Although the knowledge of war and international conflict has definitely increased, we do not as yet have much insight into why and how wars come about, and especially how war as a certain and comparably rare form of conflict regulation is connected to conflict behavior at lower levels of intensity as military disputes and international conflict behavior in general. Theoretical progress in the study of war demands a significant effort at the level of basic research. It is imperative to spend (...) more energy at the rigorous deduction of testable propositions from general explanatory principles or mechanisms. For the success of such an endeavour it is essential to adopt both a dynamic and systems-theoretic perspective. This implies a vision of war as a certain and one of possible phases in the international political process, concurrently with other injuriousforms of interaction as serious disputes and low level conflict behavior, but also supportive behavior like trade and cooperation. Yet, if we are to analyze and understand the war phenomenon from this perspective, clearly more formalized approaches and techniques are imperative. (shrink)

Although relatively much has been said and written already on civilian based defence, one hardly can deny that there has been not much of an increase in our understanding of this particular alternative security concept. Hence, in the present article an attempt is made to trace the factors, which are to be held responsible for this rather striking case of theoretical stagnation. The main argument boils down to the assertion that, up till now, to much energy has been invested in (...) normative analysis and polemics. Together with the reality of a very restricted research capacity, this has led to an almost complete neglect of scientific research proper.Indeed, in the existing litterature it is hard to find any serious effort at theoretical articulation. One will search in vain for explicit stated modeis, testable hypotheses as welt as elaborated research strategies. Little wonder then, that hitherto scientific progress has been wanting. Accordingly, it is argued that to bring about any positive change in this respect in the future, a mere upgrading of the actual research capicity - as is so often advocated - wilt not suffice. Real progress is only to be expected, if more work is made of basic research. (shrink)

Francis Bacon (1561-1626) was een belangrijk Engels staatsman en invloedrijk humanistisch filosoof. Zijn publicaties liggen aan de oorsprong van onze moderne visie op het wetenschappelijk onderzoek. Toch is hij vandaag weinig bekend: in overzichtswerken komt hij nauwelijks aan bod en er verschijnt relatief weinig over hem. Dit boek brengt Bacons ideeën opnieuw voor het volle voetlicht. Everyone knows that Emerson was a moralist, but what does that really mean? In an attempt to answer that question, Gustaaf Van Cromphout provides in Emerson's Ethics a detailed and philosophically grounded discussion of Emerson's moral thought. Although Grotius never formulated a complete, comprehensive constitutional theory, traces of such a theory can be found in many of his writings not explicitly devoted to constitutional law. Punishment even plays an important role in his books on war, since to punish transgressions of the law is ranked among the just causes of war.Given the fact that a state may (...) punish transgressions of the law – transgressions by individuals within and even outside the state, but also transgressions of the law by other states – the question may arise concerning the origin of such a right to punish. It will be shown that Grotius did not give the same answer to this question in his various works. As the right to punish is concerned, we find a theory that seems to be akin to the one of John Locke in the De iure praedae, one akin to the theories of the Spanish late-scholastics in De satisfactione and De imperio, and a theory coming close to what Thomas Hobbes had said on the ruler's right to punish in the De iure belli ac pacis.Of course, Grotius can only have been familiar with the theory of the Spanish late-scholastics, since those of Locke and Hobbes were still to be written by the time Grotius had passed away. As a result of the political developments in the young and struggling Dutch Republic, Grotius experienced the lack of, and the need for juridical protection of some basic rights against infringements by the government. The privileges, taken for fundamental laws, did not provide this protection sufficiently. After he himself had been prosecuted, Grotius falls back on Holland's division of powers to secure the compliance of these rights.

In the years 1777–1778 four volumes were published under the title Legal Observations on Several Dark and Until Now Unverified Sections of the Introduction. The volumes were composed by a society of young legal practitioners from The Hague, the most famous among them being Joannes van der Linden. By then Grotius’s Introduction to the Jurisprudence of Holland was still the cornerstone of the law of Holland and around the year 1800 it would become the fundament for attempts to codify this (...) law. Today the Legal Observations can function as entrance to the historical sources of the law of Holland as described by Grotius and developed further after publication of his Introduction. (shrink)

Information and computer technology has come to play an increasingly important role in medicine, to the extent that e-health has been described as a disruptive innovation or revolution in healthcare. The attention is very much focused on the technology itself, and advances that have been made in genetics and biology. This leads to the question: What is changing in medicine today concerning e-health? To what degree could these changes be characterized as a ‘revolution’? We will apply the work of Thomas (...) Kuhn, Larry Laudan, Michel Foucault and other philosophers—which offers an alternative understanding of progress and revolution in medicine to the classic discovery-oriented approach—to our analysis. Nowadays, the long-standing curative or reactive paradigm in medicine is facing a crisis due to an aging population, a significant increase in chronic diseases and the development of more expensive diagnostic tools and therapies. This promotes the evolution towards a new paradigm with an emphasis on preventive medicine. E-health constitutes an essential part of this new paradigm that seeks to solve the challenges presented by an aging population, skyrocketing costs and so forth. Our approach changes the focus from the technology itself toward the underlying paradigm shift in medicine. We will discuss the relevance of this approach by applying it to the surge in digital self-tracking through health apps and wearables: the recognition of the underlying paradigm shift leads to a more comprehensive understanding of self-tracking than a solely discovery-oriented or technology-focused view can provide. To answer this question we provide a philosophical analysis of the concept of the 'paradigm shift' through the work of Michel Foucault, Thomas Kuhn and Larry Laudan. Their work offers key insights to a comprehensive understanding of major evolutions in medicine. Nowadays the long-standing (...) curative paradigm in medicine is facing important challenges due to an aging population, a significant increase in chronic diseases and the development of more expensive diagnostic tools and therapies. This promotes the evolution towards a new paradigm in medicine with an emphasis on preventive, predictive and personalized care. E-health constitutes an essential part of this new paradigm that seeks to solve the challenges presented by an aging population, skyrocketing costs and so forth. On the other hand the characteristics of e-health will be strongly determined by this new paradigm. 'Will e-health cause a paradigm shift in medicine?' might not be the right question to pose. Rather, we should ask how the underlying paradigm shift, from discovery and cure to prevention and prediction, acts as a facilitator to embrace ICT in health care. This analysis is of crucial importance in understanding the impact of digital health care applications and provides a necessary framework for the emerging, dynamic system of e-health. (shrink)
