (...) medium enterprises in Taiwan. This study selected a sample of 220 SMEs in Taiwan that had participated in the SME regional revitalization counseling program. The results showed that competitive advantage, core competency and strategic alliance partner selection had significant effects on alliance performance. In addition, core competency had an indirect effect on alliance performance through strategic alliance partner selection. However, competitive advantage did not have a significant effect on strategic alliance partner selection. Finally, this study proposes management implications and practical suggestions for SMEs’ competitive advantage, core competency, and alliance performance. (shrink)

The stage of the formation and establishment of a market economy in Georgia raises the necessity for economic science to solve fundamentally different problems concerning the improvement of the investment environment and investment climate in national economy. After the collapse of the former Soviet Union, the replacement with new relationships has been quite difficult and painful in which foreign investments should play a crucial role. Issues to be discussed include the questions that explore some of the categories and the constraints (...) of the investment climate. All this leads to the relevance of the article and, therefore, determines the purpose of the article. The research process uses general dialectical methods of socio-economic research as well as modern methods of research of economic theory. The scientific aim of the research is to highlight the current issues of the investment environment and investment climate in economy, to study the transformation processes taking place in Georgia during the last two decades, to conduct analysis using proper methods, to show the current social and political as well as other important processes, to generalize them and to form proper opinions. Findings based on research suggest that it is possible to speed up the process of economic development of Georgia. However, the situation will remain difficult in the region and the factors causing the recession _ instability in oil prices and the weakening of the national currency against the US dollar will still be present. In conclusion, the opinion can be formed that a stable and predictable legislative process is important for the investment environment. Therefore, all the parties that may undergo the changes should be informed and involved in every project planned by the government; At present, it becomes necessary to further extend the deregulation policy, which should include the development of financial and investment sectors and support of the establishment of appropriate infrastructure, promotion of the further development of microfinance institutions, investment companies and funds, designing the system of investment insurance and stimulation, elimination of unnecessary bureaucracy and artificial barriers, etc. (shrink)

This paper explores and ultimately affirms the surprising claim that artificial intelligence (AI) can become part of the person, in a robust sense, and examines three ethical and legal implications. The argument is based on a rich, legally inspired conception of persons as free and independent rightholders and objects of heightened protection, but it is construed so broadly that it should also apply to mainstream philosophical conceptions of personhood. The claim is exemplified by a specific technology, devices that connect human (...) brains with computers and operate by AI-algorithms. Under philosophically reasonable and empirically realistic conditions, these devices and the AI running them become parts of the person, in the same way as arms, hearts, or mental capacities are. This transformation shall be called empersonification. It has normative and especially legal consequences because people have broader and stronger duties regarding other persons (and parts of them) than regarding things. Three consequences with practical implications are: (i) AI-devices cease to exist as independent legal entities and come to enjoy the special legal protection of persons; (ii) therefore, third parties such as manufacturers or authors of software lose (intellectual) property rights in device and software; (iii) persons become responsible for the outputs of the empersonified AI-devices to the same degree that they are for desires or intentions arising from the depths of their unconscious. More generally, empersonification marks a new step in the long history of human–machine interaction that deserves critical ethical reflection and calls for a stronger value-aligned development of these technologies. Due to the advent of deglobalization and regional integration, this article aims to adopt LASSO-based network connectedness to estimate the multiscale tail risk spillover effects of global stock markets. The results show that tail risk varies across frequencies and shocks. In static analysis, the risk is centered mostly on the developed European and North American markets at a low frequency, and regionalization is imposed on the moderate frequency. Moreover, emerging markets could be sources of risk spillover, especially at the (...) highest frequency where there is no absolute risk center. In dynamic analysis, we use rolling window estimation and find that different frequencies identify distinct episodes of shocks, which provides us with the reason for the diverse risk centers at different time scales in static analysis. Our findings provide heterogeneous financial practitioners, regulators, and investors with diverse characteristics of stock markets under multiple time horizons and help them operate their own trading strategies. Some farmers in the Central Finger Lakes Region of New York balance their production between principles of peasant farming and capitalist farming. They struggle to extend their sphere of autonomy and subsistence production, while extended commodity production is often a response to external forces of the state and capital. This struggle, together with a quantitative increase of small farms, can be described as an instance of repeasantization. Based on inductive, empirical qualitative social research, this case study describes the economy and (...) social organization of six farms in the area under investigation and explores the applicability of the rich theory of peasant farming to agriculture in this community. Besides selling commodities to pay for many farming inputs and consumer goods, the farms produce for their subsistence and that of their community. They exchange products and services with other farms, they build networks of mutual provisioning, support, and mentorship, and try to take good care of the land. This paper shows that subsistence production and peasant culture are not restricted to the past or the Global South, but also exist as pockets of peasantness on six New York farms. The perspective applied in this paper suggests that principles of peasant farming may shape farming on other US farms, too, if we accept that these principles intersect with constrains of the larger capitalist market society in which they are embedded. This article discusses the fortune of Geoffrey de Ste. Croix’s famous article ‘The Character of the Athenian Empire’, and reassesses its basic thesis that the Athenian Empire was popular among the lower classes of the allied cities in the light of recent developments in the field. After surveying the article’s immediate and more recent reception, and discussing its relation with The Origins of the Peloponnesian War and The Class Struggle in the Ancient Greek World, it isolates four key new trends (...) in Greek history that, while going against some of Ste. Croix’s basic convictions, end up reinforcing his overall case. These are: a renewed attention to the mass and elite dichotomy, with recent work interpreting Greek oligarchy as a fundamentally reactive and anti-demotic regime; the recognition of the continued relevance of Persian meddling in the later fifth-century; a sea-change in Attic epigraphy which has led to the post-dating of several ‘imperial’ decrees; the new recognition of the dynamism of the Greek economy, and of the economic function of the Athenian Empire itself. Finally, the article addresses the paradigm of class struggle and stresses how democracy and economic dynamism, to which the Athenian Empire contributed, fostered the growth of slave markets and worsened the exploitation of ‘marginal’ regions as slave suppliers. The marketisation of heritage has been a major topic of interest among heritage specialists studying how the online marketplace shapes sales. Missing from that debate is a large-scale analysis seeking to understand market trends on popular selling platforms such as eBay. Sites such as eBay can inform what heritage items are of interest to the wider public, and thus what is potentially of greater cultural value, while also demonstrating monetary value trends. To better understand the sale of heritage on eBay’s (...) international site, this work applies named entity recognition using conditional random fields, a method within natural language processing, and word dictionaries that inform on market trends. The methods demonstrate how Western markets, particularly the US and UK, have dominated sales for different cultures. Roman, Egyptian, Viking and Near East objects are sold the most. Surprisingly, Cyprus and Egypt, two countries with relatively strict prohibition against the sale of heritage items, make the top 10 selling countries on eBay. Objects such as jewellery, statues and figurines, and religious items sell in relatively greater numbers, while masks and vessels sell at generally higher prices. Metal, stone and terracotta are commonly sold materials. More rare materials, such as those made of ivory, papyrus or wood, have relatively higher prices. Few sellers dominate the market, where in some months 40% of sales are controlled by the top 10 sellers. The tool used for the study is freely provided, demonstrating benefits in an automated approach to understanding sale trends. (shrink)
