Este artigo tem por objetivo geral investigar, numa perspectiva foucaultiana, as relações entre governo e subjetividade, através das artes de governar e a constituição do Estado moderno. Nessa tarefa, consideramos os cursos ministrados por Foucault, Segurança, Território, População e O nascimento da biopolítica, para tratar da presença do poder pastoral na constituição da governamentalidade. O objetivo específico é investigar outras possibilidades de organização social, associados a princípios democráticos, como solidariedade e autogestão em oposição aos efeitos gerados pelo neoliberalismo, com (...) a generalização dos valores mercadológicos nas condutas individuais e coletivas. Em nossa hipótese, consideramos a perspectiva anarquista como o contraponto vital na produção de outras formas de vida social e política, para além dos princípios exclusivamente econômicos. Neste ponto, apresentamos conceitos básicos dos valores anarquistas, como a ideia autogestão, apoio mútuo, a ideia de liberdade, encontrados em Bakunin, Kropotkin e Goldman, e a possibilidade de um pensamento sobre resistências e práticas no presente conforme as reflexões de Rago. Passamos também por uma crítica ao modelo de organização social e à própria ideia de democracia, a partir dos apontamentos de Graeber em Um projeto de democracia. Por fim, nosso esforço visa refletir sobre as possibilidades de um mundo outro, a partir de uma perspectiva que se apresenta radicalmente oposta às práticas políticas e sociais que encontramos hoje. O governo das diferenças e a potência da vida surda na escola Resumo: É urgente afirmar a surdez como acontecimento ontológico, produtor de diferenças, as quais se materializam no corpo dos sujeitos surdos. O artigo objetiva produzir uma análise filosófica da surdez-acontecimento, fazendo um paralelo entre a ação das políticas educacionais e a micro relação do cotidiano escolar, pelo movimento de resistência das pessoas surdas às políticas igualitárias. O conceito de governamentalidade, desenvolvido por Michel Foucault, é fundamental para essa (...) reflexão, apontando dois movimentos nas práticas inclusivas: o primeiro, agenciado na pauta da diversidade, com foco em práticas igualitárias e o segundo movimento, produzido na lógica da diferença. Propõe-se anunciar a surdez não apenas pela diferença, linguístico-cultural, mas como efeito de uma diferença ontológica espalhada no corpo social por fluxos ramificados, em movimentos intensivos, minando internamente os sujeitos e por eles, as variadas instituições. Apoio e financimento da pesquisa: FAPESP e à CAPES Government of differences and the power of deaf life in school: It is urgent to affirm deafness as an ontological event, producer of differences, which materialize in the body of deaf subjects. The article aims to produce a philosophical analysis of deafness-event, making a parallel between the action of educational policies and the micro relationship of school daily, by the movement of resistance of deaf people to egalitarian policies. The concept of governmentality, developed by Michel Foucault, is fundamental to this reflection, pointing out two movements in inclusive practices: the first, guided by the diversity agenda, focusing on egalitarian practices and the second movement, produced in the logic of difference. It is proposed to announce deafness not only by linguistic-cultural difference, but as the effect of an ontological difference spread in the social body by branched flows, intensive movements, internally undermining the subjects and by them the various institutions. It is the low practice of counteracting this deaf “being” to normalizing actions that is of interest here. Keywords: Deaf education. Inclusive policies. Differences. Gobierno de diferencias y el poder de la vida de los sordos en la escuela Resumen: Es urgente afirmar la sordera como un evento ontológico, productor de diferencias, que se materializa en el cuerpo de los sordos. El artículo tiene como objetivo producir un análisis filosófico del evento de sordera, haciendo un paralelo entre la acción de las políticas educativas y la micro relación de la escuela diaria, por el movimiento de resistencia de las personas sordas a las políticas igualitarias. El concepto de gubernamentalidad, desarrollado por Michel Foucault, es fundamental para esta reflexión, señalando dos movimientos en prácticas inclusivas: el primero, guiado por la agenda de la diversidad, centrado en prácticas igualitarias y el segundo movimiento, producido en la lógica de la diferencia. Se propone anunciar la sordera no solo por la diferencia lingüístico-cultural, sino como el efecto de una diferencia ontológica propagada en el cuerpo social por flujos ramificados, movimientos intensivos, que debilitan internamente a los sujetos y por ellos a las diversas instituciones. O objetivo deste texto é questionar, no contexto sócio-histórico da modernidade europeia, o modo como se forjou no interior do “novo sentimento de infância” uma vida por etapas que outorga às pessoas de pouca idade a urgência de uma existência em permanente desenvolvimento. Problematizar a “ideia” de desenvolvimento, mais concretamente de desenvolvimento infantil e as suas implicações na produção de modos de ser criança, permite avançar pistas sobre como é que a narrativa desenvolvimentista se tornou hegemónica e inquestionável nos contextos (...) educativos destinados a pessoas de pouca idade. Em concreto, interessa-me pensar os agenciamentos históricos que vinculam a infância (enquanto tempo cronológico) a uma certa ideia de desenvolvimento. (shrink)

The text deals with the concept of representation in its relation to the concept and sovereignty, in Thomas Hobbes (1588-1679). The work studied is Leviathan, of 1651. The research presents that sovereignty is founded through the original legal act, which establishes an artificial person to represent everyone. This artificial thing is the State. The political society, however, is different from its government, although they are functionally the same.

According to Glaucon’s conception of justice, the government is constituted by a contract which determines the legal and the just. From its constitution the ruler may control the subjects’ justice without being subject to the contract himself. To reinforce Thrasymachus’ speech Glaucon will offer Socrates a challenge where the latter has to prove that justice is superior to injustice. Thus, it is Socrates’ task to show this under any counterfactual circumstance, always bringing benefit to the one who acts justly. The (...) difficulty in responding to the challenge proposed by Glaucon is shown by the case in the Republic where the fulfillment of justice seems not to bring benefits, but penalty to the agent. This is precisely the case of the Philosopher Ruler and his coercion to rule. For that one must understand the reason why the philosopher is coerced to rule, not as a matter of choice, but something whose denial is made impossible due to justice. Socrates’ solution to the challenge of justice starts from the definitions of political justice, where each citizen is compelled to do his own duty, and psychic justice, defined as a harmony between the parts of the soul. Our argument shows that the justice within the philosopher’s soul itself is justified by the necessity of fulfilling the justice in Kallipolis, as well as allowing good government. (shrink)

This article explores the forms of housing and living of the subaltern classes in the French urban context of the early 19th century affected by the social consequences of the Industrial Revolution. It focuses on the social representations and discourses developed by the liberal elites in order to retrace the genesis of the concepts of “domestic comfort” and “public hygiene”. The cholera epidemic of 1832 and the growth of the hygienist movement are identified as crucial driving forces for the emergence (...) of plans of urban and housing reform for the working class aimed at protecting the social order and public health. The present article proposes an analysis of the foucauldians studies concerning the disciplinary techniques and its relation with the government of individuals and collectives conducts. To this end, this article focus in demonstrated, throughout the works “Discipline and Punish: The birth of the prison ”, “The order of discourse ”and “Micro-physics of Power ”, how the discipline, understood as a technology of power, operates in the conduct of the subject practices.Thus, we will follow an analytical path of differentiation of the (...) both uses of the term discipline found in the theorizations of Michel Foucault: one in the way of the knowledge, thenceforth the control of the discourses formation which configures the acting of a power that exercises itself as a discursive restrictor in order to maintain the regulation and control of what can be said and though in certain time. The other use, constituted in the scope of the power, in which the disciplinary power acts specifically in the bodies as a group of techniques engendered in the subjects’ fabrication. Therefore, the main objective outlines in present the discipline as a technology of the power the works as an machinery of the government of conducts, highlighting its forms of operation in the fields undertaken by Foucault, of the know and the power, following his genealogic triad of investigation. The article still intends to explore the foucauldian understanding that the discipline and the disciplinary techniques are configured as an ingenious machine that come together in the fabrication of the human, being required to understand them not only through the repression categories, oppression and alienation, like much has been done and continues to be made. The object of this investigation is the connection between dance and modern philosophy. The body has been disciplined in modern era in a very peculiar way which is conveyed into governmental processes of optimization of the bodily potentiality. Dance has not only an aesthetic value but a political one. In this contribution I analyse the government of the body through disciplined movement and the research for the intensive variations in the contemporary sperimental 'contact improvisation'.

Este estudo trata de algumas relações possíveis entre as concepções dos filósofos Friedrich Nietzsche e Michel Foucault, no tocante à constituição do Estado moderno e de um novo sujeito. Analisa-se o surgimento das artes de governo a que se debruça Foucault, com um enfoque voltado para a construção da subjetividade moderna. Ao mesmo tempo, examina-se o conceito de espírito cativo postulado por Nietzsche, em que um indivíduo é forjado pela modernidade em nome de uma suposta implantação da paz. Nesse (...) sentido, buscamos estabelecer algumas conexões entre a formação do Estado e do sujeito modernos, aquele visto como peripécia das artes que, nos últimos séculos, tem conduzido este. This study brings light to the concepts of State and Government in the thought of Marsilio de Padua pointing out to profoundly modern institutions present in the reflection of this medieval philosopher. We attempt to show that Marsilio de Padua reflects based on Aristotle´s categories, but proposes a State and Government conception different from that common place of medieval politics as he insists on the need of the popular consent as a criterion of political legitimacy. -/- O estudo explicita os (...) conceitos de Estado e de Governo no pensamento de Marsílio de Pádua apontando as intuições profundamente modernas presentes na reflexão desse filósofo medieval. Procuramos mostrar que Marsílio reflete com categorias aristotélicas, mas propõe uma concepção de Estado e de Governo que se distancia do lugar comum da reflexão política medieval ao insistir na necessidade do consentimento dos súditos como critério de legitimidade política. The essay aims at reading in the works of Daniel Bell the path of neoconservatism since its very beginning against the background of the Great Society and the rise of the black movement, the crisis of the Welfare State and the renewed centrality of the market in the global scenario of the 1970s. The objective is to show that neoconservatism is basically a politics of the limits of liberalism in front of the «continuity» of the «cultural tradition» of society: an (...) effort in many ways shared by rising neoliberalism to reestablish the order embedded in the “history” of the social fabric and in its power relations. Interpretações recentes da obra de Maquiavel têm inscrito o pensamento do autor florentino em uma tradição política republicana. Entretanto, essa convergência de leituras não é ponto pacífico que encerra a discussão, haja vista que diversos comentadores debatem em que medida Maquiavel se insere nessa tradição. Este é o caso de Miguel Vatter, o qual retoma a obra do florentino em chave crítica para questionar alguns dos fundamentos de certa tradição republicana, como o vínculo entre liberdade e lei. Com efeito, para (...) o comentador, o autor florentino abre uma nova perspectiva de republicanismo ao desfazer esse vínculo e associar a liberdade ao desejo do povo como não-governo. Assim, pretendemos retomar a interpretação de Miguel Vatter acerca da liberdade como não-governo em Maquiavel e fazer algumas considerações a respeito de seu comentário, sobretudo no que toca ao estatuo da lei e do povo no discurso maquiaveliano. O governo do presidente Fernando Henrique Cardoso teve papel relevante na consolidação de políticas voltadas ao campo e ao processo de reforma agrária no Brasil. O objetivo do artigo é refletir sobre o perfil e as tensões envoltas na política de reforma agrária do governo FHC, e os desdobramentos dessa política face ao número de famílias assentadas e áreas obtidas para fins de reforma agrária no Brasil. Utiliza-se como fonte textos de pesquisadores que estudaram os caminhos e descaminhos (...) da reforma agrária brasileira e dados do “Banco de Dados da Luta Pela Terra”. Compreende-se que, no Governo FHC, apesar do número de famílias assentadas e áreas obtidas terem avançado de forma considerável em relação a governos anteriores, a reforma agrária foi tratada de forma marginal, e o governo, por vezes, negou as lutas e o protagonismo dos movimentos sociais do campo. In this article, we seek to discuss the recurrence of racism and prejudice toward black lives and childhoods, in spite of repeated initiatives to overcome it by social and educational policy-makers. Following the investigations launched by Michel Foucault on the biopower hypothesis, we revisit some of his interpreters, with the objective of discussing the challenges posed by racism to pedagogical provisions for black children and—following on a concept offered by Emmanuel Levinas--an education of the Face, as a weapon in the (...) political field of struggle against the thanatological dimension of biopolitics. To do so, we retrace some scenes from the history of inclusion devices – especially those policies aimed at black populations. We reflect on the racism embedded in our historical unconscious and discuss how it affects the education of the black Face in our country. We problematize the peculiarities of Brazilian racial prejudice and explore its necropolitical positioning when it comes to the governance of black childhoods. We conclude that the current form of governmentality and education needs a movement of de-rostification—deconstuction of the black Face--in order to identify a future for black children that makes it possible to rise up against the hegemonic order of the white-male-heterosexual-christian-European, and to create processes of subjectivation that can build solidarity with the multiplicity of others-becoming-minoritarian. Os governos de Fernando Henrique Cardoso são considerados responsáveis por uma forte redução do Estado através de políticas de contenção dos gastos públicos, as quais atingiram também as Forças Armadas. Inversamente, os governos de Lula da Silva apresentaram um discurso desenvolvimentista, que, supostamente, favoreceu o investimento nas Forças Armadas, invertendo as tendências das gestões anteriores. O artigo faz, a partir da leitura de dois textos do cientista político João Roberto Martins Filho e de dados estatísticos da SEORI, a análise crítica (...) e comparativa entre os governos citados em relação aos investimentos – e somente em relação aos investimentos – em Defesa Nacional, na manutenção e modernização das Forças Armadas. Partindo do viés determinista da tecnologia veremos que esta tem poder suficiente para estabelecer formas-de-vida específicas, configurar a atividade humana, estruturar os comportamentos individuais e coletivos para produzir resultados desejados – entre estes está a construção condicionada e controlada de sujeitos sob encomenda. A ideia de uma razão tecnológica que constrói subjetividades pré-determinadas liga-se à noção foucaultiana de governamentalidade: um poder que se exerce sobre um conjunto de indivíduos através da estruturação dos possíveis campos de ação. Exercer o poder sobre (...) os outros implica em governar ações, administrar eventualidades, gerenciar possíveis riscos e perigos. Nesse sentido, buscamos analisar o papel desempenhado por uma crescente racionalidade de governo efetuada e gerida pelos algoritmos. Com o advento da internet foi possível coletar e armazenar dados sobre os mais diversos aspectos da vida dos indivíduos. Tal situação possibilitou a instalação de um tipo completamente novo de governo que age através da otimização algorítmica dos comportamentos, das relações sociais e da própria vida. (shrink)

A tradição interpretativa de Maquiavel reconhece a centralidade do povo como ator político. No entanto, sobre a função que desempenha existe um amplo espectro de interpretações. Em um extremo estão aquelas que o concebem como ente passivo, sem iniciativa política autônoma. No outro, as que lhe conferem um papel ativo no governo da cidade. Muito embora o próprio Maquiavel fale do povo como animado por um “desejo negativo”, disso não resulta uma passividade popular. Neste trabalho mostraremos que o povo (...) é ator político ativo autônomo que atua na cena pública de dois modos principais. Uma forma extra-institucional exercida pelos tumultos por meio dos quais o povo luta por leis. E uma forma intra-institucional exercida por meio de estruturas legais e institucionais com os quais o povo age com as leis. (shrink)

Sociedade de desempenho e governo da vida deficiente Resumo: Na sociedade de desempenho, atribui-se a cada indivíduo a responsabilidade de fazer render seu corpo, seu tempo, sua criatividade e sua imaginação. Nesse jogo, a vida foi submetida ao cálculo administrativo, visando a eliminar a negatividade, os riscos e modos de resistências que impedem a realização do capital e de sua comunicação. É dessa perspectiva que a alteridade do deficiente, a qual resiste ou retarda a nova ordem, é negada, pois (...) sua negatividade constitui obstáculo à lógica do desempenho, da eficiência e da lucratividade. Tendo em vista o referido contexto, busca-se pensar duas questões: Que ressonância a alteridade e a negatividade dos corpos deficientes têm sobre a cultura do desempenho e do empresariamento da vida? Que vida há nos corpos deficientes que afrontam o biopoder? Essas questões serão abordadas ao longo do artigo, tendo como ponto de referência algumas cenas - crônicas jornalísticas - nomeadas livremente de imagens literárias. Performance society and the government of deficient life: In the performance society, each individual is responsible for making it profitable the body, the time, the creativity and the imagination. In this game, life was subjected to administrative calculation in order to eliminate negativity, risks and ways of resistance that prevent the realization of the capital and its communication. It is from this perspective that the alterity of the disabled, who resists or delays the new order, is denied as its negativity constitutes an obstacle to the logic of performance, efficiency and profitability. In view of the aforementioned context, we seek to think about two questions: What resonance do alterity and negativity of disabled bodies have on the culture of life's performance and entrepreneurship? What life is there in the deficient bodies that face the biopower? These issues will be addressed throughout the article with reference to some scenes - journalistic chronicles - which we freely named literary images. Keywords: Performance Society. Disabled Body. En este juego, la vida fue sometida a un cálculo administrativo para eliminar la negatividad, los riesgos y las formas de resistencia que obstaculizan la realización del capital y su fuerza comunicativa. Es desde esta perspectiva que se niega la alteridad de los discapacitados, que resisten o retrasan el nuevo orden, ya que su negatividad constituye un obstáculo para la lógica del rendimiento, la eficiencia y la rentabilidad. En vista del contexto antes mencionado, tratamos de pensar en dos preguntas: ¿Qué resonancia tienen la alteridad y la negatividad de los cuerpos discapacitados en la cultura del desempeño de la vida y el espíritu empresarial? ¿Qué vida hay en los cuerpos discapacitados que enfrentan el biopoder? Niccolò Machiavelli's support for what he calls governo largo, or popular government, is usually contrasted with the diffidence towards it of Francesco Guicciardini, the Florentine aristocrat. The article argues that both these authors grounded their vision on Polybius' theory of “mixed government,” though adapting it in different directions. In examining this difference, the article reaches the conclusion that it concerns far less the degree of popular participation in political decision-making and government than the value that Machiavelli and Guicciardini respectively (...) ascribe to it in comparison with that of safety-liberty. In this respect, their theories may be viewed as anticipating the tensions between democracy and the rule of law, the co-presence of which provides the essential foundation of the structure of present-day constitutional democracies. We asked a series of questions to Luca Cobbe and Paola Rudan, authors of two books foregrounding the turning point of the 18th century by which, moving from the experience of the revolution, the structure of the constitution and configuration of government were deeply rethought. The two works, respectively about David Hume and Jeremy Bentham, contribute significantly to illuminate the way by which obedience has been reconsidered when society and opinion became the sources of political legitimation. This dialogue at distance (...) clearly shows the presence of a plurality of constitutional registers which were necessary for the affirmation of the centrality of government in the era of the rising popular sovereignty.
