We report core stratigraphy and chronology that explains the diachronic history of the surface in a prehispanic wetland agricultural complex of planting platforms and canals at Mandinga, central Veracruz, Mexico. Using recognizable stratigraphic horizons, elevations of prehistoric surfaces were measured for the wetland prior to the construction of platforms and canals, immediately following construction, at the time of abandonment, and of the present-day surface. Significant topographic and hydrological changes are evident. We discuss our results in the light of prehispanic (...) water management and cultivation and postulate water storage within the wetland, a patchy management of water and cultivation, and variable productivity. The paper ends with a discussion of the lessons that can be learned when contemplating contemporary cultivation of wetlands. In addition to the environmental concerns, we emphasize the need to consider the physical, socio-economic, and political contexts in which contemporary wetland agriculture would have to operate. The aim of this paper is to show that Mexico is leading the current trend of recognizing non-human animals as subjects of rights by acknowledging them citizenship rights. In the paper it is argued that a recent resolution by Mexico’s Supreme Court regarding a local legislation must be interpreted as conceding citizenship rights to the non-human animals living in the state where that legislation applies. The paper starts by discussing the context in which the relevant law was discussed and approved, (...) and the judiciary actions taken against it. Then, it discusses the analysis and resolution carried out by the Supreme Court of the rights involved and the dynamics among them, the paper also includes a defense of this resolution. Furthermore, the paper argues that the protections established by this resolution must be interpreted, according to the contemporary academic theories regarding citizenship and animal rights, as rights and that these rights must also be interpreted as citizenship rights. The paper ends by replying to some objections and drawing some general conclusions. (shrink)

En este trabajo sobre los pensadores novohispanos Alonso de la Veracruz y Tomás de Mercado se seguirá la argumentación de un tema escasamente explorado: el papel fundacional de la ley natural y su interpretabilidad a través de la ley humana. Se mostrará que ambos autores, basados en las tradiciones salamantinas del siglo XVI, introducen un método que afirmaría la validez de la ley natural y, al mismo tiempo, permitir aplicaciones diversas de los parámetros normativos de la ley humana. Esto (...) es posible, como lo sostiene Veracruz en su crítica al diezmo para los pueblos indígenas, cuando la ley natural tenga que reinterpretarse a partir de hechos sociales concretos o cuando, como en el caso de Mercado, la ley humana sea congruente con la ley natural y, no obstante, tenga que desacatarse para evitar perjuicios personales o públicos en el plano comercial. Feminist anthropologists have evidenced the social and cultural aspects of motherhood and have challenged the universality of the nuclear family as the basis for residential and child-rearing practices. From a feminist anthropological perspective, the concept of the household has thus been redefined to capture the ways in which different principles of household recruitment and residence shape the activities and access to resources of women and men of different ages and status. This paper examines the relationship between household composition and coffee (...) production in Ocotal Grande, a Popoluca community in the Sierra de Santa Marta in Southern Veracruz, Mexico. It shows that polygamous households are larger and have higher yields of coffee than other types of households. However, this does not mean that all members of the household profit equally from their contribution to coffee production. While some relationship exists between labor input and returns, the distribution of benefits is based on gender and age hierarchies and is open to conflict and dispute. (shrink)

The Totonac homegarden is a traditionally designed agroecosystem mixing different elements, such as cultivated and wild plants, and livestock. Our objective was to understand the role and importance of homegardens as a strategy for subsistence and natural resources management. Anthropological fieldwork was carried out in Coxquihui, Veracruz, Mexico, a Totonac community. Conventional sampling using a questionnaire yielded a sample of 40 individuals, each representing a family group. Personal interviews, life stories, observations, and field transects enriched survey information. Fieldwork permitted (...) identification of four types of Totonac homegardens: backyards, cropping fields, acahuales or fallow fields, and fences or field edges. Each of these gardens yields an array of products and services important for several cultural roles and natural resource management aims. Totonacs see land as the dominant and most critical resource. A great deal of terrain is steeply sloped and soils are poor. Homegardens play a key role in a production system that minimizes these site limitations, striking a balance between resource maintenance and subsistence needs. Their functions are ecological, to foster a multistrata vegetation cover, and a continuous supply of organic matter to the soil; economic, serving as living storehouses where diverse products (food, timber, firewood, forage, animals, ceremonial supplies, medicinal products), are kept through the annual cycle; and social, performing various social roles such as growing medicinal, ritual, and edible plants, thus supporting beliefs and culture continuity. Studies like this contribute to a better understanding of Totonac culture and native ecology, and give ideas for a better land management. (shrink)

Both authors disert on dominium andnatural rights, but Vitoria recognizes a more important influence of the authority and external causes onmoral acts whereas de la Veracruz gives all the importance to intrinsic principles of human decisions. Aspeargues that these differences are due to two different elements involved on Alonso´s arguments: his directcontact within american indians, while Vitoria never came to America and didn´t experienced the encounter of «the others», and, a more profound philosophical influence from Escoto and moderate nominalist Jean Charlier Gerson. The paper explores Alonso de la Veracruz's theses on civil power, which sought to integrate the native inhabitants of the New World into the Spanish political community. These theses, which have usually been associated with F. de Vitoria and Spanish Thomism, have recently come to be considered part of a Novohispanic republicanism developed in the American periphery. The article seeks to show that the purpose of such theses was to apply a theory of natural rights that did not entail the political participation of the indigenous population, as well as to analyze Veracruz's position regarding cultural diversity and the war against the indigenous peoples. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the (...) total beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority (...) Areas Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. Recent studies have shown that the indigenous population has been subject to social exclusion (Medel, 2016; Tetreault,2012; Rionda,2010; Del Popolo et al.,2009; World Bank,2004; Uquillas et al.,2003; Appasamy,1996). However, in the case of Mexico, there is no indicator to measure the degree of social exclusion. This article presents a methodology for estimating social exclusion index (IES) by estimating main components. Our proposal is to incorporate the index of social exclusion as a factor that can explain the current status of poverty (...) in the localities that have a high concentration of indigenous population and high economic marginalization in the state of Veracruz, and thus analyze the scope social policy to combat poverty, as the case Development Program Priority Areas (PDZP). Following the implementation of the North American Free Trade Agreement (NAFTA), Mexican farmers altered their livelihood strategies to respond to changing market incentives. While many commercial farmers responded to falling maize prices brought on by NAFTA by shifting into the production of vegetables for export, the coping strategies of low-income farmers have been varied, from diversifying income sources through off-farm employment, to migration, to searching for niche markets for new or added-value products. In the Totonocan region of the state of (...) Veracruz, Mexico, many farmers who can no longer earn sufficient income from the sale of maize grain are turning to a byproduct of maize to generate income. The commercialization of totomoxtle, or maize husks, for domestic and international markets has not only enabled farmers to continue to profit from maize production, but it has also encouraged farmers to utilize and conserve criollo maize varieties that serve as important reservoirs of genetic diversity. Moreover, the growing importance of totomoxtle in livelihood strategies has caused some farmers to alter their maize management, selecting for better quality husks rather than for grain production. The purpose of this paper is to understand both the broad impact of NAFTA on the local agricultural economy and its more specific effects on the management of maize in the Zona Totonaca. Participation in international trade can lead to unexpected outcomes, in some cases creating new values for goods with a long history of local consumption. Commercialization of maize husks is likely to be only a temporary solution for the relief of rural poverty. Given the volatility of international markets, the long-term welfare of farmers may depend on the development of more diversified production strategies. (shrink)

Uncultivated plants are an important part of agricultural systems and play a key role in the survival of rural marginalized groups such as women, children, and the poor. Drawing on the gender, environment, and development literature and on the notion of women’s social location, this paper examines the ways in which gender, ethnicity, and economic status determine women’s roles in uncultivated plant management in Ixhuapan and Ocozotepec, two indigenous communities of Veracruz, Mexico. The first is inhabited by Nahua and (...) the second by Popoluca peoples. Information was gathered through group and individual interviews and a food frequency survey. Results show that the gender ideology prevailing in each community, resulting from distinct ethnic affiliations and economic contexts, shapes women’s plant management. In Ixhuapan, Nahua women are used to leaving their community to generate income, while in Ocozotepec men are considered the main breadwinners and are the mediators between Popoluca households and the larger society. Nahua women gather quelites at the cornfields more often than their men, and more often than their female counterparts in Ocozotepec. They also manage and sell plants from their homegardens at higher percentages than Popoluca women. However, women in both communities use intensely the plants of their homegardens and play a key role in biodiversity conservation and cultural permanence. (shrink)

The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature (...) stands out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? This document is an effort to learn and recognize one of the most important millenary cultures in Mexico, in the construction of a more inclusive vision of the social development of the Totonacapan people, which invites us to reflect on the direction and scope of this response. Our EcoDialogue Center is an educational space for human sustainability within the University of Veracruz. We propose that creating sustainable knowledge requires re-thinking how we conceive ourselves as human beings. This requires paying attention to what we call “the quality of being,” which means caring about and attending to the physical–emotional–mental–spiritual as the foundation of education. This way we can create a space where we can dialogue contemplatively where all dimensions of our lives interact; the physical, the emotional, the (...) communitarian, the social politic, the planetarium, and the spiritual being act with social–environmental responsibility. In this article, we describe the transdisciplinarity process in our education postgraduate program at the University of Veracruz. The program emphasizes the main processes of the eco-formation experience for sustainability through a transdisciplinarity methodology that is focused on three processes: Re-Learning; Eco-literacy; and Dialogue of Knowledge. The experience of self-knowledge is described through our specific re-learning practices in the Mastership program, which represents a central tenet in the process for creating our Learning Community through holarchy practices, profound dialogues, and (...) self-organization processes. Finally we discuss three central ideas: creativity, spirituality, and play, which express and nurture our Learning Community. (shrink)
