Recent work on transnationalism provides evidence to support the argument that transnational ties to the home country and integration into the host state are not mutually exclusive processes . Moreover, connections to the home country attenuate over time and by the third generation immigrants are usually fully integrated into the receiving country. Given that some of the existing transnational ties are encouraged and facilitated by the home country, critics of sending states' diaspora engagement activities argue that their promotion of ongoing (...) transborder connections limits immigrants' integration into the host state. The case of Mexico shows that there are stated and unstated objectives in the state's diaspora engagement policies, including the promotion of the government's political and economic interests, the need to maintain its legitimacy at home and abroad, and the interest in facilitating and securing remittance flows. But since the 1990s the programs developed by the Mexican government directed to migrants in the U.S. also seek to improve their living conditions in the host country. An issue that requires further exploration and is addressed in this paper is whether and how the services that Mexico provides to emigrants through its 50 consulates and the Institute of Mexicans Abroad contribute to or limit migrants' process of integration in the United States. Such services include, among others, preventive health care and medical referrals, adult education programs, and leadership development. This paper examines the effects of the Mexican government's programs on the integration of Mexican immigrants based on interviews in various U.S. cities. It also examines the response in the U.S. to the Mexican government's active role in this regard. (shrink)

Drawing for explanation flourished in the medieval West in biblical exegesis. Some Christian and Jewish scholars, holding that the literal meaning of the holy scriptures had to be established before the allegorical and typological meanings could be reached, made good use of visual exegesis. Of the few Christian scholars who attempted a literal interpretation of the notoriously difficult Old Testament book of the prophet Ezekiel, one was Richard of St Victor and another was Nicholas of Lyra, who had read Richard's (...) work and also, like him, seen the Jewish scholar Rashi's illustrations for Ezekiel. Both Richard and Nicholas supported their arguments with the plans of Ezekiel's visionary temple and the map that places the temple in its regional context discussed in this essay. Also discussed is the subsequent adaptation of these medieval diagrammatic maps for a quite different readership. (shrink)

In the past two decades, changes in the Mexican government's policies toward the 30 million Mexican migrants living in the US highlight the importance of the Mexican diaspora in both countries given its size, its economic power and its growing political participation across borders. This work examines how the Mexican government's assessment of the possibilities and consequences of implementing certain emigration policies from 1848 to 2010 has been tied to changes in the bilateral relationship, which remains a key factor in (...) Mexico's current development of strategies and policies in relation to migrants in the United States. Understanding this dynamic gives an insight into the stated and unstated objectives of Mexico's recent activism in defending migrants' rights and engaging the diaspora, the continuing linkage between Mexican migration policies and shifts in the US-Mexico relationship, and the limits and possibilities for expanding shared mechanisms for the management of migration within the NAFTA framework. A New York court recently struck down state Office of Mental Health regulations governing research involving subjects with impaired decisionmaking capacity. The court held that neither incapacitated adults nor minors could participate in any research protocol that contained a nontherapeutic element, irrespective of possible benefits to the subject or the importance of the knowledge to be gained. Although the decision rested on a technical point of law and dealt only with psychiatric research, the court's holding has significantly broader implications.

This article examines the processes of investigation and gathering evidence about victims of the September 11 attacks to better understand the inability of state and nonstate institutions to effectively deal with the invisibility of undocumented migrants in terms of providing assistance and recognition at a moment of tragedy. The failure to make the invisible visible or to address the very question of visibility publicly is explained by three major reasons: 1) A general fear of coming forward on the part of (...) undocumented migrants or their families, partly as a result of their legal status and their lack of trust in government agencies, which was compounded by ineffective communication about available relief services; 2) different procedural requirements and logics of evidence used by government and nongovernmental relief agencies, which, in some cases, made it impossible for undocumented migrants or their families to provide proof of their presence at the site or employment in the businesses affected; 3) the context of 9/11 as a disruptive event that influenced the overall climate in which issues of victimhood and immigration status could be addressed. Liberty and freedom are frequently invoked to justify political action. Presidents as diverse as Woodrow Wilson, Franklin Delano Roosevelt, John F. Kennedy, Ronald Reagan, and George W. Bush have built their policies on some version of these noble values. Yet in practice, idealist agendas often turn sour as they confront specific circumstances on the ground. Demonstrated by incidents at Abu Ghraib and Guantánamo Bay, the pursuit of liberty and freedom can lead to violence and repression, undermining our trust in (...) universal theories of liberalism, neoliberalism, and cosmopolitanism. Combining his passions for politics and geography, David Harvey charts a cosmopolitan order more appropriate to an emancipatory form of global governance. Political agendas tend to fail, he argues, because they ignore the complexities of geography. Incorporating geographical knowledge into the formation of social and political policy is therefore a necessary condition for genuine democracy. Harvey begins with an insightful critique of the political uses of freedom and liberty, especially during the George W. Bush administration. Then, through an ontological investigation into geography's foundational concepts—space, place, and environment—he radically reframes geographical knowledge as a basis for social theory and political action. Showcasing American music and music making during the Great Depression, Hard Luck Blues presents more than two hundred photographs created by the New Deal's Farm Security Administration photography program. With an appreciation for the amateur and the local, FSA photographers depicted a range of musicians sharing the regular music of everyday life, from informal songs in migrant work camps, farmers' homes, barn dances, and on street corners to organized performances at church revivals, dance halls, and community festivals. Captured across the (...) nation from the northeast to the southwest, the images document the last generation of musicians who learned to play without the influence of recorded sound, as well as some of the pioneers of Chicago's R & B scene and the first years of amplified instruments. The best visual representation of American roots music performance during the Depression era, Hard Luck Blues features photographs by Jack Delano, Dorothea Lange, Russell Lee, Arthur Rothstein, Ben Shahn, Marion Post Wolcott, and others. Photographer and image researcher Rich Remsberg breathes life into the images by providing contextual details about the persons and events captured, in some cases drawing on interviews with the photographers' subjects.
